Abstract:
This thesis considers the human spatial occupational behaviour generically called 'settlement'. Within this process a diagnostic index of settlement is created to assist in analysing, defining, and exploring the parameters of 'Settlement Theory'. There is particular reference to Edward Gibbon Wakefield's Theory of Systematic Colonisation in South Australia, as it is one of the few Settlement Theories actually put into practice. Two case studies are examined to develop a transitional argument that connects theory to material outcome. Firstly, considering the macro implications of theory and material culture by comparing the implementation of Wakefield's theory (The South Australian Experiment) and the site, design, and Government Domain of the Capital (Adelaide). Secondly, by considering the micro effect of the theory on material culture in the form of the Governor's residence between 1836 and 1856, including search for the first Government House (Government Hut), to test the connection at this level.

Abstract:
The theoretical debate over the ability of parties and leaders in the House of Representatives to influence legislative decision-making is at the center of much of the literature on Congress. On the one hand, the Procedural Cartel perspective argues that while the tools used by the majority party leadership to assure the triumph of its preferences may vary depending on the institutional context, the basic ability of the leadership to impact legislative outcomes remains consistent. In contrast, Conditional Party Government (CPG) theory posits that any power the majority party and its leadership possesses over legislative decision-making is directly conditioned upon the amount of agreement within the majority party caucus as to collective goals, as well as the amount of ideological polarization that exists between the majority and minority parties. This thesis provides an original test of these two theoretical perspectives by evaluating their comparative ability to account for the proposal and passage of limitation riders on the House floor during the annual appropriations process since the 1980s. Limitation riders provide a good vehicle to test theories of congressional voting as they often have important policy implications in areas of significant controversy. In addition, the extent to which the individual members or legislative parties are able to successfully utilize limitation riders as a means of making substantive policy is indicative of larger patterns of committee or party domination of the floor process. After reviewing the relevant literature on congressional decision-making, this analysis proceeds to outline the theoretical predictions that the Procedural Cartel and CPG perspectives make regarding limitation riders. An original dataset comprised of over 800 limitation riders from the 97th through the 110th Congresses is analyzed both with respect to overall proposal and passage rates as well their party of origin. This study finds that while the CPG perspective is best able to account for what occurs during periods of low polarization and cohesion, Procedural Cartel provides the most accurate prediction of what occurs when polarization and cohesion are high. These findings suggest that, although these theories both have some ability to account for congressional decision-making on the House floor, both of these frameworks need to be revisited so that they can accurately account for what occurs during floor phase of the legislative process.

Abstract:
The 1945-50 Labour Government introduced one of the most extensive legislative programmes of the twentieth century, including a number of measures to take a wide range of industries into public ownership, which werc publicly opposed by the Conservatives. The Conservatives still had a permanent and insurmountable majority in the largely unreformed House of Lords, yet unlike the period of 1906-14 when they had last faced a large majority in the Commons of another political colour, they did not undertake a campaign of obstruction. The Lords challenged the final decision of the Commons only once, by insisting that the enactment of the controversial Iron and Steel Nationalisation Bill be delayed until after the 1950 general election. The period following the Second World War has been described as witnessing a political consensus between the parties, which was forged by their co-operation in the Wartime Coalition and although the policy of nationalisation has been seen as' a dividing line between Labour and the Conservatives, it has been argued that little real difference existed in principle even with regard to state ownership. This thesis will consider whether the Lords' cooperation was the result of little real conflict between the parties or whether the timidity of the peers might be better explained by the weak constitutional position they occupied. It will also assess the extent to which the Lords had become a revising chamber and the extent to which its members were still prepared to a party-political role. In doing so, it will consider the dramatic shift in the British political landscape that occurred in 1947 and suggest that the Lords' apparent constitutionalism should be understood within the context of a wider Conservative effort to regain the centre.

Abstract:
This thesis represents an attempt to question the stress traditionally placed by accounts of the last Parliaments of Elizabeth I and the first of James I on political and constitutional change after 1603 and their association of that change with the emergence of an increasingly coherent and purposeful opposition in the House of Commons. It is divided into three sections. The first examines the evidence of continuity in Parliamentary affairs provided by the procedures of the Lower House, its personnel and their aspirations. As such, it emphasises the importance for MPs of their duty to represent (and be responsible to) the communities to which they belonged. The second section seeks to re-examine the Elizabethan 'norm' against which subsequent changes have been measured, suggesting that in 1597 and 1601 government leadership was neither as strong, nor opposition as inchoate, as has been implied and pointing to MPs' perception of their duties as representatives as instrumental in moderating the one and motivating the other. The third section, examines the evidence for explaining the conduct of business in James' first Parliament in terms of adversary politics and suggests that the evidence of conflict that emerges is less convincing than has often been suggested. In particular, it argues that most MPs were reluctant to follow the leadership of either official opinion or its critics and that the problems that did emerge had their origins less in any 'winning of the initiative' by an emergent opposition than in attempts on the part of Robert Cecil, and (to a lesser extent) James himself, to secure the commitment of MPs and thereby their constituents, to executive policies of which they were extremely suspicious; a course of action which encouraged inert resistance rather than overt opposition and generated politics that were more reactionary than revolutionary.

Abstract:
The last two decades have seen an evolution of Information and Communication Technology (ICT) capabilities in the public sector which facilitates the adoption of several IT innovations. Electronic government is one of these strategic innovations that many government agencies have considered adopting to deliver government information and services and support the modernisation of government’s administrative tasks. This research investigates an e-government adoption process as represented by the Extensible Business Reporting Language (XBRL) adoption process. XBRL constitutes one of the key components of the electronic regulatory reporting process in HM Revenue and Customs (HMRC) and Companies House (CH). A comprehensive conceptual framework is developed to examine XBRL adoption process and the influential technological, organisational, environmental factors and e-government challenges that affect this process. The contribution of this comprehensive framework is that it develops various relationships among these factors, challenges and stages of the adoption process which have not been identified in the IT adoption or e-government literature. The framework for e-government adoption in the public sector is useful in multiple ways. The major benefit is to contribute to understanding the adoption process, identify the technological infrastructure, and emphasise the importance of the organisational readiness and impact of the environment on the adoption process. The framework can also help government decision makers to visualise a suitable strategic action plan for the future of electronic government by identifying the key issues and potential challenges associated with adopting e-government projects.

