Abstract:
When determining whether public schools constitute a public good, it’s important to understand what we mean by a public good. An economic definition, common among school choice advocates, focuses on the individual benefits of getting a good education. Within such a definition, selecting a school may be compared to selecting a box of cereal at the supermarket. Kathleen Knight Abowitz and Sarah M. Stitzlein argue for a more civic-minded vision that focuses on how public schools both promote and benefit from a vision of shared liberties, shared governance, and a shared future. This vision requires looking beyond individual choices to highlight the many practices within schools that bear considerable social and political benefits.

Abstract:This paper aims to contribute to a better understanding of cooperation in productive ventures, conceived of as collective action endeavours that require cooperation rather than mere coordination. It is argued that cooperative behaviour is grounded on three kinds of ‘common goods’, defined as goods that are shared and recognized as beneficial by the workers. These comprise common goals, relational satisfaction, and moral norms and values. The commonly held goods are associated with motives and behavioural rules which constitute both the reasons for cooperating and the means through which the dilemmatic nature of cooperation is overcome. It is further argued that the binding character of these rules is closely linked to humans’ ability and opportunity to communicate. Normative guidelines relative to management practices and directions for future research are also derived.

Abstract:
The high amount of time we spend in the work, gives meaning to the introduction of the concept of happiness at work, both from the individual point of view, and organizational, as this is of great importance in the daily lives of most people. And the work accomplished, in most cases, network connection with others, happiness as an experience dependent on relational goods, and relational goods sustained in authenticity, it seems relevant to induce constructive practices for those in position to manage people in work organizations. The present study has as purpose to answer the research question "How does the presence of relational goods characterized by authenticity contributes to Happiness at Work?”. In this sense, based on a qualitative approach, a study was conducted to ten participants of the Hotel Industry in order to understand whether interpersonal relationships (called relational goods) authentic contribute to Happiness at Work. We conclude so, since the relational aspect is clearly evident and as regards the authenticity of the established relationships, it is synonymous with genuineness and empathy, making nearby employees. In this line, we have found that the relational goods, in which the relationship with others is a good, marked by authenticity contribute to Happiness at Work.

Abstract:
Mortuary analysis has been used in the past to understand social status and social organization. The need for a scientific way to undertake mortuary analysis in achaeology is necessary because too often social status is assumed. This thesis attempts to demonstrate that there is a scientific approach that can be taken in mortuary analysis through the investigation of energy expenditure, a dimension that can measure the attributes of status. The mortuary analysis in this study is carried out using a scientific approach involving the amount of energy expended on burials by looking at burial type, grave goods, and special placement of the burials. Through the use of archival data, this thesis investigates differences seen in the burial population of Lyons Bluff (22OK520) in Oktibbeha County, Mississippi through mortuary analysis that looks at burial type, grave goods, and special placement of the burials. Local farmsteads are used as a comparative basis. Through the creation of a paradigm with dimensions of burial treatments and modes of grave goods, it is possible to place all burials at a particular site or group of sites in categories that show the amount of energy expended on burials. From this, comparisons can be made with age and sex, stature, cranial deformation, and spatial location that can aid in the interpretation of mortuary data at a site. The results of this research suggest that at Lyons Bluff and the farmsteads used in this study there is an increase in the energy expended on burials through time. This type of research is applicable to both past and future mortuary analysis when there is well-documented information on burial type and burial inclusions.

