Abstract:
This research outlines the fluctuation in confirmed active cases of coronavirus disease 2019 (COVID-19), as related to the changes in the Victoria state government’s rules and restrictions. Further, this study examines the impact of government restrictions on the performance of construction in Victoria, Australia. The data analyses in this paper identify the specific effects on industrial production, during the different lockdown stages, in three local construction companies. Companies were selected from different points along the supply chain. Company A is a supplier involved in the manufacturing of structural steel. Company B conducts logistics and procurement. Company C is a construction engineering business specializing in foundations. After reviewing relevant case studies and theories, data analyses were developed in collaboration with these companies. The results revealed that the impact of restrictions on the workers on individual construction projects was not significant. Stage 4 restrictions (Victoria’s highest lockdown level) significantly impacted overall income by limiting construction to only servicing essential infrastructure or essential businesses. The novel contribution of this study is the data analysis outcome for Victoria, where a high level of restrictions were experienced, such as curfew and enforced isolation at home, relative to other countries. In 2021 and 2022 (omicron variant dominated), Victoria was again at the brink of an infection wave, which showed a similar pattern to July 2020, and endured the world’s longest COVID-19 lockdown. The research findings contribute to the body of knowledge by providing empirical data analysis of each company, representing the economic impact of ordinary small and medium enterprises (SMEs) in construction.

Abstract Ho A Mei, one of the earliest young Chinese to receive a thorough English education in the colony of Hong Kong, spent ten difficult years from 1858 to 1868, striving to make a fortune in the gold rush Australian colony of Victoria. Here he learnt much about modern business practices and ventures and also protested against the racial hostility that the Chinese encountered. Eventually after his retreat back to Hong Kong and Guangdong Province, he was successful partly because of his experiences in the advanced capitalist economy of colonial Victoria. This led him to move beyond the mercantile enterprises and property buying, which were key activities of many Hong Kong Chinese businessmen, into the areas of modern financial and telegraph services and mining ventures. He also spoke out frequently in a provocative manner against the colonial government over injustices and discrimination that limited the rights and freedom of the Chinese in Hong Kong. During the 1880s and 1890s, he was a recognized Chinese community leader, one whose assertiveness on behalf of Chinese interests was not always appreciated by the Hong Kong authorities.

This research aims to investigate the determinants of business performance in Vietnam small and medium sized firms. The study employs a sample of 100 construction-listed enterprises in the Vietnam Stock Market. The author collects data on time series of October 2020 based on the financial statement and annual reports of the Vietnam construction listed companies. The survey data are collected by email and internet sources. This study also identifies the factors that affect the business performance enterprises in Vietnam. The author processed data via STATA 14.0 and SPSS 20.0 software. The research results indicate that (1) government support policies, (2) education level of enterprises owner, (3) enterprises scale, (4) society relationships of enterprises and (5) revenue growth rate affect the business performance of construction- listed enterprises in Vietnam. In addition, the government support policies, education level of enterprises owner, enterprises scale, society relationships of enterprises and revenue growth rate have positive impact on business performance of the Vietnam Construction Listed Companies. In which, education level of enterprises owner and government support policies have mostly positive impacts on business performance. The findings of this study also suggest that the education level of enterprise owners is the highest impact to business performance of the construction- listed firm in Vietnam.

The current economic uncertainty, especially during the Covid-19 pandemic, has affected the global socio-economy. In Malaysia, to curb the spread of Covid-19 viruses, the government has implemented the Movement Control Order (MCO). This action has caused many SMEs (including micro-enterprises) not to be able to continue their operations as usual, mainly due to cash flow problems, operational instability and supply chain disruptions. Micro-enterprises are a significant contributor to local economic development. Hence, business continuity strategies are essential for these enterprises to continue and survive in the market. The government has introduced various methods to support these businesses. Meanwhile, virtuous strategic planning and management can improve the management's governance and integrity in making accurate decisions to achieve their goals. The implementation of digital marketing can upsurge the sale of micro-enterprises. This study intended to examine the relationship between government support, governance & strategic planning, operational restructuring and digital marketing with micro-enterprises business survival. This study uses a quantitative method with a total of 135 respondents among the owner of micro-enterprises in Complex Pekan Rabu, Kedah. Government support, governance & strategic planning and digital marketing were found to be survival determinants factors during the covid-19 pandemic.

