Abstract:
In this article the evolution of views on the empire, colonies and colonization by Alexis de Tocqueville, the outstanding French liberal thinker of the 19th century, are analyzed. It was shown that in the process of expanding the scale of the colonization of the 19th century Tocqueville, like many other French thinkers, began to defend and justify colonial domination, trying to justify colonial policy in every possible way and try to give it legitimacy. Although Tocqueville was fully aware of the vices of colonization, he was ready to defend it. He believed that the French nation could not afford not to be the dominant colonial power. Justifying the expansion of the French empire, he believed that the colonial project could contribute to the political unification of the French, and at the same time he feared that France would lose its position and its international reputation, lagging behind Great Britain in the annexation of overseas possessions. Tocqueville’s ideas about progress and the understanding of progress were fairly typical of nineteenth-century European thinkers. In 19th century Europe as a rule, attempts to justify colonization were combined with a linear theory of progress and a belief in the superiority of Europeans over other worlds.

Abstract:
The article analyzes the evolution of the “Sudanese question” in the system of international relations in the last third of the 19th century. The thesis is argued that for Great Britain control over the Sudanese territories was an important link in the struggle for the creation of the world’s largest colonial empire. The threat of war between Britain and France during this period was quite real. The military, primarily naval, weakness of France was one of the essential reasons for its retreat from Sudan. The settlement of the colonial differences between England and France in Northeast Africa later became one of the reasons for the emergence of the Entente as a counterbalance to the growing German Empire.

Abstract:
The article analyses the struggle of Anglo-American relations connected to slaves and maritime rights on the sea from 1831 to 1842. The study is based on monographs, reports, treaties and correspondences between the two countries from the explosion of the Comet case in 1831 to the signing of the Webster–Ashburton treaty in 1842. This study focuses on three fundamental issues: the appearance of Comet, Encomium, Enterprise, Hermosa and Creole as international incidents with regards to British-American relations; the view of both countries on the abolition of slavery, maritime rights as well as the dispute over issues to resolve arising from these incidents; the results of British-American diplomacy to release slaves and maritime rights after the signing of the Webster–Ashburton treaty. The study found that the American slave ships were special cases in comparison with the previous controversies in bilateral relations. The American slave vessels sailed to the British colonies due to bad weather conditions and a slave rebellion on board. In fact, Great Britain and the United States had never dealt with a similar case, so both sides failed to find a unified view regarding the differences in the laws and policies of the two countries on slavery. The history of British-American relations demonstrated that under the pressures of the border dispute in Maine and New Brunswick, the affairs were not resolved. In addition, it could have had more of an impact on the relationship between the two countries, eventually p the two countries into a war. In that situation, the diplomatic and economic solutions given to the abolition of slavery and maritime rights were only temporary. However, the international affairs related to the American slave vessels paved the way for the settlement of maritime rights for British-American relations in the second half of 19th century.

Abstract:
The purpose of the study is to determine how the development of the tourism business of Thomas Cook and Son in the Nile Valley influenced the perception and assessment of contemporaries of the British presence in Egypt at the end of the 19th century. The relevance of the analyzed problem lies in the fact that the study of the history of tourism in the era of New imperialism allows us to supplement our understanding of the representations of the empire and private busi-ness and their mutual influence. It is substantiated that, according to the views of contemporaries, the activities of the company contributed to the creation of conditions for the economic develop-ment of Egypt, opened these territories to the world, providing free movement along the Nile, and contributed to the spread of the English language, making this country more “civilized” in the eyes of Europeans. We conclude that, at the same time, the handbooks of the company broadcasted the achievements of the imperial policy of Great Britain, reinforcing the idea of the positive conse-quences of the British occupation for Egypt. It is concluded that the commercial success of private business became a visible manifestation of the success of the England’s civilizing mission. The research materials can be used to further study the relationship between the development of mass tourism and the colonial policy of Great Britain.

