Abstract:
This thesis considers the human spatial occupational behaviour generically called 'settlement'. Within this process a diagnostic index of settlement is created to assist in analysing, defining, and exploring the parameters of 'Settlement Theory'. There is particular reference to Edward Gibbon Wakefield's Theory of Systematic Colonisation in South Australia, as it is one of the few Settlement Theories actually put into practice. Two case studies are examined to develop a transitional argument that connects theory to material outcome. Firstly, considering the macro implications of theory and material culture by comparing the implementation of Wakefield's theory (The South Australian Experiment) and the site, design, and Government Domain of the Capital (Adelaide). Secondly, by considering the micro effect of the theory on material culture in the form of the Governor's residence between 1836 and 1856, including search for the first Government House (Government Hut), to test the connection at this level.

ENGLISH ABSTRACT: Developmental local government places emphasis on the importance of partnerships between local government and various stakeholders such as community-based organisations, non-governmental organisations and private sector organisations delivering services to communities. The focus of this thesis is on a service delivery improvement plan for Imizamo Yethu in Hout Bay, Cape Town, a poor Black informal settlement alongside a well-established and affluent White suburb. There is severe lack of service delivery in that community and the study has sought to suggest a solution that would address the appalling situation in which the people of Imizamo Yethu live. It seeks to respond to the question: How can partnerships between civil society organisations, local government and the private sector improve service delivery in Imizamo Yethu? The main research objectives were to determine how local government, business and civil society organisations can deliver services; to establish whether there were any partnerships between local government, civil society and the private sector in Imizamo Yethu; to describe the activities of role players in Imizamo Yethu; to identify areas that require partnership between these role players; to generate information for future research that will enable the community of Imizamo Yethu to address their problems; and to make recommendations on how service provision could be improved by establishing partnerships between local government, civil society and the private sector. Service provision is a complex exercise that needs different skills and strategies. Local government alone cannot win the battle of service delivery. What is needed is the collaboration of different role players using their different and unique capabilities. Partnerships between local government, civil society organisations and the private sector can be an effective alternative model of service provision. The study therefore focuses on improving partnerships between local government, civil society and business in Imizamo Yethu. While many civil society organisations, business organisations and local government departments are involved in service delivery and development in Imizamo Yethu, these organisations operate in isolation from each other. This makes it virtually impossible for them to make a dent in service delivery challenges. Through partnerships, local government, civil society and the private sector could wszssork together to mitigate the situation in the particular community. Forums by means of which local government, civil society organisations and business can work together should therefore be formed. Such forums could assist in terms of devising a strategy to provide services, and disseminate information. The study examines the level of service delivery and partnerships in Imizamo Yethu. It was found that there is both lack of service delivery and lack of partnership between the local government, which is the City of Cape Town, civil society and the private sector. It is recommended that community service delivery be established, with dissemination of information by the City of Cape Town by means of a communication strategy aimed at informing the community about such service delivery.
AFRIKAANSE OPSOMMING: Ontwikkelingsgerigte plaaslike regering beklemtoon die belangrikheid van vennootskappe tussen die plaaslike owerheid en verskillende belanghebbers soos gemeenskapsgebaseerde organisasies, nie-regeringsorganisasies en organisasies in die private sektor wat dienste aan gemeenskappe lewer met die oog op ontwikkeling. Die tesis fokus op ‘n verbeterde diensleweringsplan vir Imizamo Yethu te Houtbaai, Kaapstad, ’n arm, informele Swart nedersetting aangrensend aan ‘n goed gevestigde en welgestelde wit voorstad. Die gemeenskap ondervind ’n ernstige gebrek aan dienslewering en die studie het gepoog om ’n oplossing aan die hand te doen om die haglike omstandighede waarin die inwoners van Imizamo Yethu bestaan, aan te spreek. Dit het probeer om die vraag met betrekking tot hoe vennootskappe tussen organisasies van die burgerlike samelewing, die regering en die private sektor dienslewering aan Imizamo Yethu kan verbeter. Die hoof navorsingsdoelwitte was om vas te stel hoe plaaslike regering en organisasies binne die sakelewe en burgerlike samelewing dienste kan lewer; om vas te stel of daar enige vennootskappe tussen die plaaslike owerheid, die burgerlike samelewing en die private sektor in Imizamo Yethu bestaan; om die aktiwiteite van rolspelers in Imizamo Yethu te beskrywe; om areas waarbinne ’n vennootskap tussen sodanige rolspelers benodig word, te identifiseer; om inligting vir toekomstige navorsing wat die gemeenskap in Imizamo Yethu in staat sal stel om hul probleme aan te spreek, te genereer; en om voorstelle aan die hand te doen oor hoe dienslewering deur die daarstelling van vennootskappe tussen die plaaslike bestuur, die burgerlike samelewing en die private sektor verbeter kan word. Die lewering van dienste is ‘n ingewikkelde oefening wat verskillende vaardighede en strategieë verg. Die regering is nie in staat om die stryd om dienste te lewer, op sy eie te stry nie. Wat vereis word, is samewerking van die kant van verskillende rolspelers wat hul onderskeie en unieke vermoëns inspan. Vennootskappe tussen die plaaslike owerheid, organisasies binne die burgerlike samelewing en die private sektor kan ’n effektiewe alternatiewe model vir dienslewering wees. Die studie is dus ook gerig op die verbetering van vennootskappe tussen die plaaslike owerheid, die burgerlike samelewing en die sakelewe in Imizamo Yethu. Terwyl vele organisasies binne die burgerlike samelewing en sakelewe en plaaslike regeringsdepartemente reeds by dienslewering en ontwikkeling in Imizamo Yethu betrokke is, tree hierdie organisasies afsonderlik op. Hul geïsoleerdheid maak dit haas onmoontlik om die uitdagings verbonde aan dienslewering die hoof te bied. Vennootskap tussen die plaaslike owerheid, die burgerlike samelewing en die private sektor kan egter samewerking bewerkstellig om omstandighede binne die besondere gemeenskap te verlig. Forums waarbinne samewerking tussen die plaaslike owerheid, die burgerlike gemeenskap en die sakelewe moontlik is, behoort dus geskep te word. Sulke forums kan die ontwikkeling van ’n strategie vir dienslewering en die verspreiding van inligting aanhelp. Die studie het die vlak van dienslewering en vennootskap in Imizamo Yethu ondersoek. ’n Gebrek aan dienslewering sowel as aan vennootskap tussen die plaaslike owerheid, naamlik die Stad Kaapstad, die burgerlike samelewing en die private sektor is gevind. Die voorstel is dat die Stad Kaapstad dienslewering aan die gemeenskap instel, tesame met ‘n inligtingstrategie wat daarop gemik is om die gemeenskap oor sodanige dienslewering in te lig.

