Effects of a Process-Oriented Goal Setting Model on Swimmer's Performance The aim of this work was to study the impact of the implementation of a mental training program on swimmers' chronometric performance, with national and international Portuguese swimmers, based on the goal setting model proposed by Vasconcelos-Raposo (2001). This longitudinal study comprised a sample of nine swimmers (four male and five female) aged between fourteen and twenty, with five to eleven years of competitive experience. All swimmers were submitted to an evaluation system during two years. The first season involved the implementation of the goal setting model, and the second season was only evaluation, totaling seven assessments over the two years. The main results showed a significant improvement in chronometric performance during psychological intervention, followed by a reduction in swimmers' performance in the second season, when there was no interference from the investigators (follow-up).

Abstract The paper analyses transformation process in Hungary between 1989 and 2004. The goal of this paper is to analyze and evaluate the transformation process in Hungary. The structure of the paper follows this general goal. First of all, an analysis of economic development of the country before the fall of the communist regime is carried out because this determined the whole process which followed. Then we shortly mention political development that had a significant impact on the transformation process and its results. In the next part we concentrate on the main steps in the economic transformation, and consequently we devote space to specific aspects - privatization, for example. The main economic indicators of this period are analyzed in the final part. We conclude that the transformation process achieved its main economic goal and the economy’s ability to grow increased. At the same time, however, the transformation process created environment for the subsequent economic problems.

Advising is a form of teaching that is inherently student centered and works well with a facilitated learning approach. Traditional methods for educational evaluation, such as Ralph W. Tyler's goal-based evaluation, Michael Scriven's goal-free evaluation, and Robert Stake's responsive evaluation, can be employed to determine how well students are achieving their goals. Formative and summative evaluations relying on ongoing communication and campus-wide collaboration are essential components of educational evaluation in advising. This article presents guidelines for evaluation that can be used in a variety of settings and illustrates the process by examining advising in an academic support program at a small New England college.

Regeringsuppdraget Tillsammans mot brott har ökat prioriteringen av och intresset i myndighetssamverkan. Detta utgör bakgrunden till Operation Klöver där åtta olika aktörer var involverade; Polismyndigheten, Tullverket, Kronofogden, Arbetsmiljöverket, Miljöförvaltningen, Skatteverket, Räddningstjänsten Nordväst samt Försäkringskassan. Men risken med samverkan är att sådana arbetsformer initieras som ett rent egenvärde och utan att ta hänsyn till de nödvändiga förutsättningarna för att samverkan ska ha ett förväntat brottsbekämpade och brottsförebyggande genomslag. Denna studie är en mål-processutvärdering av Operation Klöver. Syftet är att ge de aktörer som är involverade i Operation Klöver en översikt av deras arbete gentemot operationens andra mål, att utveckla myndighetssamverkan. Förhoppningen är att deras arbetsformer kan utvecklas för att om möjligt bli mer ändamålsenlig samt att deras gemensamma brottsbekämpande och brottsförebyggande arbete kan utvecklas och fortsätta även i framtiden. Frågeställningarna är: Vad finns det för riktlinjer eller förutsättningar för samverkan hos de olika aktörerna? samt Hur har de involverade aktörerna upplevt att samverkan har fungerat före, under och efter Operation Klövers genomförande? Resultatet från denna utvärdering visar att aktörerna har väldigt goda förutsättningar för samverkan samt att alla aktörer varit nöjda med varandras arbete samt är positiva till framtida myndighetssamverkan.The government assignment Tillsammans mot brott has increased the prioritization of and interest in inter-agency collaboration. This forms the background to Operation Klöver where eight different swedish actors were involved; the Police, Customs, Enforcement officer, Work-environment authority, Environmental administration, Tax agency, Northwest rescue service and the Social Insurance Agency. The risk with these kinds of collaborations is that such forms of work are initiated as a pure intrinsic value and without taking into account the necessary conditions needed for their collaboration to enhance their crime-fighting and crime prevention rather than inhibit it. The purpose of this goal-process evaluation is therefore to give the actors involved in Operation Klöver an overview of their work in relation to the operation's second goal, to develop inter-agency collaborations. The hope is that their workmethods can be developed to, if possible, become more suitable for its purpose and that their crime-fighting and crime prevention can be developed and continued in the future. The central queries are: What are the guidelines or conditions for collaboration between the various actors? and How have the involved actors experienced that the collaboration has worked before, during and after Operations Klöver’s implementation? The results from this show that the actors have very good conditions for collaboration and that all actors have been satisfied with each other's work and are positive about future inter-agency collaboration.

