A palavra governança não é nova. Ela perpassa por diversos períodos da história e assume significados específicos em determinadas épocas e países. Atualmente, o conceito de governança designa todos os procedimentos institucionais das relações de poder e das formas de gestão públicas ou privadas, tanto formais como informais, que regem a ação política dos atores. O objetivo deste artigo é problematizar os fatores explicativos das teorias institucionalistas que tratam a governança territorial como uma condição necessária para estabelecer compromissos entre os atores, com vistas ao desenvolvimento econômico, social e político das metrópoles, das cidades e seus territórios locais e regionais. Enfrentar as lacunas do debate acadêmico e coadunar os conceitos da literatura internacional referente à governança territorial, em especial a de matriz francesa, com a nacional, são um dos principais contributos deste artigo. - Mid-2006, the European Union adopts the Regulation establishing the European Grouping of Territorial Cooperation (EGTC), new legal instrument supporting the cooperation between different levels of territorial government across the borders. The paper presents some early findings on the application of the Regulation, in the hopeful wait for the ratification of the Lisbon Treaty, which would endow the Union with the new objective of territorial, in addition to economic and social, cohesion. Résumé. Les théories de la gouvernance à paliers multiples ont tendance à minimiser le rôle du droit dans la structuration des systèmes de gouvernance. Or, la juxtaposition de deux évolutions récentes en matière de gouvernance territoriale au Québec, la gouvernance partagée avec les Autochtones et le projet de régionalisation du gouvernement du Québec, remet ce postulat en question. En effet, la protection constitutionnelle dont bénéficient les clauses de gestion territoriale de traités comme la Convention de la Baie James et du Nord québécois et, plus récemment, l'obligation de consulter découlant de l'arrêt Nation haïda, assurent aux Autochtones un pouvoir plus important que celui qui est offert aux acteurs régionaux par le gouvernement du Québec.Abstract. Multi-level governance theories have a tendency to minimize the role of law in shaping governance systems. The study of two instances of territorial governance in Quebec, shared governance with the aboriginal peoples and the Quebec government's regionalization initiative, puts this premise in question. The constitutional protection afforded to the land management provisions of the James Bay and Northern Quebec Agreement and, more recently, to the duty to consult flowing from the Haida Nation case give the aboriginal peoples more power than that recognized to regional actors under the Quebec government's initiative.

[full article is in Spanish]EnglishThis article seeks to contribute to the understanding of polycentric systems in socio-territorial contexts, and its link with modern governance, in which multiple social actors interact at different scales and levels. The concept of polycentrism, its dimensions, predominant approaches and assumptions on which its use is based in the socio-territorial analysis is discussed. The text highlights two of the most influential approaches in the theoretical–methodological development of polycentric systems: the European, key in territorial and regional development; and the American, focused on the analysis of institutional development and socio-ecosystem governance. Assumptions of the polycentric systems are highlighted in order to solve integrally socio-territorial problems from multilevel, multiscale and multiactor interactions. Finally, its relation with modern governance is analyzed and it is concluded that it is important to continue the study of polycentric systems.SpanishEste es un artículo que busca contribuir a la comprensión de los sistemas policéntricos en contextos socio-territoriales, y su vínculo con la gobernanza moderna, en la que múltiples actores sociales interactúan a distintas escalas y en distintos niveles. Se discute el concepto de policentrismo, sus dimensiones, enfoques predominantes y supuestos sobre los que se funda su uso en el análisis socio-territorial. El texto subraya dos de los enfoques más infl uyentes en el desarrollo teórico–metodológico de los sistemas policéntricos: el europeo, clave en el desarrollo territorial y regional; y el estadounidense, centrado en el análisis del desarrollo institucional y la gobernanza de los socio-ecosistemas. También se destacan los supuestos de los sistemas policéntricos a fin de resolver integralmente problemas socio-territoriales a partir de interacciones multinivel, multiescala y multiactor. Finalmente se analiza su relación con la gobernanza moderna y se concluye que es importante continuar el estudio de los sistemas policéntricos.FrenchCet article à caractère théorique cherche à contribuer à la compréhension des systèmes polycentriques dans des contextes socio-territoriaux et de leurs liens avec la gouvernance moderne, au sein de laquelle de multiples acteurs sociaux entrent en interaction à diff érentes échelles et à divers niveaux. Ainsi, il discute le concept de polycentrisme, ses dimensions, ses approches dominantes et les suppositions sur lesquelles il fonde son usage pour une analyse socio-territoriale. Le texte souligne deux des approches les plus infl uentes dans le développement théorico- méthodologique des systèmes polycentriques : l’Européenne, qui est une clef pour appréhender le développement territorial et régional et celle des États-Unis centrée sur l’analyse du développement institutionnel et de la gouvernance socio-écosystémiques. De plus sont mises en évidence les suppositions générales des systèmes polycentriques dans le but de souligner de manière intégrale des problèmes socio-territoriaux à partir des interactions multiniveau, multiéchelle et multiacteur. Finalement la relation avec la gouvernance moderne est analysée et permet de conclure autour de l’importance de continuer l’étude des systèmes polycentriques et de leurs liens avec la gouvernance en tant qu’approche novatrice face à la complexité actuelle des relations socio-territoriales.