Abstract:
The article is devoted to the development of Indology at the University of Hamburg and analyzes the contribution of Hamburg Indologists to the study of ancient and medieval India and the study of modern languages and literature of India in the discipline’s development in the sister city of St. Petersburg. The authors note that the development of Indology has a long history in Germany and the uniqueness of the Hamburg school is observed. Germany had more than forty Indology departments in the 19th century, much more than Great Britain then had. The teaching of Indian languages in Hamburg began in 1914 in the classrooms of the university’s predecessor, the Hamburg Colonial Institute founded in 1908 and dissolved in 1919, soon after World War I. The University of Hamburg started as new and progressive institution of education in Weimar Germany, and continued for the next hundred years, where the teaching of Sanskrit, studying ancient medieval monuments of Indian literature, philosophy, and religious texts reached a global level thanks to outstanding Indologists, such as Walter Schubring, Ludwig Alsdorf, Albrecht Welzer, and Lambert Schmithausen. The article also considers the contribution to the development of Indology in Hamburg by current Professors Eva Wilden, Michael Zimmermann, Harunaga Isaacson et al. Thanks to the activities of these professors and their colleagues from Russia and India such as Tatiana Iosifovna and Ram Prasad Bhatta, the study and teaching of the languages and cultures of India within the framework of the Center for Culture and History of India and Tibet of the Institute of Asia and Africa now includes the study of Tamil language and literature as well as North Indian languages and literature.

Abstract:
The article investigates the impact of Great Britain on the evolution of colonialism in the late ХІХ and early ХХ centuries. It is analyzed the sources and scientific literature on the policy of the United Kingdom in the colonial question in the late ХІХ – early ХХ century. The reasons, course and consequences of the intensification of British policy in the colonial problem are described. The process of formation and implementation of London’s initiatives in the colonial question during the period under study is studied. It is considered the position of Great Britain on the transformation of the colonial system in the late XIX – early XX centuries. The resettlement activity of the British and the peculiarities of their mentality, based on the idea of racial superiority and the new national messianism, led to the formation of developed resettlement colonies. The war for the independence of the North American colonies led to the formation of a new state on their territory, and the rest of the “white” colonies of Great Britain had at the turn of the XIX-XX centuries had to build a new policy of relations, taking into account the influence of the United States on them, and the general decline of economic and military-strategic influence of Britain in the world, and the militarization of other leading countries. As a result, a commonwealth is formed instead of an empire. With regard to other dependent territories, there is also a change in policy towards the liberalization of colonial rule and concessions to local elites. In the late ХІХ – early ХІХ centuries the newly industrialized powers (Germany, Italy, and Japan) sought to seize the colonies to reaffirm their new status in the world, the great colonial powers of the past (Spain, Portugal, and the Netherlands) sought to retain what remained to preserve their international prestige, and Russia sought to expand. The largest colonial empires, Great Britain and France, were interested in maintaining the status quo. In the colonial policy of the United Kingdom, it is possible to trace a certain line related to attempts to preserve the situation in their remote possessions and not to get involved in conflicts and costly measures where this can be avoided. In this sense, the British government showed some flexibility and foresight – the relative weakening of the military and economic power of the empire due to the emergence of new states, as well as the achievement of certain self-sufficiency, made it necessary to reconsider traditional foreign policy. Colonies are increasingly no longer seen as personal acquisitions of states, and policy toward these territories is increasingly seen as a common deal of the international community and even its moral duty. The key role here was to be played by Great Britain, which was one of the first to form the foundations of a “neocolonial” system that presupposes a solidarity policy of Western countries towards the rest of the world under the auspices of London. Colonial system in the late ХІХ – early ХІХ century underwent a major transformation, which was associated with a set of factors, the main of which were – the emergence of new industrial powers on the world stage, the internal evolution of the British Empire, changes in world trade, the emergence of new weapons, general growth of national and religious identity and related with this contradiction. The fact that the First World War did not solve many problems, such as Japanese expansionism or British marinism, and caused new ones, primarily such as the Bolshevik coup in Russia and the coming to power of the National Socialists in Germany, the implementation of the above trends stretched to later moments.

