Abstract:

In the mid-nineteenth century, the great anthropologist Henry Sumner Maine observed that legal systems tended to move over time from “status to contract” by which he meant that rights and duties were increasingly determined by consent rather than social or demographic factors. Maine’s thesis might have been applied to international law during the long era of high positivism, in which consent became the dominant principle after the Peace of Westphalia. Formal equality of states meant that formal treaties—”contract”—were the main mode of interaction. Even in the post-World War II era, consent played a major role, in part because the Security Council—the chief vehicle for legal exercise of “status”—was anemic. International organizations served as vehicles for the development of multilateral treaties of increasing scope and depth. Status and power were hidden rather than acknowledged elements of the system.

Abstract:

Seabirds are the most threatened of any living group of birds, continuing a larger pattern of elevated Holocene bird extinctions on islands and coastlines. The Great Auk (Charadriiformes: Pinguinus impennis) was found on both coasts of the Atlantic during the Holocene until its last sighting on Iceland in 1844. Far more is known about the population structure and genetic diversity of NE Atlantic populations, and the latest surviving populations were documented from the British Isles in 1834. While sightings from Canada suggest Great Auks disappeared by 1800, no systematic evaluation of extinction timing has been conducted for this coast. Determining extinction timing of the Great Auk in Maine allows a comparison to be made to populations in other areas of the Atlantic Ocean, and raises the question: was the Maine population’s fate different due to regional, cultural, or other factors? There is a single eye-witness record in the late 17th century at “Black Point”, now Scarborough, Maine. To address this gap, we compiled a radiocarbon dataset on associated material from Maine archaeological shell middens. These 91 dates from 13 sites situate the Great Auk in Maine from about 180 to 4,555 years before present. The majority of these dates are from charcoal samples, but also include shells, ceramics, and bone, and cultural contexts span the Middle and Late Ceramic Periods. To account for differences in stratigraphic control and sampling material, we assigned quality scores, and used these scores to run a sensitivity analysis in extinction timing with the GRIWM model. Disentangling the spatiotemporal dynamics of the Great Auk extinction in Maine is useful in determining how to conserve current species in decline and modern insular seabirds in Maine, such as the puffin. Future study will include new radiocarbon dating of bones as well as isotopic and morphometric analysis to unfold more chapters of the Maine Great Auk’s narrative.

The paper follows the correspondence between Gligorije Jeftanović and the Great Administrative and Educational Council in the year 1919. The first part of the text presents the correspondence where the Great Administrative and Educational Council requests an opinion from Jeftanović about the secession of the Serbian Orthodox Church in Bosnia and Herzegovina from the Constantinople Patriarchate and merging with the Serbian Patriarchate. The second part of the text presents the correspondence that concerned Jeftanović’s membership in the Great Administrative and Educational Council and his pre-war position as the Deputy Chairman of the Great Administrative and Educational Council, from which he was removed by the occupation Austro-Hungarian authorities during the First World War and, as he claimed in the correspondence, with the assistance of people from the Great Administrative and Educational Council.

Abstract:

Portland, Maine had a traditional bargaining relationship. It now has one of the most complete programs of service-focused labor management cooperation of any place in the country. A broad range of city services, including an emerging effort in public safety are now run this way, with workers and their union leaders, managers and elected officials all benefitting from and praising the new relationship. Portland made this radical transformation without a crisis of fiscal pressure. New leadership in the city manager's office and responsive leadership in key bargaining units led to an experiment on the building of Hadlock Field. A partnership between the department head and the president of the AFSCME local led the project. Instead of contracting out to meet a short deadline and employ skills that didn't seem to exist, the parties worked out a special set of arrangements and via cross-training, teamwork and dedication completed the stadium in seven months, millions under the expected budget. From the pride and satisfaction of this joint effort, Portland, AFSCME and other key units worked to create a new participative relationship across the full range of city services. The effort has produced major cost savings and service improvements, has strengthened both the management and the union and has produced a far less adversarial bargaining relationship. In one innovation, separate services were split up and reorganized into district teams, providing customer-oriented public works services in areas that match city council districts. Cross training and new responsibilities have resulted in new opportunities and pay raises, yet have saved time and money. The piece, co-authored by union and management leaders from Portland, illustrates the breadth and depth of what they have achieved without a crisis as the initiating factor.

