Abstract:
Urban policies are currently shaped by contemporary processes of globalisation including a market-oriented approach to urban development. In Rio de Janeiro there is currently a high rate of urban population growth causing issues such as inequality, informal settlements and lack of access to basic services. Improved urban management is urgently needed which has become an obstacle to overcome by the GoRJ and the World Bank. Participatory methods has become widely integrated into development promoting programs with the incentive to include various key stakeholders in urban policy making. This case study explores issues of how strategies are produced and implemented into the context of Rio de Janeiro. Furthermore, it aims to explore events caused by such strategies. Based on a taken-for-granted premise that participatory methods and market-oriented planning leads to accelerated development, this study calls for a critical examination of how such approaches are carried out in practice.  In communicative planning theory, there is a critical stance towards rational models used in planning systems. The findings of this paper present how neoliberal ideology has formed urban development in Rio de Janeiro and how it contains a rational rethoric. It furher presents ways of how participatory methods can reinforce oppressions and injustices, serving a top-down approach rather than the opposite.

Abstract:
Australia's space activities since the early sixties have been science-oriented and uncoordinated. As a result, Australia has been unable to develop a long-term sustainable domestic technological capability; with industry being dependent on government funding for its involvement in the nation's space plan. This thesis examines public policy aspects focussing on technology independence that is the building of competencies for the sustainable development of an industry. It compares national technological development by relating Australia's recent space-related successes and failures to those of other nations (especially selected Asian countries and Israel). The overarching research problem addressed within this thesis examined the Australian national space policy and strategy since 1984.It investigated why the Australian Space Industry Development Strategy was not a successful influence on the development of a long-term sustainable national technological base or on the establishment of a viable commercial space-related industry in Australia. The research included the development of a strategic multilevel planning system involving a network innovation model into a nation's space science and technology policy development. The outcomes of the research reported in the thesis are discussed. The level of technological capability and capacity is a direct, inversely related factor to an increase in the degree in technology dependency. Australia needs a change of philosophy by accepting the global challenge through defining and supporting, within a national strategic planning, a national space strategy that incorporates network innovation concepts: a concept that must involve a balanced supply (science) and demand (commercial) characteristics of an innovation network system.

The rapid growth of Louisiana's coastal restoration science and technology assets is paralleled by the growth of business resources to fulfill myriad project needs. Many institutions and organizations in Louisiana seek to further develop the state's research, education, engineering and related restoration assets into a globally competitive set of industries with exportable expertise and products that help the state capitalize on its water challenges. Globally, similar efforts are identified (and often branded) as water technology innovation clusters (or more simply water clusters). This paper explores the phenomenon of the development of water clusters by public-private partnerships and initiatives, nationally and internationally, in a comparative analysis with Louisiana.

Over the last decade, the United States had experienced a boom and bust in the subprime mortgage market. The ups and downs of the subprime mortgage market became a primary factor triggering the most severe global economic recession since the Great Depression. The dissertation contributes to the literature by inquiring whether the subprime lending has exacerbated social inequity between subprime neighborhoods and other neighborhoods, through analyzing the subprime mortgage market in the Philadelphia MSA from 2000 through 2010, and focusing on two research questions: (1) the spatial distribution of subprime mortgages across census tracts; (2) the relationship between subprime intensities and housing price variations across zip-code areas. As the dissertation's study area expands from an urban to a MSA, spatial heterogeneity merits attention in this relative huge area. As a result, this dissertation not only employs a global, Ordinary Least Squares (OLS) model, but also a local, Geographically Weighted Regression (GWR) model to examine spatial variations across different neighborhoods. For the first research question, the dissertation finds: (1) a higher concentration of higher-priced mortgage for purchase and refinance in tracts with higher proportion of African-American and Hispanic residents, lower median household incomes, higher-unemployment rates, lower self-employment rates, and higher capitalization rates, after controlling for other variables; (2) the association between higher-priced mortgages and explanatory variables varies across census tracts. Because the dynamics of neighborhood subprime originations are heterogamous, the association between subprime mortgage origination and socioeconomic characteristics may be stronger in some neighborhoods than other neighborhoods. For the second research question, the dissertation finds: (1) subprime mortgage shares have a significant negative association with housing price appreciations during the housing boom period (2001-2006); (2) subprime mortgage shares have a significant positive association with housing price depreciations during the housing bust period (2006-2010); and (3) the association between housing price variations and explanatory variables differs across geographic submarkets within the Philadelphia region. The result confirms that areas where more residents obtained subprime mortgages have suffered more severely than other from the housing market's ups and downs over the last decade. The empirical results can draw broad policy implications. The primary implication is that it is time for the federal government to rethink its homeownership policy. Increased homeownership levels arising from the expansion of subprime mortgages are not sustainable, and subprime lending has exacerbated social inequity between subprime neighborhoods and other neighborhoods. The second implication is that the government needs to enforce the fair lending laws, because the cluster of subprime mortgage origination reflects the unequal opportunities of prime mortgage accessibility across different neighborhoods. The third implication is that the government needs to promote place-based policy making. As the GWR demonstrates, the dynamics of the mortgage market and housing market are uneven across different neighborhoods. Therefore, place-based making can increase the efficiency of public policy. These implications based on the dissertation's empirical results are helpful for designing more efficient, effective, and sustainable housing policies of the United States.