The achievement of sustainable development requires the balanced interaction between three components: the economy, environment, and society. Finding this balance in practice requires a critical examination of the beliefs, systems, and institutions that govern decisionmaking. Achieving sustainable development in reality thus involves understanding the existing forms of power in a particular time and place – what they are, how they operate, and how they influence decisions for development. This study is an analysis of power in a specific case study: the Hout Bay harbour in Cape Town, South Africa. Economic activities were driven by the fishing industry, in particular Oceana, who operated and maintained a fishmeal factory in the harbour since 1958. While the factory provided employment for the local coloured residents of Hangberg, it also produced noxious odours and air pollution, leading to significant discontent from other sectors of Hout Bay. A local and largely white activist group, Fresh Air for Hout Bay (FAHB), challenged these operations on the basis of sustainability and this became a highly contested issue. After years of debate and tension, the factory would eventually close in 2019, marking the end of an era for the fishing industry in Hout Bay. The purpose of this study is to analyse the power dynamics in Hout Bay and determine how these influenced the decisions around the factory. To do this, a qualitative autoethnographic study was conducted using semi-structured interviews, participant observation, and documentary review. Abstract:
This thesis provides an analysis of textual and visual communication documents used by proponents and opponents of the Canadian seal hunt (CSH). Using a direct analysis model, as well as principles of Peircean semiotic and rhetorical analysis, the recent discourses articulated by the anti-CSH movement (International Fund for Animal Welfare and Sea Shepherd Conservation Society) and the Canadian government (Department of Fisheries and Oceans) have been considered. The findings corroborate a social constructionist perception of nature, as the rhetorical discourse focused on presenting conflicting representations of the natural world, notably the seal. It was also found that the rhetorical discourse was centred on the subsidiary themes of the representation of the kill, the sealers, and the proponents and opponents of the CSH. The thesis also notes a complementary relationship between textuality and visuality within the CSH polemic, and finds the latter being abundantly used by the anti-CSH movement but comparatively absent from the Canadian government's strategy.

