Abstract:
Abstract The current stage of higher education sector transformation in Ukraine has been indicated. The study of foreign experience, namely of Great Britain, and the use of positive aspects of such experience have been justified. Information sources of Universities UK (Universities UK Strategic Plan 2013-2018; Efficiency and Effectiveness in Higher Education: A report by the Universities UK Efficiency and Modernisation Task Group; Annual Report and Consolidated Financial Statements of UUK) and The Strategic Plan 2009-2015 of Lancaster University have been studied. Vision, mission, functions,pressing issues, strategic aims of the Strategic Plan of UUK for the next five years have been presented. The achievements of UKK for 2013-2014 in accordance with strategic aims have been outlined. The actions of the organization aimed at providing British universities with various supports have been presented. The constituents of Strategic Plan of Lancaster University for 2009-2015, namely vision, mission, sectors of development (International, Teaching, Research and Impact, Finance and Organisation, the Lancaster experience) and consequently successfully achieved results have been presented. Positive aspects of British experience in strategic development of higher education institutions have been defined. Perspectives for further researches in this area have been outlined.

Abstract:
The present world is characterized by the growth of conflicts. Dividing lines and fractures are increasingly appearing in societies. Migration reinforces such phenomena. The West is no longer an area of stability and prosperity. Moreover, in the last two decades, the problem of integrating the descendants of migrants into society has become clear. In this regard, the scientific discussions of cultural identity acquire a high practical significance. The paper presents an analysis of the scientific discourse on the Muslim issue in the UK. The choice of the case is due to the fact that the UK is a typical Western state, where there is a steady trend to strengthen the cleavage of society. At the same time, it is noted that migration has become one of the key processes in the history of the United Kingdom. The authors apply the concepts of a divided society and responsible development. It is noted that in practice multiculturalism is changing to interculturalism as a more adequate concept of solving existing problems. According to the authors, the ethno-religious discourse on the issue of the Muslim diaspora in the UK consists of four areas: migration, school and higher education, gender, and radicalization of young people. Discourses on the problems of migration policy and functioning of diasporas, Muslim education, gender equality, and radicalization of Islamic youth can be considered derived from a higher discourse – the discourse of identity, which is based on value-worldview aspects. In conclusion, it is noted that negative processes are taking place in British society, which are of strategic importance for responsible development. According to the authors, success in overcoming divisions in British society will depend on coordinated planned actions at all levels (international, national, regional, local). “Indigenous” residents and the Muslim diaspora need to build a model of partnership, which implies mutual responsibility. The analysis of scientific discourses presented in the article inspires moderate optimism, as it offers well-founded and concrete solutions to the existing problems of British society. Although British society is divided, British scientific discourse has a common platform where researchers of different backgrounds and faiths successfully engage in dialogue.

Abstract:
Great Britain faced an immensely complicated strategic problem in the 1930s, and important aspects of it can be stylized as a situation in which a state that is declining in power is unsure of the aims of a rising state. If those aims are limited, then the declining state prefers to appease the rising state's demands rather than go to war to oppose them. If, however, the rising state's demands are unlimited, then the declining state prefers fighting. And, given that the declining state is becoming weaker over time, it prefers fighting sooner rather than later if there is to be a war. This situation creates a trade-off: The earlier a state stands firm, the stronger it will be if war ensues, but the higher the chance of fighting an unnecessary war. In equilibrium, the declining state generally tries to appease the rising state by making a series of concessions.

And What if Forest Green Rovers Go Green? An Implementation of the Sustainable Development Strategy by a Football Club Sport and sports organisations are often some of the most important aspects of local culture and identity. As in the case of cultural institutions, recent years have seen numerous interesting initiatives for sustainable development undertaken by athletes and sports clubs. The paper explores the implementation and social reception of the sustainable development strategy adopted in 2010 by the professional football club called Forest Green Rovers FC in Great Britain. Using the method of content analysis, the author attempts to analyse the critical reflection on the strategy presented in the national opinion-forming press and to show how the club’s environmentally-friendly actions are perceived by the community of its fans.

Abstract:
Introduction. The article analyzes the coverage of the Iranian problem in the collaborationist newspapers Za rodinu (‘For Motherland’) and Novyi put’ (‘New Way’). These periodicals were published and circulated both in the Baltic and Northwest Russia during the Nazi occupation (1941–1944). The publications have never been subject to scientific inquiry before. The period witnessed a subtle diplomatic game on the ‘Iranian front’ played by Nazi Germany and aimed at winning over both Iran and Soviet peoples (including those from Transcaucasia) to its side. That policy proved so active that it was implemented even in a very remote region — Northwest Russia. Materials and methods. The work analyzes articles of the collaborationist newspapers dealing with Iranian affairs. In Russian and foreign historiography examining various aspects of Nazi propaganda during World War II this aspect has not been considered properly yet. The guiding research principles include those of objectivity, comprehensive analysis, historicism, and source criticism. Results. The article scrutinizes into Nazi Germany’s propaganda policy on Iran as a factor in the strategic struggle against the Soviet Union and Great Britain. Particular attention is paid to the propaganda affirmations used by Germany after the arrival of Soviet and British troops in Iran. Geographically, special emphasis is laid on the Near East. Nazi Russian-language propaganda in the occupied territories of Russia made significant efforts to prove depravity of the Allies of World War II. Iran and its people were treated as victims of the Soviet-British occupation and potential allies of the Third Reich.

