Despite a highly centralised system of government, Tanzania, has attempted several measures aimed at achieving decentralisation of its immense powers to allow people to have a say on matters affecting their respective areas of jurisdiction. By discussing the autonomy of local government in Tanzania, this research will highlight whether or not local government in Tanzania has the autonomy to exercise its functions without undue interference from the central government. There is not much literature on the local government laws of Tanzania .Therefore, this research will contribute to the concept of decentralisation in Tanzania in particular and Africa in general.

Abstract:
The current degree of economic inequality in the US is the largest it has been since prior to the Great Depression and growing. Economic inequality is linked to mortality, social capital, interpersonal trust, and democratic participation, beyond the effects of poverty. Two main constructs are reviewed as predictors of support for efforts to reduce inequality: 1) distributive justice norms (equity and equality of outcome), and 2) causal attributions (individual and structural). Justification of the unequal status quo is often driven by reference to dominant cultural values personal responsibility and just deserts, which are likened to individual attributions and equity, respectively. However, individuals may also recognize that economic outcomes are determined by structural factors such as discrimination and privilege. Recognition that structural factors determine economic outcomes is referred to as systems analysis. Systems analysis is expected to be unrelated to individual attributions, reflecting the common view that economic outcomes are determined by both individual and structural factors. Furthermore, systems analysis is conceptualized as the central determinant of both the extent to which equality of outcome is desirable, despite prevailing preferences for equity, and the use of dominant cultural values as justifications for opposition to redistribution. Because systems analysis reflects the view that resources are not distributed solely based on individual merit, it implies that resources are not distributed fairly. This belief is expected to increase endorsement for equality of outcome and weaken negative effects of equity and individual attributions on support for redistribution. Predictors of support for government action to reduce inequality were examined using the US sample (n = 1414) of the 1991 International Social Justice Project. Opposition to reducing inequality is often driven by reference to dominant cultural values such as the equity distributive justice norm and individualistic causal attributions. The present study tested the hypothesis that supporters and opponents share a common endorsement of these dominant values, but differ in the extent to which they acknowledge that structural factors determine economic outcomes (defined as systems analysis). Results indicated that the negative relationship between individual attributions and support for redistribution was only significant among participants with low systems analysis.

Abstract:
This study focuses on the field of e-government. In the current literature, egovernment is defined as the use of information and communication technologies in the public sector. Evidence suggested a problematic e-government in Cyprus, and initially the study intended to investigate just that. Due to the emergent nature of the research, the study's scope was expanded, and it intended to explore the reality of egovernment, while expecting that private sector methods could be applicable and that a change strategy could possibly emerge. The philosophy driving the research was phenomenology, and a pure qualitative stance was adopted. Action Research was employed as the methodology for the study, based on its two-fold objective: to identify tools and ways in which e-govemment could be eased, and to apply those in the public sector of Cyprus, as a form of reflexive consultancy. Soft Systems Methodology was also flexibly used, and provided for the foundation of the research strategy. Further, the main theoretical foundations of the study have been the Learning Organisation and Systems Thinking. Amongst others, the investigations revealed that the e-government concept is itself problematic, and arguably indefinable, while the modernisation of public sector depends on the actions of few key people who could initiate and lead the change until its establishment. Also, the applicability of private sector theories out of context has been tested, and is seen as having valuable contributions for the public sector domain. Also, a change process appears to emerge, entailing concepts that can form basis for future research.

Abstract:
This research takes the form of ten journal articles and book chapters that were published between June 2008 and February 2018. This body of work encompasses outputs that are focused on community development, community arts, youth work and social movement praxis. These fields of praxis are understood as constituting a vital part of a variegated and differentiated Irish civil society and, while acknowledging their specificities, the body of work situates them together within the contested terrain of collective action. The Covering Document elucidates how, across the ten outputs, collective action is theorised: as the site of and target for complex and dynamic power relationships; as imbricated with various governmental projects through which multiple societal actors seek to mobilise citizens; as a potential site of and resource for resistance to particular expressions of government, ideology and power; and as developing alternative social relationships, organisational forms and modes of communication. The boundaries between the state and civil society are imprecise and fluid: civil society and state actors seek to induce desired forms of conduct and relationships from each other. This research exposes and critically interrogates associated power dynamics, overlaps, and contestations, and how they in turn shape expectations of collective action. Drawing together findings from youth work, community development, social movement, and community arts praxis, the research illuminates; how and by whom collective action is rationalised and (de)legitimised; the changing role of the state in governing civil society; and the potential for collective action to prefigure alternative forms of relationships and to resist particular forms of government. Therefore, the body of work analyses how the meanings, forms and purposes of collective action are constantly reworked, just as they give expression to important societal struggles. The Covering Document details the theory, methodology and methods that have underpinned the research. It offers an integrated thematic overview of the ten research outputs, highlighting their coherence, originality, and relevance for a critical analysis of the dynamics of collective action in contemporary Ireland. The research analyses the discourses of collective action as they have been expressed in key policy documents, in newspapers such as the Irish Independent and in the documents of protest of social movement organisations. It highlights and interrogates the political, economic and cultural context for collective action in 21st Century Ireland, paying particular attention to the ways though which the recent regime of austerity has impacted on civil society, the state and on relations between these spheres. The research is critical in orientation, but it draws upon and articulates diverse critical traditions as it analyses the power dynamics associated with collective action. Gramscian style, cultural materialist and Foucauldian governmentality perspectives are variously adopted and adapted within specific outputs. The Covering Document also outlines how and why the body of work troubles the boundaries between community development, community arts, youth work and social movement research and praxis. It calls for an articulated and dialogical theory and practice that challenge the assumed estrangement of these fields. As the Covering Document outlines, the research records how state policy now seeks to govern youth work, community development and community arts organisations through an increasingly intrusive and prescriptive set of policy ordinances, self-reporting techniques, and accountability measures. Against that, it also points to the potential for collective action to re-politicise issues otherwise framed as non-political by policy-makers and media, to build and be based upon reflexive forms of solidarity, and to reclaim the arts and tactics of protest.

