AbstractAfter the Second World War, Dutch authorities allowed 8,000 displaced persons (DPs) to come to the Netherlands, but only 3,904 came, and 25 per cent of them returned to camp life in Germany. This article seeks to explain why debates on the DP issue changed so rapidly within a short period of time. In earlier publications, it has been claimed that ‘selling’ DPs as workers helped to solve the DP issue. This strategy did not work for the Netherlands. This article analyses how the DP issue was framed by organisations, the Dutch government, civil servants, the Dutch Homeland Security Department, newspapers and employers.

Abstract:
The article is devoted to analyzing periodicals of Ukrainian nationalist organizations outside the Ukrainian Soviet Socialist Republic in the 1950s - early 1990s and their role in creating an information space in the diaspora. Periodicals are considered a means of providing information communication between nationalist organizations, their membership, and Ukrainian communities. The article describes the journals and newspapers of nationalist organizations of the diaspora: «Independent Ukraine», «Ukrainian word», «Way of Victory», «Liberation Way», «Ukrainian Independent». Much attention is paid to the thematic and problematic content of the press, its importance for promoting the nationalist ideology and political programs of organizations and preserving national identity. The topics of nationalist press publications, their purpose, and information potentials are considered in detail. It is identified the main topics of publications: the ideology of organizations, the strategy of restoring the independence of Ukraine, the concept of an independent state, official resolutions of organizations, socio-political events in the diaspora, the situation in the USSR, and the policy of Soviet government, formation of national identity and historical memory. Based on the study of the content of periodicals, it was concluded that a significant place in the publications was occupied by information about events in the USSR because nationalist organizations aimed to create a sense of integrity for the Ukrainian people in Ukraine and abroad and mobilize the diaspora to change the situation at homeland. The article identifies problematic aspects in the press of nationalist organizations: the lack of a single universal publication, the strengthening of the emigration nature of the press, the low print quality of publications, the conflict between Ukrainian nationalist organizations on the pages of publications. It was concluded that using press publications, nationalist organizations created an information space in the diaspora, which popularized nationalist narratives, united Ukrainians from around the world, acted as a means of national identification for migrants, promoted the movement to restore the independence of Ukraine.

Abstract The aim of this paper was to find out how the ethnic identity of Russians residing in Kazakhstan has changed since the collapse of the Soviet Union in 1991. What qualities and characteristics distinguish ethnic Russians in Kazakhstan now? What are the main factors shaping their identity? To what extent Russians see aligned with their homeland and with the mainstream Kazakh society. What is the role of Russia in promoting a sense of attachment to the homeland? The case of Kazakhstani Russians was analyzed applying the various methods of qualitative research, including surveys, in-depth interviews, content analysis of the publications, and the speeches of political figures and activists. In addition, the methods of participant observation helped in understanding the cultural differentiation of the Russian religious organizations in Kazakhstan. The research revealed the significant changes in the identity patterns of ethnic Russians in Kazakhstan, which resulted from the process of consolidation of the vigorous state-protected ethnic Kazakh identity. Losing the previous dominant position in demography, the Russians bowed to the inevitable Kazakhification of the society. The change in the language preferences shows that the new generation of Russians is gradually accepting the new trend – Kazakh–Russian bilingualism – which is being promoted and implemented by the government of Kazakhstan and by the overwhelmingly ethnocratic Kazakh political elite.

Between the late 1960s and the early 1970s, the British government forcibly removed about 15,000 Chagossians from the Chagos Archipelago. Current legislation based on the declaration of the Chagos-Marine Protected Area (MPA) plays a crucial role in preventing the Chagossians from returning to their homeland. In this particular case study, the article aims to analyze discourses related to the establishment of the Chagos-MPA using an environmental justice framework, to consider the implications for international social work practice. Materials from court rulings, official government reports, and academic/journalist publications on the MPA, as well as from seven semi-structured interviews with key informants from three Chagossian communities based in Mauritius, Seychelles, and the United Kingdom were analyzed using ATLAS-ti 8.4 software. The main findings of the deductive critical discourse analysis are discussed concerning substantive, distributive, and procedural environmental justice for the Chagossian community (This term is used for referring different Chagossian communities from Mauritius, Seychelles, and the United Kingdom as a single homogenous group). This article calls for international social work interventions through transnational alliances between international organizations in challenging the socio-political forces that are having deleterious impacts upon the marginalized and disenfranchised populations and their biophysical environment.

PurposeThe purpose of this paper is to provide a conceptual overview of potential diasporic influence in India by Indian diaspora and to outline a wide spectrum of policy interventions for better utilisation of diasporic resources, which are under-exploited.Design/methodology/approachThis paper used a systematic review approach to analyze the vast empirical and theoretical literature, up to 2016, and to assess the different kinds of impacts of diaspora on the homeland. A list of top-tier journals in the field of international migration, diaspora and ethnic entrepreneurship was compiled. From there, each and every paper was identified, examined, coded and classified into high-level themes. These were then reviewed, analyzed and interpreted.FindingsIndian diasporic affair has undergone numerous changes since India’s independence. This study presents a conceptual framework on the role of migration and diaspora in the country of origin with a special focus on India and point out the possible directions for future studies.Research limitations/implicationsThe systematic review approach has a qualitative nature, in which the relevant literature was interpreted based on the authors’ domain knowledge and expertise.Practical implicationsAcademicians and policy practitioners can gain a comprehensive understanding of the dynamic relationships among the key influential factors in migration, diaspora and its developmental role in homeland, as presented in the conceptual framework in the study. Accordingly, policymakers will be able to develop effective strategies to leverage the positive impacts of diasporic role in India and the other South-Asian developing countries.Originality/valueThis systematic review synthesizes the findings reported in most recent publications and government reports and develops an integrated conceptual framework, anchoring on possible positive impacts of diaspora in homeland. This framework provides a visual diagram to practitioners for a better understanding of the relevant literature and assists researchers and policymakers in developing a new strategy for future diasporic affairs.