I cambiamenti strutturali delle economie/società occidentali, dovute al fenomeno della globalizzazione, ed il processo, ancora in corso, della costruzione europea hanno comportato significative trasformazioni territoriali, ma anche nuove interpretazioni degli spazi urbani e regionali, connesse ai concetti di “networking”, “governance” e “rescaling”, che sembrano sottolineare la necessità di ripensare alcune categorie interpretative tradizionali, come “centralità” e “policentrismo”. La finalità di questo articolo è di evidenziare le implicazioni in termini analitici e progettuali alla scala urbana e territoriale.

Il prodotto della ricerca da un lato propone una specifica pratica di governance diffusa per il coordinamento istituzionale delle risorse di sviluppo, dall'altro una dorsale connettiva web based per l'interazione strategica degli attori produttivi, istituzionali e sociali e per l'incremento delle attivitŕ di networking territoriale e virtuale.

Abstract:
The concepts of governance and sustainable development on which the thesis is based, are present in the literature with various meanings and are often misused in everyday language, so as to be regarded by many as words full of rhetoric, ambiguous, devoid of any real content, used to express everything and nothing. The likely cause of this misuse is that they are concepts related to complex systems and processes, in terms of problems and implications, with a variety of people involved in different ways and whose number has increased over time. While the concept of sustainability in the administration of the territory goes beyond the protection of the environment by including economic and social development as well as the environmental dimension, the analysis of the territorial governance processes requires the reconstruction of behaviour of the multiple participants, called stakehorders, which act in these processes. An important governance tool, useful in guiding the plan of action to the paradigm of sustainable development, is the Strategic Environmental Assessment (SEA). Compared to its relationship with governance, the SEA could be defined as a set of rules, principles, techniques and tools with the function of continually supporting the decision making process in order to generate consensus on actions to be taken and, above all, to ensure that such consent will last over time and become a network of stable relationships that can ensure continuity and consistency in the planning process. Governance, evaluation and planning are “inseparable concepts”, recalling Abdul Khakee’s article, written in 1998. Using these considerations as a starting point, the aim of the thesis is to highlight, in terms of issues, the question of relationship between governance, planning and evaluation . At different levels of government (regional, provincial and local), through the analysis of case studies, the thesis identifies, in an original way, for territorial governance problems and possible solutions. It define, in particular, procedural requirements for a SEA fully integrated in urban and territorial planning process with the creation of a procedural Protocol.

Il lavoro vuole dimostrare che quest'approccio puo'essere considerato, piu' che un modello alternativo, come l'altra faccia della moneta di un identico paradigma di intervento sul territorio che ha il suo fondamento ideologico e concettuale nel progetto neoliberista affermatosi negli ultimi decenni. Partendo dall'analisi dei principali interventi di governance partecipata dell'ultimo decennio in Sicilia ed in particolare dall'analisi dei partenariati e dei processi decisionali del Patto Territoriale Catania Sud, vuole dimostrare che i presupposti teorici alla base del modello di governance sono profondamente differenti, in quanto contraddetti, dalle risultanze effettivamente riscontrate nella realta'.