The South African social, political and economic landscape has been characterized by profound changes during the past several years. Many organizations and their management are faced with inter alia, downsizing decisions, affirmative action policies to be implemented and a overabundance of other factors which could sway motivation and morale, attitudes and views of employees. The general research aim was to measure work motivation amongst employees in a government department in the Provincial Government Western Cape. Research has shown that motivated and satisfied employees are more productive and there is an improvement in service delivery.

Abstract:
More democratic planning processes are acknowledged to facilitate several positive outcomes including acceptance, support, better solutions and ownership, which are even more critical in developing countries where resource limitation is debilitating. But the paradox lies in needing to institute more democratic planning processes inside less democratic systems. In seeking explanations as to why collaboration in planning is lacking in urban Ethiopia, the research adopts a different analytical perspective that conceptualizes the state not only as a direct participant through its different agencies but also as the main architect of social structure. As the state in less democratic systems is stronger in shaping society, the contextualization of sense-making in the wider environment of the South requires focusing on the influence of government systems to discover associations and patterns that determine the structure of planning processes. Adopting flexible and pragmatic methodological procedures, methods and techniques that balance what is possible with epistemological interest, the research introduces a different lens to planning that links trust, collective action and cooperation with confidence in government by taking into consideration the embeddedness of actors within the framework of existing realities. Through the case of Amdework, the thesis presents implications on planning by the different attributes of the state and state-society relations. It shows how and to what extent partial and undemocratic government systems create power asymmetry, impede the development and the integrity of organized civil society, affect social capital such as trust, cooperative norms and the motivation to participate in collective action. These in turn penetrate planning processes by destroying the basic level of trust, balanced power of participants and democratic culture, and the we-intention for joint action. And through five more cases that focus on conceptions and cooperation at the micro-level (in the autonomous community of Awra Amba, the foreign NGO spearheaded joint action of the BuraNest initiative, and different projects in or related with Addis Ababa), it provides empirical evidence that planning, whether government entities are direct participants or not, also heed to pressures exerted by the overall of intuitional/political environment where the state rules rather than governs.

Sustainable development is generally accepted as a policy imperative. However, it can be interpreted in very different ways and is perhaps best regarded as a discourse rather than as a precisely defined term. It is also generally accepted that `sustainable development' requires actions at all spatial scales and by all levels of government, including the local. However, parish and town councils, which are the most local level of local government in rural England, are given no responsibilities in relation to sustainability. This thesis is intended to investigate the potential of parish and town councils to take a leadership role in increasing the sustainability of their communities. A casestudy approach is used, involving the study of five larger local councils in the county of Gloucestershire, in the context of larger-scale sustainable development discourses. Two case-study projects are also analysed to study how different discourses come together at the local level. We find that the concept of `sustainable development' has been adapted by UK government to conform to wider political discourses. However, government interpretations are not necessarily reproduced at the local level, where inherent contradictions become more apparent. Although parish and town councillors may express commitment to `sustainable development', they tend to interpret it in terms of the local and the relatively short- term. A discourse of local council legitimation is identified by which councillors see their role as caring for their parish, with the benefit of local knowledge and holistic thinking. The thesis concludes that if parish and town councils are to contribute to sustainable development, they must be given specific powers encompassing the global and long-term effects of local activities, and other local groups must see the local council as a leader of the community and `sustainability arbiter', rather than as just another interest group.

This study, therefore, inquires into whether the regional states are discharging their constitutional obligation of creating adequately empowered local government. It will attempt to do so by examining the decentralisation programme of four of the nine regional states of the Ethiopian federation.The argument in this study is developed in the following manner. First, it will be examined whether decentralisation is favourable for democratisation, development and accommodation of ethnic minorities. Second, institutional frameworks will be identified which will be used to examine whether Ethiopia’s local government is indeed empowered enough to achieve these objectives. Third, the structural organisation, powers and functions of local government of four of the nine regional states of Ethiopia will be described. The regional states are Amhara, Tigray, Oromia and Southern Nations and Nationalities and Peoples’ regional states. Fourth the Ethiopian local governance system will be assessed in light of the institutional principles that are identified in chapter 2.

