Abstract:
In Australia, the decades of the 1960s, 1970s and 1980s were times of a great nationalist revival and cultural self-discovery. In the visual arts, theatre, popular and classical music, and especially in cinema and television, a distinct Australian voice could be heard that was accepted as culturally valid and nationally relevant. The renaissance of local production for cinema and television was reliant on the patronage of the state, first the Commonwealth government with the establishment of the Australian Film Development Corporation and the Experimental Film and Television Fund in 1970 and, later, the Australian Film and Television School. Then from 1972 to 1978 each Australian state established a film support agency to extend that patronage and assure the state of a role in the burgeoning film industry. This thesis relates the stories of the creation and development-and in some cases demise-of those six state film agencies over the period 1970 to 1988. It identifies the influences that directed the creation of each state agency and proposes a qualitative model of the relationships between the influences. It then argues the applicability of the model to the formation of cultural policy in general in a pluralistic democratic society. It also argues that the state film agencies were more influential on national film industry policy than has hitherto been recognised.

Abstract:
Exporting is vital for both companies and a country. In the UK, the Department of Trade and Industry (DTI) data indicates that £135.2 billion of visible exports and £122.8 billion of invisible exports were earned in 1994 (see Central Statistics Office data for more details). The government spent nearly 200 million in the same period for the Overseas Trade Services export promotion. Unfortunately, a large gap exists in the academic literature concerning ways to evaluate export promotion policies and communication. This study addresses this issue and reports on an investigation which has been undertaken to evaluate ways in which government export assistance is promoted to companies and to concentrate on the methods of communication of these services. The proposed methodological approach that was used to undertake this research was in three stages. First, in the desk research stage, information was gathered on existing evaluation procedures. Co-operation had already been obtained from the Joint Directorate of Overseas Trade Services, involving access to certain internal reports. Second, empirical data were collected from a sample of UK companies to determine managers' perceptions towards the effectiveness of government export advertising, whether firms' assistance requirements were being met, and if they were being communicated with effectively. Third, interviews were carried out to obtain opinions from managers in order to add a qualitative dimension to the statistics generated from the postal survey. The findings indicate that the government's advertising of export assistance has not been effective. Conclusions are provided for policy makers together with recommendations for researchers to build on this study.

Abstract:
This study examines experiences of utilizing government assistance in the United States. It focuses on the ways in which persons participating in the Supplemental Nutrition Assistance Program (SNAP) communicatively managed their lives in relation to their role in the program. Specifically, the research reveals that SNAP recipients are master managers. After synthesizing the pre-existing body of research concerning social assistance in the U.S. and its effects on those who utilize it, the author argues that sharing the stories of marginalized groups can serve to reduce stigma surrounding government assistance participation. Employing a Feminist Standpoint Theory sensibility to elicit such stories, the author drew out narratives gathered through qualitative interviews with current SNAP participants. Findings indicate that communicative management of SNAP participation was experienced as multi-layered and complex. Positioned to navigate the carceral environment of the SNAP program, participants adopted various disciplined communicative actions as they managed program membership, stigmatized identity, and behavioral surveillance.

Abstract:
Promoting participation in EHAPs (employee health and assistance programs) by those employees most in need of health improvements is important to increasing the effectiveness of these programs. Programs which are designed to reduce perceived barriers to participation and to meet the specific needs and interests of these employees have resulted in higher participation. The purpose of this investigation was to determine the extent to which demographics and perceived health status were associated with employees preferences and perceptions of EHAPs. This was done through survey analysis of four hundred and one employees of a municipal government. It was found that there were no significant differences in employees' anticipated use of these programs based on any of the demographic or perceived health variables studied with the exception of the variable "current frequency of exercise". However, different interests in program components were apparent among the various sub-groups of employees. There were also reported differences among the sub-groups for preferred program times and facilities. There were significant differences among some of the sub-groups in reported barriers to the use of EAPs and in reported comfort in exercising with fellow workers. It was also found that current frequency of exercise was significantly related to perceived health status. From these observations, recommendations for promoting participation among these sub-groups have been made. This research has added to the understanding of the differences between the various sub-groups of employees in terms of their preferences for EHAP components and the barriers they perceive toward participating in these programs. A better understanding of these factors as they pertain to employees in other workplaces may aid in the development of programs which better meet the needs of these employees, and hence, may increase their participation in EHAPs.

Abstract:
Sierra Leone's brutal civil war devastated the country's population and left its infrastructure in disarray. Over the last decade, international organizations have provided financial and technical assistance to many areas of society, including journalists and the media. Media assistance programs, or MAPs, are designed to promote democratization and development by fostering a free and independent press. This free press – also known as the fourth estate – is intended to disseminate accurate and unbiased information upon which citizens can base informed choices in their personal and political lives. In this thesis, it is first argued that current underlying political and socio-economic conditions in Sierra Leone prevent the emergence of a true fourth estate, despite the efforts of MAPs. Secondly, it is argued that MAPs could have a greater impact through a more holistic approach to media assistance, engaging in institution-building to target the root causes of Sierra Leone's biased and politicized media landscape.
La guerre civile au Sierra Leone a dévasté la population du pays et a détruit son infrastructure. Au cours de la dernière décennie, les organisations internationales ont fourni une assistance financière et technique à de nombreux domaines de la société, y compris les journalistes et les médias. Les programmes d'aide des médias (MAPs) sont conçus pour promouvoir la démocratisation et le développement en favorisant une presse libre et indépendante qui diffuse des informations précises et impartiales. Cette presse libre – connu aussi comme le quatrième état – est destinée à diffuser des informations sur la base desquelles les citoyens peuvent fonder des choix éclairés. Dans cette thèse, il est d'abord soutenu que les conditions politiques et socio-économiques au Sierra Leone empêchent l'émergence d'un véritable quatrième état, malgré les efforts des MAPs. Deuxièmement, il est soutenu que les MAPs peuvent améliorer leur impact grâce à une approche plus holistique de l'aide aux médias, en s'engageant au renforcement des institutions pour cibler la vraie cause du biais et la politisation des médias au Sierra Leone.

