Aus der Einleitung: In den letzten Jahren vollzieht sich ein gesellschaftlicher Wandlungsprozess von der Industrie- zur Informationsgesellschaft. Diese Entwicklung wird getragen vom zunehmenden Einsatz internetbasierter Informations- und Kommunikationstechnik (IuK). Mit Electronic Government (eGovernment) stößt auch die öffentliche Verwaltung die Tür zur Welt des Internets auf. Doch schon vor eGovernment hat der IuK -Einsatz im Rahmen der Verwaltungsinformatik eine lange Tradition. Der entscheidende Einschnitt folgte aber ab Mitte der 90er Jahre mit der Virtualisierung der Verwaltung: Von der Einbindung ins Internet, der Integration bestehender Systeme per Intranet bis hin zur Digitalisierung gesamter Verwaltungsabläufe. Doch lässt sich eGovernment nicht auf technische Anwendungen reduzieren. Vielmehr hat eGovernment erhebliche Potenziale zur Verwaltungsmodernisierung und rückt seit Ende der 90er Jahre in den Mittelpunkt der Diskussion um eine Verwa ltungsreform. Dabei baut eGovernment als parallele Entwicklungslinie auf einige Elemente des New Public Management (NPM) auf. Mit eGovernment verbindet sich die Hoffnung, den gewandelten Umfeldbedingungen und zunehmenden Anforderungen an die öffentliche Verwaltung hinsichtlich Effektivität, Effizienz, Kunden-, Qualitäts- und Wettbewerbsorientierung gerecht zu werden.

Abstract:
Local Governments in Australia are becoming more involved in the area of energy efficiency. The Southern Downs Regional Council in Queensland is an example of a council that is just beginning to move in this direction. There are several benefits to implementing energy efficiency measures in government operations. These include but are not limited to a reduction or delay in legislative liabilities relating to greenhouse gas emissions. The research presented in this document takes a look at the energy use of the administration complex of buildings in Warwick, Queensland. The aim was to determine how much energy is used, and attempt to discern the proportional distribution of how and where the energy is being used in the buildings. This was done by examining the available historical data as well as through performance of walk-through audits of the buildings. A literature review is presented to indicate how audits are carried out, and what types of energy efficiency measures are available for commercial buildings. Case studies in Australia and overseas are also included to show how successful projects are implemented. The results of the historical and walk-through audits were analysed to determine where and how energy is used and furthermore to identify areas where improvement is possible. This analysis is presented, and based on the results and the literature review, several possible actions are recommended for further investigation by the Southern Downs Regional Council. Overall, the results show that the Southern Downs Regional Council performs fairly well. However there is room for improvement in many areas, and with very modest investment, it may be possible to reduce energy costs by up to 10% annually.

Abstract:
This PhD thesis examines the E-government implementation in Dubai and examines the critical success factors and barriers to a successful E-government implementation. The study is based on primary research conducted on the subject of E-government in the United Arab Emirates. The thesis critically reviewed extant literature on E-government implementation. The methodology used for this research is a mixed-methodological design comprising of quantitative survey of 450 employees of the Dubai Smart Government Department. A survey questionnaire was designed to assess the impact of various independent and dependent variables on the effectiveness of E-government implementation. To complement the shortcomings of the high level of abstraction often associated with quantitative methodology, a qualitative methodology was used which involved in-depth interviews with 25 middle and high ranking officials in the Dubai Smart Government Department. The results of these questionnaires and interviews helped provide a theoretical framework for the postulation of standard operating procedures, which could ensure the success of E-government implementation, in Dubai. The research analyses and discusses the primary data (questionnaire and interviews) to generate insights regarding the success of E-government implementation in Dubai. The analysis also examines the various factors which limit and hinder successful E-government implementations and offers recommendations for improvement. The study finds that some of the major barriers to E-government in Dubai include: technology, security, legal, monetary and strategic. Employees surveyed also generally expressed fear of complexity, system integration, data security, and job losses. Researchers have repeatedly shown that there is need for empirical based studies to understand contextually relevant aspects of E-government implementation in non-western contexts. This PhD thesis contributes to this debate with fresh empirical data sets from Dubai on E-government implementation including the identification of critical successes factors and barriers of a successful E-government implementation. This study also contributes theoretically by challenging the popular normative stage models with a more robust theoretical framework encompassing both human centeredness and context relevance. In so doing, the study came up with a tripartite approach comprising management support, cultural change, and system design. The study concludes that dynamic interplay between internal and external forces; socio-economic and technological factors (including maturity of ICT capabilities) are all relevant for a successful implementation of E-government in Dubai. This study’s key significance lies in its contribution to improve the implementation of a successful E-government in the UAE context, thereby leading to a development of a road map for facilitating practical implementation of strategies and reversing the declining trend of E-government participation in Dubai. In addition, the study’s emphasis on the public sector, could lead to strengthening of the role of E-government for administrative and institutional reform and inclusion in the public sector. The study could provide a useful guide both for the Dubai Smart Government Department and other E-government agencies in Arab regions and for internal stakeholders in the field who wish to gain insight into the process of E-government globally.