Abstract:
At the outset of my studies, my goal was to look at women's role in the United States Federal Government. The study was to span from the inception of the United States Government to the present. The purpose of the study was to highlight the large gender gap in the United States Government. However, I soon found there to be an overwhelming amount of material to discuss. Realizing the limited amount of space I had to fit my findings, I narrowed the topic to women‘s role in the United States House of Representatives. Even with this narrowed scope, the gender gap in representation is obvious, and highlights the fact that America, even in the 21st Century, is not truly equal. The reason I mention the gender gap in the United States House of Representatives is not simply to dwell on the fact that one exists, but to discuss how and why it has remained a structural characteristic of the legislative body that is intended to be the closest to the people. In order to find answers to the questions aforementioned, it is necessary to discuss the evolution of ideals, principles, and beliefs possessed by the American population from 1776 to today. Even if there are no definitive answers to the questions posed above, it is my hope that the discussion will highlight the pivotal role of women in all stages of the United States' existence, and underline the importance of women's participation in the United States House of Representatives.

Abstract:
The problem being investigated is the historical situation relating to two independent MPs holding the balance of power in the Australian House of Representatives in 1940 and 1941. The two MPs, Arthur Coles and Alex Wilson, supported the conservative Menzies and Fadden governments before shifting their support (on October 3 1941) to the Labor Party led by Curtin. The procedure followed is the examination, in the form of a historical narrative, of primary evidence in private papers (such as Coles???s), analysis of Hansard (CPD), local and metropolitan newspapers. Also examined are references to the two independents in secondary literature. The key focus of interest will be the idea that chance or serendipity played a major role in achieving all the key outcomes which many Australians (and historians like Hasluck) often otherwise depict as the triumph of good sense within a supposedly non-problematic twoparty political system which self-selected the best possible leadership during time of war. Coles took over the seat of a popular Cabinet minister who had died in an air disaster. Coles???s and Wilson???s holding the balance of power was another extreme aberration, as no House of Representatives from 1906 to 1940, and none since, has not had either of the two party blocs (Labor and anti-Labor) without a majority. Hasluck, the most influential historian of Australian politics during the 1939-1945 war, viewed the fact of Coles???s and Wilson???s serendipity as evidence, in itself, of their wider historical, ideological and political irrelevance. The general results obtained by pursuing a critical historical narrative approach is that a strong counter-argument has been developed that suggests that Hasluck (and wider historical memory) has insufficiently valued as historical factors Coles???s and Wilson???s ideological aims. Coles was a representative of business progressivism and Wilson of agrarian socialism. The major conclusion reached is that Coles???s and Wilson???s wider aims led them to adopt the tactic of timing their shift to Labor so as to maximize their ideological influence on the Labor administration that would result whenever they decided to exercise their entirely serendipitously attained balance of power.

Abstract:
The Picturesque aesthetic emerged in the later 18th century, uniting the Sublime and the Beautiful and had its roots in the paintings of Claude Lorrain. In Britain, and in Australia, it came to link art, literature and landscape with architecture. The Picturesque aesthetic informed much of colonial culture which was achieved, in part, through the production and dissemination of architectural pattern books catering for the aspirations of the rising middle classes. This was against a background of political change including democratic reform. The Italianate villa, codified and promoted in such pattern books, was a particularly successful synthesis of style, form and function. The first Italianate villa in England, Cronkhill (1803) by John Nash contains all the ingredients which were essential to the model and had a deeper meaning. Deepdene (from 1807) by Thomas Hope gave the model further impetus. The works of Charles Barry and others in a second generation confirmed the model's acceptability. In Britain, its public status peaked with Osborne House (from 1845), Queen Victoria's Italianate villa on the Isle of Wight, Robert Kerr used a vignette of Osborne House on the title page of his sophisticated and influential pattern book, The Gentleman's House (1864,1871). It was one of many books, including those of J.C, Loudon and AJ. Downing, current in colonial Victoria. The latter authors and horticulturists were themselves villa dwellers with libraries and orchards, two criteria for the true villa lifestyle. Situation and a sense of retreat were the two further criteria for the villa lifestyle. As the new colony of Victoria blossomed between 1851 and 1891, the Italianate villa, its garden setting and its landscape siting captured the tenor of the times. Melbourne, the capital was a rich manufacturing metropolis with a productive hinterland and international markets. The people enjoyed a prosperity and lifestyle which they wished to display. Those who had a position in society were keen to demonstrate and protect it. Those with aspirations attempted to provide the evidence necessary for such acceptance, The model matured and became ubiquitous. Its evolution can be traced through a series of increasingly complicated rural and suburban examples, a process which modernist historians have dismissed as a decadent decline. These villas, in fact, demonstrate an increasingly sophisticated retreat by merchants from ‘the Town’ and by graziers from ‘the Country’. In both town and country, the towers of villas mark territory newly acquired. The same claim was often made in humbler situations. Government House, Melbourne (from 1871), a splendid Italianate villa and arguably finer than Osborne House, was set in a cultivated landscape and towered above all It incorporated the four criteria and, in addition, claimed its domain, focused authority and established the colony's social status. It symbolised ancient notions of democracy and idealism but with a modem appreciation for the informal and domestic. Government House in Melbourne is the epitome of the Italianate villa in the colonial landscape and is the climax of the Picturesque aesthetic in Victoria.

Abstract:
Based on nineteen months of ethnographic field research in Israel/Palestine (including participant observation and in-depth interviews), this study presents an analysis of the Israeli Committee Against House Demolition (ICAHD). First formed in 1997, it is a coalition of social movement organizations (SMOs) in the Israeli radical left peace and human rights movement. This project traces significant organizational, and wider movement, dynamics from the time of ICAHD's inception until the outbreak of the second Palestinian Intifada in September 2000.
While countless scholars investigate historical and contemporary aspects of the political conflict between Israelis and Palestinians, relatively little research attention is directed towards the efforts of Israeli and Palestinian activists towards conflict resolution. Following a brief description of the development of the Israeli peace movement, this study identifies and analyzes several mobilization issues relevant to organized activist forces in the Israeli radical movement in the final years of the Oslo peace process.
Building on recent collective action theories, this dissertation endorses analytical openness to the structuralist, rationalist, and culturalist dynamics of contentious politics. ICAHD members, as well as its organizational constituencies, are characterized by wide ideological and strategic heterogeneity, and in the first three years of its existence, this informal movement organization faced several overlapping strategic dilemmas. Investigating the historical and day-to-day dynamics of the committee, this study analyses various factors that influenced the strategic choices individual, and teams of, activists made during multiple types of mobilizations. By examining the impact of ICAHD's constituencies on how core leaders and activists engaged with dilemmas of organizational structure, strategic vision, inter-organizational alliances, mobilizing and funding opportunities, and overall goal selection, this dissertation identifies mechanisms (structural, organizational and cultural) that affected strategic decisions regarding mobilization, and outcomes of contentious politics.
The study concludes with a discussion of the relevance of its findings for the sociological study of collective protest. It suggests the extension of future research on these themes in more transnational and macro-theoretical directions.