The post Civil War period known as Reconstruction remains a topic of interest for historians. Having avoided the experience of invasion by Northern troops during the Civil War, the people living in the interior of the state of Texas accepted Confederate defeat at first. However, with the instituting of Northern efforts at Reconstruction, such as the installation of Republican interim government officials, the arrival of Freedmen's Bureau agents, and in some parts the stationing of federal troops, conservative whites throughout the state became defiant toward the federal government and its policies. Some white southerners even went so far as to take up arms and become embroiled in open conflict with the federal government and its local institutions. As a result, Unionist whites and freedmen found themselves to be the targets of groups of desperados committed to upholding the Southern Cause and ensuring the return of the conservative Democratic party to power in Texas politics. This study focuses on Hunt County from the years 1860 - 1873 to determine to what extent violence played a role in the era of Reconstruction. An analysis of data primarily from county, state, and federal records forms the basis of this study. The information obtained through research suggests that violence played a major role in Hunt County during Reconstruction as a political weapon used to eradicate Republican institutions and efforts.

Abstract:
This thesis investigates the application of In-Situ Recycling and provides guidelines for localities to aid in the selection of recycling methods, as well as documents a local government's experience with Cold In-Place Recycling. The recycling methods discussed in this study include Cold In-Place Recycling (CIR), Hot In-Place Recycling (HIR), and Full Depth Reclamation (FDR). These methods are performed onsite and in-place in a continuous process of milling, mixing, and placement. The In-Situ Recycling guidelines include suggestions based on: traffic characteristics, existing road condition, distress types, road access, local climate, road geometry, and other road characteristics. The guidelines are based on information from sources including NCHRP Synthesis 421, American Recycling and Reclamation Association (ARRA), FHWA, and state agencies with recycling experience. This study also resulted in documenting obstacles that localities may face when in-situ recycling, as well as the impact of limited experience with recycling. The study also evaluated the construction of Cold In-Place Recycled pavement sections in Christiansburg, VA, using Falling Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR). Additionally, using the FWD and GPR data, alternate recycled designs were proposed in addition to a cost comparison to a conventional design.

The thesis is a contribution to the analysis of media representation through the use of critical discourse analysis of twelve English written articles by Russian and international media sources. The articles were chosen in relation to the unauthorised Pussy Riot protest in the Cathedral in Moscow back in February 2012, and the societal changes that have taken place thereafter. The analysed articles have been written and published between February 2012 and January 2014. The aim with the study is to see how media sources from different geographical backgrounds described the same events and news.

The site for the proposed development forms part of the Agricultural Research Farm of the University of Pretoria and calls for a synergy between urban development, architecture, and the natural surrounding. The Naledi 3D Virtual Reality factory forms part of numerous companies involved in cutting edge technology which is to be associated with the development. As ownership of Hong Kong changed hands from the United Kingdom to the People's Republic of China in 1997, citizens and filmmakers of the city became highly aware of the political environment. Film director Wong Kar-Wai creates visually stimulating films that express the anxieties and frustrations of the citizens of Hong Kong during this period. This study provides a political reading of Days of Being Wild (1991), In the Mood for Love (2000), and 2046 (2004) through analyzing various story elements and details within the mise-en-scene. Story elements include setting, dialogue, character relationships, character identities, thematic motifs, musical references, numerology, and genre manipulation. Wong also uses details within the films' mise-en-scene, such as props and color, to express political frustrations. To provide color interpretations, various traditional aesthetic guidelines, such as those prescribed by Taoism, Cantonese and Beijing opera, and feng shui, are used to read the films' negative comments on the handover process and the governments involved. When studied together the three films illustrate how Wong Kar-Wai creates narrative and visual references to the time and atmosphere in which he works, namely pre-and-post handover Hong Kong.