Abstract:
This article covers the content of information about the place of Romania in the 1920–1940s and Transnistria in the history of Eastern European Jews, which was published in predominantly English language materials in a number of American newspapers in the 1940s, such as «Românul American», «The Southern Jewish Weekly», «Evening Star» and «Detroit Evening Times». The purpose of the study is to determine the structure of the newspaper narrative regarding the place of Romania in the 1920–1940s and Transnistria in the history of Eastern European Jews, contained in the mentioned newspaper publications. As a result of the study, a conditionally holistic information narrative on the isignificance of Romania and Transnistriain the history of Eastern European Jews in the 1920–1940s was reconstructed in publications of a number of American newspapers, which spread in mass opinion. The main components of this English-language narrative are following: in pre-war Romania was an increased influence of official actual anti-Semitism; this was of particular importance given that Transnistria was predominantly a zone of Romanian administration during World War II; the plight of Jews in Romania and Bukovina during the war; cases of non-Jewish support for Jews; brutal deportations of the Jewish population from Romania, Bukovina, Bessarabia (sometimes also Moldavia, which regarding changes in the characteristics of Bessarabia and Bukovina) to Transnistria; domination of the atmosphere of fear of the possibility of deportation to Transnistria among the still undeported Jews; manipulation by the Romanian government of the Jewish population through this fear; the plight of Jews, the Holocaust in Transnistria; repatriation to Romania and migration to Palestine as the «historical homeland» of Jews deported during the war to Transnistria. According to some materials, this narrative had not only an exposing anti-Nazi purpose, not only appealed to the public support of Jews who had experienced repression, deportation and the Holocaust, but also had to serve to preserve the democratic worldview of the Romanian minority in the United States (most of the used publications were contained in the newspaper «Românul American»).

Let us not concern ourselves with speculations whether Jerzy Giedroyć, when he founded the Literary Institute in 1947 and soon a€ erwards published the first issue of “Kultura”, already suspected that his two creations (especially the magazine) would play such an important role in shaping political ideas of Polish exiles and become his true magnum opus. ‚The fact remains that in spite of its distance from the centers of Polish immigration, the government in exile, and the large Polish immigrant community, the new monthly, while still looking for new contributors and readers, and remaining in opposition to Mieczysław Grydzewski’s “Wiadomości” - which sought to cultivate pre-war traditions - quickly achieved the unquestionable status of a platform for free speech, a forum for the bold exchange of views (these o€ften being unpopular and going against the dri€ft of Polish public opinion in the West), and a leading channel of communication with the homeland. Even though the subtitle (Sketches. Short Stories. Reports) hinted at the editorial sta„ff’s interest in literature, “Kultura” from day one tackled di cult geopolitical and political problems arising from the situation in post-war Europe. Its publications were characterized by topicality and realistic assessments, which can be clearly seen while studying consecutive annual sets, for example with regard to the process of European unification.

Abstract:
Introduction. The complex processes taking place in the European Union after Brexit and COVID-19 as well as the outbreak of conflict in Ukraine in 2022 have once again drawn the attention of the academic community and the public to the development problems of Central and Eastern Europe. One of these problems is the migration process taking place in the region and their economic, cultural and political consequences. The V. Orban government pursues a cautious policy of accepting Ukrainian refugees. Such actions are both politically and economically motivated. Materials and Methods. In the process of working on the topic, the author used the publications of Russian and foreign researchers on the Hungarian emigration, as well as historical sources, including statistical materials, documents reflecting the life of the Hungarian community in the UK and journalism. When working on the topic, the theoretical and methodological developments of migrationology in Russia and foreign countries were used. Analysis. The article raises the issue of emigration of Hungarians after the 2008 economic crisis to Great Britain, which, unlike other European Union countries, including Germany and France, pursued a liberal migration policy. The article points out that the economic recovery of the late 1990s and early 21st century slowed down emigration of Hungarians to the EU states. Therefore, it was classified as “belated migration”. The article stresses that the main reason for the emigration of Hungarians to the UK and other European Union states has been the increase in unemployment in the country since 2008 and the falling purchasing power of Hungarians at home. The coming to power of Orban’s government did not contribute to Hungarian emigration, except for a group of liberal intellectuals. The author analyses the gender, educational and regional specifics of Hungarian emigration to the UK. The article pays special attention to the peculiarities of the life of the Hungarian community in the UK, its desire to maintain contacts with the homeland and its national identity. In the conclusion of the article, the author examines the migration policy of the V. Orban government aimed at returning emigrants to the country and reducing potential emigration among Hungarians. Results. The author concludes that the actions of the Orban government did not find support among most Hungarians living in Great Britain. Part of the emigrants returned to their home country concerned about Brexit and influenced by the spread of the COVID-19 epidemic. Most Hungarians are happy with their life in the UK and do not consider returning to Hungary.

During the late 19th and early 20th centuries, various government departments and several private companies engaged in an aggressive campaign to populate and develop western Canada. The cornerstone of this campaign was its publication programme. Over 300 pamphlets and brochures were published to advertise the ‘free’ lands of the Northwest. The advertising programme promoted rural settlement, depicting an idyllic landscape strongly reminiscent of ‘home’ and appealing to a young, male Anglo-Saxon population. While the campaign was successful in attracting immigrants, the reality was not always so idyllic and many settlers left. Despite the difficulties, others stayed and built rewarding lives in ‘Canada West: the new homeland’.

In this paper we address a question fundamental to understanding the potential effectiveness of homeland security policy across the U.S. federal system: what explains homeland security preparedness efforts at the municipal government level? Using data gathered from a nationwide survey of municipal officials, we examine the effects of city governments’ financial and administrative resources, along with measures of broader policy context, on several attitudinal and behavioral indicators of homeland security preparedness. We find that administrative resources have consistent and relatively robust explanatory power and we lay out several policy implications from the analyses presented.