This paper examines the early history of British women’s football from 1881 to 1921. The history of women’s football during this period has not yet been seriously studied by Korean historians. There are many people who do not even know the existence of women's football at the end of the 19th century. Many people believe that the football is traditionally a ‘men’s sport’ and that women have entered the male realm as women’s social activities have recently expanded. However, women’s football has a history as long as men’s football. Women’s football first appeared in Britain at the end of the 19th century, the dawn of modern football as we know it now, and developed with great popularity until the early 20th century. The early history of women’s football has significance not only for the history of sports but also for women. It is the women’s own efforts to change traditional perceptions of women and to improve the unfair situation that were the main driving force behind the development of women’s football in the 19th century. These efforts appeared even before the emergence of women’s own political struggles which claim to improve women’s social status and rights. A Study on the early history of women’s football will be of help in understanding the process of women forming themselves as modern subjects.(Kyung Hee University)

The article studies the issue of the theory and practice of the elementary education development in Great Britain of the 19th century. A correlation between private initiative and State assistance in the formation process of the elementary schools net has been defined and proved by the samples from the history of the elementary education development. Special attention is given to the investigation of R.Owen’s private initiative on people education activity. Three periods in this activity have been identified according to changing R.Owen’s philosophy, publishing new works, searching for new forms of his private initiative on people education activity. New Lenark’s period in his education activity has been considered. The main trends of R.Owen’s education activity in the denoted period have been characterized. The goal of R.Owen’s public and education activity has been determined as paying attention of people and British government to the issue of creating and activity of elementary education schools. Assistance for two British educational specialists has been defined as one of the main trends in R.Owen’s education activity. Taking a part in the creating standards base of the elementary education development including Factory Acts (1802-1819) has been described as a considerable contribution in R.Owen’s education activity. R.Owen as a founder of kindergarten in Great Britain in 1816 ( a part of his Institute) has been ascertained in the investigation. R.Owen’s studying both native and foreign educational specialists experience has been pronounced the significant part of his education activity. It is concluded that elementary education school activity in Great Britain of the 19th century is characterized by private initiative. R.Owen’s education activity has received recognition in the elementary education development in Great Britain of the 19th century.

Since the 18th century the ‘Privatautonomie’ of the individual has been established in German private law. Later, in the 19th century, the term autonomy gained ground in the legal terminology of French private law, also thanks to the German emigrant Foelix. In the 20th century autonomy, not least thanks to German-speaking jurists who fled from the Nazis, became a legal term also used in the private law of the USA and Great Britain.

Abstract:
This thesis traces the development of philanthropy as a tradition and movement within the United Kingdom and the British world, with attention to both the inner lives of philanthropists, and the social networks and organizational practices that underpinned the dramatic growth in philanthropic activity between the late 1750s and 1840. In contrast to studies that see philanthropy as primarily responsive to Britain's shifting public culture and imperial fortunes during the period, it argues that philanthropic change was driven by innovations in the internal culture and structures of intersecting commercial and religious networks, that were adapted to philanthropic purposes by philanthropic entrepreneurs. It frames the growth of philanthropy as both a series of experiments in effecting social change, within the United Kingdom and transnationally, and the fostering of a vocationally formative culture across three generations. Chapter one focuses on John Thornton, a prominent merchant and religious patron, reconstructing his correspondence networks and philanthropic practices, and revealing patterns of philanthropic interaction between mercantile and Evangelical clerical networks. Chapter two uses the reports and minutes of representative metropolitan societies and companies to develop a prosopography of more than 4000 philanthropic directors, mapping their nexus of interconnections in 1760, 1788 and 1800, and arguing for the importance of firstly Russia Company networks and later country banking networks for philanthropy. Chapters three and four offer an extended case study of the 'Clapham Sect' as an example of collective agency, reframing their influence within the philanthropic nexus, and, through a close reading of their published works, showing how as intellectual collaborators they developed a unique conception of 'trust' that informed their activism. Chapter five shows how philanthropists extended their reach transnationally, with case studies in Bengal, Sierra Leone and New Zealand, and chapter six addresses multiple paths by which philanthropy became intertwined with Empire and the globalizing world in the British imagination.

Friendly societies and fraternal associations were self-governing convivial clubs that provided members with mutual aid in case of sickness or death. Over the nineteenth and early twentieth centuries they blossomed around the English speaking world, attracting millions of members. Combining archival research and quantitative methods, this thesis is the first multi-national economic history of the friendly societies and fraternal associations. How effective were these organisations as insurers? Were they able to overcome the problems of moral hazard and adverse selection? Were they significant in generating 'social capital'? How were they affected by the emergence the welfare state?

