Abstract:
Architecture, which is associated with the practice of producing space, has always rendered the powers and ideologies visible. This study investigates the government houses in the 19th century Ottoman State with regard to the notions of power and ideology and focuses on the Government House of Safranbolu. It is known that, in the specified period, government houses were important ideological interventions to urban space. This study aims to address the ideological context of the Safranbolu Government House, which is positioned with the ideal of the state. Based on this, first, the urban history of Safranbolu was examined. The importance of Safranbolu Government House in the history of the city, its relationship with the city, its ideological message to the city-dwellers and its architectural style were analyzed through a method based on archival research. All government houses of the period are the artifacts of urban-spatial structures and their architectural style as well as a shared ideology. Safranbolu Government House, which is one of the structures symbolizing the Ottoman State, was also built with a similar ideological consideration. Thus, the readability of the dominant ideology through the production style of Safranbolu Government House, one of the final period architectural artifacts of the Ottoman State, was verified.

It was a home, and office and a venue for public and private entertaining, but also a symbol of British authority, with all that that meant to different people, both then and now. A place of intimacy and officaldom, birth and death, celebration, confrontation and reconciliation, the first Government House was the scene of significant moments in the young colony's history.

Abstract:
In 1991, the Australian Government released the Royal Commission into Aboriginal Deaths in Custody Report. Of the 339 recommendations, Recommendation 62 identified that there was an alarming over-representation of Indigenous youth in contact with the criminal justice system. The report called for immediate action by governments to develop strategies that would urgently reduce retention rates of Indigenous youth within the prison system. Analysis of the literature indicates that almost three decades after the release of this report, the high numbers of Indigenous youth who are incarcerated, or who have come into contact with the juvenile justice system remains the same. Although there is a good deal of literature investigating the criminological characteristics of this phenomena; there is a substantial gap in the literature surrounding the educational exclusion of young Indigenous males from the formal education system. This paper focusses specifically on the literature surrounding student exclusion from state schools and how this may provide some insight into the subsequent over-representation of young Indigenous males within the Queensland juvenile justice system.

Abstract:
Shelter is the third basic need of human beings after food and clothing. Everyone has a desire to own a house. Pakistan is a developing country and due to limited resources, is unable to fulfill the complete demand of shelter of the population. In the four provinces, different housing schemes are offered by the government but due to the scarcity of resources, they are not enough to satisfy people. Governments should introduce new housing schemes in each of the four provinces, other than the existing ones. Private sector should also help the government in this regard by constructing employee’s colonies and deduct the nominal amount from their salaries, so that by the time of their retirement they become the owners of their houses. Descriptive statistics technique is used to analyze the housing schemes with the comparison of population accordingly in each province. Pakistan is an Islamic country and due to religious issues people are not in favor of availing financing facilities provided by conventional banks and HBFC. But after the establishment of Islamic banks up to some extent this issue has been slightly resolved. Islamic banks should introduce house financing facility to women on easy terms and then up to some extent, help the government to solve the problem of providing shelter to the population. Banking sectors should easy the procedure of house financing to increase the number of borrowers.

Abstract:
This thesis considers the human spatial occupational behaviour generically called 'settlement'. Within this process a diagnostic index of settlement is created to assist in analysing, defining, and exploring the parameters of 'Settlement Theory'. There is particular reference to Edward Gibbon Wakefield's Theory of Systematic Colonisation in South Australia, as it is one of the few Settlement Theories actually put into practice. Two case studies are examined to develop a transitional argument that connects theory to material outcome. Firstly, considering the macro implications of theory and material culture by comparing the implementation of Wakefield's theory (The South Australian Experiment) and the site, design, and Government Domain of the Capital (Adelaide). Secondly, by considering the micro effect of the theory on material culture in the form of the Governor's residence between 1836 and 1856, including search for the first Government House (Government Hut), to test the connection at this level.

