Full textWhile countless scholars investigate historical and contemporary aspects of the political conflict between Israelis and Palestinians, relatively little research attention is directed towards the efforts of Israeli and Palestinian activists towards conflict resolution. Following a brief description of the development of the Israeli peace movement, this study identifies and analyzes several mobilization issues relevant to organized activist forces in the Israeli radical movement in the final years of the Oslo peace process.
Building on recent collective action theories, this dissertation endorses analytical openness to the structuralist, rationalist, and culturalist dynamics of contentious politics. ICAHD members, as well as its organizational constituencies, are characterized by wide ideological and strategic heterogeneity, and in the first three years of its existence, this informal movement organization faced several overlapping strategic dilemmas. Investigating the historical and day-to-day dynamics of the committee, this study analyses various factors that influenced the strategic choices individual, and teams of, activists made during multiple types of mobilizations. By examining the impact of ICAHD's constituencies on how core leaders and activists engaged with dilemmas of organizational structure, strategic vision, inter-organizational alliances, mobilizing and funding opportunities, and overall goal selection, this dissertation identifies mechanisms (structural, organizational and cultural) that affected strategic decisions regarding mobilization, and outcomes of contentious politics.
The study concludes with a discussion of the relevance of its findings for the sociological study of collective protest. It suggests the extension of future research on these themes in more transnational and macro-theoretical directions.

Full textAccording to Section 26 (1) of the constitution of Republic of South Africa, everyone has a right to have a satisfactory house to restore and honour the dignity of the South Africans. However South African government implemented several housing programmes to bridge the gap of housing backlog in South Africa. One of the housing programmes that South African government implemented is People Housing Process (PHP). It was approved in 1998 by South African government. South African government shifted focus on the quality of houses and mainly focused on the quantity of houses delivered through the financial year. There have been a lot of quality complaints on PHP. The quality defects are signs of foundation failures, cracks on foundations, water flooding around the houses, water not properly channelling to the drain, cracks on walls, dampness of walls, mould on walls, water seeping through the windows, poorly applied external plaster, incorrect bonding of internal walls to external walls, walls that are not straight walls, sagging ceiling panels, gable not properly filled with mortar, roof structure not properly tied up, sagging roof coverings, roof leaks, sagging roof tiles and ridges, rust on painted iron material, poor quality of blocks used, insufficient cement on mortar mix and peeling off paint. National Home Builders Registration Council (NHBRC) are the custodians of the home building industry. They were excluded from PHP from 1998 till March 2012. NHBRC was approved to inspect PHP house in April 2012. Thus, the aim of the study was to compare the houses that were built before NHBRC involvement in PHP with those that were built after NHBRC involvement in PHP. The sample included 50% of each of the two groups (those in houses built without NHBRC involvement and those built with NHBRC involvement), the research involved at least 50 respondents per group (McMillan, et al 2001:177 – recommends 15 respondents per group). The sample size per group has been put at 50 since the larger the sample the higher the accuracy. The study is classified as quantitative research because it intended to quantify the variation in occurrence, situation, problem or issue; the information was gathered using predominantly quantitative variables and the analysis was geared to ascertain the magnitude of the variation. The findings of the study revealed that the quality of the houses that were built under PHP programme before NHBRC intervention on PHP was not up to standard however the quality on those that were built after NHBRC involvement improved. Therefore it is recommended for Western Cape government to implement the rectification programme which was approved by National Department of Human Settlements in 2009 mainly focusing on houses that have been severely structurally compromised and are regarded as unfit for human habitation as it poses a threat to the health and safety of the occupants (The National Housing Code, 2009: 11-13).