La présente thèse éclaire l’intelligibilité du régime politique gabonais sous Omar BONGO (1968-2009). Plus précisément, elle relève que la domination personnelle et l’analyse élitiste sont deux approches complémentaires dans la compréhension du politique au Gabon et partant, en Afrique subsaharienne. Elle montre à cet effet qu’Omar BONGO n’a pas pu compter que sur lui-même pour se maintenir au pouvoir pendant près d’un demi-siècle. Il a dû également s’appuyer sur un groupe d’acteurs, appelé élite politique, dont l’organisation et le fonctionnement étaient néanmoins empreints de son pouvoir personnel. En effet, l’accès à cette élite était régi par le clientélisme et le népotisme, deux rapports d’échange qu’Omar BONGO avait érigés en principe de gestion du personnel supérieur de l’État. Le premier lui permettait de se constituer une clientèle capable d’œuvrer par délégation ou de façon autonome à sa longévité politique. De ce fait, les acteurs qui composaient cette clientèle étaient dotés chacun d’un capital de ressources variées qu’ils activaient et faisaient fructifier de façon à l’aider à conserver son sceptre. La valorisation de ce capital auprès d’Omar BONGO les conduisait d’ailleurs à se livrer une lutte acharnée dans laquelle la fin justifiait les moyens. Quant au népotisme, il amena à Omar BONGO de faire des membres de sa famille officielle et ceux de sa famille officieuse ses proches collaborateurs dans le gouvernement, l’administration présidentielle et le Parti démocratique gabonais (PDG). Politique de l’affection, il lui permettait ainsi d’avoir une emprise plus importante sur l’élite politique et sur l’appareil d’État car, en faisant de son pouvoir une affaire de famille, Omar BONGO savait pouvoir compter sur des acteurs dont la loyauté et la détermination seraient également un atout pour sa longévité politique
The present thesis lights the intelligibility of gabonese political regime under OMAR BONGO (1968-2009). More precisely, it notices that personal domination and elitist analysis are two supplementary approaches in the understanding of politics in Gabon and in sub-Saharan Africa. It shows with this effect that OMAR BONGO could not count that on itself to stay in power during almost half a century. He must also have leaned on a group of actors, called political elite, of which the organization and functioning being imprinted by its personal power. Indeed, access to this elite was governed by clientelism and nepostism, two reports of exchange which OMAR BONGO had established in principle of management of the upper personnel of the State. The first allowed him to build up clients able of working on the instructions or in an autonomous manner in his political longevity. Because of that, the actors who composed these clients were endowed to each of a capital of various resources which they activated and made bear fruit in order to help him to keep its scepter. The promotion of this capital to OMAR BONGO led them besides to devote themselves a persevered conflict. As for nepotism, it brought to OMAR BONGO to make members of its official family and those of its semiofficial family his close collaborators in the government, the presidential administration and the PDG, the party in power. Policy of affection, it allowed him so to have a more important hold on political elite and on State apparatus. Because, by making of his power a family business, OMAR BONGO knew how he will count on actors among whom fidelity and determination would be also a trump for his political longevity

