The COVID-19 pandemic has had a tremendous impact on the business and global investment community. This pandemic differs from the previous ones in that it occurs in the digital age; the epidemiological situation around the world is recorded daily, this allows the one to model the forecasts quite accurately; most companies have the ability to continue working, but to organize it in a remote format. However, one of the devastating factors is that a pandemic destroys global supply chains, disrupts production and can lead to a significant loss of company revenue and adversely affect the global economy. The ability to adapt to these conditions, as well as the speed of this process are important factors for the survival of companies. Corporate governance plays an important role in this process. This article describes the main trends in the organization of corporate governance in a pandemic.

Abstract:
Integrated river basin management (IRBM) has been proposed as a means to achieve water security (WS), maximizing economic and social well-being in an equitable manner and maintaining ecosystem sustainability. IRBM is regulated by a governance process that benefits the participation of different actors and institutions; however, it has been difficult to reach a consensus on what good governance means and which governance perspective is better for achieving it. In this paper, we explore the concept of “good water governance” through the analysis of different governance approaches: experimental (EG), corporate (CG), polycentric (PG), metagovernance (MG) and adaptive (AG) governances. We used the Organisation for Economic Co-operation and Development (OECD) water governance dimensions (effectiveness, efficiency and trust and engagement) as a “good enough water governance” that regards water governance as a process rather than an end in itself. Results indicate that each of the five governance theories presents challenges and opportunities to achieve a good governance process that can be operationalized through IRBM, and we found that these approaches can be adequately integrated if they are combined to overcome the challenges that their exclusive application implies. Our analysis suggests that a combination of AG and MG encompasses the OECD water governance dimensions, in terms of understanding “good enough water governance” as a process and a means to perform IRBM. In order to advance towards WS, the integration of different governance approaches must consider the context-specific nature of the river basin, in relation to its ecologic responses and socioeconomic characteristics.

Indigenous and Western business practices and worldviews can be harmonized to create and enhance well-being through ambicultural governance practices. This article focuses on exploring, both theoretically and empirically, creative governance endeavors to bring together Indigenous and Western practices for the purposes of creating both wealth and well-being in the service of society. We emphasize the need to return to the idea of business as serving the well-being of communities and suggest this can be done through a relational kaitiakitanga, stewardship approach that is at the heart of our research. Through a qualitatively rich case study of a Māori business, we present a Strategy Model He Whenua Rangatira—A Balanced Landscape that serves to act as a decision-making tool that facilitates both tangible and intangible benefits for organizational success and collective well-being. We suggest that all businesses, both Indigenous and Western, can gravitate toward this approach, while contextualizing their ambicultural governance.

Abstract:
To enhance good corporate governance practices, companies, as well as countries, have adopted and promulgated regulations and codes of best practices. To implement these regulations and practices, regulators adopt various approaches which can be broadly classified into voluntary, mandatory, and hybrid. This study examined the aforementioned approaches with particular attention to their strengths and weaknesses. The study employed a qualitative methodology using the doctrinal research method. The doctrinal method relied on primary and secondary sources. The primary sources included legislations and corporate governance codes while the secondary sources included books, e-books, journals, and articles. This methodology was deployed in appraising, interpreting, and applying these various sources of material used in the study. The study found that there are different variations and modifications to the approaches to the application of corporate governance regulations and practices. To facilitate a more efficient and effective corporate governance regime, a combination of the rule-based and principle-based approaches to the application of corporate governance is required.

The water crisis can alternatively be called a governance crisis. Thus, the demand for good water governance to ensure effective water resources management and to attain specific water goals is growing. Many countries subscribe to the Integrated Water Resources Management (IWRM) approach to achieve this goal. The Integrated Water Resources Management approach aims to ensure a process that promotes the coordinated development and management of water, land, and related resources in a drainage basin to maximise economic and social welfare equitably without compromising the sustainability of vital ecosystems. The design of the Integrated Water Resources Management approach, including its pillars and principles, aspires to good water governance and effective resource management. However, empirical studies examining this hypothesis and analysing the impact of the Integrated Water Resources Management approach on water resources governance are limited, especially in developing countries. Therefore, we characterised and compared the water resources governance aspects of two catchments in Uganda’s Lake Albert basin. One of the catchments was exposed to integrated water resources management projects, while the other had no exposure to integrated water resources management projects. Some of the factors that supported the comparability of the two sites included spatial proximity linking into a related hydrological and social-economic setup, common water needs and belonging to the same water administration zone. Comparing both areas led us to analyse whether there was a difference in water resources governance actions, as well as in the quality of water resources governance, under the same overall water management and administrative zone. The data were based on field surveys using questionnaires and information guides in both catchments. The results show that the performance of water resources governance is markedly better in the catchment with Integrated Water Resources Management practices than the base catchment unaffected by these practices. Key themes examined include water resources governance styles, water resources governance systems presence, functionality, the performance of good governance principles, and water resources management effectiveness. The findings contribute to the aspirations for the promotion of integrated water management approaches for improved water resources governance, and the concept that the effectiveness of water resources management measures depends on governance effectiveness. Water governance is significant, as it spells out the power, rights, decisions, and priorities relating to given water resources and communities.