Abstract:
The theoretical debate over the ability of parties and leaders in the House of Representatives to influence legislative decision-making is at the center of much of the literature on Congress. On the one hand, the Procedural Cartel perspective argues that while the tools used by the majority party leadership to assure the triumph of its preferences may vary depending on the institutional context, the basic ability of the leadership to impact legislative outcomes remains consistent. In contrast, Conditional Party Government (CPG) theory posits that any power the majority party and its leadership possesses over legislative decision-making is directly conditioned upon the amount of agreement within the majority party caucus as to collective goals, as well as the amount of ideological polarization that exists between the majority and minority parties. This thesis provides an original test of these two theoretical perspectives by evaluating their comparative ability to account for the proposal and passage of limitation riders on the House floor during the annual appropriations process since the 1980s. Limitation riders provide a good vehicle to test theories of congressional voting as they often have important policy implications in areas of significant controversy. In addition, the extent to which the individual members or legislative parties are able to successfully utilize limitation riders as a means of making substantive policy is indicative of larger patterns of committee or party domination of the floor process. After reviewing the relevant literature on congressional decision-making, this analysis proceeds to outline the theoretical predictions that the Procedural Cartel and CPG perspectives make regarding limitation riders. An original dataset comprised of over 800 limitation riders from the 97th through the 110th Congresses is analyzed both with respect to overall proposal and passage rates as well their party of origin. This study finds that while the CPG perspective is best able to account for what occurs during periods of low polarization and cohesion, Procedural Cartel provides the most accurate prediction of what occurs when polarization and cohesion are high. These findings suggest that, although these theories both have some ability to account for congressional decision-making on the House floor, both of these frameworks need to be revisited so that they can accurately account for what occurs during floor phase of the legislative process.

The 1945-50 Labour Government introduced one of the most extensive legislative programmes of the twentieth century, including a number of measures to take a wide range of industries into public ownership, which werc publicly opposed by the Conservatives. The Conservatives still had a permanent and insurmountable majority in the largely unreformed House of Lords, yet unlike the period of 1906-14 when they had last faced a large majority in the Commons of another political colour, they did not undertake a campaign of obstruction. The Lords challenged the final decision of the Commons only once, by insisting that the enactment of the controversial Iron and Steel Nationalisation Bill be delayed until after the 1950 general election. The period following the Second World War has been described as witnessing a political consensus between the parties, which was forged by their co-operation in the Wartime Coalition and although the policy of nationalisation has been seen as' a dividing line between Labour and the Conservatives, it has been argued that little real difference existed in principle even with regard to state ownership. This thesis will consider whether the Lords' cooperation was the result of little real conflict between the parties or whether the timidity of the peers might be better explained by the weak constitutional position they occupied. It will also assess the extent to which the Lords had become a revising chamber and the extent to which its members were still prepared to a party-political role. In doing so, it will consider the dramatic shift in the British political landscape that occurred in 1947 and suggest that the Lords' apparent constitutionalism should be understood within the context of a wider Conservative effort to regain the centre.

Abstract:
This thesis represents an attempt to question the stress traditionally placed by accounts of the last Parliaments of Elizabeth I and the first of James I on political and constitutional change after 1603 and their association of that change with the emergence of an increasingly coherent and purposeful opposition in the House of Commons. It is divided into three sections. The first examines the evidence of continuity in Parliamentary affairs provided by the procedures of the Lower House, its personnel and their aspirations. As such, it emphasises the importance for MPs of their duty to represent (and be responsible to) the communities to which they belonged. The second section seeks to re-examine the Elizabethan 'norm' against which subsequent changes have been measured, suggesting that in 1597 and 1601 government leadership was neither as strong, nor opposition as inchoate, as has been implied and pointing to MPs' perception of their duties as representatives as instrumental in moderating the one and motivating the other. The third section, examines the evidence for explaining the conduct of business in James' first Parliament in terms of adversary politics and suggests that the evidence of conflict that emerges is less convincing than has often been suggested. In particular, it argues that most MPs were reluctant to follow the leadership of either official opinion or its critics and that the problems that did emerge had their origins less in any 'winning of the initiative' by an emergent opposition than in attempts on the part of Robert Cecil, and (to a lesser extent) James himself, to secure the commitment of MPs and thereby their constituents, to executive policies of which they were extremely suspicious; a course of action which encouraged inert resistance rather than overt opposition and generated politics that were more reactionary than revolutionary.

