Achieving food and nutrition security is fundamental to the Sustainable Development Goals (SDGs) due to its strong interdependence with economic growth and development. Eradicating hunger and all forms of malnutrition (SDG 2) remain high on the global agenda and is at the forefront of high panel deliberations because poor dietary intake has long term negative consequences on individuals and economic advancement. The goal to end hunger and malnutrition can be achieved when food and nutrition insecurity is properly tackled through investment in agriculture parallel to economic and social protection programmes. In Ghana, about 1.5 million of the population are estimated to be food insecure while undernutrition, overnutrition and micronutrient deficiencies persist across the life stages. Challenges to food and nutrition security in Ghana have been identified as: poverty, climate change, rapid urbanization and population growth, gender inequalities and poor infrastructure. Poor economic growth, health, education, hygiene and environmental exploitation are implications of these challenges. Addressing these implications sets long-term foundation for the development of the nation by prioritising policies that are nutrition sensitive which directly address the complexity of malnutrition. The level of food and nutrition insecurity in Ghana can be reduced through a national commitment towards addressing the four pillars of food security coupled with programmes that bring about resilience through sustainable systems. To this end, intervention programmes have been introduced by government to reduce the poverty burden on households. These programmes are in the form of social interventions, governmental flagship projects, and research-driven agricultural interventions to improve yield that withstand the effect of climate change. This review is aimed to present the food and nutrition security situation in Ghana and emphasised the challenges that exacerbate the problem while bringing to light the nutritional implications to national development. It is hoped that the recommendations from this review will help the government in achieving food and nutrition security in Ghana.

Purpose In an attempt to tackle the incidence of poverty and social exclusion in the Ghanaian society, a number of social protection programmes including the school feeding programme is introduced. The programme is designed to cater for the extreme poor and as well encourage enrolment and attendance in the country. The purpose of this paper is to assess the intention or objective for which the programme is initiated and the realities on the ground. It looks at whether the current beneficiaries are the extreme poor described in the policy document. Design/methodology/approach The study explored the incidence of poverty in Ghana using the Ghana Living Standard Survey (GLSS6) and the Ghana School Feeding Annual Operation Plan (GSFAOP) with the help of the school feeding policy document to draw on actual beneficiaries and potential beneficiaries. The differences between percentages of poverty (2012/2013) and feeding schools was computed using GLSS6 and GSFAOP. The study also conducted a number of open-ended interviews with some stakeholders to validate the nature of recruitment of beneficiary schools. Findings The study concluded that there is a mismatch of potential beneficiaries and current beneficiaries using the referred data sources. It was found out that majority of beneficiary schools are located within areas of lesser incidence of poverty. This could be attributed to political interference in view of testimonies from respondents and the computerisation of GLSS6 and GSFAOP. The study therefore proposed that the allocation of feeding schools should be done to reflect the percentage of poverty situation in each region. This could be achieved when the district education office takes control. It will help minimise the level of politicisation and as well improve efficiency. Originality/value The study therefore highlighted the relevance of the school feeding programme and the inverse relationship it has with political interference. It again demonstrates the need to restructure the operations of the programme to meet the objective for which it was established.

Even though several attempts have been made by the government of Ghana towards its goal of eradicating child labour, poverty, and marginalisation in educational outcomes for all children, the condition of disadvantaged children remain terribly devastating compared with those of more advantaged children. This article discusses the extent to which two new major Ghanaian education policy initiatives impact on this situation — namely, the introduction of early childhood care and development (ECCD) and the capitation grant (CG) policies. The article raises concerns regarding corruption, mismanagement and lack of proper monitoring of the policy implementation process and argues that the current trend seems unlikely to deliver the type of outcomes necessary to end marginalisation and suffering of children in Ghana. It proposes inclusion of parents and community participation in all aspects of the policy production and implementation processes.