Abstract:
This dissertation is an examination of the Irish revenue system in the reign of William III, concentrating on the extent to which the period witnessed the development of a modem, professional system, and the forces that shaped that change. The work is divided into an introduction, nine chapters, a conclusion, and five appendices. Chapter one focuses on the establishment of a Williamite revenue administration during the Irish war, 1689-91, and the extent to which that administration maintained or altered the existing Jacobite administration. Chapter two details the different revenue branches in Ireland, their origins and legislative foundations, and the comparisons with the English revenue branches. Chapter three examines revenue yield and expenditure, and the extent to which the increased costs of government in the aftermath of the war necessitated an expansion of the revenue sources. Chapter four provides an assessment of the role of the English government in the Irish revenue establishment. Chapter five profiles the personnel of the revenue commission, while chapter six examines the role of the commissioners. Chapter seven focuses on the function and personnel of the commissioners' country-wide collection service, while chapter eight looks at the diminishing role of the antiquated exchequer. Chapter nine details the developments within Irish politics and parliament in relation to the revenue, and examines how the government's increased need for money caused the advent of regular parliaments, and allowed for greater parliamentary scrutiny of the government's expenditure. The five appendices provide statistical information in support of these chapters, covering the yield of all revenue branches, expenditure, petition lists, office-holders in the exchequer, the revenue conmiission, the ancient customs offices, and the collection service, money issues from the English treasury to the Irish receiverand paymaster-general, and a list of revenue officials sitting as M.P.s in the Irish parliament.

Local government is the sphere of government that is most directly involved in rendering services to communities and individuals. It is also at this sphere of government where the basic needs of people are addressed. Services like water, sanitation, waste removal and electricity have a direct influence on the quality of life that people live. In order for the occupation of local public administration to contribute meaningfully towards rendering services of a high level, both in quantity and quality, it is important to lay down a number of preconditions. In this research report it was argued that for local public administration management to become a profession in the full sense, it will be necessary: to draw well-qualified graduates from tertiary institutions
to develop practitioners in the occupation on a continual basis
to develop minimum performance standards and requisite competencies
to develop standards of ethical conduct acceptable to the community at large, and the occupation as a whole
and to continuously develop knowledge in the science of public administration as it is found in the local sphere of government.

Abstract:

This case study explored the use of Labor Management Partnerships in the government sector through the Partnership to Achieve Comprehensive Equity (PACE), a partnership between Metro, a division of King County government and Amalgamated Transit Union, Local 587 (ATU). The study examined the partnership’s influence on organizational outcomes and the manner in which the partnership functioned and sustained itself, as well as the challenges and obstacles that threatened both the partnership and outcomes. Two key findings emerged from this study. First, partnerships are supported by flexible structures and practices that foster relationship-building through dialogue and co-learning. Second, partnerships must confront contextual challenges, such as changes in leadership and organizational resistance that threaten their viability. As this case study illustrates, it is the community’s ability to establish strong and dynamic relationships that ensures members are respected, empowered, and engaged in the partnership’s outcomes.