In the United States, there is a widening gap between a citizen's ability to monitor his or her government and the government's ability to monitor a citizen. Average citizens have limited access to important government records, while available information is often illegible. Meanwhile, the government's eagerness and means to oversee a citizen's personal activity is rapidly increasing. As the government broadens internal surveillance, and collaborates with private institutions to access data on the public, it is crucial that we maintain a symmetry of accountability. If we believe the United States should be a government "of the people, by the people, and for the people" it is of central importance to provide citizens with the power to oversee their government. At least as much effort should be spent building tools to facilitate citizens supervising their government as tools to help the government monitor individuals. In this thesis, I discuss the motivations, design, and implementation of Government Information Awareness, a citizen run database on our government. Fundamentally, this system relies on an organizational structure that accepts information from an anonymous population, stores it, and represents it with enough context to maintain legibility. My work in this thesis is offering a framework for a system that could help citizens pool their collective knowledge, and through this process, create a more informed public capable of self-rule.

People who are not professional storytellers sometimes have difficulty putting together a coherent and engaging story, even when it is about their own experiences. However, consider putting the same person in a conversation with a sympathetic, interested and questioning listener, suddenly the story comes alive. There's something about the situation of being in a conversation that encourages people to stay on topic, make coherent points, and make the story interesting for a listener. Raconteur is a system for conversational storytelling between a storyteller and a viewer. It provides intelligent assistance in illustrating a life story with photos and videos from a personal media library. Raconteur performs natural language processing on a text chat between two users and recommends appropriate media items from the annotated library, each file with one or a few sentences in unrestricted English. A large commonsense knowledge base and a novel commonsense inference technique are used to understand event relations and determine narration similarity using concept vector computation that goes beyond keyword matching or word co-occurrence based techniques. Furthermore, by identifying larger scale story patterns such as problem and resolution or expectation violation, it assists users in continuing the chatted story coherently. A small user study shows that people find Raconteur's suggestions helpful in real-time storytelling and its interaction design engaging to explore stories together.

Abstract:
The study was done within the local government environment. It was conducted with the aim of assisting municipalities to achieve optimum levels of operational efficiency, following the realisation that all over the world there is an increasing need for organisations, including government organisations, to become efficient. One of the major challenges facing governments worldwide is the need for them to supply basic services to their populations, who are increasing at a disproportionate rate to the resources available to sustain and improve the quality of life of these people. Thus for government to overcome these challenges, it needs to utilise its available resources cautiously to be able to meet these escalating challenges effectively. Therefore, ten practices were presented in this study as key instruments capable of bringing about efficiency to the manner in which local government operates or delivers services. It was found during the literature review that when these practices are deployed, they will ensure the achievement of operational efficiency within the local sphere of government. The empirical study was conducted in Matjhabeng Local Municipality (MLM), located in the Northern region of the Free State Province. This local municipality came into existence on the 5th of December 2000 after the amalgamation of the former six transitional local councils into one financially viable and economically sustainable municipality. It incorporates the city of Welkom and the towns of Virginia, Odendaalsrus, Hennenman, Allanridge and Ventersburg, with an estimated population of more than 500 000 people. During the background review of the municipality, several challenges were encountered which included parts of the population without access to proper sanitation and electricity. However, in all the municipal challenges presented, it was argued that the solution can be found in the effective management of municipal input with relation to its output, which means that the municipality has the huge task of managing its scarce resources in an efficient manner to be able to deliver on its mandate and to meet the expectations of its residents. Furthermore, the study was conducted from a sample consisting of the four senior managers and twenty line managers from the four departments within the municipality. A representative sampling method was employed to ensure that all relevant aspects (such as race, gender and department), considered important for selecting a sample, are included and to also obtain global responses from respondents selected to participate in the study. Furthermore this sample was drawn from a population of nine senior managers and 35 line managers. The research was conducted with the expressed permission from the office of the accounting officer. Different impressions of the responses made by the participants from this municipality were obtained and then analysed. Overall, there was a negative response from the majority of the participants regarding most of the questions on the ten practices identified. Moreover, in terms of the devised model for measuring efficiency of the municipality based on three levels, the most desirable being Level 3, it was found that the municipality could be classified as a Level 1 organisation, which means that the municipality is at an elementary phase as far as achieving efficiency in its operations is concerned. Lastly, recommendations were made based on the findings of the empirical research conducted.