Trata-se da relação das políticas públicas de cultura com um modelo de intervenção urbana, denominado planejamento estratégico de cidades globais, a partir de análise comparativa entre as políticas culturais de duas gestões do Partido dos Trabalhadores na cidade de Santo André-SP (1989-1992/1997-2000). Enquanto na primeira gestão a política cultural possibilitava a apropriação da informação através de uma rede de fluxos formada a partir dos programas implantados em toda a cidade, a prática da segunda gestão foi marcada nos bairros pela difusão de eventos que reproduziam manifestações já em circulação nos meios massivos de comunicação, e na área central pela difusão de manifestações alternativas. Ao mesmo tempo, a segunda gestão do PT em Santo André aderiu ao planejamento estratégico de cidades globais que faz uso de ações culturais para promover a cidade interna e externamente. A análise foi realizada a partir de documentos, legislação, materiais publicitários, matérias de jornais e revistas, entrevistas, depoimentos, programas, projetos e ações, considerando a heterogeneidade e a fragmentação das cidades e foi permeada por fatores relevantes para a teoria Multiple Streams de formação de agenda governamental e pelas dimensões de abrangência das políticas culturais.
This research is about the relationship between the public culture policies and a model of urban intervention (which is nominated strategic planning for global cities) from the comparative analysis of the cultural policies of two government of the Labors Party in Santo Andre city Sao Paulo Brazil (1989-1992/1997-2000). While the political culture in the first government made possible the knowledge appropriation through a network built in cultural programs settled at all corners of the city, in the second government the adopted practice focused the periferic areas through the diffusion of mass culture events and the central areas by the presentations of alternative manifestations. At the same time, the second government of the Labors Party in Santo Andre joined to the strategic planning of the global cities that makes use of cultural actions to city promotion, internal and externally. The analysis was made considering documents, legislation, publicity, newspaper and magazines articles, interviews, testimonies, programs, projects and actions, taking into consideration the heterogeneity and the fragmentation of the cities. The analysis also was crossed by relevant items for the theory of Multiple Streams (agenda-setting) and by the dimensions of the approach of cultural policies.

Abstract:
Changes in climate result in wide-ranging economic impacts, especially for businesses that rely on consistent weather patterns. The North Carolina ski resorts (Beech Mountain Ski Resort, Appalachian Ski Resort, Sugar Mountain Ski Resort, Wolf Ridge Ski Resort, Cataloochee Ski Area, and Sapphire Valley Ski Area) are the southernmost resorts on the east coast in the US. They are able to stay in business because of the diverse terrain and elevation of the Appalachian Mountains where they can see low record temperatures of -34°F. Observable increases in temperature and less snowfall accumulations generate concern for these businesses that rely not only on snow but temperatures low enough to produce their own snow. To understand what may happen in the future, it is pertinent to examine past and ongoing trends. Yearly snowfall data from fall 2010 to spring 2018 were obtained from the Community Collaborative Rain, Hail & Snow Network (CoCoRaHS) and interpolated using ordinary kriging. Teleconnections (Arctic Oscillation, El Niño Southern Oscillation, and North Atlantic Oscillation) were examined to help compare similar years to observe possible relationships. The stations that had data for all of the years observed were spatially analyzed through regression kriging (RK) to determine how climate change will affect those areas. A kernel density map was then created from active CoCoRaHS stations to observe which areas need more stations to generate better interpolation data for future years. The results are impactful for the ski resorts, helping them to make effective business decisions based on climate trends and to promote the use of citizen science to improve research efforts.