Based on the theory of agency problem and the relation between the government and market, this paper analyzes and evaluates the practice of law compliance and enforcement in doing business of enterprises. It is necessary to strengthen the law compliance and enforcement to enterprises, thereby ensuring the rule of law in business organization and operations. The results show that the regime of legal representative significantly affects the law compliance and enforcement of enterprises. In addition, the role of the government in enacting, modifying, and enforcing law of investment or doing business can negatively affect the the law compliance and enforcement of enterprises. Therefore, it is of importance to design a legal framework to monitor the behavior of legal representatives of enterprises and control the unreasonable intervention of the government in relationships in a market economy.

The objective of the article is to assess the influence of corporate social responsibility and Government environmental regulation on sustainable growth and development of Vietnamese seafood enterprises. Data was collected for 3 months with valid votes for analysis of 658 enterprises. The results show that both social responsibility, government environmental regulation, and ecosystem innovation strategies have a statistically significant positive impact on Enterprise sustainable business growth of Vietnamese seafood enterprises. At the same time, the ecosystem innovation strategies are fully mediating in the relationship between Government environmental regulation and Enterprise sustainable business growth.

The current round of COVID-19 has increased the uncertainty of the economic environment, which may have an impact on government policies and enterprise innovation. Therefore, this paper tries to analyze the impact of government subsidies on enterprise innovation behavior under different business circles. According to the empirical results of a-share listed companies from 2017 to 2019, government subsidies play a significant positive influence on enterprise innovation behavior, and the business cycle plays a counter-cyclical role in the relationship between government subsidies and enterprise innovation behavior. That is, in the period of economic prosperity, the business cycle negatively adjusts the relationship between government subsidies and enterprise innovation. During the economic depression, the business cycle positively regulates the relationship between government subsidies and enterprise innovation. The grouped test shows that the above effects are concentrated in the enterprises located in the eastern region, while in the enterprises located in the non-eastern region, the influence of government subsidies on enterprise innovation does not change significantly in the fluctuation of business cycle. In this paper, the conclusion shows that it is necessary for government departments to attach great importance to the influence of business cycle on enterprise innovation behavior and formulate more targeted fiscal policies.

When the Victorian Labor government created the WorkCare system in 1985, it believed that the government takeover of the workers compensation system from private insurers would permit the creation of a system that could provide more generous and compassionate benefits for injured workers. while first containing and then reducing costs to employers. The WorkCare system never succeeded in reconciling these goals. Instead, it became enmeshed in financial difficulties and failed to acquire either stability or political legitimacy throughout its seven years of existence. This failure made it possible for the incoming Coalition government to bring down the curtain on the WorkCare system at the end of 1992, and to replace it with a scheme based on harsh and ungenerous treatment of injured workers. Coalition policy is that this new 'WorkCover' scheme will be privatized once its financial position is stabilized. However. there is considerable uncertainty about whether privatization ultimately will occur.

Abstract:
Poland has suffered less economic damage from COVID-19 than many other countries, primarily due to the rapid response aimed at supporting enterprises and population. The Polish government has adopted a set of laws – the Anti-Crisis Shield, which, in particular, provides a number of specific tools to support entrepreneurs due to the spread of coronavirus. About 90% of Polish enterprises are micro and small enterprises, of which more than half are service sector enterprises. The article analyzes selected results of a survey of Polish enterprises on the impact of coronavirus on their activities. Particular attention is paid to assessing the impact of coronavirus on micro and small enterprises (depending on the number of employees), their ability to survive in the existing restrictions applied to control coronavirus by the Polish government, currently in effect. According to the study, the thesis that small business is characterized by technological, production, management flexibility, which allows to respond quickly and in a timely manner to external influences, is not entirely true. The tendencies of stronger negative influence of the specified restrictions on small business, especially in the field of construction and retail trade, are revealed. In particular, micro and small enterprises are less likely to work remotely than medium and large enterprises; if the current restrictions imposed by public authorities to control the coronavirus continue, there is a threat to small enterprises’ survival; the largest decline in product orders is forecasted for the current month (compared to the situation if there was no pandemic).