This study explores the foundations of US counterinsurgency policy and doctrine in order to better understand the main historical influences on that policy and doctrine and how those influences have informed the current US approach to counterinsurgency. The results of this study indicate the US experience in counterinsurgency during the Greek Civil War and the Huk Rebellion in the Philippines had a significant influence on the development of US counterinsurgency policy and doctrine following World War II through the Kennedy presidency. In addition, despite a major diversion from the lessons of Greece and the Philippines during the Vietnam War, the lessons were re-institutionalized in US counterinsurgency policy and doctrine following the war and continue to have significant influence today, though in a highly sanitized and, therefore, misleading form. As a result, a major disconnect has developed between the “rhetoric and reality” of US counterinsurgency policy. This disconnect has resulted from the fact that many references that provide a more complete and accurate picture of the actual policies and actions taken to successfully defeat the insurgencies have remained out of the reach of non-government researchers and the general public. Accordingly, many subsequent studies of counterinsurgency overlook, or only provide a cursory treatment of, aspects that may have had a critical impact on the success of past US counterinsurgency operations. One such aspect is the role of US direct intervention in the internal affairs of a supported country. Another is the role of covert action operations in support of counterinsurgency operations. As a result, the counterinsurgency policies and doctrines that have been developed over the years are largely based on false assumptions, a flawed understanding of the facts, and a misunderstanding of the contexts concerning the cases because of misleading, or at least seriously incomplete, portrayals of the counterinsurgency operations.

The sightseeing industry is the important economic industries of Taiwan. The most hot spring areas planning in the name of sightseeing and tourism has many facts of law violation. A reason is that the procedure for applying to be legal is too complex. On July 2, 2003, the Hot Spring Law was released and implemented, which stated that the competent organ should set a hot spring area. The Water Conservancy Office of the Ministry of Economy should compile the application manual for legal development permit to unify the writing of the application documents of each applicant and entrust local governments to proceed with the economic management plan for the hot spring area. Establish a planned management mechanism, assist and guide the business license of hot spring operators to be legalized, with the aim to promote the hot spring to develop the sightseeing in a safe and legal manner. In accordance with the Hot Spring Law and the legalized cases of application, this research has systematized and analyzed the documents to ascertain the documents required for the hot spring operators to legalize business and the review focus of public institutions on the review documents. Discuss the status description and related literatures of the hot spring by the operators, conducted literature analysis, comparison and arrangement based on the application manual compiled by the legalized cases of applications. Through the administration procedures suggests how to submit correct and complete application documents and specifies the focus in the review and required data in the stance of the reviewing personnel with related departments of the government and presents the procedure of review standard. The auditing standards can available to industry and government administrative reference.

Abstract The study of transformational leadership has become a topic of growing interest in recent years. The governments at the county and city level in Taiwan, the Republic of China, have seen their status soaring in the government organization after the streamlining effort that virtually removed the Taiwan Provincial Government. However, that means the administrative performance of local governments is also under greater scrutiny since elevated status, expanded jurisdiction and more important roles come with a higher demand of accountability. Therefore, this study chooses the employees of Chang Hua County government with different background as the subjects in the exploration of public servants’ perception of the difference between transformational leadership and organizational performance and the correlation of transformational leadership and organizational performance. Two research methods are used in this study: one is literature analysis on theoretical and empirical studies of transformation leadership and organizational performance; the other is a survey using public servants working in Chang Hua County government as the population, with 307 valid samples. The research tool is a questionnaire on the relatronship between transformational leadership and organizational performance. After statistical analysis is conducted using analytical methods including item analysis, factor analysis, reliability analysis, frequencies, t-test, one-way ANOVA and Pearson’s Product moment Coefficient, this study reaches the following conclusions: I. Female government employees have higher perceived evaluation for transformational leadership and organizational performance than their male counterparts do. II. Government employees in more senior age groups have higher perceived evaluation for transformational leadership and organizational performance compared with their counterparts in younger age groups. III. Government employees with graduate school education have higher perceived evaluation for transformational leadership and organizational performance compared with their countersparts with university, junior college, senior high school or vocational senior high school education. IV. Government employees with more than 15 years of experience at work have higher perceived evaluation for transformational leadership and organizational performance compared with their counterparts with less than 14 years of experience at work. V. Government employees who have worked for more than 10 years in the same unit have higher perceived evaluation for transformational leadership and organizational performance compared with their counterparts who have worked in the same unit for less than 9 years. VI. Government employees who have worked with their direct supervisors have higher perceived evaluation for transformational leadership and organizational performance compared with their counterparts who have worked with their direct supervisors for less than one year. VII. Government employees in executive positions have higher perceived evaluation for transformational leadership and organizational performance than non-executive employees do. VIII. Government employees of the Selected Appointment Rank and the Recommended Appointment Rank have higher perceived evaluation for transformational leadership and organizational performance compared with their counterparts of the Designated Appointment Rank. IX. In the perception of government employees working in Chang Hua County government, the various factors of transformational leadership have the highest correlation with the “leadership satisfaction” factor of organizational performance; there is a strong correlation. In general, employees of Chang Hua County government perceive transformational leadership as having correlation with organizational performance, and the correlation is a strong and positive one. X. Transformational leadership not only increases the satisfaction with the leadership, but also contributes to enhance organizational performance. Based on the conclusions of the research, this study proposes various recommendations regarding policies for executive training and development, leaders of government agencies, organizational structure and follow-up research.

