This chapter describes the policy initiatives of the Modi Government such as the appointment of the Hari Guatam and Kaw Committees to review the functioning of the UGC and AICTE respectively and of the work so far on developing a new education policy. It critiques the process adopted for policy development and the salient features of the report of the TSR Committee and MHRD’s discussion draft, the Input Document. It also critiques the far reaching judgment of the Supreme Court mandating a National Eligibility and Education Test (NEET) for admission to undergraduate medical and dental courses of all colleges including minority institutions. It outlines the controversy over teaching German as a third language in Classes VI–VIII of Kendriya Vidyalayas, and the establishment of world class universities. It outlines the measures taken by Modi Government to carry forward the initiatives taken by the UPA Governments to promote skill development.

Abstract:
This chapter considers the practices, cultures, and institutional development of local government between the Municipal Corporations Act of 1835 and the Scottish and Welsh Local Government Acts of 1994. The chapter pays special attention to local government’s centrality to Victorian conceptions of the state and to the important role which Victorians assigned to local government in furthering ‘political education’ among an ever-growing body of parliamentary voters. The chapter goes on to contrast the vitality of Victorian and early twentieth-century local government with the declining profile of local government during the second half of the twentieth century.

Abstract:
Conservative plans for a coalition government, a snap General Election, Prime Ministers considering whether to resign after an electoral or referendum defeat, and the contemplation of both Labour and Conservative deals with the Liberals, SNP and Northern Ireland Unionist parties, are all aspects readily identifiable in British politics since 2010, and once again following the hung parliament in June 2017. However, secret plans for all these different scenarios were drawn up by British political leaders and advisers in the 1970s. These documents challenge the mythology that dominates historical accounts, documentary films, and television news programmes, in particular, the contention that the minority governments of this era were weak, unthinking aberrations, alien to Britain’s otherwise strong majoritarian political traditions. Using declassified internal party files, this book provides new perspectives of the strategic response to minority government during the Wilson and Callaghan Administrations of the 1970s, reveals a previously unrecognized distinct British tradition of minority government that goes beyond established international minority government theory and practice, and shows how these antecedents might apply to minority government at Westminster in 2017. Employing a new model which includes historical-political interparty comparison, this work examines how both Labour Governments and Conservative Oppositions confronted challenges ranging from legislative management and electoral timing to planning for future minority or coalition governments. This study will be invaluable to all interested in minority government and British political history, from policymakers, students, and journalists to the general public.

Abstract:
This chapter discusses the roles of government in promoting occupational and environmental health, with a focus on the U.S. federal government. Governmental interventions, as described here, can range from non-regulatory interventions, such as dissemination of information or generation and communication of information, to establishing regulatory requirements through the promulgation and enforcement of standards and regulations. The chapter describes the U.S. laws and roles of the administrative agencies responsible for occupational and environmental health, including the Occupational Safety and Health Administration, the Mine Safety and Health Administration, and the Environmental Protection Agency. Noting the budgetary and political constraints on these federal agencies, the chapter goes on to discuss briefly the role of the public and the states. The government also plays a role when preventive efforts fail, and the chapter provides a brief summary of programs designed to provide compensation to injured workers.