Abstract:
The article is devoted to practical aspects of implementation of communication strategies by the state agencies of foreign countries. The emphasized that current globalization processes in the information area, which take place in the international arena, actualize the introduction of effective communications, which play an important role in the internal and external interaction of state agencies with the public. In the article was emphasized that in order to systematically and clearly cover the activities of state agencies, as well as the objective perception and understanding of the population of the processes implemented in the field of public policy, informing the public about planned government initiatives, communication strategies are actively implemented. Also noted that in the countries of the European Union (hereinafter – the EU) communications are considered by the national institutions as a tool for foreign and security policy, international cooperation in the format of strategic partnership with a leading international target audience and regional cooperation with European countries. The authors determined the main tasks of realization of external and internal communications of state institutions. In particular, the ways of realization of communications by the state agencies in Norway, Great Britain and Estonia. The preference of modern advanced information communications in ensuring the interaction of state agencies and the public are outlined. As today society exists in the world of global communication, which includes not only traditional media, periodicals or television, but also social networks, information and communication interaction is becoming more important. Most foreign countries use popular social networks, such as Facebook, Twitter, Instagram, YouTube and others. It is concluded that the establishment of comprehensive, clear and strategic communication of state authorities of Ukraine with the international and national community, taking into account foreign experience and basic principles of government communication, is important for building a democratic state.

Abstract:
The subject of the study is Iranian-German relations in 2010-2020. The object of the research is the development of relations between Iran and Germany. The author of the work examines in detail such aspects of the topic as the history of the development of relations between Iran and Germany, the Joint Comprehensive Plan of Action, which directly affects Iran's relations with the world community, in particular with the European Union. Particular attention is paid to the role of Germany as a strategic partner of Iran. Germany has traditionally been seen as Iran's closest partner in Europe, although its policy towards Iran during the so-called nuclear crisis of the 2000s largely followed the example of Washington due to Germany joining the latter's power diplomacy. The main conclusions of the study are: The future of German-Iranian relations will depend on a number of international, regional and domestic factors, the development of which is difficult to predict with any certainty; besides Germany, the positions of Great Britain and France in relation to Iran matter to a lesser extent; Iran's geopolitical attractiveness, along with Iran's willingness to welcome Germany as an active player in the Middle East and the Persian Gulf, as well as pressure from the country's economic groups to develop trade relations with Iran, encourage Germany to take the lead in European foreign policy towards Iran ; With the start of nuclear talks in 2013, Berlin played a positive role in the negotiations that culminated in the nuclear deal in July 2015. Since then, close cooperation has been established both in industry and in the field of education; The scientific novelty of the study lies in the fact that the results of the study can be applied in the strategic planning of international relations with Iran.

The UK's Network of Expert Centres: A collaborative approach to the digital arts and humanities. A Network of Expert Centres has been recently been established with a broad mission to facilitate exchange of expertise and outreach across the community of practice engaged in all aspects of digital arts and humanities research and scholarship, including practice-led research; and to promote and facilitate engagement with digital methodologies within the broader research community. Areas of interest and expertise of members include data creation, curation, preservation, management (including rights and legal issues), access and dissemination, and methodologies of data use and re-use. Its membership is open to all such Centres in Great Britain and Ireland. Since the demise of the Arts and Humanities Data Service and the AHRC ICT Methods Network, there has been no centralized supporting infrastructure and co-oordination of activity in this area. While the Network is by no means a substitute for these services, it will provide a much-needed focus and community resource for all aspects of the digital arts and humanities, including digital tools, projects and methods, as well as data management and sustainability. The Network will also provide greater visibility for publicly funded research projects in this area. The Network's mission is to advocate, promote and raise awareness and understanding of the use of ICT in research and scholarship in arts and humanities. It will take an active role in developing the scholarly communication agenda in relation to all aspects of digital publications, and outputs. Publications and outputs developed by members will be disseminated via the community resource, arts-humanities.net, which will support the development and exchange of expertise, knowledge, standards and good practice. The Network will also identify and represent the needs of the research community in this key strategic area, and conduct dialogue with relevant stakeholders including funders, libraries, and those engaged in teaching and research in related disciplines. This article sets out the background to the establishment of the Network, its structure and plans for future development.

Abstract:
The article deals with possibilities of government involvement in the concept of corporate social responsibility (CSR). Some member states, such as the United Kingdom, Germany and the Netherlands, have already prepared strategic documents in the field of CSR. In the Czech Republic we are just at the beginning of the formulation of national documents and the increased state involvement in CSR concept. A positive aspect is the launch of the preparatory activities for the formulation of the National CSR Strategy and National Action Plan for CSR by the Ministry of Industry and Trade as the CSR coordinator in the Czech Republic.The government of the Czech Republic should focus their attention on the preparation of strategic documents in the CSR area and on a possible extend of the basic ideas of social responsibility among managers of small and medium-sized companies. In this way these companies will be fully engaged in this concept (especially by creating contact points, e-learning supports and the possibility of consultations with employees of the Ministry of Industry and the Ministry of Trade as CSR coordinator). In this respect, it is possible to use the examples of a good practice from selected EU member states whose governments are addressing to an issue of an involvement of small and medium-sized companies in the CSR concept (e.g. Great Britain, Germany and the Netherlands). It is also possible to use the results of surveys conducted among small and medium-sized enterprises in the Czech Republic in the years 2007–2013.