Purpose — The People's Business Credit aims to increase access to financing for Small and Medium Enterprises to financial institutions with a guaranteed pattern through the People's Business Credit. People's Business Credit Guarantee is provided to increase access for Micro, Small, and Medium Enterprises to sources of financing to encourage national economic growth. Mandiri Bank is one of the State-Owned Enterprises established to assist Micro, Small, and Medium Enterprises in realizing business and maintaining business continuity. Design/methodology/approach — The research method used is a qualitative method through a case study approach to determine whether the distribution of People's Business Credit can improve the welfare of Micro, Small, and Medium Enterprises. Findings —The results showed that with the program from the government through the distribution of People's Business Credit which was channelled through Mandiri Bank of Wamena at Sinakma Market in the welfare of Micro, Small, and Medium Enterprises. Practical implications — This research implication are used for the business sector, to be used as input for Mandiri Bank in distributing People's Business Credit, and namely for the development of Micro, Small and Medium Enterprises in Wamena City and as input for the government, namely Mandiri Bank of Wamena at Sinakma Market, so that the target can be achieved. Originality/value — This paper presents several things that impact the distribution of People's Business Credit to Micro, Small, and Medium Enterprises. It is hoped that this case will help prove that the People's Business Credit can prosper the perpetrators of Micro, Small, and Medium Enterprises. The modern government is required to be able to run the business for the social welfare improvement. By utilizing public funds for business, public accountability mechanisms must be well-executed. The Indonesian Government is currently actively encouraging the village government to develop the business based on local potency. However, with various limitations, the process of managing the Village Owned Enterprise has not been accompanied by adequate public accountability. Therefore this paper discusses the problematic of carrying out public accountability mechanisms at the village level. The phenomenon of public accountability deficit can be seen from the vertical and horizontal dimensions. Through quantitative and qualitative research, the results show that business management in village government has not been accompanied by adequate public accountability. Responsibility mechanisms conducted either vertically, or horizontally have not run optimally. headman still dominates the village government, as a result the spirit of corporation in the management of the village business can not be realized. Therefore, in the future, accountability mechanisms in managing the Village Government Business should be directed towards optimizing the role of stakeholders through a governance approach. Through this approach, it is expected that public accountability will lead to the involvement of all stakeholders in the management of public wealth.

This study tests how different types of government funding affect the recovery of zombie enterprises in the manufacturing sector of China. The results show that funding for production and innovation can revive zombie enterprises in expanding industries, while funding for interest cannot. Furthermore, funding for production and innovation can share costs, increase investment in selling or innovation, and promote the scaling down of businesses through external governance effects, helping zombie enterprises to recover. Finally, none of the funding types can revive zombie enterprises in contracting industries; these can recover only through access to larger overseas markets.

Law Number 23 of 2014 concerning Regional Government divides Regional-Owned Enterprises into Regional Public Companies and Regional Companies. The Regional Government Law divides government affairs into three classifications, namely absolute government affairs, concurrent government affairs, and general government affairs. Furthermore, government authority is the right and obligation of the government in carrying out government actions or actions as regulated in Article 1 point 6 jo. Article 17 through Article 19 jo. Article 1 point 8 of the Government Administration Law. Regional government authority is the implementation of government affairs as regulated in Article 1 point 5 of the Regional Government Law, which states that government affairs are governmental powers which are the authority of the President whose implementation is carried out by state ministries and administrators of Regional Governments to protect, serve, empower and prosper the community, among others through the establishment of Regional owned enterprises. Regional-owned enterprises are established through regional regulations based on regional needs and business field feasibility. Regional needs are assessed through studies covering aspects of public services and community needs. Meanwhile, the feasibility of the business sector of Regional Owned Enterprises is studied through analysis of economic feasibility, market and marketing analysis, financial feasibility analysis, and analysis of other aspects. Analysis of other aspects contains aspects of laws and regulations, availability of technology, and availability of human resources.