With the expanding of discrepancy in the M-type society and the disparity between the poverty and wealthy is getting serious. In this circumstance, a young person owning a house is an unreachable dream. Buying a house is a long-term contract, if it gone worst it could possibly affect the next generation. If we don’t think it through, the impact could be far-reaching. The house price in Taipei and suburbs are rising in recent years, therefore, purchasing a house is a decision which needs to be well planned and considered. When facing such a great amount of house, the decision criteria of buying a house will be more important. This paper selected four programs which are located at Nangang - Chongyang Rd, Songshan – Section 4 of Bade Rd, Xizhi - Section 2 of Datong Rd and Neihu - Kangle St. The decision criteria including, square footages, house ages, distance to working places, markets, schools and gas stations. Using AHP for ranking the weights and using MCGP to evaluate and select the needs of house-purchase, and calculate the best choice in these programs. A case study to analyze and discover the best location of purchase houses for newly married couples.

Therefore, enterprises in order to make the distribution center can effectively control channel, full use of resources and improve service standards and operating performance. To set best location will is an important issue. The main purposes of this study are: 1.Investigate the criteria of location selection for distribution center. 2.What factors to determine the guidelines of the degree of distribution center location affect. 3.To select the best position settings for distribution center. This study based on analytic hierarchy process techniques and multi-choice goal programming to select the best location for distribution center. This problem of distribution center location selection will been divided into two parts, first to construction of a hierarchy of assessment criteria, and then use AHP to evaluate in order to obtain the right to re-evaluate the guidelines. The second part is the use of multi-choice goal programming methodology to evaluate the priorities for location program.

Due to the rapid economic growth has resulting in a great increase in gross income for people. In addition, the forty working hours has been made mandatory policy in Taiwan. Therefore, leisure activities and local tourism have become more and more important issue. In recent years, Bed & Breakfast (B&B) has grown rapidly. B&B often incorporate nature sites, culture attractions, quality dining and friendly hospitality provided by the B&B services. Since there are many styles of B&B business continue joining this market, the relevant researches had definite B&B as six factors are price, nearby scenic sites, safe neighborhood, the friendliness of hosts and easy access location can be derived, when choosing B&B type of accommodation. By using analytic hierarchy process complicated decision making problems can be made systematically. Setting out the goal, factors and choices into different levels and using pair-wised comparisons, priority vector of each factor with respect to the goal can be calculated. The higher weights will rank B&B selection in this paper. On the other hand, using AHP and multi-choice goal programming, it can be concluded that “total accommodation cost”, “services offered”, “travelers’ reviews” are important attributes to the goal. The literature suggests that many teachers are burning out and are stressed and unwell. Health promotion in the school setting with a focus on students is becoming more and more prevalent. However, research has not adequately investigated the effects of health promotion in the school setting focused on the teachers. This study explores the experiences of the teachers who took part in the “Step It Up” program which is a pedometer program including goal setting and teams. This is a mixed methodology as the data was collected using semi structured interviews, open ended questionnaires and a document review of the step logging records. Interviews were transcribed and analyzed according the Colaizzi procedures seeking the barriers and the benefits of the program as experienced by the teachers. Through data analysis, the benefit main themes were; motivation, awareness and social support. The barrier themes found were; step logging, time management and goal setting. In conclusion with the recommendations and modifications suggested in this study, the “Step it Up” program is feasible in the school-setting.