Abstract:
This thesis describes the research which has been undertaken into a particular area of policy making in the UK, that of the process of designing and implementing programmes aimed at helping industrial firms to become more competitive. Investigations have focused on how the design process is conducted within the Department of Trade and Industry (DTI), which has lead responsibility for industry in Whitehall. The research had Uvo primary aims. First was to provide a detailed description of the process of designing programmes. Based on the research findings it is proposed that the process comprises the components of'Issue Identification', 'Programme Implementation', and 'Evaluation and Feedback'. The thesis discusses the private nature of the work involved in programme design, and that consequently researchers are often unable to directly observe the activities comprising the process. It is suggested that the veil of secrecy surrounding the development of programmes has prevented substantial debate of this research topic. As a civil servant employed in the DTI, the author has been able to review the activities involved 'first hand', and uncover numerous aspects of the process previously not investigated. Based on the analysis of five case study examples, a systems model has been developed which provides a detailed description o f the structure of the design process, and the mechanisms that are employed. The second aim of the research was to develop proposals for improving current arrangements, towards achieving better value for money in the design and operation of support programmes. The thesis describes how a Business Process Re-engineering approach was adopted to exploit the detailed knowledge of the design system which had been gained, with the aim of discovering deficiencies in the current process and developing proposals for. overcoming problems. Investigations showed that the current guidance provided to officials employed in programme design is inadequate in fully supporting them in the task. It is suggested that this deficiency can be overcome through the introduction of a new set of comprehensive guidance, to be contained in an alternative document referred to as the Handbook for Programme Design and Operation. The handbook, it is proposed, would comprise good practice advice across the broad range of activities involved in programme design. Proposals for further improving the design process through the introduction of effective knowledge management were also developed, and these are again set out in the thesis.

Abstract:
Brazil is not a homogeneous mix of peoples or ecological traits and its regions are in fact characterized by widely divergent cultures, beliefs, perceptions and attitudes reflected in a wide array of social and political structures. This thesis posits that there are underlying characteristics which form the foundation of the Brazilian governments' environmental policies, and that fundamental trends have emerged from this policy process. Part 1 attempts to hone the meanings of both the environment and policy, and presents the elements which form the environmental policy framework, and provides the blueprint from which Brazil's environmental mapping is traced. Part 2 underlines Brazil's diversity alluded to previously, and which must constantly be contrasted with the admittedly simplifying policy instruments developed in Part 1 in order to more accurately reflect the country's diverse realities. Brazil's less than brilliant environmental reputation is also briefly described. Part 3 and, particularly, Part 4 form the nucleus of the thesis, and describe Brazil's historical formation viewed through its effect on the environmental policy framework elements, namely long and short-term forces, "environmental players", and the constituent parts of the policy process including: Agenda setting and policy formulation, and policy legitimization, implementation and evaluation. Nearly five hundred years of social, political and economic evolution and their effects on the environmental framework are sectioned into five periods, with relevant elements affecting Brazil's environmental policy arena concluding each historical section, and with particular analytical emphasis starting from the onset of the military regime in 1964. Finally, Part 5 is a retrospective overview which pulls together the analysis of the previous parts, and unfold Brazil's environmental policy map, identifying the clear characteristics and trends which have surfaced within the country's environmental evolution, thus reaching the thesis' objectives. For this reason, a case study was conducted in Ankara within the boundaries of Ç
ankaya district to enlighten the place of neighborhood administration system in the Turkish Administrative System. Questionnaires for the headmen and the residents were stated to find out the opinion, thoughts and proposals of both the headmen and citizens for reorganizing the neighborhood administration. According to the results of the study, headmen of the neighborhoods stated the importance of the neighborhood administration in the administration system and importance for the residents. On the other hand, the answers of the residents indicate that their knowledge on these administrative units is very limited. As a result, it may be concluded that reorganizing neighborhood system is essential because of this undefined or limited definitions and implementations of the neighborhood administration system in Turkey.