Depuis plus d'une décennie, Le Sénégal à l'instar d'autres pays a adopté la gouvernance comme mode d'action publique. Cette tendance traduit une nouvelle philosophie, un ajustement par rapport au nouveau contexte économique et social mondial actuel. L'application de ce concept est singulièrement favorisée par « la crise de gouvernabilité » qui se fait jour sous nos tropiques suite à la faillite de l'Etat dans la fourniture d'un service public de qualité et l'émergence d'acteurs locaux aux pouvoirs en pleine croissance et occupant le vide laissé par l'Etat affaibli. La gouvernance et la gouvernance territoriale innovent par la place qu'elles offrent aux acteurs qui confirment leurs positions de moteurs de changements venant de la base. Ces nouveaux modes de gestion sont favorablement accueillis au Sénégal grâce une conjoncture historiquement favorable de (1) facteurs externes : contexte international marqué par la complexité des enjeux économiques, sociologiques, technologiques remettant en cause l'ordre établi et mettant en scènes de nouveaux acteurs (2) facteurs internes : un cadre juridique et institutionnel très favorable, les échecs de politiques de développement et l'émergence d'un mouvement citoyen très dynamique, la confirmation de l'option faite sur le local via la politique de décentralisation. Ce contexte rend possible une panoplie d'action dont les prétentions sont parfois contraires aux facteurs qui ont permis leur émergence. La gouvernance surtout au contact des territoires ne peut être enfermée dans des normes aussi objectives soient-elles. Le dessein de la politique de décentralisation est résolument de favoriser le développement des territoires, en gardant en perspective les caractérisques sociales, économiques, géographiques et sociétales des territoires. La participation des citoyens à la réussite de cette politique, n'a de pertinence que si elle s'évertue à instaurer un climat de confiance entre les acteurs et assure l'adéquation entre actions des autorités étatiques et les aspirations profondes des territoires pris un à un. Il ressort ainsi, que ce travail est essentiellement une réflexion sur les ressorts de cette notion qu'est la « gouvernance territoire ». Nous en sommes arrivés à la conclusion qu'elle se prête aisément aux différentes orientations de son application mais demeure le reflet d'un produit foncièrement variable, fonction d'une multitude de facteurs eux mêmes variables selon le territoire
For more than a decade, similarly to the other countries, Senegal has adopted governance to manage public actions. This trend is a new philosophy, an adjustment in relation with the new economic and social world context. The implementation of this concept is particularly favoured by “the governability crisis” which is taking place right now after the failure of the state to supply a quality public service and the emergence of powerful local actors in full growth and occupying the empty place left by the weakened state. Governance and territorial governance are innovating because of the place they offer to the actors who are confirming their positions of change engine originating from the base. These new modes of management are favourably welcome in Senegal thanks to a historically favourable environment of (1) external factors: an international context epitomized by the complexity of economic, sociological and technological stakes questioning the normal order of things and displaying new actors, (2) internal factors: a favourable legal and institutional environment, the failures of development policies and the emergence of very dynamic citizen movements, the confirmation of the chosen local option through decentralisation policies. Such a context makes it possible for a set of actions whose aims don't sometimes tally with the factors which favoured their emergence. Governance applied to territories cannot just be limited to standards no matter how objective they may be. The purpose of the decentralisation policy is really to favour the development of territories, while keeping in mind the social, economic, geographical and societal features. The involvement of citizens in the success of that policy would be relevant only if it aimed at setting up a trustworthy atmosphere between the actors and ensuring the suitability between the actions of the state authorities and all the deep aspirations of the territories. So that work highlights essentially the main aims of the notion of “territory governance”. We finally conclude that it is suitable to the orientations of its implementation but remains the reflection of a variable product depending on a series of factors which vary according to the territory

Dans un contexte de déséquilibres écologiques et socio-économiques, des stratégies et politiques sont conçues à différentes échelles institutionnelles pour tendre vers un modèle de développement soutenable. Une étude de métabolisme permet, par la mesure de certains flux de matières et d’énergie, d’appréhender le fonctionnement d’un territoire d’un point de vue physique. Cependant, cette connaissance sur les conséquences écologiques d’un territoire est difficilement mise en lien avec les grandes questions sociétales et les jeux d’acteurs impliqués dans ces échanges. Afin de tendre vers un rééquilibrage global, il est donc question de garantir le respect des principes d’équité, de justice et de liberté dans les réponses apportées aux besoins fondamentaux des acteurs. La construction d’un intérêt collectif sur les territoires apparaît dans ce travail comme une réponse possible afin de définir et mettre en œuvre des politiques de soutenabilité forte conciliant enjeux territoriaux et globaux. Une des hypothèses est que les modes d'interaction de type coopératif favorisent des comportements propices à la construction de cet intérêt collectif. L’enjeu de ce travail est de mieux comprendre en quoi une étude de métabolisme pourrait être mobilisée afin de participer à une dynamique de construction territoriale soutenable. In the middle of an ecological and socio-economic imbalance context, strategies and policies are designed at different institutional levels. The objective is to move towards a model of sustainable development. Studying the metabolism allows us to know, partially, the way a territory works according to different flows of materials and energy. However, this knowledge about the ecological consequences of a territory, is hardly set in relation to major societal issues and different roles involved during these exchanges. Working towards a global rebalancing, is a question of ensuring compliance with the principles of fairness, justice and freedom answering the basic needs of actors. The construction of a collective interest appears as an answer to define and to implement sustainability policies, which are territorial and global issues. One of the hypothesis is that the modes of interaction of cooperative behaviors help and promote the construction of the collective interest. The purpose of this work is to try to understand how a metabolism study could be mobilized to participate in a process of territorial sustainable construction. The research is based on the work in the field accomplished all over "ANR Villes Durables Confluent Project" as well as on alimentary supply chain

