Abstract:
One of the challenges for implementing Sustainable Development Goals (SDGs) is the measurement of indicators that represent progress towards such goals. Measuring such progress enables data-driven decision-making and management of SDG-relevant projects and strategies. The premise of this research is that measuring such indicators depends on measuring so-called means of implementation, i.e. activities that directly contribute to the achievement of SDGs. Building on this premise, this article studies how the measurement of digital government (DG) can contribute to the measurement of SDGs. In particular, how the indicators originating in three DG measurement instruments can inform the SDG indicators. The main finding is an alignment matrix, showing how the DG indicators contribute with varying level of specificity to the measurement of 10 SDG indicators.

Abstract:
Abstract This study conducted with the aim of investigating the relationship between emotional intelligence and self-concept as well as educational achievement of Tehran students. Descriptive correlational research used as a research design. Selected samples, after receiving information about research goals and giving their consent to participation, collaborated with the researcher. First, using multi-stage cluster sampling, districts 1, 4, and 17 were selected among 22 districts of Tehran randomly. Then, two high schools (one girls' high school and one boy’s high school) were chosen from each of districts. 200 students were recruited. Emotional intelligence and Tennessee self-concept questionnaires were completed by participants and then analysis of data carried out using correlation matrix and Multiple Regression. The results showed that self-concept and educational achievement have a significant relationship with emotional intelligence. Also, emotional intelligence could predict self-concept and educational achievement. Keywords: emotional intelligence, self-concept, educational achievement

Abstract:
Purpose The purpose of this paper is to holistically study barriers in the path of implementation of retirement planning, as the need is increasing with decrease in mortality. The proper retirement planning can be one of the most important tools to control financial expenses on healthcare and welfare on old age population in government budgets. Design/methodology/approach The paper is a blend of theoretical framework and practical application and uses interpretive structural modeling (ISM) analysis to draw linkage and impact of identified barriers in the path of achievement of goals of retirement planning. The study has used three different research phases: identification of barriers from the literature, interviews with experts of industry at second stage and designing an ISM impact matrix cross-reference multiplication model. The identification phase led to the selection of 15 factors from past literature and by suggestion from industrial experts. Findings This study seeks to identify which barrier is acting as the most dominant one for the mass adoption of retirement planning and this result is helpful for policymakers to remove the dominant barrier. The result of this analysis can make retirement planning easy by elimination of highlighted barriers on the basis of their importance in the path of achievement of retirement goals. In the ISM level diagram, barriers such as marital status, number of financial dependents at the bottom, gender, income level, educational level, financial literacy, financial dependency, policy regulation, terms and conditions, goal clarity and psychological and cultural factors are on the top. Barrier of macroeconomic and bureaucratic impediments are also very important factors for achievement of retirement goal of an individual, but they cannot be controlled directly by the associated members of industry. Originality/value The concern for providing sufficient retirement resources is growing with the increase in life expectancy for human beings. Such requirement has attracted views from not only academicians but also policymakers. This paper is one of the preliminary attempts to identify barriers in implementation of retirement planning and rank them according to their importance.

Nowadays research of stress phenomena in psychological science is highly significant. Many citizens suffer from the stressors of current Ukrainian crisis society. First of all, the personal stress tolerance development is a psychotherapeutic problem that should be emphasized. However, there is no unique concept for stress tolerance development. The article provides a matrix of integrative personal stress tolerance development and its theoretical and methodological foundation. Stress tolerance is considered as an integrative property of personality characterized by a coordinated interaction of psychophysiological, emotional (motivational, communicative), cognitive, volitional components that ensure its achievement or successful overcoming of critical situations (crisis, stress, conflict, frustration) in everyday and extreme living conditions. The matrix developed by the author is the result of psychotherapeutic and consultative work with patrol police officers, and victims of critical life situations (crisis, stress, conflict, frustration). The sequence of psychotherapeutic work is represented by the following stages as: stage of identifying a topical problem, stage of working with psychophysiological component of stress tolerance, stage of changing negative protection for successful coping strategies, stage of working with emotional component of stress tolerance, stage of self-discovery of dominant communicative personal traits, stage of operation with cognitive stress component, the stage of coping resources obtaining, the stage of new value priorities, goals and self-organization determination, the stage of operation with the volitional structure of personal stress tolerance.

The objectives of the implementation of the National Project “Digital Economy” are the modernization of the education system and the introduction of modern technologies and teaching aids. The article discusses the achievement of these goals in the modern conditions of the organization of the educational process, which require the introduction of models of distance and blended learning using practice oriented methods. To form the competencies of bachelors in the “Applied informatics” direction, a practice oriented learning model has been developed based on 1C software products, based on the matrix of correspondence between curriculum disciplines and information systems and services offered by the developer. When implementing such a model, it is necessary to use the methodology of a continuous system for the formation of professional competencies, which consists of several stages, which also include all types of planned practice curricula. Successful achievement of the set goals is possible due to the integration of practical examples and software solutions, which allows solving professional problems without the departure of students to enterprises. The experience of organizing student training on practice oriented cases within the framework of the formation of professional competencies of graduates of the direction of training bachelors “Applied informatics” is presented. The features of the proposed solutions in the implementation of interdisciplinary links of IT disciplines using the 1C:Enterprise platform are considered.

Due to limited researches in Egypt linking between E-government with Sustainable Development Goals. This study aims to clarify contribution of Egovernment services in achieving SDGs and some of its literary references and the relationship between them by using a methodology clarifying the relationship between the SDGs and the e-government services and provides the researchers and anyone wants to improve or add a new service to E-government services or achieve the SDGs and its domains with data that help them ease of choice and decision making. E-government services have been sorted and tested to verify whether these services are available or not. furthermore, classification of SDGs and linking eservices to them has been provided through a matrix assessing Egyptian E-government services parameters to achieve SDGs and targets. This study has found that almost all Egypt Ministries and other governmental organizations have websites, mostly used for providing structural information functions, activities, news, and services helping in achieving SDGs. Despite the limited number of Egyptian e-services and their domains, it contributes to the achievement of 11 goals (about 65%) and 33 SDG targets (about 20 %)

Abstract To achieve the sustainable development goals (SDGs), all countries’ efforts are essential, and each country needs to recognize their level of achievement in terms of the SDGs, identify the goals and targets that require more effort, and build more effective and well-performed governance systems to accelerate their efforts toward achieving the SDGs. This study identifies different governance system structures for achieving the SDGs and the challenges they face in improving their performance using a new matrix tool to evaluate governance systems for the SDGs. We use Japan and Indonesia as case studies to provide perspectives from countries at different levels of economic development. The results show that the governance systems for the SDGs are structurally and functionally different in the two countries, which face different challenges. Japan has relatively well-structured “vision and objective setting”, “research and assessment”, and “strategy development”, but faces challenges in relation to “implementation” and “monitoring, evaluation, and review”, while Indonesia has relatively well-structured “research and assessment”, “strategy development”, and “monitoring, evaluation, and review.” However, Indonesia faces challenges in relation to “vision and objective setting” and “implementation.” We found that the differences in the governance systems for the SDGs have arisen in relation to three key elements: differences in the development of governance systems for the SDGs, differences in the lead ministries, and the existence or otherwise of a supportive legal framework. We argue that the proposed matrix tool is useful in identifying the structure of governance systems for the SDGs and the challenges that must be overcome to improve the performance of these systems. However, some analytical limitations must be overcome before the tool can be applied to other countries.