Ce travail vise à faire ressortir les enjeux de la diversité culturelle et de la pluralité linguistique face à la volonté d’émergence des pays francophones du Sud, exprimée au lendemain des années 2000. La déconstruction et la reconstruction des concepts d’émergence, de diversité culturelle, de pluralité linguistique, de solidarité, de développement et de gouvernance mondiale, sous les différents angles de la littérature politique, de l’économie politique, de la philosophie politique et des Relations internationales ont été nécessaires. Cette étape nous permet de mieux cerner le comportement de la Francophonie, ainsi que celui des pays francophones du Sud au sein de la mondialisation au cours de ces dernières décennies. Une évaluation comparative a été réalisée dans un contexte de recherche-action, et suivant une approche pluridisciplinaire, et a finalement permis de constater le niveau de retard enregistré et présent au sein de ces pays francophones du Sud dans les environnements politique, économique, social et culturel. Ce retard se caractérise par un modèle de gouvernance sociétale incorrecte, un modèle de financement de l’économie du développement basé sur de mauvais fondements, une absence de politique linguistique adaptée, une présence de textes constitutionnels en déphasage total avec l’avancée de la mondialisation, et au bout de l’histoire, une véritable réponse de la Francophonie toujours attendue. Quelles sont les conditions nécessaires aujourd’hui et demain pour rattraper effectivement ce retard enregistré au sein des pays francophones du Sud ? Comment pourrait réagir la Francophonie face à cette situation délicate ? Quelques propositions sont présentées au terme de cette recherche qui se propose d’aller au-delà des enjeux de la diversité culturelle et de la pluralité linguistique, pour poser des bases d’une redistribution équitable des cartes au sein de la mondialisation actuelle et future, au nom du respect du principe de diversité, de la solidarité effective, de l’universalisme pratique et de l’humanisme opérationnel
This work aims to highlight the challenges of cultural diversity and linguistic plurality, facing the willingness emergence of the Southern Francophone countries, expressed after year 2000. Deconstruction and reconstruction of the concepts of emergence, cultural diversity, linguistic plurality, solidarity, development and global governance, under the different views of political literature, political economy, political philosophy and international relations were necessary. A step to better apprehend the behavior of the Francophonie within globalization, as well as Southern francophone countries over recent decades. A comparative evaluation was conducted in a context of action-research and following a multidisciplinary approach, which ultimately shows the level of the political, economic, social and cultural environments delays which are present in these southern Francophone countries. This delay which is characterized by an incorrect societal governance model, a financing of the economic development model based on poor foundations, lack of suitable language policy, and a presence of constitutional texts on complete phase shift with the advance of globalization. Thus, at the end of the story, a real feedback for the Francophonie is still awaited. What are today’s and tomorrow’s conditions in order to actually catch up the delay recorded in the Southern French-speaking countries? How could Francophonie react in front of this intricate situation? Some proposals are presented at the end of this research, which intends to go beyond issues of cultural diversity and linguistic plurality, as a way to lay the foundations of fair cards redistribution in the current and future of globalization, on behalf of the diversity principles, effective solidarity, practical universalism and operational humanism

Abstract:
Climate capitalism has emerged over the last two decades as the response of a section of the global elite to the crisis of global warming. Greater consciousness of threats to the stability of the global carbon cycle, and thus to the general conditions for capital accumulation, has led certain members of the global elite to design a project of climate capitalism, that holds the promise of a smooth transition out of the crisis and into a new era of accumulation on renewed, ecologically modernized foundations. However, climate capitalism has been contested from the start. For one, many still do not accept that there exists any problem that needs addressing in the first place. At the other end of the spectrum, climate capitalism is challenged on the grounds of its incapacity to reduce GHG emissions and its complicity with neoliberalism in entrenching existing inequality. Debates abound around the latter critique. Should climate capitalism be opposed by all means, or should it be cautiously supported, for want of an alternative that can be realized rapidly enough? The response to this question crucially depends on whether support exists among the corporate and other global elites for a climate capitalism that stands a chance of actually reducing climate impacts in a timely manner. This dissertation directly addresses the issue of the existence and extent of corporate elite support for climate capitalism. It asks specifically, what forces support climate capitalism, how and to what degree they are organized, and how powerful they are relative to the forces of the status quo. This study answers the question of the potential of the climate capitalist project to become entrenched at the core of the neoliberal hegemonic bloc with a qualified yes: although broad support has not yet emerged, it seems poised to develop in the future as the global ecological crisis deepens – perhaps as an outcome of the 2015 Paris Climate Conference. As to the question of the content of climate capitalism, and thereupon the issue of whether climate capitalism can actually provide a reduction in GHG emissions, the study finds that the dominant view of climate capitalism is that of a weak ecological modernization, taking place over the long term. In view of the scientific consensus on the urgency of massive GHG emissions reductions in the near term, this confirms the argument put forth by critics that a realistic response to climate change cannot be founded on climate capitalist principles.