Abstract:
This paper examines the history of statistical publishing by governments, looks at other kinds of government publishing, and provides brief case studies of the collecting of government documents by libraries in Europe and the United States. These are revealing of attitudes toward government documents and in some cases show a relationship between government-document collecting and the goals of the library. The author argues that collecting and disseminating statistical information was a conscious decision made by governments on the grounds that information would lead to public support. It is arguable that the budget increases for national libraries in Britain and France, which occurred as well in the 1830s, derived from the value those governments placed on disseminating information. A connection in one era between library support and what is considered to be knowledge and the value placed on it suggests a way of looking at libraries in other periods. Indeed, for all libraries, policies and practices in collecting government documents may be indicative of a library's goals.

Inherent limitations of controlling risks in complex socio-technical systems were revealed in several major catastrophic disasters such as nuclear meltdown in Fukushima Daiichi nuclear power plant in 2011, well blowout in Deepwater Horizon drilling rig in 2010, and Hurricane Katrina in 2005. While desired risk management leans toward the prevention of such unwanted events, the mitigation of their impact becomes more important and emergency response operations provide the last line of protection against disasters (Kanno, Makita, & Furuta, 2008). In response to September 11 terrorist attack at World Trade Center in New York, U.S. Government launched the National Incident Management System (NIMS), an integrated national and multi-jurisdictional emergency preparedness and response program (Department of Homeland Security, 2008). The NIMS framework is characterized by a common operating picture, interoperability, reliability, scalability and portability, and resilience and redundancy (Department of Homeland Security, 2008). Among these characteristics, effective emergency response operations require resilience because planned-for actions may not be implementable and therefore the emergency response organizations must adapt to and cope with uncertain and changing environment (Mendonca, Beroggi, & Wallace, 2003). There have been many attempts to define resilience in various disciplines (Hollnagel, Woods, & Leveson, 2007). Nevertheless, such attempts for emergency management systems (EMS) is still scarce in the existing body of resilience literature. By considering traits of EMS, this study proposes the definition of resilience as ‘ a system’s capability to respond to different kinds of disrupting events and to bring the system back to a desired state in a timely manner with efficient use of resources, and with minimum loss of performance capacity.’ In order to model resilience in EMS, the U.S. NIMS is chosen because it allows for investigation of resilient behavior among different components that inevitably involve both human agents and technological artifacts as joint cognitive systems (JCSs) (Hollnagel & Woods, 2005). In the NIMS, the largest JCS comprises five critical functions: Command, Planning, Operations, Logistics and Finance & Administration (F&A) (Department of Homeland Security, 2008). External stimuli or inputs to this JCS are events that occur outside of its boundary such as uncontrolled events. When these events do occur, they are typically perceived by the ‘boots-on-the-ground’ in the Operations function. The perceived data are reported and transported to the Planning function in which such data are transformed into useful and meaningful information. This information provides knowledge base for generating a set of decisions. Subsequently, Command function selects some of those decisions and authorizes them with adequate resources so that Operations actually take actions for such decisions to the uncontrolled events. This compensation process continues until the JCS achieves its systematic goal which is to put the event under control. On the other hand, Logistics feeds required and requested resources such as workforce, equipment and material for the system operations and F&A does the accounting of resources as those resources are actually used to execute its given missions. Such JCS utilizes two types of memory: a collective working memory (CWM) can be manifested in the form of shared displays, document or whiteboards used by teams; similarly, collective long-term memory (CLTM) can take forms of past accident reports, procedures and guidelines. Based on this conceptual framework for resilience of emergency operations, five Resilient Performance Factors (RPFs) are suggested to make resilience operational in EMS. Such RPFs are adaptive response, rapidity of recovery, resource utilization, performance stability and team situation awareness. Adaptation is one of the most obvious patterns of resilient performance (Leveson et al., 2006; Rankin, Lundberg, Woltjer, Rollenhagen, & Hollnagel, 2014). Another factor that typifies resilience of any socio- technical system is how quickly or slowly it bounces back from perturbations (Hosseini, Barker, & Ramirez-Marquez, 2016). In most systems, resources are constrained. Hence, resilience requires the effective and efficient use of resources to varying demands. As such demands persist over time, the system’s performance level tends to diminish. For the EMS to remain resilient, its performance should be maintained in a stable fashion. Finally, EMS is is expected to possess the ability to perceive what is currently taking place, to comprehend what such occurrence actually means, and to anticipate what may happen and decide what to do about it. When this occurs within a team, it is often referred to as team situation awareness (Endsley, 1995; McManus, Seville, Brunsden, & Vargo, 2007). This resilience model for EMS needs validation and many assumptions and simplifications made in this work require further justification. This model will be discussed and validated by using subsequent data collection from Emergency Operations Training Center operated by Texas A&M Engineering Extension Service (TEEX) and will be reported in future publications.

The present study proposes that Willaert's Musica nova was written to commemorate the city of Florence, homeland of two of the composer's most devoted patrons, Neri Capponi and Ruberto Strozzi. Supporting evidence for this new hypothesis is culled from extant documents relating to the composition, publication, performance, and reception history of this music; the texts Willaert set in his madrigals and motets; and perhaps most unexpectedly, the texts of numerous liturgical melodies whose opening phrases are quoted in his dense counterpoint. For Willaert's Florentine patrons, these melodic citations and the texts to which they allude constituted a powerful symbolic network that served to commemorate their native city, its fallen Republic, and the most prominent spokesman for that government, the religious reformer Girolamo Savonarola.

