Abstract:
The article presents a set of sources on the history of the formation and development of city self-government in the Turkestan general-government. The author analyzes such types of sources as legislative acts, official documents, reference and statistical publications, and periodicals. These documents and materials are contained in the Central state archives and libraries of Russia, Uzbekistan and Kazakhstan, and are reflected in the «Complete collection of laws of the Russian Empire» and the periodical press. Such a disparate storage location of the source database implies the need for a comprehensive study and identification of the information potential. Each of the presented types of sources has such characteristics as primacy, complementarity, subordination, and a high degree of reliability. Together, they give an idea of the legal and socio-economic conditions of the organization of social and economic activities, the nature and evolution of relations with the administration and the population, and also allow us to recreate a complete picture of the formation of city self-government in the region.

Abstract The paper deals with the theme of the Transylvanian Party [Erdélyi Párt], one of the most important Hungarian political formations in Transylvania in the 20th century. After the reintegration of Northern Transylvania in the Hungarian state following the Second Vienna Arbitration, Hungarians became a majority in the region, established their own political party, the Transylvanian Party, with powerful local characteristics. The paper concentrates on the analysis of the Transylvanian Party, it presents its foundation, its representation in the Hungarian Parliament, and its relations with the Hungarian government. The paper tries to give an overview of the successes and failures of the party as well. Finally, the decline of the Transylvanian Party and its political heritage are presented. The source material of the paper consists of archival data, publications of the Transylvanian Party, special books, studies, articles of the contemporary press, and on-line publications.

Abstract:
This article presents the results of comparative legal research concerning the scope of financial sovereignty granted to the autonomous territories of the 20th century Central and Eastern Europe (Silesian Voivodeship, Slovakia and Carpathian Ruthenia) by the Second Polish Republic (1918-1939), the First Czechoslovak Republic (1918-1938) and the Second Czecho-Slovak Republic (1938-1939). Research material includes: constitutional and public financial legal acts of the aforementioned countries for years 1918-1939, as well as English, Polish, Czech, Slovak and Ukrainian scientific publications in the field of legal, historical and economic sciences pertaining to this matter. The main research result is that the scope of financial power granted to the Silesian Voivodeship by the Second Polish Republic was much wider than in the other two autonomous territories. Moreover, Slovakia and Carpathian Ruthenia can be described as apparent autonomies. In fact they were “quasi self-government units”. Abstract:
Introduction. Local periodical press of the beginning of the 20th century contains materials on the most diverse areas that allows to trace the attitude of the population to government bodies, to highlight topical issues of socio-economic and cultural development. The purpose of this article is to analyze the publications of newspapers that have informational significance in the study of the history of the administration of the Steppe Governor-General at the beginning of the XX century. Materials and Methods. In the process of work, the main source was the local periodical press represented by the newspapers “Omsk Vestnik” (1909–1918) and “Omsk Telegraph” (1907–1917). In the course of the study, problem-chronological and comparative-historical methods were used, which made it possible to single out the main areas of activity of administrative institutions and examine them through the prism of materials from local periodicals. Results. As a result of the analysis of the information potential of newspapers, the author has identified several main areas that are most fully represented in the press: the activities of the governors-general of the Steppe Territory, governors and branches of the regional government of the Akmola region to address issues relevant to the region, as well as coverage of events held by city authorities self-government. Discussion and Conclusion. The local periodical press is an important historical source when studying the activities of the administrative institutions of the Steppe Territory, due to publications in the “Omsk Vestnik” and “Omsk Telegraph” newspapers, one can highlight current problems in the field of management, see the public reaction to a particular event with the participation of officials. The materials of periodicals in combination with official documentation stored in the archives make it possible to trace the activities of local authorities in more detail and show the effectiveness of the decisions made.

Abstract:
The history of wood anatomy in Japan, which goes back to 1882, is reviewed, based on a comprehensive literature study. In the early phase most publications dealt with descriptive wood anatomy and identification, while later publications are highly diversified. The beginning of Japanese wood anatomy coincided with the publication of Nakamura's PhD thesis in Munich on the wood anatomical properties and identification of Japanese softwood species. In subsequent decades, several wood anatomists have made studies in Nakamura's footsteps on the Japanese soft- and hardwood species, in the tradition of the German school of comparative plant anatomy. In the first half of the 20th century, the development of wood anatomy in Japan is dominated by the work of Fujioka, Kanehira, Kawai, Yamabayashi and their collaborators and students. In this period there was a growing interest in timber species from abroad. In the second half of the 20th century, activities have steadily increased with a growing number of wood anatomists. Electron microscopic studies on wood began in the Government Forest Experiment Station in the nineteen-fifties, led by Harada, who later continued his research and teaching at Kyoto University. Other centres of wood ultrastructural research soon followed. A large number of research reports and books has been published on the wood anatomy of tropical species. This is because of the influx on the market of a huge volume of imported logs from a great number of lesser-known tropical species since the mid nineteen-sixties. Names of Fujioka and Kanehira are found in the list of the IAWA founders and since the foundation of IAWA the participation of Japanese wood anatomists has seen an upward tendency.