Thomas Goodnight’s definition of controversy offers an initial examination of Reverend Donald Wildmon and Reverend Pat Robertson’s attack of the National Endowment for the Arts (NEA), initiating the Culture Wars of 1989. Using their most reliable communication tactics, Wildmon and Robertson attempted to garner support for their values by manufacturing controversy related to government funding of the National Endowment for the Arts. Together, they manufacture social controversy around two inter-related themes, one of morality, in which they argued Christians were being persecuted by the art community, and the other against federal funding of objectionable art, using Andres Serrano and Robert Mapplethorpe as symbols of corruption. In addition to the initial attacks on Serrano and Mapplethorpe, my rhetorical analysis illustrates how Wildmon’s and Robertson’s rhetoric seemingly sanctioned the manufacturing of a social controversy regarding the Federal funding for objectionable art as a way to promote their pro-family and anti-homosexual agenda.

Improvement in information sharing and communication about the foreign aid resources between the donors and the aid-recipient countries have always been considered very important. In recent years, the integration of advanced technology in the area of aid coordination has received a tremendous amount of attention. The following thesis studies the influence of technology in the area aid coordination within the context of Afghanistan. Guided by the Actor-Network Theory, the thesis examines how the social and technological aspects of the Development Assistance Database (DAD), as an advanced aid information management technology, influences aid coordination and information sharing between the donors and the government of Afghanistan. Using a case study methodology, the research also investigates whether or not the DAD adheres to the principles of aid effectiveness. The findings reveal that although technology had a profound impact in the area of aid management in Afghanistan, there are several areas that still face challenges. The present study highlights these challenges and recommends the appropriate solutions.

Following rapid economic development since 1970s, political transformation and social reformation in the 1980s, Taiwan has become increasingly concerned with its arts and culture. The main purpose of this research is to find out in what ways Taiwanese government can help the public fine arts museum in their personnel and financial managements to substantiate their subsistence and development in order to ensure the preservation and development of arts and culture. Therefore the main subjects of this thesis are arts and culture, fine arts museum and government along with the emphasis on tackling museum personnel and finance problems. This research has offered an overview of the cultural development in Taiwan, the personnel and finance problems of museums in practice. It has also justifies the importance of arts and culture, the values and functions of fine arts museums, the necessity of government intervention. Most of all, with the inspection on the policies and programmes developed and applied in different countries, this research attempts to provide possible and better solutions for Taiwanese Governments and fine arts museum. In order to answer my research questions: Why should the government support fine arts museums? In what ways have the government policies impacted upon the roles and functions of fine arts museums in Taiwan? What are the main problems experienced by the fine art museums in Taiwan and in what form of relationship that government might help to ameliorate them? I have applied two qualitative methods: document and in-depth interview collecting and analysis. This research has reviewed the relevant theories from a broad range of disciplines including politics, economics, sociology, cultural studies and museum studies to explore the key themes founded in the documents and in-depth interviews, such as government intervention vs. museum autonomy and centralisation vs. decentralisation.

More than fifty years have past since the found of the People's Republic of China in 1949; after which Chinese society experienced many changes owing to the adjustments of government policies. The aim of this thesis is to determine how Chinese government policies have affected the international exchange of performing arts from 1949 to 2005. The assessment was conducted over three historical periods: the planned-economy (1949-76), the transitional period (1977-96), and the marketed economy period (1997-2005), in order to measure the impact of the changing governmental policies.