Abstract:
Since the start of the 20th century, the Black Middle Class (BMC) has been a creation of both direct and indirect government policy and action. More importantly, had it not been for government action directed towards blacks, the BMC that is visible today would not exist. During the time period of the great migration, blacks prospered from increased economic demand along with policy targeted both directly and indirectly at employing millions of blacks. During the 1960’s and 70’s, the BMC became a viable entity with civil rights laws that forced black men and women into higher education institutions as well as public and private employment. The policy implemented during this time sought to end discrimination by making it illegal and tightly monitoring it. As a result, the BMC saw accelerated growth in both educational attainment and wage. However, this immediate progress was brought to a standstill starting with a wave of conservatism sparked and led by the election of Ronald Reagan. Since that time, the BMC has made gains both educationally and economically, but the growth has been much less apparent. Also, many in the BMC have sought careers in the public sector due to discrimination that may exist because of a lack of governmental regulation and oversight in the private sector. There are many perils that face the BMC today, but most importantly the threat to massive reductions in the public sector federally and locally.

Abstract:

The political context that prompted the formation of district municipalities in the present form can be summarized as follows: before 1994, there were a few sporadic Regional Services Councils and Joint Services Boards responsible mainly for bulk service provision in rural areas. In many rural areas, the acute imbalances in personal wealth, physical infrastructure and the provision of services were most patent. Provinces decided which of the local government models best suited their province. Consequently, it was possible for the institutions of local government to differ from province to province and there would be a two-tier system of local councils and region-wide district councils throughout non-metropolitan South Africa. The aim of this study was two-fold. FIrst to analyze the key causes of conflict that arise within the two-tiered system. Second, to determine whether district intergovernmental forums will be able to address the key causes of conflict identifies and assist in making the relationship between district and local municipalities more co-operative.

Abstract:
This dissertation explores the possibility of conducting an ethnography of political action through the detailed examination of politician's use of a specific political phenomenon: performance measurements. Performance Measurements are a combination of actuarial, managerial and social science assessments of which culminate, in the UK case, as a ranking of municipal performance, on each individual publicly (municipally) provided service as well as an overall ranking of local authorities in England. Using performance measurements as a departure point from which to explore the structures of politics more generally, I will illustrate how ethnomethodologically informed ethnography responds to Foucault's proposed examination of the arts and sciences of government in light of recent developments in politics and public policy in the Western world. Over the last thirty-or-so years, governments in the Organisation for Economic Co-operation and Development (OECD) have been, nearly unanimously, incorporating what are considered business management techniques for monitoring and assessing public service provision. This ranges from various levels of government (central/federal, provincial/state/regional, municipal) and reforms have been implemented in a variety of ways. As a general description, it can be said that the advent of cost-benefit accounting combined with business management expectations and assorted social science techniques have furnished the assessment regimes with varying degrees of acceptance and success. At the same time, political scientists, management theorists, and social scientists, aware of this paradigm shift in the practice of governance, have been examining methods for approaching the phenomenon of the governmental actor. In a handful of cases (c.f. Gains, 2009; Yannow, 2006; Rhodes, 2005; Abram and Cowell, 2004) ethnographic approaches to the phenomenon of political action have been proposed, explored developed and implemented. However there is a great deal of deliberation on what might properly be said, ethnographically, about government activity, and the new field of ethnography of government or governance is struggling to come to terms with a mode a purpose. I will propose an ethnomethodologically informed ethnography of government can provide insights to what Foucault (1991) described as governmentality: the rational and practical features of government action. While Foucault proposed a historically informed examination of the discourses of government, I will suggest that an observationally informed inquiry garners knowledge on "rational action", as well as organisational rule usage, decision making practices and accountability structures or practices in a way that other forms of inquiry cannot achieve. In a time of flux in the structures and practices of governance, I will suggest that ethnomethodologically informed ethnography is one approach with rich insights towards the inquiry of these new governmental arrangements.

Abstract:
This dissertation examines the operation of Hohenzollern government in the distant but crucial territory of East Prussia during the reign of Frederick William I, 1713-40 to determine what impact the establishment of the General Directory in late 1722 and early 1723 had upon day-to-day administration within the Kingdom of East Prussia. Particular attention is given to the role and operation of provincial and local government in East Prussia during the decades before and after the setting up of the General Directory (General-Ober-Finanz-Kriegs-und Domänen-Direktorium). This study is part of a broader historiographical tendency which questions both the extent and success of Hohenzollern state building and calls into question the validity of the traditional view which gives most attention to the positive role of central state structures and considers the establishment of the General Directory as the apex of the much-admired and widely-emulated Prussian administrative system. This study demonstrates that further governmental modifications were needed in the Kingdom before and after the General Directory's successful operation in the Kingdom in the 1720s and 1730s. The territorial and local levels were where the Hohenzollern rulers would find it crucial to establish their absolutist power. One difficulty Frederick William I faced was that a large corps of loyal officials was lacking in the Kingdom which was only partially remedied by the end of his reign. In addition, critical administrative disputes continued and new ones arose between the King's administrative agencies. Moreover, the powerful native elites who lived in the Kingdom retained significant authority at the provincial and local levels and resisted many reform attempts by a king who they saw as foreign. Their enduring importance helps to explain the distinctive manner in which absolutism developed over these decades. As a result, authority in the Kingdom still was less than securely established by the final decade of Frederick William I's reign.