Nigeria operates a federal system of government and power is allocated to federal, state and local governments. A collaborative effort was encouraged to promote socio-economic development. Unfortunately, lack of diversification of the economy and over concentration on crude oil, it now operates a monolithic economy. Federal government on monthly basis share the proceed to the three levels of government but ironically, nothing significant is shown for the huge allocations due to uncontrollable embezzlement and reckless spending by public servants more specifically local authorities due to the extreme closeness to citizenry. Documentary data were obtained from published books, reputable journals, government publications, magazines, newspaper publications, internet sources and personal observations in carrying out this study. The paper observed that embezzlement and reckless spending is on the increase in some Nigerian local governments and is manifested through the state joint local government account, embezzlements and reckless spending by local chairmen, fake projects, collusion in the transaction of government businesses, ghost workers, denial of statutory functions. The paper concludes that local government is at the verge of total collapse if adequate measures were not taken to savage the situation. The paper recommends that states joint accounts should be scrap for local governments have a sustainable development.

This paper details the challenges and successes since September 11th, 2001 to build common ground for all federal, state, local governments, and non-government organizations that depend on geospatial data to provide for the safety and security of the Nation. An analysis of the protracted integration of commercial GIS technologies within the DoD and the speed, openness, and scale this expertise can bring is discussed as an issue for the Federal response to disasters. Finally, distinct successes of collaboration and integration of common standards and data currently in use at military commands is discussed as a robust path to improve future geospatial efforts.

The broad idea of ‘Open Government’ is widely accepted as a facilitator for rebuilding trust and validation in governments around the world. The Open Government Partnership is a significant driver of this movement with over 75 member nations, 15 subnational government participants and many others local governments implementing reforms within their national frameworks. The central tenets of transparency, accountability, participation, and collaboration are well understood within scholarly works and practitioner publications. However, open government is yet to be attributed with a universally acknowledged definition. This leads to questions of adaptability and salience of the concept of open government across diverse contexts. This paper addresses these questions by utilizing a human systems framework called the Dialogue Boxes. To develop an understanding of how open government is currently positioned within scholarly works and practitioner publications, an extensive literature search was conducted. The search utilized major search engines, often-cited references, direct journal searches and colleague provided references. Using existing definitions and descriptions, this paper populates the framework with available information and allow for context specific content to be populated by future users. Ultimately, the aim of the paper is to support the development of open government action plans that maximize the direct positive impact on people’s lives.

Cavafy was a writer who tested all manner of boundary conditions. His every identity came with an asterisk. He was a Greek who never lived in Greece. A government clerk of Greek Orthodox upbringing, in a tributary state of a Muslim empire, he spent his evenings on foot, looking for pagan gods in their incarnate, carnal versions. He was a poet who resisted publication, save for broadsheets he circulated among close friends; a man whose homeland was a neighborhood, and a dream. Much of his poetry is a map of Alexandria overlaid with a map of the classical world—modern Alexandria and ancient Athens—as Leopold Bloom's Dublin neighborhood underlies Odysseus's Ithaca. The article analyzes the educational project of the Yekaterinburg Zemstvo - local self-government, presented at the 48th regular session of the district Zemstvo in 1917. The district Zemstvo bodies received from the Provisional Government the right to manage school affairs not only economically, but also educationally. About 350 educational institutions came under the jurisdiction of the Yekaterinburg zemstvo. The district Zemstvo government proposed creating a three-tier system for managing local, township and district school committees. These governing bodies were to be democratically elected and consist of teachers, representatives of the local community, local governments and public organizations. The government proposed to change the educational program of public schools in the spirit of the “school of action” theory. The work of the students themselves at the lesson was brought to the fore; the teacher was only asked to give direction to the independent work of the class and monitor it. Importance was given to learning “homeland studies,” which allowed children to independently study the world around them.

The correspondence between Bishop Dr. Nikolaj Velimirovic and priest Aleksa Todorovic contains an abundance of significant information. These two clerics worked tirelessly on promoting creativity within the Serbian Orthodox Church (SOC) in diaspora, helping to strengthen its organization and connections, advancing its publishing and missionary activities, enabling it to offer consolation to all, but especially to those who decided to live their lives ?far from the warmth of their homeland?. One day, a daily church service in SOC in Munich had been attended by Drag. Janic, who gave a poem written in June 1955 by Milovan Djilas - one of the discarded officials of the Yugoslav communist government, to parish priest Aleksa. Even though in the years prior to writing this poem he denounced his Serbian identity and furthermore fought diligently against it - as he himself asserted later in his autobiographical writings, once he found himself on the other side of the revolutionary legacy that he dedicated himself to, ?something happened? to him. That incomprehensible ?something? inspired him to search for the voice of the Mystic from Lovcen within himself and express his doubts, suspicions and contemplations regarding the national question in a short poetic genre, through the voice of two great people: one famous and acknowledged, and the other unknown and acknowledged. This differentiation mirrors his understanding of both Njegos and everything that is Serbian, which he mentions several times. One could argue that his lament over the fact that ?the Cross has been removed from the Serbian coat of arms? expresses an incredibly difficult sadness of the author, while the ending words of his poem are even more dreadful, emphasising that ?there are no more Serbs in Serbia?. Drying of the author`s ink did not, however, mark the end of his internal struggle - he decided to tear the paper on which he wrote the poem, only to later tape it back together. In the end, even though the author of this paper suggests that Djilas must have been acquainted with the fact that there were circles in Munich that gathered members of Zbor and supporters of Dimitrije Ljotic, and that at the same place there was a parish of the SOC with comprehensive publishing activity, that did not discourage him from making a peculiar move. He turned his song over to Serbian Church - against which he sinned a lot - and supported his decision with the desire that his poem be published, even though anonymously. In the light of all the abovementioned, the readers of ?Serbian Religious Library Svetacnik?, i.e. ?Svetacnik`s calendar with the catechetical booklet? (precise names of the publications in 1956) could get acquainted with this conversation and lament between Njegos and the Unknown Hero over the suppressed and exiled Serbianhood, that is no longer to be found even in Serbia itself - as implicated by the author of the poem. Bishop Nikolaj must have been told about who the author of the poem was, as well as the exciting details that determined the destiny of this text written in decasyllabic style. Sixty five years later, everyone can read this poem and discern about both its value and that of its author, with affirmation of its authorship, and a review of its quite unusual destiny, which in the end was that of Milovan Djilas as well, and which followed him to his death.