The collective agent coordination problem in organizational behavior systems is consider. In particular, the problem of coordinating of the agents’ interests to assess the degree of achieve-ment of the corporate strategic targets. The relevance of the problem is due to the need to increase the speed of decision-making, the speed of reaction to changes in the external environment, which can be achieved using appropriate control mechanisms. Aim. Improving methods of collective deci-sion making under circumstances where agents have different ranks of significance. Materials and methods. Methods comprise the integrated rating mechanisms and the generalized median voter schemes. The mathematical apparatus was chosen is contingent on the group decision making in organizational systems. Active agents strives to maximize his target function in the process of inter-action, which leads to a conflict of interests and a desire to distort information. The chosen methods allow these problems to be solved. The first ones are used to aggregate indicators that reflect the de-gree of achievement of the private goals of the organization at the strategic level. The second ones are used to identification the true agents’ opinions about the type of target index convolution matri-ces. Results. The matrix non-anonymous generalized median mechanism is proposed. The non-anonymous statement allows taking into account the interests of agents with different ranks. It is shown how to reduce non-anonymous procedure to an anonymous one. Decisions making process about all elements of the convolution matrices in integrated rating mechanisms with using anony-mous median voter scheme is strategy proofnees. However, the results of aggregation are not stabil-ity to the agent strategic behavior in cases of application anonymous or non-anonymous coordina-tion procedures. The new integrated mechanism based on the synthesis of known control mecha-nisms is proposed to overcome the discovered problem. Conclusion. The statement of the problem corresponds to the real procedures of decision making by governance board, when the opinion of one agent turns out to be more significant than the opinion of another agent. The developed mech-anism makes it possible to agree on the opinions of experts on the degree of achievement of the strategic goals of the organization; it can also be adapted to solve other applied problems, for ex-ample, making a decision on the choice of a project, assessing risks, assessing suppliers, etc.

Purpose Today, healthcare organizations focus mainly on development and implementation of patient safety strategic plan to improve quality and ensure safety of provided services. The purpose of this paper is to recommend potential strategies for successful implementation of patient safety program in Iranian hospitals based on a strengths, weaknesses, opportunities, threats (SWOT) analysis. Design/methodology/approach In this qualitative study, key informant interviews and documentation review were done to identify strength and weakness points of Iranian hospitals in addition to opportunities and threats facing them in successful implementation of a patient safety program. Accordingly, the research team formulated main patient safety strategies and consequently prioritized them based on Quantitative Strategic Planning Matrix (QSPM) matrix. Findings The study recommended some of the potential patient safety strategies including provision of education for employees, promoting a safety culture in hospitals, managerial support and accountability, creating a safe and high-quality delivery environment, developing national legislations for hospital staff to comply with patient safety standards and developing a continuous monitoring system for quality improvement and patient safety activities to ensure the achievement of predetermined goals. Practical implications Developing a comprehensive and integrated strategic plan for patient safety based on accurate information about the health system’s weaknesses, strengths, opportunities and threats and trying to implement the plan in accordance with patient safety principles can help hospitals achieve great success. Originality/value Ministry of Health and Medical Education (MOHME) conducted a national study to recommend potential strategies for successful implementation of patient safety in Iranian hospitals based on a SWOT analysis and QSPM matrix.

The article deals with the features of the controlling implementation in trade enterprises in the context of the international dimension, the possibility of adapting international approaches to the Ukrainian conditions of business. The essential concept of controlling and its connection with realization of the general functions of management is defined. It is established that controlling is a management subsystem that ensures the achievement of the mission and system of goals of the enterprise, covers all areas of activity, business processes and business facilities. It is determined that effective business processes are the driving force of success of a trading company, so the implementation of processes should be monitored and any deviations should be corrected in a timely manner. It was found that the concept of controlling is not limited to pure control. The impossibility of considering controlling only at the final stage of management is substantiated. Controlling ensures the achievement of the goals of trade networks, directing the functioning of the management system of trade entrepreneurs in a single direction, defined by strategic, tactical and operational plans. The experience of other countries in controlling conducting at trade enterprises is studied. The tools of foreign practice that can be used in the implementation of controlling of different areas (marketing controlling, procurement and logistics controlling, financial activities controlling, sales controlling, financial activities controlling) are defined: kaizen system, Just-in-time system, CRM, benchmarking, ABS-analysis and XYZ-analysis, PIMS, outsourcing matrix, DPS method, profitability chart «Maisigma», PEST-analysis, Monte Carlo method, methodology of «quality circles», sensitivity analysis, construction of a map of strategic groups, quality standards, performance indicators, calculation of inventory levels, comparison of costs in the value chain, change management, management of «weak» signals, hierarchy of strategies, building a map of business processes. Introduction. Nowadays, both in the world economy in a whole and in the economies of the leading countries a major role play not individual entities, but their integrated structures. Thus, over the last 5 years, sales of the 2000 largest integrated business entities from 51 countries in the world have almost doubled, accounting more than 50% of the global gross domestic product. Taking into account the mentioned above, we can say that the problem of defining cluster foundations for the development of integrated business structures is urgent.Hypothesis of scientific research. All existing organizational forms of integrated structures vary greatly in nature, principles, goals of association, features of the organization, degree of integration of participants, the breadth of coverage of the spheres of production and economic activity, but the use of cluster principles of their organization allows to achieve a synergistic effect of development at a new level.Aim of this research is a study of the above problems within the global economy and across Ukraine.Methods of investigation: in the basis of the analysis procedures lies the modeling of financial and production activities of the group of companies before and after the consolidation on the basis of the cost-output model adapted to the characteristics of consolidated accounting in industrial companies.Results. A new cluster approach to the development of integrated business structures is proposed on the basis of the author's study of world economic practice.Conclusions: The formed matrix of estimation of degree of integration of participants of forms of separate subjects’ unification allows to choose one or another form of business integration depending on the goals which are set for them and the ways of achievement of these goals (for example, retaining or losing their legal, industrial and economic and financial independence).

It is vital that subjects such as the circular economy, sustainable design, green computing or environmental engineering be included in the engineering curriculum. Education for sustainable development will enable engineers to develop sustainable products and provide sustainable services, thereby leading to a beneficial result for society and making an indispensable contribution to the Sustainable Development Goals achievement. As the last stage for students in academia, Degree Theses (Bachelor’s and Master’s) provide a good tool for reviewing the sustainability competencies developed during the degree, as well as being an opportunity for applying these competencies in a holistic way. In their Degree Theses, students should be able to demonstrate that they are aware of the need to introduce and assess sustainability in their future engineering projects. This paper presents a guide aimed at helping engineering students to design and develop sustainable projects, and analyzes the first results of its use in two schools of the Universitat Politècnica de Catalunya—BarcelonaTech. The proposal is based on a tool referred to as “the Sustainability Matrix”, in which cells contain questions that engineering students should take into account when undertaking their Degree Theses. The questions are related to the project development, the project exploitation and the possible risks involved, three aspects in accordance with the sustainability dimensions (economic, environmental and social). The Sustainability Matrix helps students to develop sustainable projects when they graduate, and teachers to assess how sustainability is incorporated across the curriculum in the subjects they teach and in the students’ Degree Theses.

