When determining whether public schools constitute a public good, it’s important to understand what we mean by a public good. An economic definition, common among school choice advocates, focuses on the individual benefits of getting a good education. Within such a definition, selecting a school may be compared to selecting a box of cereal at the supermarket. Kathleen Knight Abowitz and Sarah M. Stitzlein argue for a more civic-minded vision that focuses on how public schools both promote and benefit from a vision of shared liberties, shared governance, and a shared future. This vision requires looking beyond individual choices to highlight the many practices within schools that bear considerable social and political benefits.

Abstract:This paper aims to contribute to a better understanding of cooperation in productive ventures, conceived of as collective action endeavours that require cooperation rather than mere coordination. It is argued that cooperative behaviour is grounded on three kinds of ‘common goods’, defined as goods that are shared and recognized as beneficial by the workers. These comprise common goals, relational satisfaction, and moral norms and values. The commonly held goods are associated with motives and behavioural rules which constitute both the reasons for cooperating and the means through which the dilemmatic nature of cooperation is overcome. It is further argued that the binding character of these rules is closely linked to humans’ ability and opportunity to communicate. Normative guidelines relative to management practices and directions for future research are also derived.

Formulation of the problem. Distant trade via network occupies a significant place in the modern trade turnover. Special attention is attached to the protection of the rights of consumers in the process of purchasing goods (works, services) remotely. The purpose of this study is to apply a comprehensive, comparative analysis, highlight the opportunities for the distant sale of goods (works, services), to identify the shortcomings of the legal regulation of the sale method. The article was prepared using general scientific methods (systemic, logical) and special legal methods (comparative legal, formal legal). It was revealed that currently there is legal uncertainty regarding the provision of services remotely. The rules of Russian legislation are aimed at regulating the remote sale and purchase of goods, while services turned out to be outside the scope of this regulation. It would be kindly requested to take advantage of foreign experience in regulating these relations.

Abstract:
The study of the human factors in traffic safety is a relatively young scientific field that began to develop several decades before the mass car advent. The origins of transport psychology and psychophysiology were mostly aimed at creating more comfortable and safe driving conditions due to the design of highways. Over time, there was a need to take into account drivers working conditions, namely the ergonomics of vehicles. The latest works have already taken into account previous experience and considered the issues of freight and passenger transportation technological processes, including the human factor. Among the objects and subjects of research in previous works were considered the processes of driving vehicles with different ergonomic characteristics and buses of different capacities, which created a kind of case matrix for planning experiments. When it comes to trucks, the matrix of cases became much larger, as the set of ergonomic and dynamic features of vehicles adds a much wider set of specialization of cargo and truck types. In this case, the most important issue is to determine the road conditions impact the driver's functional condition, engaged in the transport of dangerous goods, which is the purpose of this article. The research used: methods of field survey to establish the values of traffic flow on highways; methods of in-house research to determine the value of road capacity; electrophysiological methods to determine changes in the driver's functional condition. The article describes the typing of road conditions according to their complexity, as well as the differentiation of drivers according to their psychological and professional qualities. Experimental studies of changes in driver's functional state of different age and socionic groups with different road conditions complexity, during dangerous goods transportation (second class of risk). The main results indicate that the analysis of traffic conditions' impact on the driver's functional state shows different dynamics of psycho-emotional stress change for people characterized by certain types of the nervous system and the ratio of their age to work experience.

The definition of estimation criterion of rolling stock availability for certain freight loading is given in this work. The level of commercial availability of cars is proposed as a criterion. The graphic display of the availability level of cars for loading depending on the service life of a car and with account for corresponding repair works and maintenance is represented. The dependence of the type of goods or the group of goods on the level of commercial car availability required for safeguarding during transportation of goods, for safety of operation and continuity of the rolling stock is introduced to provide the corresponding level of commercial rolling stock availability for the freight owner. The variant of the requirement formation for provision of cars using the category of commercial availability and the quantity of cars of the corresponding type is given, and the example of problem solving of supplying the freight owner with the cars of commercial availability that are not lower than needed is also proposed.

The New Natural Law (NNL) tradition holds that ‘good’ in the first precept of natural law—Good is to be done and pursued, and evil is to be avoided—is an indeterminate good, and that it is universal precisely because it is indeterminate in its account. Based upon this, they further argue that there is no hierarchy amongst per se goods. Following Thomas Aquinas’s work on natural law and the good, I argue that the first good of practical reason is God himself, and that there is a hierarchy of per se goods from the perspective of practical reason. The central distinction I make is that the NNL tradition’s ‘good’ is only universal in its predication, whereas the good that moves practical reason has to have causal universality.