Abstract:
The authors of the monograph focused on the scientific analysis of an actual scientific and applied topic, which concerns the problem of adaptation of the European Union to the new conditions that have emerged since the UK left the EU. It is symbolic that this process coincided with the crisis of the globalization process due to the pandemic and its challenges to international security. The modern European Union is both an international and a state-like entity, which combines the features of at least three state unions: an international intergovernmental organization, a confederation and a federation. This not only determines the complexity of the subject of study, but also its inconsistency. In conditions of radical social change, it is always difficult to track and adequately analyze them. This titanic task is further complicated by the presence of an in-house methodological crisis in the family of social sciences. Therefore, given all these objective difficulties, we can only welcome attempts to find a new theoretical and methodological synthesis, which should help society to understand the essence of historical time and act in it as rationally and efficiently as possible. The pages of the monograph raise questions about the heuristic potential of the study of the problem of European historical experience; in addition, significant attention is paid to the coverage of a systematic approach to the social vector of European policy. It also addresses the issue of solving key social problems that stand in the way of qualitative deepening of European integration while maintaining the basic guidelines of social market economy. Among these issues, the authors highlight and analyze the most important aspects, which relate primarily to overcoming poverty and combating unemployment. The monograph outlines the range of methodological problems of transformational historical period, involved in its study synthesizing approach, which consists in the use of historical, socio-philosophical, economic, political science, legal approaches. This approach allows to restore the synthesis of scientific knowledge, which is often disrupted not only by the tendency to specialized fragmentation of complex objects of study, but also allows to take into account the specifics of the transitional historical period. In a geographical sense, not all European regions are equally developed, due to their different economic specialization, which has developed as a result of the historical division of labor. Eventually, there is a tendency to shifting responsibility for solving the problems of poor regions to themselves. The same German experience with the unification of East and West of the country has shown that even huge investments in infrastructure development, introduction of new technologies, efforts to increase productivity – all this together do not solve quickly enough the problem of social convergence. The leveling of the social space of richer and poorer federal states is rather slow. Last but not least, these problems became a good reason for the Great Britain’s withdrawal from the European Union. The issue of the monograph is of practical importance for the foreign policy of Ukraine. After all, the European Union is an important neighbor, trade and political partner of Ukraine and accession to it is actually declared as a prototype of a strategic national idea. The European project is essentially postmodern, as it seeks to overcome the modernism with which nationalism is associated and to reach a level of tolerant agreement of different national interests. The intensification of the globalization process has prompted integration structures to perform functions that limit national sovereignty. Historiographical discourse of common foreign and defense policy of European Union proves that this strategic course of European integration depends on the ability of elites and peoples of Europe to find a common European identity and organize around it the process of determining the place and role of the European Union in the modern system of international relations. This process in the distant historical perspective remains an open possibility with an unguaranteed positive or negative result. Britain’s withdrawal from the European Union, which was unexpected for many researchers of European integration, matured gradually. The authors of the peer-reviewed monograph list the main trends that influenced this decision. First of all, we are talking about the unregulated EU development strategy, the fate of the common European currency, the imperfection of the system of decision-making in the field of common foreign and security policy, which led to an ineffective EU response to Russian and Chinese autocratic challenges. Despite the objective problems associated with mutual adaptation of old and new EU member states, the European integration project continues to be seen as the key to addressing the challenges of modern life and finding answers to the challenges of globalization. In particular, in the final sixth chapter, the author focuses on the theoretical, methodological and practical analysis of the problem of democracy. The authors of the monograph are looking for an answer to the question of what the European Union will be like after the exit of Great Britain. No less important is the question of whether Britain will become a “global” Britain after leaving the European Union. Of course, Britain is concerned about turning the EU into a superpower that has not only its own flag, anthem, currency, but also the germ of a common European army and tries to pursue a common foreign and defense policy. London advocates stronger resistance from China and ousting Russia from Europe. Changing regional influences in the EU may create a new structure of conflict of interest not only for individual countries but also for various regional groups. The issue of a clear division of powers between supranational and national authorities at all levels seems ripe. More adequate to this trend will be not so much a more centralized federalist Europe as a decentralized confederative one. By the way, the model of the latter looks more open for further expansion. This work is imbued with the spirit of realistic Europeanism. Therefore, not least because of this, the peer-reviewed monograph will become a notable phenomenon in domestic European studies.