Full textENGLISH ABSTRACT: Paarl, in the Western Cape, has been identified as one of the 15 national sites where antiretroviral treatment (ARVs) would be made available to people living with HIV/AIDS. Paarl Hospice initiated a support group for people to deal with this disease in 2003. Since February 2004 Paarl Hospice has been recruiting people from the surrounding informal settlements for ARVs. By means of participant observation I explored how HIV/AIDS-related disclosure experiences unfolded in places, spaces and events associated with the support group in the context of factors enabling and preventing people from accessing Hospice House. I did this by considering the insights drawn from an anthropological approach. I found the meanings of disclosure in the majority of studies to be limited and restricted. Available studies approached disclosure in a top-down fashion by regarding the definition of disclosure as the announcement of HIV-positivity at the time of diagnosis only. These studies have not considered social differences relating to disclosure neither did they focus on the actual process of disclosure. By means of a constructivist approach to grounded theory I seek to broaden the definition of disclosure to account for the range of ways in which disclosure practices take place. I found that disclosure could not be separated from the situational context in which it occurs and that it can only be understood in relation to the circumstances and relationships in which it takes place. In this study, disclosure was an ongoing process, situated somewhere between active, public announcement of an HIV-status and complete secrecy and somewhere between voluntary and involuntary revealing of the disease.
AFRIKAANSE OPSOMMING: Paarl in die Wes-Kaap is geïdentifiseer as een van die 15 nasionale areas waar antiretrovirale medikasie beskikbaar gestel sou word aan mense wat leef met MIV/VIGS. Paarl Hospice het gedurende 2003 ʼn ondersteuningsgroep geїnisieer om aan MIV/VIGS aandag te gee. Sedert Februarie 2004 is Paarl Hospice in die proses om mense te werf uit die omliggende informele behuisingsgebiede vir antiretrovirale behandeling. Met behulp van antropologiese insigte en deelnemende waarneming kon ek nagaan hoe verskillende maniere van MIV/VIGS-verwante bekendmaking ontvou in plekke, ruimtes en gebeurtenisse wat verband hou met die ondersteuningsgroep. MIV/VIGSverwante bekendmaking is ondersoek te midde van inhiberende en fasiliterende faktore wat mense verhoed of aanhelp om Paarl Hospice te besoek. Ek het bevind dat die definisie van bekendmaking in die meeste navorsing gebrekkig is. Beskikbare navorsing het bekendmaking volgens ‘n bo-na-onder-wyse benader as die openbare bekendmaking van ‘n MIV-status na afloop van diagnose alleenlik. Met behulp van ‘n konstruktiewe benadering van die begronde teorie het ek gepoog om die definisie van bekendmaking uit te bou om sodoende die verskeidenheid maniere waarop bekendmaking plaasvind te akkommodeer. Ek het vasgestel dat bekendmaking onlosmaakbaar deel is van die situasionele konteks waarin dit plaasvind en dat dit slegs begryp kan word in verband tot die verhoudings en omstandighede waarin dit plaasvind. In hierdie studie was bekendmaking ʼn voortdurende proses, gesitueer tussen aktiewe openbare bekendmaking en volledige geheimhouding van ʼn MIVstatus, asook tussen volkome vrywillige en onvrywillige bekendmaking van ʼn MIVstatus.

Full textDefying widespread predictions, the tricameral Parliament not only continues to function but, after five years, has become an integral part of the political realities in South Africa. This thesis is concerned with an assessment of the dynamics of the new dispensation in general and the role played by the Houses of Representatives and Delegates in particular. It evaluates the implications of the new dispensation for the government, participants in government created, racially segregated bodies and the extra-Parliamentary opposition. In addition, it synthesizes empirical data and theory by applying concepts of ethnicity and by reviewing the tricameral system in the light of the theoretical discussions on consociation and "control". The general elections of September 1989 have been used as a cut-off point for this study because the poll amongst Coloureds and Indians provides an opportunity to observe the effects of the performance of the "other" two Houses. Although it is too early for an exhaustive evaluation of the tricameral system, three preliminary conclusions can be drawn. Firstly, despite its failure to gain legitimacy in wider circles, the new dispensation proved to be a qualified success for the government, particularly in so far as it has managed to involve Coloured and Indian participants in the administration of their "own" affairs. Secondly, after an acquiescent start the two new chambers began to utilize the not inconsiderable potential innate to the Constitution of 1983 but failed to bridge the gulf separating them from the mainstream of black opposition. Thirdly, events in and more significantly outside Parliament, seriously undermined the success of the boycott strategy employed by the extra-Parliamentary opposition. While conducting research into apartheid institutions it has become necessary to use official terminology, for example, whites, Coloureds, Indians, Africans. It goes without saying that this does not imply any measure of acceptance of government policy. The methodology of the study is outlined in a brief appendix.