It has been nearly 24 years since the implementation of Taiwan’s National Health Insurance (NHI) in 1995. The NHI financing is mainly based on premium collection and payment system adopts the third-party reimbursement mechanism. Issues such as insufficient financing resources, pressures of improving health care efficiency and effects often be discussed when mentioning about the health insurance reform. In order to control national health expenditures from the macro level, a target or capped global budget (GB) payment system is usually adopted to deal with the problems of limited medical care resources, efficiency of resource allocation as well as enhancement of health care quality. The aforementioned mechanisms also demonstrate an obvious performance in health care expenditure containment. Taiwan refers other countries’ experiences on the design and implementation of GB system and develops its own system. By adopting a fixed GB through health care provider peer restriction and collaborative management, health care expenditures can be controlled precisely, at the meantime, to guarantee the accessibility and equality to health care services for the general public. By implementing GB as a macro mechanism to control health care expenditures, several micro payment schemes such as fee-schedule reform, capitation or case payment etc. need to be adopted to encourage the behavior change of health care providers. Viewing from the macro perspective, the implementation of GB makes the utilization of medical resources be more reasonable and the total health care expenditures be contained under a manageable scope by purchasing value-based health care services. Viewing from the micro perspective, the key issue will be how to allocate the payment to health care providers through various payment schemes. Different aspects of performances need to be assessed after the implementation of GB, such as: 1. The impact of health care expenditure containment. 2. The impact to the health care providers’ operation. 3. The impact on the health care service quality and the satisfaction of the general public towards the health care system. Though the fraud and drawbacks of health care system cannot be eliminated by implementing a single strategy like GB, it stills demonstrate its positive value on establishing a good negotiation mechanism, perspective payment budget and fee-schedule review. Major conclusions of this study are as follows: 1. The target GB achieves the objective of containing total health care expenditures. 2. The promotion strategy of GB mainly is executed by the elite group, and different sectors GB negotiation and allocation are also achieved through medical professional groups. 3. Though different sectors of GB have their problems to be solved, the philosophy for operation is consistent. 4. GB system has accomplished its periodic achievement, however, the reform of reimbursement fee-schedule need to be continued. 5. The establishment of deliberative democracy mechanism has its price to pay. 6. The implementation of GB has no impact or has slightly improvement on the utilization of medical resources and health care quality. 7. When disputes occur for district budget allocation, negotiation or the intervention of political power are common ways to solve them. Taiwan is facing aged population and increased chronic diseases, the structural allocation of GB may be further reviewed of its propriety. In addition, the design of payment incentives can be further considered of driving the change of health care model and motivating the optimal health care model in order to have a brand new idea on the reconstruction of health care system. The aforementioned issues need to be further studied.

abstract: Humans have modified land systems for centuries in pursuit of a wide range of social and ecological benefits. Recent decades have seen an increase in the magnitude and scale of land system modification (e.g., the Anthropocene) but also a growing recognition and interest in generating land systems that balance environmental and human well-being. This dissertation focused on three case studies operating at distinctive spatial scales in which broad socio-economic or political-institutional drivers affected land systems, with consequences for the environmental conditions of that system. Employing a land system architecture (LSA) framework and using landscape metrics to quantify landscape composition and configuration from satellite imagery, each case linked these drivers to changes in LSA and environmental outcomes. The first paper of this dissertation found that divergent design intentions lead to unique trajectories for LSA, the urban heat island effect, and bird community at two urban riparian sites in the Phoenix metropolitan area. The second paper examined institutional shifts that occurred during Cuba’s “special period in time of peace” and found that the resulting land tenure changes both modified and maintained the LSA of the country, changing cropland but preserving forest land. The third paper found that globalized forces may be contributing to the homogenizing urban form of large, populous cities in China, India, and the United States—especially for the ten largest cities in each country—with implications for surface urban heat island intensity. Expanding knowledge on social drivers of land system and environmental change provides insights on designing landscapes that optimize for a range of social and ecological trade-offs.

Many new forms of tourism have emerged over the past two decades claiming to provide an alternative, responsible approach to international travel. Unlike ecotourism and volunteer tourism, travel centered on solidarity activism has not been thoroughly explored in the academic literature. Through narrative interviews conducted with organizational staff, former travelers, and members of a rural host community, this study profiles three organizations that organize solidarity travel experiences in Nicaragua. Qualitative analysis of the interviews and secondary materials including blog posts and videos reveals that staff, travelers and community members feel that they benefit from the exchanges that take place during solidarity travel. However, the study participants also articulated a number of concerns and issues with the practice of solidarity travel, including the limited nature of ongoing contact between travelers, coordinating organizations, and the communities that are visited while in Nicaragua. The experience of solidarity travel provided participants with a greater understanding of the connections between Nicaragua and North America, and a critical self-awareness for young travelers in particular, as many were experiencing the Global South for the first time. The successful translation of that exposure and awareness into activism is less certain and is identified as an area for future improvement of the overall solidarity travel experience. Overall, this study contributes to the emerging literature on solidarity travel by comparing three organizations with different missions and methods, and showing how solidarity can be enacted in a variety of ways through travel. Through the inclusion of three distinct groups of participants, this study also highlights similarities and differences related to the way solidarity travel is experienced by members of these groups.