Public policies are, at once, the means for articulation of political philosophies and processes, the conduits for conversion of political and bureaucratic decisions into actions and the means by which the electorate can assess government performance. Public policy processes offer a means of achieving social and economic change and they are a primary justification for the existence of governmental systems. On these counts, identification of the elements of policy processes and the ways they interact with each other is essential to an understanding of the relationships between public policy decisions, systems of democratic government and their connections with wider society. This thesis goes behind the facade of public policy outcomes and analyses the processes involved in arriving at policy decisions. Linkages are traced between political theories, the processes of public policy decisions and final policy outcomes. This involves, first, an examination and critique of liberal-democratic theories. Second, there is detailed examination of pluralist democratic practice, which is the prevailing political paradigm of modern western liberal-democratic societies. The analysis finds substantial evidence of gross distortions in the process relative to normative theories. Plain causes are the institutionalisation of special interests to the exclusion of wider public interests and inadequate accountability of governments and bureaucracies for their actions. Policy processes in pluralist systems are examined and it is concluded that the social environment, institutional influences and factors which affect the behaviour of institutions are key elements explaining public policy decisions. The capacity for pluralism to significantly influence policy outcomes depends largely on the degree and nature of access to the public policy process at various points. In examining the role of government institutions in public policy processes, it is argued that a clear distinction between the elected legislature and the administrative bureaucracy is artificial and misleading. Further, there is evidence that public service bureaucrats can become captives of their particular client groups and, thus, less accessible to the full range of relevant interests. These problems are exacerbated by the two-party Westminster model of representative democracy which tends to concentrate power in cabinet government, resulting in a decline in the importance of parliament as a deliberative and scrutinising bodies. This dissertation develops the view that there are significant causal links between institutional philosophies and values and the dominant disciplines within institutions. It is also argued that growing professionalism in bureaucracies and a tendency for functional divisions of public policy to be in broad symmetry with the divisions of the professions, tends to intensify the influence of particular professional disciplines on related areas of public policy. The critique of liberal-democratic theories and the related discussion of factors affecting policy processes in a pluralist system are used to identify the essential elements of public policy processes. It is proposed that all policy processes contain the four elements of pluralism, access, accountability and planning which are interactively related. Differences in emphasis given to these elements in the policy process explains the nature of individual policy decisions. Thus, the normative policy process datum model provides both a static and dynamic framework for analysing policy decisions. In order to examine the theoretical arguments in an empirical context, the policy processes of the Australian Federal Government, in the area of industry assistance, are analysed. This policy arena contains all the 'raw material' of pluralist processes and is, therefore, a fertile area for analysis. Furthermore, operating within this policy arena is the Industries Assistance Commission [IAC], a bureaucratic institution which is quite unlike traditional administrative structures. The IAC has, prima-facie, all of the features of the policy process datum model; it operates in an open mode, it encourages a range of pluralistic inputs, it has a highly professional planning function and, because its policy advice is published, it encourages scrutiny and accountability of itself, other actors in the bureaucracy and the elected government. The IAC operates in a rational-comprehensive mode. The analysis concludes that the IAC was established in part to be a countervailing force to restore some balance in the industry policy arena. In this it has been partly successful - the distributive policy decisions of governments have come under much greater scrutiny than in the past and other areas of the bureaucracy have been forced to operate more frequently in a rational-comprehensive mode, rather than as advocates of sectional interests. The IAC has itself limited its range of objectives, however, and has tended to become a computational organisation, isolating its core economic [planning] technology from the interactive processes of the policy process model, i.e. pluralism, access and accountability. By protecting its essential philosophy in this way, the IAC runs the risk of becoming less influential in the overall policy process. Using the policy process model as a datum, and the empirical experience of the IAC and the policy arena in which it operates, several options for administrative reform are examined. A summary agenda for administrative change is proposed which revolves around ways of achieving balanced pluralistic inputs, a greater degree of access, better bureaucratic and government accountability and ways of exploiting but controlling technocratic planning expertise. Emphasis is placed on the need to achieve enriched interactive flows between each of these key elements. If these conditions can be met, it is proposed that a revised and improved administrative bureaucracy will emerge.

This study is a contribution to the ongoing debate concerning the role and involvement of foreign donor entities in the processes of transforming and creating viable and sustainable municipal entities in South Africa. The discussion particularly focuses on the relationship between the donor community and the Department of Provincial and Local Government (DPLG) and how this relationship has been nurtured, coordinated and managed. The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

People can easily become mindless in their decision-making and become disengaged from their surroundings when their actions depend on information and guidance from an assistive technology. Research has shown how automated navigation assistance systems lead users to be disengaged from the space through which they are traveling, resulting in poor recollection of the environment and poorer situational decision-making. This disengagement and mindlessness can potentially increase the risk of accidents and lower the quality of user experience. If we can help people become mindfully attentive to the environment and surroundings while carrying out navigation tasks using assistive technologies, I hypothesize that we will have better memory of the space, improved cognitive reconstruction of environment, and better understanding of the immediate situation, all of which will lead to better decision making and more efficient navigation. In this work, I present a new approach for analyzing the problem of navigation assistance for pedestrians, which considers both the physical and psychological constraints of users focused on navigation. I address the physical constraint that eyes should remain "on the street" by providing a new visual interface, named Guiding Light, that offers a mixed reality presentation of guidance information in the environment itself, instead of on a screen. We address the psychological constraint that minds should remain engaged with the environment by applying a framework based on mindfulness and mindlessness theory (Langer 1989) in the design of the system. The theory explains how mindsets affect engagement levels and decision-making in daily activities. In addition, this thesis describes an indoor positioning technology that provides relatively high accuracy localization and heading orientation of a user in indoor environments. The innovation not only involved developing a new sensor but also a software system to collect fingerprint maps and tracking location with the fingerprint maps. This new technology opens up a new area in the field to explore other possibilities of using a magnetic field based positioning system.

This thesis contributes to current debates on aid politics, policy and practice by exploring the dynamics of the new aid agenda which emerged in the 1990s and early 2000s, focused on poverty reduction and the Millennium Development Goals. Concerns with aid effectiveness have led to renewed interest in programme aid (particularly budget support), coordination of aid and harmonisation around developing country strategies, and ownership. Through an exploration of aid in Rwanda since 1994, I demonstrate the complexity of translating into practice a global consensus about the need for coherent, coordinated and effective aid. Different understandings and interests exist among donor agencies, within donor agencies, between donors and the developing country government, and within that government. On the one hand these reflect the specific Rwandan context, the recent history of the country, the nature of the Government and its development strategies, individual donor interests, donor domestic social and political issues, and personal agency. On the other hand, these differences relate to more general donor positions, including how donor policies tie in with international shifts in thinking on aid. I further analyze problems around the ownership of development policy and practice in aid-dependent environments. The thesis discusses the Government of Rwanda’s development strategy, its political and developmental priorities, and how these have been affected by its reliance on external assistance. It considers the relationship between the Government and donors and amongst donors by examining coordination and harmonisation mechanisms on the ground. It concentrates particularly on bilateral donors, and takes a deeper look at Belgium, a ‘traditional’ donor to Rwanda, and the UK, a ‘new’ donor, in order to compare and contrast donor positions. I conducted primary research over 18 months in Rwanda, the UK and Belgium, using semi-structured interviews with government officials, politicians and civil society representatives, observation of interactions between the Government and donors, as well as in-depth analysis of policy documents. Diversity among the positions of actors in the aid system is not a new phenomenon. However, given the increasing convergence at the international level around universal goals, my research indicates that a much deeper understanding, and acceptance, of the political and practical complexity of aid at the country level is essential if aid effectiveness debates are to be enhanced.