Abstract:
With the development of a market economy, there are problems of balancing the interests of all participants in production, consumers, and society as a whole. This arouses interest in the concept of socially responsible marketing, which allows companies to focus on sustainable development and social values in solving business problems. The purpose of the article is to study the implementation of the concept of socially responsible marketing by business entities. The article considers the main aspects of the concept of socially responsible marketing, its importance for businesses. Related areas of research related to socially responsible marketing are identified based on bibliometric analysis of articles published in the Scopus database from 2010 to 2019 using VOSviewer software. It was found that the largest number of publications on the subject is available in the United States, Great Britain, Spain, and Australia. The basic principles of socially responsible marketing are grouped and its characteristic features are singled out. Particular attention is paid to the analysis of its basic tools. The tools of socially responsible marketing are broader than classical marketing and include marketing; consumer research; study of social and environmental consequences of production; consumption of manufactured goods and services. The authors noted that with traditional analytical methods in implementing the concept of socially responsible marketing, given the strategic direction of modern marketing, it is necessary to use multidimensional methods of analysis: SPACE-analysis, PEST-analysis, ETOM-analysis, QUEST-analysis, SNW-analysis, SWOT analysis, KPI analysis. The key features of the introduction of socially responsible marketing at the enterprises of Ukraine are analyzed. The paper substantiates that socially responsible marketing is a concept of marketing management, according to which the company's goal is to determine its own needs, needs and interests of target markets and meet them more effectively than competitors, ways to maintain or improve the welfare of both consumers and society in general. Abstract:
Today technological development is recognized as one of the key factors in increasing the competitiveness of national economies. In this direction, an active scientific search is being carried out both to identify the significance of the technological entrepreneurship phenomenon for innovative ecosystems, and to develop effective mechanisms for its development. This article is the contribution of the authors to the solution of the first scientific problem. The review of the literature on the Republic of Kazakhstan innovative development showed that the existing works either do not cover the significance of technological entrepreneurship for the current stage of economic development, or the studies are focused only on certain aspects of innovative activity. Therefore, a study is required to assess the dynamics and current state of innovation activity in the country and the prospects for the technological entrepreneurship development. In accordance with this goal, official statistical data were collected for the Republic of Kazakhstan for the period 2010–2020, characterizing the level of innovative development of the economy in accordance with the Oslo Manual’s requirements. The compiled time series of data were analyzed through an assessment of the dynamics of changes and compared with similar data from the countries of the European Union. As a result, it was found that in terms of innovative development the Republic of Kazakhstan lags far behind the leading EU countries (Germany, France, Great Britain, Italy) and is at a similar level with such countries as Lithuania, Cyprus, and Malta. For each indicator of innovative activity, the significance of the development of technological entrepreneurship was substantiated from the point of view of realizing the economic and innovative potential of the Republic of Kazakhstan. The study results contribute to the understanding of the strategic opportunities for the development of innovative entrepreneurship in the Republic of Kazakhstan and can be considered both as an achieved result and as a reference point for future measures to stimulate technological innovation.

Abstract:
The article considers the main directions of the Russian Federations foreign policy in the Mediterranean region in the period from 2015 to autumn 2021. The authors present a historical analysis of Russias military presence in the Mediterranean Sea since its first deployment in the 18th century and separately during the Cold War, since the key strategic goals and operational-tactical tasks facing the 5th Soviet Navy operational squadron in those years, as a whole, remained unchanged. Only their scale was adjusted. Three key aspects that determine the need for Russias presence in the Mediterranean are researched. These are the military, political and economic (raw) components that form the determinant of Russian foreign policy in the region. The expansion of the military activity of NATO countries - in particular, the United States, Great Britain and France - in the Mediterranean Sea and the Middle East, especially since the beginning of the civil war in the Syrian Arab Republic in 2011, requires an asymmetric response from Russia in the context of protecting its national interests. As far as geopolitics is concerned, Russias return of at least partial of those Soviet influence in the region also contributes to strengthening our countrys international positions. Finally, Russias presence in a part of the world, which is a natural logistics hub in the context of both world trade and energy supplies, conceptually complements the military-political agenda. The authors use the methods of historical and political analysis and practical systematization in order to formulate the main hypothesis of the study and come to scientific and theoretical conclusions. The main hypothesis is that the expansion of Russias military, political and economic presence in the Mediterranean will be intensified as the countrys economic potential grows. The authors suggest the following order as tools for implementing the strategy: speeding up efforts to ensure the permanent military presence of the Russian Navy in the Mediterranean, deepening bilateral ties with Syria and conducting a pragmatic economic policy towards Turkey, which claims to be an important actor in the Eastern Mediterranean and the Middle East as a whole.

Introductory NoteIt is a great honor to introduce myself as the new Co-Editor of the American Journal of Islam and Society. Developing the future of this journal is a considerable intellectual trust that I can only envisage as a collective effort to be undertaken with the journal’s excellent editorial team. Under Dr. Ovamir Anjum’s editorial leadership in the last few years, the journal established a very successful trajectory, combining high academic quality and timelytreatment of topics of interest to diverse communities of readers.In this introductory note, I would like to begin by expressing my commitment to the vision behind the recent name change from the American Journal of Islamic Social Sciences to the American Journal of Islam and Society. The new name captures the multidisciplinarity of the journal’s current content. This multidisciplinarity is reflected too in the editorial team’svaried areas of expertise, to which I bring my primary academic interest in Qur’anic and tafsīr studies; my work and experiences in developing Islamic Studies as a subject in its own right in Britain, which led to my involvement in founding and launching the British Association for Islamic Studies (BRAIS); and my more recent work on Islam and Muslims in Britain. Somecommon threads run across these different academic interests and activities, but one mode in which they have significantly intersected for me is through questions of gender, both conceptually and institutionally. It is this last aspect of my work that I am keen to draw upon as Co-Editor of the journal.Building on the achievements of the current editorial team, I see publishing research on Islam, gender, and sexuality to be an important and strategic area of growth. Scholarship on related topics has exponentially expanded both in quantity and quality. However, a great deal of current research is clustered around narrowly defined approaches and goals, themapping of which remains a future task. Suffice it to say here that central to my vision is to see the journal become a platform for rigorous gender-focused research which critically pursues as well as challenges the intellectual agendas and societal concerns on which the study of gender and Islam has turned until today.This intellectual dimension I see as concomitant with structural changes that allow broader and less siloed representation of women academics in the study of Islam and Muslims. One of my main goals is to work with the editorial team to formulate editorial policies and strategies which lend support to early-career female researchers and facilitate intellectual mentoring through reviewing processes.Finally, I would like to thank all those who have supported the journal throughout the years and helped build it up into a strong publication. I look forward to working with you and to receiving manuscript submissions from scholars across the multitude of fields which study Islam and Muslims. After the substantial change of general programmes of Basic education(2008) and Secondary education (2011) and seeking to fully involve self-development of general cultural, subject specific, generic and specific competencies which are necessary for teachers, it is important to update the study programmes.The problem of the research: what content of technology teacher training programme should be from the innovations point of view in order to meet the expectations of the changing society.The object of the research: the innovative content of the technology teacher training programme.The aim of the research: to highlight the innovative aspects of the content of technology teacher training programmes, having performed content analysis of technology teacher training programmes of the universities of Lithuania and some European countries.Research methods:analysis of scientific literature, analysis of the programmes of universities of some European countries which provide training for technology teachers as well as the analysis of the legal acts and strategic education policy documents of the European Union and the Republic of Lithuania.Updating of the study programme of technological education is a permanent process, which is conditioned by the following factors: market economy and the needs of information society, the fact that higher education is becoming mass, penetration of humanistic ideas into the content of education as well as the valid unified study quality assessment policy in the European Union.Taking into account the recommendations of the international experts’ group and considering international changes of analogous study programmes, the Committee of Technology Pedagogics Study Programmes of Lithuanian University of Educational Sciences in cooperation with the social partners carried out a research of opinions of students, graduates, university lecturers and employers on the study quality.They also performed a comprehensive analysis of the Bachelor’s degree study programmes of some Western European universities. The analysis revealed that theoretical models of study programmes design of different European universities have similarities and differences, which are determined by the philosophical aspect, humanistic ideas and the context of the national education policy. In the research the experience of five universities from the innovations point of view was used: the University of Helsinki (Finland), Queen Margaret University, Edinburgh (Great Britain), the Polytechnic Institute of Tomar (Portugal), and the University of Iceland.The following elective subjects have been included in the study programme of technology pedagogics: pedagogical ethics, sustainable development and social welfare, educational creative projects, family health education, health promoting nutrition education, visualization of technology education, eco creations, national and global food culture, interior design, technology education for special needs students, art therapy, development of leadership competencies, formation of study archives. The hidden curriculum of the study programme of technology pedagogics is ethnic culture, ecology, project activities.