The expansion and increase of jobs in the service sector are relevant phenomena that contributed to changing the labor scape. Trade is one of the traditional sub-sectors in the Brazilian economy, which absorbs a considerable portion of the labor force. However, the retail industry experiences a structural change that opens the possibility of becoming an eminent producer of new identities related to consumption. This study aims to analyze the durable goods retail sale service, addressing the following issues: retail, the current configuration of labor and consumer society, identity at work, interactions in service sale, and gender relations in durable goods retail. Considering the scarce studies on the service sector in Brazilian scientific production, this analysis aims to contribute to the debate on changes in the world of labor, as well as to provide a perspective to sales work field through a sociological approach. This research applies a triangulation methodology, and includes descriptive analysis of official databases produced by national research institutions coupled with qualitative fieldwork in two retail service companies, using the techniques of systematic observation and semi-structured interviews.
The model of sustainable development implies political support from local authorities to the actors of this territorial dynamic which is sustained by the social and solidarity economy’s organizations and this, whether is their potential of transformation in the economic, social and environmental level. In this context, social enterprises as learning organizations involved in the field of integration through economic appear like “firms” at the heart of the features of development of the territory and local development process, in the way of a dialogue “company-territory” as descending as ascending in servicing employment through learning processes with work. To demonstrate this, we rely on the case of “ateliers et chantiers d’insertion” (ACI), which are sustained by the institutions of the French network Chantier école. A large part of this contribution comes from a working paper out of the research program ICSEM-SOCENT into the European network EMES.

AbstractSince the beginning of 2020, the global spread of the coronavirus has caused a sudden disappearance in both supply and demand of goods. This had a major impact on the macroeconomy and corporate management. Our lifestyle is about to change drastically, and companies and universities have changed their work styles by moving to remote work and online meetings. In this memorable year, which also marks the 70th anniversary of IAU, I focus on how universities should be in an era of post-Corona “new order” from a Japanese perspective.

Abstract:
AbstractA major obstacle to stable and cost-efficient management of goods distribution systems is the bullwhip effect – reinforced demand uncertainty propagating among system nodes. In this work, by solving a formally established optimization problem, it is shown how one can mitigate the bullwhip effect, at the same minimizing transportation costs, in modern logistic networks with complex topologies. The flow of resources in the analyzed network is governed by the popular order-up-to inventory policy, which thrives to maintain sufficient stock at the nodes to answer a priori unknown, uncertain demand. The optimization objective is to decide how intensive a given transport channel should be used so that unnecessary goods relocation and the bullwhip effect are avoided while being able to fulfill demand requests. The computationally challenging optimization task is solved using a population-based evolutionary technique – Biogeography-Based Optimization. The results are verified in extensive simulations of a real-world transportation network.

Abstract:
In fair division, equitability dictates that each participant receives the same level of utility. In this work, we study equitable allocations of indivisible goods among agents with additive valuations. While prior work has studied (approximate) equitability in isolation, we consider equitability in conjunction with other well-studied notions of fairness and economic efficiency. We show that the Leximin algorithm produces an allocation that satisfies equitability up to any good and Pareto optimality. We also give a novel algorithm that guarantees Pareto optimality and equitability up to one good in pseudopolynomial time. Our experiments on real-world preference data reveal that approximate envy-freeness, approximate equitability, and Pareto optimality can often be achieved simultaneously.

We study the problem of fairly allocating indivisible goods to groups of agents. Agents in the same group share the same set of goods even though they may have different preferences. Previous work has focused on unanimous fairness, in which all agents in each group must agree that their group's share is fair. Under this strict requirement, fair allocations exist only for small groups. We introduce the concept of democratic fairness, which aims to satisfy a certain fraction of the agents in each group. This concept is better suited to large groups such as cities or countries. We present protocols for democratic fair allocation among two or more arbitrarily large groups of agents with monotonic, additive, or binary valuations. Our protocols approximate both envy-freeness and maximin-share fairness. As an example, for two groups of agents with additive valuations, our protocol yields an allocation that is envy-free up to one good and gives at least half of the maximin share to at least half of the agents in each group.

Abstract:
We study the classic problem of fairly allocating a set of indivisible goods among a group of agents, and focus on the notion of approximate proportionality known as PROPm. Prior work showed that there exists an allocation that satisfies this notion of fairness for instances involving up to five agents, but fell short of proving that this is true in general. We extend this result to show that a PROPm allocation is guaranteed to exist for all instances, independent of the number of agents or goods. Our proof is constructive, providing an algorithm that computes such an allocation and, unlike prior work, the running time of this algorithm is polynomial in both the number of agents and the number of goods.