In order to enhance the regional competitiveness the local governments have competed to enhance public facilities, combined with local resources to improve the working and living environment and to promote the quality of local industry as well as the importance of humanities Furthermore, after the lifting of martial law, the local self-consciousness in Taiwan has arisen through the period of transition of authoritarianism and democratic consolidation. Therefore, each district began to realize the significance of local development, from strongly dependent on the central government to the development of unique features of each district. Recently, people have become more involved in public affairs, especially in the local industry and also looked forward to the greater functioning of local government. At this time, the role of local government has become much more significant. The thesis aims at studying the hot spring industry in Beitou. In point of municipalities, it is no doubt that people’s expectation of the functioning of District Office, which has the closest relationship between people and government, in addition to Municipal Government is rather high. According to the provisions of the Local Government Act, municipalities are divided into districts and District Office can be the first government organization which is directly appointed by Municipal Government. Yet, the function of District Office has to be applied to the guidelines of local administrative authoriti es of the Ministry of the Interior and whether this may violate the autonomous powers of local government is not without doubt. In order to meet people’s expectation, the District Office should transfer its coordinator role of executing policies from the central government to multi-functional role of integrating various municipal services, strengthening its governance capability. This study discusses how to construct the network through public-private effort to stimulate community involvement, introduce and integrate a variety of local non-governmental resources effectively, form the characteristics of local industry and create prosperity of the district from the perspective of local governance. Besides, due to the integration as well as construction of the district-level governance network, we should rethink whether the autonomous powers should be transferred to District Office. Thus, we can strengthen the functions of District Offices and district-level governments, establish its network management of center governance, create unique features through the strategy of market-oriented management, and promote local industrial development and prosperity.

Coming into the post-industrial age, cities are considered to be creative spaces, because they provide opportunities for many people to meet by chance, and face-to-face. Under the concept, more and more studies show that the city is regarded as a space for entrepreneurship and encouraging young people to start their own businesses. Currently, creative cluster and entrepreneurship are discussed respectively in different schools, but rarely discussed them together. In Taiwan, local governments have begun to dominate various activities and policies about cultural and creative ideas, and also emphasize youth entrepreneurship. This study’s subject is mainly about the government-led startup hub; the core question is to explore whether the government-led has helped young people's entrepreneurial ability and creativity. What effect will it cause? The overall thesis is conducted through three questions: What is the particularity of government-led youth innovation space; How the clustering affect and be the importance role to the creative industry under the policy input; and whether the government's supporting and cultivating process will have external effect on young people. Therefore, this study used literature analysis and field researches, by interviewing with 17 respondents related to Shenji368 Startup Cluster to fulfill the research. First of all, the study found that the particularity of the government-led startup hub is that it can provide the factors of low risk and high opportunities; Second, by carefully designing the environment for incubation and shaping the culture dishes, the government enables the creative workers to approach the market creativity, but it is a predictable modular creativity; Finally, because of the policy arrangement on location and space, the overall trend towards commercialization is closer to the market, which also makes the balance between creativity and entrepreneurship of young entrepreneurs appear crisis.

