At this study, local government structure of Turkey is tried to be analysed. Urban administration of Turkey may be analysed three dimensionally: First dimension is central government and the city; the second is provincial organizations of central government and the third dimension is local governments and city. Therefore, when talking about “administration of cities in Turkey”, central government, its local organizations and especially the local governments should be mentioned. In this context, at this study initially cities in Turkey will be examined from the perspective of administration, then, central administration and central administration’s provincial organiations will be examined from the perspective of city governmnet. Finally two local government structures, “special provinicial administration” and “municipalities” will be examined.

Transparency is currently required as an essential element of public administration functioning. It supports quality, effectiveness and economy of administration both at the central and the local level of government. Transparency is currently also supported by modernization trends in public administration utilizing an implementation of information technologies and open access to information. The key role in the modernization efforts of public administration plays worldwide e-government. It is the effective tool to transform the public administration and public services towards greater transparency, information availability and participation in decision-making process. The submitted paper is focused on the analysis of transparency principle application on the local level of government in the Czech Republic. It is based on the evaluation of transparency in local decision-making, information availability and participation possibility. The availability of selected information was analyzed on selected local municipal websites in the Moravian-Silesian region in the year 2014. The target is the assessing of information disclosure on official municipal websites, especially offering and availability evaluation of selected information and the evaluation of the rate of information availability on monitored municipal websites.

Abstract:
This study investigates the effect of local government internal control systems on local government administration performance. We use secondary data from the Ministry of Internal Affairs, Financial and Development Supervisory Agency, Indonesian Statistics Bureau, and respective local government financial statements and websites. We generate a set of panel data from 508 local governments during 2017-2019 with 1524 observations analysed with panel data regression. We evidence that several local governments still have low and medium administration performance in 2017-2019 that has not met the expectation of the Ministry of Internal Affairs as stated in the strategic plan in 2015. Our analysis provides empirical evidence that control environment, risk assessment, and information and communication positively affect local government administration performance. Our result provides implications to the Financial and Development Supervisory Agency to continuously optimise internal control system development programs in Indonesian local governments and the Ministry of Internal Affairs to have higher enforcement of local government administration performance achievement.

Government consolidations remain highly controversial, and the proposition that consolidated governments operate more efficiently than smaller government units is a contested claim. This research evaluates the outcomes of Indiana property tax consolidation reform of 2008. It documents 19.0–27.0 percent cost savings from consolidated tax administration and estimates cost elasticities. The study finds that assessment costs are highly elastic to assessor workloads, wage levels, and the percentage of agricultural land, but not the assessment quality. Although these findings may assist other fragmented local government units in evaluating vertical consolidation proposals, they may not directly generalize to other areas of government.

Abstract:
This paper examined the structural challenges and local government development in Nigeria. Local governments system in Nigeria, has taken different forms from one period to the other. There were series of reforms in the Nigerian local government system aimed at addressing the structural deficiency inherent in the third tier of government in Nigerian federation. Suffice it to say that, the development of local government in Nigeria is almost becoming an illusion as local governments faced with multifarious structural challenges which serve as impediments to its development. The study that relied on secondary data sources through a comprehensive review of relevant literature on the subject of discussion. The paper identified constitutional crises, undue political interference amongst others as major constraints to local government development in Nigeria. The paper submits that there is need to restructure the present local government system in Nigeria by going back to multi-tier local government in the 1950’s. Areas of contribution to its development were also identified and conclude that the Constitution of the Federal Republic of Nigeria should be amended to enable State Governments and the various State Houses of Assembly loosen their firm grip on the local governments in order to allow the local government authorities take initiative that will enhance its growth and development.