Purpose – The paper aims to focus on how the dualism “petty trading and traffic” exacerbates the development of a social bond among traders from various communities and ethnic groups in Ghana. As understood in their normal innocuous sense, “traffic and petty trading” independently mark off two generally distinguishable exclusive partners. However, both petty trading and traffic now denote essential aspects of contemporary Ghana’s new social order shared uniquely among informal traders. The paper dilates on this phenomenon. Design/methodology/approach – The theory underpinning this study is social constructionism. Social constructionism is part of a post-modern understanding of the nature of reality. It is a strand of sociology, pertaining to the ways in which social phenomena are created, institutionalised and made into tradition by humans. The core idea of constructionism, therefore, is that some social agent produces or controls some object. ’s (1967) situational constraints thesis also provides an important element to this paper. The thesis maintains that the poor in society are constrained by the facts of their situation; hence, the poor are unable to translate many of their ideals into reality in view of the considerable poverty that engulfs them. The thesis, reiterates that once the constraints of poverty are removed, the poor would have no difficulty adopting mainstream behavioural patterns and seizing available opportunities. The thesis is significant in exploring the objectives of this paper. Findings – The paper finds that petty trading has given its adherents a new wave of life. The picture that emerges is that, although street hawkers are seen as a nuisance, a failure in society and lacking knowledge, they have become mindful of what society thinks about them. As a result, some have devised means to cope with what they do and also to find new ways to address the challenges facing them. The findings confirmed that people are self-reflexive beings and that they shape their own behaviour despite the influence of a variety of social factors that may constrain them. The study found that street hawkers have found a way to make life more meaningful for themselves than are actually perceived. Originality/value – The paper seeks to discover the daily lives of petty traders, which have been stealthily tied in to urban development and planning. It brings a new dimension to the issue of petty trading. The fundamental argument of the paper is that the multidimensional nature of poverty is leading petty traders to a new consciousness which bodes well for them. These traders are shaping their own behaviour despite the influence of a variety of social factors that may constrain them. The social bond and interrelationship that permeate their working relationship has created a basis for which they now forge close ties that promote an inclusion from the exclusion that they are generally enjoined to.

Abstract The generation of waste and how to manage it pose challenges to municipal and district authorities in many parts of the world. In the African context, poverty, bad management practices, and increasing consumerist culture have conspired to render the situation even more complex. Complicating the situation further is the addition of synthetic and electronic waste, non-biodegradable and, in several cases, hazardous. Drawing on personal first hand experiences in Ghana from the perspective of a pastor and a scholar of religious studies, the author reflects on contemporary waste and its (mis)management in Africa and how these affect the dignity and security of present and future generations. He draws on relevant theological motifs from Christianity and indigenous African religious beliefs and practices as well as insights from sociology and eco-theological ethics to analyse the challenge and explore ways in which African Christian public opinion may be mobilized to help address the challenge.

Microfinance institutions (MFIs) play an important role in enhancing the growth potential of small businesses. However, while regulation ensures that MFIs are financially sustainable, compliance compels them to make large-sized loans to wealthy clients in order to reduce the risk of lending and minimize administrative costs, a situation that compromises their main goal of reaching out to the poor. The study therefore, examined the effect of regulation on breadth and depth of outreach by microfinance institutions (MFIs) in Ghana. The purpose of the study is to find out whether regulation has enabled MFIs to increase their outreach (breadth and depth) thereby improving their sustainability. A mixed methods research design was employed, involving initial hypotheses testing with 31 self-regulated and 24 Central bank-regulated MFIs. The findings were then triangulated with a qualitative research design involving 13 Central bank-regulated and 20 self-regulated MFIs. The results showed that regulations increased the client base of MFIs but reduced the percentage of poor clients served, largely women. It is recommended that the government set up a fund for poor clients to be accessed by well-performing MFIs for provision of financial services to the poor to assist in poverty reduction.

The importance of housing in enhancing the quality of life has been widely reported. It represents one of the basic human needs, provides protection from harm and ensures survival. Like many developing countries, different Ghanaian governments have variously pursued several programs and interventionsdirected at addressing the country's housing challenges including housing loan schemes in the colonial era to affordable housing projects in the 2000s. Notwithstanding, access to adequate housing for the low to middle-income groups still remains unresolved. This paper is an attempt to gain deeper insights into Ghana's housing situation, its challenges and the efforts made by governments during the periods before independence and after independence. The nature of the housing policies implemented during such eras is explored and the reasons for the implementation failures examined. In the end, the paper provides policy recommendations that could potentially help increase the supply of affordable urban housing in the country. The paper calls for a strong political will and pragmatic intelligence in the implementation of housing policies and programs in the country. Mechanisms to provide sufficienthousing finance for the poor to adequately participate in the housing market have also been outlined. It is concluded that the over-empowerment of the private real estate sector to be the major providers of housing may not be optimal. Rather, it would only lead to the inability of the poor to be able to actively participate in the housing market, consequently exacerbating housing poverty. Effective public-private partnership has the potential to guarantee the supply of reasonably-priced and affordable housing provision.