Through questionnaire survey among local tour operators and tourists, this study analyzes interviewees’ opinions of Guanziling “Hot Spring Fine-Cuisine Carnival” sponsored by the government institutions, investigates tourism benefits brought by this activity for the hot spring area, and puts forward proposals for related promoting strategies. Recycled valid questionnaires are analyzed by statistical methods such as descriptive statistics and one way ANOVA. Findings of the survey and analyses are as below: 1. Among these interviewees, tour operators and tourists are significantly different in “policy cognition”: operators obviously know more about activity contents than tourists. However, interviewees of different attributes such as type, age, profession and educational background don’t have significantly-different opinions of “local marketing ability”, “degree of achieving planned target” and “activity execution satisfaction”. 2. Following aspects should be improved: too short duration of media promotion, promotion modes lacking variety, problem of tourists’ parking and transportation, development of specialty industries, and integration between tour operators. Therefore, with regard to future development of Guanziling Hot Spring Area, this study proposes suggestions as per following four major topics: 1. Marketing and promoting 2. Transportation 3. Landscape and recreation planning 4. Industry characteristics guidance and regional development In sum, during activity contents planning as well as activity promoting and marketing, the government institutions should carefully take more aspects into consideration and integrate tour operators’ consensus so as to combine with hot spring features, natural resources and local cultural characteristics and realize sustainable development of tourism business in Guanziling.

A Study of the Qin-ding Xie-yun Hui-ji(Collected Works on Adapting Rhyming by Government Ordinance) is the rhyme book which Emperor Qianlong of the Qing Dynasty commanded the officials of Si Ku Quan Shu Hall to compile it. They collected a lot of Xie-yun materials from Chin Dynasty to Ming Dynasty. The materials can be divided into two categories, rhyme patterns and annotations. The former are special rhymes of authors in all the past dynasties; the latter are annotations on ancient books. Qin-ding Xie-yun Hui-ji was completed in Ching Dynasty. About three quarters of adapting rhyming indicate the sources and another a quarter of them do not, but also can find relevant poetry and literature. Pei-wen Yun-fu was a standard of rhymes when officials of Si Ku Quan Shu Hall compiled Qin-ding Xie-yun Hui-ji. If rhymes did not fit Pei-wen yun-fu or did not include in it, all of them were included in Xie-yun. The paper arranges rhyme patterns of Qin-ding Xie-yun Hui-ji to know the scope of Qin-ding Xie-yun Hui-ji and observe the number of authors in each era and the number of works. I hope that I can have a clear grasp to obtain materials. In Qin-ding Xie-yun Hui-ji, the highest proportion of adapting rhyming which indicates the sources is Yun-pu, but both of the books still have different explanations for the same character. After arranging and comparing, I thought it relates to “the classification of Xie-yun” of both books. In addition, Kuang-yun is also included in Qin-ding Xie-yun Hui-ji. After I arrange the relevant materials, I thought it relates to the rhymes which do not include in Pei-wen-yun-fu and characters with the same shape, different rhymes and near meanings which exist in Kuang-yun. Finally, I use the data of Tung-tung Xie-yun, Tung-Chung Xie-yun, Sung-sung Xie-yun and Wo-wo Xie-yun to be examples then arrange the principles of Xie-yun of Qin-ding Xie-yun Hui-ji.