Abstract:
It is the contention of this thesis that the activities of, and the influences on, the senior administrators based in the Castle and the Custom House in Dublin during the Great Irish Famine are an essential element to understanding the formulation and execution of Irish Famine relief policy. The principal aim of the study is to articulate the role played by these administrators in the formulation of relief policy. Emphasis is also given to the debates in the Cabinet over Irish relief policy and the influence of the administrators on those debates. The subject of the first chapter is the Science Commission. It examines in turn Peel's motivations for establishing the Science Commission, the chronology of events leading up to its establishment and the activities of the Commissioners both in England and Ireland. The second chapter concerns the Scarcity Commission established by Peel and Graham. It explores the motivations behind the selection of individual Commissioners and the relationships between the Commissioners. It also considers and contrasts the tasks that were officially assigned to the Commissioners and the limited use to which their conclusions were put by the Government. Chapters three and four deal with the Board of Works and in particular its influence on the formulation and administration of relief policy of Richard Griffith, Thomas Larcom, and Harry Jones. The activities of the Commissioners after the reconfiguration of the Board of Works by Act of Parliament in 1846 are examined and the fourth chapter seeks to establish in detail the political context surrounding-the decision to abandon relief by public employment as revealed in the Cabinet discussions at the time. The final chapter examines the actions of Edward Twisleton in Ireland during the Famine and his influence, or lack of it, on the formulation of relief policy. A detailed account is offered of the political context of the Poor Law Extension Act. Twisleton's relationships with both the Treasury and Clarendon, and the motives underlying his resignation in March 1849, are investigated.

Abstract:
Between 1880 and 1930, the British Empire's vast infrastructural developments facilitated the incorporation of large parts of the globe into what Immanuel Wallerstein and others have called the capitalist 'world-system'. Colonial literature written throughout this period, in recording this vast expansion, repeatedly cites imperial infrastructures to make sense of the various geographies in which it is set. Physical embodiments of empire proliferate in this writing. Railways and trains, telegraph wires and telegrams, roads and bridges, steamships and shipping lines, canals and other forms of irrigation, cantonments, the colonial bungalow and other kinds of colonial urban architecture - all of these infrastructural lines break up the landscape and give shape to the literature's depiction and production of colonial space. In order to analyse these physical embodiments of empire in colonial literature, this thesis develops a methodological reading practice called infrastructural reading. Rooted in a dualistic, yet connected use of the word 'infrastructure', this reading strategy works as a critical tool for analysing a mutually sustaining relationship embedded within these literary narratives. It focuses on the infrastructures in the text, both physical and symbolic, in order to excavate the infrastructures of the text, be they geographic, social or economic - namely, the material conditions of the world-system that underpinned Britain's imperial expansion. This methodology is applied to a number of colonial authors including H. Rider Haggard, Olive Schreiner, William Plomer and John Buchan in South Africa and Flora Annie Steel, E.M. Forster, Edmund Candler and Edward Thompson in India. The results show that the infrastructural networks that circulate through colonial fiction are almost always related to some form of anti-imperial resistance, manifestations that include ideological anxieties, limitations and silences, as well as more direct objections to and acts of violent defiance against imperial control and capitalist accumulation. In so doing, the thesis demonstrates how this literary-cultural terrain and the resistance embedded within it has been shaped by, and has in turn shaped, the infrastructure of the capitalist world-system.

The sustained interaction of local elites and British administrators in the West Himalayas over the decades that surrounded the early colonial encounter (c. 1790-1840) saw the emergence of a distinctly new understanding of communal identity among the leaders of the region. This eventful period saw the mountain ('Pahari') kingdoms transform from fragmented, autonomous polities on the fringes of the Indian subcontinent to subjects of indigenous (Nepali, Sikh) and, ultimately, foreign (British) empires, and dramatically altered the ways Pahari leaders chose to remember and represent themselves. Using a wide array of sources from different locales in the hills (e.g., oral epics, archival records and local histories), this thesis traces the Pahari elite's transition from a nebulous group of lineage-based leaders to a cohesive unitary milieu modelled after contemporary interpretations of Hindu kingship. This nascent ideal of kingship is shown to have fed into concurrent understandings of Rajput society in the West Himalayas and ultimately to have sustained the alliance between indigenous rulers and British administrators.