With the rapid growth of population in Hong Kong, the government has been formulating different policies including housing, social and transport services to cope with the situation. Undoubtedly one of the major concerns arising from increase of population is road traffic congestion problem. If no appropriate measures are to be taken, the effect would be very detrimental, which not only affect the general public living but also the whole economy of Hong Kong. As such, the congestion problem has been seriously addressed by the government since the early era with numbers of traffic-related policies formulated which aims at alleviating the congestion problem in the whole territory in Hong Kong. Over the past decades, transport services have been expanded in many aspects so as to cope with the ever-increasing population demand as well as to relieve the congested situation. Relieving traffic congestion measures has always been a heated topic in the policy agenda in the government, as well as within the society. Over the past years, the HKSAR had been drawing a number of traffic-related policies to solve the congested problem especially at those black spots. Also while working closely with different public transport stakeholders, more diversified regulations or traffic management measures have also been launched. In this dissertation, the traffic congestion problem and the traffic congestion management measures are the main subjects for discussion. On examining the effectiveness of the policies concerned, a Tool-kit approach will be adopted. Each policy will be addressed under the five policy tools which are used as the basics for reviewing the traffic policies and traffic management measures formulated by the government from the previous decades till the current stage. The 5 chosen Policy Tools are Direct Government; Economic and Social Regulation; Corrective Taxes; Contracting; and Information. The effectiveness of those measures will be further evaluated based on the five criteria: Effectiveness; Efficiency; Equity; Manageability; and Political Legitimacy. Over the past decades, transport services have been expanded in many aspects so as to cope with the ever-increasing population demand as well as to relieve the congested situation. The measures appear to be effective, but there seems to be room for further improvement. Apart from the relieving measures to be discussed, there are still numbers of alternative proposals that can help to alleviate the congestion problem in Hong Kong. One is the adoption of the Electronic Road Pricing System and the other alternatives include better utilization of the RHCs and control the numbers of vehicles on roads. While most of the relieving measures carried out in the past are considered to be effective, that would not be enough as in view of the increasing population, It’s time for the government to take into account other alternatives that are considered to be effective options in solving the congestion problem. While adopting or implementing any of the proposed option requires considerable preparation works and timing, the government should take an active and swift approach without delay.

Social welfare services are essential for development of human capital and eradication of poverty in South Africa generally. Social welfare plays a pivotal role in enabling the impoverished and vulnerable communities and households to lead their lives through provision of care, social relief, stability and human resource development. Non-Governmental Organisations form an integral part of the welfare system through their formal and informal welfare and residential and non-residential welfare services. The role of the NGOs becomes imperative precisely because of their inherent empathy and proximity to the communities they serve. Government itself has been engaged in the process of transformation and the same challenges of transformation, governance, and effectiveness still profound the NGO sector. Notwithstanding the contribution of the NGOs in the welfare system, it is crucial to scrutinise the nature of their work and the rate of transformation to flourish in the democratic dispensation. To enhance the process of transformation in the NGO sector, government passed a plethora of policies and legislative requirements, inter alia, White Paper for Social Welfare 1997, Non-Profit Organisations Act of 1997. The intent of this research therefore, was to establish the significance of transformation and inherent issues of governance, effectiveness and efficiency in service delivery and sustainability of the nature of social welfare services rendered by the NGO sector in the Western Cape, particularly the Worcester district.

Organisations are by nature, dynamic entities that continuously undergo transformation in response to both internal and external pressures, which are imposed on them (Robbins, Odendaal &
Roodt, 2003). Government departments are by no means immune to these changes, which pose challenges that affect their service delivery. During periods of fundamental transformation, individuals typically experience changes in their levels of organisational commitment, which impacts on effective and efficient service delivery. Organisational commitment as an area of research is one of the factors that could lead to greater morale, strong organisational climate, motivation and productivity in many organisations facing transformation (Salami, 2008). The aim of this study was to investigate the level of organisational commitment after a transformation process at a Provincial Government Department. Recent organisational transformations (both in the private and public sector) have included the redrawing of divisional boundaries, flattening of hierarchic levels, spreading of spans of control, revising compensation, streamlining processes and reforming governance (Ndlovu &
Brijball Parusumar, 2005). The results of the research indicate that employees are moderately committed to the organisation. Statistically significant relationships were found between the dimensions of organisational commitment, except for affective commitment and total commitment which were not significant. 
Furthermore, results indicate that statistically significant differences exist based on the biographical characteristics (namely, gender, race, tenure, marital status, age and job level) but these characteristics do not significantly explain the variance in organisational commitment for this organisation. A limitation of the research is that the sampling composition and research design preclude the results of this study being generalised to other organisations and it is recommended that a stratified random sampling design be utilised for future research.