Abstract This issue includes six articles from ten universities in Chile, Colombia and Spain. The subjects are on entrepreneurship, public administration, management of intellectual capital marketing and also the immediate rejection policies of the journal's editor. The first study identifies different models of support programs in creating technology-based companies (spin‐offs) in universities from Spain and Great Britain, and the factors that determine their efficiency. The second one is on that factors that lead a person to entrepreneurship, particularly the impact of gender and the sociocultural aspects in regional entrepreneurships of Chile. The third studies the continuity of the entrepreneurial spirit in university students many years after graduating. The fourth makes an evaluation of the service portals available to the citizens of 19 countries in Latin America. The fifth is a study of the nets of scientific collaboration of the most prestigious Latin American business schools. The sixth is a study on the market orientation and obtained results in the business of rural tourism. The First World War saw the collapse of the old order in the Eastern Mediterranean with the disintegration of the Ottoman empire, an event which threatened to create a dangerous power vacuum. Great Britain for the pastcentury had attempted to prevent just such a crisis by supporting the maintenance of the territorial integrity of the Ottoman state. Britain had a number of crucial strategic concerns in the Eastern Mediterranean, in particular the Suez Canal and the Straits. The former was the more critical interest and Britain was determined to keep this essential link to its Indian empire firmly under its own control. As to the Straits Britain, which was concerned about over-extending its strategic capabilities, was content to see this critical waterway dominated by a friendly state. The question inevitably arose therefore as to what would replace the Ottoman empire. One alternative was Greece, a possibility which became increasingly attractive with the emergence of the supposedly pro-British Eleftherios Venizelos as the Greek leader in early 1917.

Internationalization of higher education is entering a new phase. There is a shift from external internationalization with a strong focus on a small elite of mobile students, faculty, and programs to internal internationalization open to all members of the academic community. The purpose of the work is to determine the current trends in the internationalization of higher education in European countries, to examine in detail the aspects of the University of Bologna's activities in the development and implementation of the internationalization strategy, and to identify factors that contribute to its successful implementation OR restrain this process. The article examines the peculiarities of the implementation of the policy of internationalization of higher education in Germany, Great Britain, Italy, and Poland. The European experience of implementing internationalization strategies is considered using the example of the University of Economics and Humanities in Warsaw (AEH) (Poland). The main documents regulating the process of internationalization at the interstate level have been analyzed. The author substantiated concepts that determine the internationalization of higher education in various discourses and the concept of internationalization in the field of higher education in international practice. The mechanism of internationalization of higher education is determined, the prerequisites for its implementation are revealed. Particular attention is paid to the consideration of the specifics of implementing internationalization of higher education in the EU countries (including Poland) in the context of globalization. In the course of the work, the main changes in the process of internationalization in Europe that took place in recent decades were highlighted and described. It was concluded that the process of internationalization, the main goal of which is to improve the quality of education and research activities, is becoming a strategic direction of higher education institutions; close attention begins to be paid to ensuring the conditions for the formation of intercultural competences in all students. The results of the empirical research indicate that the key directions of the university's activity regarding the development of this process are the development of academic mobility of students, the opening of joint educational programs with foreign universities, the development of international research activities. One of the factors stimulating these processes is the development and monitoring of implementing the internationalization strategy. Difficulties in the implementation of this strategy, as before, are of a financial nature, and are also associated with a low level of foreign language proficiency and insufficient motivation of both students and teachers to participate in academic mobility programs and international research projects. The material presented in the article can be useful to employees of international departments of higher education institutions and persons engaged in theoretical and practical research in the field of internationalization development. The results of the study can become the basis for the development and implementation of the strategy of internationalization in domestic universities.