This study is subject to find the factors that cause the inability of the Government in determining the type of work in the job chartering (outsourcing) by the Business Sector Association to create a flow of work activities. The authority of the Business Sector Association in making the flow of activities that determine itself the type of core work (core business) and supporting work (non-core business) when violations occur so it needs to be limited by the Government through agencies that are experts in their fields. This research method used a socio legal approach since it involved a reciprocal relationship between law and related social institutions. This research is considered as a descriptive study that described the object studied in several companies of State-Owned Enterprises (SOEs) that applied outsourcing practices in the city of Semarang. The results of the study found that the practice of outsourcing in the city of Semarang has identified several violations namely the existence of the Business Sector Association in determining the type of core work (core business) to be a supporting work (non-core business) so that it violated Article 65 paragraph (3) of Law Number 13 Year 2003 concerning The Employment. The inability of the Government in outsourcing practices is dominated by corporate strategy factors through the Business Sector Association in making the flow of activities that should use the outsourcing system for types of supporting work (non core business) to become core work (core business) by using outsourcing and supporting systems (non core business) by the Business Sector Association in creating the flow of activities to determine for themselves the type of core work (core business) so that there would be an efficiency and optimization of the core business activities of a company.

Abstract:
The Ethiopian government has a package of encouraging youths to participate in small and micro agricultural enterprises by giving legal certificate for youths who were organized in-group to start the business by providing financial supports in terms of credit. However, youths are less willing to participate in agricultural enterprises. Even after being organized into groups and having supports from government, some of them were not starting the business and some were interrupting the business they have been organized. Due to these, huge amount of money from the government, which was allocated for this purpose, is not being used as expected. Therefore, this study was intended to assess factors affecting rural and peri-urban youth participation in agricultural enterprises in Bena-Tsemay and Debubi Ari woreda of south omo zone. Two-stage sampling technique was used to select 155 sample households. Logit model was used to analyze determinants of youth's participation in agricultural enterprises. The result of this study indicated that 32.3% respondents were participated and 67.7% were not participated in enterprises. Econometric results revealed that variables such as farm size, institutional capacity building, and weather road significantly affected youths’ participation in agricultural enterprises at 1% and 5% significance level. The study recommends that the provision of land for the agricultural enterprises should consider the size/type of the enterprises that youth are willingness to participate. The government should specify the institution/sector to enterprise type and consideration of all-weather roads for each enterprise type during organizing youth in different agricultural enterprises is important. In order to promote technological innovation of high-tech enterprises and speed up the process of enterprise innovation, the government has issued a series of subsidy policies. Among them, government subsidies can provide direct financial support for enterprises’ innovative research and development. The extent to which government subsidies cover high-tech enterprises and the use of government subsidies by enterprises have also attracted more and more attention. This article selects the high-tech companies from the Shanghai Stock Exchange and the Shenzhen Stock Exchange from 2010 to 2019, and studies the status quo of their government subsidies in terms of coverage, total distribution, use, and industries. It is found that the current high-tech companies have a high coverage of government subsidies and involve a wide range of industries, The financial support is relatively large, but different enterprises and industries are relatively unbalanced, and a relatively high proportion of government subsidies in enterprises are used for daily business activities. At the same time, it provides suggestions for the investment and utilization of government subsidies based on the research status.

This study aims to analyze (1) strengthening the capacity of human resources (HR) of small and medium enterprises to work as a determinant of increasing the productivity of small and medium enterprises (SMEs) and labor absorption; (2) the effect of strengthening the capacity of human resources (HR), business productivity, technology utilization, and business diversification on the sustainability of small and medium enterprises (SMEs); and (3) optimizing the role of government in supporting business development, increasing productivity, business stability and sustainability of small and medium enterprises (SMEs). This study uses a sequential explanatory design approach. Data were obtained through observation, in-depth interviews, surveys, and documentation. Qualitative analysis in this study was carried out through a process of data reduction, data presentation, and conclusion drawing, while the quantitative analysis in this study uses quantitative descriptive analysis, correlation, and multiple regression. The results showed that strengthening the capacity of human resources, coupled with the use of technology, and followed by diversification of business, had a positive contribution to increasing the productivity of small and medium enterprises (SMEs). Furthermore, strengthening human resource capacity, business productivity, technology utilization, and business diversification simultaneously have a positive and significant correlation to the sustainability of small and medium enterprises (SMEs) with a determination coefficient of 72.3%. This study recommends that government policy support through strengthening human resource capacity, increasing business productivity, technology utilization, and business diversification have an impact on the sustainability of small and medium enterprises (SMEs) in Makassar City, Indonesia.