The contemporary economic crisis (and also ecological and social crisis) calls for a new model of urban development. The international debate is today focused on the necessity of a new paradigm (Hosagrahar et al., 2016) that will define sustainable development policies and programmes: this new paradigm moves the concept of development towards a more humanistic and ecological point of view. The international debate around Sustainable Development Goals (SDGs) recently is going to highlight the role of cultural heritage for sustainable development (United Nations, 2015a). Cultural heritage can play a critical role in the achievement of the above mentioned new humanistic and ecological paradigm of sustainable city. In this paper some indicators to evaluate cultural urban landscape conservation/regeneration projects are identified, starting from case studies. The purpose of the analysis of good practices is to support the elaboration of a multidimensional matrix that can produce empirical evidence about impacts of cultural urban landscape conservation/regeneration. After a particular focus on the relationship between variation of landscape and variation of wellbeing, it will present a methodological proposal to evaluate cultural urban landscape conservation/regeneration projects.

The number of school garden programs in America is growing. With interest in school gardens rising, research exploring the benefits of school gardens is important to establish the value of horticulture and gardening in primary education to help schools develop, promote, and use gardens for a variety of purposes. The goals of this research project were 1) to develop a typology, or matrix, of school garden program intensity and 2) to determine if variables related to positive youth development varied within the intensity typology. Twenty elementary schools in Florida participated in the research project accounting for ≈20 teachers and 400 third-grade students. This presentation will include how the typology was developed using three levels of intensity (high, medium, and low) and three types of gardens (vegetable, flower, and combination). The dependent variables examined for this study were the student developmental assets of responsibility, school engagement, achievement motivation, and interpersonal competence. Additional dependent variables included students' environmental attitudes and attitudes toward science. Discussion of school garden program intensity and the influence it may have on positive youth development will be the focus of this presentation.

PT. Winn Appliance is a company engaged in the sale of household commodities, namely gas appliances. Currently in carrying out sales data reporting sales PT. Winn Appliance still uses Microsoft Excel and Whatsapp media as a medium for providing information and reports on sales results which will later serve as indicators for company management in determining the decision to extend the work contract. The goals of the company need to be achieved through a predetermined target for each sales, as well as measuring the achievement of these targets. Then these measurements can use a Key Performance Indicator which integrates with each other. For this reason, a Web System Application-based Key Performance Indicator information system was established. Then in determining the design requires an appropriate method and the method applied in this research is using the OMAX (Objective Matrix) method. The programming language uses the PHP Framework Code Igniter and MySql as a database storage regulator that can show the Sales Performance Indicator target value that has been achieved. The result of this research is Information System Key Performance Indicator Sales of OMAX method based on Web System Application which can facilitate the management of PT. Winn Appliance in monitoring sales and is useful for determining employment contract decisions.

The teaching efforts at Marriott Library are distributed widely across a variety of groups and a range of subject matter. Teaching styles and pedagogical foci are varied and diverse among the librarians in the building. To increase collaboration and raise teaching standards, Graduate and Undergraduate Services (GUS) formulated Guidelines for teaching librarians by using the University of Utah’s Quality Course Framework (QCF) and Marriott Library’s own Four Core Student Library Learning Outcomes and mapping them to the Association of College and Research Libraries (ACRL) Framework for Information Literacy for Higher Education. To facilitate communication and usability, the Guidelines contain an alignment matrix for librarians to follow through the teaching process. The teaching efforts at Marriott Library are distributed widely across a variety of groups and a range of subject matter. Teaching styles and pedagogical foci are varied and diverse among the librarians in the building. To increase collaboration and raise teaching standards, Graduate and Undergraduate Services (GUS) formulated Guidelines for teaching librarians by using the University of Utah’s Quality Course Framework (QCF) and Marriott Library’s own Four Core Student Library Learning Outcomes and mapping them to the Association of College and Research Libraries (ACRL) Framework for Information Literacy for Higher Education. To facilitate communication and usability, the Guidelines contain an alignment matrix for librarians to follow through the teaching process. For the effective achievement of strategic goals, the implementation of the strategic objectives, operational planning, monitoring and control of deviations in financial indicators taken into account in the decision-making process, an enterprise needs to form a financial controlling system. Existing controlling systems are quite divorced from business processes. Financial controllers, for the most part, collect information from various systems manually, thereby increasing the likelihood of errors. The authors proposed the concept of an information system for a small and medium-sized business with integrated financial controlling. The data used in the financial controlling process is taken directly from interconnected systems, thus avoiding the problem of data fragmentation. The integrity and traceability of data, in turn, guarantees the relevance and reliability of the information stored in it. The regulations of the enterprise are the basis for the development of the algorithm of actions and, accordingly, the system of financial controlling. To develop a model of a financial controlling system, a block diagram of the algorithm for assessing and correcting the state and a matrix of responsibility are needed. Between the subjects of responsibility, it is necessary to identify information flows and analytical procedures in the form of a diagram with the provision of processed information. The purpose of this controlling system is self-regulation and the achievement of tactical and strategic objectives of the organization, as well as providing up-to-date information on key aspects of the business, both internal (management, personnel) and external stakeholders (shareholders or investors). This system allows you to receive high-quality information that arrives on time and reflects the current position of the control object. It should be noted that the drawing up of a plan, organization, analysis, accounting, control and regulation in this system are not separate processes, but as stages in a single controlling process at the enterprise. Deep integration between various components of the system makes it possible to generate various financial statements almost automatically.

The article discusses the competitive attractiveness and improvement of the characteristics of the regions’ social and economic space that may attract resources and consumers. Competitiveness in such progress ensures the acceleration of the overall development of the country and individual territories. The article substantiates and tests by data from the Russians regions of the Southern Federal District the hypothesis that an increase in certain characteristics of competitive attractiveness in areas which are relevant for a given region and currently in demand by external and internal consumers can be identified and selected as the goals of strategic plans the achievement of which can be controlled and monitored. The aim of the study is to develop and test a methodology for assessment and analysis of the competitive attractiveness of the regions for the selection of their target development priorities. The goal is implemented by means of developing methodological tools and testing through the analysis of the competitive potential of territories. The methodology is based on a set of social and economic factors such as economy, innovation and quality of life. In order to take into account the interdependence of factors while developing strategic plans, the authors provide a matrix of correlations of estimates according to the innovation factor of the competitive potential with the estimates of other factors and an integrated assessment of the factors mentioned above. The analysis of the assessments of regions’ competitive attractiveness made it possible to come to the conclusion that the greatest lag and differentiation in terms of indicators among territories is observed in the regions of the South of Russia from the point of view of the innovation potential and innovative attractiveness. Regional authorities can take into account the results of this research while developing strategies for the regions.

Nowadays, the economic situation of a company is influenced by the dynamics of changes in external factors that directly affect the company development. This significantly complicates the decision-making system of the management aimed at improving the sustainability of implemented changes. At the same time, the problem is affected by the lack of understanding at what stage of sustainable development the enterprise itself is in order to choose a set of tools correctly (methods and practices) for a transformational project. The paper describes the progressive movement of the organization along the path of sustainable development, reveals the concept of sustainable development and examines existing approaches to its implementation. The problem of sustainable development is considered by domestic and foreign authors. The result of the work is an approach to assessing the level of sustainable development of a company, which uses a matrix for assessing the level of maturity in the context of the company’s development stages. There has been proposed the structure of the project office as a resource for the implementation of its development. The paper offers a set of sustainable development principles which allow to ensure for the promotion and support of transformation. To support the processes of regular analysis of the achievement of the sustainable development goals, it is proposed to apply methods of activity analysis within the management system. The author suggests to use a system of audits, defines a set of analysis indicators of audit quality and the list of evaluation questions. It is concluded that the system for assessing the level of sustainable development of the enterprise is adequate and effective in the long term. The application of the presented methodological approach based on the proposed eleven elements in the practical activities of enterprises will allow determining the points of application of efforts and correctly choosing the list of tools used. The proposed approaches contribute to ensuring the sustainability of the results obtained and the rational usage of resources in the course of the ongoing changes.