David Ricardo (1817) provided a mathematical example showing that countries could gain from trade by exploiting innate differences in their ability to make different goods. In the basic Ricardian example, two countries do better by specializing in different goods and exchanging them for each other, even when one country is better at making both. This example typically gets presented in the first or second chapter of a text on international trade, and sometimes appears even in a principles text. But having served its pedagogical purpose, the model is rarely heard from again. The Ricardian model became something like a family heirloom, brought down from the attic to show a new generation of students, and then put back. Nearly two centuries later, however, the Ricardian framework has experienced a revival. Much work in international trade during the last decade has returned to the assumption that countries gain from trade because they have access to different technologies. These technologies may be generally available to producers in a country, as in the Ricardian model of trade, our topic here, or exclusive to individual firms. This line of thought has brought Ricardo's theory of comparative advantage back to center stage. Our goal is to make this new old trade theory accessible and to put it to work on some current issues in the international economy.

Corrosion of oil country tubular goods not only causes huge economic loss, but also brings serious environmental pollution. Stress corrosion cracking of oil country tubular goods in the sulfur-containing environment is the principal corrosion failure form in the exploitation of oil and gas process. Therefore, extensive investigations on hydrogen sulfide corrosion of steels for oil country tubular goods have been carried out. The aim of this work is to review the research progress on the hydrogen sulfide corrosion performance of steels for oil country tubular goods. The influence of alloy elements, defects, environmental factors and mechanical factors on hydrogen sulfide corrosion resistance of steels for oil country tubular goods were discussed. The future work in hydrogen sulfide corrosion performance of oil country tubular good and new sulfur-resistant steels for oil country tubular goods development were prospected.

The implementation of 5S aims to make workers feel comfortable and safe while working. In addition, the application of 5S can make work more effective and efficient because it can eliminate wasted time due to more time to search for goods, work areas that look full due to excess equipment and un needed goods or dirty environments. Furniture Works In Semanding District, Kauman, Ponorogo is one of the informal sectors that have not implemented 5R. This is seen from the condition of the work area full of unnecessary equipment and goods, messy, and dirty. Therefore, researchers conducted research analysis of the application of 5S in Furniture Works. Purpose: The purpose of the research to know the application of the principle of 5S in Furniture Works. Method: This research uses qualitative design. The research was conducted with direct observation and using the 5S checklist. Research Results: The results showed that the application of 5S in Furniture Works is still not good. This is evident from the achievement of the 5S as a whole which is below 50%. Conclusion: The results of the study concluded that the implementation of 5S in Furniture Works is still lacking so it is necessary to conduct training on 5S and internal audits periodically.

Introduction: currently, retail sales contracts are widely used, under which technically sophisticated goods are transferred to the property, which form a special group of goods and have the specifics of the legal regulation. Meanwhile, there is no legal definition of a technically sophisticated good, and there are no regulatory criteria for this legal category. In this regard, the authors set the goal: to summarize the approaches developed by judicial practice on this issue, to identify what normative justification of technical sophistication is used when including goods in the List of technically sophisticated goods. Results: the importance of qualifying a product as technically sophisticated is investigated, the problems of qualifying goods as technically sophisticated are identified, and the reasons for determining the category of wireless devices equipped with a touch screen, two or more functions, and the absence of similar devices without a touch screen in the List of technically sophisticated products are established. Conclusions: based on the analysis of the legislation and the materials of judicial practice, the problems of applying the List of technically sophisticated goods and the ambiguity of the law enforcement are identified. Based on the results of the work, the authors have developed the practical proposals and recommendations for improving the legislation.

In recent year, many countries across in the world have made traceability a compulsory procedure in the Supply Chain. The Supply Chain is distributed collaborative environments involves the acquisition and use of extensive informational and physical flows. The flows management seems a complex task for the actors of the multimodal transport chain which the transport is the major driver in a Supply Chain. The literature reviews throws light on the traceability in the Supply Chain Management (SCM) shows the lack of interoperability and flexibility in data management systems hinders the work of traceability. And it introduces the importance and complexity of multimodal transport operations. To ensure effective traceability all along this chain, we relied on the agent paradigm and the ontology which facilitate the integration of goods data in order to exploit and reuse. Indeed, to ensure communication and interoperability of these data we relied on Multi-Agent Systems, due to their characteristics of autonomy, sociability and responsiveness that are generally associated. The Multi-Agent Systems can build flexible systems whose behaviors are complex and complicated due to the combination of different types of agents. With a focus on the importance of the concept of the traceability, the objective of this work is to propose an intelligent system for the traceability of containerized goods in the context of multimodal transport: Intelligent Traceability System of Containerized Goods (i-TSCG).