However, the number of computer viruses, Trojans and hackers are also growing. People's private information is facing the danger of exposure because of internet attack no matter from active or passive hacking. When the beneficial attacking behavior becomes severe, we referred to the related institution study about choosing data safety devices according to varies factors and data safety management principles to conclude six guidelines as follow: 1. Signature comparison 2. User-friendly operation 3. Policy management 4. Balance between efficiency and defenses 5. Update coding 6. Internet behavior record. Also Systematic and level complicated problems by using Analytic Hierarchy Process with the method of comparing that can analysis the priority to choose the important programming. The cost of purchasing data safety, service of preventing hacking and review of data safety are the facts to choose data safety equipment by using Analytic Hierarchy Process and Multi-Choice Goal Programming. The diploma thesis deals with problems of depression in older people. Mainly the work is focused on identifying and analyzing the role of nurses in screening for depression in older people in primary care, acute care, long-term care and home care. This thesis was focused on theoretical direction and was used the method of design and demonstration. In this thesis was set one main goals with five research questions. The main goal was to identify and analyze the role of nurses in screening for depression in the elderly. RQ 1: What is the role of the nurse in screening for depression in the elderly? RQ 2: What is the role of the nurse in the primary care in screening for depression in the elderly? RQ 3: What is the role of the nurse in screening for depression in hospitalized patients in acute care? RQ 4: What is the role of the nurse in screening for depression in seniors in long-term and home care? RQ 5: What rating scales and methods are used in screening for depression in the elderly? The thesis introduce the concept of depression. The following are specified the causes of and the important factors that affect depression in the elderly. It also deals the differences in the clinical symptomatology of depression in old age. It explains possibilities and various barriers in the diagnosis of depression. Another chapter introduces complete geriatric examination, diagnostic classification systems, possible screening methods and scales for detection of depression in the elderly population. It also deals methods of pharmacological and non-pharmacological treatment and its possible complications associated with older age. By reason of increased suicide rate caused by depressive disorder the issue of suicidal behavior in the elderly is introduced. The next chapter deals with the nursing process, which is used by nurses in practice. It consists of the evaluation of the patient's health condition, making nursing diagnosis, creating nursing plan and subsequent implementation and evaluation. The nursing process is also needy for providing quality care. The nursing process in the stage of nursing diagnosis, introduces possible nursing diagnosis for a patient suffering from depression, which are based on the latest classification. Finally is described the role of nurses in screening for depression in the elderly in different health facilities and their contribution to the timely evaluation of depression in the elderly. This chapter introduces the role of nurses, nursing screening and collaboration with a physician. The role of nurses in screening for depression in different medical facilities is based on the first phase of the nursing process of assessment. On the basis of objective and subjective information, the nurse will assess the overall health and mental condition of the patient. Primarily, it was investigated what is the role of the nurse in screening for depression. On the basis of content analysis and synthesis it was necessary to used and processed domestic and foreign literature. A number of relevant sources are the results of various studies and Meta-analyzes, mostly from abroad, but also from the Czech Republic. The thesis can serve as a basis for nurses. The result of this thesis is to create e-learning material available for students in the Faculty of Health and Social Sciences of South Bohemia in Ceske Budejovice in the tutorial called Moodle.

The chapter first describes evaluation of laws and policies through legal epidemiological principles. Next, the chapter discusses legal mapping and policy surveillance: the process of mapping public health laws in an ongoing, systematic, scientific manner so that policymakers can catalogue laws between jurisdictions. Psychological evaluations are commonly conducted within psychiatric settings with the goal of informing treatment decisions that are intended to benefit the patient. In addition to a clinical interview and review of records, the evaluation includes the selection, administration, scoring, and interpretation of psychological testing. Guided by the question(s) from the referring party, this multifaceted process occurs within a setting of existing care that requires clarification of the roles/duties of the professionals and organizations relative to each other and the patient. Additionally, psychological testing involves unique ethical considerations (e.g., psychometrics) not typically encountered during psychotherapy or psychiatric care. A variety of standards, provided in the form of rules that require or prohibit specific behaviors, has been created by governing organizations in order to inform the ethical decision-making process while conducting psychological assessments. These standards are understood within the broader framework of aspirational principles of ethics (e.g., nonmaleficence) universal to biomedical practice.