Abstract:
This is a study of how certain value loaded political terms are used in Zimbabwean Parliamentary debate. Before 1980 it is argued that aspects of lexical choice and an individual's sociopolitical position were extremely closely related, especially in the case of "white Rhodesians". There was also a marked lack of ambiguity in the use of value loaded terms at this time. In contemporary Zimbabwean House of Assembly, however, terms which became popularized when the new government came to power in 1980 are used with considerable ambiguity and contestability in order to further specific strategies. Though correlations between the choice of lexical units and individuals' positions in the social structure have been identified as "sociolinguistic variables" (Downes 1984, 75), it is argued that an analysis of this type of correlation should lead us to an analysis of how these lexical units or "terms" are used by individual speakers in a micro-political process. I hypothesize that the ambiguity and contestability which encompass certain key terms used in the Zimbabwean House contribute to their being used as strategies to achieve individual or party goals. I show that the terms are manipulated by individuals in various contexts, and that the normative connotations of terms, that is what the terms "ought" to mean, is not consistent with the ways in which they are used. This, in turn, has an effect on how people think the terms should be used. This process of language change exposes the interface between language usage and social life. Though not reducible to a single "correct" interpretation, it does provide rich material for the analysis of culture.

Abstract:
It is the contention of this thesis that the activities of, and the influences on, the senior administrators based in the Castle and the Custom House in Dublin during the Great Irish Famine are an essential element to understanding the formulation and execution of Irish Famine relief policy. The principal aim of the study is to articulate the role played by these administrators in the formulation of relief policy. Emphasis is also given to the debates in the Cabinet over Irish relief policy and the influence of the administrators on those debates. The subject of the first chapter is the Science Commission. It examines in turn Peel's motivations for establishing the Science Commission, the chronology of events leading up to its establishment and the activities of the Commissioners both in England and Ireland. The second chapter concerns the Scarcity Commission established by Peel and Graham. It explores the motivations behind the selection of individual Commissioners and the relationships between the Commissioners. It also considers and contrasts the tasks that were officially assigned to the Commissioners and the limited use to which their conclusions were put by the Government. Chapters three and four deal with the Board of Works and in particular its influence on the formulation and administration of relief policy of Richard Griffith, Thomas Larcom, and Harry Jones. The activities of the Commissioners after the reconfiguration of the Board of Works by Act of Parliament in 1846 are examined and the fourth chapter seeks to establish in detail the political context surrounding-the decision to abandon relief by public employment as revealed in the Cabinet discussions at the time. The final chapter examines the actions of Edward Twisleton in Ireland during the Famine and his influence, or lack of it, on the formulation of relief policy. A detailed account is offered of the political context of the Poor Law Extension Act. Twisleton's relationships with both the Treasury and Clarendon, and the motives underlying his resignation in March 1849, are investigated.

This thesis presents a new approach to the long-standing question of how electoral rules influence the behaviour of legislators. It begins with the argument that fresh empirical advances can be made by moving beyond the pervasive but rigid assumption that all legislators want to be re-elected and, by extension, that every incumbent values this goal to the same degree. Rather, I propose that individual Members of Parliament (MPs) vary in the extent to which they personally desire or depend upon re-election. Following the principles of a difference-in-differences design, this observation allows me to devise a theoretical framework capable of testing whether MPs' vote-seeking behaviour differs within parliaments in a way that varies predictably across countries. Specifically, I propose that in electoral systems where party-centric behaviour increases re-election chances, MPs particularly invested in the goal of re-election should cater to the party to an even greater extent than their colleagues. Conversely, in systems where a personal vote can generate electoral gains, MPs most ambitious for re-election should engage in this type of vote-winning strategy to the greatest extent. I test this prediction across the UK House of Commons and the German Bundestag, and within Germany's mixed-member system. Newly-collected biographical data on over 1700 MPs is used to conduct the first systematic MP-level operationalisation of re-election ambition based on legislators' career backgrounds. Career politicians are thereby identified as those most ambitious for re-election. Using voting behaviour from 1.8 million vote choices in legislative roll-calls as a proxy for the degree to which an MP caters to the party or to his or her personal reputation, the quantitative multilevel analysis reveals strong evidence for the proposed behavioural pattern. The contribution made by this study is two-fold. First, it uncovers the interaction between electoral rules and individual re-election ambition as a new explanation for MP-level variation in legislative behaviour. Second, its research design overcomes shortcomings in previous empirical tests for the existing theory on how electoral rules impact MP behaviour (e.g. Carey and Shugart 1995), producing more robust evidence in support of this influential framework.

Government investigations into the motion picture industry are well-documented, as is the widespread blacklisting that was concurrent. Not nearly so well documented are the many investigations of musicians and musical organizations which occurred during this same period. The degree to which various musicians and musical organizations were investigated varied considerably. Some warranted only passing mention, while others were rigorously questioned in formal Congressional hearings. Hanns Eisler was deported as a result of the House Committee on Un-American Activities' (HUAC) investigation into his background and activities in the United States. Leonard Bernstein, Marc Blitzstein, and Aaron Copland are but a few of the prominent composers investigated by the government for their involvement in leftist organizations. The Symphony of the Air was denied visas for a Near East tour after several orchestra members were implicated as Communists. Members of musicians' unions in New York and Los Angeles were called before HUAC hearings because of alleged infiltration by Communists into their ranks. The Metropolitan Music School of New York, led by its president-emeritus, the composer Wallingford Riegger, was the subject of a two day congressional hearing in New York City. There is no way to measure either quantitatively or qualitatively the effect of the period on the music but only the extent to which the activities affected the musicians themselves. The extraordinary paucity of published information about the treatment of the musicians during this period is put into even greater relief when compared to the thorough manner in which the other arts, notably literature and film, have been examined. This work attempts to fill this gap and shed light on a particularly dark chapter in the history of contemporary music.