Abstract:
Local self-governments at gmina (municipality) level have become primary components of Poland's democratization. The establishment of self-governing units in 1990 was the most important achievement of the first period of transformation and a very promising sign for potential political and economic changes in the future. An attitude to local self-governments presented after 1993 by postcommunist parties that came back to power, have not allowed these governments to build the infrastructure essential for the efficient operation of the jurisdiction. It also was impossible to establish the next level of self-governance— powiat (county)—designed as a complementary one to gminas. The second phase of self-government reform has been halted. There is still no clarification of the functional responsibilities between different levels of government and no authorization of revenue sources corresponding to functional responsibilities. These facts have a negative influence on local transformation processes including those of an economic nature. That is why public administration reform is perceived as a very necessary step to continue democratic reforms and to make regions and counties or municipalities well managed and administered. However, reorganisation of central government or the introduction of new levels of self-governing units will not automatically promote local transformation. In order to do so public administration requires complex and deep changes. The starting point for these changes will be a new definition of the state and of central government's roles and responsibilities. If public administration reform is to bring real changes its role must be redefined from the perspective of a decentralized state. The reform should be designed and implemented in such a way that helps to work out transparent and efficient mechanisms of intergovernmental relationships. The reform should also change the position of local government relative to central government. New professional standards as well as training programs for local government employees must be prepared to improve human resources and to overcome bad bureaucratic customs and practices inherited from the communist era.

Abstract:
For China, the SARS calamity has a great impact on its steadily developing economy, society and politics. At the same time it provides an opportunity because SARS changed the original Chinese living habits, ways of working and worldview. This paper is to analyze the effect of the crisis on the Chinese public administration and the direction of Chinese government's reform by focusing on the research of the revealed drawbacks in the management of Chinese government and the measures taken by Chinese government during the SARS crisis. Research shows that there are many deep-rooted problems. For example, in the spreading and early handling stages of SARS, the Chinese government did not perform adequately: non-profit departments were not well developed, governments at all levels refused to cooperate, there were no emergency institutions to deal with the crisis, officials were unqualified and the administration is closed and undemocratic. However, the measures taken during the SARS crisis also showed the crisis promoted the transformation of Chinese government further from a controlling government to a service oriented government, from a closed government to transparent and open government, from a government ruled by individuals to a government ruled by law. Meanwhile the crisis suggests that the administrative system is facing new adjustment and development.

Abstract:
Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

The article is devoted to the study of electronic governance in public administration.The article clarifies the essence of information and communication technologies in the process of development of public administration. Attention is drawn to the fact that, thanks to information technologies, there has been a transition to a new form of organization of the activities of public authorities, as well as a qualitatively new level of efficiency and ease of obtaining public services by organizations and citizens.It is noted that an important role in this aspect is given to electronic governance as a new form of communication between citizens and the authorities.Approaches to defining the concept of “electronic governance” are considered. Based on the results of the review, two approaches to the definition of this concept were identified: narrow and broad. It is noted that the authors of the narrow approach emphasize the possibility of an alternative way of providing public services in electronic form. They suggest that e-government can be synonymous with digital administration, online administration or, in a certain context, transformational administration, which focuses on the use of Internet technologies as a platform for exchanging information, providing services and interacting with citizens, businesses, etc. In a broad approach, the idea of e-government is to interact with citizens and businesses through the Internet and other information systems.The main elements of the interaction of electronic governance with the state and society, the state and representatives of business, and authorities are defined. It is indicated that e-governance is considered not only as a way of increasing the efficiency of public management and administration, but also as the main element of a new model of democracy in the information society.Attention was drawn to the fact that the transition to electronic governance means reforming all forms of activity of state administration bodies, changing their structure, tasks and functions. The success of this transition depends on the correctly chosen strategy and tactics, coordination and effective interaction of all subjects of this process, namely: legislative, executive and judicial branches of government, business and society.It is proposed to make changes to the legal definition of the concept of “e-government” set out in the Concept of the Development of Electronic Government in Ukraine No. 649 dated September 20, 2017 and to replace the phrase “state administration” with the term “public administration”.