Multiple persistent adverse effects of breast cancer treatment are improved with regular exercise. This case study describes a safe and effective exercise program for breast cancer survivors that was adapted into an evidence-based intervention offered through physical therapy (Strength After Breast Cancer). The program was successfully translated and implemented, and it showed equal safety and efficacy as the parent program with regard to lymphedema symptoms, muscular strength, quality of life, and body image. Evaluation of the implementation process revealed multiple facilitators and barriers to implementation. Barriers included the intervention characteristics and challenges with the referral process from oncology. Facilitators included getting the program covered by insurance, a champion in the outpatient clinic, and adaptations to the program and referral process that resulted in successful implementation. Future research is needed to further the goal of ensuring all breast cancer survivors are connected to safe and effective exercise programming.

The FluFIT program is an evidence-based intervention that leverages the time of annual influenza vaccination activities as an opportunity to offer colorectal cancer screening with fecal immunochemical testing to eligible adults between the ages of 50 and 75 years. Begun as a pilot program for a family medicine residency-based flu shot clinic in San Francisco in 2005, the FluFIT program has since been evaluated and implemented successfully in a wide variety of clinical settings throughout the United States. This case study describes the process of designing and testing a clinical intervention with the goal of implementation. Important steps included an initial needs assessment identifying the capabilities and opportunities for changing the behavior of clinical teams, as well as broadly conceived and continuously sustained stakeholder engagement at all stages of program design, evaluation, dissemination, and implementation.

This book presents an evidence-based conceptual framework for planning and implementing organizational change processes specifically focused on human service organizations (HSOs). After a brief discussion of relevant theory and a review of key challenges facing HSOs that create opportunities for organizational change, a detailed conceptual framework outlines an organizational change process. Two chapters are devoted to the essential role of an organization’s executive or other manager as a change leader. Five chapters cover the steps of the change process, beginning with identifying a problem or change opportunity; then defining a change goal; assessing the present state of the organization (the change problem and organizational readiness and capacity to engage in change); and determining an overall change strategy. Twenty-one evidence-based organizational change tactics are presented to guide implementation of the process. Tactics include communicating the urgency for change and the change vision; developing an action system that includes a change sponsor, a change champion, a change leadership team and action teams; providing support to staff; facilitating the development and approval of ideas to achieve the change goal; institutionalizing the changes within organizational systems; and evaluating the change process and outcomes. Four case examples from public and nonprofit HSOs are used to illustrate change tactics. Individual chapters cover change technologies and methods, including action research; team building; conflict management; quality improvement methods; organization redesign; organizational culture change; using consultants; advancing diversity, equity, inclusion, and social justice; capacity building; implementation science methods; specific models, including the ARC model; and staff-initiated organizational change.

This chapter explains the ARC principle of being results oriented versus process oriented. The results-oriented principle requires that human service organizations evaluate performance based on how much the well-being of clients improves. The principle addresses deficits in service caused by the conflicting priority of evaluating performance with process criteria such as the number of clients served, billable service hours, or the extent to which bureaucratic procedures such as the completion of paperwork are followed. Results-oriented organizations are described in detail, including case examples from decades of organizational change efforts by the authors in human service organizations. The chapter documents the importance of results-oriented approaches and underlying implicit beliefs to help the reader understand how mindsets and mental models shared among organizational members influence results-oriented approaches and effectiveness in practice. Supporting research, including feedback and goal-setting research are highlighted.

The authors’ framework delineates contradictory yet interrelated creativity outcomes, processes and identities of individuals, leaders, and groups. They highlight the paradox of creativity from multiple perspectives and suggest that when engaging in creativity, people experience paradoxical thoughts, processes, goals, identities, and perspectives. Creative people need to be generative and evaluative, flexible and persistent, passionate and disciplined, and learning and performance orientated. Drawing from related research on innovation management, attention control, and goal setting, we discuss strategies for achieving both novelty and usefulness including using paradoxical frames, task switching, pursuing contradictory goals, and gaining experience in different cultural contexts that stress different aspects of the creative process.

AbstractAlthough German bureaucracy is typically categorised as Weberian, a clear distinction between politics and administration has never been a defining characteristic of the German political-administrative system. Many close interrelations and interactions between elected politicians and appointed civil servants can be observed at all levels of administration. Higher-ranking civil servants in Germany are used to and generally appreciate the functional politicisation of their jobs, that is their close involvement in all stages of the policy process, from policy formation, goal definition, negotiation within and outside government to the implementation and evaluation of policies. For top positions, therefore, a class of ‘political civil servants’ is a special feature of the German system, and obtaining ‘political craft’ has become an important part of the learning and job experience of higher-ranking civil servants.