According to Section 26 (1) of the constitution of Republic of South Africa, everyone has a right to have a satisfactory house to restore and honour the dignity of the South Africans. However South African government implemented several housing programmes to bridge the gap of housing backlog in South Africa. One of the housing programmes that South African government implemented is People Housing Process (PHP). It was approved in 1998 by South African government. South African government shifted focus on the quality of houses and mainly focused on the quantity of houses delivered through the financial year. There have been a lot of quality complaints on PHP. The quality defects are signs of foundation failures, cracks on foundations, water flooding around the houses, water not properly channelling to the drain, cracks on walls, dampness of walls, mould on walls, water seeping through the windows, poorly applied external plaster, incorrect bonding of internal walls to external walls, walls that are not straight walls, sagging ceiling panels, gable not properly filled with mortar, roof structure not properly tied up, sagging roof coverings, roof leaks, sagging roof tiles and ridges, rust on painted iron material, poor quality of blocks used, insufficient cement on mortar mix and peeling off paint. National Home Builders Registration Council (NHBRC) are the custodians of the home building industry. They were excluded from PHP from 1998 till March 2012. NHBRC was approved to inspect PHP house in April 2012. Thus, the aim of the study was to compare the houses that were built before NHBRC involvement in PHP with those that were built after NHBRC involvement in PHP. The sample included 50% of each of the two groups (those in houses built without NHBRC involvement and those built with NHBRC involvement), the research involved at least 50 respondents per group (McMillan, et al 2001:177 – recommends 15 respondents per group). The sample size per group has been put at 50 since the larger the sample the higher the accuracy. The study is classified as quantitative research because it intended to quantify the variation in occurrence, situation, problem or issue; the information was gathered using predominantly quantitative variables and the analysis was geared to ascertain the magnitude of the variation. The findings of the study revealed that the quality of the houses that were built under PHP programme before NHBRC intervention on PHP was not up to standard however the quality on those that were built after NHBRC involvement improved. Therefore it is recommended for Western Cape government to implement the rectification programme which was approved by National Department of Human Settlements in 2009 mainly focusing on houses that have been severely structurally compromised and are regarded as unfit for human habitation as it poses a threat to the health and safety of the occupants (The National Housing Code, 2009: 11-13).

The purpose is to understand university compliance with public policy; the approach used is a case study of one particular university, the College of William and Mary, and its compliance measures with Section 504 of the Rehabilitation Act of 1973. Areas that are reviewed are as follows: (I) Public Policy and Compliance of Colleges; (II) Section 504 of the Rehabilitation Act of 1973; (III) Organizational Behavior: College Response to External Mandates; (IV) Particular Case School: The College of William and Mary, Circa 1693.;This study looks at broad interpretations of federal influences on higher education, particularly in the area of "social justice"; it then proceeds to focus on critical issues of Section 504 and interpretations thereof, compliance measures, and university programs concerning compliance. Finally, a state supported university, considered to be highly selective and prestigious, will be studied to determine response to this once debated mandate. The hypothesis being that the university is reactive rather than proactive in matters of social justice policy; and this tends to be a factor in slow and partial compliance.

An extensive literature examines how distributive (i.e., “pork barrel”) spending is allocated among congressional districts. Much of this research finds evidence that intra-chamber factors like ideology, party, and committee membership are the primary determinants of various forms of distributive spending. However, we know much less about how extra-chamber factors such as district-level demand and the economy impact the distribution of federal outlays. In this study, I find that district-level demand and variation in economic factors, in particular, income and unemployment, significantly predict the distribution of new bureaucratic awards in the 110th Congress. The results support the contention that districts get what they need, and this raises questions about the ability of members of powerful committees to steer awards selectively to their districts. It also provides evidence for the economic “law of increasing state activity,” by which districts with higher income levels receive a larger share of federal assistance.

ENGLISH ABSTRACT: Paarl, in the Western Cape, has been identified as one of the 15 national sites where antiretroviral treatment (ARVs) would be made available to people living with HIV/AIDS. Paarl Hospice initiated a support group for people to deal with this disease in 2003. Since February 2004 Paarl Hospice has been recruiting people from the surrounding informal settlements for ARVs. By means of participant observation I explored how HIV/AIDS-related disclosure experiences unfolded in places, spaces and events associated with the support group in the context of factors enabling and preventing people from accessing Hospice House. I did this by considering the insights drawn from an anthropological approach. I found the meanings of disclosure in the majority of studies to be limited and restricted. Available studies approached disclosure in a top-down fashion by regarding the definition of disclosure as the announcement of HIV-positivity at the time of diagnosis only. These studies have not considered social differences relating to disclosure neither did they focus on the actual process of disclosure. By means of a constructivist approach to grounded theory I seek to broaden the definition of disclosure to account for the range of ways in which disclosure practices take place. I found that disclosure could not be separated from the situational context in which it occurs and that it can only be understood in relation to the circumstances and relationships in which it takes place. In this study, disclosure was an ongoing process, situated somewhere between active, public announcement of an HIV-status and complete secrecy and somewhere between voluntary and involuntary revealing of the disease.
AFRIKAANSE OPSOMMING: Paarl in die Wes-Kaap is geïdentifiseer as een van die 15 nasionale areas waar antiretrovirale medikasie beskikbaar gestel sou word aan mense wat leef met MIV/VIGS. Paarl Hospice het gedurende 2003 ʼn ondersteuningsgroep geїnisieer om aan MIV/VIGS aandag te gee. Sedert Februarie 2004 is Paarl Hospice in die proses om mense te werf uit die omliggende informele behuisingsgebiede vir antiretrovirale behandeling. Met behulp van antropologiese insigte en deelnemende waarneming kon ek nagaan hoe verskillende maniere van MIV/VIGS-verwante bekendmaking ontvou in plekke, ruimtes en gebeurtenisse wat verband hou met die ondersteuningsgroep. MIV/VIGSverwante bekendmaking is ondersoek te midde van inhiberende en fasiliterende faktore wat mense verhoed of aanhelp om Paarl Hospice te besoek. Ek het bevind dat die definisie van bekendmaking in die meeste navorsing gebrekkig is. Beskikbare navorsing het bekendmaking volgens ‘n bo-na-onder-wyse benader as die openbare bekendmaking van ‘n MIV-status na afloop van diagnose alleenlik. Met behulp van ‘n konstruktiewe benadering van die begronde teorie het ek gepoog om die definisie van bekendmaking uit te bou om sodoende die verskeidenheid maniere waarop bekendmaking plaasvind te akkommodeer. This thesis investigates the factors that affect the take-up of statutory digital reporting of statutory accounts and returns to the tax authority (HM Revenue and Customs) and voluntary digital reporting to the company registry (Companies House) by small private companies in the UK. In doing so, it identifies the costs and benefits of this innovation from the perspectives of the filers and those using the digital information. The first stage of the study comprised 16 semi-structured interviews with key stakeholders: HMRC, Companies House, the external iXBRL consultant at HMRC, filing software suppliers, and accountants in business and practice. The interview data was analysed thematically, aided by NVivo. The second stage involved an online survey of 343 ACCA members working in small companies or in practices with small company clients. The survey data were analysed using the partial least squares structural equation modeling (PLS-SEM) method. As hypothesised, the results show a significant positive association between digital reporting and the company having the technological competence and between digital reporting and support for this from top management. As predicted, there is evidence of a significant negative association between digital reporting and the complexity of the process, and between digital reporting and the cost of technology. However, the study finds no evidence of a significant association between digital reporting and compatibility of digital reporting with the company’s accounting system, statutory requirements with government, or network effects. The results provide evidence of a significant positive association between digital reporting and benefits to filers, and between digital reporting and benefits to those using the digital corporate data. The latter association is mediated by the digital search and data services provided by Companies House. To the author’s knowledge, this is the first study to investigate digital reporting to HMRC after it became mandatory for small companies in the UK. The study contributes to the emerging literature by extending our knowledge of the costs and benefits of digital reporting by small companies. It contributes to theory by developing and validating a theoretical model of the factors affecting the take-up of digital reporting and by extending the model to provide further understanding of this technology. The results should be of interest to the directors of small companies and their accountants. They will also be of interest to policy makers seeking to reduce the administrative burdens on smaller entities in the UK and to regulators in other jurisdictions planning for digital reporting initiatives.