L’analyse est dès lorscentrée sur les processus institutionnels, les réseaux d’acteurs et les relations de pouvoir. Les données mobiliséesportent sur les initiatives et les aides se déployant en chacune des régions étudiées en faveur de l’innovation, enparticulier dans le domaine du numérique. La comparaison entre l’Ile-de-France et la Lombardie vise à faireressortir les spécificités socio-politiques de chacune des deux situations territoriales en privilégiant deux champsd’investigation : les usages de l’innovation en tant que catégorie d’action publique transnationale et régionalisée,et les mobilisations collectives se structurant en référence aux enjeux du développement métropolitain à Paris età Milan. Tandis qu’en Ile-de-France les politiques publiques font figure de vecteurs pour la territorialisation desacteurs de l’innovation, la Lombardie donne à voir l’affirmation d’un leadership universitaire appuyé par lespouvoirs locaux. This thesis examines how economic issues of innovation are formulated in territorial public action, by adopting acomparative approach and based on a survey conducted in two metropolitan areas in Europe: Ile-de-France andLombardy. Research was conducted by problematizing territorial governance of innovation using a theoreticalframework developed by combining aspects of two fields : political science (territorial policies) and socialsciences (science, tecnology and innovation studies). The analysis is therefore focused on institutional processes,networks of actors and power relations. The data used concerns initiatives and aid deployed in each of the studyareas to promote innovation, especially in the digital field. The comparison between Ile-de-France andLombardy aims to highlight the socio-political specificities of the two territorial situations by focusing on twodistinct areas of investigation : innovation as a category of transnational and regional public action, andmobilisation developed in response to the local challenges of metropolitan development in Paris and Milan.While in Ile-de-France public policies promote the territorialization of innovation actors, Lombardy privilegesuniversity leadership supported by local authorities. Beyond these differences, the two cases demonstrate somelocal ways of developing the knowledge economy and question the phenomenon of politicization of issues andactors of innovation

S’interrogeant sur leur permanence ou leur déclin. L’imaginaire se présente alors comme une ressource qui aide à « faire société ». A cette performance, le droit administratif, en particulier, n’y est pas étranger, puisqu’il donne corps à l’imaginaire par la création et l’invention de normes.Toutefois, les défaillances de la puissance publique — régulièrement dénoncées — signalent tantôt un affaiblissement, tantôt une saturation, voire même une transformation de l’imaginaire public. L’action publique apparaît comme victime de l’imaginaire, victime à la fois d’un trop plein mais aussi d’une absence d’imaginaire, les deux n’étant pas étranger à une surdétermination économique des enjeux de l’action publique territoriale. Cette tension conduit à s’interroger sur les phénomènes qui vitrifient la capacité d’imagination des acteurs publics. Alors que les collectivités territoriales sont considérées comme des prestataires de services et de droits individuels, quels symboles, quelles représentations, quelles promesses, l’action publique porte-t-elle aujourd’hui ? Quels sont les « nouveaux imaginaires politiques » possibles ? Existe-t-il des ouvertures utopiques qui permettraient de penser une action publique différente de celle que nous connaissons ? Il est ainsi question de mettre à jour les imaginaires qui innervent l’action publique. Les mettre à jour car ils empruntent des souterrains qui les rendent invisibles mais pourtant bien présents dans l’action publique territoriale d’aujourd’hui
This research concern myths and tales who structure the territorial public sector. The purpose is to conduct a réflexion about their permanency or their decline. Then, imaginary must be understood like a way to « make society ». Administrative law, specifically, contribute to the performance of the imaginary by creating and inventing norms. However, the failures of the public sector — frequently denounced — signal sometimes a weakening, a saturation or a transformation of the public sectorimaginary. The public policies appears like a victim of the imaginary, a victim of an excess or a lack of imaginary, maybe because of the pressure and the influence of the economic power. This strain drives to interrogate themselves on the phenomena who cancel the capability of imagination among the public actors. While the local administrations are considered like service providers and individual rights providers too, which symbols, which representations, which promises does the public sector carry today ? What are the « new political imaginaries » ? Can we re-model public policies with utopia ? The question is to update the imaginaries attached to public policies. These imaginaries are invisible, hidden in the undergrounds but the are really present in the way to drive and build public policies today