<p>The paper is about the historical efforts made by the Chinese Qing dynasty up to the current government to bond the Chinese overseas throughout the world to funnel their financial gain to the homeland. It shows that the policy to take advantage of the Chinese overseas to send their revenues to develop China, was adopted even during the nationalist governments. However, the analysis poses the strong reason of the tie of the Chinese overseas to the homeland, that it was not only given just for its financial support, but that it has been generated by a strong sense of cultural connectedness. On the other hand, although, culturally, the Chinese are attached to their cultural heritage, efforts to force the Chinese overseas to continually support the homeland were not that successful. In the nineteenth century, the Chinese in Indonesia during the colonial time, have been granted by the emperor, a double citizenship.</p><br /> But after the Mao downfall, some of the Southeast Asia countries, including Indonesia, has opposed communism in the region, thus rejected the policy. The republic of Deng finally revoked the doublecitizenship policy and as a result, encouraged promotion of teaching Chinese language overseas and sending scholars to study abroad.

The Surinamese Javanese diaspora includes distinct Surinamese Javanese communities living in Suriname and the Netherlands. Inspired by the success of diaspora policies launched by the Indian government recently the Indonesian and Surinamese governments have started to consider the introduction of similar initiatives. As a result the Surinamese Javanese diaspora has been confronted with requests to contribute more substantially to their homeland and contemplate “going back home.” This article argues that the Indonesian and Surinamese governments have no reason to set their expectations too high. Jakarta and Paramaribo are reluctant to take necessary legal action which negatively impacts the effectivity of their diaspora policy. Overall Surinamese Javanese in Suriname are unwilling to settle in Indonesia, whereas Surinamese Javanese in the Netherlands contemplating return to Suriname carefully weigh their chances. For most of them, family, friendship and community ties and concomitant socio-cultural, spiritual and religious motives override economic motives as pull factors.

Purpose Measurement practices have long been considered vital for informing the management of performance in organisations. Their application to local governments is a more recent, yet multi-decade phenomenon facilitated by New Public Management trends. This paper aims to review the landscape of publications that discuss performance measurement (PM) practices in Australian and New Zealand local government contexts and identify implications for future research. Design/methodology/approach A systematic review methodology was used to identify a shortlist of publications. Next, a rating-based researcher appraisal process was applied. Multiple iterations of search and appraisal were conducted to form the basis for inductive thematic analysis and synthesis. Findings Analysing 65 PM publications, two interrelated themes, namely, discourses of performance as efficiency, accountability or strategic growth and change were identified, which influence the adoption of local PM tools and frameworks. As demands for strategic growth and more complex service delivery increase, strategic and localised adaptation of PMs may be required to integrate learning and communicative competencies with technical and operational capabilities. Research limitations/implications The systematic review methodology has been applied to address some of the limitations of publication and reporting biases in literature. This research provides a starting point for future investigations and broadening of discourse in local government contexts. Originality/value This paper represents the first systematic review of 1995–2020 publications on performance management practices used by local governments in Australia and New Zealand.

The people of the Chagos Archipelago were forcibly removed from their homeland in the Indian Ocean’s Chagos Archipelago in the late 1960s and early 1970s when the US and British governments created a military base on the people’s largest island, Diego Garcia. Since their expulsion, the people, known as Chagossians, have struggled to return to their homeland and win proper compensation. Because US and UK law bar most suits challenging military and foreign policy and because the Chagossians are a people of around five thousand taking on two world powers, they have generally avoided protesting the base responsible for their exile. On the one hand, this peculiar situation has constrained the people’s movement by impeding coalition building and causing tensions with some antibase activists. On the other hand, while theirs is explicitly not an antibase struggle, it shares much in common with other antibase struggles in challenging the loss of sovereignty over occupied land, in demanding fundamental democratic rights, and in opposing unchecked government power and the archaic vestiges of colonialism on which all extraterritorial bases rely.

AbstractThis article examines the rise of the international refugee regime in Asia, focusing on the work of the International Refugee Organization in repatriating overseas Chinese from mainland China back to their homes in Southeast Asia from 1947 to 1956. It looks both at how the International Refugee Organization inherited this repatriation project from its predecessor—the United Nations Relief and Rehabilitation Administration—and its survival after a civil war installed a new, Communist government on the Chinese mainland. Doing so reveals the extent to which both Chinese governments had to rely on outside assistance to fulfil an important task of maintaining positive ties between Chinese abroad and the homeland. Using research from the Ministry of Foreign Affairs archives in Beijing and Taipei, as well as records from relevant parties in the British and American governments, this article places the repatriation programme and the larger efforts of the International Refugee Organization in Asia in a broader context of regional foreign relations and the origins of the Cold War.

An effective terrorism alert system in a federal government has one central task: to motivate actors to take costly protective measures. The United States' color-coded Homeland Security Advisory System (HSAS) failed in this mission. In federal systems, national leaders cannot compel protective actions by setting an alert level; they must convince constituent governments and private parties that the desired actions are worth the costs. Such beliefs can be generated either by sharing the information behind an alert or by developing enough confidence in the alert system that the government's word alone suffices. The HSAS did neither, largely because it was not designed to generate confidence. Rather, the system's creators assumed that the public would trust the national leadership and believe in the utility of the system's information. Over time, as the HSAS became increasingly perceived as politically manipulated, there was no built-in mechanism to recover confidence in the system. An alternative, trust-based terrorist alert system could solve this problem. Building on the notion of “procedural fairness” from the psychological and legal traditions, this system would retain the political advantages of the HSAS, facilitate greater compliance among the requisite actors, and ameliorate many of the strategic problems inherent in terror alert systems.