Defying widespread predictions, the tricameral Parliament not only continues to function but, after five years, has become an integral part of the political realities in South Africa. This thesis is concerned with an assessment of the dynamics of the new dispensation in general and the role played by the Houses of Representatives and Delegates in particular. It evaluates the implications of the new dispensation for the government, participants in government created, racially segregated bodies and the extra-Parliamentary opposition. In addition, it synthesizes empirical data and theory by applying concepts of ethnicity and by reviewing the tricameral system in the light of the theoretical discussions on consociation and "control". The general elections of September 1989 have been used as a cut-off point for this study because the poll amongst Coloureds and Indians provides an opportunity to observe the effects of the performance of the "other" two Houses. Although it is too early for an exhaustive evaluation of the tricameral system, three preliminary conclusions can be drawn. Firstly, despite its failure to gain legitimacy in wider circles, the new dispensation proved to be a qualified success for the government, particularly in so far as it has managed to involve Coloured and Indian participants in the administration of their "own" affairs. Secondly, after an acquiescent start the two new chambers began to utilize the not inconsiderable potential innate to the Constitution of 1983 but failed to bridge the gulf separating them from the mainstream of black opposition. Thirdly, events in and more significantly outside Parliament, seriously undermined the success of the boycott strategy employed by the extra-Parliamentary opposition. While conducting research into apartheid institutions it has become necessary to use official terminology, for example, whites, Coloureds, Indians, Africans. It goes without saying that this does not imply any measure of acceptance of government policy. The methodology of the study is outlined in a brief appendix.

The present work analyzes Erico Veríssimo as a translator of Point counter point (1928) by Aldous Huxley in Globe Publishing House. His translation, Contraponto (1934), is analyzed in the context of translation and ideology of Vargas Age, a nationalist and authoritarian government. The methodology is developed via cultural transferences, and it intends to comprehend the trajectory of Erico Veríssimo as a translator and remake the translation process of Point counter point. The profile of the translator Veríssimo is initially traced through his first experiences at Globe Magazine, where he published rapid translations, inventing pseudonyms for them. Later on, he published translations of books internationally known and the translation process occurred in an elevated and more elaborated standard. The route and the choice of Contraponto translation initially presented an editorial audacity of Veríssimo, who risked commercially, once the literary work was dense and the author was not known in Brazil. However, it was a decisive point to the translator Veríssimo and to the divulgation of Huxley in Brazil. Contraponto became a best-seller and an editorial milestone. It was published in the Nobel Collection, which brings to the ordinary reader and the intellectuals of that epoch the translation of literary works of international repercussion, raising and enriching culturally its public. The editorial policy of Globe in translating the world classics is linked to the nationalist ideals of Vargas in valuing the role of vernacular language and the education in the search for an identity for the Nation. In a selective textual analysis from the concepts of specific cultural items in translation by Aixelá and the Theory of Polisystems, it is highlighted that translation is marked by conservation strategy (repetition), in a tendency of adequacy. The translation of Veríssimo permits the visualization of marks of foreign culture. Moreover, it does not nationalize cultural specificities, adding new information to the reader. With the concepts of translation and ideology brought by Lefevere, it is understood that rewriting can be inspired by ideological motivations. Therefore, it could be associated that Contraponto approaches ideological questions related to fascism, linking them to Vargas Age, with which had totalitarian similarities.
Este trabalho analisa Erico Veríssimo enquanto tradutor na Editora Globo da obra Point counter point (1928), de Aldous Huxley, intitulada Contraponto (1934), no contexto da tradução e ideologia no Regime Vargas, governo autoritário e nacionalista. A metodologia é desenvolvida via transferências culturais, buscando compreender a trajetória de Erico Veríssimo como tradutor e refazer o processo tradutório da obra de Huxley. O perfil do tradutor Veríssimo é traçado inicialmente através de suas primeiras experiências na Revista do Globo, onde lançava no mercado traduções rápidas, inventando pseudônimos para as mesmas; e, posteriormente, com a publicação de traduções de obras de renome internacional, onde o processo tradutório ocorria num padrão elevado e mais elaborado. O percurso e a escolha da tradução Contraponto representam inicialmente uma ousadia editorial de Veríssimo, arriscando-se comercialmente, uma vez que a obra era densa e o autor desconhecido no Brasil; e, de fato, foi um ponto decisivo para Veríssimo tradutor e para a divulgação de Huxley no Brasil. Contraponto foi sucesso de vendas e um marco editorial, publicado na coleção Nobel, que levava ao leitor médio e aos intelectuais da época as traduções de repercussão internacional, formando e enriquecendo culturalmente seu público. A política editorial da Globo de traduzir os clássicos mundiais coaduna com os ideais nacionalistas de Vargas de valorizar o papel da língua vernácula e da educação na busca da identidade da Nação. Numa análise textual seletiva a partir dos conceitos dos itens culturais específicos em tradução trazidos por Aixelá e da teoria de polissistemas, destacamos que a tradução é marcada pela estratégia de conservação (repetição), numa tendência à adequação. Sua tradução permite a visualização das marcas da cultura estrangeira, não nacionaliza especificidades culturais, acrescentando informações novas ao leitor. Com os conceitos de tradução e ideologia advindos de Lefevere, entendemos que a reescritura pode ser inspirada por motivações ideológicas, logo podemos associar o fato de Contraponto tratar de questões ideológicas ligadas ao fascismo com o Governo Vargas, que possuía semelhanças totalitaristas.