There is a widespread public perception of corruption in Liberia's election process, yet there is little documentation on the characteristics of voters and their perceptions of electoral corruption. The purpose of this correlational study was to explore the relationship between gender, ethnicity, physical location, and perceptions about political activity during the 2005 national election. Roderick Chisolm's conceptualization of the internalist view of justification served as the theoretical construct. Data were acquired from the Afrobarometer survey (n = 1,200), which used a representative cross-sectional sample design, and were subjected to cross-tabulation analysis, a chi-square test, and a correlation analysis. The results of the analysis indicated that elections were perceived as unfair and that gender was an important predictor of perception. The analysis revealed that 26.8% of women perceived the National Election Commission as untrustworthy and 79.0% reported that they did not feel completely free to choose their preferred candidate. A chi-square test of association confirmed that among males, the belief that elections are free and fair was statistically significant (p = .002), though not for females (p = .151). Gender was moderately correlated (r = .088) with corruption of government officials. It was also found that the theoretical construct may explain the behavior of elected officials, but was not predictive of voter engagement. Recommendations to remedy this problem include widespread election reform that focuses on combating negative perceptions of voters, particularly among women, and correcting technical irregularities in Liberia's electoral processes.

In a quest to offer better services to both citizens and businesses throughout Africa, efforts to adopt e-government projects are gaining momentum. As a result of this, there is a need for effective measurement of delivery and quality of such e-services. Currently, there are several metrics applied to measure and rank the e-readiness of various African countries. However, while these measures have provided a source of comparative analysis between different e-government projects, they are far from being perfect. For example, most of these measures are diverse and difficult to compare, since they assume ‘one size fits all’ and ignore differing environmental, cultural and contextual factors of various countries. Further criticisms of these measures are that they are ‘first generation metrics’ designed for developed countries, as opposed to developing countries. Thus, the crux of the research problem was that there are no suitable evaluation strategies for understanding and measuring the effectiveness of e-government services in order to improve the management thereof, and thereby attain the best possible value for citizens. The objective of this study was to develop a framework, for evaluating the effectiveness of e-government services in a typical developing country. Tanzania’s mainland was chosen as the context for this study: as a typical developing African country, its early phase of e-government development provided an optimal case for this study concerned with the useful and effective evaluation of e-government services. I have chosen a qualitative research method paradigm, underpinned by an interpretive approach, to facilitate both research objectives: developing an evaluation framework after determining the necessary evaluation parameters. Empirical evidence was gathered via interviews with e-government practitioners in Tanzania and via focus groups with selected citizens. Other sources of data included government documentation (policies and strategies) and government websites. The data was analysed through the combined application of an adapted grounded theory method and interpretation. Using the latter analytical processes several effectiveness dimensions of e-government services were derived. Through further analysis these were synthesised into the main output of the study viz. an e-government citizen satisfaction framework (ECSF). This framework, a unique contribution to the existing body of knowledge, demonstrates how citizen and government imperatives should be amalgamated to evaluate the effectiveness of e-government services. The findings further support and advance Information Technology management within government, as this is the first comprehensive framework to ensure an integrated approach for monitoring and evaluating e-government programmes. This study also combines important ideas from two existing domains—service management and IS evaluation—to generate new foundations leading to further work by researchers.

When the Loyalist refugees fleeing the American revolution in the 1780's arrived in what would become the province of Upper Canada, the colonial government faced a new and unwelcomed situation. Colonial officials in both London and Quebec abandoned their plans for the expansion of the French colony and the preservation of an extensive western Native reservation in favour of a British-style settlement, complete with a balanced constitution, common law, and free and soccage land tenure. The first business faced by this new conservative-minded, loyal government was the distribution of land. In conducting this business the Imperial government, and its officers in Upper Canada, constructed an administration that mixed inherited continuities with innovation. Through the desire for efficiency and accountability, this administration was slowly transformed from a quasi-feudal to a modern bureaucratic system. Many of the decisions and actions of the colonial administrators proved effective and far-sighted, others were much less so. In the end, however, the government was neither corrupt nor incompetent, and, by the 1830's, they succeed in accomplishing the principal goal of land granting; the broad distribution of land to industrious settlers loyal to the British monarchy. The structures through which this was accomplished became the framework of Canada's modern bureaucracy.