Canada needs to develop and implement a national immunization strategy to provide optimal protection for vaccine-preventable diseases for children, adolescents and adults. Although the federal government has a mandate to ensure that access to health care is equitable across the country, it is the mandate of provincial governments to actually provide health care services. Thus, while the federal government makes recommendations for the optimal use of various vaccines through the publications of the National Advisory Committee on Immunization, the provincial governments must develop and fund their individual immunization programs. With a national immunization strategy that is endorsed by the federal and provincial governments, the following could occur: harmonization of childhood immunization schedules across the country; efficient introduction of new vaccines; the ability to enhance the monitoring of vaccine use and adverse events; and improvements in the ability to access readily vaccine products in the most cost effective manner. A national immunization strategy would also provide opportunities for vaccine and immunization research, and for improved education of health care providers and the general public.

ABSTRACT Homeland Security Presidential Decision Directive Five (HSPD-5) directs federal agencies to work with state, county, and local governments and municipalities to establish a single, comprehensive approach for domestic incident management. It requires all levels of government throughout the Nation to develop the capabilities to work together in an efficient and effective manner. HSPD-5 directs the Federal Government to treat crisis and consequence management as a single integrated function rather than as two separate tasks.5 Similarly, the United States Coast Guards (USCG) Maritime Strategy for Homeland Security prescribes several guiding principles that dovetail with the philosophy of HSPD-5. The Maritime Strategy affirms that securing the homeland requires shared responsibility amongst all agencies. Further, the Maritime Strategy stresses the USCG must leverage assets, acquire new resources and partner with public and private stakeholders.6 As the lead federal agency for Maritime Homeland Security and the Federal On Scene Coordinator, it is incumbent upon the USCG to spearhead joint planning and incident command initiatives to meet the requirements of HSPD-5 and the USCG Strategy for Homeland Security, and to adequately protect and respond to environmental and terror threats in the new normalcy of the post 9–11 world. To this end, the requirement for development of an Area Maritime Security Plan (AMSP) is appropriate and timely as it is intended to provide the overarching philosophy to unify the port and its stakeholders—much like the Area Contingency Plan did post Exxon Valdez for pollution response. Further, it provides guidance to effectively and efficiently detect, deter, respond to, and recover from a Transportation Security Incident (TSI) which by all definitions may at some point include some sort of environmental response. The foundation of the AMSP is the development of a network of federal, state and local agencies that have a stake in preventing and recovering from a TSI or other port contingency. This is a critical step towards building a unified port response network, and if appropriately merged with the Area Committee and Area Contingency Plan efforts, will only bolster the pollution response preparedness in a given port region. The Response Network concept provides tactical-level guidance for integrating the functional relationships required by the “Hierarchy of Readiness,” and the response infrastructure (a port incident management team) necessary to meet the requirements described in current and emerging federal guidance. This concept could be used as a map to facilitate every port in attaining true Port Readiness.

The paper analyzes the aspects that should be considered when proposing a model of Big Data Analytics (BDA) processes in local government with a focus on management. We sought to: carry out a systematic review of the literature to identify the main works aligned with the theme; analyze the trend of BDA use in local governments through the synthesis of publications; and propose, through the key points identified in the analyzed publications, a model of big data analytics processes in local government with a focus on management. The methodological trajectory is defined by a qualitative approach with an exploratory and descriptive objective. To answer the question that guides the conceptual fragment of the study, we chose to carry out a systematic review of the literature. Among the standardized procedures, the Prisma`s model was chosen. The sources of information were some of the main electronic databases in the fields of applied social sciences, focused on administration and public administration, including Web of Science, Scopus, Ebsco and Emerald. A promising trend was noticed in the use of BDA in local governments, with several application cases and a very clear emphasis on its still unexplored potential to offer or transform the relationship between local governments and their citizens. It is concluded that democratic processes can be substantially improved with data-oriented policies, but several factors need to be carefully analyzed and discussed so that the use of opportunities derived from BDA is effectively greater than their possible investment costs and implementation risks.

In 1989, due to an inter-ethnic conflict artificially created by the soviet authorities, they were forced to flee and leave their homes for the second time. Having settled mainly in Donbas, they again became forced migrants, this time due to the beginning of the russian-Ukrainian war in 2014 and the large-scale invasion of the russian federation into Ukraine in 2022. It is emphasized that, despite everything, for many centuries Meskhetian Turks have preserved their customs and culture. It must be emphasized that the soviet past had a negative impact on the development of the community. The respondents provided important information about the deportation, the crimes of the soviet and russian authorities against the Meskhetian Turks, their life and daily life in the territories of Georgia, Central Asia (Uzbekistan, Kazakhstan, Kyrgyzstan), Ukraine (Donbas), the attitude of the local population, education, religion, peculiarities of preservation of customs, traditions and culture, quantity and many other things.

AbstractThe Nunavut Land Claim Agreement commits federal and territorial governments to the recruitment and training of Inuit for positions throughout government. In the justice sector, there is currently a major shortage of Inuit lawyers or future judges. However, there also appears to be a fundamental mismatch between what existing law schools offer and what Inuit students are prepared to accept. A northern-based law school might remedy some of these problems. However, support for a law school requires un-thinking certain key tenets of legal education as we know it in Canada. In particular, it may require a step outside the university-based law school system. Universities appear to be accepted as the exclusive guardian of the concept of academic standards. Admission standards, in particular, serve as both a positivist technology of exclusion, and a political rationale for the persistence of majoritarian institutions as the major means of training members of disadvantaged communities. Distinctive institutions – eventually working with university-based law schools – have the potential to help bridge the education gap between Inuit and other Canadians. In so doing, they have the potential to train a critical mass of Inuit to meaningfully adapt the justice system to become a pillar of the public government in the Inuit homeland of Nunavut.

Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies.

With the rapid development of digital technologies, digital transformation reshapes the functioning of governments. Digital government (DG) aims to leverage technology to enhance the delivery of public services, improve efficiency, and foster transparency. Embracing DG is a strategic imperative for governments looking to provide effective, transparent, and citizen-centric services in the 21st century. Therefore, many government organizations have intensified their DG efforts in response to its necessity. However, there is little clarity in the previous literature and a lack of uniform understanding among government employees, policymakers, and citizens regarding the concept of DG. Therefore, this study aims to analyze current DG research with science mapping, classify the research areas, and propose future directions for upcoming studies. A search was conducted on Web of Science and Scopus databases since the year 2000. VOSViewer software was used for visualizing and exploring bibliometric networks. This study is one of the first attempts to examine the DG area using the science mapping approach. Selected publications were categorized into research areas, and future directions were presented to bridge the identified research gaps. According to our results, the five main research areas are DG transformation, cybersecurity, public participation and social media, open government data and transparency, and e-Government adoption models. This study guides practitioners, academics, policymakers, and public employees in planning their future studies.

The homeland of Inuit extends from Asia and the Bering Sea to Greenland and the Atlantic Ocean. Inuit and their Chukchi neighbors have always been highly mobile, but the imposition of three international borders in the region constrained travel, trade, hunting, and resource stewardship among neighboring groups. Colonization, assimilation, and enforcement of national laws further separated those even from the same family. In recent decades, Inuit and Chukchi have re-established many ties across those boundaries, making it easier to travel and trade with one another and to create new institutions of environmental management. To introduce Indigenous perspectives into the discussion of transboundary maritime water connections in the Arctic, this paper presents personal descriptions of what those connections mean to people who live and work along and across each of the national frontiers within the region: Russia–U.S., U.S.–Canada, and Canada–Greenland. Some of these connections have been made in cooperation with national governments, some in the absence of government activity, and some despite opposition from national governments. In all cases, the shared culture of the region has provided a common foundation for a shared vision and commitment to cooperation and the resumption of Indigenous self-determination within their homelands.

Natural language processing (NLP), which is known as an emerging technology creating considerable value in multiple areas, has recently shown its great potential in government operations and public administration applications. However, while the number of publications on NLP is increasing steadily, there is no comprehensive review for a holistic understanding of how NLP is being adopted by governments. In this regard, we present a systematic literature review on NLP applications in governments by following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol. The review shows that the current literature comprises three levels of contribution: automation, extension, and transformation. The most-used NLP techniques reported in government-related research are sentiment analysis, machine learning, deep learning, classification, data extraction, data mining, topic modelling, opinion mining, chatbots, and question answering. Data classification, management, and decision-making are the most frequently reported reasons for using NLP. The salient research topics being discussed in the literature can be grouped into four categories: (1) governance and policy, (2) citizens and public opinion, (3) medical and healthcare, and (4) economy and environment. Future research directions should focus on (1) the potential of chatbots, (2) NLP applications in the post-pandemic era, and (3) empirical research for government work.

Abstract: This article highlights a source from the Qing dynasty, published under various titles such as Shangyu tiaoli, Buyuan tiaozou, Gebuyuan tiaolice, and others, and describes its significance and usefulness for the study of Qing history. These publications are official compilations of regulations and legislations from the Qing government that were printed by various provincial governments since the early Qianlong reign to the end of the dynasty. They provide an alternative source for government documents that are sometimes missing from other official compilations such as the Veritable Records and the Shangyu dang. They also preserve elements of inter-agency communication that are routinely excised from these other official compilations, thus offering the historian a useful addition to the repository of sources that one could consult for various topics.

Recently, interest in Goryeo people who migrated from Central Asia has been increasing. From the end of the Joseon Dynasty, they moved to Primorsky Krai to survive in order to avoid famine and exploitation by bureaucrats, have Russian citizenship, and grow into a supporter of the anti-Japanese movement to seek their own independence They are Korean compatriots who have been forcibly relocated and settled in Central Asia according to Russia's national migration measures. Those who have migrated with Korean Dream in search of their parents or grandparents' homeland are in the blind spot of human rights amid nationality, immigration visa problems, language, economic activities, and socio-cultural difficulties. This study revealed why they should be treated the same as our people and need support from the government and local governments, identified their lives and human rights difficulties in domestic life, and suggested ways to settle down as part of social integration as citizens and live without discrimination.

Objectives: The study examined the effect of subnational public expenditure on states’ fiscal sustainability in Nigeria. Specifically, the study examined the effect of capital expenditure and recurrent expenditure on states’ fiscal sustainability in Nigeria. Methods Ex-post facto research design was adopted to carry out the research for the period 2016-2022. The panel data were collected and sourced from Audited Financial Statements of subnational, CBN statistical Bulletin, CBN Annual report and accounts, other CBN publications, publications of the National Bureau of Statistics (NBS), and Ministry of Finance (MOF) Medium Term Fiscal Framework and other publications of 36 states. Panel regression was used to analyse the hypothesis significant effect between subnational public expenditure and states’ fiscal sustainability in Nigeria with the aid of E-views 12. Results: The study found that capital expenditure has a significant effect on states’ fiscal sustainability in Nigeria. The study also found that recurrent expenditure negatively affects states’ fiscal sustainability in Nigeria. Conclusion: The study recommends that the state governments of Nigeria should adhere strictly to the implementation of capital expenditure so as to increase the level of infrastructural and productive base in Nigeria which will have the capacity to stimulate economic growth and create employment. Also, state governments should decrease spending, particularly regarding recurrent expenditure, to reduce the cost of governance in the country. This is because our results indicated that an increase in government recurrent expenditure reduces the level of the sustainability index.