Victory over Spain in 1898 provided the United States with the opportunity to pursue the various options that imperial status now offered. Indeed, under the influence of the strategic precepts of an Alfred Thayer Mahan, the messianic expansionism of a Josiah Strong, the extended frontier concept of a Frederick Jackson Turner, and the now seemingly obtainable economic aspirations of a James G. Blaine, North Americans looked to their newly established imperial arena with anticipation and confidence. It would be the adjacent circum-Caribbean region, for the most part, where the United States government would attempt to create the appropriate climate for the attainment of its strategic, economic, and altruistic goals. Acquisition of the Canal Zone in 1903 served in particular to focus U.S. attention on the isthmus. Accordingly, whenever revolutionary violence erupted in Central America, the United States government more often than not took vigorous action to ensure the survival or emergence of governments and factions which were supportive of North American interests.

Environmental and socio-political challenges of today show that traditional models of economic growth and valuation methods, which are based primarily on financial profitability, are not always optimal, but the concept of inclusive growth is gaining popularity. In January 2018, the Inclusive Growth and Development Index was presented at the 48th World Economic Forum in Davos. But the relatively new concept of inclusive growth and its economic meaning remains insufficiently studied and needs further research. Accordingly, the paper aims at providing a bibliometric overview to determine the current state of scientific production in "inclusive growth". Scopus Database was selected as the primary data source. The scientific literature was searched based on the titles, abstracts, and author keywords with the following search strategy: "inclusive growth". A time span of 10 years was set, and thus, only literature published from 2012 to 2021 was included. To obtain a more comprehensive analysis VOSviewer 1.6.16 software was used for mapping and visualizing bibliometric networks of scientific publications. A study of the geographical affiliation of researchers in this area showed that the most significant number of publications was published by scientists from the USA, India, Great Britain, China, South Africa, Australia, Spain, Italy, Canada, and Germany. The average growth rate of publications in this field is the highest among scientists in Spain, Italy, and China. The interest in the topic is constantly growing. As a result of a bibliometric analysis of 2000 publications indexed by the Scopus database from 2012 to 2021, devoted to the issues of inclusive growth, 8 clusters were identified: environmental problems, role, and opportunities of stakeholders in increasing inclusive growth, population movement under the influence of micro-and macro-environmental factors to achieve sustainable development goals, inequality, analysis of economic and population development factors in the context of achieving sustainable development goals, inclusive growth essence, and parameters, poverty. The issues of regional aspects and mechanisms for attaining inclusive growth goals, as well as issues of regulating and ensuring stakeholders' interests, including issues of communication and promotion of inclusive growth paradigm, risk assessment of implementing inclusive economic principles, and formalization of impact factors remain unexplored.

Introduction. In March 2022, the Home Office of the United Kingdom of Great Britain published the Statement on New Immigration Plan according to which persons having no right to reside on its territory would be removed to “safe third countries” according to the agreements with such states. On April 13th, 2022, a Memorandum of Understanding between Great Britain and Rwanda was signed prescribing that persons whose applications for asylum were not considered by Great Britain be removed to Rwanda for those applications to be considered by the latter. Incompatibility of the contemporary immigration policy of Great Britain with its international law obligations justifies the topicality of the assessment of its implications for codification and progressive development of international law. Materials and Methods. The assessment of the contemporary immigration policy of Great Britain from the standpoint of international law includes the matching of the provisions of the international and national acts adopted by Great Britain as well as official statements of its state bodies and officials and the provisions of universal treaties and “soft law” acts. The writings of the publicists studying international law aspects of forced migration, asylum and human rights served as theoretical framework of the present study. Research Results. The assessment of the Memorandum of Understanding reveals the incompatibility of its provisions with the international law norms on asylum and human rights. Such international law policy of the state should be regarded as an example of rejection of international law which is referred to as “international law nihilism” in Russian legal doctrine.Discussions and conclusions. The authors argue that further adoption of legal and political measures contrary to states’ obligations under treaties and international custom as well as the absence of expressed official positions of states with regards to such measures may have an impact on construction and application of international law norms governing legal status of forced migrants.

The article is aimed at determining the current state and prospects for the development of trade cooperation between Ukraine and Great Britain. For Ukraine, cooperation with the the United Kingdom as one of the world’s trade leaders can be a promising direction. The dynamics of foreign trade in goods and services of Ukraine with Great Britain are provided. The increase in Ukrainian exports of goods may continue after the Great Britain leaves the EU, as, unlike other EU countries, Great Britain pursues a less protectionist policy on agricultural products. The commodity structure of exports and imports, as well as changes in the structure of foreign trade in the services of Ukraine and Great Britain over the past 5 years are analyzed. The main commodities exported by Ukraine are ferrous metals, grain crops, fats and oils of both animal and vegetable origin. The structure of British imports of goods is dominated by goods with high added value. Great Britain is one of Ukraine’s main foreign trade partners in the trade in services. A positive process for Ukraine is the increase in the share of services exports in the sphere of telecommunications, computer and information services. It is determined that trade cooperation between Ukraine and Great Britain during the researched period is characterized, in general, by positive dynamics. Positive changes include a gradual reduction in the negative balance of Ukrainian trade with great Britain due to faster growth of Ukrainian exports. At the same time, the unresolved problem remains low-diversified exports of Ukraine with low added value. Prospects for further trade cooperation between Ukraine and Great Britain in the context of signing the Agreement on Political Cooperation, Free Trade and Strategic Partnership between Ukraine and the United Kingdom of Great Britain and Northern Ireland are examined.