Abstract:
The USDA's Supplemental Nutrition Assistance Program's (SNAP) strives to connect SNAP recipients to local and healthful food sold at Farmers' markets. These efforts are an attempt to provide families, struggling to make ends meet, access to healthy foods and food purchasing power via the Federal Food Stamp program. However, of the 288 listed farmers' markets in Illinois only 25 are listed as SNAP/EBT accepting markets (2010 National Farmers Market Directory). The first part of this study uses the 61st Street Farmers Market as a case study, investigating the practical market operations and interpreting their method of EBT implementation to provide an established model of an existing and thriving farmers' market. Next, I will investigate the socio-economic characteristics (population, race, employment, income, poverty, education, age, and SNAP recipients) of Illinois farmers' markets accepting EBT. I will compare this data to other Illinois Farmers' markets that do not accept EBT and assess which non-accepting market locations would be most suitable for implementing EBT usage in the future. Finally, based on my case study and statistical analysis, I will discuss recommendations for farmers' markets to accept EBT into their markets. Findings indicate that there is no significant difference between the mean ranks of the socio-economic characteristics for the EBT and non-EBT accepting farmers' markets. Of the 8 socio-economic characteristics tested, the populations of SNAP recipients were analogous for each group: EBT and Non-EBT accepting farmers' markets.

As government agencies perform a large number of operations through e-mail, appropriate e-mail management has become critical within the current information accessibility- and accountability-driven environment. The aim of this research is to understand how e-mail records are managed in the Canadian government agencies and identify the characteristics that support the management of e-mail records to ensure their reliability, integrity and authenticity. It sought to answer the following research questions: (1) What are the general principles of the e-mail management policies and guidelines within Canadian government agencies?; (2) To what extent are these e-mail management principles implemented in the government agencies?; (3) What are the variations and similarities of e-mail management practices across government agencies? To what extent are they effective?; and (4) What are the current practices to manage e-mail messages in order to ensure the reliability, integrity and authenticity of this specific type of electronic records in government agencies? To answer these questions, this research uses a mixed methods approach. Three data collection methods were used: (1) web-based survey with information management professionals working at the Canadian government agencies; (2) in-depth interviews with information management professionals involved in the process of e-mail management from six government agencies; and (3) the relevant documentation. While a statistical analysis was done on the data collection by using the web-based survey, a content analysis combining both inductive and deductive methods has been done on the interview data and relevant documentation. The results indicated that e-mail is a widely used form of communication within the Canadian government agencies. The practices to ensure the management of e-mail across agencies tend to vary. The type of policies and guidelines developed in agencies varies ranging from a specific e-mail management policy to a more general information management policy according to each agency's organizational context. In addition, an electronic recordkeeping system for the management, retrieval and access of e-mail records was identified as crucial to manage e-mail and ensure their reliability, integrity and authenticity. The results show that although several participants recognize the importance of e-mail in their work, their agencies often lack to practice compliance to their e-mail management policy, guidelines and system considerations. The results suggest that to be effective, the tools developed to manage e-mail records must be adapted to their organizational context and information flow of an organization. The results stressed the importance of managing e-mail records to: (1) ensure the continuity of the activities of the agencies; and (2) ensure the authenticity and integrity of e-mail records.These findings have led us to suggest a framework for a comprehensive e-mail management program that includes five components: (1) legal and organizational requirements; (2) records management requirements; (3) systems requirements; (4) training; and (5) auditing and compliance requirements. Based on the results of the research, we also developed an e-mail management policy model that can be adapted to government agencies as well as different organizational contexts.