The present work analyzes Erico Veríssimo as a translator of Point counter point (1928) by Aldous Huxley in Globe Publishing House. His translation, Contraponto (1934), is analyzed in the context of translation and ideology of Vargas Age, a nationalist and authoritarian government. The methodology is developed via cultural transferences, and it intends to comprehend the trajectory of Erico Veríssimo as a translator and remake the translation process of Point counter point. The profile of the translator Veríssimo is initially traced through his first experiences at Globe Magazine, where he published rapid translations, inventing pseudonyms for them. Later on, he published translations of books internationally known and the translation process occurred in an elevated and more elaborated standard. The route and the choice of Contraponto translation initially presented an editorial audacity of Veríssimo, who risked commercially, once the literary work was dense and the author was not known in Brazil. However, it was a decisive point to the translator Veríssimo and to the divulgation of Huxley in Brazil. Contraponto became a best-seller and an editorial milestone. It was published in the Nobel Collection, which brings to the ordinary reader and the intellectuals of that epoch the translation of literary works of international repercussion, raising and enriching culturally its public. The editorial policy of Globe in translating the world classics is linked to the nationalist ideals of Vargas in valuing the role of vernacular language and the education in the search for an identity for the Nation. In a selective textual analysis from the concepts of specific cultural items in translation by Aixelá and the Theory of Polisystems, it is highlighted that translation is marked by conservation strategy (repetition), in a tendency of adequacy. The translation of Veríssimo permits the visualization of marks of foreign culture. Moreover, it does not nationalize cultural specificities, adding new information to the reader. With the concepts of translation and ideology brought by Lefevere, it is understood that rewriting can be inspired by ideological motivations. Therefore, it could be associated that Contraponto approaches ideological questions related to fascism, linking them to Vargas Age, with which had totalitarian similarities.
Este trabalho analisa Erico Veríssimo enquanto tradutor na Editora Globo da obra Point counter point (1928), de Aldous Huxley, intitulada Contraponto (1934), no contexto da tradução e ideologia no Regime Vargas, governo autoritário e nacionalista. A metodologia é desenvolvida via transferências culturais, buscando compreender a trajetória de Erico Veríssimo como tradutor e refazer o processo tradutório da obra de Huxley. O perfil do tradutor Veríssimo é traçado inicialmente através de suas primeiras experiências na Revista do Globo, onde lançava no mercado traduções rápidas, inventando pseudônimos para as mesmas; e, posteriormente, com a publicação de traduções de obras de renome internacional, onde o processo tradutório ocorria num padrão elevado e mais elaborado. O percurso e a escolha da tradução Contraponto representam inicialmente uma ousadia editorial de Veríssimo, arriscando-se comercialmente, uma vez que a obra era densa e o autor desconhecido no Brasil; e, de fato, foi um ponto decisivo para Veríssimo tradutor e para a divulgação de Huxley no Brasil. Contraponto foi sucesso de vendas e um marco editorial, publicado na coleção Nobel, que levava ao leitor médio e aos intelectuais da época as traduções de repercussão internacional, formando e enriquecendo culturalmente seu público. A política editorial da Globo de traduzir os clássicos mundiais coaduna com os ideais nacionalistas de Vargas de valorizar o papel da língua vernácula e da educação na busca da identidade da Nação. Numa análise textual seletiva a partir dos conceitos dos itens culturais específicos em tradução trazidos por Aixelá e da teoria de polissistemas, destacamos que a tradução é marcada pela estratégia de conservação (repetição), numa tendência à adequação. Sua tradução permite a visualização das marcas da cultura estrangeira, não nacionaliza especificidades culturais, acrescentando informações novas ao leitor. Com os conceitos de tradução e ideologia advindos de Lefevere, entendemos que a reescritura pode ser inspirada por motivações ideológicas, logo podemos associar o fato de Contraponto tratar de questões ideológicas ligadas ao fascismo com o Governo Vargas, que possuía semelhanças totalitaristas.