The Trump administration, following the Obama administration, criticized previous administrations' security policies toward China, heralding the emergence of a groundbreaking strategy. Biden also criticized the Trump administration's security policy toward China from the time of his presidential nomination, implying the emergence of various containment policies. In this study, the Trump and Biden administration's China security policies were examined and compared with an emphasis on the integrated deterrence declared by the Biden government. The Trump and Biden administrations simultaneously pointed to China as a country that would undermine US interests. Accordingly, the two governments pursued a containment policy against China to maintain a US-centered international order. The Trump administration pursued a reckless alliance strategy based on the US-first principle as its integration policy and maintained multilateral security cooperation centered on the Indo-Pacific strategy as its deterrence policy. The Biden government maintained an ideological alliance strategy based on alliance priority as an integration policy and sought multilateral security cooperation by adding the NATO alliance to the Indo-Pacific strategy as a deterrence policy. The US anti-China policy can be divided into integration and suppression, and the detailed strategies applied at this time covered nonmilitary and military areas. Therefore, this study investigated the possibility of applying the entire military or nonmilitary domain to the scope of the analysis of the theory of integration and deterrence within the framework of international relations.

Abstract:
The Korean central government introduced a package of tax hikes on real estate in order to achieve tax levy equity. This remarkable tax innovation, however, resulted in conflicts between the cnetral government, residents, and local governments, which were followed by area-wide tax competitions among the local governments in the Seoul Metropolitan Area (SMA). This study analyzes the property tax resistance of the SMA using the form model approach to the principal and agent. It is assumed in the study that residents, local governments, and the central government have a divided principal-agent relationship. With several descriptive analyses and some data for the case, however, the theoretical model gives a logical explanation for the behaviors of residents, local governments, and the central government in the short-term tax resistance. That is, under short-term conditions, local governments tend to respond to residents' request for tax cuts, dependent upon their fiscal independence and neighboring local jurisdictions' decision-making on property tax cuts. The pattern of the property tax cuts over time implies that local government's elected officials may be very sensitive to their re-election. Further, it provides long-term prediction for the behavior of the three actors, dependent upon institutional change. When the information on institutional change is perfect, or the uncertainty is removed in the institutional change, they ultimately reaach the Nash equilibrium. Finally, it is fair to say that the formal model contributes to this study by complementing the lack of empirical data/precedent literatures, and clarifies the causality between the factors of interest.

The government's success in effectively managing its operations is closely tied to the outcomes of the policies it implements. Law Number 23 of 2014 aims to expedite the enhancement of societal well-being by bettering services, promoting empowerment and community involvement, and enhancing regional competitiveness. This is done while upholding democratic principles, fairness, justice, regional distinctiveness, as well as the efficiency and effectiveness of regional governance. Enhancing the relationship between central and regional governments, acknowledging the diverse potentials of various regions, and addressing competitive opportunities and challenges can further refine regional government administration. This research employs a qualitative descriptive approach, focusing on capturing current, genuine, and practical phenomena. Among the pivotal components of effective governance and public service lies the proper management and responsible oversight of regional assets. Many assets are owned by a region, sometimes in terms of administration, they receive less attention in the field of business administration, which is a must for state administrators to realize good and clean governance.

Spatial planning is one of the most important tasks of the public administration, including local government administration. Both the government and local government administrations are obliged to shape the spatial policy. Here, it is the municipalities that occupy a special place, as they are the only bodies that may draw up and adopt fundamental acts implementing the spatial policy, i.e. local zoning plans. Implementing the spatial policy is a basic task of the public administration, aimed at satisfying the needs of the citizens. In this context, cooperation between public administration bodies of various levels, as well as between public administration bodies and residents, becomes crucial. Spatial planning is a multifaceted area, which overlaps with the tasks of the aforementioned government and local government administrations, not only at the local level, which in fact involves the need to establish common positions in order to optimize the directions of spatial development. In this context, cooperation seems to be the most optimal and necessary form due to the essence and nature of planning issues. The purpose of this article is to analyse the instruments of cooperation between public administration bodies, with particular emphasis on the relationship between the government and local government administrations, as well as between the bodies of this administration and citizens in the planning and spatial development. The article will also examine the instruments not regulated by law. The conclusion will present the directions of changes in the above-mentioned instruments of cooperation.