Digital transformation is having a significant impact on society, with new and innovative technology leading to new practices for organizations. The public sector is one sector that seeks to implement digital transformation to solve issues that are currently impacting this sector. One of the main goals of using digital technology is to implement E-Government, in which the public sector uses digital channels to provide services and interact with the stakeholders.  The Swedish Government has set a national agenda in which it is stated that the public sector in Sweden should be the best in the world at utilizing digital solutions. Despite that there are many benefits associated with implementing E-Government, the actual implementation has been slow. A study from 2007 found that municipalities in Sweden were still at a very early stage in E-Government implementation. However, since then there has not been any research that investigated the current state of E-Government implementation, despite the topic being highly relevant. Therefore this research paper attempted to understand which stage of E-Government implementation municipalities in Sweden are currently at. This was done by creating a framework that consisted of important factors for implementing E-Government, and then applying the framework to five Swedish Municipalities.  The results and analysis found that there had been certain progress in the development of E-Government, in terms of stating more clear objectives and goals, better organizational structures, such as implementing a top-down approach for planning digital transformation initiatives within the organization, and an increase in cooperation. In general, municipalities in Sweden were at a similar level of implementing E-Government initiatives, but were yet to have a fully implemented E-Government. Furthermore, depending on the specific environment of the municipality, the progress of implementing E-Government would be either faster or slower. There was limited evidence which indicated that municipalities would be able to fully achieve E-Government, as the findings did not show any plans to incorporate active decision making through E-Government.

England came to have a nation-wide administrative system for public health in the 1870s. It consisted of the local councils which were designated as sanitary authorities and the Local Government Board (LGB) as the central department. This thesis explores how public health reform was pursued under this administrative system, by tracing the career of Arthur Newsholme (1857-1943), who served as Medical Officer of Health (MOH) for Brighton, 1888-1908, and as Medical Officer to the LGB, 1908-19. The main aim of the thesis is to examine the activities in which Newsholme was involved and his views, in order to consider the development of public health activities, or state medicine, in relation to the traditional notions of government and society in England, that underlay the administrative system such as 'minimal government', , local self-government' or 'voluntarism'. The first half of the thesis deals with public health reform in Brighton during Newsholme's years of office as local MOH. Particular attention is paid to how the scope of public health administration was decided through interactions between the MOH and the local council as a representative body of the community, and to how voluntary efforts were involved in its extension. The second half deals with Newsholme's administrative ideas and activities in the process of, and after, becoming the country's leading health official. By the time of his assumption of office at the LGB, Newsholme envisaged a comprehensive state medical service as the ultimate medical ideal. The thesis examines how he tried to pursue this ideal by means of reconciling it with traditional ideas of government. Special attention is paid to Newsholme's difference from his fellow reformers such as the Webbs and George Newman, particularly in respect of their recognition of the framework of centralllocal relations that underlay the administrative system, and concerning how reforms should or could be proceeded with by means of central bureaucratic initiatives.