This research project seeks to explore aspects of the post-reporting phase of the public inquiry process. Central to the public inquiry process is the concept of legitimacy and the idea that a public inquiry provides and opportunity to re-legitimate the credibility of failed public institutions. The current literature asserts that public inquiries re-legitimise through the production of authoritative narratives. As such, most of this scholarship has focused on the production of inquiry reports and, more recently, the reports themselves. However, in an era of accountability, and in the aftermath of such a poignant attack upon society, the production of a report may represent an apogee, but by no means an end, of the re-legitimation process. Appropriately, this thesis examines the post-reporting phase of the 9/11 Commission’s public inquiry process. The 9/11 Commission provides a useful research vehicle due to the bounded, and relatively linear, implementation process of the Commission’s recommendations. In little more than four months a majority of the Commission’s recommendations were passed into law. Within this implementation phase the dominant discursive process took place in the United States Congress. It is the legislative reform debates in the House of Representatives and the Senate that is the focus of this research project. The central research question is: what rhetorical legitimation strategies were employed in the legislative reform debates of the post-reporting phase of the 9/11 Commission’s public inquiry process? This study uses a grounded theory approach to the analysis of the legislative transcripts of the Congressional reform debates. This analysis revealed that proponents employed rhetorical strategies to legitimise a legislative ‘Call to Action’ narrative. Also, they employed rhetorical legitimation strategies that emphasised themes of bipartisanship, hard work and expertise in order to strengthen the standing of the legislation. Opponents of the legislation focused rhetorical de-legitimation strategies on the theme of ‘flawed process’. Finally, nearly all legislators, regardless of their view of the legislation, sought to appropriate the authoritative legitimacy of the Commission, by employing rhetorical strategies that presented their interests and motives as in line with the actions and wishes of the Commission.

This master s thesis raises questions about social needs and living conditions of the population that lives in Jasmim Flor residencial complex, first undertaking built in Osasco town SP through the government project Minha Casa Minha Vida - MCMV (My House My Life). The analytical construction is composed of three chapters and includes historical elements of the development of the living Brazilian politics, articulating these processes to the current scenario and its effects in the city dynamics. Recovering the story of Osasco territory s consolidation and its constitution as a town from São Paulo state in order to introduce the urban precariousness problematic that describes the current cycle of capitalist accumulation. It also sends a sign that the actions developed by the town in the area of living and urban politics, mainly among the years 2005 to 2014. The qualitative research shows the living conditions from the families in their originally territory, and the current housing, from significant statements from 50 habitants of the Residential Complex. The results indicate the living needs related to the access of a quality and suitable housing for the families; to the set of public services and trading surrounding the housing. To the work, wage and education, in order to support their new life condition, living cost and their needs in their interaction area, that demands in their everyday life, the construction of a new sociability, new relationships, as a consequence of an address change and territory. The path carved by the research has as its context the creation of MCMV and a critique of their formulations, their proposals and results in nationwide, for this reason the stories engender not only specific analyses of the situation studied, but they perform productive dialogues with significance and the effects that the program has been bringing to the urban process in progress in the country
Esta dissertação problematiza as necessidades sociais e condições de vida da população que habita o Conjunto Residencial Flor de Jasmim, primeiro empreendimento construído no Município de Osasco/SP por meio do Programa Minha Casa Minha Vida (PMCMV). A construção analítica é composta por três capítulos e contempla os elementos históricos do desenvolvimento da política habitacional no Brasil, articulando tais processos ao cenário mais recente e seus impactos nas dinâmicas das cidades. Recupera a trajetória de consolidação dos territórios de Osasco e sua constituição como município do estado de São Paulo, a fim de introduzir a problemática da precariedade urbana que caracteriza o ciclo atual de acumulação capitalista. Sinaliza as ações desenvolvidas pelo município no campo da política habitacional e urbana, particularmente as realizadas entre os anos de 2005 a 2014. A pesquisa qualitativa apresenta as condições de moradia das famílias em seus territórios de origem, e na moradia atual, a partir dos depoimentos mais significativos de 50 moradores do Conjunto Residencial. Os resultados apontam as necessidades de moradia relativas ao acesso a uma habitação de qualidade e adequada às famílias; ao conjunto dos serviços públicos e comércios no entorno da habitação; ao trabalho, à renda e educação, para que sustentem sua nova condição de moradia, os custos de vida e as necessidades do campo do convívio, que demandam no cotidiano, a construção de uma nova sociabilidade, novas relações, como consequência da mudança de moradia e território. O caminho percorrido pela pesquisa tem como contexto a criação do PMCMV e uma crítica à sua formulação, às propostas e aos resultados em âmbito nacional, por isso as narrativas engendram não somente análises específicas da realidade estudada, mas realizam profícuos diálogos com o significado e os impactos que o programa vem causando aos processos de urbanização em curso no País

Abstract:
This thesis concentrates upon a new field of research in South African accounting scholarship – this being, in general terms, accounting history and more specifically an analysis of the origins of the Public Accountants’ and Auditors’ Board as watch-dog in relation to: ● the South African economy in the period 1913–1940; and ● the changing political framework (also in the period 1913–1940). The integration of economy, politics and personal ambition on the part of early 20th Century accounting societies, led to a variety of responses, counter proposals, stalemates and unfocused activity which caused the process of accountants’ registration to extend over 38 years in South Africa. This confusion was in strong contrast to the process of speedy registration of accountants in New Zealand and Australia. The final unification of South African accounting societies in 1951 created the Public Accountants’ and Auditors’ Board. Its creation, at long last, suggested an overarching control and regulation which was mirrored in the final political unification and economic stability of a South Africa dominated by Afrikaner Nationalists. One further element was interwoven into the fabric of the thesis – this being the application of institutional economic theory and its impact upon the accounting concepts of “material irregularity” and “reportable irregularity”.

Cette thèse de doctorat étudie la séparation des époux princiers sous ses différentes formes, ainsi que les pratiques mises en oeuvre par les conjoints de la haute noblesse en de telles occasions. L’expression séparation conjugale permet de désigner des cas de figure divers : suspensions plus ou moins durables de la cohabitation entre mari et femme, ou désunions définitives, ces situations étant judiciairement sanctionnées ou non. La recherche s’appuie sur l’observatoire privilégié que constituent les couples mariés de la deuxième Maison d’Orléans aux XIVe-XVe siècles, car les vies maritales de ces ducs et duchesses permettent d’envisager un échantillon très diversifié de situations. Cette analyse permet de montrer que mariage et vie de couple renvoient à des réalités complexes, bien plus diverses que ce que suggèrent les prescriptions de l’Église et des laïcs sur le lien matrimonial et la vie conjugale. L’objectif de ce travail est également d’améliorer notre compréhension de la structure mari-femme et du fonctionnement des couples dans l’aristocratie princière. L’étude éclaire par conséquent les solidarités à l’œuvre entre les époux, lorsque ceux-ci se retrouvent séparés sans que cette situation ait été provoquée par leur volonté de ne plus se côtoyer. Elle montre que le couple se définit avant tout par des liens économiques entre mari et femme. This PhD thesis deals with the topic of marital separation in its various forms; it aims at analyzing the behaviors which are implemented by spouses of higher nobility on such occasions. The phrase marital separation may be used to designate a wide range of configurations: for example, when husband and wife, though still married, are not living together, or when a marriage comes to an end, all these situations being reached through a legal process or not. This research is especially based on a thorough analysis examining the couples of the Second House of Orleans in the 14th and 15th centuries, as the marital lives of these Dukes and Duchesses provide a large sample of possible cases of separation. The research shows that the realities associated with marriage and married life are much more complex than what ecclesiastical and secular rules suggest on these matters. Another purpose of this thesis is to improve our understanding of the conjugal structure in princely aristocracy and of how married couples work. Therefore, the study sheds light on the solidarities shared by spouses when their separation does not derive from their own will to part. It shows that married couples are primarily defined by economic bonds between husband and wife. This work also highlights the possible autonomy enjoyed by spouses, in society and towards each other, in the cases where at least one of them intends to adjourn cohabitation or wants to put an end to their marriage