Abstract In 1994, the Northern Forest Lands Council published 37 recommendations designed to maintain traditional patterns of land ownership in the Northern Forest. During the past six years, Maine, New Hampshire, New York, and Vermont each substantially or partially implemented more than 75 percent of the recommendations. State implementation was remarkably consistent and included most of the recommendations for protecting exceptional resources. The federal government implemented half of the council's recommendations, almost all of which were related to strengthening rural economies, suggesting a low national concern with most of the underlying issues.

Abstract:

Much of the Laurentide ice sheet in Maine, Atlantic Provinces, and southern Quebec was a "marine ice sheet," that is it was grounded below the prevailing sea level. When proper conditions prevailed, calving bays progressed into the ice sheet along ice streams partitioning it, leaving those portions grounded above sea level as residual ice caps. At least by 12,800 yrs. BP a calving bay had progressed up the St. Lawrence Lowland at least to Ottawa while a similar, but less extensive calving bay developed in Central Maine at approximately the same time. Concurrently, ice draining north into the St. Lawrence and south into the Central Maine calving bays rapidly lowered the surface of the intervening ice sheet until it eventually divided over the NE-SW trending Boundary and Longfellow Mountains and probably over other highland areas as well. A major consequence of these nearly simultaneous processes was the separation of an initial large ice cap over part of Maine, New Brunswick, and Québec which was bounded on the west by the calving bay in Central Maine, to the north by the calving bay in the St. Lawrence Lowland, to the south by the Bay of Fundy, and to the east by the Gulf of St. Lawrence. In coastal Maine, east of the calving bay, the margin of the ice cap receded above the marine limit at least 40 km and subsequently read-vanced terminating at Pineo Ridge moraine approximately 12,700 yrs. BP. These events are the stratigraphie and chronologic equivalent of the Cary-Pt. Huron recession/Pt. Huron readvance of the Great Lakes region.

Abstract:

Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain. The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. Abstract:

An important event of the Orthodox world of the last year was the Cathedral, which took place on June 19-28 on. Mole. The extraordinary nature of this council is that it was convened 1229 years after the last (seventh) Ecumenical Council in 787, which was not yet split into Orthodoxy and Catholicism (which occurred in 1054) of a single Christian Church. The Catholic Church then independently held its 22 councils, the last of which - the Second Vatican Council was held in 1962-1965. In Orthodoxy, extraterrestrial silence prevailed, since its hierarchs believed that for the "fullness and maturity" of the Christian Church there was enough canonical work of the seven Ecumenical Councils that took place during 325-787 years.

Should judges play a prominent policymaking role through their exercise of judicial review, or should judicial review be exercised to strike down only those acts that clearly violate the Constitution's text or historical context? Prevailing scholarship maintains that the Constitutional Convention debates provide little relevant guidance with which to answer this question. The truth is essentially the opposite: the Convention delegates extensively considered the role that judges should play in policymaking, particularly during their debate over a proposed council of revision. This essay revisits the council of revision debate. It argues that beneath the delegates' clear disagreements lies an apparent consensus, one heretofore largely unrecognized: that whether or not judges should have been invited to play the policymaking role they would have played as members of a council of revision, they should not play a policymaking role while serving on the judicial bench.