[Truncated abstract] The senior Imperial officers who took part in the Anglo-Zulu War of 1879 are comparatively well known and their service in that brief period has been well documented, as indeed has that of many of their junior colleagues. Much less, however, is known about the officers who served as commandants of the Natal Native Contingent, although more than half of them were Imperial officers on special service duties. Most of the rest were British ex-officers who lived in South Africa, while one of the remaining two was an adventurer and mercenary. Many of them had already found service with the South African force during the Ninth Cape Border War against the Ngqika and Gcaleka which had only ended in mid-1878. According to official documents, the Natal Native Contingent initially numbered more than 8,000 native troops, in three regiments, under the command of European officers and non-commissioned officers. At the time of the invasion of Zululand in January, 1879, the contingent therefore made up about 62% of the invading force. This bald statistic, as so often, hides the true story. The thesis examines each of the commandants, and the extent to which their abilities and personalities were reflected in the performance of the native troops under their command, while at the same time revealing the evolution of the Contingent itself as an arm of the invading force under Lieutenant General Lord Chelmsford ... The haste with which the regiments were assembled, their often inhuman treatment by their officers, the minimal or non-existent training they received and the way they were armed and dressed all combined to qualify their subsequent performance in the field. A comparison of the NNC is drawn with the performances of the Native Mounted Contingent, and the men of Colonel, later Brigadier General, Evelyn Wood?s Irregulars. The conclusion of the thesis is that the commandants did indeed have a profound effect on the quality and performance of the Africans who served under them. In general, the units under serving British officers performed best, while the colonial officers did less well. The mercenary officer was almost certainly the worst, but by only a slim margin.

The chapter touches upon issues related to the history of Athos and the position of Orthodox monasticism in the second quarter of the 19th century, when, after the Greek war for independence from the Ottoman Empire, Athos begins to be perceived by the great powers as an important Orthodox outpost in the Christian East. Particular attention is paid to such little-studied issues as the role of European diplomacy in the normalization of the situation on the Holy Mountain after the Greek Revolution of 1821, the Russian-Turkish war of 1828/1829, the recognition of the independence of Greece (1830); the reaction of European diplomats to the growth of Russian monasticism on Athos; “British” factor in the development of Russian-Greek relations. The author traces the measures of the British government and the public organizations for the study of Athos, indicating that starting from the 1830s the Holy Mountain was perceived in British political circles as an important strategic foothold, which was associated with the inclusion of Mount Athos in the general naval strategy of Great Britain in the Eastern Mediterranean. Russian-British foreign policy rivalry, which led to confrontation in the ecclesiastical sphere, characterizes the policy of Britain in relation to the Ecumenical Patriarchs, which is shown by the example of the activities of Constantinople Patriarchs Constanty I (1830–1834) and Gregory VI (1835–1840) and the participation of the latter in the “case Ionian Islands”, when British patronage over the Ionian Islands was used as a pretext for the intervention of British diplomats in the affairs of Orthodox Athos. These facts indicate that the “ecclesiastical” vector of the foreign policy of the great powers in the Eastern Mediterranean leads to the need to consider the “Athos question” in the context of the Eastern question as an important and organic component of it.