How can local governments in the absence of national regulations or incentive schemesmotivate private owners of post-war mass-housing for investments into ambitious retrofittingfor energy efficiency? The million-program houses’ lifecycle currently makes renovationsnecessary and this would be an excellent opportunity to realize an upgrading of their energyefficiencystatus. Private owners do however show no inclination to do so. An intertwinedarray of barriers towards energy-efficient renovation is explored in this study, while it seeks tofind out which new drivers are needed to overcome these barriers and create an intrinsicmotivation for the owners to undertake the anticipated investments. In an exploratory casestudy, these points are investigated in the context of the exemplifying case of the Bygga omDialogen project in Malmö, Sweden.Bygga om Dialogen, is reframing the situation of investments into energy-efficiency in abroader socio-economic context and thrives to create new drivers pushing the owners toundertake the investments via the tools of strategic niche management and reflexivegovernance. This study explores how a strategic niche management and reflexive governancecan be used to motivate a variety of stakeholders to scrutinize and reconsider theirassumptions of the renovation-business-case and how this can stimulate the owners to activelycontribute to the establishment of a new, innovative, cross-sectoral approach seeking torealize energy-efficient investments in the context of holistic sustainable development in theneighborhood of Lindängen. Additionally it is explored how strategic niche management canbe used to deal with the contextual, strategic and institutional uncertainties that the establishednetwork is facing. Ideally the vision of mutually realizing energy-efficient renovations as partof an inclusive socio-economic upgrading of the neighborhood, could act as a building blockand exemplifying case for similar neighborhoods nationwide- or even all over Europe.

The aim of thesis "Appreciation in municipal property over time" is the selection of the most suitable variant of financing the investment project. The project solves the reconstruction of the existing unused House of Services at the Community House of Seniors. The theoretical part of the thesis deals with the functioning of public administration and territorial self-government, public and mixed goods. Municipal budget and revenues of territorial budgets. Furthermore, project funding, grant titles and project preparation and implementation are mentioned. The practical part deals with ways of financing an investment project using bank products, where the use of state subsidy is also used. The calculations take into account income from regulated and market rents. Variants are compared to find the most appropriate funding option for this project.

This thesis discusses the issues that are prioritized in policy documents, and the concerns which appear in newspaper stories, concerning housing issues in Calgary, Alberta. It holds that certain, ‘voices’ are accounted for and accommodated over other, more vulnerable, ‘voices’ in the policy arena. The ways in which these voices are constructed, and how particular agents, subjects, objects, and ‘truths’ are formed, all result from particular uses of language. The thesis maintains that those who have the most to gain from supportive housing policies are often excluded from the process of developing, or commenting on, policy altogether. It also suggests that their discursive construction as objects of policy, as moral examples, or as constituent elements of an “issue,” has implications both for actions undertaken in relation to them by governments and other agencies, and for their own ability to act effectively to articulate and to address their own concerns.

Com a introdução das tecnologias da informação e comunicação (TICs) em governos, em especial a internet, tornou-se possível ampliar não só a capacidade e níveis de qualidade dos serviços prestados, mas também o enfoque na transparência, provocando diversas mudanças no âmbito do controle social e participação cidadã. Esta nova perspectiva de uso das TICs em governos para fins de ampliação de canais de participação é conhecida como governança eletrônica (e-governança). O objetivo desta dissertação é identificar quais os impactos da participação cidadã nas consultas públicas para a produção de leis e os limites e os desafios das consultas públicas online do Poder Legislativo federal. Os instrumentos de coleta de dados foram a visita estruturada ao website da consulta pública online, o e-Democracia, e entrevistas semiestruturadas dos gestores responsáveis pela consulta pública, bem como deputados envolvidos na elaboração da Lei das Lan Houses e seus apensados. Também foram entrevistados participantes da consulta pública e a associação de lan houses do Brasil. Em segundo lugar, foi realizada uma análise documental das contribuições para verificar quais as principais mudanças do pré-projeto em relação ao projeto final afim de mensurar o impacto da participação cidadã através da contagem das 10 palavras mais utilizadas em cada área documental; Proposições Legislativas dos Deputados, Contribuições Cidadãs pelo e-Democracia e Projeto Final enviado ao Senado Federal. Foi constatado neste estudo que as consultas públicas online podem ser consideradas um ambiente em que a e-participation se realiza, contudo, ainda existem limites e desafios para que esta participação ocorra devido a problemas gerenciais destas ferramentas de participação cidadã online e de outros problemas externos os quais literatura específica aborda e são retratadas na revisão de literatura e ressaltados nas considerações finais deste trabalho. As conclusões indicam que há evidências de que a participação cidadã tem impactos na produção colaborativa de legislações no governo federal, contudo, elas estão condicionadas a uma série de processos e condutas das áreas política, cultural, de recursos e de tecnologia.
With the introduction of information and communication technologies (ICTs) in government, in particular the Internet, it became possible not only to expand the capacity and quality levels of services, but also focus on transparency, leading to several changes within the social control and citizen participation. This new perspective on ICT use in governments for the purpose of expanding participation channels is known as electronic governance (e-governance). The objective of this dissertation is to identify the impacts of citizen participation in public online consultations for the production of laws and limits and challenges of public online consultations of federal legislative power. The instruments of data collection were the structured visit website of the online public consultation, the e-Democracy, and semi-structured interviews of managers responsible for public consultation, as well as representatives involved in drafting the Law on Lan Houses and joined her. Also interviewed were participants of the public consultation and the association of Internet cafes in Brazil. Secondly, there will be a documentary analysis of contributions to see what the main changes from the pre-project in relation to the final design in order to measure the impact of citizen participation by counting the 10 most frequently used words in each document area; Legislative Proposals Members, Citizens Contributions on e-Democracy and Final Project sent to Federal Senate. It is believed that public consultations are an online environment that can be performed e-participation, however, there are still limits and challenges to which this participation occurs due to management problems of these tools for citizen participation online and other external problems which addresses the specific literature and are portrayed in the literature review. The findings indicate that there is evidence that citizen participation has impacts on collaborative production of laws in the federal government, however, it is believed that they are conditioned to a number of dimensions as politics, culture, resources and technology.

