A few months into the popular uprisings in the Middle East and North Africa (MENA) region in 2009/10, the promises of social media, including its ability to influence a participatory governance model, grassroots civic engagement, new social dynamics, inclusive societies and new opportunities for businesses and entrepreneurs, became more evident than ever. Simultaneously, cartography received new considerable interest as it merged with social media platforms. In an attempt to rearticulate the relationship between media and mapping practices, whilst also addressing new and social media, this interdisciplinary book abides by one relatively clear point: space is a media product. The overall focus of this book is accordingly not so much on the role of new technologies and social networks as it is on how media and mapping practices expand the very notion of cultural engagement, political activism, popular protest and social participation.

Abstract:
Women have the opportunity to make significant economic, political, and sociocultural gains during transitions to peace and democracy; however, these gains are frequently lost when competitive electoral politics resumes. This chapter identifies the key mechanisms responsible for this loss, providing examples from several countries in sub-Saharan Africa. These mechanisms include institutional constraints, historical political conditions, donor-driven agendas, prevailing cultural norms, and the nature of the women’s movement. The chapter suggests that while the enactment of laws and policies related to women’s rights are an important first step, a feminist and transformational agenda in post-conflict societies requires focus on patriarchal cultures and practices. The chapter argues that such transformation is aided by the fostering of strong relationships between grassroots women activists and politically elite women.

Abstract:
This chapter examines grassroots organizing around street vending in New York City since 2003, with particular emphasis on the debates surrounding vending in the city and the ways in which the issue has been framed by both activists and government officials. It begins with a discussion of the claims of street vendors within the context of neoliberal forms of urban governance and their contestation, asking how they work within and contest neoliberal forms of governance. It then considers two main issues faced by street vendors in New York City, one related to enforcement of street-vending rules and regulations, the other related to licensing and permits. It takes a look at one organization, Esperanza del Barrio, to find out how it uses ideas of respect, dignity, and rights to frame its advocacy of street vendors. The chapter shows that grassroots activists and their supporters have framed the demands of street vendors by appealing to ideas of free enterprise and individualism.

Abstract:
This chapter focuses on Gandhi’s vision of governance. The Mahatma envisioned the ideal form of governance as Ramarajya. By Ramarajya, Gandhi meant a form of government which involves the empowerment of people at grassroots, equality of opportunity, decentralization of administration, cooperative participation of people, and democratic self-governance. The chapter discusses various steps taken since Independence by the Congress and governments by other parties to implement Gandhi’s ideas on Panchayat Raj and, more recently, the new initiatives of the government headed by Narendra Modi such as the Swachh Bharat Abhiyan (Clean India Mission), Saansad Adarsh Gram Yojana (Model Village Plans), and the Smart City initiative. However, the author mentions that these initiatives need to be based not on Western application of sophisticated information technology, but on promoting face-to-face relations between people and on developing instrumentalities to breathe rural ethos into urban life.

Abstract:
Community policing structures erected in the wake of rising crime rates and civil disorder throughout the 1990s were supposed to provide civilians a platform from which to influence law enforcement policy. Yet the fires that burned in Ferguson in 2014 raise doubts about how much influence the public has on police, particularly in marginalized communities. This book challenges the common narrative that community policing has democratized the police, when there is ample evidence that US police powers have expanded alongside the proliferation of community-based strategies. It reveals how community governance works to limit civilian power and turn residents into appendages of the state—their “eyes and ears” on the street as well as their mouthpieces during crises. Further, the authors argue that disputes about who does and does not count as community complicate mobilization. Finally, they argue that until police departments are forced to adapt directly to the needs of communities of color, grassroots organizations should lead initiatives that purport to be community based.