The last two decades have seen an evolution of Information and Communication Technology (ICT) capabilities in the public sector which facilitates the adoption of several IT innovations. Electronic government is one of these strategic innovations that many government agencies have considered adopting to deliver government information and services and support the modernisation of government’s administrative tasks. This research investigates an e-government adoption process as represented by the Extensible Business Reporting Language (XBRL) adoption process. XBRL constitutes one of the key components of the electronic regulatory reporting process in HM Revenue and Customs (HMRC) and Companies House (CH). A comprehensive conceptual framework is developed to examine XBRL adoption process and the influential technological, organisational, environmental factors and e-government challenges that affect this process. The contribution of this comprehensive framework is that it develops various relationships among these factors, challenges and stages of the adoption process which have not been identified in the IT adoption or e-government literature. The framework for e-government adoption in the public sector is useful in multiple ways. The major benefit is to contribute to understanding the adoption process, identify the technological infrastructure, and emphasise the importance of the organisational readiness and impact of the environment on the adoption process. The framework can also help government decision makers to visualise a suitable strategic action plan for the future of electronic government by identifying the key issues and potential challenges associated with adopting e-government projects.

The purposes of this research are to examine the impact of traffic noise on the sale and rent prices of the housing real estate in the Sulaimaniyah city center. Besides, highlight the concept of traffic noise pollution in general and in particular in the Sulaimaniyah city center. Thus, people have the right to choose the nature of the acoustic environment, as others should not impose it, the problem of traffic noise considered as one of the main problems that have imposed on the people in Sulaimaniyah city center. Which began to take severe economic and social dimensions, affects the decision-making process in the real estate market. Moreover, consequently, this research analyzes the impact of traffic noise pollution in the sale and rent prices of residential property in Sulaimaniyah city center, the results of the research have confirmed a clear and negative impact the traffic noise on residential real estate prices in Sulaimaniyah city center. Finally, the research indorsed range of important recommendations, such as necessity control the noise pollution at the level of governments and companies, either at the companies’ level by choosing vehicles that release less sound and the use of sound control devices of high efficiency. Either at the government level to determine the volume level or prevent annoying noises (painful), through legislation and laws of environmental protection and impose fees and raise awareness.

Abstract:
A combination of high energy costs, uniform solar resource, and an active solar industry combine to make Hawaii a good location for cost effective applications of solar water heating. The non-freezing climate allows for simple solar water heating system designs. In the mild climate of Hawaii, solar water heating can displace a large fraction of a home’s electricity use since heating and cooling loads are small. In 1998, sixty-two solar water heaters were installed at Kiai Kai Hale US Coast Guard Housing Area in Honolulu, HI as a pilot project under a grant from the US DOE Federal Energy Management Program (FEMP). The systems are active, open loop systems with a single tank (electric water heater with the bottom element disabled). An assessment of these pilot units will help inform a Coast Guard decision regarding implementing solar water heating on the remaining 256 units in the housing area, and may be useful information for other government and utility programs. On 25 houses with solar water heating and 25 identical houses without solar, instruments were installed to measure on/off cycles of the electric water heaters and the tank outlet temperature. This paper describes the results the monitoring for a six week period From June 11 to July 25, 2002, with a statistical extrapolation to estimate annual savings. Demand savings are estimated at 1.62 kW/house, energy savings at 3,008 kWh/house/year, and annual cost savings per house is estimated at $380/year due to solar. For a system cost of $3,200 ($4,000 minus a $800 utility rebate) and a 25 year present worth factor of 17.1, the savings to investment ratio (SIR) is 2.03, so this solar water heating application is cost effective according to Federal regulation 10CFR436 (which requires SIR>1.0). The annual solar fraction is estimated at 74% and annual solar water heating system efficiency is estimated at 24%. This paper describes the statistical design of the survey; the measured load profiles; the energy, demand, and cost savings; and the observed condition of the systems. The paper includes a discussion of application of the International Performance Measurement and Verification Protocol (IPMVP) applied to renewable energy systems.