This study examines the implementation of the procurement policy with reference to the reconstruction and development housing programme (RDP) in Limpopo Province. The research objective of this study is to assess the institutional capacity of the Department of Local Government and Housing (DLGH) in Limpopo Province in implementing the procurement policy in relation to the reconstruction and development housing programme. Further, the monitoring and evaluation mechanisms determined by the Department of Local Government and Housing to oversee the implementation of the procurement policy with reference to the RDP houses. In realising the research objectives of this study, the qualitative research methodology was adopted as the study seeks to understand the situation in its naturalistic form. Therefore, pre-determined interview questions were used to interview those who interact directly or indirectly with the implementation of the procurement policy with reference to the RDP houses. The purpose was to solicit relevant information and subjective experience from the agents of procurement policy implementation as well as the beneficiaries of the RDP houses. Not forgetting that qualitative research, studies phenomenon in its natural occurrence and it avoids simplifying, rather, it observes a subject on its multifaceted form. The data collected through interviews was useful in providing relevant policy information of which was unknown and instrumental for this study’s investigation. The study of Public Administration is regarded as the management of public programmes and as such that is possible through public policy, organising, finance, human resource, work standard and procedure, and control measures. It is therefore, indispensable for the Department of Local Government and Housing in Limpopo Province to embody these functions of public management. Thus this study focused on the institutional capacity in terms of procurement policy implementation, focusing on whether the Department of Local Government and Housing has sufficient resources such as human capital, equipments and material in implementing the procurement policy. An empirical study was conducted to collect insights and subjective experiences from those who constantly interact with the implementation of the procurement policy concerning the effectiveness and success of the procurement policy with reference to the RDP houses. The interview questions were directed to prospective members of the DLGH those responsible for procuring, implementing and those affected (beneficiaries). From the findings, the study proved that the Department of Local Government and Housing in Limpopo is confronted with many challenges as far as the implementation of the procurement policy with reference to the RDP houses is concerned. The study has suggested recommendations for the improvement of the institutional capacity of the Department of Local Government and Housing in implementing the procurement policy with reference to the RDP houses. Both the political horse-trading in 1933 and the bloc agreement in 1992 where solutions to help the nation out of severe economic crises, reduce unemployment and avoid extra election.  The high unemployment in the 1990s affected a generation who now had something in common with their grandparents who lived through the 1930s.  This essay describes the selected newspapers reporting on both the political horse-trading in 1933 and the bloc agreement in 1992 in Kalmar. The research seeks to evaluate the housing service rendering in the Intsika Yethu Local Municipality with special reference to the Joe Slovo informal settlement at Chris Hani District Municipality. The introduction provides the general overview of the study and provides a background to the intention of the research to evaluate the housing services provision in the municipality. The problem statements briefly describe the problem identified in the study and the objectives of the study are set. The theoretical framework is provided and the theories used to evaluate the housing service are discussed which are institutional theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the nature and place of public administration was discussed. The policy process and the nature and place of policy making as well as steps in policymaking were discussed. The nature and place of policy implementation which includes all the functions was discussed in the study. The policy analysis and evaluation as the final step in the policy process including the stages in policy analysis and evaluation i.e. input phase; processing and conversion phase; output phase, impact/effect phase were discussed The legislative framework for rendering of housing services in South Africa was discussed as it influence and affects the housing service rendering in Intsika Yethu Local Municipality. The role of municipal authorities in the rendering of housing services was discussed. The permission to conduct research was received from Intsika Yethu local municipality on the 13 October 2009 from the Municipal Manager. The research design was explained together with research approaches and strategy as qualitative and quantitative. The research methodology with a clear population and sampling for the study as well as the data collection instruments and procedures as questionnaires; literature study and interviews were explained. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Intsika Yethu Local Municipality to improve the housing service provisioning and ultimately to provide better service delivery.

Empirical studies on the determinants of private investments in development countries, including several studies in Brazil, have shown that there is a negative impact of high inflation on private investments. However, the recent Brazilian experience shows clearly that stabilization by itself is not sufficient to generate higher investments ratios. The main goal of this thesis is to find empirical evidence that explains why private investment and the investment ratio did not recover after the Real-plan, even though inflation was under control in the 1995-2004 period. In order to achieve this goal econometric estimations were done for long-term private investiments and also of the crowding-out effect of public investments in other areas than infrastructure on private investments. In order to find empirical evidence of the negative impact of both increased government revenues as well as the increase of relative prices of capital goods on private investments since 1995 a model using quarterly data for 1995-2004 was estimated. A more datailed analysis of the Brazilian tax burden and its composition has shown that the tax burden is, not only ever high but also not optimally allocated. Tax revenue comes mainly from taxing production (goods and services) and less from taxing income and property. Moreover, although tax revenue has increased over the last ten years, government spending has become more inefficient, largely in the form of low or non-productive spending while productive government expediture, including government spending on infrastructure, has fallen.
Estudos empíricos sobre os determinantes de investimentos privados em países em desenvolvimento, incluindo vários estudos para o Brasil, mostraram o impacto negativo de elevadas taxas de inflação sobre os investimentos privados. No entanto, a experiência brasileira recente mostra claramente que a estabilização por si só não é capaz de fazer com que as taxas de investimento se recuperem. Este trabalho objetiva a busca de respostas em evidências empíricas sobre quais teriam sido os principais fatores responsáveis pela não recuperação dos investimentos no Brasil pós-plano Real, apesar do controle inflacionário, no período 1995-2004. Para isso, foi estimado um modelo de investimento privado em nível de longo prazo (1970-2003) com dados anuais. Estas estimações mostram evidência empírica de crowding-in dos investimentos públicos em infra-estrutura sobre os investimentos privados e do efeito de crowding-out dos demais investimentos públicos (que não são em infra-estrutura) sobre os investimentos privados. Para obter evidências empíricas do impacto negativo da carga tributária e dos preços relativos dos bens de capital sobre as taxas de investimento foi estimado um modelo trimestral com dados de 1995-2004. Uma análise mais detalhada sobre a carga tributária brasileira e sua composição mostrou ainda que, além de sua magnitude elevada, a carga tributária brasileira tem uma alocação desfavorável ao investimento privado, pois seu peso é muito maior sobre o setor produtivo do que sobre renda e patrimônio. Além disso, a despeito da arrecadação crescente nos últimos 10 anos, os gastos do governo têm se concentrado em gastos pouco ou não produtivos e tem diminuído a participação relativa dos investimentos públicos em infra-estrutura, que são gastos produtivos e estimuladores de investimentos privados (efeito de crowding-in).