Public engagement on government social media platforms can boost public trust in government while also improving and speeding up the distribution of health information. The importance of public engagement and its widespread existence have promoted extensive academic research on this channel. The purpose of this systematic literature review is to identify and bridge gaps in theories and conceptual frameworks in studies of public engagement via government social media. Furthermore, the objective of this research is to establish a comprehensive framework for analyzing how the public's engagement on government social media during the COVID-19 pandemic is affected by elements including information quality, source credibility, social media characteristics, and personal trust. The PRISMA method is used to review publications from 2019. After an extensive systematic review procedure that involved searching for relevant publications and utilizing inclusion and exclusion criteria to retrieve those that met the study's purpose, 32 papers were finally selected from the Scopus and Google Scholar databases. Finally, this study's findings shed light on the interactions between the public and the government during COVID-19 and offer recommendations for further research on public engagement, including more diverse social media types, the expansion of public engagement forms on social media, and the adoption of different theory or model. This study provides more evidence for research on public online engagement and offers some practical implications for effective communication between governments and the public.

This writing uses a descriptive qualitative approach with explanations that refer to the theory of decentralization and local autonomy. The data used here are secondary data based on the study of literature derived from electronic publications, documents, or books that are relevant and actual due to the practice of Decentralization in Indonesia. The results of this paper conclude that the practice of decentralization in Indonesia in dealing with the Covid-19 Pandemic is still experiencing a need for certainty in the right direction, specifically related to the effectiveness of handling the Covid-19 outbreak and in general for central-local governance at various Government affairs. The revision of the Local Government Law is the most decisive suggestion here.

However, many economists, world organizations and country governments still defend that idea. This study is aimed to compare impacts of foreign and local direct investments to agricultural exports. Quantitative data is obtained from some publications of Indonesian government. This research uses Ordinary Least Square Regression method to analyze relations between foreign and local direct investments with agricultural exports. This research found that foreign direct investments has a nonsignificant effect on agricultural exports, but local investment has a positive significant effect.

The author points out the propagandist function as the main function of local self-government bulletins. These periodicals, published by local self-governments or their budgetary subordinates, frequently provide the main or even the only source of information about community matters, but they have transformed into a local elite’s propaganda tool. Con- sequently, this has led to an obvious limitation in two-way social communication in smaller administrative divisions and to the development of misinformation. As attention has become focused on propagandist activity, the principal objectives of a new social system and communication between the authorities and citizens that were set twenty years ago have been neglected. The paper also discusses the attempts at imposing legal limitations on local self-government publications and initiatives undertaken in this respect.

This research focuses on stunting prevention by looking at the level of collaboration between local governments in overcoming stunting in Medan City. Qualitative research methodology with a descriptive approach was used in this study. In-depth interviews and observations were used to collect primary data. Data and information on the collaboration process and the relationship between the government, private sector, and community were collected directly from each of the Medan City Government agencies involved. Secondary data were collected from authorised individuals and agencies in the form of papers, reports, and scientific publications in the form of processed data. Data analysis techniques included data reduction, data display, and conclusion drawing. The research findings show that government collaboration in stunting prevention in Medan City consists of three fundamental pillars in the notion of collaboration and, as a result, developed a coordination forum. In addition, although not statistically significant, the partnership process has resulted in a decrease in stunting rates. The Medan City government's efforts to learn and build trust with the community contributed to the success of the stunting prevention programme.

The paper investigated the research studies by the university academic staff through their annual publications and the number of lecturers with Doctoral degrees and professorship. The results showed their research studies contributed to the development of the institution in particular, and at the same time predicted how much the stakeholders benefited from this in general. This study may contribute to developing the quality of higher education institutions regarding the promotion of international publications by the higher education faculties.

Regional science policy aims to create productive knowledge clusters, which are central places within an epistemic landscape of knowledge production and dissemination. These so-called K-clusters are said to have the organisational capability to drive innovations and create new industries. Many governments have used cluster formation as one of their development strategies. This paper looks at Malaysia's path towards a knowledge-based economy and offers some evidence on the current state of knowledge cluster formation in that country. If the formation of a knowledge cluster has been the government policy, what has been the result? Is there an epistemic landscape of knowledge clusters? Has the main knowledge cluster really materialised? Data collected from websites, directories, government publications and expert interviews have enabled us to construct the epistemic landscape of Peninsular Malaysia, and Penang in particular. We identify and describe several knowledge clusters with a high density of knowledge producing institutions and their knowledge workers. An analysis of the knowledge output, measured in terms of scientific publications, patents and trademarks, shows that knowledge clusters have indeed been productive – as predicted by cluster theory – although the internal working of clusters require further explanation.

A survey was made of the 1124 research papers dealing with wild mammals living in Canada published in 11 relevant biological journals from 1971 to 1986. This study extends an earlier survey carried out by the author for the years 1931–1970. Canadian journals in general, and the Canadian Journal of Zoology in particular, published most of the research papers, which are far more numerous than they were in the earlier period. Research papers are increasingly written by two or more authors, and there seems to be a different pattern of publishing for women than for men. Most research was done by university personnel, who came from 35 Canadian (and a number of American) universities. Field studies in general were more numerous in the more densely populated provinces, although more studies were carried out in the Northwest Territories than in any other jurisdiction. The Canadian Federal Government financed most research projects, followed by Provincial and Territorial governments, and Canadian universities. However, well over 50 different groups or institutions funded at least a few studies each. The most studied subjects were behavior, anatomy and physiology, populations, and ecology and habitat. The most studied species were small mammals, large carnivores, seals that are hunted, and big game species. The mammals studied least were insectivores, bats, lagomorphs, and whales.