The initial focus of the thesis is to trace the role of the school and the family in the government of populations, and show how AR is currently positioned as a mechanism for establishing and installing new forms of self-management within these historical institutional arrangements. The AR perspective seeks to make a practical intervention in the re-organization and management of schools, as well as other workplaces and organizations, as a means to promote and develop ongoing professional learning within these organizations. The thesis highlights some confusing issues surrounding contemporary attempts by schools to open themselves to the community, however. AR has achieved considerable success to the extent that expert AR consultants have been commonly employed by Education Departments in many countries to foster new ways of attaining educational goals. Drawing upon other examples, as well as this case study, the contrast between the high expectations of project participants, and their limited outcomes, suggests the need to query AR's representations of participation. This includes some contemporary conceptions of how 'the school community' operates. Is there another way that we can understand this particular territory, and parent involvement in schools more generally, other than in political terms such as the need to 'democratize the community'? The AR commentary focuses on the 'egalitarian' ideal of emancipation and empowerment via participation. The Cities for Climate ProtectionTM (CCP) campaign is a voluntary environmental program for municipalities, which is increasingly being applied around the world by local governments taking action on climate change. This thesis investigates the reasons for adoption, barriers and drivers of implementation, and potential outcomes of municipal CCP implementation, through case studies of six communities in New England and Eastern Canada, at different implementation levels of the CCP program. Three actors from each case were interviewed and their responses analyzed to identify patterns, common themes and any differences based on implementation level. Major findings include the importance of an internal champion for adoption and implementation, and the significance of education and issue framing for increased implementation. Interviewees mainly observed social outcomes, including increased awareness and climate change institutionalization within municipal government operations. Based on the study, recommendations for policy and program development are provided to more effectively engage municipalities in local climate action within the New England and Eastern Canadian region. Abstract:

The effectiveness of foreign aid in bringing economic and social development is mired in controversy. However, despite the controversial debates on its effectiveness, poor countries of the world have been receiving and using aid as a leverage to relieve themselves from development constraints they faced. Ethiopia is no exception amongst developing countries. Since the time it joined the World Bank group in 1945, foreign capital inflow has remained an important source of revenue for the government. This paper examines the fiscal impact of aid inflow into Ethiopia using time series data for the period 1975-2005. The empirical findings reveal that inflow of foreign aid influences public decision on revenue and expenditure patterns. The result shows that a larger proportion of aid is allocated to capital expenditure and that only a small proportion goes to recurrent expenditure. There is a strong positive association between aid inflow and capital expenditure. The finding also shows that, while a very weak negative association exists between aid and taxation effort, aid and borrowing are used as alternative source of finance.

This study is a response to the dilemma of poor service delivery or the lack thereof. In this regard, this study posits the professionalisation of local government as part of the solution. The focus is on the administrative arm of local government, which is the major conduit for service delivery. Professionalisation of local government is a broader theme. For the present purposes, focus will be devoted to the competency component which entails attracting qualified personnel competent to discharge local government responsibilities. However, it is not limited to attracting already competent and professional staff. It also entails developing the skills of existing staff. This definition, in essence, relates to qualification through training, learning and specialisation.11 In essence, professionalisation of local government ensures that all employees act and behave in a professional way. In this regard, this study seeks to identify the competency standards set by the legislative framework and then explore the legal avenues for enforcing compliance, by the municipal administration, with such standards. This requires one to look at and answer the following questions: What constitutes municipal staff?
What is the content of the competency framework in question?
What are the enforcement mechanisms currently in place?
Whose role is it to enforce compliance with the competency framework?
Broadly speaking, enforcement can take two forms: hard enforcement and soft enforcement. The hard form of enforcement relates to giving incentives for compliance with the competency framework and dismissal for non-compliance. Softer enforcement, in turn, relates to correction and monitoring.

The study used Africa as a case study by evaluating selected RTAs that have been signed focussing on RTAs such as the procurementinitiativeof the Common Market for East and Southern Africa (COMESA) and US-Morocco Free Trade Agreement. The major objectives of the study were to examine the role of the existing international regulatory instruments towards the harmonisation of global standards on government procurement. Policy research in education is a relatively new discipline which deals with the analysis of public policies governing education. The professional literature provides both a conceptual and methodological basis for defining what constitutes a public policy and the means to carry out different types of analysis. Using such a framework, this study analyzes the policy of the Government of Quebec with respect to the education of exceptional children. More specifically, the study focuses on the policy goals and legislative action of the Government.
Three separate research questions are each addressed by a systematic analytical framework using a form of qualitative content analysis. The methodology consists first of summarizing all policy data in a computerized database and then scrutinizing these summary statements to search for and analyze emergent themes and the content of policy objectives and standing decisions. The relation between these elements is then determined on the basis of specified decision rules. This analysis has also been subjected to an inquiry audit to test for the dependability and trustworthiness of the results.
The analysis reveals three emergent policy themes, over eighty specific objectives and almost 100 standing decisions, which are found in statutes, regulations, ententes and administrative documents. Various incongruencies between the goals and the legislative action are identified and discussed; implications for further research are presented, with reference to the literature.