Les années 2000 ont marqué un fort regain d’intérêt pour l’alimentation, porté aussi bien par les consommateurs que par certains acteurs publics, qui se consacrent progressivement à la question alimentaire. Cette tendance est en partie liée aux dysfonctionnements et aux crises ayant affecté le système alimentaire agro-industriel dominant. En réaction, les initiatives de relocalisation de la production et de la distribution alimentaires se sont multipliées dans les territoires, visant au développement de « systèmes alimentaires alternatifs ». L’intérêt récent porté à ces systèmes, qui reposent bien souvent sur les circuits courts, a cependant conduit à négliger certains acteurs intermédiaires des systèmes alimentaires tels que les acteurs du commerce et de la distribution. La place de ces acteurs au sein des systèmes alimentaires, tout comme leurs compétences spécifiques, peuvent pourtant leur conférer un rôle privilégié au sein des territoires, pour favoriser l’accès des consommateurs à une alimentation de proximité. Les évolutions à l’œuvre en matière alimentaire conduisent à de nouveaux modes de coordination entre acteurs des territoires. Cette thèse étudie ainsi l’émergence d’une gouvernance alimentaire à l’échelon territorial. Elle interroge, en particulier, le caractère intégrateur des processus de gouvernance alimentaire territoriale, en se consacrant à un type d’acteur spécifique : les acteurs du commerce et de la distribution. Dans un premier temps, l’analyse de trois dispositifs publics alimentaires territoriaux, à Nantes, Lyon et Figeac, nous permet de décrire les processus de gouvernance alimentaire territoriale à l’œuvre, tout en mettant en évidence certaines difficultés liées à l’appréhension de la thématique alimentaire par les acteurs publics sur les territoires. De plus, au regard du rôle réduit que jouent les acteurs du commerce et de la distribution au sein de ces dispositifs, le caractère intégrateur des processus étudiés semble limité. Dans un second temps, nous adoptons une entrée « territoriale » par l’étude du Grand Clermont, qui permet d’aborder les pratiques des acteurs du commerce et de la distribution en matière de relocalisation alimentaire. Cette approche met en évidence les types d’interactions que les acteurs du commerce et de la distribution peuvent entretenir avec les acteurs publics territoriaux, et les enjeux autour desquels se jouent ces interactions. Plus généralement, nous mettons en lumière les difficultés liées à l’identification des acteurs du commerce et de la distribution par les acteurs publics territoriaux, du fait d’une méconnaissance, parfois teintée de défiance, entre ces acteurs. L’intervention des acteurs du commerce et de la distribution dans certains champs alimentaires (économie locale, nutrition, etc.) permet néanmoins d’envisager leur potentielle intégration aux processus de gouvernance alimentaire territoriale. Finalement, cette thèse propose une lecture des freins ou blocages à la mise en œuvre de processus de gouvernance alimentaire territoriale, à partir de l’exemple des acteurs du commerce et de la distribution. Elle illustre notamment le rôle spécifique des acteurs publics territoriaux dans ces processus, en tant que porteurs de démarches alimentaires territoriales, et fédérateurs des acteurs de l’alimentation. Par ailleurs, l’investissement de certains champs alimentaires par les acteurs du commerce et de la distribution, y apparaît comme un levier potentiel à l’émergence d’une gouvernance alimentaire territoriale
Food became a subject of major interest since the 2000’s, for consumers as well as for public actors, who gradually address food issues. This phenomenon is mainly related to the recognition of dysfunctions and crisis prevailing in the agro-industrial and dominant food system. Consequently, food production and distribution re-localization initiatives multiplied, aiming at developing “Alternative Food Networks” (AFNs). However, the recent focus on these networks, frequently based on short food supply chains, has led to leave aside some intermediary actors in the food systems, such as food distributors. Food distributors include independent retailers (butchers, grocers, etc.), supermarket chains, wholesalers and new emerging forms of retailing. Distributors are central to the food systems and perform specific functions, allowing them to play a special role in food system re-localization.The recent dynamics in the food sector has brought new interactions within the food system, bringing out issues of change in food governance mechanisms. Thus, this thesis studies the emergence of a food governance at a territorial level. We particularly examine the integrative nature of territorial food governance processes, studying one specific actor: food distributors.First, we analyzed three French case studies in Nantes, Lyon and Figeac, describing the ongoing governance processes, but also some of the difficulties related to addressing food issues by public actors. The integrative nature of food governance processes seems limited, regarding the absence of food distributors and retailers in these processes. Then, we conducted a “territorial” work by studying a territory, the “Grand Clermont” in Auvergne, to analyze food distributors’ practices regarding local foods. This approach highlights the types of interactions established between food distributors and public actors, but also the issues at the heart of these interactions. More generally, we describe the difficult identification of food distributors by public actors, mostly due to a lack of knowledge – and sometimes to mistrust – towards these actors. However, food distributor’s intervention in some food sectors (i. e. local economy, nutrition, etc.) can help thinking their potential integration to territorial food governance processes. Finally, this thesis outlines the main obstacles and constraints to the implementation of territorial food governance processes, from a distributor’s perspective. In particular, it highlights the specific role territorial public actors play in these mechanisms, initiating public food programs and federating stakeholders around food issues. Moreover, food distributor’s intervention in various food sectors can be seen as a potential way to build a territorial food governance