After reading the first few pages of this text, the reader may be left wondering "exactly what is this book attempting to accomplish?" At first glance, it looks like a college textbook. And indeed, Chapter 1 (Overview of Local Government in Korea) very much reads this way. After an introductory section in Chapter 2 (Structure of Local Government), however, the form of the book takes a dramatic turn. The Preface opens with a statement of the two purposes of the book, "first, to provide factual information about Korean local politics for those who are interested in Korea's system of local government; and second, to offer definitive reference resources to foreign scholars, students, practitioners, diplomats, and others who have an interest in the evolution of Korean democracy." Referring back to the Table of Contents after reading further in Chapter 2, one realizes that this is more of a "book of facts" than an analytical treatise. In this regard, the book is a solid success: it provides detailed facts about the legal structure of Korea's system of local government. It discusses the evolution and effect of Korea's Local Autonomy Act (and relevant decrees), and a translation of the lengthy Local Autonomy Act is included in an appendix. Clearly, the book is a useful reference on the law of local autonomy for those of us less than fluent in Korean. On the other hand, politics and democracy are hardly discussed beyond a few rhetorical platitudes in the first and last chapters.

Brazil's President Fernando Henrique Cardoso will be remembered for his administration's accomplishments as well as the problems his government left unresolved. On the one hand, fiscal policy represents one of Cardoso's success stories: the Plano Real curbed inflation, established economic stability, and enabled the central government to rein in subnational governments' out-of-control spending patterns, which had been a key source of macroeconomic instability. However, the question remains whether Brazil can truly escape from the political and economic consequences of past fiscal profligacy. Despite many successes, Cardoso's own policies have created additional obstacles that future administrations will necessarily confront, in particular a dramatic increase in Brazil's internal debt. Observers of Brazil should count both sides of the accounting ledger when evaluating the Cardoso administration. Much has been gained, but the costs of those gains must be recognised and the impact of those gains on the range of policy choice available to future administrations understood. This article explores the factors that contributed to Brazil's macroeconomic difficulties prior to 1995, and then explores how the Plano Real provided the Cardoso administration with leverage to constrain the capacity of subnational actors to affect Brazil's economy. Subsequently, however, the paper describes how the Cardoso administration's policies have created Brazil's current ‘fiscal straitjacket’, and concludes by discussing how Cardoso's policies will constrain future administrations.

The research method used in this study is a case study (case study). The results showed that the role of Public Relations of East Jakarta Administration City Government in establishing good communication with the press, is done through activities, such as press conferences, press releases, and press gathering. All activities are done well, so as to create a communication and a good relationship, in any cooperation between the Press and the Government of East Jakarta, making it easier for local governments in disseminating various work programs.

Abstract:
Local government is the government at the grassroots closest to the people. It is the tier of government administration that coordinates the activities of citizens at the local community levels. Local government as a concept of government existed long before the arrival of the colonialists. There were forms of local government administrations in Nigeria before colonial rule. During colonialism, the British's indirect rule system was built upon existing local administrations in Nigeria. However, the story is not the same for local government administration regarding structure and organization in the country today. The study x-rayed the various phases and eras of local government development in Nigeria. It further analyzed the present realities of local administration in the country. The study employed a qualitative approach. The qualitative data were generated from interview responses from relevant stakeholders (such as Traditional leaders and senior local government administrative staff). Also, data were gathered from existing relevant literature. Data collected were analyzed using the context analysis method. The study revealed that local government administration in Nigeria has passed through torturous phases. It identified the lack of local government autonomy amongst others as the main challenge bedeviling its development in the country. The study concluded with recommendations to reposition local government for effective service delivery as Nigeria's third tier of government.