Abstract:
We investigate the efficiency of fair allocations of indivisible goods using the well-studied price of fairness concept. Previous work has focused on classical fairness notions such as envy-freeness, proportionality, and equitability. However, these notions cannot always be satisfied for indivisible goods, leading to certain instances being ignored in the analysis. In this paper, we focus instead on notions with guaranteed existence, including envy-freeness up to one good (EF1), balancedness, maximum Nash welfare (MNW), and leximin. We mostly provide tight or asymptotically tight bounds on the worst-case efficiency loss for allocations satisfying these notions.

Abstract:
Allocating resources to individuals in a fair manner has been a topic of interest since the ancient times, with most of the early rigorous mathematical work on the problem focusing on infinitely divisible resources. Recently, there has been a surge of papers studying computational questions regarding various different notions of fairness for the indivisible case, like maximin share fairness (MMS) and envy-freeness up to any good (EFX). We survey the most important results in the discrete fair division literature, focusing on the case of additive valuation functions and paying particular attention to the progress made in the last 10 years.

Abstract:
We consider the problem of fairly dividing a set of items. Much of the fair division literature assumes that the items are ``goods'' i.e., they yield positive utility for the agents. There is also some work where the items are ``chores'' that yield negative utility for the agents. In this paper, we consider a more general scenario where an agent may have negative or positive utility for each item. This framework captures, e.g., fair task assignment, where agents can have both positive and negative utilities for each task. We show that whereas some of the positive axiomatic and computational results extend to this more general setting, others do not. We present several new and efficient algorithms for finding fair allocations in this general setting. We also point out several gaps in the literature regarding the existence of allocations satisfying certain fairness and efficiency properties and further study the complexity of computing such allocations.

Abstract:
The write-off of goods, especially in the fresh food supply chain, represents a significant cost to the company. The purpose of the research is to analyse the impact of the COVID19 epidemic in the fruit and vegetable distribution company and to determine the extent to which the epidemic in 2020 affected the company's operations and the amount of goods written off. Knowing the latter is the first step to improving processes and reducing costs in the company. The analysis was performed using a comparative study of data for 2019 and 2020. The total weight of goods sold in 2020 compared to 2019 fell by 28.6%. Similarly, in 2020 the total value of written-off goods decreased by 31.3%. Furthermore, factors influencing the value of writtenoff goods, such as the purchase value of products, the number of products, the number of orders per day and the number of employees (order preparation and weighting) were studied statistically. We found a relationship between the value of written-off goods and the number of employees and the number of products being prepared. The results represent an insight into the problem and serve as a starting point for optimizing the purchase of goods, the correct turning of stocks and work processes of employees in the warehouse, i.e. optimization of logistics processes in the company. Reducing the quantity of written-off goods is a long-term and demanding process, which significantly improves the company's profit.

Abstract:
We consider mechanisms for the online allocation of perishable resources such as energy or computational power. A main application is electric vehicle charging where agents arrive and leave over time. Unlike previous work, we consider mechanisms without money, and a range of objectives including fairness and efficiency. In doing so, we extend the concept of envy-freeness to online settings. Furthermore, we explore the trade-offs between different objectives and analyse their theoretical properties both in online and offline settings. We then introduce novel online scheduling algorithms and compare them in terms of both their theoretical properties and empirical performance.

mέta Working Papers’ series “Towards (a Better) Postcapitalism: A Handy How-To Guide” publishes solicited policy papers on aspects of how would a non-dystopian postcapitalism look like. The series focuses on three ‘pillars’: Production | Allocation | Decision Making i.e., how could/would postcapitalist production be like (and who would own the means of production), what shape would the allocation of goods take (and which alternatives to the market economy may be explored), and what would be the main tenets of postcapitalist decision making and democracy. In this paper, Michael Albert addresses the first pillar: postcapitalist production/work.