Integrаted territoriаl investments аre instruments used in the development of a territory thаt imрly a strategy focused on territorial development into an integrated manner related to а selected territory, also representing a group of implemented actions that help achieving the objectives of the territorial strategy that is designated for integrated development, and governance mechanisms. For the management of integrаted territoriаl investments. Bаsicаlly, ITIs аre sub-рrogrаms thаt include integrаted multi-dimensionаl meаsures. The key to imрlementing ITI is the integrаted аррroаch. The integrаted territoriаl аррroаch аlso involves overcoming аdministrаtive limits аnd requires greater disposition of different levels of government to cooрerаte аnd coordinаte аctions to аchieve common goаls. ITIs аre not oрerаtions or рriorities in аn oрerаtionаl рrogrаm, but аllow funding for the imрlementаtion of integrated territorial strategies across multiple axe of priority from a various number of operational programs. It should аlso be noted thаt in аddition to investments thаt suррort аn ITI-bаsed develoрment strаtegy through аn ITI, аdditionаl аctions tаrgeted аt the sаme аreа cаn be funded through the рriority аxes of аn oрerаtionаl рrogrаm or oрerаtionаl рrogrаms thаt do not раrticiраte in ITI funding - however, it is recommended thаt sectorаl investments be linked аnd аligned with integrаted territoriаl develoрment strаtegies. Unfortunаtely, аt the level of the nаtionаl territory, the only area where аn I.T.I. tyрe finаncing was аррroved. is the Dаnube Deltа. The uniqueness of The Dаnube Deltа Biosphere Reserve provides very specific functions: uncommon and sporadic population, the vulnerability of the economics and job specializations, unsаtisfаctory аccess to various services, etc. The World Bаnk, helped by the аuthorities supported the develoрment and implementation of the integrаted strаtegy within this аreа. The projects of the total operational programs are funded by The ITI Dаnube Deltа Finаnciаl Instrument, allowing investments from the CF, ERDF, ESF, EАFRD аnd EMFF.

There are recognized in Latvia the lack of locally based coastal socio-ecological research knowledge and its interpretation into municipal safety and development planning from one side as well as also only land-side oriented and separate sectorial development interests based coastal municipalities’ governance/planning practice from other side. Coastal governance practice development problems solution at the local level are to be seen at both ends of governance cycle – coastal situation evaluation (e.g. science) and policy design and implementation. Overall objective is to create, apply/test and use applicable interface system for integrated coastal science transfer into integrated coastal management (ICM), and so altogether developing whole and flexible integrated coastal governance (ICG) cycle, esp. at the local municipal level, but also coping with vertical integration with other national and international governance levels, as well as horizontal integration with other municipal development sectors. ICG complex interface system has been started to develop step-wise during realization of various research and development projects and particularly by designing and testing both complementary thematical and territorial approaches based municipal indicator systems (IS). Approaches were applied as different cross-sectorial municipal IS (coastal, climate change governance, coastal risk etc.) and, interrelatedly, eventual whole municipal development IS. There was designed and implemented Sustainable development governance IS proposal for Saulkrasti municipality, being used now for supervision of mandatory municipal long term planning document – Sustainable Development Strategy. Further proposals for coastal indicators observatory system for sealand border area administrative territories has to be developed, respecting all types of coastal components as for highly specific socio-ecological systems in the Baltic Sea region area.

The article is devoted to the study of the concepts of participation of the population in the management of modern cities, among which the ideas of participatory design and initiative budgeting prevail. The author evalu-ates the possibilities of participation of residents in foreign and Russian cities, evaluating unique examples of implemented practices. The advantages and disadvantages of the participation of the population in the manage-ment of a number of cities and in modern St. Petersburg was revealed. The results prove the need for examination and adjustment of substantive aspects, standards and regulations and reporting for such practices.