Abstract:
Nationalism did not end with Napoleon’s downfall, despite the intention of those who outplayed him in 1815. Events evolved in such a way that there would be no way back. The changes in administration, legislation, and institutionalization established in many European countries, and by extension in their colonies, during the Napoleonic period brought efficiency to the state apparatus and statesmen could not afford to return to the old structures. Initially, however, the coalition of countries that defeated the French general set about reconstructing the political structures that had reigned in the period before the French Revolution. In a series of congresses starting in Vienna, the most powerful states in Europe—Russia, Prussia, and Austria, later joined by Britain and post-Napoleonic France—set about reinstating absolutist monarchies as the only acceptable political system. They also agreed to a series of alliances resulting in the domination of the monarchical system in European politics for at least three decades. These powers joined forces to fight all three consecutive liberal revolutions that raged across Europe and the Americas, in 1820, 1830, and 1848, each saturated with nationalist ideals. The events which provide the focus for this chapter belong to the first of those revolutions, that of 1820 (see also Chapter 11), and resulted in the creation of several new countries: Greece and the new Latin American states. In all, nationalism was at the rhetorical basis of the claims for independence. The past, accordingly, played an important role in the formation of the historical imagination which was crucial to the demand for self-determination. The antiquities appropriated by the Greek and by Latin American countries were still in line with those which had been favoured during the French Revolution: those of the Great Civilizations. However, in revolutionary France this type of archaeology had resulted in an association with symbols and material culture whose provenance was to a very limited extent in their own territory (Chapter 11) or was not on French soil but in distant countries such as Italy, Greece, and the Ottoman Empire (Chapter 3).

Scholarly book publishing and printing has a long tradition, starting with Oxford University Press (1478) and Cambridge University Press (1584). The American colonies, and later the United States, lived in the shadow of these two great presses. While many of the US presses today are quite large, with global operations, they were, in the late 19th century and the early years of the 20th century, far from the professional operations of today. This chapter gives an introduction to book history in the United Kingdom and the United States with an emphasis on university presses and competition from commercial publishers for authors, readers, and sales. It provides a review of substantive market drivers, revenues, new title output, and production costs. A sample book contract and profit and loss statement (for a hardcover and digital book) are presented and analyzed.

As in the other chapters in this book, it is wise to begin by recalling the past. In this case, I begin with the history and concepts that have guided U.S. foreign policy. This historical survey is useful first because the issues we will confront in the next half century, while distinctive, will not be wholly new. Americans have wrestled with them, wisely or otherwise, in the past, and that should help provide perspective as we face the future on the other side of the Great Spike. Second, looking forward, it is necessary to see the past as objectively as we can. There are endless aphorisms about the usefulness of history to illuminate the present and the future, as well as many concerning its lack of usefulness. In general, the use of history as a guide to the future has a bad name. Samuel Taylor Coleridge in one century and Lewis Namier in another both asserted that humanity could only look at the past and was incapable of looking forward. But in a book about the future, there is virtue in trying to belie Coleridge and Namier and, looking backward as well as forward, in trying to clarify where we have come from and what we face in the time ahead. In the half century from the Revolutionary War to President James Monroe's message to the Congress in 1823, the United States evolved from a group of colonies to a nation-state. In this half century, the United States gained its independence with the decisive aid of France. It struggled through another war with Britain over a neutral country's right to freedom of the seas. In 1823, it moved to guarantee the independence of its hemisphere against military intrusion from outside. There was an abiding security as well as an ideological component in the Monroe Doctrine. As for security, it warned the nations of Europe, including Russia, not to extend their military presence in the hemisphere. John C. Calhoun, then secretary of war, wished the United States to guarantee not merely the independence of Latin America from any extension of European power but also Latin America's movement toward democracy. John Quincy Adams, then secretary of state, had two objections. First, he felt that "the feudal and clerical heritage" of Latin America would render its movement toward democracy problematic.

A survey of academic histories of literature published in the 19th and 20th centuries in different countries reveals that, while thoroughly covering the English Renaissance poetics, the scholarship allows for a variety of views on Tudor literary theory and on what constitutes literary canon. Considering this variety of views, we also have to be aware of two different perspectives on the large body of literary art of the 16th-century: the present-day and the Elizabethan. Drawing on a substantial number of sources, we offer a general account of influential theoretical (poetological and rhetorical) works known in the 16th-century Great Britain, including those written in English. Also of note are educational treatises, “mirror” literature, and metaliterary comments withing literary works. Authors of those treatises used to interpret fiction as something feigned, counterfeit — an attitude informing ludic passages in Spenser and Shakespeare. Whereas the techniques of fashioning fictions by way of employing figures of feigned/counterfeit representation were addressed in detail by such critics as R. Sherry and G. Puttenham, the poets — Spenser and Shakespeare — seemed to be testing these techniques in practice. Our study pays particular attention to methods used by Spenser and Shakespeare when creating simulated, fictional reality.