Abstract Digital transformation will impact the European Higher Education Area (EHEA) and could contribute to developing a new vision for the Bologna Process and for higher education in Europe and beyond. In recent years, research on European and national levels has shown increasing attention being paid to digitalisation and digital transformation by higher education leadership. The 2015 and 2018 Ministerial Communiqués also clearly emphasised the importance of the topic for the EHEA. Yet, a strategic integration of digitalisation into higher education policy and practice remains hard to find. This is for two main reasons: (1) because although digitalisation is often seen as a technical innovation, it must, in fact, be a social innovation for it to have any impact and (2) because higher education as a field of practice, especially in Europe, is a multi-layered system where strategic impact is only possible if all layers are broadly following the same objectives. With reference to policy theory, the authors conjectured that reducing goal conflict and practice ambiguity would help to facilitate a more integrative digital policy and practice. With this aim, the authors launched a White Paper in 2019 to facilitate broad agreement on the potential of digitalisation within the Bologna framework. This contribution provides an interim evaluation of the initiative and its next steps. In this, it provides a reflexive review of how practitioners and researchers in the field might hope to influence policymaking and practice in the area of digitalisation.

AbstractAgile software development methods have been increasingly adopted by many organizations at different organizational levels. Whether named agile adoption, agile transition, agile transformation, digital transformation or new ways of working, the success of embracing this change process mostly remains uncertain. This is primarily because there are many ways of evaluating success. Based on the existing agile assessment models, we developed a model of principles with associated practice clusters that serves as a core for a new agile assessment model that is capable of assessing agile organizations at different scale. Towards our ultimate goal to establish a lightweight, context-sensitive agile maturity model, we validated our initial findings in an expert interview study to identify improvement points, and ensure the at hand model’s applicability, coherence and relevance. The results of the interview study show that the structure as well as the content of our assessment model fits with the experts’ expectations and experience.

Illness tends to affect function in frail elderly patients, and these patients have limited capacity to spontaneous physical recovery. This chapter argues that rehabilitation should be firmly integrated into health services for elderly people and not separated from conventional medical treatment. Further, we argue that these two aspects should be handled simultaneously. Rehabilitation is goal-based, and setting goals in cooperation with patients is a crucial condition for successful rehabilitation, and for its evaluation, clinically as well as scientifically. The World Health Organization International Classification of Functioning, Disability, and Health (ICF) is recommended as a conceptual framework for assessment, goal setting, and evaluation in rehabilitation. Rehabilitation can be considered an iterative rather than a linear process, with regular evaluations and renegotiation of goals playing a crucial role in the efficacy of such a process.

However important “film as a product” may be, the process of creating a film holds great potential for individual and community empowerment and expression, particularly within Native American communities. This chapter explores Lakota Sioux approaches to process and storytelling and asks, What can be learned from Lakota-based approaches to storytelling that can recast contemporary practices of filmmaking? How can a heightened attention to processes open up new spaces of possibility for filmmaking? By looking at Lakota approaches to constructing tipis, popular evaluation of films, Indigenous approaches to storytelling, and Indigenous storytelling as a form of decolonial resistance, it suggests that Indigenous-inspired approaches to processes hold significant potential for reorienting popular understandings of filmmaking. The chapter calls for the elevation of process to the level of product.

Abstract The goal of this paper is to construct a process diagnostic system of the MEMS device based on this "Large Scale Integrated (LSI) Diagnostic system" and then to perform a structural evaluation of the devices based upon the data. The paper explains the methods of analysis for the assembly process and the wafer process. The evaluation of the wafer process indicated that changes were required for MEMS devices vs. conventional LSI diagnosis. It was confirmed that "a peculiar inspection point to MEMS", "Sample making technology", and "Judgment criteria of the defect" were necessary. It is also necessary to do preliminary studies of each MEMS device and to restructure the inspection menu corresponding to the structure based on the inspection results.