Abstract:
Few public and social policy subjects have attracted as much attention as Affirmative Action Policy (AAP) in social sciences. AAP’s main aim is to eliminate or prevent past discrimination against disadvantaged groups and to enhance their position in society. Its role has become controversial around the world. In Saudi Arabia, despite changes and improvements in laws and strategies, over past decades, to tackle the age-old issue of native unemployment, the problem is still deeply ingrained in society. This research has investigated the role, effectiveness and consequences of AAP on Saudi labour market structure. The research has employed a pragmatic methodology over three phases of analysis. The first phase has been based on an interpretive paradigm, and been conducted through semi-structured interviews with labour market experts, to identify and understand the policy. The interviews have been analysed using a thematic analysis technique. The findings of this phase contributed significantly to the understanding of AAP’s legislative nature and role. Two different historical versions of AAP (pre- and post-2011) have been identified. The earlier version (pre-2011) was found to be a non-strategic and vague policy that made no real impact on natives’ employment, while the new version (post-2011) has been positive in increasing native employment (relatively), but it has been associated with serious unintended consequences due to its stricter enforcement. The second phase has been based on a positivist paradigm, and been conducted through time-series analysis (2004-2014), to examine policy effects on labour market structure. The results have indicated that, in addition to the continuing issue of the high inward flow of expatriates, AAP has failed to either improve the distribution of job opportunities across the country, or enhance structural issues with some occupations in the private sector. The third phase has also been based on a positivist paradigm, and was carried out using a survey (sent to over 1,000 participants) examining the policy’s socio-psychological effects on employees. The findings have suggested that employees tend to perceive AAP negatively. Mainly, the results reveal a strong correlation between AAP and all types of discrimination, both individual and institutional, and such a negative perception of discrimination has direct and indirect effects on employees’ intention to leave. The main contribution of this research is to provide much desired information on the AAP’s practice and approaches, in an interesting context. The research provides vital information about old and new AAP legislations in Saudi Arabia. Two frameworks have been developed, (with one being tested), to understand the policy effects from different perspectives. Importantly, the research shows how a strict form of AAP can have side effects on the beneficiary group and destabilise the labour market.

Traditional leaders were occupying communal political positions sanctified by cultural mores and values who enjoy the legitimacy of particular communities to direct their affairs. Their basis of legitimacy is tradition, which includes the whole range of inherited culture and way of life, a people's history, moral and social values and the traditional institutions which survive to serve those values. As stated by Bennett, the structure of tribes contained no more than a few thousand indivuduals. Members were assumed to be related by a tie of kinship and due to their ancestry, they were a homogenious group. They were three rungs in the hierarchy of traditional leadership, the Kumkani (King), the Nkosi (or Chief, a term the traditional leaders do not like because it is of colonial imposition), and the lowest rung called the Headman or junior traditional leader. Traditional rulers required no special training as they were qualified for office by their ansestry alone
a king is a king because he is born to it. Furthermore, the all inclusive powers of government were not differentiated, in the Western manner, into judicial, administrative and legislative categories. In South Africa the office was hereditary according to the principle of primogeniture in the male line. There was a duty to consult councillors and to act for the benefit of the people. Even though many of the issues of traditional leadership were similar across the country, it must be accepted that traditional leadershipis the expression of different nations. Each African nation had a dirresent system of customary law and different models of traditional societal organisation in which traditional leadership plays diferent roles. If the grip of traditional leaders on the masses of the people were not broken, it would not be easy for colonial powers to get a listening ear from the people and therefore to govern as they saw fit...

The last two decades have seen rapid evolution of Information and Communication Technology (ICT) capabilities in the public sector which facilitate the adoption of several IT innovations. E-government is one of these strategic innovations that many government organisations have considered adopting to deliver government information and services to citizens and to support the modernisation of their business processes. This work therefore investigates this issue through a study of the impact of e-government on government organisations and their capabilities towards the e-government adoption. This has led to developing a framework for e-government adoption that outlines the implementation process, determines critical factors influencing adoption, and identifies barriers that could keep government organisations behind the advanced stages of the implementation process. The research also proposes a novel architecture framework for e-government that offers a clear picture of ICT requirements, along with a business process model needed for the implementation for e-government. This framework also supports the researcher in terms of validating the proposed conceptual framework in case organisations. The researcher, by adopting a qualitative case study strategy, examines the proposed framework in three government organisations in the Kingdom of Bahrain.. The analysis of empirical data comes up with a novel comprehensive framework for e-government adoption in the public sector that can be a benefit in multiple ways. The major benefit of this framework is to reduce the confusion surrounding e-government adoption in the public sector by understanding the implementation process, identifying the requirements of ICT tools, and highlighting the importance of organisational readiness and the impact of the environment. The framework can also help decision makers in government to provide a clear strategic action plan for e-government. Finally, the proposed framework can be used by IT experts to estimate the progress level of their e-government projects.