Research Highlights: Historic trend analysis of urban tree canopy cover change, while growing in popularity, remains uncommon and concentrated to just a handful of countries. Background and Objectives: Tree canopy cover is a relatively quick, easy to obtain and cost-effective urban forestry metric. It is used to provide insight into not only the coverage of a defined area but also an urban forest’s potential to provide benefits to those who live and work in the locality. On-going delivery of benefits is reliant on a sustained healthy canopy, and knowing how canopy coverage is changing over time can be informative for strategic urban forestry management planning. Materials and Methods: Changes in tree canopy cover is assessed for ten urban areas across Great Britain since the 1940s using a random point-based assessment of paired aerial imagery. Results: The study reveals a predominance of increasing trends over the long term, with just one town displaying a long-term decrease and two revealing “flat lined” trends. Over the past two decades, however, the trends are more variable, with six towns displaying no statistically significant change, one declining and just three increasing in canopy cover. Conclusions: The results indicate a need for ongoing research to broaden the geographic spread of trend analysis and investigation into the drivers of changes, but also to increase the number of time points considered.

Abstract The article analyses theoretical aspects of a city brand definition, applying cases of various brands of Lithuanian cities. A brand is any sign or symbol which helps to distinguish goods or services for one person from the goods or services of another, and which may be represented graphically. The brand can be a variety of symbols, their combination, and other visual manifestations of information, such as words, names, slogans, letters, numbers, drawings, emblems; or spatial characteristics of the product itself – its image, packaging, shape, color, color combination or a combination of all these. City development usually includes an image dimension. The common ground for this is that a well-known toponym often generates events, investments, etc. Many cities are actively positioning and promoting their strategic intentions. Often times a city brand is associated with its fight for investment, tourist numbers, or successful businesses. Objective: To scrutinize relevant theories applicable to city visual branding; to look through various definitions of the city branding and envisage some advantages and disadvantages they might pose; and to analyze various case studies so that we could summarize the methodologies of why and how we could better position our local products globally. Methodology: The case study methods were used as part of a complex study and combined with in-depth interviews as well as benchmarking methods from various sources. In-depth interview method was used to obtain expert opinions on the subject. The in-depth interview method helped to analyze logo usage, goals, define pros and cons, and evaluate the results of logo design in urban development. This method was chosen to collect detailed and authentic material based on the attitudes and experiences of those involved in such a creative process. Findings: The conclusion was reached that since a place prompts a lot of variables, in the future we need to consider more numerous components, such as population, industries, landscape, economies or history, etc. The hypothesis was confirmed about the variables of the city to be further considered for (re)branding, such as the cost, semantic complexity, societal charge, and the dynamics (changeability, or rigidity). As for the methodologies, we arrived at the conclusion that the best way to create a viable city brand is a collaboration between different stakeholders. Value Added: The article adds to European experts’ suggestion of rethinking the concept of design itself, as until now a one-sided approach to design as a means of schematizing a product has prevailed. This approach, even regulated by Lithuanian law, does not cover the whole process of creating and implementing an idea. “Design is a problem-solving approach that focuses on the user during its development. It can be applied in both the public and private sectors to promote innovation in products, services, processes and even legislation,” says Dr Anna Whicher, expert on design policy and strategy of the European Commission. In other words, design has been increasingly integrated into the science, business, social and service sectors to maximize innovation. As many as 63 percent of Lithuanian businesses do not use design solutions (product design, stylization or business strategy development) at any stage of production. This figure is below the EU average, where almost half of all businesses already integrate design solutions into their operations. Lithuania is also one of the 13 countries in Europe (out of 28) that does not have design policy documents or a community uniting organization, such as design centers in Great Britain, Denmark, Estonia or other countries. The paper invites Lithuania to re-think its design development policies at large, paying attention to urban design solutions in particular. Recommendations: In further research, while selecting potential expert for city logo development, it is recommended that priority should be given to (a) responsible experts in strategic / territorial and national policy making or related activities, (b) experts with knowledge of sustainable development, (c) independent sustainable development analysts / consultants / private and academic or who have implemented specific project-based SDs both nationally and internationally. The stakeholders in this process should be representing: 1) Public Sector, 2) NGOs, 3) Private Sector, 4) Academy and 5) Independent Experts.

This essay seeks to provide an alternative perspective of Great Britain’s involvement in the abolition of the Ottoman slave trade during the 19th and 20th centuries. Contemporary scholars often cite Britain’s involvement in the abolition of Ottoman slavery as a means of establishing moral superiority on the world stage. While there is some validity to this, a critical analysis of Britain’s motives towards abolishing the Ottoman slave trade reveals Britain’s vast economic, political, and territorial interests obtained from Ottoman abolition. Britain conquered vast regions in East and North Africa such as Egypt and Sudan which justified these conquests as necessary in the fight against slavery while simultaneously profiting from these regions through colonization and legitimate trade. Not only would Britain hinder the Ottoman slave trade through such territorial acquisitions, but they would simultaneously control and monitor strategic economic zones such as the Red Sea, Tunisia, the Persian Gulf, and the Gulf of Aden. While Britain is often portrayed as the morally superior emancipator and the Ottomans as the inferior enslavers, Britain’s facade of moral superiority is tainted when considering their ulterior motives.

