Abstract:
Government policy define as an argues that the role of institutions needs to be recognized in resilience building because, while the technical aspects of mitigation measures are important, their acceptance by the institutions should not be underestimated. Abstract:
Initially, an additional DAU policy was issued in 2018, namely through Law Number 12 of 2018, concerning the State Revenue and Expenditure Budget for the 2019 Fiscal Year. This policy was designed to provide additional funds to urban villages. District budget allocations are the responsibility of local governments (PEMDA) according to the mandate of Law Number 23 of 2014 concerning Local Government. This study analyzes the failure of the local government to allocate Urban village funds through the General Allocation Fund (DAU) policy. DAU is a fund earmarked for equal distribution of abilities in inter-regional finance to fund regional needs in implementing decentralized government. The additional DAU policy is essential to anticipate due to the local government's failures in allocating these funds. This study aims to analyze the central government's Urban Village Fund policy through the State Revenue and Expenditure Budget (APBN). It reflects the failure of the local government to allocate a budget to urban villages from the State Revenue and Expenditure Budget (APBN). Besides that, it reflects local governments' inability to allocate budgets to urban villages.

Abstract:
What leads local governments to adopt a particular policy? This article examines the diffusion of internationalization ordinances enacted by Korean local governments from 1989 to 2016. Since decentralization in 1995, Korean local governments have become autonomous actors that can introduce policies of their own. Employing event history analysis, this study reveals that, in adopting internationalization ordinances, Korean local governments face multiple pressures, including central government intervention, the behavior of other local governments, and their own capacity and policy requirements. Policymaking that is directed by the central government, however, is characterized by weaker effects and a shorter lifespan. Local autonomy is key to successful local governance in a decentralized regime.

Abstract:
Brazil is not a homogeneous mix of peoples or ecological traits and its regions are in fact characterized by widely divergent cultures, beliefs, perceptions and attitudes reflected in a wide array of social and political structures. This thesis posits that there are underlying characteristics which form the foundation of the Brazilian governments' environmental policies, and that fundamental trends have emerged from this policy process. Part 1 attempts to hone the meanings of both the environment and policy, and presents the elements which form the environmental policy framework, and provides the blueprint from which Brazil's environmental mapping is traced. Part 2 underlines Brazil's diversity alluded to previously, and which must constantly be contrasted with the admittedly simplifying policy instruments developed in Part 1 in order to more accurately reflect the country's diverse realities. Brazil's less than brilliant environmental reputation is also briefly described. Part 3 and, particularly, Part 4 form the nucleus of the thesis, and describe Brazil's historical formation viewed through its effect on the environmental policy framework elements, namely long and short-term forces, "environmental players", and the constituent parts of the policy process including: Agenda setting and policy formulation, and policy legitimization, implementation and evaluation. Nearly five hundred years of social, political and economic evolution and their effects on the environmental framework are sectioned into five periods, with relevant elements affecting Brazil's environmental policy arena concluding each historical section, and with particular analytical emphasis starting from the onset of the military regime in 1964. Finally, Part 5 is a retrospective overview which pulls together the analysis of the previous parts, and unfold Brazil's environmental policy map, identifying the clear characteristics and trends which have surfaced within the country's environmental evolution, thus reaching the thesis' objectives. Abstract:
Today, governments must address the demand for solutions to complex and multi-dimensional urban and regional problems, greater citizen engagement, participatory democracy, innovative leadership practices, and organizational change. According to the Observatory for Public Sector Innovation’s (OPSI) global review, “Governments and their partners are undergoing transformation to overcome unprecedented challenges and seize vast opportunities”. This need for change has opened up a new space for design and innovation in government also fueled by the “growing interest in evidence-based policy making and the application of “design thinking” to policy-making”. However most of this integration of design-thinking and design has focused a round service and information design rather than environmental design, which forces the question: What is the role of the environmental design disciplines in this transformation? This paper explores various past and emerging models of design and government partnerships to provide a context for envisioning this future role, including a new hybrid model for university and government alignment presented by the newly established University of Hawai’i Community Design Center. Finally, this paper will end with a summary of the interactive session held at the 2019 ASCA Less Talk More Action conference that asked attendees to apply this inquiry to the design of an Office of Design within their academic or governmental institutions.

Gender inequality is a complex phenomenon whose impacts and consequences affect every area of society. Although as a rule the disadvantag­es concern women, in some cases gender stereotypes have an adverse impact on men as well. The goal of gender equality is to create a respectful space for every woman and every man so that they can realize themselves in life accord­ing to their wishes and abilities and not be limited by gender stereotypes. De­spite indisputable progress in equal opportunities for men and women in the Slovak Republic, inequalities persist in almost all areas of private and public life.
