Abstract:
Architecture, which is associated with the practice of producing space, has always rendered the powers and ideologies visible. This study investigates the government houses in the 19th century Ottoman State with regard to the notions of power and ideology and focuses on the Government House of Safranbolu. It is known that, in the specified period, government houses were important ideological interventions to urban space. This study aims to address the ideological context of the Safranbolu Government House, which is positioned with the ideal of the state. Based on this, first, the urban history of Safranbolu was examined. The importance of Safranbolu Government House in the history of the city, its relationship with the city, its ideological message to the city-dwellers and its architectural style were analyzed through a method based on archival research. All government houses of the period are the artifacts of urban-spatial structures and their architectural style as well as a shared ideology. Safranbolu Government House, which is one of the structures symbolizing the Ottoman State, was also built with a similar ideological consideration. Thus, the readability of the dominant ideology through the production style of Safranbolu Government House, one of the final period architectural artifacts of the Ottoman State, was verified.

It was a home, and office and a venue for public and private entertaining, but also a symbol of British authority, with all that that meant to different people, both then and now. A place of intimacy and officaldom, birth and death, celebration, confrontation and reconciliation, the first Government House was the scene of significant moments in the young colony's history.

Abstract:
In 1991, the Australian Government released the Royal Commission into Aboriginal Deaths in Custody Report. Of the 339 recommendations, Recommendation 62 identified that there was an alarming over-representation of Indigenous youth in contact with the criminal justice system. The report called for immediate action by governments to develop strategies that would urgently reduce retention rates of Indigenous youth within the prison system. Analysis of the literature indicates that almost three decades after the release of this report, the high numbers of Indigenous youth who are incarcerated, or who have come into contact with the juvenile justice system remains the same. Although there is a good deal of literature investigating the criminological characteristics of this phenomena; there is a substantial gap in the literature surrounding the educational exclusion of young Indigenous males from the formal education system. This paper focusses specifically on the literature surrounding student exclusion from state schools and how this may provide some insight into the subsequent over-representation of young Indigenous males within the Queensland juvenile justice system.

Abstract:
Shelter is the third basic need of human beings after food and clothing. Everyone has a desire to own a house. Pakistan is a developing country and due to limited resources, is unable to fulfill the complete demand of shelter of the population. In the four provinces, different housing schemes are offered by the government but due to the scarcity of resources, they are not enough to satisfy people. Governments should introduce new housing schemes in each of the four provinces, other than the existing ones. Private sector should also help the government in this regard by constructing employee’s colonies and deduct the nominal amount from their salaries, so that by the time of their retirement they become the owners of their houses. Descriptive statistics technique is used to analyze the housing schemes with the comparison of population accordingly in each province. Pakistan is an Islamic country and due to religious issues people are not in favor of availing financing facilities provided by conventional banks and HBFC. But after the establishment of Islamic banks up to some extent this issue has been slightly resolved. Islamic banks should introduce house financing facility to women on easy terms and then up to some extent, help the government to solve the problem of providing shelter to the population. Banking sectors should easy the procedure of house financing to increase the number of borrowers.

The prototype for flood-friendly houses in villages that will be proposed to the local government. The research gives two important formulas, there are: (1) Concept design of the flood-friendly house with Sundanese architecture approaches (imah panggung) (2) The design of a flood-friendly housing includes: the design of the floor plan, the design of house facade, the design of roof and the design of house structure and construction according to the local wisdom of Sundanese traditional architecture. Two important formulation results in the planning and designing the flood-friendly houses in the two villages will be submitted as the proposal to the local government as well as consideration to anticipate the wider impact of the flood.

By 2016, the backlog for housing is estimated around 13,8 million units. With the need growth 5% per year approximately, Indonesian people need 1 million houses per year. Adding to the number of backlog, it is around 1,55 million houses should be provided every year in order to meet the need in the year 2030. The number is based on the ability to pay in general of Indonesian people, which is with the price for sufficient house estimated to be 135 million rupiahs. This means low income household is out of consideration, therefore this group cannot afford the house whatsoever. In order to narrower the gap, the Government of Indonesia has built „One Million Houses Program‟ which has composition 70% for low income household. However, the program has not optimal yet. From the data from the Public Work and Housing Ministry, it is only 80% of the 1 million houses targeted that can be achieved; and from this 80%, only 569.382 units or 70,72% for the low income household. With this trend, it is difficult for the low income household to access sufficient houses in turn. The solution for this can be two alternatives: (1) the Government provide affordable houses for the group, or (2) increasing the ability to pay of the group. The alternative (1) could be difficult due to the limited budget of the Government. The possible answer is to increase the ability of the low income households, so that they can access houses either under subsides scheme from the Government or developers. In doing so, the main problem is to collect or acquire the funding for accessing the house. Using various regulations and policies that could make possible for low income households to receive the money, such as corporate social responsibility, zakat, or even philanthropy activities in Indonesia, the burden could be lessen. The importance of giving the low income households opportunity to access sufficient house is a notion that a sufficient housing can be a strategic toll for improving citizen life which becomes a background argument in the Law No. 1 of 2011 of Housing.