Classic arguments for decentralization, augmented by ideas about how participation empowers the poor, motivate the widely used approach in foreign aid called community-driven development (CDD). CDD devolves control over the selection, implementation, and financial management of public goods to communities. Until recently, policy enthusiasm has outstripped the evidence. I synthesize findings from randomized controlled trials and find that CDD effectively delivers public goods and modest economic returns at low cost in difficult environments. There is little evidence, however, that CDD transforms local decision making or empowers the poor in any enduring way. Part of this failure may be because some constraints believed to be important—like insufficient social capital—appear not to bind. Others, like exclusive local institutions, are a problem, although not one that CDD remedies. These results present a conundrum: How much participation is enough to safeguard the gains of such extreme decentralization while minimizing the opportunity costs imposed on poor people's time?

The article is focused on the concept definition and basic elements of the system of management and quality control of goods. Economic and legal means of ensuring the quality of goods are claimed to outline legal procedures and mechanisms of solving the state's tasks concerning: a) creation and maintenance of the required level of safety of domestic goods (products, works, services) concerning consumers and the environment; b) promoting the competitiveness of goods in economic turnover. The modern sphere of technical regulation of quality of goods (products, works, services) is outlined in terms of such types of normative documents as: technical regulation; standard; technical conditions, the key features of each concept are defined and analyzed. It is established that the forms of conformity assessment are: product certification and application of conformity marks; conducting laboratory tests in accredited laboratories; self-declaration of conformity claimed by the market operator, which may be combined with the application of a control (supervision) system. The quality management system (hereinafter – QMS) is defined as a system of tools, methods and activities of the subject of economic relations – the producer, aimed at meeting the requirements and expectations of consumers regarding the quality of goods (products, works, services). QMS (quality management systems) are preventive. QMS can be focused on products, works, services, environment, production process or encompass all application spheres. Within the QMS, in turn, the product quality control system is a set of interrelated objects and subjects of control, the types, methods and tools used to assess product quality and prevent production defects / poor quality at different stages of the product life cycle and quality levels management (effective system of quality control of goods allows, in most cases, to make a timely and targeted impact on the quality level of goods, to prevent various defects in the work, to ensure their prompt identification and elimination with the least resource costs). The main elements of the quality control system include the following subsystems: planning; inspection control; incentives and responsibilities. The types of quality control of goods are covered in the article. In order to improve product safety nowadays most of the manufacturers in the field of economics are revealed to apply quality management systems based on the following standards: ISO, HACCP, GMP. Relevant international and national standards used by many producers in quality management and control systems to improve product safety in modern economic realities are analyzed.

Since the expiry of the deadline for the completion of the internal market at the end of 1992, the Commission has shifted its focus away from piloting an intense rule-making burst through the Community legislative system. As part of its quest to establish reliable methods for managing the internal market, the Commission is now overtly concerned to improve the quality of those adopted laws, for example by securing simplification and consolidation, and it is intent on investigating more rigorously how a closer match may be made between the relevant laws on paper and their practical application on the ground.1 In short, the Commission is focusing its energies on ensuring that the legal framework which has been adopted is treated by commercial operators and consumers in the market as a viable and trustworthy basis for an integrated market. Accordingly much of the Commission's work since the last survey of the law relating to the free movement of goods has been at first sight relatively unglamorous. It largely concerns soft law initiatives and attempts to improve administrative co-ordination designed to underpin the practice of market management, both vertically (Commission/Member State) and horizontally (Member State/Member State). This forms the core of the strategy for the internal market covering the next five years, published on 24 November 1999.2 Nonetheless, even though these initiatives might not immediately strike the lawyer accustomed to a fountain of legislative activity as worthy of close inspection, it is clearly the case that the Commission regards its medium-term mission to stabilise the management of the internal market as best pursued by a gradual approach designed to improve practical compliance.