This master s thesis raises questions about social needs and living conditions of the population that lives in Jasmim Flor residencial complex, first undertaking built in Osasco town SP through the government project Minha Casa Minha Vida - MCMV (My House My Life). The analytical construction is composed of three chapters and includes historical elements of the development of the living Brazilian politics, articulating these processes to the current scenario and its effects in the city dynamics. Recovering the story of Osasco territory s consolidation and its constitution as a town from São Paulo state in order to introduce the urban precariousness problematic that describes the current cycle of capitalist accumulation. It also sends a sign that the actions developed by the town in the area of living and urban politics, mainly among the years 2005 to 2014. The qualitative research shows the living conditions from the families in their originally territory, and the current housing, from significant statements from 50 habitants of the Residential Complex. The results indicate the living needs related to the access of a quality and suitable housing for the families; to the set of public services and trading surrounding the housing. To the work, wage and education, in order to support their new life condition, living cost and their needs in their interaction area, that demands in their everyday life, the construction of a new sociability, new relationships, as a consequence of an address change and territory. The path carved by the research has as its context the creation of MCMV and a critique of their formulations, their proposals and results in nationwide, for this reason the stories engender not only specific analyses of the situation studied, but they perform productive dialogues with significance and the effects that the program has been bringing to the urban process in progress in the country
Esta dissertação problematiza as necessidades sociais e condições de vida da população que habita o Conjunto Residencial Flor de Jasmim, primeiro empreendimento construído no Município de Osasco/SP por meio do Programa Minha Casa Minha Vida (PMCMV). A construção analítica é composta por três capítulos e contempla os elementos históricos do desenvolvimento da política habitacional no Brasil, articulando tais processos ao cenário mais recente e seus impactos nas dinâmicas das cidades. Recupera a trajetória de consolidação dos territórios de Osasco e sua constituição como município do estado de São Paulo, a fim de introduzir a problemática da precariedade urbana que caracteriza o ciclo atual de acumulação capitalista. Sinaliza as ações desenvolvidas pelo município no campo da política habitacional e urbana, particularmente as realizadas entre os anos de 2005 a 2014. A pesquisa qualitativa apresenta as condições de moradia das famílias em seus territórios de origem, e na moradia atual, a partir dos depoimentos mais significativos de 50 moradores do Conjunto Residencial. Os resultados apontam as necessidades de moradia relativas ao acesso a uma habitação de qualidade e adequada às famílias; ao conjunto dos serviços públicos e comércios no entorno da habitação; ao trabalho, à renda e educação, para que sustentem sua nova condição de moradia, os custos de vida e as necessidades do campo do convívio, que demandam no cotidiano, a construção de uma nova sociabilidade, novas relações, como consequência da mudança de moradia e território. O caminho percorrido pela pesquisa tem como contexto a criação do PMCMV e uma crítica à sua formulação, às propostas e aos resultados em âmbito nacional, por isso as narrativas engendram não somente análises específicas da realidade estudada, mas realizam profícuos diálogos com o significado e os impactos que o programa vem causando aos processos de urbanização em curso no País

Full textThis PhD thesis deals with the topic of marital separation in its various forms; it aims at analyzing the behaviors which are implemented by spouses of higher nobility on such occasions. The phrase marital separation may be used to designate a wide range of configurations: for example, when husband and wife, though still married, are not living together, or when a marriage comes to an end, all these situations being reached through a legal process or not. This research is especially based on a thorough analysis examining the couples of the Second House of Orleans in the 14th and 15th centuries, as the marital lives of these Dukes and Duchesses provide a large sample of possible cases of separation. The research shows that the realities associated with marriage and married life are much more complex than what ecclesiastical and secular rules suggest on these matters. Another purpose of this thesis is to improve our understanding of the conjugal structure in princely aristocracy and of how married couples work. Therefore, the study sheds light on the solidarities shared by spouses when their separation does not derive from their own will to part. It shows that married couples are primarily defined by economic bonds between husband and wife. This work also highlights the possible autonomy enjoyed by spouses, in society and towards each other, in the cases where at least one of them intends to adjourn cohabitation or wants to put an end to their marriage