Drawing from strategic human resource management and organizational theory, this article develops an integrated typology of employee governance. This typology is based on the dimensions of eliciting employees’ commitment to the organization (commitment-eliciting) and achieving employees’ compliance to rules (compliance-achieving), which yields four approaches to governing employees: disciplined governance, bonded governance, hybrid governance, and unstructured governance. Results from 337 firms show that the hybrid governance approach is linked with significantly higher organizational performance than alternative approaches in the Chinese context. In addition, both commitment-based practices and compliance-based practices are positively related to organizational performance, and their interaction produces additional positive effects.

Abstract:
The objective of this article is to demonstrate the place of the global governance concept in four international relations theories: realism, liberalism, neoliberal institutionalism and social constructivism. Global governance is defined as the sum of ways that institutions and international organizations, both public and private, use to try to cooperate at the global level in order to manage their common affairs. In addition, the paper defines global governance as being a specific perspective on world politics that offers a tool for understanding global change in an era of shifting boundaries and relocated authorities. The main research questions of the article are: how the most influential IR theories have reacted to the global governance concept and why the term ‘global governance’, so popularly and so frequently used in the 1990’s, has not resulted in a stable concept. Conclusions and suggestions presented in the summary point out that global governance held the promise of a radical transformation (predicted by almost every IR theory) of world order at the end of the Cold War. However, this great institutional transformation has never taken place. Therefore, current global politics still remain resistant to any form of world (or global) governance.

These challenges, as well as the management of the newly introduced complexity and heterogeneity, are targeted by SOA Governance approaches. In recent years, a number of concrete frameworks for SOA Governance addressing these issues have been proposed. There is no holistic approach considering all proposed elements, consolidating them in order to form a universally applicable model. In this contribution, we motivate SOA Governance, investigate and compare different approaches, identify common concepts, and derive a generic model for governance of Service-oriented Architectures.

Purpose – This paper aims to assess 12 audit procedures that deemed challenging to insurance audits. Design/methodology/approach – This paper uses grounded theory as a framework for conducting series of semi-structured interviews with six technical audit partners, two from Big Four and four from non-Big Four. The interview agendas are drawn from the 12 audit approaches suggested by Practice Notes 20 (The Audit of Insurance in the United Kingdom) issued by the Auditing Practices Board (UK). Findings – Without an audit standard, practitioners will exercise excessive professional judgments and deviate from audit approaches. Research limitations/implications – Though the findings are solely drawn from the insurance sector rather than a wide spectrum of sectors, they have huge ramifications to accounting and audit professions, stakeholders and regulators. Practical implications – This paper reveals differences in audit approaches between the theoretical context and practical perspective. Social implications – The paper showed that impact of audit failure leads to litigation, financial losses and loss of faith in audit quality and approaches. Originality/value – This paper suggests a hybrid approach on the grounded theory, provides an extensive overview of the sector’s audit approaches and issues and unravels an urgent need for a concerted international auditing standard.

The twentieth century brought humanity radically new knowledge in form of electronics, informatics, and telecommunication technologies, which gave rise to cyberspace as a channel for data exchange, data storage, and as an enabler of new approaches to steering and controlling realworld systems. Thus-created new opportunities have been successfully deployed for the automation of processes in areas such as production, service provision, data exchange, navigation, logistics, etc., or for creating new possibilities through concepts of virtualisation, respectively. While this has led to radical transformations of paradigms in industry and free market service provision, the systems that make up modern states have been broadly spared of disruption by these technologies. Behind this backdrop, this contribution aims to discuss the differences between digitalization and informatization as two differing approaches to system transformation. The discussion is set in the context of societal governance, where digitalization is the main approach to modernisation. The focus on digitalisation and the lack of progress towards informatization in this field of interest is criticized, and the advantages of informatization are brought to attention.