La présente recherche vise à développer une meilleure compréhension de la gestion du courrier électronique dans les agences gouvernementales canadiennes et d'identifier les caractéristiques qui soutiennent la gestion de ces documents afin d'assurer leur fiabilité, intégrité et authenticité. La recherche vise à répondre à 4 questions: (1) Quels sont les principes généraux en matière de gestion du courrier électronique au sein des agences gouvernementales canadiennes? ; (2) Dans quelle mesure ces principes de gestion du courrier électronique sont-ils mis en œuvre? ; (3) Quelles sont les similitudes et les différences dans les pratiques de gestion du courrier électronique dans les agences gouvernementales canadiennes? Dans quelle mesure sont-elles efficaces? ; et (4) Quelles sont les pratiques actuelles de gestion du courrier électronique afin d'en garantir la fiabilité, l'intégrité et l'authenticité au Gouvernement du Canada? Pour répondre à ces questions, une méthodologie mixte a été utilisée. Trois méthodes de collecte de données ont été utilisées: (1) un sondage en ligne s'adressant aux professionnels en gestion de l'information qui oeuvrent au Gouvernement du Canada; (2) des entrevues semi-structurées avec des professionnels en gestion de l'information de 6 agences gouvernementales; et (3) la documentation pertinente. Dans un premier temps, une analyse statistique a été effectuée sur les données amassées à l'aide du sondage en ligne et, dans un second temps, une analyse de contenu a été effectuée sur les données recueillies par le biais d'entrevues et de la documentation pertinente.Les résultats de la recherche montrent que le courrier électronique est un outil de communication largement utilisé au sein des agences gouvernementales canadiennes. Or, les pratiques visant à assurer la gestion du courrier électronique varient entre les agences gouvernementales. En effet, le type de politique utilisé pour encadrer la gestion du courrier électronique diffère entre les agences allant d'une politique spécifique de gestion du courrier électronique à une politique plus générale de gestion de l'information variant selon le contexte organisationnel. En outre, l'utilisation d'un logiciel de gestion électronique des documents permettant la gestion, la recherche et l'accès aux messages électroniques a été identifié comme étant un outil essentiel à la gestion du courrier électronique, notamment pour assurer la fiabilité, l'intégrité et l'authenticité des messages. Les résultats montrent également que, malgré l'importance de la gestion du courrier électronique, un manque de conformité envers la politique de gestion du courrier électronique ou l'utilisation du système de gestion électronique des documents a été souligné par plusieurs participants. Les résultats suggèrent que pour être efficaces, les outils développés pour gérer le courrier électronique doivent être adaptés au contexte organisationnel et au flux d'information d'une organisation. Les résultats soulignent l'importance de la gestion du courrier électronique afin: (1) d'assurer la continuité des activités des agences gouvernementales, et (2) assurer l'authenticité et l'intégrité de ce type de document.Ces résultats nous ont amené à proposer un cadre théorique pour le développement d'un programme de gestion du courrier électronique qui comprend cinq composantes, les exigences: (1) légales et organisationnelles, (2) de gestion documentaire; (3) de systèmes informatiques; (4) de formation; et (5) de conformité et d'audit. ENGLISH ABSTRACT: Student Financial Support Schemes (SFSS) have become increasingly important in providing financial assistance for students pursuing higher education, in both developed and developing countries. SFSSs were first established in the 1950s. The years that followed saw an increase steady expansion of student loan programs, through the introduction of student loans in more countries and expansion in the number of loans available in relation to their size and new expanded approach. The trend was in response to higher education expansion, combined with increasing financial toughness and concern for equity, while at the same time there was a surge of interest in student loans in the late 1980s and 1990s, with new programs introduced in Australia, New Zealand, and the United Kingdom; several countries in eastern Europe, considering introducing student loans for the first time; and some developing countries in Asia, Africa, and Latin America establishing or expanding student loan programs. The need for financial assistance is to enable students from low-income families to meet direct and indirect costs of higher education, and to ensure equality of opportunity, equity, and social justice. Recent arguments focused on whether student financial supports should be provided by governments, private agencies, employers, or institutions, and whether it should be in the form of scholarships, bursaries, grants either available to all students and or means-tested or fully repayable loans. Increasingly, debates also surrounds the question of how student loans should be administered in particular, eligibility and terms of repayment of loans, appropriate rates of interest, and mechanisms to target disadvantaged students while minimising default rates. Firstly, this study did a comparison between the SFSSs of the four different countries. Secondly, the best practices were identified and the Namibian case study was evaluated against the four countries. Lastly, some conclusions and recommendations were made that are aimed to improve the SFSS in Namibia.

Die implementering van nuwe programme in Australië, Nieu-Seeland en die Verenigde Koninkryke het gelei tot ‘n toename in finansiële ondersteuningskemas van studente. Verskeie lande in Europa het oorweging geskend aan die implementering van finansiële ondersteuning van studente tewyl onder ontwikkelende lande in Asië, Afrika en Latyns Amerika oorweging geskenk het aan die uitbreiding van finansiële ondersteuningskemas aan benadeelde en opkomende studente. Finansiële ondersteuning van behoeftige studente is gedoen om die direkte en indirekte koste verbonde aan onderwys te dek, gelyke geleenthede tot onderwys te skep, toegang tot ondewys te verbreed en om sosiale geregtigheid te verseker. ‘n Debat het egter onstaan oor wie verantwoordelikheid moet aanvaar vir die toekenning van studiebeurse, lenings of skenkings aan studente. In die verband is daar spesifiek gevra oor watter bydrae instellings in die openbare en privaat sektore maak tot finansiële ondersteuning van studente. Verdere aangeleenthede wat tydens die debat geopper word is vrae soos, wie moet verantwoordelikheid aanvaar vir die bestuur van sodanige finansiële skemas, lenings, die rentekoers ter sprake by die terugbetaling van die lenings en watter metodes kan gebruik word in die geval van minder gegoede studente wat nie hul finansiële terugbetaling ooreenkomste kan na kom nie. This thesis provides a baseline understanding of the support given by foreign governments to South Africa's Truth and Reconciliation Commission (TRC). The study endeavours, first, to analyze the instances of international assistance provided to the TRC to determine what aid worked well and why or why not. The thesis finds overall that foreign support has been an important bulwark to the Commission. Nevertheless, the thesis identifies shortcomings in the effectiveness of foreign assistance to the TRC. Based on these findings the thesis pursues a second objective: extracting lessons from the TRC to guide future international efforts in support of truth commissions in post-conflict and transitional states. The thesis underscores common challenges facing truth commissions. By extrapolating from the South African case the thesis recommends ways international actors can best help future truth commissions overcome these difficulties.