The presented study aims to determine methodological approaches to assessing the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy, to propose directions for its improvement, and to consider institutions and tools that could contribute to solving the problems of small enterprises in the post-COVID period.Tasks. The authors examine the major problems in the development of small and medium enterprises (SMEs) in Russia, potential opportunities and solutions; analyze the main problems of SME support; determine indicators and criteria for evaluating the efficiency of this type of national and municipal administration.Methods. This study uses the methods of abstraction and aggregation, historical analysis and synthesis, induction and deduction, systemic and structural approaches.Results. The results of the study prove that the assessment of the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy should be considered not only using KPI, but also by applying extended criteria and indicators at various management levels as part of an integrated approach. This makes it possible to determine why SMEs, which traditionally experience a lack of financial resources, use government support mechanisms to such a small extent.Conclusions. In Russia, government support is provided to SMEs in the form of guarantees and benefits, subsidization of the costs of leasing contracts and participation in advertising campaigns and exhibitions, co-funding of regional system-forming business projects. At the same time, the most important factor in optimizing the system of government regulation and support of entrepreneurship is the creation of digital space infrastructure to increase the efficiency of interaction between the government and business structures, since the existing system is not optimal.

Based on the data of A-share listed companies in Shanghai and Shenzhen from 2015 to 2020, the data were initially compiled by using EXCEL2020, and econometric analysis was conducted by using Stata15.1 and Spss23.0. The study investigates whether government subsidies can promote the innovation performance of enterprises, and constructs the internal corporate governance index through principal component analysis to study its moderating effect on government subsidies and enterprise innovation performance. The results of the study show that government subsidies have a significant positive impact on the innovation performance of enterprises; improvement in the level of internal corporate governance can promote the positive development of the relationship between government subsidies and innovation performance. The higher the level of internal corporate governance, the more efficient the use of government subsidies. Thus, the government should improve corporate innovation subsidies, and companies should establish clear information disclosure systems and better internal governance.

This paper provides a critical overview of a recent attempt to create an independent statutory "voice" for small enterprises within the formal government bureaucracy in one Australian jurisdiction. It discusses the creation and eighteen months of activity of the Small Business Commissioner of the Australian Capital Territory. In 2003 the ACT government foreshadowed that, as part of its strategy to create the most small-business-friendly location in Australia, it would establish a Small Business Commissioner as a statutory appointment. The Legislative Assembly passed the Small Business Commissioner Act in 2004 and activity began in March 2005. The key activities of the Commissioner have been to examine small business complaints about ACT government agencies; to promote the use of mediation and/or other alternative dispute resolution tools for the settlement of disputes between small enterprises and other businesses; to provide independent advice to the Territory government about laws, regulations and policies that may affect small firms; to oversee the introduction of small business service charters within government agencies; and to establish a more "business friendly" service culture within ACT government agencies. On one hand, it is clear that a Commissioner role has a potentially significant strategic importance for small and medium-sized enterprises, principally through the provision of independent commentary, pushing for red tape and regulatory reduction, and by providing mediation services and investigative functions. However, there are also some current problems with the role. These include potential overlap with other regulatory and investigative bodies; lack of formal compulsive powers; its dependence on political support for its effectiveness; insufficient resources; and the nature of the relationship it has with other government entities.

The research focused on analyzing factors affecting capital size of enterprises in Dak Nong Province using multivariate regression model. Results show that business sector, import-export business, type of business registration, production and business location, age and share by other organizations in the capital structure of enterprises are determinants of capital size of enterprises in Dak Nong Province. Accordingly, the study proposes recommendations to local government so as to support enterprises, including: (i) promulgating and implementing priority policies for the development of agricultural sector and import-export business; (ii) encouraging private and one-member limited liability companies to expand their capital to gain the economics of scale; (iii) promoting investment in transport development, rural infrastructure to support enterprises; (iv) speeding up the implementation of the investment process and licensing progress for enterprises; and (v) calling for investment from the large organizations, enterprises and investors.