Abstract:
Wildfires continue to destroy houses, but an understanding of the complex mix of risk factors remains elusive. These factors comprise six themes: preparedness actions (including defensible space), response actions (including defence), house construction, landscape fuels, topography and weather. The themes span a range of spatial scales (house to region) and responsible agents (householders through government to entirely natural forces). We conducted a statistical analysis that partitions the contribution of these six themes on wildfire impact to houses, using two fires that destroyed 200 houses in New South Wales (Australia) in October 2013 (the Linksview and Mt York fires). We analysed 85 potential predictor variables using Random Forest modelling. The best predictors of impact were whether the house was defended and distance to forest toward the direction of fire spread. However, predictors from all four of the other themes had some influence, including distance to the nearest other burnt house (indicating house-to-house transmission) and vegetation cover up to 40 m from the house. The worst-placed houses (undefended, without adequate defensible space, with burnt houses nearby and with a westerly aspect) were 10 times more likely to be impacted than the best-placed houses in our study. The results indicate that householders are the agents most able to mitigate risk in the conditions experienced in these fires through both preparation and active defence.

The number of passive houses and zero-energy buildings being developed is increasing, as measures to reduce the rapidly increasing building energy consumption. While government building policies focus on energy savings, investors and the building market emphasize the initial investment cost. These conflicting perspectives obstruct the development of passive houses in the building market. In this study, a series of building energy analyses, including the effect of energy saving measures and economic information considering long-term economic benefit and incentives policy, will be presented. Analyses were performed on the energy-saving measures needed to improve the performance of single-family houses in Korea to that of the passive house standard, as well as the energy saving effect and increased cost. The application of energy saving measures for passive house implementation resulted in an additional cost of 1.85%–4.20% compared to the conventional reference house. In addition, the proposed passive house alternative shows a short payback period and life cycle cost (LCC) result, compared to a conventional building’s life cycle period. The possibility of passive house implementation is high, and developing the passive house is affordable for the investor or end user in Korea.

Bridgeheader is one of the typology of low-income people in the city who assume that the house is only ‘a springboard’ for their life in the city. This group of people dwelt not far from the location of their place to work; occupying marginal spaces in the city and its environment tend to be slump. Almost all areas in the city of Jakarta have marginal spaces, therefore the government attempt to improve the quality of their houses, for example by providing low-cost housing. In fact the low-cost house which was provided by the government failed to be ‘consumed’ by the brigdeheaders at the time when the used value of the house has been turned into market value. The research aimed to determine such approaches of use value of the house that can be ‘consumed’ by the brigdeheader, but did not undermine the space in the city. Data collection methods using practical observation conducted with interviews. While the analysis using descriptive pragmatic method in four case study area in Jakarta. The findings indicate that the concept of house for this group is not determined only by the ‘low price tag’ but also ‘the way of use’ of the space contributed with the result that the house can be ‘consumed’ well.

The general characteristics of the government printing house that served the interests of Ministry of Internal Affairs in the middle of the 19th and the beginning of the 20th centuries, from the moment the printing house was created in 1836 until the 1910s, when the government was forced to join the struggle for public opinion. The staff of the printing house of the Ministry of Internal Affairs, its structure and changes in personnel and functions are investigated. It is shown that the outbreak of the First Russian Revolution accelerated the transformation of the printing house of the Ministry of Internal Affairs from an institution dealing with printing works on the document circulation of the Ministry of Internal Affairs into a structure that performs important functions in the ideological struggle for public opinion. It is proved that at the beginning of the twentieth century the priority direction for the printing house of the Ministry of Internal Affairs was the task of printing government newspapers “Government Bulletin”, “Russian State”, “Evening addition to the Government Bulletin”, etc. The difference between the servants and the workers of the printing house of the central state institution is emphasized. It is noted that if the servants of the printing house of the Ministry of Internal Affairs initially had the right to receive a social package, then the workers of the printing house had to earn this right.

