Abstract:
The monograph is devoted to the main trends in the development of the world economy between the two crises: The Great Recession of 2008-2009 and the crisis of 2020-2021 caused by the coronavirus pandemic. The authors reveal numerous contradictions that accumulated in the global economy during this period and reached their peak by the time the pandemic began. These contradictions are grouped into four groups corresponding to the sections: structural problems affecting the nature of economic growth; contradictions in the development of the financial system; problems of social development and the evolution of the welfare state; energy and resource-environmental problems. The authors demonstrate that the economic turmoil, the growth of political tension within the leading countries and the intensification of conflict in international relations in recent years are largely a reflection of humanity's inability to find an answer to these and other contradictions. The system of global regulation, which has entered a period of deep crisis, is particularly unable to keep up with the changes taking place in the global economy. It is the result of a three-year research project implemented at the Faculty of World Economy and World Politics of the National Research University Higher School of Economics. The team of authors includes 18 authors from Russian and foreign universities, research centers and international organizations who are recognized experts on various problems of the world economy. The chapters prepared by them are structured according to a single logic: from problem formulation to a review of theories, a description of existing approaches to solving problems, obstacles in their implementation and, ultimately, to identifying key challenges of the future. Such a structure allows us to present a comprehensive picture of the form in which the world economy has come to a critical moment of its development. For students and postgraduates of economic specialties. It will be useful for teachers developing courses on the world economy and its individual aspects, as well as for the general public interested in global challenges and problems.

Abstract:
The idea that there might be “limits to growth” is a key and contested feature of environmental politics. This chapter outlines the limits to growth thesis, describes and assesses critical reactions to it, and comments upon its relevance today. It argues that, after an initial highpoint in the early 1970s, the thesis declined in importance during the 1980s and 1990s under criticism from “ecological modernizers” and from environmental justice advocates in the global South who saw it as way of diverting blame for ecological problems from the rich and powerful to the poor and dispossessed. “Peak oil” and climate change have, though, given renewed impetus to the idea, and this has given rise to new discourses and practices around “sustainable prosperity” and “degrowth.”

Abstract:
This chapter explores improvisation from a consciousness-based standpoint. Examination of an inner mechanics for the transcendent experience frequently reported by improvisers sets the stage for consciousness-based distinctions between improvisation and composition processes, in which improvisation is extricated from common misclassification as an accelerated subspecies of composition. Temporal, cultural, and linguistic factors are considered in distinguishing between improvisatory and compositional paradigms. The intimate melding between musicians and listeners in peak improvised performance is paralleled with the deep collective communion associated with group meditation practice as indicative of a nonlocal, intersubjective field of consciousness, empirical support for which suggests that possible societal benefits may result from certain applications. An “improvisatory hermeneutics” is considered as a means for new ways of perceiving global challenges and paradigmatic change that centers intersubjectivity and other anomalous possibilities not commonly embraced in academic and public policy discourse.

Abstract:
This chapter investigates the policy and practice of established U.S. labor unions toward migrant labor and guest workers and provides alternative models for building worker power on a global basis. Organized labor operates at a disadvantage as it typically responds rather than acts as capital changes the nature of work to lower wages. Ideally, a proactive labor movement would shape the nature of work. Therefore, U.S. national labor unions and peak organizations have historically opposed all forms of migration. Most notably, in 1986, national unions were instrumental in shaping the employer-sanction provision in the 1986 Immigration Reform and Control Act (IRCA). However, because legal penalties for hiring undocumented workers are minimal, the law has not deterred employers from hiring them. Furthermore, because minimum wage and hour standards are often unenforced by state and federal government regulatory agencies, undocumented immigrants are frequently more desirable to employers than U.S.-born workers.