Objectives Polydactyly has been reported in a number of vertebrate species, including the domestic cat. It is a common characteristic in some breeding lines of the Maine Coon. The aim of this study was to assess the limb phenotype of polydactyl cats using physical and radiographic examinations. Methods We used physical examination and radiography to characterise the polydactyly phenotype in a cohort of 70 Maine Coon cats, including 48 polydactyl cats from four different breeding lines from Europe, Canada and the USA. Results The phenotypic expression of polydactyly showed great variability, not only in digit number and conformation, but also in the structure of the carpus and tarsus. Comparison of the size of the radius in polydactyl and non-polydactyl 3-month-old kittens and adult females did not reveal any difference between polydactyl and non-polydactyl cats. Conclusions and relevance We conclude that polydactyly in Maine Coon cats is characterised by broad phenotypic diversity. Polydactyly not only affects digit number and conformation, but also carpus and tarsus conformation, with no apparent deleterious consequence on feline welfare.

AbstractThe Ecumenical legacy of the Council of Crete convened in 2016 is extremely important because of the consistent discussions on this topic during the grounding of the Council, but mostly subsequent to that, when the process of reception of the Council began. The Holy and Great Council of Crete of 2016, known also as the Pan-Orthodox Council, issued six official documents plus a Message and an Encyclical. Among those documents, one is dedicated to the question of ecumenical relations. Inside various Orthodox Autocephalous Churches different groups denounced the Council because of its ecumenical approach, meaning that a good understanding of the ecumenical legacy of the Council of Crete is one of the most important keys in its reception. In this study I will try to inspect the ecclesiological theology found in the Document on Ecumenical Relations released in 2016 by the Council of Crete, thereby analyzing why some of the groups rejected this document. Comparing different forms of the documents with the final approved form will help us understand how the Orthodox approach to ecumenism evolved in time, since the beginning of the preparations for the Holy and Great Council of the Orthodox Church.

e18009 Background: Homeless people encounter many barriers to healthcare and preventative services, while having an increased prevalence of most risk factors for cancer. A group of homeless adults (40) receiving services from Preble Street in Portland Maine were successfully provided access, support and coaching to participate in colon cancer screening using Fecal Immunochemical Test (FIT) over a period of six weeks. Maine Medical Center Cancer Institute (MMCCI) recruited a Physician champion, while Preble Street gathered multiple internal and external community partners and together help plan the project identify resources needed, plan for data collection and address potential barriers for participation. Methods: Community partners (MMCCI, Preble Street, Casco Bay Surgery, NorDx, MaineHealth Care Partners and Homeless Health Partners Case Managers, Me Health LRC, and Maine Medical Center Magnet Council) created a detailed protocol to be used to overcome barriers and facilitate screening. The combination of a simple screening tool and caseworker relationship proved to be an effective strategy. Community Partners were used to identify barriers in the process, monitor all test results and navigate patients testing positive to colonoscopy. Small incentives of $10 food cards were provided for those participating in the screening event. Results: Of the 40 participants who were screened 8 (20%) tested positive and are in colonoscopy follow-up, with ages ranging from 50-74 years. The majority of participants 28 (70%) reported never having a provider conversation about colon cancer screening. Conclusions: Providing cancer prevention education and access to screening can have a positive impact on early detection in the homeless population. Identifying practical barriers and solutions are essential to improving cancer screening participation for homeless people.

Abstract Between 2014 and 2016, an interdisciplinary team of researchers including physical oceanographers, biologists, economists and anthropologists developed a working example of an Integrated Ecosystem Assessment (IEA) for three ecologically distinct regions of the Northwest Atlantic; Georges Bank, the Gulf of Maine and the Grand Banks, as part of the International Council for the Exploration of the Sea (ICES) Working Group on the Northwest Atlantic Regional Sea (WGNARS). In this paper, we review the transdisciplinary and collaborative process by which the IEA was developed, with a particular focus on the decision points arising from the IEA construct itself. The aim is to identify key issues faced in developing any IEA, practical decisions made to address these issues within the working group and lessons learned from the process.