The chapter examines the national and international scope of the peppermint oil industry in the recent past. It reviews the significance pf growing peppermint and distilling oil as a personal, day-to-day activity that changed the lives of many individual American farmers. It also mentions Mary Clark of Galien from Michigan as one of the farmers whose personal stories included peppermint oil.

Abstract In this book the history of fair play, both as a phrase and as a set of assumptions about the way people are entitled to be treated, has been traced over many centuries. Here the book’s main themes and conclusions are set out: the precursors in ancient Greece and Rome, the traditions of epic heroism and medieval chivalry, the flourishing of a popular strand of fair play, the unexpectedly central role of Scotland, the development of the great team games, the widening scope of the obligations of fair play, and the 20th-century decline. The idea that fair play is indeed a British quality does rest on a strong basis, and, while its origins go back deep into the Middle Ages, the reasons why it developed as it did are strongly linked with the—in relative terms—low barriers of status in early modern Britain. The phrase may have come to seem a little passé in recent decades, largely because of the way in which it was appropriated in the 19th and early 20th centuries by elites whose ways of thinking have had their day; but the underlying idea still matters enormously and retains its hold as the world faces new threats in the 21st century.

The computer has influenced the very fabric of modern society. As a stand-alone machine, it has proven itself a practical and highly efficient tool for education, commerce, science, and medicine. When attached to a network—the Internet for example—it becomes the nexus of opportunity, transforming our lives in ways that are both problematic and astonishing. Computer networks are the source for vast amounts of knowledge, which can predict the weather, identify organ donors and recipients, or analyze the complexity of the human genome (Shindler, 2002). The linking of ideas across an information highway satisfies a primordial hunger humans have to belong and to communicate. Early civilizations, to satisfy this desire, created information highways of carrier pigeons (Palmer, 2006). The history of computer networking begins in the 19th century with the invention of the telegraph, the telephone, and the radiotelegraph. The first communications information highway based on electricity was created with the deployment of the telegraph. The telegraph itself is no more than an electromagnet connected to a battery, connected to a switch, connected to wire (Derfler & Freed, 2002). The telegraph operates very straightforwardly. To send a message (electric current), the telegrapher rapidly opens and closes the telegraph switch. The receiving telegraph uses the electric current to create a magnetic field, which causes an observable mechanical event (Calvert, 2004). The first commercial telegraph was patented in Great Britain by Charles Wheatstone and William Cooke in 1837 (The Institution of Engineering and Technology, 2007). The Cooke-Wheatstone Telegraph required six wires and five magnetic needles. Messages were created when combinations of the needles were deflected left or right to indicate letters (Derfler & Freed, 2002). Almost simultaneous to the Cooke-Wheatstone Telegraph was the Samuel F. B. Morse Telegraph in the United States in 1837 (Calvert, 2004). In comparison, the Morse Telegraph was decidedly different from its European counterpart. First, it was much simpler than the Cooke-Wheatstone Telegraph: to transmit messages, it used one wire instead of six. Second, it used a code and a sounder to send and receive messages instead of deflected needles (Derfler & Freed, 2002). The simplicity of the Morse Telegraph made it the worldwide standard. The next major change in telegraphy occurred because of the efforts of French inventor Emile Baudot. Baudot’s first innovation replaced the telegrapher’s key with a typewriter like keyboard. His second innovation replaced the dots and dashes of Morse code with a five-unit or five-bit code—similar to American standard code for information interchange (ASCII) or extended binary coded decimal interchange code (EBCDIC)—he developed. Unlike Morse code, which relied upon a series of dots and dashes, each letter in the Baudot code contained a combination of five electrical pulses. Eventually all major telegraph companies converted to Baudot code, which eliminated the need for a skilled Morse code telegrapher (Derfler & Freed, 2002). Finally, Baudot, in 1894, invented a distributor which allowed his printing telegraph to multiplex its signals; as many as eight machines could send simultaneous messages over one telegraph circuit (Britannica Concise Encyclopedia , 2006). The Baudot printing telegraph paved the way for the Teletype and Telex (Derfler & Freed, 2002). The second forerunner of modern computer networking was the telephone.