Critical to any organisation is her ability to achieve high level of profitability driven by committed workforce devoid of gender disparity. However, some organisations, disregard productivity level of individual employee but imbibe gender discrimination leading to little or no profitability. This study examined the effect of gender diversity on employee work value of selected consumer goods manufacturing firms in Lagos State, Nigeria. The study adopted survey research design. The population of the study was 10,659 employees of the selected consumer goods manufacturing firms and 371 sample size determined from Raosoft sample size calculator with 30% attrition rate giving a total sample size of 482, with a response rate of 79% (379) which was finally used for the study. Primary source of data collection was adopted via a validated and reliable research instrument. Crombach’s Alpha Coefficient ranged between 0.059 to 0.856. Data was analyzed using descriptive and inferential statistics and tested with simple linear regression with the aid of statistical package for science solutions (SPSS) version 24.0. The result revealed that gender diversity has a positive significant effect on employee work value of selected consumer goods manufacturing firms in Lagos State, Nigeria (β = 0.289, t = 6.322, p<0.05). The study recommends that management of selected consumer goods companies should ensure equal opportunities at work to improve employee work value. Emphasis in the work place should not be on gender disparity rather on productivity level and work value as well as associated motivation to deserving employees. The study also recommends appropriate regulatory monitoring to ensure industry best practices in the consumer goods manufacturing firms.

ABSTRACT:This article deploys Alasdair MacIntyre’s Aristotelian virtue ethics, in which meaningfulness is understood to supervene on human functioning, to bring empirical and ethical accounts of meaningful work into dialogue. Whereas empirical accounts have presented the experience of meaningful work either in terms of agents’ orientation to work or as intrinsic to certain types of work, ethical accounts have largely assumed the latter formulation and subjected it to considerations of distributive justice. This article critiques both the empirical and ethical literatures from the standpoint of MacIntyre’s account of the relationship between the development of virtuous dispositions and participation in work that is productive of goods internal to practices. This reframing suggests new directions for empirical and ethical enquiries.

Due to the imbalance of the economy, there is a cessation or a significant decrease in the volume of production of the pharmacy assortment, at the same time, the market is saturated with low-quality or counterfeit goods. The findings from the logistic regression models suggest that the household’s socio-economic group, place of living, children in household and whether the household rents the flat/accommodation impact on determining the probability of owning a pet among Polish house-holds; analyses of interactions between significant variables were also conducted. Abstract The present work analyzes the trade with excise goods and is addressed to traders of excise goods, entrepreneurs, as well as practitioners in the financial and accounting field, who, in the transactions made with excise goods, may violate the relevant legislation, and may be sanctioned as a contravention, or as the case may be, criminal. Given that the sale of excisable products represents a high fiscal risk, the fiscal authorities have introduced a series of laws, acts, and provisions, including the regulation to use electronic invoicing using the SAF-T (Standard Audit File for Taxation) reporting system, E-invoice or Statement 406 in all situations of trading (excisable) products with high fiscal risk starting from July 2022, by issuing electronic invoices, which bring changes regarding the authorization, movement of excisable products and the procedure for carrying out activities with excisable products, to reduce tax evasion, monitoring, compliance and sanctioning of those who do not comply with excise legislation. In the content of the work, through a case study, we will describe a case regarding non-compliance with the legislation by an entity, how it was sanctioned, and the applicable legislation for this act. The present article considers the current implacable reality, which is, that with the appearance of new rules or obstacles in combating fraud, the methods of fraud have also diversified.

The article analyzes the complex state of the modern legislative regulation of quality and product safety issues in the context of ensuring consumers’ rights to the proper quality of goods (works, services). It is stated that in view of the variety of different properties that make up the notion of quality, the most important are the defects, which are capable of damaging the life, health, or property of the consumer, that is, the defects, which indicate that the goods are dangerous. The safety of goods works, and services as a legal category are of particular importance and is one of the functions of the state to ensure public safety. State measures of influence on manufacturers and sellers of goods, persons who perform work and provide services should be aimed at ensuring the protection of fundamental civil rights. In most cases, these are imperative requirements for safety, which are approved by special legal acts, as well as measures of state supervision and control to ensure the safety of manufactured goods, works, and services. The legislator, when defining security, uses the term “safety of goods (works, services)”, but it would be advisable to carry out graduation of these concepts since the safety of goods is a state of goods that allows it to be sold, used, stored, transported, disposed of without harm for life, health, the property of the consumer and the environment in normal conditions, and the safety of works and services is the quality of protection of the legal rights of the consumer in carrying out the activities of persons who perform work and provide services, danger to life, health, the property should not manifest itself either in their implementation and providing or later. It is noted that quality requirements should be made mandatory when designing production specifications. It is stated that in order to ensure the effectiveness of legal regulation, the safety of a product, work, or service must be considered as a full-fledged property within the legal notion of quality. It is concluded that product safety is an integral feature of any product, work, and service, acting as an integral element of the quality category.