Based on three in-depth case studies, the study analyzes how and why Chinese enterprises partner with governments in cooperative ventures which aim to simultaneously achieve poverty alleviation objectives and establish profitable business ventures in rural areas. The analysis draws out specific characteristics of three government-business partnerships in China, which vary in terms of governance structure, resource complementarity and incentives. The findings show that in this state capitalist system, outcomes of government-business partnerships depend on firms having unique resources and capabilities that serve particular policy objectives of the government. By the same token, in order to make partnerships attractive to firms, national and local governments must hold the keys to unique resources needed by enterprises looking to do business in low-income markets. The cases further illustrate that, in order to build and maintain successful government-business partnerships over time, the alignment of incentives plays an important role. In sum, complementary resources and well-aligned interests between firms and governments help to explain why some government-enterprise partnerships are more successful than others.

This article explains the novelty and structure of the nation's first such enterprises, the Federal Land Banks, and describes how their design embodied several fragilities that contributed to their collapse and bailout in 1932. The article then demonstrates why, despite these problems, the land banks became the model for subsequent enterprises and financial reforms.

With the fast development of intelligent data-mining technologies, some advanced artificial intelligence approaches are widely developed and employed to help the decision-making of enterprises and government. The application of advanced and intelligent approaches successfully helps the enterprises and government find out the valuable information hidden in the massive economic data. This study presents a novel data-driven approach to forecast the short-term business climate using the electric power consumption data of large enterprises. In addition, the climate conditions, interactions between different industries, the business cycle, and some other related variables are also considered and included in the developed forecasting model. To be specific, the business climate prediction model based on support vector machine (SVM) is proposed firstly, and the human-simulated particle swarm optimization algorithm (HSPSO) in our previous work is employed to optimize the parameters of the developed forecasting model. Secondly, a novel power-consumption-based business climate index (BCI) system is developed and comprehensively analyzed. The developed BCI system that contains the index for each separate industry (BCI-I), the index for tertiary industry (BCI-T), the index for secondary industry (BCI-S), and the index for the entire province (BCI-P) is proposed. In addition, the developed BCI system is employed to normalize the output of SVM-based forecasting model to directly indicate the business climate, which is very important to the decision-making of enterprises and government under the background of smart cities. Finally, the real data of Guangdong province in China, including the gross output values (GOV) and detailed power consumptions of more than 38000 enterprises, are employed to test the proposed approach. Experimental results show that the GOV of each industry and the whole society predicted by HSPSO-SVM matches the real data well. Moreover, the predicted BCI can directly indicate the business climate in advance, which is of great value for economic-decision and policy-making of both enterprises and government.

Alfred Ewart was Government Botanist in the service of the Victorian Government from February 1906 to February 1921. He was concurrently foundation Professor of Botany at the University of Melbourne, both positions being part-time. As Government Botanist he was in charge of the National Herbarium of Victoria, which had fallen into a slump after the death of the first Government Botanist, Ferdinand von Mueller, in 1896. Ewart was determined to restore the Herbarium to its former position as a leading centre of research on the Victorian and indeed the Australian flora. In doing so he enlisted the aid of the many capable botanists who were members of the Field Naturalists' Club of Victoria. The Herbarium being in the Department of Agriculture, Ewart had duties in relation to the business of that Department. These had mainly to do with weeds, impure seeds and providing advice to departmental officers. Of particular importance was his taxonomic work as Government Botanist. He published a series of papers and books on the flora of Victoria and the Northern Territory, and engaged in debates with colleagues both interstate and overseas. Ewart ceased to be Government Botanist when the professorship was made a full-time appointment in response to increased teaching loads.

This study focuses on assessing the technical efficiency of enterprises across 63 provinces of Vietnam from 2015 to 2018 and the factors affecting their technical efficiency, in which we focus on two factors: business diversification and ICT index. In this research, we use the DEA method to group effective and ineffective enterprises, then use the GMM method to estimate the factors affecting to the firm’s performance. The research results show that the technical efficiency of enterprises in the provinces is quite small (about 10%), most of the enterprises have not achieved the technical efficiency due to the wasteful use of input factors. Research shows that business diversification and ICT both have a positive impact on efficiency, from which to increase technical efficiency, enterprises in provinces need to pay attention to business diversification and improve ICT index. in terms of the local government

