Abstract:
This chapter provides a brief overview of the concept of governance, comparing Foucauldian, mainstream, and feminist approaches. It compares central tenets of governmentality and governance, and presents feminist critiques of both. To demonstrate feminist contributions to debates on governance, it analyzes neoliberal imperatives in new governance regimes, gendered dimensions of governance and governmentality neglected by mainstream approaches, and feminist engagement with governance through civil society and NGOization. It demonstrates that while the concept of governance offers new perspectives on the state and the operation of power in an era of neoliberal globalization, the neoliberal reconfiguration of the state and the devolution of responsibilities to the market and civil society pose new challenges for feminists in dealing with far-reaching changes in governmentality and governance.

Retrieval services operate across many parts of the health system, and interface with many organizations. The work that is performed is complex, high risk, and resource consuming. It is therefore imperative that robust clinical and corporate governance systems are in place, and that these systems are tested, credentialed, and monitored where possible. Governance systems are the cornerstones of a high performance health organization, and are the foundation of excellent clinical outcomes, patient and stakeholder satisfaction, and safety and quality at all levels. The key elements of governance systems for retrieval services are described in this chapter.

This chapter focuses on governance, a key building block of a health system. A government is responsible for the health of its people. It sets the health strategy and oversees the implementation of health programs. External forces and actors influence the governance of the health sector. This chapter explores governance of health from the perspective of the nation-state coordinating its own health system (sometimes called governance for global health). The chapter examines the internal and external forces that influence national governance for global health. The chapter also looks beyond the level of the nation-state to explore the concept of global governance for health. In the interconnected and globalized world, global governance for health is needed to coordinate the geopolitical forces that impact health and its social determinants.

Abstract:
PG as a global health justice theory joins with the theory of SHG to apply justice principles to health governance. SHG rests on a genuine commitment among global health actors to achieve health justice as opposed to pursuing narrow self, group, or state interests alone. SHG elucidates standards of global and domestic responsibility and accountability for health equity. It proposes a common conceptual and policy framework with a set of distinct but complementary responsibilities for governments, nongovernmental organizations (NGOs), the private sector, and individuals themselves. In the SHG framework, the state has duties to create conditions in which all individuals have the opportunity to be healthy and to reduce and prevent the shortfall between actual and potential health within their countries. Global actors have a duty to help shape conditions in which countries can develop and flourish and promote the health of their populations.
