Full text
Abstract:
An analysis of Canadian farmland risk and its return on investment shows that a Farmland Real Estate Investment Trust (F-REIT) and gold would have significantly enhanced portfolio performance over the past 35 years. Investors who desire low-risk portfolios would not have benefited from an F-REIT or gold investment. However, investors in the medium-risk category could have improved the financial performance of their portfolios by including an F-REIT investment rather than gold. The financial gains from F-REIT result from a level of risk that is lower than gold, REITs, and stocks, an expected yield that is greater than for bonds, and a low correlation with other financial asset returns.

Abstract:
From May 31 to June 4,1999 over eight hundred participants from al1 levels of government and nongovernmental organisations attended the World Conference on Governance held in the Philippines. It had been organised by the Eastern Regional Organisation for Public Administration (EROPA), the Philippine Civil Service, and the National College of Public Administration and Governance at the University of the Philippines, in cooperation with numerous international and regional organisations, including the Asian Development Bank, the Canadian International Development Agency, the Economic Development Institute of the World Bank, the United Nations Development Programme and the United Nations Department of Economic and Social Affairs. Its theme was From Government to Governance with emphasis on public finance, capacity building and partnerships. But its major concern was promoting good governance, a topic which has been attracting increasing international attention since the late 1980s and has become a key objective of many technical assistance programmes. The World Conference can be seen as a culmination of these efforts to focus on good governance in institutional development and to prepare an agenda for future action by taking account of current ideas and opinions of all those involved. What follows is a brief overview of some major issues that run through the notion of promoting good governance.

Abstract:
This article presents the results of a pilot project that tested the application of algorithmic topic modeling to chat reference conversations. The outcomes for this project included determining if this method could be used to identify the most common chat topics in a semester and whether these topics could inform library services beyond chat reference training. After reviewing the literature, four topic modeling algorithms were successfully implemented using Python code: (1) LDA, (2) phrase-LDA, (3) DMM, and (4) NMF. Analysis of the top ten topics from each algorithm indicated that LDA, phrase-LDA, and NMF show the most promise for future analysis on larger sets of data (from three or more semesters) and for examining different facets of the data (fall versus spring semester, different time of day, just the patron side of the conversation).

Full text
Abstract:
The paper seeks to analyse the understanding of food safety by consumers of agro food products in the Nitra region. The food safety is here understood as the complex of precautions concerning the plant health protection, veterinary problems, animal health protection and animal welfare, concerning the foodstuffs and feeds. Realization of these precautions leads to the safety of all the parts of the food chain and the final foodstuff. Health, good living level and the protection of economic and social interests of people are the basic attributes for the evaluation of the role of foodstuff. That is why the food policy of the SR and the EC is also subordinated to these attributes. General principles and claims concerning food safety are set in the decree of the European Parliament and the Commission (EC) No. 178/2002. Relevant claims of this key horizontal regulation are already in use since January the 1st 2005, and create the common basement for precautions concerning foodstuffs and feeds, and legally ensure the complex approach to the food safety including all the direct and indirect impacts on food safety, animal health and some environmental issues. The food safety is a public good in the SR as it is characterised by non-excludability from consumption and non-existence of rivalry in the consumption.

Abstract:
Abstract This article explores the question of ‘a good life’ through a daily-life perspective. It focuses on a case regarding the abolition of infanticide, through which the relations and interactions between the socialist state and ethnic minorities of southwest China are examined. By elaborating how an Akha custom (infanticide) that guarantees communal goodness/purity was abolished, the research reveals three competing or collaborating notions of ‘good life’, where the Akha’s cosmological ‘good life’ is partly reformed to obey state law and to meet its members’ personal desires. This is an unusual case in that the ethnic cultural authorities from a small, politically marginalised, frontier-dwelling and egalitarian group in southwest China do not ‘resist’ or ‘collaborate with’ the state in the expected way. Instead, they draw on state power to oppose their own customs. With such a unique case, the research helps to diversify our understandings of state–society relations in southwest China.

Abstract:
Real-time data is crucial in delivering actionable information, yet sparse in the criminal justice space. Often, practitioners and policy makers (“System Actors”), are forced to rely on information that is missing, incorrect, and/or outdated. Recidiviz, a nonpartisan tech non-profit, enables System Actors to make data-driven decisions as part of their regular workflows. This article describes Recidiviz’s work modeling the projected influence of eliminating mandatory minimums in Virginia, including state costs avoided, impact on the prison population, and number of life-years individuals would regain by avoiding incarceration. Recidiviz calculated that if Virginia eliminated mandatory minimums for drug sales offenses only, over the next five years, it could avoid a cumulative $11.6 million in incarceration costs, give 360 years of life back to people, and decrease the prison population’s racial disparity. If Virginia eliminated all mandatory minimums, as SB 5046 proposes, it could help the Commonwealth avoid $80.2 million in costs and give back 2,496 years of life over five years. In addition to policy impact modeling, Recidiviz’s core work is in partnering with state corrections and supervision departments to provide real-time feedback and data visualization tools.