Electropolishing(EP) is a surface treatment process which improves the surface roughness and enhances the surface quality by electrochemical reactions. The system is composed of an anode, a cathode, a power supply and viscous electrolyte. From the electrochemical reactions, the anodic metallic dissolution will leave off the surface and formed a viscous layer to enhance the surface quality, especially in stainless steels. It improves for the chrome to iron ratio and reduces the surface activity to avoid the surface corrosion from environment. From the anodic dissolution, the water may also be electrolyzed to form the hydrogen and oxygen bubbles on the anode and cathode plates. The viscous electrolyte causes the bubbles hard to escape from the gap between electrodes resulting ineffective natural convection and no idea about where and when of the viscous layer would be destroyed. So it is hard to predict the EP effects under natural convection during the EP process. It decreases the process stability as well as specimen surface quality. In this study, two methods of electrolyte agitation were employed to study their effects on electropolishing. The first method was by mechanical electrode movement. The second method was by ultrasonic agitation. The forced convection, generated by electrode movement and ultrasound, will accelerate the speed of bubbles leaving, breaking up from the surface and refreshing the electrolyte between electrodes. Thus, it may accomplish the goal of maintaining the stability of reaction environment during the EP process. The materials of both anode and cathode were SS316L stainless steel. The compositions and temperature of the electrolyte remained the same in each experiment. The control variables of experiments were electrode gap, rotational speed, amplitude of electrode movement and polishing time in mechanical agitation experiments. Frequency and amplitude of ultrasound were the control variables in the ultrasound experiment. The surface quality indicators were surface roughness and qualitative microscopic evaluation of surface morphology. According to the variations of surface quality indicators, the parametric effects on EP process will be analyzed. And the effectiveness of electrolytic agitation method on the surface quality and process stability were evaluated.

Abstract It is a common problem that many computer tools intended to enhance human performance in design or manufacturing planning do not do so. In many cases they may actually degrade performance. One way to increase the probability that a tool will meet users needs is to include frequent periodic usability assessments in the development process so feedback from users can be incorporated in new iterations of the software design. This paper describes an example of one such assessment applied to a Mediator, a feature extraction and process planning tool for assisting process planners to explore plan options more quickly and thoroughly. There exists a wide variety of usability assessment techniques which can mostly be divided into two broad categories: summative evaluations which provide in-depth assessments in the final stages of software development, and formative evaluations which tend to be smaller in scale and are used to provide guidance for “forming” subsequent software versions during the development cycle. In this work, we describe a formative usability assessment. The study indicated that Mediator was meeting its design goal of broadening the users exploration of manufacturing options, in some cases producing high quality manufacturing options which the expert users had not considered on their own. The study also provided formative redesign information gleaned which will help future versions of Mediator to better meet the actual needs of process planners.

This paper presents the results of an engineering review that examined the accuracy and effectiveness of specific enhancements to an automated data validation algorithm used as part of an on-line fatigue monitoring system. One of the major challenges in developing an effective fatigue monitoring system that processes plant computer data is the quality of the original data stream. In these systems, the goal is to minimize, and eventually eliminate, spurious conservative fatigue monitoring results caused by bad input data passed through the plant computer. Reaching this goal frees engineering users from having to correct the faulty data in the original input stream and reprocess it. The WESTEMS™ stress and fatigue monitoring program at the Beznau Nuclear Power Plant Units 1 and 2 was used to develop and test the enhancements to the data validation algorithm designed to reach this goal. The engineering review included both quantitative and qualitative assessments of data-related errors and warnings, as well as a detailed comparison of the automated data validation and correction algorithm against a parallel user-assisted (manual) process. Effectiveness of the method was quantified by comparing the overall fatigue accumulation rates resulting from the manual data checking process with those produced by the fully automated approach. The positive results of the review demonstrate the effectiveness of the enhanced automated approach presented.

