A whip system of the personnel is the special system which continues the China traditional bureaucratic system, furthermore, the dominators in authoritarian period had been conducted it to prevent fraud but not to revive, which causes some scholars think that the current whip system of the personnel management system may affect the head of the department’s personnel power and cause the role conflict of the personnel specialists and dual-leadership system, so that there is even the suggestion to abolish the whip system of the personnel. Only the past dissertations, magazines and special research commissioned by governmental departments will discuss it from the point of view about academic or legal facet but they don’t give us an insight into the heads of the department who influence the personnel appointment and removal, and neither give insight into the view of the personnel specialists in the whip system of the personnel; by the methods of questionnaire and in-depth interview and so on, this study takes one department of the center (department belonged to the center) as example to find out that the personnel who work at central administrative departments identify with a whip system of the personnel mostly and they just expect the future whip system of the personnel will be planed on the way of great authorization and it also will modify the current personnel management decree and adjust the operation model matching the acts concerned about the executive yuan’s organization change. We hope that the achievements of this study got from different points of view will be different decision-making reference to the executive yuan’s organization change for personnel department.

Full textAlthough the main emphasis of this study is Lane and his part in the Republican Party, another important part to this thesis is the examination of Indiana and national politics in the 1850s. This thesis studies the development of the Hoosier Republican Party and the obstacles the young organization experienced as it transformed into a major political party. Party leaders generally focused on states like New York and Pennsylvania in national elections but Indiana became increasingly significant leading up to the 1860 election. Though Hoosier names like George Julian and Schuyler Colfax might be more recognizable nationally for their role in the Republican Party, this thesis argues that Lane played a guiding role in the development of the new third party in Indiana. Through the study of primary sources, it is clear that Hoosiers turned to Lane to lead the organization of the Republican Party and to lead it to its success in elections. Historians have long acknowledged Lane’s involvement in the 1860 Republican National Convention but fail to fully realize his significance in Indiana throughout the 1850s. This thesis argues that Lane was a vital leader in Hoosier politics and helped transform the Republican Party in Indiana from a grassroots movement into a powerful political party by 1860.