Abstract:
Community contributions are often required as part of community-driven development (CDD) programmes, with payment encouraged through matching grants. However, little remains known about the impact of matching grants, or the implications of requiring community contributions in order for communities to receive development funding. This paper describes research where we partner with two non-governmental organisations (NGOs) – one international and one Somali – and undertake a randomised control trial of a CDD matching grant programme designed to incentivise informal contributions for local public goods in Gedo region in south-central Somalia. We rely on household survey data collected from 1,297 respondents in 31 treatment and 31 control communities, as well as surveys of village leaders and data on informal contributions from the mobile money platform used by community leaders to collect revenue. Two key findings emerge. First, our research shows that working with communities and incentivising informal revenue generation can be an effective way to deliver public goods and to support citizens and communities. Second, building on research exploring the potential for development interventions to spur virtuous or adverse cycles of governance, we show that development partners may work directly with community leaders and informal taxing institutions without necessarily undermining – and indeed perhaps strengthening – state legitimacy and related ongoing processes of statebuilding in the country. Indeed, despite playing no direct role in the matching grant programme, taxpayer perceptions of the legitimacy of the local government improved as a result of the programme. These findings deepen our understanding of how community contributions may be incentivised through matching grant programmes, and how they may contribute to CDD and public goods provision in a context of weak institutional capacity.

Abstract:
Economic reasons are among the basic explanatory factors of migration, whether international or internally within a country. In turn, migratory movements have effects on the economy in terms of economic growth in general, but also in the different markets (work, housing, consumer goods, etc.) and public services (education, health, social services, etc.). The purpose of this document is to offer an overview of these interactions between migration and the economy in the case of the Canary Islands. To do this, certain conceptual clarifications will be made initially involving the mutual determination of both processes, before later providing specifics with evidence on the Canarian case for the main issues considered: the economic reasons for migration, and its impact on economic growth, the labour market and the living conditions of the immigrant population. The final section alludes to the importance of the institutional framework that regulates these relations between migration and the economy, which are far from being interpretable as a mechanical relationship and isolated from the political sphere.

Abstract:
The performance of supply chains used to be mainly the concern of academics and professionals who studied the potential efficiencies and risks associated with this aspect of globalisation. In 2021, major disruptions in this critical sector of our economies are making headlines and attracting the attention of policy makers around the world. Supply chain bottlenecks create shortages, fuel inflation, and undermine economic recovery. This report provides a transversal and multidisciplinary analysis of the challenges and opportunities regarding data interoperability and data sharing as they relate to the ‘Great Lakes - St. Lawrence Seaway Trade Corridor’ (GLSLTC)’s intermodal transportation and trade data strategy. The size and scope of this trade corridor are only matched by the complexity of its multimodal freight transportation systems and growing urbanization on both sides of the Canada-US border. This complexity is exacerbated by the lack of data interoperability and effective collaborations between the different stakeholders within the various jurisdictions and amongst them. Our analytical work relies on : 1) A review of the relevant documentation on the latest challenges to supply chains (SC), intermodal freight transport and international trade, identifying any databases that are to be used.; 2) A comparative review of selected relevant initiatives to give insights into the best practices in digital supply chains implemented in Canada, the United States, and the European Union.; 3) Interviews and discussions with experts from Transport Canada, Statistics Canada, the Canadian Centre on Transportation Data (CCTD) and Global Affairs Canada, as well as with CIRANO’s research community and four partner institutions to identify databases and data that they use in their research related to transportation and trade relevant data availabilities and methodologies as well as joint research opportunities. Its main findings can be summarized as follow: GLSLTC is characterized by its critical scale, complexity, and strategic impact as North America’s most vital trade corridor in the foreseeable further intensification of continental trade. 4% of Canadian GDP is attributed to the Transportation and Logistics sector (2018): $1 trillion of goods moved every year: Goods and services imports are equivalent to 33% of Canada’s GDP and goods and services exports equivalent to 32%. The transportation sector is a key contributor to the achievement of net-zero emissions commitment by 2050. All sectors of the Canadian economy are affected by global supply chain disruptions. Uncertainty and threats extend well beyond the COVID-19 Pandemic. “De-globalization” and increasing supply chains regionalization pressures are mounting. Innovation and thus economic performance—increasingly hinges on the quantity and quality of data. Data is transforming Canada’s economy/society and is now at the center of global trade “Transport data is becoming less available: Canada needs to make data a priority for a national transportation strategy.” * “How the Government of Canada collects, manages, and governs data—and how it accesses and shares data with other governments, sectors, and Canadians—must change.”