Abstract:
Maternal mortality in Nigeria is one of the highest in the world. The rate is higher in the rural communities than in the urban. Given the complexity of causes of maternal mortality, it appears that the community is an important resource that is frequently overlooked. The contribution of which could be explored through collaboration with professional healthcare providers, to bring about reduction in maternal mortality. This study, proposed to empower members of the community to take action to prevent maternal mortality. Action research design was utilised, comprising cycles of fact-finding, planning/action, and evaluation with the aim of working towards a change in the status quo. In collaboration with the action research group, data were generated through 29 interviews, 8 focus group discussions and observation of 7 persons. Women of childbearing age were interviewed to gain understanding of their knowledge, attitude and practice towards maternal mortality. Focus group discussions were carried out with a cross section of the community. Observations were undertaken of skilled and traditional birth attendants (TBAs) in their places of practice. Altogether, there were 86 general participants and 12 action research group members in the study. Thematic data analysis and critical reflection were undertaken with emphasis on data which promote learning and change. The study revealed childbirth fallacies as evidenced in the causes of maternal deaths being attributed to superstitious beliefs. Other findings included religious beliefs/practices, birth practices, negative attitudes, lack of money, lack of transportation and health facilities issues as contributory factors. These findings were critically reflected upon by the action research group and actions based on the findings, aimed at empowering the people to take action to prevent maternal deaths were undertaken. The actions included community education, TBA training and development of a common forum between skilled birth attendants and TBAs. Participatory evaluation was undertaken from the perspectives of the participants to identify what made sense to them from the actions. Findings included some degree of empowerment and emancipation of the people evidenced in the acquisition of new knowledge which led to the repudiation of certain superstitious beliefs. Other findings include resumed utilisation of the service of skilled birth attendants at the local health facility by the women. The findings of this study have demonstrated implications for practice, policy and research to prevent maternal mortality in Bakassi LGA, Nigeria. Conclusion drawn is that, the community is an important resource which if mobilised through the process of action research, would be empowered to take action to prevent maternal mortality. The process will also foster the collaboration between skilled birth attendants and traditional birth attendants to improve maternal health care in the rural community.

Abstract:

This phenomenological study examined how 10 leaders from one government agency described their experience in an action learning process that focused on the open-ended question and no group dialogue and how this experience resulted in transformational leadership behaviors. This study used Mezirow's (1991) transformative learning theory, transformational leadership theories (Bass, 1985; Kets de Vries, 1994; Sashkin, 1988; Yukl, 2010; Burns, 1978; Kouzes & Posner, 1987; Tichy & Devanna, 1986), and a modified action learning process modeled after Marquardt's (2004) framework as the context for the study. A phenomenological approach of interviews (Moustakas, 1994) was used to understand the participants' experience. The interviews were coded and analyzed using Atlas.ti analytic software. Two coresearchers coded and confirmed the findings.

The action learning process of open-ended questions and no group dialogue allowed each participant to present challenges and to hear different perspectives in the form of questions. The study revealed 12 findings in three broad areas. The action learning process findings revealed that organizational, individual, and program context created the conditions and influenced the degree to which participants experienced transformative learning; The learning findings revealed that all participants learned from the different perspectives; however, not all participants experienced transformative learning. The leadership findings indicated that participants who experienced all or some of the elements of transformative learning developed transformational leadership behaviors.

This study contributes to both theory and practice. First, it identifies the role of open-ended questions accompanied by limited dialogue in creating the conditions for self-awareness and transformative learning. Second, the study provides practical information on how to foster transformational leadership development and create interacting networks within an organization as a way to address leadership challenges through diverse perspectives. Third, this study highlights the use of peer-to-peer learning in fostering learning and leadership. Finally, it provides the basis for developing a framework of questions that address key transformative learning elements and transformational leadership behaviors.

Abstract:
This thesis presents an exploration of the communication channel between local government and residents in Pittsburgh, PA. Taking the view that communication is essential for a healthy democracy, I argue that despite existing communication tools there is a perceived disconnect between government and residents that is detrimental to our society. In order to address this disconnect, I researched the current situation in Pittsburgh using the human-centered design approach to problem solving. Through this process I found that while people within government spend a significant amount of time communicating with a subset of residents, most typical residents have no awareness of this activity. Based on insights from my research, I designed a new comprehensive communication system focused on telling stories and connecting individuals. The system integrates resident input and government output within an interactive interface called the PGH Hub. In order to test the ideas behind my design, I built an interactive prototype of the PGH Hub and conducted experience prototyping sessions with eight residents. Participants exhibited a positive attitude shift around the prospect of interacting and communicating with government while using my prototype. This initial success is an indication that shifting the basic framework of government-resident communication away from a customer service model toward a shared investment model results in more effective and satisfying tools for the job.

It was the purpose of this study to demonstrate that the government of Namibia has been seeking to adopt structures and procedures that will contribute to the realization of general national development. Decentralization in any country takes place in a political context and its implementation assumes some political significance, as it is not merely a matter of centralization or decentralization of government functions and procedures, but both centralization and decentralization tendencies exist and reinforce each other in practice. This study argues that the dynamic features of decentralization and its implementation in Namibia have been shaped by central government's view, through the ministry of regional and local government and housing, of the concept decentralization. The objectives of this study were to provide a critical understanding of the theoretical foundation of the concept decentralization.