Nowadays pedagogical testing technology has become the basic tool for diagnosis and assessment of the level of students’ mastery of learning material. Primarily they allow testing the acquired knowledge and skills in their use as a technology of the definite types of problems solution. Thus, the level of logical reasoning development plays a significant role in the successful mastery of many subjects (mathematical courses in particular). So, the problem of objective and measurable criteria for assessing the impact of the level of logical reasoning on the mastery of mathematical subjects is of current concern. We have studied the scientific sources that describe the testing technologies use for assessment of academic achievement as well as the level of logical reasoning development. We have found that the existing methods are based only on the individual work of the teacher with a student and don’t suggest any diagnosing technology. The goal of our research is to prove the effectiveness of our method as compared to the traditional one.

Social relations between students and their peers have not been studied more extensively in our expert scientific literature, and performed studies have rarely focused on the association between these relations and school achievement. Comparison of the quality of social relations and school achievement at different ages has been especially neglected, which is the basic goal of this paper. The sample comprised 235 fifth-grade students and 230 eighth-grade students from nine (18 in total) classes in each grade, selected from four schools from the narrow Belgrade area. Besides students, research also comprised their class teachers, whose number corresponded to the number of classes that students came from (18). Twenty-seven variables were entered in correlation matrix for fourth- and eighth-grade students, and factor analysis yielded nine factors, which were only slightly different between the two ages. In both cases, acceptance by peers and orientation towards peers had the biggest importance in explaining the total variability. The factors in multiple logistic regression which determined the school achievement of fifth-graders to the largest extent were their acceptance, parents' characteristics (educational level and employment) and social adaptation. When it comes to eighth-grade students, educational level of parents and social adaptation are directly correlated with school success, and aggressiveness is inversely correlated with this variable.

For many years agriculture has played an important role in supporting Vietnam’s economy. Despite the remarkable achievements, agricultural production in Vietnam is still self sufficient and the household income is not high as compared to the inherent capacity of the industry. Based on the Vietnam Social Accounting Matrix (SAM) database for 2007, 2012, and 2016, the study has measured the income multipliers for the agricultural sector. The research results show the importance of forestry for household income in the country, as well as the relative impact of fishery, crop production, livestock breeding, and agricultural services on household income in different regions during this period. Therefore, to ensure income growth for all household groups, it is necessary to focus on the development of forestry. If the policy goal is rural modernization or urbanization, the focus should be made on relevant sectors such as fishery, crop production, livestock breeding, and agricultural services.

Introduction: the article intends to draw the attention of the scientific legal community, especially scientists in the area of civil law, to the status of methodological elaboration of conceptual apparatus of the basis of civil law science. Authors accepted the term “disciplinary matrix”, which is proposed by T. Kuhn, to designate a system of such concepts and a system of scientific knowledge objectified in the concepts. Goal: to substantiate the development of a disciplinary matrix of civil law as one the main aims of the present science. Methods: authors used general scientific and special scientific methods including method of logic, intersectoral and functional methods. Results: legal literature shows the absence of special researches dedicated to comprehensive consideration of the disciplinary matrix of civil law as an essential conceptual basis although Russian scientists analyzed certain aspects of the problem. The current status of the disciplinary matrix of civil law is characterized by the spontaneity of formation, which results in the absence of a clear and uniform civil law conceptual apparatus among graduates of law schools, as well as among representatives of other branches of jurisprudence which use civil law concepts. Conclusions: the main aims of civil law in this area are involvement in science and rooting of term “disciplinary matrix of civil law”; determination of concepts which can be used in such matrix; achievement of unanimity in understanding the “matrix” civil concepts by members of the civil law community. The accomplishment of these aims is significant for creating a fundamental foundation of legal education and worldview. It is also necessary for the unification of interpretation and application of civil law concepts by specialists of all branches of national law, which is relevant for expanding of inter-branch ties, as well as by representatives of various legal orders (in the context of comparative legal research). It is the deal of civil law society which scientific pluralism transforms the aim of forming the disciplinary matrix of civil law into one of the existing problems.