Dentro de este marco, todo supone que el crecimiento de las ciudades latinoamericanas está respondiendo al fenómeno del “policentrismo” caracterizado por la aparición de distritos territoriales habilitados por la inversión privada en un protagonismo creciente y abierto, manteniendo la dinámica concentradora (tanto productiva como demográfica) y su crecimiento en expansión, en donde quizá, el rasgo más característico sea la conformación de un esquema multinuclear. Un planteamiento policéntrico de este tipo en el interior de las áreas metropolitanas también necesitará una gobernanza metropolitana eficaz. Este artículo examina las competencias, capacidades y proceso necesarios para una ordenación y desarrollo del territorio eficaces a nivel metropolitano, y qué modelos de gobernanza metropolitana podrían considerarse para lograrlos, se analiza el caso de Bahía de banderas, México. The economic transformations of the last two decades have resulted in new and profound processes of territorial reorganization, involving from new location patterns of urban activity, until the appearance of significant changes in the role of metropolitan areas. Within this framework, all assumed that the growth of Latin American cities are responding to the phenomenon of "polycentrism" characterized by the emergence of territorial districts authorized by private investment and open a growing role, maintaining the dynamic concentrator (both productive and demographic) and expanding its growth, where perhaps the most characteristic feature is the formation of a multinuclear scheme. A polycentric approach of this type within metropolitan areas will also need an effective metropolitan governance. This article examines the skills, capabilities and management processes necessary for the effective development of the territory and the metropolitan level, and metropolitan governance models which could be considered to achieve, he examines the case of Bahía de Banderas, México.

An analysis of the possibilities of applying theoretical approaches to the study of the territorial foundations of local self-government in the RF is presented. On the basis of the institutional approach, the understanding of the municipal formation as a political institution, conditioned by a complex of formal and informal practices, including the organization of municipal power, the political and administrative limits of its implementation, subject-object relations of local governments and the population, is formulated. The use of a community approach to the analysis of the territorial organization of local self-government makes it possible to study the communicative practices of interaction between the population and local self-government bodies, the degree of involvement of the local community in solving local issues. The use of the economic-geographical approach allows us to consider a municipal formation as a complex of resources that determine the level of its socioeconomic development.

Luego de medio siglo de intensos procesos de urbanización, los límites municipales, con los que generalmente se asociaba la escala local, entran en contradicción y anacronismo con las dinámicas territoriales contemporáneas. Los nuevos patrones urbanos se explican mejor con el concepto de ‘área urbana’ cuya ordenación suele abordarse desde la ambigua y fluctuante escala sub-regional. Así, la necesidad de abordar conjuntamente fenómenos locales y regionales, entra en contradicción con los sistemas de planeamiento convencionales y con la subsidiariedad de las estructuras administrativas históricas. El objetivo de esta comunicación radica en evidenciar la innovación y la especificidad del planeamiento de las áreas urbanas. En particular, se explora el carácter heurístico de los instrumentos, focalizando en cómo permiten re-definir las escalas territoriales de ‘lo local’ y ‘lo regional’, e implícitamente la idea de ciudad y su gobernanza. Para este fin, nos apoyaremos en un estudio de caso comparado de tres planes de escala intermedia, coetáneos, implementados de forma ad-hoc y referidos a modelos socioculturales europeos diferentes. Argumentamos que ‘lo urbano’ debe restablecerse en cada experiencia de planeamiento de forma ad-hoc, utilizando la escala intermedia como un instrumento no solo de diseño sino también de gobernanza para superar los niveles tácitos y estáticos de los sistemas de planeamiento. After half a century of intense urbanization, municipal boundaries -those generally associated with local scale- show explicit contradiction regarding current territorial dynamics. New urban patterns are more related to the concept of 'urban area' and the ambiguous and fluctuating sub-regional scale. Thus, the need to jointly address local and regional phenomena challenges conventional planning systems and the subsidiarity of historical administrative structures. The aim of this paper is to evidence the innovation and specificity of recent urban areas’ management. In particular, we explore the heuristic nature of intermediate planning instruments, focusing on how they re-define the territorial scale of ‘the local’ and ‘the regional’, and implicitly the idea of the city and its governance. To this end, we rely on a multiple case study of three recent plurimunicipal plans, implemented in an ad-hoc manner, and referred to different European cultural models. We argue that intermediate design and governance instruments allow rearranging a meaningful scale for “the local”, overcoming tacit and static levels of planning systems.

El momento histórico del Uruguay es sumamente propicio, ya que en el 2008 con la aprobación de la Ley Nacional de Ordenamiento Territorial y Desarrollo Sustentable, se abre un proceso de discusión y revisión de los principales aspectos territoriales del país, así como de la potencialidad y necesidad de una planificación multiactorial a varios niveles. Nuestra investigación se focaliza en particular en el sector de la planificación de los recursos patrimoniales, que pueden tener una sostenibilidad a través del Turismo, para preservar los paisajes culturales y naturales del país de frente a los escenarios depredadores de la agricultura extensiva con agroquímicos, la forestación o la minería a cielo abierto. The current postdoctoral research aims to analyze the territorial planning in Uruguay, in order to understand if it has the suitable tools to support a new geography of emerging sustainable and participatory territories. Nowadays Uruguay has a new National Planning Law for sustainable development that allows to think in a new way of multilevel governance, as well as revalue the main territorial resources in the country. Our research focus on the area of Tourism as it is one of the most interesting strategies for safeguarding the cultural heritage and natural landscapes, as well as creates a new economy against the main polluted exploitations of extensive agriculture, trees plantation and mining.