Abstract There are dramatic changes in natural environments and nowadays organizations interact with these external environments frequently. The probability of constant and ever increasing crisis and hazards are inevitable in this kind of procedure. Past history has always shown this. People’s expectations towards an “ideal” government are always high as our modern day society. With this realization comes a system where understanding, managing and preventing both crises and disasters are constantly a number one priority. The research is conducted through convenient sampling. Different town halls, who are ranged level 3 in the disaster prevention, rescue and recovery system, are actually level 1 when it comes to execution. This is supported with document analysis, questionnaires and in-depth interviews with experts. The questionnaires are returned and all information is compiled and then analyzed by various resources, such as descriptive statistics, t-test, one-way ANOVA, Sheffe for post-hoc comparison and Pearson’s product-moment correlation analysis. Finally, after complex analysis of expert interviews, I can therefore conclude my findings as defined below: I. Due to insufficient training and lack of rehearsals at the town halls, people are not 100% capable of crisis management and rescue when confronted with any crisis or disasters which may arise. II. The major reason for not including crisis management into programs lies in the fact that the administration system is huge and complex and its power is limited by law as well. Meanwhile, as to the special mission team created for this purpose, we must emphasize the importance of vertical coordination. III. Resources are not easily accessible and not only do we have to make proper distribution of them, but also claim the correct allowance instead of the maximum. IV. The guidelines of local leaders must be clearly defined so that they will be able to conduct the rescue plans to the best of their professional abilities in accordance to each environment. Based on the findings of this research, I have therefore proposed in my thesis some suggestions for the panel to consider. The researching scope is around the checheng township’s shijhongsi hotsprings area in pingtung, tourists would be vestigated with the half-closed mode, knowing the tourists’ characteristic, understanding for the government’s policy, the evaluation for the hotsprings area. All the vestigation would be proceed face to face with the tourists , the local shop, and the residents. The retrieved questionaires would be analyzed by portrayal statistics, the factor analyzing, the variation analyzing of the single factor,etc…From the retrieved questionaires, finally it brings something below: The first point testers emphasized that the activities must combined with the local industry and the culture, connected the local natural resources, the culture resources, the delicacies and the hotsprings. The second point would be raising the popularity of the shijhongsi hotsprings area, promoting the local output value, publicizing the uniqueness of the shijhongsi hotsprings area, guiding the residents’ identification of their hometown, and the importance of the hotsprings area through the activities. At the same time, collocating some suitable propagations and activities, to promote the contents and the supporting to the government’s policy for the tourists, the local shop, (including the local residents). Weens die beperkte omvang van hierdie verhandeling, is sekere afgebakende voorbeelde uit die Kinderwet ondersoek met spesifieke verwysing na kinders se regte en tradisionele waardes soos manlike besnydenis, vroulike besnydenis en maagdelikheidstoetse. Daar is gekyk of die praktiese probleme op regeringsvlak, byvoorbeeld die voorsiening en befondsing van maatskaplike dienste, die implementering van die bepalings van die Kinderwet vertraag. Skrywer kom tot die slotsom dat die bepalings van die Kinderwet alleenlik nie voldoende is om effektiewe beskerming aan sekere groepe kinders te verleen nie en hierdie probleme lei daartoe dat kinderregte nie behoorlik gerealiseer en geïmplementeer word nie, en dat daar nie ‘n behoorlike balans tussen die regte en verantwoordelikhede van die kind, die ouers en die staat bereik word nie. Moontlike oplossings vir die probleem en tekortkominge in die uitvoering van die Kinderwet word voorgestel in die slot hoofstuk.
South Africa has come a long way since the 16th century in the recognition and development of children's rights. Children's rights are now fully recognized in the Constitution, the supreme authority in the country. This study aims to investigate the protection of children's rights in South African law, with reference to the role of international law, such as the United Nations Convention on the Rights of the Child and the African Charter on the rights and Welfare of the child 1990, in the development of children's rights. Specific provisions under which the rights of children protected is examined, including Section 28 of the Constitution and certain provisions of the Children’s Act. Due to the limited scope of this paper, some designated examples from the Children’s Act are examined with particular reference to children's rights and traditional values such as male circumcision, female circumcision and virginity testing. It is looked at if whether the practical problems experienced on government level, the provision and funding of social services delay the implementation of the provisions of the Children's Act .Author comes to the conclusion that the provisions of the Children alone is not sufficient to ensure effective protection of the rights of certain groups of children and that these problems led to children's rights not properly realized and implemented, and that a proper balance between the rights and responsibilities of the child, the parents and the state is not reached. In the concluding chapter possible solutions to the problems and shortcomings in the implementation of the Children’s Act is suggested.