The methodological research is devoted to the substantiation of the composition, structure, functions, content filling and features of interpretation and usage by the scientist-thinker the categorical matrix of theoretical psychology as an original world of metatheoretical self-reflexive thought-activity. At the same time the cyclical-deed organizational scheme to achieve this goal is purposefully implemented, which focuses on four interdependent fundamental perspectives-stages of cognitive creativity development: a) in the frameworks of outstanding achievements of the most influential scientific schools of domestic and foreign time-space of the XX-th century concerning the creation of a categorical system of psychological science in general and theoretical psychology in particular from different worldviews (situational component); b) in the format of the author’s definition of segments or dimensions of the subject field of this relatively new and so far little elaborated by intellectuals direction of modern psychology development (psychological cognition as a thought activity, fundamental problems of psychology, methodological principles and approaches, tasks, problem and versions of creation of psychology’s categorical order – motivational component); c) in a logically reasoned set of interdependent conditions, regularities, procedures and characteristics of implementation of a typological approach as an accurate, perfect and at the same time multi-module and multifunctional tool of professional methodological work (active component); d) in the complementarity of metatheoretization and reflexive methodologization, when analytical-synthetic mastering is subject to both available in psychological discourse conceptual and categorical definitions and formulations, and the canonical model of theoretical psychology, which essentially appears as an aspect of human existence and in a taxonomically perfect composition of harmonized between each other themes and categorical definitions (post-action component). For the transition from a naturalistic approach in cognition of mental reality and hence from numerous theories of mental and self-sufficient object-centered thinking to self-reflexive directed metatheoretization of psychological science over one’s own achievements on the historical canvas of humankind cultural development by actualizing universal resources of methodological thinking and, therefore, to the heights of theoretical psychology, the author substantiates a five-module methodological optics of the study of its categorical order, covering a functionally level-by-level set of lenses-tools of methodologization at the levels: s p e c i f i c – is a quaternary or quintet thought-scheme as a basic material-means of methodological activity implementation; s i n g u l a r – the construction of a categorical matrix, which allows the creation of 12 systematic taxa of categorical quaternity, semantically presenting theoretical psychology as a separate newly emerging conscious layer of human existence; s p e c i a l – a typological approach in the dialectical mosaic of its categories, principles, norms, procedures, parameters and intellectual means, which allows to obtain a perfect typology in its optimal invariant - the categorical matrix; g e n e r a l – the sphere of professional methodologization-as-practice, which is a dialectical continuation and thought-deed concretization of the world of methodology-as-teaching in its central link – methodological thinking; u n i v e r s a l – a vitacultural methodology that not only enriches the semiotic completeness of culture and expands the existential horizons of consciousness, but also enables the thought-active and thought-deed practice of high perfection. It is proved that, unlike numerical tables, categorical matrices on construction, semantic attachment, internal combination of elements, methodological purpose and functional field of influence on multiplication of ideal forms of thinking-thought activity of human conscious ability make original and heuristic, though supercomplicated tool of cognition and methodologization, and therefore characterize the latest stage in the evolution of rational-humanitarian knowledge in its core – the categorical genesis of both individual sciences and interdisciplinary directions of cognitive creativity. Five advantages of this self-sufficient author’s tool are rubriced and argued in the work: fundamentality of epistemic content filling, logicity of form and way of obtaining categorical ensemble, optimality of structure and internal balance of taxonomic categories configuration, ideality of constructed and designed as a theoretical model of a holistic picture of categories in their harmonious synthesis, practicality in the broadest sense of freedom of metatheoretization, methodologization, thinking action and self-reflection with categories and taxa of the matrix. The optimal architectonics of this matrix was found, which in the central (inner) part contains a systematics of 16 mutually agreed and in certain hierarchical combinations of grouped taxonomic categories, organized into eight taxa, and its outer contour, which forms two (horizontally and vertically) equally named, however different in aspects of consideration of the multidisciplinary object of metatheoretization, chains of dialectical categories “general – special – singular – specific – universal”, which are named as two mutually penetrated thematic bases, that receive the resulting boundaries below and above – generalization of the top achievements of theoretical psychology. In this way 12 categorical taxa were obtained, each of which can be subjected to a detailed study. Taking into account the advantages of the categorical matrix, its five main functions are substantiated and meaningfully characterized – structural-systemic, logical-cognitive, organizational-synthesizing, thought-communicative and instrumental-methodological, as well as, accordingly, has been pointed out on vitacultural, typological, taxonomic, system-thought-action and cyclically-deed approaches that implement these approaches, and on a number of principles that specify each of these approaches. With regard to the essential content filling of the categorical matrix proposed for the first time to the scientific society, it is comprehensively highlighted that behind each of the 12 quintetly ordered taxa of categories (five horizontally and vertically and two diagonally) there is either a direction or a school of theoretical psychology development or a methodological principle or approach in psychology, or a certain system or epistemic organization of psychological cognition or theoretical creativity. It is proved that the stated model of the matrix makes it possible for a psychologist-thinker to achieve a personified (motivated and comprehended) canvas of the categorical order of theoretical psychology, not only in revealing hitherto unknown and little understood dimensions-aspects of human existence, but also in curbing the emotional saturation, vagueness and organic spontaneity of actualized concepts of thinking as a life-giving core of lace of psychological categories, which realizes self-reflexive progress in the bosom of increasing the mental potential of one’s own conscious ability to learn and create psycho-spiritual in all possible forms and markers of its phenomenal manifestation. At the same time, it is concluded that the world of theoretical psychology is the most thoroughly founded and the most meaningfully enriched by the creative scientific achievements of the outstanding Ukrainian intellectual and worthy person Volodymyr Roments. In particular, his multi-volume author’s presentation of the history of world’s psychology, which implements the fundamentals, regularities and norms of the deed’s principle in psychology from ancient times to the end of the twentieth century, contains that extremely important vitacultural material which not only appears as a product of psychological cognition and from which previously unseen horizons of the field of historical-psychological research are mentally spread, but also which can be subjected to repeated self-reflection of psychological science by its individual and collective subjects of creativity. This means that in the future the final philosophical-psychological field of reflection will be subject to renewal, which according to the deed principle is canonically constructed by the talent of Academician Romenets and which requires further methodological comprehension. At the same time, canonical psychology and its derivative epistemic formations (the procedure of canonization of psychological systems, the concept of psychological canon, etc.) in unity with psychosophy of the deed as a methodology of cognition of the sources and essence of human existence are specific cultural patterns of self-reflexively performed metatheoretization, which is implemented with the help of personally well-developed principles, postulates and means of philosophical methodologization (especially the deed principle and the method of action dialectics). In general, a new categorical matrix solves one of the most important tasks of theoretical psychology – provides analytically reasoned selection-construction of the optimal typology of categories by four main criteria: a) by a methodological substantiationess of research tools and instruments of its construction, structure, content, interpretation and usage, b) by a conceptual-conscious completeness of psychological thinking about the mental and psycho-spiritual as separate aspects of human life in the socio-humanitarian sphere, c) by a horizon of conceptual-terminological complementarity of the fields of categories and themes involved, d) by a quantitative set and structural-functional invariance of categorical taxa. Finally, it is reasonably stated that the quintessence of the categorical composition of theoretical psychology at the level of the universal horizontally and vertically of the matrix is the act of metatheoretization in its spiral integrity of situational, motivational, action and post-action components and in the form of individual (personal) and group (representatives of a separate scientific school) implementation.

The author of the paper demonstrates that in order to overcome contemporary developmental threats, it is necessary to shift towards a new model of the knowledge-based economy. The features of this model are compared with both the American model of the innovation-driven economy and the European model of the knowledge-based economy. Against this specific background, the drawbacks are presented of reforms carried out in the knowledge sector in Poland since 1990. The focus is placed on an analysis of the reforms in science and higher education implemented in Poland since late 2018. Despite the fact that it was based on recommendations of the new public management system, the author considers not only the strengths but also the weaknesses of the approach, and the fact that the latter may prove to be an obstacle in the modernisation of human capital, which is to effectively harmonise development goals in all spheres of human existence and activity. The author calls for the following solutions to limit the drawbacks referred to above: inviting an observer to the University Council in an advisory capacity, launching a path of individual-oriented interdisciplinary research grants, introducing a reliable process for the university and its organisational units to account for the actual implementation of previously declared programmes of scientific development, student teaching and transference of own achievements, mandating and standardisation of student appraisals in teaching programmes, development of a criterion matrix as a reference for promotions related to teaching achievements, enhancing the status of awards for teaching excellence, with obligatory and permanent monitoring of management procedures at universities in order to reduce bureaucracy.

Purpose – The purpose of this study is to understand the identity of the Nobel Prize as a corporate heritage brand and its management challenges. Design/methodology/approach – An in-depth case study analysed within a heritage brand model and a corporate brand identity framework. Findings – The Nobel Prize is a corporate heritage brand – one whose value proposition is based on heritage – in this case “achievements for the benefit of mankind” (derived directly from Alfred Nobel’s will). It is also defined as a “networked brand”, one where four independent collaborating organisations around the (Nobel) hub create and sustain the Nobel Prize’s identity and reputation, acting as a “federated republic”. Research limitations/implications – The new and combined application of the Heritage Quotient framework and the Corporate Brand Identity Matrix in the Heritage Brand Identity Process (HBIP) offers a structured approach to integrate the identity of a corporate heritage brand. In a networked situation, understanding the role of stewardship in collaborating organisations is essential: The network entities maintain their own identities and goals, but share common values of the network hub. Practical implications – The integrated frameworks (HBIP) provides a platform for managing a corporate heritage brand. Originality/value – This is the first field-based study of the Nobel Prize from a strategic brand management perspective.

Abstract Objective Health literacy (HL), the ability to understand one’s own medical conditions and navigate the healthcare system, is strongly associated with both educational achievement and executive functioning. Many American Indians (AIs) have experienced trauma in early education, such as forced removal into harsh boarding school systems; these experiences may impact their educational achievement, and subsequently, HL. Further, AIs disproportionately experience a myriad of chronic diseases. The goal of this study is to investigate the relationship between HL and executive functioning in older AIs. Participants and Method Participants were recruited from a southwestern urban area, who self-identified as AIs, aged 55 to 80 (n = 43). Participants were asked to complete a series of questionnaires, interviews, and neuropsychological tests over two sessions, the second session was optional. This poster investigates the data from participants who completed both sessions. We created a composite variable of HL measures, (Rapid Estimate of Adult Literacy in Medicine, Newest Vital Sign, and the Short Test of Functional Health Literacy in Adults verbal and numeracy z-scores). Results HL was positively correlated with both WASI Matrix Reasoning and WASI Similarities. Similarly, HL was positively correlated with Verbal Semantic Fluency (VSF) – Animals and Plants. However, there was no significant correlation between HL and VSF – Fruits and Vegetables or HL and Trails Making – B. Conclusions These findings suggest that HL and executive functioning are linked in older AIs. Discrepancies between the executive functioning tests (VSF – Animals, Fruits/Vegetables, and Plants) may be due to resources, culture, and education quality. These findings highlight the need for further investigation of cultural context and the accompanying development of culturally appropriate measures.