Enterprises today often strive to keep up with the paces of technological development. A particular case in point is the IT function where traditional governance approaches are often questioned by technology trends. Examples for such trends in the last ten years are the service-oriented architecture (SOA) and cloud computing. The introduction of SOA in the enterprise was one of the key enablers for cloud computing. Therefore, it can serve as a natural fit for bringing traditional IT governance approaches forward to the challenges of cloud governance. This article presents an approach for extending IT governance mindsets to the areas of SOA and cloud governance. It allows an IT organisation the adaptation and the continuous usage of already established governance knowledge and models during the adoption of cloud computing solutions. The authors also present an application case study where they demonstrate the feasibility of the approach in real-life scenarios in the context of an international telecommunication provider.

Data are not a new economic resource, but their level is now growing at an unprecedented rate as a result of digital devices and services proliferation. Analysis of emerging national data regulatory systems shows significant differences in country approaches, especially in relation to cross-border data flows, depending on economic specifics and national interests. Differences in approaches between major actors pose challenges for other countries, increase the fragmentation of the global regulatory environment, create uncertainty, and multiply compliance costs for businesses. These factors determine the importance of international cooperation on data governance. The author reviews the approaches of four BRICS countries – China, India, Brazil and South Africa – to data governance, primarily regulations of cross-border flows, as well as data localization requirements. Based on the results of the review, general trends of the reviewed countries’ approaches to data governance have been identified, leading to the conclusion that BRICS cooperation can be strengthened, primarily in the area of mutual recognition of the existing and discussed data protection measures adequacy to ensure mutually beneficial cross-border data movement.

Purpose – The purpose of this paper is to consider the way in which agency theory has crowded out other approaches to understanding the governance of modern businesses. The paper rescues the meaning and context which informed the American corporate governance reform movement originally and demonstrates how the economically predicated agency approach became dominant in academic considerations of corporate governance. Design/methodology/approach – Both primary and secondary sources were considered in a Foucauldian history of ideas approach. Findings – Other approaches to corporate governance have been pushed out of the mainstream of corporate governance discourse by an economic model which excludes many of the key issues which informed the notion originally. Practical implications – Dominant academic attitudes to corporate governance have occluded other ways in which the governance of corporations can be understood. Originality/value – Previous accounts of corporate governance have ignored the alternative approaches represented before agency theory became dominant.

Within the framework of CLEVER Cities Horizon 2020, London, Milan, and Hamburg are putting in place nine Urban Living Labs in order to implement Nature-based Solutions that address urban challenges in socially disadvantaged neighborhoods. In this article, the means by which co-creation processes and pathways may lead to innovation in governance structures are considered. Through a comparative case study analysis, this research aims to identify integrated, collaborative governance frameworks that are complex and adaptive, as well as reflect the actual changes in governance in cities. Herein, ULLs are intended not just as a vehicle for place-based urban regeneration but also as a starting point for collaborative governance. Abstract:
The paper develops a critical analysis of deliberative approaches to global governance. After first defining global governance and with a minimalist conception of deliberation in mind, the paper outlines three paradigmatic approaches: liberal, cosmopolitan, and critical. The possibilities and problems of each approach are examined and a common concern with the scope for “deliberative reflection” in global governance is addressed. It is argued that each approach, to varying degrees, foregrounds the currently underdetermined state of knowledge about global governance, its key institutions, agents, and practices. In doing so, the question “ What is global governance?” is retained as an important and reflective element of ongoing deliberative practices. It is suggested that this constitutes the distinctive and vital insight of deliberative approaches to global governance.

Issues of global concern typically arise where there is a limited commitment to accountable governance. This paper argues that there has been an evolution in the state function. This evolution has made it possible to envisage a progression to accountable governance across all states. If attained, this would establish accountable governance as the threshold for state participation in international relations. Failure to meet the threshold would justify intrusion in the governance affairs of states by the international community of states to ensure accountability. Thus, the paper argues that the key to addressing issues of global concern lies in getting states to embrace accountable governance. This would be the first step towards empowering the international community of states to hold accountable those states that adopt governance decisions that perpetuate issues of global concern.