Full textWith the introduction of information and communication technologies (ICTs) in government, in particular the Internet, it became possible not only to expand the capacity and quality levels of services, but also focus on transparency, leading to several changes within the social control and citizen participation. This new perspective on ICT use in governments for the purpose of expanding participation channels is known as electronic governance (e-governance). The objective of this dissertation is to identify the impacts of citizen participation in public online consultations for the production of laws and limits and challenges of public online consultations of federal legislative power. The instruments of data collection were the structured visit website of the online public consultation, the e-Democracy, and semi-structured interviews of managers responsible for public consultation, as well as representatives involved in drafting the Law on Lan Houses and joined her. Also interviewed were participants of the public consultation and the association of Internet cafes in Brazil. Secondly, there will be a documentary analysis of contributions to see what the main changes from the pre-project in relation to the final design in order to measure the impact of citizen participation by counting the 10 most frequently used words in each document area; Legislative Proposals Members, Citizens Contributions on e-Democracy and Final Project sent to Federal Senate. It is believed that public consultations are an online environment that can be performed e-participation, however, there are still limits and challenges to which this participation occurs due to management problems of these tools for citizen participation online and other external problems which addresses the specific literature and are portrayed in the literature review. The findings indicate that there is evidence that citizen participation has impacts on collaborative production of laws in the federal government, however, it is believed that they are conditioned to a number of dimensions as politics, culture, resources and technology.

Full textEmpirical studies on the determinants of private investments in development countries, including several studies in Brazil, have shown that there is a negative impact of high inflation on private investments. However, the recent Brazilian experience shows clearly that stabilization by itself is not sufficient to generate higher investments ratios. The main goal of this thesis is to find empirical evidence that explains why private investment and the investment ratio did not recover after the Real-plan, even though inflation was under control in the 1995-2004 period. In order to achieve this goal econometric estimations were done for long-term private investiments and also of the crowding-out effect of public investments in other areas than infrastructure on private investments. In order to find empirical evidence of the negative impact of both increased government revenues as well as the increase of relative prices of capital goods on private investments since 1995 a model using quarterly data for 1995-2004 was estimated. A more datailed analysis of the Brazilian tax burden and its composition has shown that the tax burden is, not only ever high but also not optimally allocated. Tax revenue comes mainly from taxing production (goods and services) and less from taxing income and property. Moreover, although tax revenue has increased over the last ten years, government spending has become more inefficient, largely in the form of low or non-productive spending while productive government expediture, including government spending on infrastructure, has fallen.
Estudos empíricos sobre os determinantes de investimentos privados em países em desenvolvimento, incluindo vários estudos para o Brasil, mostraram o impacto negativo de elevadas taxas de inflação sobre os investimentos privados. No entanto, a experiência brasileira recente mostra claramente que a estabilização por si só não é capaz de fazer com que as taxas de investimento se recuperem. Este trabalho objetiva a busca de respostas em evidências empíricas sobre quais teriam sido os principais fatores responsáveis pela não recuperação dos investimentos no Brasil pós-plano Real, apesar do controle inflacionário, no período 1995-2004. Para isso, foi estimado um modelo de investimento privado em nível de longo prazo (1970-2003) com dados anuais. Estas estimações mostram evidência empírica de crowding-in dos investimentos públicos em infra-estrutura sobre os investimentos privados e do efeito de crowding-out dos demais investimentos públicos (que não são em infra-estrutura) sobre os investimentos privados. Para obter evidências empíricas do impacto negativo da carga tributária e dos preços relativos dos bens de capital sobre as taxas de investimento foi estimado um modelo trimestral com dados de 1995-2004. Uma análise mais detalhada sobre a carga tributária brasileira e sua composição mostrou ainda que, além de sua magnitude elevada, a carga tributária brasileira tem uma alocação desfavorável ao investimento privado, pois seu peso é muito maior sobre o setor produtivo do que sobre renda e patrimônio. Além disso, a despeito da arrecadação crescente nos últimos 10 anos, os gastos do governo têm se concentrado em gastos pouco ou não produtivos e tem diminuído a participação relativa dos investimentos públicos em infra-estrutura, que são gastos produtivos e estimuladores de investimentos privados (efeito de crowding-in).