Practical use of the most well-known country ratings does not always allow obtaining objective information about the real situation in various countries and assessing the prospects for their development. Popular wisdom expressed by the aphorism ‘We have not noticed how the truth has been replaced with ratings’ is becoming increasingly popular. The article proposes a tool for analyzing the relationship between the positions of different countries in the most popular ratings, based on the use of a matrix of paired correlation coefficients, assessing their significance according to the Pearson criterion and the strength of the correlation connection on the Cheddock scale. Based on the calculations, it was found that the dynamics of the countries advancement in the Doing Business ranking did not have statistically significant correlation with almost any ratings and macroeconomic indicators characterizing the real dynamics of socio-economic development. Shortcomings in the methods of ranking countries by prosperity, social development, rule of law index, level of perception of corruption, global happiness index are considered. Arguments are made that once the Coronavirus pandemic has been overcome, it is more likely that ratings will be more in demand to assess the quality of national security and the extent to which sustainable development goals have been achieved. It is proved that it is advisable to include the Global competitiveness rating, Human development index and SDG index as the most promising ratings that clearly demonstrate the country’s specific achievements in economic reforms and the growth of its international prestige.

Abstract Introduction The paper aims to describe the progress that has been made in the implementation of the Albanian food and nutrition policy since 2003, so as to consider its impacts to date, and to identify strategic priorities/critical areas and priorities for Albania’s future policy on improving the national food and nutrition situation. Methods In 2011-2012, an expert group applied an intersectoral participatory approach to evaluate the implementation of Food and Nutrition Action Plan 2003-08 in Albania. The experts employed the quantitative method, using a 9 question logical assessment matrix to measure the achievements of the individual goals of the Plan, and a qualitative tool for the interview of an interdisciplinary sample of 68-key informants-persons operating in public health nutrition, food safety and food availability related subfields, from a wide range of pertinent institutions and stakeholders. Results The quantitative and qualitative assessment revealed that the implementation process has faced serious barriers linked to the design of the plan, which did not accurately anticipate a theoretical framework, or structured methods for its implementation. Other impeding factors included the lack of institutional/infrastructure support, lack of intersectoral coordination and motivation, as well as insufficient capacities and know-how. Intersectoral response to the multifaceted nature of double burden of malnutrition is of key importance to improve nutritional wellbeing and health outcomes in Albania. Conclusions Participatory approaches that involve all relevant sectors and actors in the development, monitoring and evaluation of the implementation of public health policies based on comprehensive action-oriented assessments are promising and should be further supported.

Achieving sustainability in constant development in every area in today’s modern business has become a challenge on the one hand, and an imperative on the other. If the aspect of business excellence achievement is also added to it, the complexity of the system increases significantly, and it is necessary to model a system considering several parameters and satisfying the multi-criteria function. This paper develops a novel integrated model that involves the application of a subjective-objective model in order to achieve business sustainability and excellence. The model consists of fuzzy PIPRECIA (fuzzy pivot pairwise relative criteria importance Assessment) as a subjective method, CRITIC (criteria importance through intercriteria correlation) and I-distance method as objective methods. The goal is to take the advantages of these approaches and allow for more accurate and balanced (symmetric) decision-making through their integration. The integrated subjective-objective model has been applied in a narrow geographical area to consider and evaluate banks as a significant factor in improving the social aspect of sustainability. An additional contribution of the paper is a critical overview of multi-criteria problems in which the levels of the hierarchical structure contain a different (asymmetric) number of elements. A specific example has also been used to prove that only a hierarchical structure with an equal number of lower-level elements provides precise weights of criteria in accordance with the preferences of decision-makers referring to subjective models. The results obtained are verified throughout the calculation of Spearman and Pearson correlation coefficients, and throughout a sensitivity analysis involving a dynamic reverse rank matrix.

The test paragraphs were distributed in the light of a test map at levels The three (recall, assimilation, application) of the classification of Bloom in the field of knowledge, and was verified the validity and stability and characteristics of cykometric by calculating the coefficient of difficulty and force discrimination and the effectiveness of alternatives to the wrong paragraphs (40) paragraph was characterized test entirely valid and reliable as well as the level of difficulty and discrimination of its paragraphs, which were all within the acceptable difficulty and discrimination term. Search results for: . students of the experimental group are more likely to have their peers in the control group in the achievement test. In the light of the results of the research, the researcher concluded that teaching according to the Bensakar and Brown method has a positive effect on increasing the achievement and developing the skills of mathematical communication among the students of the experimental group compared to the normal method of the control group. The researcher believes that training courses should be held for the mathematics teachers to train using the Bensak and Brown method. To train students to use the Bensk and Brown method in different subjects and different stages. The need to pay attention to the development of mathematical communication skills as objectives of teaching mathematics at all levels, Except for the current research aspects, the researcher suggests conducting other studies.

Background: Social-cognitive theorists suggest that cognitive-emotional factors play essential roles in academic outputs like academic engagement. Objectives: The purpose of the present study was to investigate the relationship between social achievement goals and academic engagement by mediating role of academic and social positive emotions. Methods: The method of present study was descriptive cross-sectional study based on correlational research. Using cluster multi-stage sampling method, this study included 566 undergraduate students (278 male and 288 female) in the first semester of 2018. The research instruments were Social Achievement Goals scale, Academic Hope scale, Admiration scale, and Academic Engagement inventory. Data were analyzed using correlation matrix and structural equation modeling. Results: Results of analyzing data showed that social development goal had a positive indirect effect (β = 0.41, P = 0.01) on academic engagement through academic hope and admiration. Also, social demonstration-approach goal had an indirect and negative effect (β = -0.08, P = 0.01) on academic engagement by the mediating role of admiration. In general, the research model was able to explain 31% of the variance of academic engagement with two latent variables of social achievement goals and academic and social positive emotions. Conclusions: In general, social achievement goals and positive emotions significantly explained the variance of academic engagement. The findings provide supportive evidence for how motivations and emotions can affect academic engagement.

Abstract Background Given the paradigmatic shift represented by the Sustainable Development Goals (SDGs) as compared to the Millennium Development Goals - in particular their broad and interconnected nature - a new set of health policy and systems research (HPSR) priorities are needed to inform strategies to address these interconnected goals. Objectives To identify high priority HPSR questions linked to the achievement of the Sustainable Development Goals. Methods We focused on three themes that we considered to be central to achieving the health related SDGs: (i) Protecting and promoting access to health services through systems of social protection (ii) Strengthening multisectoral collaborations for health and (iii) Developing more participatory and accountable institutions. We conducted 54 semi-structured interviews and two focus group discussions to investigate policy-maker perspectives on evidence needs. We also conducted an overview of literature reviews in each theme. Information from these sub-studies was extracted into a matrix of possible research questions and developed into three domain-specific lists of 30–36 potential priority questions. Topic experts from the global research community then refined and ranked the proposed questions through an online platform. A final webinar on each theme sought feedback on findings. Results Policy-makers continue to demand HPSR for many well-established issues such as health financing, human resources for health, and service delivery. In terms of service delivery, policy-makers wanted to know how best to strengthen primary health care and community-based systems. In the themes of social protection and multisectoral collaboration, prioritized questions had a strong emphasis on issues of practical implementation. For participatory and accountable institutions, the two priority questions focused on political factors affecting the adoption of accountability measures, as well as health worker reactions to such measures. Conclusions To achieve the SDGs, there is a continuing need for research in some already well established areas of HPSR as well as key areas highlighted by decision-makers. Identifying appropriate conceptual frameworks as well as typologies of examples may be a prerequisite for answering some of the substantive policymaker questions. In addition, implementation research engaging non-traditional stakeholders outside of the health sector will be critical.