Abstract:
The Library of the Victoria and Albert Museum originated in the mid-19th century as the library of a School of Design, and adopted the title ‘The National Art Library’ later in the century following publication of the Universal Catalogue of Books on Art. Decades of steady growth and of low usage ended in the late 1960s, when sudden growth of art publishing, and of interest in art history, generated demands the Library was not equipped to meet. The Library possesses one of the world’s outstanding collections of art publications but is still funded, staffed, and administered as if its role was merely that of a Department of the Museum. Currently all aspects of the Library’s procedures and policies are under review; government funding is to be sought for a programme of computerisation, and it is hoped to redefine the Library’s role in national and international contexts and to re-establish it as the ‘heart and core’ of art library provision in the U.K., as an active participant in cooperative schemes and projects, and as a training centre for art librarianship, or in other words, as an active and truly national art library.

Abstract:
The article describes the documents from collections of the scientific library of the East Crimean Historical and Cultural Museum-Reserve published in Crimea during the Civil War of 1917–1922. These documents are book monuments as copies published in the important period of Russian history in the first quarter of the XX century in accordance with the sociovalue criterion. Publications are considered both as objects for the scientific study of the documentary sources themselves, and from the point of view of potential exhibits of the museum exposition. The publications allow for the most complete and widespread coverage of one of the most complex and controversial moments in the history of Russia. The historical conditions of the functioning of the national economy and certain aspects of social life, reflected in the sources studied, are examined. Among them are the publishing industry, public education, museums, the activities of the system of internal affairs bodies and local self-government. Considerable attention is paid to the study of local history publications, reflecting the development of history and archeology of the indicated period and containing valuable information on the history of Crimea. A number of brochures are presented, which methodological recommendations for teaching individual academic disciplines in a unified labor school. Educational and practical publications occupy a significant place among the analyzed documents. They contain excerpts from the works of ancient Roman authors published in Latin and serve as readers for the study of the classical Latin language in the gymnasium. The content and physical safety of publications, their attributive features, are described: book signs, labels, handwritten notes, autographs are described as a result of historical and bibliographical analysis.

Abstract:
The personality of E. Khara-Davan is a landmark for characterizing the history of the peoples of our country in the first half of the 20th century. He became one of the first Kalmyk students who received higher education at the university of the Russian Empire, and the first doctor among the Kalmyk people. He took part in the events of 1917–1920 in southern Russia, collaborated with the Russian Provisional Government, the Soviet government, and the white movement. In the modern historiography, E. Khara-Davan is quite often called a member of the Eurasian movement, who made a great contribution to the formation of its ideology. However, this view contrasts with the fact that he was not part of any organization of the movement and published only two articles in Eurasian publications. The main topic of his works was the history, current state and future structure of the Kalmyk people. There is no doubt that he was deeply influenced by the ideas of the Eurasians, which is especially evident in the texts on the Mongol Empire history as well as in his main work — the book “Genghis Khan as a commander and his legacy”. His assessments of the influence of the Mongols on the development of Russian statehood were of a pronounced “Eurasian” character. However, outside of this discourse, the works of E. Khara-Davan practically did not intersect with Eurasian concepts in any way, and even diverged in characterizing the current state and future structure of the peoples of Russia.

Abstract:
The article explores some of the connections between science and agribusiness in the history of pig factory farming in Ontario, Canada, between the 1950s and the present. The factory farm model of pig production submits animals to a very artificial way of life, which would not be possible without the inputs of scientific and technological innovations of the 20th century. Topics discussed include the use of antibiotics, swine nutrition, feed conversion (in)efficiency, and pork promotion and consumption. The primary sources utilized are a trade magazine, a census of agriculture, and other government and industry publications. The article sheds light on how notions such as “progress”, “improvement”, “modern” or “efficiency”, frequently used by scientists when referring to results of pig production, are restricted to narrow or internal considerations of the industry that, in turn, can be challenged by broader analysis of aspects (social, economic, environmental) of the food system. Scientists have not just produced scientific knowledge but in some cases have also promoted ideologies about animals and the food system. These ideologies of “progress”, “improvement”, “modern” or “efficiency”, as in the context of pig production in Ontario, only make sense if we understand the particular historical moment in the analysis, which since the 1950s has markedly been one of strong agribusiness interventionism.

Abstract:
The article analyzes the Canadian government policy of social protection and support for soldiers’ dependents during World War I. The description of events begins when Canada entered the war (August 4, 1914) and ends when the North American Dominion switched to the system of compulsory military service (conscription) (August 29, 1917). The reconstruction of the details of the material support for soldiers’ dependents during the war helps reveal the details of the functioning of the Canadian government’s social policy in the early 20th century. The article is based on the legislative acts of the Dominion Government, official records of the debates in the Canadian parliament, and the Provincial press publications. It examines the institutional foundations of providing financial assistance to soldiers’ dependents using the example of the creation and activities of special state and non-state institutions (the Canadian Patriotic Fund, the Board of Pension Commissioners, and the Separation Allowance Board). It studies the process of forming the legislative base of social security for dependents of soldiers serving in the Canadian Expeditionary Forces and the Canadian Navy. The author traces the assignment and payment of social benefits to wives, children, parents and other dependents. The Canadian laws enacted during the war provided social assistance to military dependents in the form of state maintenance benefits and survivor’s pensions. The low rate of government benefits was offset by donations raised by charities. The process of creating special state bodies was very slow, and their activities were not always effective. Against this background, the work of the Canadian Patriotic Fund looked more fruitful.