The article provides an overview of studies devoted to governance in the field of sustainable development of the Arctic regions. The work highlights such general approaches to the analysis of sustainable development as the concept of adaptive governance and resilience theory. Global governance institutions that operate in the Arctic are considered. Particular attention is paid to the Arctic Council and the constraints connected with its work. The article also describes non-state governance in the field of natural resources management and social sphere. Special attention is paid to the marine certification system (MSC), which has become widespread in the Arctic, as well as the benefit sharing arrangements between extractive companies and the Indigenous people of the North. In conclusion, the efficiency of the governance institutions is discussed in the context of achieving sustainable development goals.

The global governance theories assessment is among the poorly studied problems in Russian political science, though its topicality in the modern age of civilizational confrontation is beyond dispute. Primarily, the necessity to study the key global governance concepts is determined by the need for establishing effective relations with the Western and the Eastern countries. The purpose of the article is to analyze and estimate the main foreig global governance concepts, and it is achieved by solving the following tasks: 1) to consider the main definitions of global governance; 2) to detect the problem of legitimacy in international relations; 3) to consider the legitimacy of global governance. The authors give special attention to the underestimated source of global governance legitimacy - the liberal legal principles. As a political program, global governance is understood as a political and legal aspect of globalization. In recent decades, global governance theories have been adopted as a research program in the field of social sciences. Within the (neo)liberal institutionalism tradition, particularly, the interdependence theories, global governance approaches consider the consolidation of international cooperation and the transformation of the global system in which the anarchical system of sovereign national states is considered as a multilayer system including nongovernmental subjects. The researchers try to model power as “governance” without subjects which  are formally justified and entitled with the use of force monopoly. The future of global governance is connected with effective international law able to timely settle the arising disputes and deter possible aggression which, in the age of civilizational confrontation, can lead to the last war in human history. The effectiveness of global governance depends on what globalization direction the leading civilizations will choose: the force-based American way, or the way taking into account the interests of most peoples of the world.

The fragmentation and complexity of governance are well recognized among scholars and policy makers. The debate on fragmentation has itself, however, also remained rather fragmented. This has inhibited the drawing of common lessons among the different communities, and has delayed the development of more concerted efforts to enhance synergies and address trade-offs between different societal goals. In order to move forward, this theme issue shows that the various disconnected debates are in essence trying to do the same thing—contribute to the discussion on the relationships between governance instruments. In order to do so, it is based on and advances the notion of Integrative Governance, defined as the theories and practices that focus on the relationships between governance instruments and/or governance systems. The theme issue serves the debate in two ways: (1) it contributes to the “defragmentation” of the debate by bringing together the different concepts and approaches used to study Integrative Governance and (2) it furthers the debate by addressing the main gaps in the Integrative Governance literature. Each article contributes to both aims of the theme issue by making conceptual links between the different approaches, and by addressing multiple gaps in the literature. As such, the theme issue as a whole contributes to a better understanding of the relationships between governance instruments, with a view to enhance these relationships and governance performance.

Political theories of civil society often apply the concept of civil society, which is considered holistic, containing norms and quasi-legal mechanisms that distinguish it from the state, economy and family, and regulating social relations. These theories often defi ne civil society as a social sphere opposed to the state. Civil society and the notion of civil society are currently being transformed by factors such as new governance, including neoliberal reforms and network development,and democratic transitions. Civil society is also linked to other concepts, including participation, development, the third sector and inclusion. Thus, the essence of civil society is linked to the context in which it is situated and implemented. This article aims to analyse the evolution of the understanding of civil society and its participation in the governance of social processes in the context of new approaches to governance practices articulated by theories of rational choice, neo-institutionalism, neoliberalism and the concept of the Third Way. The understanding of civil society is a historically determined phenomenon and depends on the specifi c context of social relations. In the 1990s there was a rethinking of the liberal concept of civil society, in which it was opposed to an oppressive state. At the same time, the ineffi ciency of state management and the failures of the common welfare state forced the search for new models of organisation of management processes, primarily by involving civil society organisations in the decision-making process and in performing some functions which previously belonged exclusively to the state. The theories of rational choice, neo-institutionalism and neo-liberalism provided the theoretical basis for changes in governance practices, which, however, failed to fully address two major problems: the lack of accountability mechanisms for CSOs and their representativeness – to what extent they are independent and how fully they represent the interests of the whole society.