The article considers historiographic assessments of the administrative-territorial transformations of the Stalinist period of Soviet history through the prism of relations "Center - Regions." For the supreme government in the period under study, the obvious dilemma was the choice between the economic efficiency of the spatial development of enlarged and self-sufficient regions, on the one hand, and the increase in the political manageability of the Center for regional development, on the other hand. The policy of disengaging the regions and giving the former dis-trict centers the status of regional capitals was connected with the need of the Cen-ter to monitor the processes of industrialization and collectivization, bring man-agement closer to production, as well as weaken the influence of regional leaders to strengthen the regime of personal power of I.V. Stalin. Subsequently, the political struggle for power in the 1950s. contributed to a gradual and irreversible review of the relationship between the central and regional authorities: for political reasons, the Center abandoned the administrative-territorial transformations of the regions.

Abstract:
The paper outlines challenges in the governance of functional urban areas, treated as a contemporary form/nature of the city. The institutional infrastructure of that governance consists in the co-existence of the formal/legal public authorities and hybrid partnerships, composed of public, private and non-governmental organizations. The spirit of the city is being the place of meeting other people and exchange of goods, assets, ideas and values. The city forms the background for the phenomena of human life and unusual events. The city treated as a functional urban zone is affronted with complex processes resulting from various types of flows in the spatial economy. Such phenomena as metropolization, suburbanization or urban sprawl demand new approaches to the governance and to the territorial management. Metropolitan governance is a result of tensions and fractures between various territorial actors. In the functional urban zone, one can observe many colliding or juxtaposing interventions, supported by different organizations, public or non-public entities, and – finally – by creative or influential individuals. That situation has a significant imprint on the spatial structure of the city and its surroundings. The main challenge is then the creation of arenas of dialogue, which become at least as important as formal, legal regulations. The adaptive governance, depicted by E. Ostrom, then gives the useful tools for hybrid partnerships, responsible for the management and the development of urban functional zones.

Abstract:
This paper explores how food inequities manifest at a territorial level, and how food territories are experienced, understood, and navigated by stakeholders to address those inequities. We interpret ‘food territory’ as a relational and transcalar concept, connected through geography, culture, history, and governance. We develop our exploration through four empirical cases: (i) the Cerrado, a disputed Brazilian territory that has been framed and reframed as a place for industrial production of global commodities, to the detriment of local communities and nature; (ii) urban agroecology networks seeking space and recognition to enable food production in the city of Rio de Janeiro, Brazil; (iii) informal food networks forming a complex web of intersecting local and global supply chains in Worcester, a secondary South African city; and (iv) periodic food markets in Ghana that synchronise trade systems across space and time to provide limited profit-making opportunities, but nonetheless accessible livelihood options, for poorer people. Examining these four cases, we identify commonalities and differences between them, in terms of the nature of their inequities and how different territories are connected on wider scales. We discuss how territories are perceived and experienced differently by different people and groups. We argue that a territorial perspective offers more than a useful lens to map how food inequities are experienced and interconnected; it also offers a tool for action.

Abstract:
Indigenous Peoples, local communities, and Afro-Descendant Peoples (IP, LC & ADP) — roughly 2.5 billion people — customarily manage over 50% of the global land mass, but governments currently recognize their legal ownership to just 10% (RRI, 2015). Fortunately, there has been progress in addressing this historic injustice in recent years as governments have begun to pass legislation and achieve court decisions to recognize the historic and customary use and ownership of these lands. A recent stock-taking finds that since 2002, at least 14 additional countries have passed legislation that require governments to recognize these rights. Similarly, there have been positive national and regional level court decisions in numerous countries supporting the formal recognition of the collective land and forest rights of Indigenous Peoples, local communities, and Afro-descendant Peoples. RRI research demonstrates that if only 7 countries implemented these new laws, policies, and court decisions, over 176 million hectares would be transferred from government to Indigenous, local community, and Afro-descendant ownership, benefitting over 200 million people (RRI, 2018). The focus of this report, and the Framework itself, is limited to formal recognition of land and forest rights (i.e. delimitation, mapping, registry, etc.). It does not assess the important and subsequent steps of strengthening community or territorial governance, the enforcement of these rights by governments, or the capacities necessary to enable Indigenous, local community, and Afro-descendant organizations to manage or exploit their resources or engage in enterprises or economic development activities – all of which are essential for sustained and self-determined conservation and development. This Framework focuses on the first step in this longer process.