The purpose of this study is to develop an e-government readiness model and to test this model. Consistent with this model several instruments, IS assessment (ISA), IT governance (ITG), and Organization-IS alignment (IS-ALIGN) are examined for their ability to measure the readiness of one organization for e-government and to test the instruments fit in the proposed e-government model. The ISA instrument used is the result of adapting and combining the IS-SERVQUAL instrument proposed by Van Dyke, Kappelman, and Pybutok (1997), and the IS-SUCCESS instrument developed by Kappelman and Chong (2001) for the City of Denton (COD) project at UNT. The IS Success Model was first proposed by DeLone and McLean (1992), but they did not validate this model. The ITG instrument was based on the goals of the COD project for IT governance and was developed by Sanchez and Kappelman (2001) from UNT. The ISALIGN instrument was also developed by Sanchez and Kappelman (2001) for the COD project. It is an instrument based on the Malcolm Baldrige National Quality Award (MBNQA) that measures how effectively a government organization utilizes IT to support its various objectives. The EGOV instrument was adapted from the study of the Action-Audience Model developed by Koh and Balthazrd (1997) to measure how well a government organization is prepared to usher in e-government in terms of various success factors at planning, system and data levels. An on-line survey was conducted with employees of the City of Denton, Texas. An invitation letter to participate in the survey was sent to the 1100 employees of the City of Denton via email, 339 responses were received, yielding a response rate of 31%. About 168 responses were discarded because they were incomplete and had the missing values, leaving 171 usable surveys, for a usable set of responses that had a response rate of 16%. Although the proposed and some alternate models were partially consistent with the hypothesized theory, the confirmation of the relationships among the constructs warrants further research via either by replication of this research or by development a new theoretical model. However, the significant validity and reliability measures obtained in this study indicate that the e-government readiness model has the potential for use in future studies.

Immovable asset management is the key element in enabling better service delivery by the national government. An improvement in the management of government’s immovable assets is required in South Africa to ensure that assets are optimally utilised for service delivery. The entire research attests to the importance of excellent management of government immovable assets throughout its life cycle within a framework of cost effectiveness, efficiency and reduced risk. The study discusses three technical challenges which comprise the incompleteness of the asset register, immovable asset life cycle management, a lack of implementation of the immovable asset management plan, the asset performance measures and standards for the immovable assets. The National Department of Public Works was targeted as a potential candidate to participate in this research. Primary data was collected through questionnaires and interviews to reveal the strengths and weaknesses and to develop the current theories and models. Secondary data was collected from books, journals, internet and conference papers. The asset management branch in the department was formed recently. The results of the research indicated that the asset management frameworks and the immovable asset management plans are not implemented as designed and there is no integration between the asset’s life cycle processes. The corrosion of information in the asset register was because of a lack of asset-computerized systems, competent personnel and adequate skills. In conclusion, immovable assets should be managed through integrated life cycle processes, policies and procedural documents should be developed and planning is important to the management of immovable assets. The asset register should work as a basic system for the management of immovable assets.

For the past four decades, researchers have been discussing and arguing over the implementation of strategy within the public sector. There is an emerging literature on pluralism, and the interdependence of strategizing and organizing which is especially relevant to public service organizations. The research undertaken and reported in this thesis set out to identify how strategizing was implemented within one large local government authority, from the perspective of middle management. The study sought to ascertain which, if any, of the many implementation theories were applied in practice, and the implications of the tensions between strategizing and organizing. Methodologically, there is a recognised paucity of participatory action learning and research in the strategizing field. Equally, gaps were found in the extant literature on strategizing from the middle management perspective. This research addressed both of these research gaps. The case study herein reported used participatory action research methods. Participatory action research teams followed an action research framework of six questions to identify the gaps between espoused theory and theory in practice. The findings were that the local government authority was not designed for the external strategizing pluralism or the internal organizing pluralism. The organization was designed for regulation and control and so not best suited for the delivery of other types of service. The strategizing process lacked the specific policy input from the various marginalised communities who required the services most. It also specifically avoided any input from the front-line professional staff that held the relevant knowledge, experience and skills. The pluralistic nature of the society served and the lack of commitment on the frontline led to another phenomenon – street-level bureaucrats and the politicization of the community. These frontline service deliverers, ‘street-level bureaucrats’, not only interpreted the strategy to fit the specific, unique context of each neighbourhood but also educated the citizens to appreciate their own power through their politicization. The staff also restated their plans to fit the format of the current top-down strategy by rephrasing them using the current political language of the day.