Abstract:
Air in Polish cities belongs to the most polluted in Europe due to numerous causes e.g. high volume of road traffic, inefficient road infrastructure, the utilisation of environment unfriendly vehicle propulsion. However, the culmination of poor air problem noticeably occurs in winter as a result of the need for supplying buildings with a great amount of heat energy to defy influence of severe climate conditions. One of the most important causes for such situation deals with the application of solid fuel-based heat sources for heating buildings. The widespread burning of cheap coal in outdated home stoves results in producing smoke rife that includes carcinogens like dioxins and benzo(a)pyrene, as well as the small sooty particles that are strongly linked to heart disease, respiratory diseases and other sickness. Economical and social reasons make the application of such energy sources popular among single family house owners. Popularity of single family houses in Polish cities thus makes air pollution problem even more serious. Therefore, the effectiveness of selected solutions which would hopefully help to limit low pollution emission are discussed in the paper. They correspond well to current Polish government air improvement initiatives towards the improvement of air quality in Polish cities.

Extreme rainfall events are expected to become more frequent and more intense in the future. Because their mitigation is a challenge and their cost to human life is large, this paper studies the impact of preemptive investment against natural disasters on the future occurrence of landslides and the losses associated with it. Based on a panel of 746 Colombian municipalities with medium and high risk of landslides and an instrumental variable approach, we find that preemptive public investment can reduce the number of landslides, the number of people who die, are injured, or disappear after a landslide, as well as the number of people affected. However, we do not find any effect on the number of houses destroyed. The results reveal that local governments focus their preventive measures on saving the lives and the physical integrity of their citizens, but they pay less attention to the direct market losses of natural disasters. These results are relevant in the presence of imperfect private insurance markets and increased informal settlements.

Available data provide a picture for the macro-economy of Colombia, agriculture, and infrastructure. Recent data on trends on public procurement were difficult to find within the scope of this rapid review. In 2020, macro-level employment figures show a large drop between February and April when COVID-19 lockdown measures were first introduced, followed by a gradual upward trend. In December 2020, the employment rate was 4.09 percentage points lower than the employment rate in December 2019. Macro-level figures from the National Administrative Department of Statistics (DANE) show that a higher percentage of men experienced job losses than women in November 2020. However, the evidence presented by the Universidad Nacional de Colombia based on the DANE great integrated house survey shows that a higher proportion of all jobs lost were lost by women in the second quarter. It may be that the imbalance shifted over time, but it is not possible to directly compare the data. Evidence suggests that women were disproportionately more burdened by home activities due to the closure of schools and childcare. There is also a suggestion that women who have lost out where jobs able to function during lockdowns with technology are more likely to be held by men. Literature also shows that women have lower levels of technology literacy. There is a lack of reliable data for understanding the economic impacts of COVID-19 for people living with disabilities. A report on the COVID-19 response and disability for the Latin America region recommends improving collaboration between policymakers and non-governmental organisations. Younger people experienced greater job losses. Data for November 2020 show 3.3 percent of the population aged under 25 lost their job compared to 1.8 percent of those employed between 24 and 54. Agriculture, livestock, and fishing increased by 2.8% in 2020 compared to 2019. And the sector as a whole grew 3.4% between the third and fourth quarters of 2020. In terms of sector differences, construction was harder hit by the initial mobility restrictions than agriculture. Construction contracted by 30.5% in the second quarter of 2020. It is making a relatively healthy recovery with reports that 84% of projects being reactivated following return to work. The President of the Colombian Chamber of Construction predicting an 8.4% growth in the construction of housing and other buildings in 2021.