Rumah subsidi merupakan program pemerintah yang ditujukan kepada Masyarakat Berpenghasilan Rendah (MBR) untuk mendorong kepemilikan rumah dengan skema pembiayaan secara kredit yang disubsidi pemerintah. Program ini telah dimulai sejak tahun 2010 secara nasional termasuk di Kota Kupang NTT, yang bertujuan untuk mengatasi backlog perumahan dan mendorong tercapainya target satu juta rumah yang dicanangkan pemerintah. Fasilitas yang terdapat pada rumah subsidi di Kota Kupang, umumnya sudah layak dan memadai. Dalam perkembangannya, penghuni rumah subsidi di Kota Kupang mengembangkan rumahnya di lahan yang masih tersisa. Hal ini memunculkan fenomena pengembangan rumah subsidi oleh penghuni. Fenomena ini menarik untuk diteliti, untuk memperoleh pemahaman mengenai keragaman tipe pengembangan rumah subsidi dan pelbagai pertimbangan yang melatarbelakanginya. Penelitian ini menggunakan pendekatan metode penelitian kualitatif dengan paradigma rasionalistik untuk mengkaji tipologi pengembangan rumah subsidi berdasarkan teori dan kondisi empiris di lapangan. Berdasarkan hasil penelitian, dapat dirumuskan tiga tipe pengembangan rumah subsidi yang dirumuskan menurut kategorisasi dan kombinasi aspek pembentuk elemen pengembangan rumah pada ruang dalam, ruang luar dan fasad rumah. Keragaman tipe pengembangan rumah tersebut dilatarbelakangi oleh pertimbangan tertentu dengan tujuan untuk mengoptimalkan fungsi rumah dalam memenuhi kebutuhan penghuni. TYPOLOGY OF SUBSIDIZED HOUSE DEVELOPMENT BY THE RESIDENT IN KUPANG CITY NUSA TENGGARA TIMUR (NTT) The subsidized house is a government programming aimed at the Low-Income Communities (MBR) to encourage homeownership with a subsidized credit financing scheme by the government. Since 2010 the program has been started nationally, including in Kupang City-NTT, to overcome the backlog of housing and encourage the achievement of the one million house target set by the government. The facilities in Kupang City subsidized houses generally are proper and adequate. During its development, the residents of Kupang City subsidized houses are developed their houses on the remaining land, and it’s caused the phenomenon of subsidized housing development by its residents. This phenomenon is interesting to research and for understanding various types of developments subsidized houses and the various considerations behind it. This research used the qualitative research method approach with a rationalistic paradigm to examine the typology of the development of subsidized houses based on the theory and empirical conditions in the locations. Based on the research results, there are three types of developments of the subsidized houses that can be formulated according to the categorization and combination of forming aspects of home development elements in the interior, outer space, and house facades. The diverse types of house development are motivated by specific considerations to optimize the function of the house in meeting the needs of residents.

Kutai vernacular houses are proven to perform better than most modern houses in Tenggarong with respect to climatic change. Its adaptation is a continuing process including necessary changes as a response to social and environmental constraints. Unfortunately, Kutai vernacular houses are not far from becoming extinct due to maintenance issue, flood prone area, lack of awareness among the owner and less local government regulations. The research project aims to make conservation guideline of the Kutai vernacular house. The structure and construction of Kutai vernacular house is most frequently observed. We envisage that the research project will contribute the guidelines of conservation to any stakeholders. In conclusion, conservation guideline is based on available resources

The Paperwork Reduction Act (PRA) is an often-ignored law with a large impact. Federal agencies cannot ask the same questions of more than nine people or entities without submitting a proposed information collection to the White House Office of Management and Budget for review, a process that can take up to a year to complete. In an attempt to regulate the amount of paperwork foisted on the public, the PRA has created an enormous amount of paperwork for federal agencies—without any meaningful reduction in the paperwork burden faced by the public. Yet, likely because the burden of the PRA is borne primarily within agencies themselves, this law has gone relatively understudied by legal academics. This note considers the PRA—its history, purpose, functions, benefits and costs—and concludes that the PRA should be largely eliminated.

The increasing population with a limited area of land makes house prices in Bandung City becoming expensive. Many people looking for a cheaper price in the outer city such as in the area around Bandung Regency. It is the largest region and the most populated region that bordered Bandung City. One type of house that is widely offered in the region is subsidized house. It is a house that some of the payment is assisted by the government. The data shows that the subsidized house realization is increasing every year. This research aims to investigate the influencing factor that influences people's preference for the subsidized house in Bandung Regency. Several pieces of literature concludes that the influencing factor for subsidized house preference is price, physical attributes and qualities, accessibility, location, and facility. The methodology used for this research is using quantitative and qualitative studies. The study is using mixed method between quantitative and qualitative method by conducting questionnaires, and interviews. This research note identified a consistent trend in legislative elections at both the national and state levels. All but nine states can be classified by two criteria—one of the parties was a majority in both the U.S. House delegation and state legislature in the 1980s, and the same party gained seats in both legislative bodies following the 1950s. The Democratic Party gained or maintained a majority of seats in both U.S. House delegations and state legislatures in 32 states during the 30 years characterized by increases in divided government at both the national and state level. Explanations for Democratic dominance of legislatures that focus upon congressional elections only are too level specific.