This paper sets up an industry competition model consisting of two upstream enterprises and two downstream enterprises. Then we rely on the model to explore how non-regulation and different regulatory policies (maximizing the total profits of the upstream enterprises, the social welfare of the upstream industry or the overall social welfare) affect the following factors: the excess capacity, enterprise profits, consumer surpluses, social welfare in the upstream and downstream enterprises and the overall social welfare. The following conclusions are drawn from our research. First, whether and how the government regulates the capacity choice greatly affect the equilibrium outcomes, as well as the welfare distribution among the upstream enterprises, downstream enterprises, and consumers. The specific effects are dependent on market demand and enterprise cost. Second, the government should formulate its regulatory policies on capacity choice based on the overall social welfare of the entire supply chain. If the government aims to maximize the profits of the upstream enterprises, the social welfare of the downstream industry will be negatively affected. Third, excess capacity does not necessarily suppress social welfare. Under certain conditions, the worst scenario of excess capacity may occur under the pursuit of the maximal overall social welfare. Excess capacity may arise from various causes, rather than market competition or government regulation alone. Excess capacity cannot be attributed solely to government failure. These conclusions have some significance for optimizing capacity regulation policies.

This research was motivated by the existence of a policy regarding the establishment of village-owned enterprises regulated in the Banyumas District Regulation No. 6 of 2016 concerning the Establishment and Implementation of Village-Owned Enterprises. However, the policy cannot run optimally where many villages do not have village-owned enterprises. So that one of the efforts made by the government is to establish a joint village-owned business entity (BUMADes). The purpose of this study aims to analyze and learn how the program implementation of joint village-owned enterprises in Banyumas Regency. To achieve the research aims, the research method used in this study was a qualitative method. This study found that the performance of the implementation of joint village-owned enterprises in Banyumas Regency, in general, has not run optimally. This is indicated by two aspects. First, the community and the government have not fully understood the implementation of joint village-owned enterprises. Second, similarities in the vision and mission of the two parties are more directed towards empowerment efforts so that the BUMADes implementation of the joint village-owned business enterprises program has not yet become a profit-oriented business unit (commercial institution). In fact, it is more directed at social units that has the aim for community empowerment (social institutions).

Abstract:
In the economic system, the role of State-Owned Enterprises is as an implementer of public services, distribution of resources that control the lives of many people, as pioneers/pioneers in the business sector that are not yet desirable by the private sector and as a source of state revenue. This role can be realized if the State-Owned Enterprise in its objectives can implement the principles of Good Corporate Governance (GCG) well. But in reality, it is often difficult to face challenges faced by State-Owned Enterprises managers in implementing good governance. The intervention of State-Owned Enterprises business management with a political-bureaucratic approach that is no different from other government agencies. And at worst there are still a series of corruption cases carried out by the leadership of State-Owned Enterprises to seek personal gain. This is certainly a contradiction with State-Owned Enterprise's governance which is always published. Existing GCG implementation policies are deemed ineffective because they are not adhered to. This illustrates that business governance in ` State-Owned Enterprises itself has not been going well. Improvement in the application of good corporate governance (GCG) must be carried out immediately and the improvement of the GCG ecosystem of the State-Owned Enterprise itself must receive the attention of the government. Synergy is needed with the government's commitment to forcing State-Owned Enterprises to implement GCG in a transparent and accountable manner, with a high level of professionalism and effectiveness. Abstract:
This study introduces a new research perspective to the investigation of factors affecting management’s attention to the rendering of their organisation’s managerial and public accountabilities. It draws on management studies of the fit between organisational strategy-types and capabilities and extends this literature to a new organisational context of government-owned business enterprises (GBEs) that act as fully competitive profit-making enterprises, but are made strongly accountable to the government minister, the parliament and the public. Sets of capabilities-strategy alignments are modelled, including prospecting GBEs with technology strengths, defender GBEs with market-linking capabilities and analyser GBEs with a balance of capabilities. These sets are then assessed in terms of their consequences for the emphasis given by management to processes and systems for discharging the GBE’s accountability outcomes. Data is collected through a questionnaire to senior managers of 141 GBEs in Australia. The findings are mostly consistent with prior studies conducted in private sector companies, even though strategy-capabilities alignments are related to accountability rather than financial performance. The findings provide insights to GBEs’ management and relevant government ministers concerning the continuing need to appropriately align strategies and capabilities of GBEs and the consequences of such alignment for the rendering of accountability.