Budgeting and expenditure data is the clearest expression of a government's priorities. Despite its importance, making it available to the public imposes hard challenges that not every administration is ready to undertake. The lack of IT capabilities and constrained resources of government agencies -regardless of size or budget- make it difficult for them to respond to the demands of information from their constituencies, transparency advocates, the press and central governments. Moreover, these administrations don't usually have access to analysis tools that help them view how the resources are being used and to detect potential risks of misspending -a critical need of elected officials, who are under everyday scrutiny. Responding to these needs, I propose the design, implementation, impact and usability studies of a software platform for analysis and visualization of government budget and expenditure data.

Abstract:
The problem addressed in this study is the administrative process and criteria used by nonprofit visual arts organizations in the State of Texas in acquiring government and private funding. The purposes of the study were to examine the organization and administrative process of the nonprofit visual arts organization, to determine the criteria utilized by government and private funding sources for distribution of funds to nonprofit visual arts organizations, and to examine the process used by nonprofit visual arts organizations when acquiring funds from government and private sources. The data were obtained by means of a descriptive survey questionnaire which was mailed to 336 selected nonprofit visual arts organizations in the State of Texas. These organizations represent the following six areas of visual art: foundations, galleries, museums, associations, photography, and schools. From these areas the population was further refined to include only museums and associations, which represent the extreme diversity of administrative processes used. The resulting subpopulation was comprised of forty-six organizations which had filed for grants from the Texas Commission on the Arts within the past three years. Thirty research questions were answered from the results of the questionnaire. Research questions one, and three through thirty were analyzed and presented in narrative discussion with the results. Categorical data were listed to show range. The second research question was analyzed using the Pearson Product-Moment Correlation Coefficient. On the basis of the literature review and the survey responses received, an authentic problem exists in the funding process of these organizations. The organizations surveyed appear to recognize the funding problems, but the results of the study reveal that many have yet to develop effective and efficient strategies to solve several of these problems.

ENGLISH ABSTRACT: African affairs have traditionally not occupied a central place in Norway’s official foreign policy, and relations with countries in West Africa have been limited. However, in recent years, resource-rich countries such as Angola – Africa’s largest oil producer – have become the focus of Norwegian strategic interests. Private and public investments are increasing rapidly, paralleling a larger focus on aid. Today, Angola is a core country within Norway’s most prominent petroleum-related assistant programme, Oil for Development (OfD). This thesis will aim to contribute, by means of a critical political economy analysis, to a better understanding of Norway’s role in Angola through OfD. Specifically, this study aims to question who and what structures Norway really is aiding in Angola. Such an objective will be achieved by firstly using critical theory to demonstrate Norway’s role as a traditional middle power – through which Norway seeks to export an altruistic perception of a ‘do-good- image’ – is underpinned by a deeper national self-interest. Secondly, the thesis questions the theoretical foundation of OfD, and, thirdly, it attempts to identify whom the OfD programme is aiding. Ultimately, the thesis questions whether Norway is promoting sustainable development in Angola, or whether, instead, it is contributing to maintaining a status quo, from which Norway as a middle power continues to benefit. The study illustrates that Norway, as a middle power, has neither the capacity nor the national self-interest to achieve fundamental change in Angola. Norway’s commitment to the good governance agenda, and the belief in solutions offered by the resource curse thesis, is tackling the symptoms of Angola’s underdevelopment, rather than its root causes. OfD adopts a state-centric approach, which accepts the political economy structures in Angola, and gives limited attention to global structures and civil society. The thesis offers an alternative analysis, which illustrates how OfD is masking a neo-liberal development approach by incorporating Norwegian business interests and development goals in the same programme.
AFRIKAANSE OPSOMMING: Afrika sake het tradisioneel nie 'n sentrale plek in Noorweë se amptelike buitelandse beleid beklee nie, en verhoudings met die westelike deel van die Afrika-kontinent is beperk. Tydens die afgelope jare het olie-ryk lande, soos Angola, egter die fokus van Noorweegse strategiese belange geword. Angola is vandag 'n kern land binne Noorweë se mees prominente petroleum-verwante hulpverleningsprogram, Oil for Development (OfD). Hierdie tesis het ten doel om, deur middel van 'n kritiese politieke ekonomie ontleding, by te dra tot ’n beter begrip van Noorweë se rol in Angola deur die OfD. Spesifiek bevraagteken hierdie studie aan wie en watter strukture in Angola Noorweë hulp verleen. Peasants, workers, worker-peasants, nomenklatura and the state in northern Poland’s ‘Recovered Territories’ have employed a strategy they call ‘kombinacja’ to survive economic transitions into and out of socialism from 1945 to the present. Kombinacja is the process of manipulating space and legal, political, or cultural rules in order to appropriate a resource—food, commodities, labour, information, power—and then combine them into an ersatz product to meet an economic, cultural, or political end. No person, class, institution, or economy ‘owns’ kombinacja. The ‘who’ and ‘what’ are relational. The ‘when’ and ‘where’ are contextual. Yet, it is not ubiquitous; every kombinacja is a form of speech that charts a terrain of economic and political trajectories intended to shift the balance of power at a given point in time. This multi-sited historical ethnography tracks how these ‘arts of combination’ have pirouetted across agrarian and industrial, formal and informal, socialist and capitalist boundaries in the agro-industrial commune of Dobra. The arts of combination were forged through the exploitation of workers in Poland’s industrialising cities during the 19th century, across its popularisation as a survival strategy during Nazi-occupation, and towards its reformulation into an economic stabiliser for both villagers and the state during the ‘socialist’ era from 1945 to 1989. Villagers used kombinacja to access or hide resources from the state in the midst of broken supply chains, bureaucratic gridlock, food shortages, and complex regulations. When commune officials turned a blind eye to kombinacja to stay in power, they too drew from the arts of combination to ‘fix’ formal state problems in the commune. Kombinacja was used to subvert and accommodate the state. Reworking the state through kombinacja to ensure that no one went hungry informalised the command economy and contributed to the incremental breakdown of the local state apparatus into a feudal-like order. I then turn to nomenklatura privatisation, potato pilfering, alcohol consumption, mushroom foraging, and other practices to trace how kombinacja is being reformulated (or not) to rework post-socialism. The arts of combination call attention to practices that cut across a series of binaries - capitalist/socialist, formal/informal, state/non-state - to show how those marginalised by power seek to control the conditions of their subjection and how those in position of power seek to control the conditions of others’ subjection. Building upon J.K. Gibson-Graham’s ‘diverse economies’, the case of kombinacja shows us that informality does not always create alternatives that subjugate hegemony; rather, they can alternatively be used to crystallise a hegemonic imaginary. I suggest a much broader understanding of how informality has been a site of ingenuity and nequality, innovation and suffering, across time and space.