In business process models, elements can be scattered (repeated) within different processes, making it difficult to handle changes, analyze process for improvements, or check crosscutting impacts. These scattered elements are named as Aspects. Similar to the aspect-oriented paradigm in programming languages, in BPM, aspect handling has the goal to modularize the crosscutting concerns spread across the models. This process modularization facilitates the management of the process (reuse, maintenance and understanding). The current approaches for aspect identification are made manually; thus, resulting in the problem of subjectivity and lack of systematization. This paper proposes a method to automatically identify aspects in business process from its event logs. The method is based on mining techniques and it aims to solve the problem of the subjectivity identification made by specialists. The initial results from a preliminary evaluation showed evidences that the method identified correctly the aspects present in the process model.

This paper deals with the development of simulation-based design models under uncertainty, and presents an approach for building surrogate models and validating them for their efficacy and relevance from a design decision perspective. Specifically, this work addresses the fundamental research issue of how to build such surrogate models that are computationally efficient and sufficiently accurate, and meaningful from the viewpoint of its subsequent use in design. Towards this goal, this work presents a Bayesian analysis based iterative model building and model validation process leading to reliable and accurate surrogate models, which can then be invoked in the final design optimization phase. The resulting surrogate models can be expected to act as abstractions or idealizations of the engineering analysis models and can mimic system performance in a computationally efficient manner to facilitate design decisions under uncertainty. This is accomplished by first building initial models, and then refining and validating them over many stages, in line with the iterative nature of the engineering design process. Salient features of this work include the introduction of a novel preference-based design screening strategy nested in an optimally-selected prior information set for validation purposes; and the use of a Bayesian evaluation based model-updating technique to capture new information and enhance model’s value and effectiveness. A case study of the design of a windshield wiper arm is used to demonstrate the overall methodology and the results are discussed.

The goal of development assistance is to deliver measurable results. At the Inter-American Development Bank (IDB), the Development Effectiveness Framework (DEF) was adopted to enhance the likelihood this goal is met. The key objective of this analysis is to enhance our understanding of the role the set of tools and processes adopted at the IDB, from project design to completion, play in the assessment of a projects success and effectiveness. Specifically, we are interested in teasing out the role different dimensions of project design, assessed through the Development Effectiveness Matrix (DEM), and execution performance indicators, as per the Project Monitoring Report (PMR), have on the delivery of effective and successful projects measured through the Project Completion Report (PCR) methodology implemented at the IDB. We also explore the validation process of PCRs and delve into the effectiveness analysis at the level of specific objectives and result indicators, identifying key pitfalls associated with objectives not being met. Overall, our findings provide strong validation for the DEF and its tools. We find robust evidence for the importance of the quality at entry assessment conducted through the DEM. In particular, the quality of the results matrix at approval is a strong determinant of project success and effectiveness at closure, and the quality of the Evaluation Plan is strongly associated with the effectiveness of a project. In terms of execution performance, our analysis finds that, on average, projects that execute a lower share of their approved loan amount, are put on Alert, or are classified as a Problem, in its first three years of execution; and projects that experience a higher share of their outputs discontinued, with respect to their first results matrix, are most likely to be ineffective in achieving their objectives and will likely be rated as unsuccessful.