Abstract:
Purpose The purpose of this study is to examine the implications of inter-governmental relations on procurement compliance in local government. Design/methodology/approach A total of 68 in-depth interviews with local government officials and councillors in four different local government authorities, members of parliament in the local authorities accounts committee and a committee clerk were carried out in addition to documentary review. Findings Evidences from in-depth interviews and documentary analysis point to central government as one of key reasons for procurement non-compliance. The nature of inter-governmental relations enables the central government to issue encroaching directives on local government procurement plans or take handicapping actions on the financial ability of the local governments to execute procurement plans. Practical implications The study adds inter-governmental relations on strategies for improving procurement compliance in African local government systems. Originality/value Despite increasing research on procurement compliance, the complexity of regulatory non-compliance in local government procurement has not been adequately analysed. The current study uses an inter-governmental relations perspective to contribute knowledge on procurement compliance in local government systems of the Third World, sub-Saharan Africa in particular.

The European Union’s promotion of the multilevel governance approach redefines the relationships between supranational, national and local governments. As countries like Albania undergo adaptations in the accession process, finding a balance between local and national government relations becomes crucial. The review aims to explore the complex interplay of governance levels in Albania, drawing insightful comparisons with successful cases in Europe, and offering valuable lessons for the policymaking process. To foster greater cooperation between national and subnational levels, it is imperative to define roles and responsibilities clearly, ensure proper financing while national government takes a more strategic role. In Albania, facilitating meaningful interaction can be achieved through the Consultative Council for local and central government, alongside associations of local authorities, though it necessitates legal changes and commitment from local governments. The Albanian Law on Local Self-Government, established in 2015, coincided with a new administrative-territorial reform in the same year, presenting various challenges, particularly for local governments. Through this article, we aim to present scientific research and concrete results concerning the Albanian experience of local government relations with the central government, while providing a comparative analysis with other European countries. Additionally, specific recommendations are proposed to strengthen government interrelations, given the high priority of the EU accession process in the country’s development agenda.

This paper discusses the issue of small government in Korea by way of reviewing a recent article on the subject published in Spring, 1492 in the Korean Public Administration Review. The article is by four Korean political scientists led by Dong-Suh Bark. The Korea's Fifth Republic of the 80s under Chun Doo-Whan first broached small government. Largely, to redeem his couptarnished Fifth Republic, Chun streamlined the bureaucracy. This resulted in personnel reduction, consolidation, and the adoption of a zero-base budget. The Sixth Republic under Roh Tae-Woo formed a group to study governmental reform. Nothing much came of it, however, as Roh gave way to pressures resisting change. Corning into power in 1993, Kim Young-Sam, the reform-minded president of the Seventh Republic has put forth small government as a part of his overall reform agenda.

In this paper, we defined the knowledge government as the government in which its knowledge activities are highly encouraged for its productivity. From the perspective of this concept, we attempted to examine the four processes of knowledge activities, that is, knowledge creation-proliferation-utilization-accumulation. Empirical analysis shows that all four independent variable, IT-Engine, Institutional System, Individual and Organization Factors affect government innovation. Since institution and IT-Engine variable work independently, these are required to perform at the same time. However, IT-Engine and institutional variables affect organizational innovation by influencing individual and organization. This implies that IT technology and institutional system should be a prior concern for the governmental innovation. Because organization and individual variable are affected by the IT-Engine and institutional foundation respectively, it could be inferred that innovating individual and organization factors should be performed by effectively implementing IT-Engine and the institutional foundation, including team system and the merit-based payment.

The COVID-19 pandemic caused a sudden change not only in societal behaviour but also in terms of forms and scale how public administration was running. The aim of this paper is to present intergovernmental relation (IGR) during the first and second wave of COVID-19. In order to do this Central and Self-Government Common Commission (CSGCC) and national local government associations were taken into consideration. In conclusion it is said that during the first wave centralize approach towards the IGR was apparent, however, in the second wave it evolved toward more multilevel relations.