The research was the replication of the study done by Coutinho (2006) and it aimed at finding the relationship between achievement goals, meta-cognition and academic success. Achievement goals were further divided into two types: mastery and performance. The participants were 119 students enrolled in M. A. Education, Department of Education at the University of Sargodha. The questionnaire used in the original study, along with Urdu translation, was administered to the participants. The questionnaire consisted of three sections measuring mastery goals, performance goals, and meta-cognition, respectively. The academic achievement record was taken from the Office of Department of Education. Academic achievement was taken as marked and obtained at the Matric, Intermediate, Bachelors, and M.A. levels. It was concluded there is no significant correlation between mastery goals and academic achievement. Similarly, there was no significant correlation between performance goals and academic achievement at Matric, Intermediate and Bachelor levels. However, negative correlation was observed between performance goals and achievement at the masters level. The researchers found no significant relationship between meta-cognition and academic achievement at all levels and there were no significant gender differences in mastery goals, performance goals and meta-cognition.

The goal of NUMEN project is to access experimentally driven information on Nuclear Matrix Elements (NME) involved in the neutrinoless double beta decay (0νββ) by accurate measurements of the cross sections of heavy-ion induced double charge-exchange reactions. In particular, the (18O, 18Ne) and (20Ne, 20O) reactions are adopted as tools for β+β+ and β−β− decays, respectively. The experiments are performed at INFN–Laboratory Nazionali del Sud (LNS) in Catania using the Superconducting Cyclotron to accelerate the beams and the MAGNEX magnetic spectrometer to detect the reaction products. The measured cross sections are very low, limiting the present exploration to few selected isotopes of interest in the context of typically low-yield experimental runs. In order to make feasible a systematic study of all the candidate nuclei, a major upgrade of the LNS facility is foreseen to increase the experimental yield by more than two orders of magnitude. To this purpose, frontier technologies are being developed for both the accelerator and the detection systems. An update description of the NUMEN project is presented here, focusing on recent achievements from the R&D activity.