A fundamental responsibility of the National Park Service is to ensure that park resources are preserved, protected, and managed in consideration of the resources themselves and for the benefit and enjoyment by the public. Through the inventory, monitoring, and study of park resources, we gain a greater understanding of the scope, significance, distribution, and management issues associated with these resources and their use. This baseline of natural resource information is available to inform park managers, scientists, stakeholders, and the public about the conditions of these resources and the factors or activities which may threaten or influence their stability. There are several different categories of geologic or stratigraphic units (supergroup, group, formation, member, bed) which represent a hierarchical system of classification. The mapping of stratigraphic units involves the evaluation of lithologies, bedding properties, thickness, geographic distribution, and other factors. If a new mappable geologic unit is identified, it may be described and named through a rigorously defined process that is standardized and codified by the professional geologic community (North American Commission on Stratigraphic Nomenclature 2005). In most instances when a new geologic unit such as a formation is described and named in the scientific literature, a specific and well-exposed section of the unit is designated as the type section or type locality (see Definitions). The type section is an important reference section for a named geologic unit which presents a relatively complete and representative profile for this unit. The type or reference section is important both historically and scientifically, and should be recorded such that other researchers may evaluate it in the future. Therefore, this inventory of geologic type sections in NPS areas is an important effort in documenting these locations in order that NPS staff recognize and protect these areas for future studies. The documentation of all geologic type sections throughout the 423 units of the NPS is an ambitious undertaking. The strategy for this project is to select a subset of parks to begin research for the occurrence of geologic type sections within particular parks. The focus adopted for completing the baseline inventories throughout the NPS was centered on the 32 inventory and monitoring networks (I&M) established during the late 1990s. The I&M networks are clusters of parks within a defined geographic area based on the ecoregions of North America (Fenneman 1946; Bailey 1976; Omernik 1987). These networks share similar physical resources (geology, hydrology, climate), biological resources (flora, fauna), and ecological characteristics. Specialists familiar with the resources and ecological parameters of the network, and associated parks, work with park staff to support network level activities (inventory, monitoring, research, data management). Adopting a network-based approach to inventories worked well when the NPS undertook paleontological resource inventories for the 32 I&M networks. The network approach is also being applied to the inventory for the geologic type sections in the NPS. The planning team from the NPS Geologic Resources Division who proposed and designed this inventory selected the Greater Yellowstone Inventory and Monitoring Network (GRYN) as the pilot network for initiating this project. Through the research undertaken to identify the geologic type sections within the parks of the GRYN, methodologies for data mining and reporting on these resources was established. Methodologies and reporting adopted for the GRYN have been used in the development of this type section inventory for the Chihuahuan Desert Inventory & Monitoring Network. The type section is an important reference section for a named geologic unit which presents a relatively complete and representative profile. The type or reference section is important both historically and scientifically, and should be available for other researchers to evaluate in the future. Therefore, this inventory of geologic type sections in NPS areas is an important effort in documenting these locations in order that NPS staff recognize and protect these areas for future studies. The documentation of all geologic type sections throughout the 423 units of the NPS is an ambitious undertaking. The strategy for this project is to select a subset of parks to begin research for the occurrence of geologic type sections within particular parks. The focus adopted for completing the baseline inventories throughout the NPS was centered on the 32 inventory and monitoring networks (I&M) established during the late 1990s. The I&M networks are clusters of parks within a defined geographic area based on the ecoregions of North America (Fenneman 1946; Bailey 1976; Omernik 1987). These networks share similar physical resources (geology, hydrology, climate), biological resources (flora, fauna), and ecological characteristics. Specialists familiar with the resources and ecological parameters of the network, and associated parks, work with park staff to support network level activities (inventory, monitoring, research, data management). Adopting a network-based approach to inventories worked well when the NPS undertook paleontological resource inventories for the 32 I&M networks. The network approach is also being applied to the inventory for the geologic type sections in the NPS. The planning team from the NPS Geologic Resources Division who proposed and designed this inventory selected the Greater Yellowstone Inventory and Monitoring Network (GRYN) as the pilot network for initiating this project. Through the research undertaken to identify the geologic type sections within the parks of the GRYN methodologies for data mining and reporting on these resources was established. Methodologies and reporting adopted for the GRYN have been used in the development of this type section inventory for the Northern Colorado Plateau Inventory & Monitoring Network. A fundamental responsibility of the National Park Service (NPS) is to ensure that park resources are preserved, protected, and managed in consideration of the resources themselves and for the benefit and enjoyment by the public. Through the inventory, monitoring, and study of park resources, we gain a greater understanding of the scope, significance, distribution, and management issues associated with these resources and their use. This baseline of natural resource information is available to inform park managers, scientists, stakeholders, and the public about the conditions of these resources and the factors or activities which may threaten or influence their stability. There are several different categories of geologic or stratigraphic units (supergroup, group, formation, member, bed) which represent a hierarchical system of classification. The mapping of stratigraphic units involves the evaluation of lithologies, bedding properties, thickness, geographic distribution, and other factors. If a new mappable geologic unit is identified, it may be described and named through a rigorously defined process that is standardized and codified by the professional geologic community (North American Commission on Stratigraphic Nomenclature 2005). In most instances when a new geologic unit such as a formation is described and named in the scientific literature, a specific and well-exposed section of the unit is designated as the type section or type locality (see Definitions).