The performance of regional government administration is a form of illustration of work performance that can be achieved during a certain period. The performance of regional administrations that receive WTP Opinion (Unqualified Opinion) should be better than those that are Non WTP. This study aims to compare the performance of regional government administration in South Sulawesi that received WTP and Non WTP opinions for the 2015-2021 period. The performance of governance between local governments that obtain WTP and Non WTP opinions by using the Economic Growth Rate Product, the Human Development Index (IPM) and the Regional Revenue and Expenditure Budget (APBD). The research implication for local governments is hoped that they can improve the performance of their regional governments, especially in the financial sector by increasing the detection of local revenue sources and being able to manage them properly.

The paper aims to look at the transferring of authorities, resources and responsibilities from one tier of government (central government) to other tiers of government (state and local governments) in order to deliver efficient and effective welfare service. This transfer serves two basic purposes, namely accountability for resource management and effective welfare service delivery. This can only be possible if the system of co-responsibility between institutions of governance at the central, states and local governments is decentralized effectively. Similarly, the paper intends to critically examine local governments’ budget and budgeting system in order to deliver primary education and healthcare service to the public. Therefore, the paper studies the main source of revenue of local governments, and determines how the resources are utilized in providing primary education and healthcare services. The study designs information data sheet to elicit information from at least four local governments in Nigeria. Statutory allocation disbursed to four local governments under consideration for the fiscal year 2008 is considered. Approved annual budget of the local governments is analyzed to determine the differential (%) in terms of what is budgeted and what is the budget outcomes. The findings reveal average differential of 65.78% between approved and actual estimates for primary education, and 37.57% for primary healthcare service in the local government under consideration. This shows that local governments under consideration are not delivering primary education and healthcare services optimally.

In the era of digitalization, this study comprehensively reviews e-government practices, focusing on the European Union member states, with a particular emphasis on Slovakia and the Czech Republic. The purpose of this research is to analyze the impact of public administration digitalization on corruption, utilizing a comparative and correlative research analysis. The study also investigates the clustering of e-government practices in the EU using Gaussian Mixture Models. The methodology employed includes an extensive review of existing literature on e-government maturity models, benchmark frameworks, and national concepts of public administration informatization. Data from authoritative sources such as the Digital Economy and Society Index (DESI), E-Government Benchmark reports, and national reports, including Slovakia's National Concept of Public Administration Informatization, contribute to a robust analysis. Results reveal the nuanced relationship between public administration digitalization and corruption levels in EU member states. Clustering based on Gaussian Mixture Models provides insights into the diverse landscape of e-government practices. Furthermore, the study compares the digitalization progress of Slovakia and the Czech Republic, shedding light on the challenges and successes of these nations in implementing e-government services. In conclusion, the findings underscore the significance of e-government in shaping transparent and efficient public administrations. Recommendations include fostering international collaboration to share best practices and addressing shortcomings in e-government policy implementation. The research implications extend to policymakers, researchers, and practitioners, offering valuable insights for advancing e-government development. This study compares each Korean administration's purposes of public relations, the communication flow of government PR, Press policies, and relationships between the press and the government, in order to examine characteristics and changes in the Korean governments' approaches to government PR. The findings of the analysis show that most of the early administrations purported to provide propaganda against communism and their political rivals. Later administrations conducted PR activities for diverse purposes such as propaganda, the dissemination of public information, persuading the public, and sometimes even promoting mutual understanding. Communication flow of the government PR activities was consistently unilateral across the administrations, from the government toward the public, and mainly through the press. Although President Roh Moo Hyun attempted interactive communication between the government and the public, his idealism did not materialize in reality, and resulted in aggressive and intrusive unilateral PR activities directly toward the public. Based on the findings of the analysis, the study suggests that future government PR activities should focus on two-way communication, especially on listening to the public, probably by organizing local policy meeting and discussion groups, setting up call centers and internet sites that are easy to use and are interactive, and by planning and executing deliberative polling for policy issues.