In the paper, the author has examined the principles of design and structure of key content-thematic chapters (“Sexuality”, “Identity”, “Finance”, “War/Terrorism”, etc.) in one of the fundamental literary compendiums of the recent years – “The Routledge Companion to Twenty-First Century Literary Fiction”. This edition proposes a scientific systematization of key issues related to the discourse of English-language literature of the XXI Century. The authors of the chapters pay attention to the genre of the novel, which represents the key philosophical, genological, narrative modifications in the stream of the contemporary fiction of Great Britain, the United States and some other countries. “The Routledge Companion…” summarizes the logic of the development of the contemporary literary process in English-speaking countries, emphasizing the forms of distancing from the postmodern novel and defining those worldviews, narratives and otheraspects that give grounds to talk about the emergence of the novel, which reflects a new cultural and historical period, different from the postmodern configurations. It was found out that the editors of the compendium seek to capture the logic of the literary process, while combining historical and literary facts with the delineation of theoretical problems that are reflected in the literary process. Innovative aspects have been identified, the question of the anthropocene has been outlined, the genre of comics and graphic novels and the stream of the contemporary literature has been studied, the theory of realism(s), etc. has been outlined, the way the literary compendium inspires further development of the humanities has been studied. The principles of structuring theoretical problems, the relationship between history, literary theory and philosophy of literature as key factors determining the epistemological basis of the publication have been discussed. “The Routledge Companion…” summarizes key issues related to the humanities in general and cultural studies, phenomenology and anthropology, and, therefore, the compendium is based on a comparative approach (in the broadest sense) involved in writing a 21st century history of literature. AbstractHow do states’ desires to perform an international-societal role interact with the imperative to safeguard their security in an anarchic international system? Using the case of the contemporary United Kingdom, this article explores the tensions between roleplay and realpolitik—gaining social recognition as a particular kind of state while doing what it takes to survive—through one key role conception, “Great Power.” Recent scholarship has dubbed Britain a “residual Great Power”: lacking the wherewithal to impose regional order through preponderance, it is still cast into the role of militarized international order-upholder by the allies whose support is necessary for such role-sustainment, America and France. Yet this role-based approach sets a different threshold on capability than the requirement to undertake survival-essential military missions, independent of potentially unreliable allies’ charity—realists’ understanding of “great power.” Theoretically, therefore, the article demonstrates that roleplay and realpolitik remain separate incentive structures underlying states’ foreign policy choices. Empirically, meanwhile, the article shows—through opportunity-cost force-posture analysis—that contemporary Britain is torn between the logics. Striving for independent self-protection capabilities, above-and-beyond the “residual power” criterion, London nonetheless makes a residual power's implicit assumptions about alliance support in the deployment of those capabilities.

For a number of years after World War II, Britain remained the paramount power in the area, maintaining maritime peace, handling the external affairs of the Gulf sheikhdoms, mediating local disputes, dominating trade. Since Britain's withdrawal from the Gulf in 1971, the situation has become somewhat more messy.

From ancient times till nowadays information plays a key role in the political processes. The beginning of XXI century demonstrated the transformation of global security from military to information, social etc. aspects. The widening of pandemic demonstrated the weaknesses of contemporary authoritarian states and the power of human-oriented states. During the World War I the theoretical and practical interest toward political manipulation and political propaganda grew definitely. After 1918 the situation developed very fast and political propaganda became the part of political influence. XX century entered into the political history as the millennium of propaganda. The collapse of the USSR and socialist system brought power to new political actors. The global architecture of the world has changed. Former Soviet republic got independence and tried to separate from Russia. And Ukraine was between them. The Revolution of Dignity in Ukraine was the start point for a number of processes in world politics. But the most important was the fact that the role and the place of information as the challenge to world security was reevaluated. The further annexation of Crimea, the attempt to legitimize it by the comparing with the referendums in Scotland and Catalonia demonstrated the willingness of Russian Federation to keep its domination in the world. The main difference between the referendums in Scotland and in Catalonia was the way of Russian interference. In 2014 (Scotland) tried to delegitimised the results of Scottish referendum because they were unacceptable for it. But in 2017 we witness the huge interference of Russian powers in Spain internal affairs, first of all in spreading the independence moods in Catalonia. The main conclusion is that the world has to learn some lessons from Scottish and Catalonia cases and to be ready to new challenges in world politics in a format of information threats.

The author highlights the necessity for higher education institutions to form and realize students' individual educational paths in the learning process, which is stated in the Federal Law on Education and FSES HPE of the third generation. The article presents an overview of the different approaches to the definition of the term «individual educational path» (IEP). It also gives a brief overview of the existing terms in the Russian terminological system, which are close in meaning to the term above. The author formulates her own tentative definition of the term «IEP» which is based on the analysis made. The article further addresses the solution to the problem of the individualization of higher education learning process in Great Britain, which is described through the term «Personal Development Planning». The meaning of the term is shown through the set of actions: planning, doing things, recording of the self experience, reviewing and evaluating, using the personal knowledge derived from reflection and self understanding as well as own learning abilities to plan future actions. In conclusion, the meanings of the terms «IEP» and «PDP» are compared. The author emphasires the importance of studying Great Britain's experience - the practice of solving problems connected with the individualization of the university learning process and the possibilities to use it to facilitate the implementation of students' individual educational paths in Russian higher education institutions.

Since then, the great passage grave at Newgrange, eastern Ireland, has proved to be engineered to address the midwinter sunrise. It is time once more to look at another great chamber tomb, Maeshowe in northernmost Scotland, with these concerns in mind.