Abstract The Stellwagen Bank National Marine Sanctuary (southern Gulf of Maine, northwest Atlantic) is partially overlapped by the Western Gulf of Maine Closure Area (WGMCA). This is a region in which mobile, bottom-disturbing fishing gear has been banned by the New England Fishery Management Council to facilitate the rebuilding of depleted groundfish populations. We assessed the effects and effectiveness of the WGMCA on groundfish assemblages using habitat-stratified (gravel, sand, mixed benthic habitats) sampling by means of a commercial trawler, inside and outside of the WGMCA. Sampling occurred over three month-long sampling periods in 2004-2005, two during the spring seasons and one during the fall season. A total of 18 species were analyzed for protection effects. After controlling for substratum, location and sampling season, eight groundfish species exhibited higher mean proportional abundance inside than outside the WGMCA while two were proportionally more abundant on average outside of the closure. Four species had higher mean proportional biomasses on average inside the closure and three outside. We conclude that the WGMCA may be achieving its goal of rebuilding abundance and biomass for some commercially targeted groundfishes but not all. This study, six to seven years post-closure establishment, reveals fine-scale spatial and taxonomic complexity which will require a very different monitoring protocol than the one currently in place if adaptive management is to be successful in the region.

In the thesis, I am interested to see the reasons for Jackson Maine, a famous and successful rock star to end his life based on the film A Star Is Born. To do that, I use Thomas Joiner’s Interpersonal Theory of Suicide. Joiner’s theory discusses the qualities and conditions in his life that may cause him to commit suicide. To see the reasons for Jackson Maine’s death as portrayed in the film, I also use David Brodwell and Kristin Thompson’s Mise-en-Scène theory. Using the approach, I can find the reasons behind his death by analyzing the film’s visual arrangement within the scenes. In my research, I find that Jackson Maine experiences great difficulties and disappointment that he fails to cope and encourages him to end his life. Social disconnections, burdensomeness beliefs, and suicide capabilities become the reasons behind his self-destruction decision. James Gillespie Blaine has been seen by his contemporaries and historians alike as the archetypal late nineteenth-century politician. Acclaimed by supporters as the “Plumed Knight” and derided by opponents as the “continental liar from the state of Maine,” his political career was impressive. He was Speaker of the House of Representatives, Senator from Maine, came within 2,000 New York votes of winning the Presidency in 1884, and was twice Secretary of State. But his reputation endures mainly as a corrupt and unscrupulous politico. Historians have labelled him immoral, demagogic and “openly anti-British.” They have depicted him as a spokesman for a “seething” late nineteenth–century Anglophobia who was “excessively political, notably in his penchant for cultivating the Irish at Great Britain's expense.” This aspect of Blaine's reputation has been misinterpreted. However, he can still stand as the personification of politics at a time when the spread-eagle rhetoric of campaigns co-existed with pragmatism in policy formulation.

With this in mind, this study delves into the multifaceted impacts of Conservation Reserve Programs (CRP) on maize acres planted in Iowa, Wisconsin, as well as Maine. To be specific, spanning the years 1984, 1985, 1986, 2000, 2010, as well as 2023, the comparative analysis presented in this research provides insights into the evolving relationship between CRP initiatives and maize cultivation in diverse agricultural landscapes. Based on the evaluations and according to the analysis, in a world grappling with climate change and the imperative of sustainable land management, the insights garnered from the diverse experiences in Iowa, Wisconsin, as well as Maine continue to guide efforts to cultivate a future where agricultural production harmonizes seamlessly with environmental stewardship. Overall, these results shed light on guiding further exploration of maize’s planting.

After the expulsion of Piero Medici and the withdrawal of French troops from Florence, the citizens of Florence embarked on reforming the state administration. One of the most important institutional transformations was the establishment of the Great Council, which was carried out with the support of the city prophet Girolamo Savonarola. The paper analyses the sermons of the Dominican monk, which were delivered in support of the popular government (represented by the Council) during the discussion of the drafts of the reform project, as well as during the functioning of the Consiglio Maggiore. Comparison of the sermons with the “Treatise on the Governance of Florence”, written at the end of the monk’s political career, allows us to find out in which issues his position remained unchanged and where a particular evolution of his views took place.