Public administration in Poland has taken the form of a system of entities with different tasks and objectives, as well as different competences. It is a part of the classical model based on the functioning of two separate components, such as the state administration, including the government and local self-government. From the perspective of a democratic state governed by the rule of law, the existence of local self-government is extremely important, and even becomes a necessity. Therefore, the deliberations addressed in the paper focus on the functioning of this form of public administration at the lowest level of basic division of the state, which is the commune. The presented research is an attempt to indicate the legal status and position of commune self-government not only in the broadly understood local self-government but also in the whole public administration system.

The financial performance variables are measured by financial ratios (decentralization degree ratio, independence ratio, effectiveness ratio , growth ratio) and performance of local government administration are measured by performance evaluation score of local government administration (EKPPD score). Sampling method using purposive sampling with judgment sampling technique. The sample in this study 216 districts / cities, consisting of 108 districts / cities that obtain WTP opinion and 108 districts / cities that obtain Non-WTP opinion. Hypothesis testing using nonparametric test ‘Mann-Whitney U Test’. The results of this study, state that the financial performance of local government and performance of local government administration on district / city governments in Indonesia that obtain WTP opinion is significantly different and better than district / city governments in Indonesia that obtained Non-WTP opinion</em>. <em>This difference shows that district / city government that obtain WTP opinion has proven to be better in terms of financial management and local government administration compared to those who obtain Non WTP opinions.</em><em></em></p>

This study investigates the role of local government internal audit function maturity and expertise in supervising local government public service quality. We use secondary data from all local governments in Indonesia for the 2016-2019 fiscal year that generates panel data with 1934 observations, analyzed with panel data regression. Local governments in Indonesia have a good average quality of public services. In most tests, we evidence the positive effect of local government internal audit function maturity and expertise on public service quality. Internal audit function maturity is the strongest contributor, while expertise supports the audit process to achieve higher public service quality. Our study provides implications for local government supervision that should be maximized through internal audit function to achieve good quality public services, by developing proper internal auditor programs of the Financial and Development Supervisory Agency (BPKP). The local government should also have a proper budget allocation for public service. The adoption of information technology should also be optimized in public service implementation and supervision. Finally, our study brings significant novelty to public service and internal audit literature in Indonesia by providing one of the first comprehensive studies covering all Indonesian local governments.

The research entitled "Implementation of the Government's Discretionary Authority and Accountability in the Administration of Government" has five problem formulations. First, how is the implementation of discretionary authority in the administration of Government? Second, there are obstacles in the exercise of discretionary authority. The third is how to overcome obstacles. Fourth, the limits of discretion in decision making. Fifth, Government Instruments. The purpose of this study was to identify and analyze the five problem formulations above. This research is qualitative descriptive The results of this study indicate that the exercise of discretionary authority in the administration of Government is a logical consequence of the welfare state where the welfare state government is a state power that is given the task and responsibility for the welfare of its citizens. In contrast, discretionary authority does not mean that it can be used freely. However, it must follow the rules written in Law Number 30 of 2004 concerning Good Governance and Principles of Good Governance (AAUPB). The implementation of discretionary authority in the administration of Government also has several obstacles that cause the Government to be less efficient and less effective. Efforts to overcome these obstacles are not easy because they must involve all parties, namely legislative power, executive power, and judicial power. This is also, of course, requires the role of citizens. These things are to ensure the implementation of discretionary authority in the administration of Government so that it is efficient and effective in realizing people's welfare.

The impact of ODA on governance is still a contentious issue of debate. A few number of East Asian countries, such as Korea and Singapore, have achieved rapid economic and social development by government-led development strategy. This study focuses on the role of government to achieve developmental goals, and explores the relationship between aid dependence on government expense and government effectiveness from the perspective of government competitiveness and the mediating effect of corruption as well. The analysis draws upon a data set of 82 developing countries over the period 2004- 2013. The findings of the study illustrates that dependence on ODA in government expenditure reduces government effectiveness in developing countries. In addition, ODA funds from donors have an adverse effect on the control of corruption, and it, in the end, impedes government effectiveness. To increase aid effectiveness in promoting growth and development, governments of developing countries need to improve their government competitiveness.