<p>The Pantry House Pantry or Mill of the Tithes is a baroque style building constructed at the end of the 18th century for the cash collection of the decimal rent, a tax repealed with the Madoz's Disentailment Law in 1855. The Pantry House of Espera is one of the most representative houses of the thirteen remaining in the province of Cadiz, and the only one that was also used as oil-mill (olive press). Organized around a central courtyard, is one of the few Andalucía houses that offers a full structure. The framework, which consist on a rectangular floor and double height, still preserves the old barns, the warehouse, the oil storages, the offices, and the former machinery in a relative good condition. The Andalucía Regional Government agreed to declare it an Asset of National Interest, The House Pantry of Espera, published in the BOJA (Official Newsletter of the Andalucía Regional Government) July 21, 2009.</p><p>Few studies nor bibliographical references have been found about this building of great importance and emblem of the urban development of this small Cádiz municipality, probably due to the limited and confusing historical documentation which was lacking of planes or graphical documents about its current condition, labor that also approaches this article.</p>

Energy efficient building design aims to use passive design principles such as orientation, insulation, materials and surrounding area layout to minimise the need for active space heating or cooling. Implementation of the principles of energy efficient design in specifically low-cost houses delivered by government can have numerous benefits such as monetary savings, increased comfort and health indoor environments for homeowners and inhabitants. The project described here measured the indoor air quality of six energy efficient houses in two project areas as well as energy activity and potential benefits related to energy efficient house design. It was concluded that a small reduction in CO2 is achieved in an energy efficient house when compared with a conventional house. However, the reduction achieved is dependent on the type of fuel used for space heating. Overall, the energy efficient houses observed in the project were more comfortable and households spent less on space heating requirements than conventional houses. It is recommended that the principles of energy efficient design should be a minimum requirement in low-cost housing delivery.

AbstractOld Government House (OGH) is one of Queensland’s premier heritage buildings, and is located within the Gardens Point campus of Queensland University of Technology (QUT). This 156-year-old building, now a house museum, offers a tangible link to Queensland’s early colonial life. The museum strives to present the stories of all who lived and worked here. Children generally do not visit historic houses willingly, and to address this OGH collaborated with Imaginary Theatre to develop an innovative and fun way to interpret and present the historical significance of the House to a younger audience. The result was a one-hour site-specific theatre performance, The Voice in the Walls — part game, part audio tour, part theatre. The key objective of the project was to create a visitor experience that captured the attention of nine- to twelve-year-olds by encouraging them to imagine an unfamiliar world and time while also conveying historical information. This article discusses the background to the development of the project, and its evolution from inspiration to practical reality.

Following on from its judgment in Akzo Nobel,1 the Court of Justice of the European Union (CJEU) on 6 September 2012 delivered its judgment in Prezes.2Prezes expanded the decision in Akzo Nobel, which held that communications between a client and its in-house legal counsel were not protected by legal privilege because the latter are not considered sufficiently independent from the former. Taking this holding one step further, the CJEU in Prezes held not only that corporations are unable to benefit from legal privilege regarding communications with their in-house counsel, but also that any lawyer in an employment relationship with its client is disqualified from representing their client before the CJEU. This article criticizes this holding and argues that the CJEU's interpretation of independence does two things: (1) unreasonably expands the scope of Akzo Nobel to include the representation of in-house counsel in all cases; and (2) does so in a way which is inconsistent in light of similar concerns of the independence of government lawyers, who seemingly maintain their right of privilege under the judgment.

The purpose of this research is to get an answer from the use of RISHA House in the Kampung Deret Petogogan which is a government program that can provide thermal comfort for the occupants. The results of this research are expected to be a guideline for government to developing RISHA House in the future.

Karo traditional house is the cultural heritage of the ancestors that should be preserved. Karo Traditional House or Rumah Siwaluh Jabu is a home stage which is about 2 meters off the ground and usually inhabited by eight to ten households. Karo Traditional House could still be found in some areas in Karo like Dokan, Melas, and Lingga. Nowadays, the existence of Karo traditional house especially in Linga is reduced, where in 2002 the number of Karo traditional house totaling 29 units and it is only two units now. The number of traditional house is no longer groomed and crumbling with age and due to the lack of attention from the local government and the community. In this study, the problems are how the efforts made by the government and the community in conserving the Karo traditional house in Lingga. The location of this study is conducted in the village named Lingga, Simpang Empat sub district, Karo District of North Sumatra. Data collection methods used in this study is observation, interviews, literature study. An attempt by the government in this case the Department of Tourism and Culture of Karo viewed of the strategy, work programs, targets and achievements that provide land to relocate the modern house, the maintenance of Karo traditional house, hosted a party of flowers and fruit, held cultural festival in Lingga. Meanwhile, from the community side, it could be seen from the management and packaging of travel packages.