Abstract:
Historically unjust wars have never improved the standard of living for the American citizen and have served to suppress the inherent natural rights of the human beings involved. In conclusion, I combine contemporary and historical arguments to highlight the continuing stream of injustice that exists in American foreign policy.; The conceptual bases of this thesis include the philosophical constructs of Just War Theory, limited government, and natural rights as applied to foreign policy. Just War Theory was originally articulated by St. Augustine and represents the requirements a nation must satisfy to wage war justly. Building upon the basis of Just War Theory, I then split the discussion into two main categories. The first is a historical look at certain American thinkers and their reactions to what they saw as unjust wars based in their strong idealistic goals for humanity. The second is a critical examination of American foreign policy based upon the analytical model arising from these American thinkers. The thesis concludes with an examination of contemporary applications of this analysis with an examination of recent wars that have taken place in the Middle East and an assessment of their just or unjust nature. My historical research examines the arguments of Thomas Paine, Emma Goldman, Henry David Thoreau, and Martin Luther King, Jr. I will review each thinker to highlight their criticisms of the unjust wars in which America has been involved from the 18th Century to the 21st Century. A secondary goal of this research is to trace a pattern of idealistic thinking that is present in American Revolutionary thought. These ideals refer to notions of natural rights, social liberty, economic freedom, and the constant pursuit of justice. By using the established arguments put forth by these four American thinkers, I argue that another unjust war will only bring misery to America and any other nation involved. Finally, my contemporary research develops the CIA term "blowback" and its effect on American foreign policy. By applying the theory of blowback to the current military disputes in which the United States has been or could be involved, I attempt to persuade the reader to resist the notion of engaging in another war.

Abstract:
This thesis discusses some aspects of the exhibition designer's role in state museums and galleries. It draws on the author's experiences in Singapore and his observations as a student living in Sydney. Museum exhibition designers are servants of the state. They help create public culture and promote a version of history. But if one is to understand the ways in which designers create meaning (and serve their employer's interests) we need to identify the 'vocabulary' and 'grammar' that they have at their disposal. To this end, the thesis outlines the variables that they work with and argues that they need to understand their employer's ideologies and history. The design vocabulary and grammar that the exhibition designer works with to create meaning in bridging understanding needs to be commensurate with the knowledge of history and the primary ideologies of the state which he/she serves. Singapore's recent interest in arts and heritage museums as part of a larger desire for regional economic and cultural survival and pre-eminence needs to be identified with the evolution, interconnectedness and ambitions of Singapore's arts and cultural organisations. In conjunction, some of the implications of Singapore's Arts and Heritage Policy need to be unpacked. A brief but concise comparative history of Sydney, Australia is made for the arts, cultural and museum comparison between Australia and Singapore. The exhibition designer's vocabulary and grammar can then be used to evaluate four exhibitions in Sydney and Singapore. This dissertation addresses the issues of 'Asian-ness' , modernisation without westernisation and the state's desire to meet the challenges which global communication systems place upon Singapore citizen's welfare. The dissertation is very art focused. It discusses all display objects as though they were paintings and works of fine art

Abstract:
Independence for individuals with disabilities can be facilitated through the use of devices that have been created and adapted for these individuals. Research regarding the use of technology to afford independence to those with disabilities is growing as new devices are being created. One such device is the Travel Assistance Device (TAD) which has undergone conceptual tests to assess if the individual components of the device work as intended. The purpose of this research study was to determine whether the prompts given by the TAD would exhibit stimulus control over the participant's behavior of pulling the cord to stop the bus at the appropriate time and exiting the bus at the appropriate stop. Results show favorable outcomes for the 3 participants who were able to pull the bus cord at the appropriate stops and exit the bus only when the TAD delivered prompts. Future implications in parent training are discussed.