Abstract:
Troubled visions of white ash and concrete-grey powder water-logged my mind. Just as I had ‘understood’ and ‘contextualised’ the events of September 11, I witnessed Jules and Gedeon Naudet’s 9/11, the documentary of the events, as they followed the firefighters into Tower One. Their cameras witness death, dense panic and ashen fear. I did not need to see this – it was too intimate and shocking. But it was the drained, grey visage – where the New York streets and people appeared like injured ghosts walking through the falling ruins of a paper mill – that will always stay with me. Not surprisingly I was drawn (safely?) back in time, away from the grey-stained New York streets, when another series of images seismically shifted by memory palate. Aberfan was the archetypal coal mining town, but what made it distinct was tragedy. On the hill above the village, coal waste from the mining process was dumped on water-filled slurry. Heavy rain on October 20, 1966 made way for a better day to follow. The dense rain dislodged the coal tip, and at 9:15, the slurry became a black tidal wave, overwhelming people and buildings in the past. There have been worse tragedies than Aberfan, if there are degrees of suffering. In the stark grey iconography of September 11, there was an odd photocopy of Aberfan, but in the negative. Coal replaced paper. My short piece explores the notion of shared tragedy and media-ted grief, utilising the Welsh mining disaster as a bloodied gauze through which to theorise collective memory and social change. Tragedy on the television A disaster, by definition, is a tragic, unexpected circumstance. Its etymology ties it to astrology and fate. Too often, free flowing emotions of sympathy dissipate with the initial fascination, without confronting the long-term consequences of misfortune. When coal slurry engulfed the school and houses in Aberfan, a small working class community gleaned attention from the London-based media. The Prime Minister and royalty all traveled to Aberfan. Through the medium of television, grief and confusion were conveyed to a viewing public. For the first time, cameras gathered live footage of the trauma as it overwhelmed the Taff Valley. The sludge propelled from the Valley and into the newspapers of the day. A rescue worker remembers, “I was helping to dig the children out when I heard a photographer tell a kiddie to cry for her dear friends, so that he could get a good picture – that taught me silence.” (“The last day before half-term.”) Similarly, a bereaved father remembers that, during that period the only thing I didn’t like was the press. If you told them something, when the paper came out your words were all the wrong way round. (“The last day before half-term.”) When analyzed as a whole, the concerns of the journalists – about intense emotion and (alternatively) censorship of emotion - blocked a discussion of the reasons and meaning of the tragedy, instead concentrating on the form of the news broadcasts. Debates about censorship and journalistic ethics prevented an interpretative, critical investigation of the disaster. The events in Aberfan were not created by a natural catastrophe or an unpredictable or blameless ‘act of God.’ Aberfan’s disaster was preventable, but it became explainable within a coal industry village accustomed to unemployment and work-related ‘accidents.’ Aberfan was not merely a disaster that cost life. It represented a two-fold decline of Britain: industrially and socially. Coal built the industrial matrix of Britain. Perhaps this cost has created what Dean MacCannell described as “the collective guilt of modernised people” (23). Aberfan was distinct from the other great national tragedies in the manner the public perceived the events unfolding in the village. It was the disaster where cameras recorded the unerring screams of grief, the desperate search for a lost – presumed dead – child, and the building anger of a community suffering through a completely preventable ‘accident.’ The cameras – in true A Current Affair style – intruded on grief and privacy. A bereaved father stated that “I’ve got to say this again, if the papers and the press and the television were to leave us alone in the very beginning I think we could have settled down a lot quicker than what we did” (“The last day before half-term.”). This breach of grieving space also allowed those outside the community to share a memory, create a unifying historical bond, and raised some sympathy-triggered money. To actually ‘share’ death and grief at Aberfan through the medium of television led to a reappraisal, however temporary, about the value and costs of industrialisation. The long-term consequences of these revelations are more difficult to monitor. A question I have always asked – and the events of September 11, Bali and the second Gulf War have not helped me – is if a community or nation personally untouched by tragic events experience grief. Sympathy and perhaps empathy are obvious, as is voyeurism and curiosity. But when the bodies are simply unidentified corpses and a saddened community as indistinguishable from any other town, then viewers needs to ponder the rationale and depth of personal feelings. Through the window of television, onlookers become Peeping Toms, perhaps saturated with sympathy and tears, but still Peeping Toms. How has this semiotic synergy continued through popular memory? Too often we sap the feelings of disasters at a distance, and then withdraw when it is no longer fashionable, relevant or in the news. Notions about Wales, the working class and coal mining communities existed in journalists’ minds before they arrived in the village, opened their notebook or spoke to camera. They mobilised ‘the facts’ that suited a pre-existing interpretation. Bereaved parents digging into the dirt for lost children, provide great photographs and footage. This material was ideologically shaped to infantilise the community of Aberfan and, indirectly, the working class. They were exoticised and othered. It is clear from testimony recorded since the event that the pain felt by parents was compounded by television and newspaper reportage. Television allowed “a collective witnessing” (McLean and Johnes, “Remembering Aberfan”) of the disaster. Whether these televisual bystanders actually contributed anything to the healing of the tragedy, or forged an understanding of the brutal work involved in extracting coal, is less clear. There is not a natural, intrinsic sense of community created through television. Actually, it can establish boundaries of difference. Television has provided a record of exploitation, dissent and struggle. Whether an event or programme is read as an expression of unequal power relations or justifiable treatment of the ‘unworthy poor’ is in the hands of the viewer. Class-based inequalities and consciousness are not blinked out with the operation of a remote control. Intervention When I first researched Aberfan in the 1980s, the story was patchy and incomplete. The initial events left journalistic traces of the horror and – later – boredom with the Aberfan tragedy. Because of the thirty year rule on the release of government documents, the cause, motivation and rationale of many decisions from the Aberfan disaster appeared illogical or without context. When searching for new material and interpretations on Aberfan between 1968 and 1996, little exists. The release of documents in January 1997 triggered a wave of changing interpretations. Two committed and outstanding scholars, upon the release of governmental materials, uncovered the excesses and inequalities, demonstrating how historical research can overcome past injustice, and the necessity for recompense in the present. Iain McLean and Martin Johnes claimed a media profile and role in influencing public opinion and changing the earlier interpretations of the tragedy. On BBC radio, Professor McLean stated I think people in the government, people in the Coal Board were extremely insensitive. They treated the people of Aberfan as trouble makers. They had no conception of the depth of trauma suffered (“Aberfan”). McLean and Johnes also created from 1997-2001 a remarkable, well structured and comprehensive website featuring interview material, a database of archival collections and interpretations of the newly-released governmental documents. The Website possessed an agenda of conservation, cataloguing the sources held at the Merthyr Tydfil and Dowlais libraries. These documents hold a crucial function: to ensure that the community of Aberfan is rarely bothered for interviews or morbid tourists returning to the site. The Aberfan disaster has been included in the UK School curriculum and to avoid the small libraries and the Community Centre being overstretched, the Website possesses a gatekeepping function. The cataloguing work by the project’s research officer Martin Johnes has produced something important. He has aligned scholarly, political and social goals with care and success. Iain McLean’s proactive political work also took another direction. While the new governmental papers were released in January 1997, he wrote an article based on the Press Preview of December 1996. This article appeared in The Observer on January 5, 1997. From this strong and timely intervention, The Times Higher Education Supplement commissioned another article on January 17, 1997. Through both the articles and the Web work, McLean and Johnes did not name the individual victims or their parents, and testimony appears anonymously in the Website and their publications. They – unlike the journalists of the time – respected the community of Aberfan, their privacy and their grief. These scholars intervened in the easy ‘sharing’ of the tragedy. They built the first academic study of the Aberfan Disaster, released on the anniversary of the landslide: Aberfan, Government and Disasters. Through this book and their wide-ranging research, it becomes clear that the Labour Government failed to protect the citizens of a safe Labour seat. A bereaved husband and parent stated that I was tormented by the fact that the people I was seeking justice from were my people – a Labour Government, a Labour council, a Labour-nationalised Coal Board (“The last day before half-term”). There is a rationale for this attitude towards the tragedy. The Harold Wilson Labour Governments of 1964-70 were faced with severe balance of payments difficulties. Also, they only held a majority in the house of five, which they were to build to 96 in the 1966 election. While the Welfare State was a construction ‘for’ the working class after the war, the ‘permissive society’ – and resultant social reforms – of the 1960s was ‘for’ middle class consumers. It appeared that the industrial working class was paying for the new white heat of technology. This paradox not only provides a context for the Aberfan disaster but a space for media and cultural studies commentary. Perhaps the most difficult task for those of us working in cultural and media studies is to understand the citizens of history, not only as consumers, spectators or an audience, but how they behave and what they may feel. We need to ask what values and ideas do we share with the ‘audiences,’ ‘citizens’ and ‘spectators’ in our theoretical matrix. At times we do hide behind our Foucaults and Kristevas, our epistemologies and etymology. Raw, jagged emotion is difficult to theorise, and even more complex to commit to the page. To summon any mode of resistive or progressivist politics, requires capturing tone, texture and feeling. This type of writing is hard to achieve from a survey of records. A public intellectual role is rare these days. The conservative media invariably summon pundits with whom they can either agree or pillory. The dissenting intellectual, the diffident voice, is far more difficult to find. Edward Said is one contemporary example. But for every Said, there is a Kissinger. McLean and Johnes, during a time of the Blair Government, reminded a liberal-leaning Labour of earlier mistakes in the handling of a working-class community. In finding origins, causes and effects, the politicisation of history is at its most overt. Path of the slag The coal slurry rolled onto the Welsh village nearly thirty-seven years ago. Aberfan represents more than a symbol of decline or of burgeoning televisual literacy. It demonstrates how we accept mediated death. A ‘disaster’ exposes a moment of insight, a transitory glimpse into other people’s lives. It composes a mobile, dynamic photograph: the viewer is aware that life has existed before the tragedy and will continue after it. The link between popular and collective memory is not as obvious as it appears. All memory is mediated – there is a limit to the sharing. Collective memory seems more organic, connected with an authentic experience of events. Popular memory is not necessarily contextually grounded in social, historical or economic formations but networks diverse times and spaces without an origin or ending. This is a post-authentic memory that is not tethered to the intentions, ideologies or origins of a sender, town or community. To argue that all who have seen photographs or televisual footage of Aberfan ‘share’ an equivalent collective memory to those directly touched by the event, place, family or industry is not only naïve, but initiates a troubling humanism which suggests that we all ‘share’ a common bank of experience. The literacy of tragedy and its reportage was different after October 1966. When reading the historical material from the disaster, it appears that grieving parents are simply devastated puppets lashing out at their puppeteers. Their arguments and interpretation were molded for other agendas. Big business, big government and big unions colluded to displace the voices of citizens (McLean and Johnes “Summary”). Harold Wilson came to office in 1964 with the slogan “13 wasted years.” He promised that – through economic growth – consensus could be established. Affluence through consumer goods was to signal the end of a polarisation between worker and management. These new world symbols, fed by skilled scientific workers and a new ‘technological revolution,’ were – like the industrial revolution – uneven in its application. The Aberfan disaster is situated on the fault line of this transformation. A Welsh working class community seemed out of time and space in 1960s Britain. The scarved women and stocky, strong men appeared to emerge from a different period. The television nation did not share a unified grief, but performed the gulf between England and Wales, centre and periphery, middle and working class, white collar and black collar. Politics saturates television, so that it is no longer possible to see the join. Aberfan’s television coverage is important, because the mend scar was still visible. Literacy in televisual grief was being formed through the event. But if Aberfan did change the ‘national consciousness’ of coal then why did so few southern English citizens support the miners trying to keep open the Welsh pits? The few industries currently operating in this region outside of Cardiff means that the economic clock has stopped. The Beveridge Report in 1943 declared that the great achievement of the Second World War was the sharing of experience, a unity that would achieve victory. The People’s War would create a People’s Peace. Aberfan, mining closures and economic decline destroyed this New Jerusalem. The green and pleasant land was built on black coal.