This document serves as a mini dissertation in the professional Master of Architecture degree in the Department of Architecture at the University of Pretoria. It focuses on the educational ecosystem within the context of South Africa, with emphasis placed on the economically distressed environment of Mamelodi East. Mamelodi is a township situated in the north east of the City of Tshwane, Gauteng. Due to the location of the University of Pretoria’s Mamelodi Campus, this area has been a study of investigation for many faculties over the years. The spatial consequences of architecture on the educational ecosystem are questioned, with focus placed on the shift in the learning environment towards lifelong learning. The dissertation deals with this concept from the perspective of the holistic development of a person through the qualitative social activities of learning. Lifelong learning is explored throughout the dissertation from a spatial and non-spatial point of view. The spatial conversation deals with the intersection between architecture and education, whilst the non-spatial conversation advocates for a relationship between a community and its school, as integral in achieving lifelong learning. The study is grounded in a typological understanding of the schooling environment that arises as a result of South African educational policy documents. A critical stance is taken where the resulting school typology is challenged in relation to context. The intention is to redefine the current teacher-centric classroom and corridor typology. It is proposed that the schooling environment should be publicly redefined and serve as a support structure within its context, instead of isolating the educational experience. This is explored through the concepts of building as a boundary and building for pedagogy with the resulting development of a spatial matrix to provide architectural definition to South African educational policy. Tsako Thabo Secondary School was used as a case study school for the application of the matrix principles, however it is intended that these principles could be applied to other schools within similar contexts and typologies to achieve lifelong learning potential. Both the research and design process of the dissertation has been directed through the lens of Participatory Action Research (PAR) involving co-design and spatial agency theories. Particular focus within the co-design process was given to the development of design games as a mediation tool. An intimate use of both analogue and digital design games has been applied throughout.

Over the course of the past three decades bi-lateral and multi-lateral donor agencies, academics and practitioners have expressed the conviction that decentralisation of administrative and political authority to the local level is of central importance to public sector reform programmes in developing states both as a means to improve service delivery and to deepen democracy. However, many states in Africa have had disappointing experiences with decentralisation which have variously been attributed to the underfunding of local governments, a lack of administrative capacity and corruption. In the light of this, a number of scholars have argued that decentralisation in Africa has achieved little in the delivery of basic services and in the deepening democracy at the local level. This has raised concerns that decentralisation, whilst necessary, is not a sufficient condition for ensuring local socio-economic development and participatory governance. This thesis sets out to examine the process of administrative and political decentralisation in Tanzania since it attained independence in 1961, paying particular attention to the current local government reform programme which consists of a parallel system of devolved and de-concentrated government authority implemented through the Tanzania Social Action Fund (TASAF). This hybrid model of decentralisation, which is heavily reliant on donor aid, has been in place for over a decade and a half. The thesis considers the extent to which the combination of decentralised and de-concentrated forms of administration represents an accommodation between the neo-liberal agenda of donors (concerned with the diminution of central state power) and the policy interests of the Tanzanian government (concerned about a lack of local capacity and domestic politics). Based on a case study of three municipalities (Tanga city, and the Lindi and Morogoro district councils) the thesis examines the extent to which the hybrid model is meeting its stated objectives of strengthening local government, improving service delivery, and promoting effective citizen participation. In so doing it examines the particular role of TASAF and the extent to which its activities are supporting the development of effective local government. Empirical evidence, which was generated through a mixed methods approach based on both quantitative and qualitative research, suggests that, notwithstanding the concerns of some local politicians that the model has undermined the authority of local councils, the v combination of local administrative coordination and the technical and financial support of TASAF, has led to significant improvements in the delivery of social services since the reform programme was launched. The thesis also found that the majority of respondents believed that the hybrid model had served to deepen local democracy to a far greater extent than decentralisation reforms of the past. It also concluded that, in spite its evident potential, the future of the hybrid model in Tanzania is highly uncertain, given that it remains heavily reliant on donor funding and is subject to the aid conditionalities imposed upon it. Unless the government is able to increase its own funding of TASAF, the hybrid model is likely to collapse due to the changed funding priorities of bi-lateral and multilateral donor agencies.

This research study seeks to investigate how institutional arrangements impact on intra-party democracy in Malawi. Intra-party democracy is essential as it promotes party unity through reduced fragmentation and factionalism, encourages a culture of democratic debate and deliberation of critical issues within the party and therefore collective ownership of decisions. Further, it creates legitimate internal conflict management systems and finally, reduces opportunistic and arbitrary use of delegated authority. These are fundamental tenets of any functioning democratic entity. These elements of intra-party democracy are attainable if they are formerly stipulated and governed by the party&rsquo
s constitutional rules. Where such rules either do not exist or are not effectively enforced, major operational problems arise. These may include: non-inclusive candidate selection procedures, centralised coalition negotiation processes, unprocedural conflict management mechanisms and unconstitutional or illegitimate party conventions. Consequently, the resulting outcomes include party instability and factionalism stimulated by resignations and expulsions, declining electoral support and weak coalitions. These factors undermine the party&rsquo
s contribution to democracy. The next section gives the context and historical evolution of parties in Malawi.

This research sought to understand the nature of election-related conflict and what needs to be done to arrest the eruption of such conflict in Lesotho. It sought the opinions of selectively respondents who have been involved in the conflicts in different ways. The interviews and documented literature revealed that what constitutes a background to election-related conflict involves issues that are many and varied. Among others such issues include the following: weak political institutions, use of vulgar language by political leadership, and the weak economy that intensifies neo-patrimonial tendencies. The research concluded that all the factors associated with the eruption of illegitimate conflicts during and after general elections in Lesotho are a result of the politicians&rsquo
desire to retain or capture national resources to satisfy their selfish interests and those of their cronies. The conflicts could be minimised if the country&rsquo
s economy could be transformed to provide the politicians with alternatives of economic survival outside the structures of government. Furthermore, to minimise the conflict, the country should consider establishing electoral courts. These have the potential of speeding up the resolution of electoral grievances, in the process preventing them from graduating into serious conflicts.