Given concerns about the spiralling cost of health services in low and middle-income countries (LMICs), this study draws on a framework for assessing poverty and access to health services to ascertain progress towards achieving vertical equity in the National Health Insurance Scheme (NHIS) in a rural setting in northern Ghana. Rural-urban disparities in financial access to NHIS services are seldom explored in equity-related studies although there is a knowledge gap of progress and challenges of implementing the scheme’s vertical equity objectives to inform social health protection planning and implementation. A qualitative approach was used to collect and analyse the data. Specifically, in-depth interviews and observation were deployed to explore participants’ lived experiences, the relationship between location, livelihoods and ability to pay for health insurance services. The article found that flat rate contributions for populations in the informal sector of the economy and lack of flexibility and adaptability of timing premium collections to the needs of rural residents make the cost of membership disproportionately higher for them, and this situation contradicts the vertical equity objectives of the NHIS. The study concludes that the current payment regimes serve as important deterrence to poor rural residents enrolling in the scheme. Based on this, we advocate strict adherence and implementation of the scheme’s vertical equity measures through the adoption of the Ghana National Household Register (GNHR) as a tool for ensuring that contributions are based on income, and collection is well-timed

Research Highlights: Landscape approach principles were developed to address competing claims on resources at local scales. We used the principles to address agricultural expansion in Ghana’s forest reserves. Background and Objectives: Agricultural expansion is a major cause of Ghana’s forest-cover loss. Cultivation has totally deforested some forest reserves. The situation in Ghana illustrates the trade-off between attaining the Sustainable Development Goals (SDGs). SDG 1—reduction of poverty, and 2—achieving food security, are in conflict with SDG 15—protecting and restoring forests. We examined how farmers in forest fringe communities could be engaged in restoring degraded forests using the landscape approach and whether their livelihoods were improved through the use of this approach. Materials and Methods: The Ongwam II Forest Reserve in the Ashanti region of Ghana is encroached by farmers from two communities adjacent to the reserve. We employed the 10 principles of the landscape approach to engage farmers in restoring the degraded reserve. The flexibility of the landscape approach provided a framework against which to assess farmer behaviour. We encouraged farmers to plant trees on 10 ha of the degraded reserve and to benefit through the cultivation of food crops amongst the trees. Results: Access to fertile forest soils for cultivation was the main motivation for the farmers to participate in the reforestation project. The farmers’ access to natural and financial capital increased and they became food secure in the first year of the project’s operation. Conclusions: Effective implementation of several small-scale reforestation projects using the landscape approach could together lead to a forest transition, more trees in agricultural systems and better protection of residual natural forests while improving farmers’ livelihoods, all combining to achieve the SDGs.

Development assistance achieved remarkable success in different periods. For example, Botswana and South Korea reached the great development in the 60s after very bad situation, Indonesia in the 70s, Bolivia and Ghana at the end of the 80s, Uganda and Vietnam in the 90s. In these countries development assistance played important role in economic transformation in formulation of the development of politics. The development assistance contributed educational programs and financially supported the development of public sector. The “Green Revolution” – by means of innovations in agriculture, investments and political changes – improved the live conditions of millions people thanks to the collaboration of many bilateral and multilateral donors. But there are some failures with the foreign aide. While the formed dictator of Zaire Mobutu Sese Seko became one of the richest people in the world (and invested his property in abroad), the development assistance did not stop for many years, Zaire (now the Democratic Republic of Congo) is only one example of the situation, where the permanent flows of assistance ignore or support the corruption and in suitable politics of governments. Tanzania received two milliards dollars for building the roads destiny the twenty years. But the roads were destroyed sooner, than the works could be finished because of insufficient maintenance. The study of World Bank brings the conclusions of the new conception of the development assistance: financial assistance works only in suitable political world; the lowering of poverty is possible only with working institutions – political and economic; effective assistance complete the private investments; receiving country is obliged to have public sector in function; the function of public sector is developing on the activity of civil society; patience and good ideas, not only money, can help to reforms in very unfavorable conditions.

Various governments in post-independent Ghana have attempted to alleviate poverty among the citizenry. In furtherance of this, several poverty reduction strategies have been employed with different results. Even though the rate of poverty has fallen over the years, it is still high at 21,4% (Molini and Paci, 2015) with women unfortunately bearing most of the brunt of this (National Development Planning Commission, 2012). This dissertation looks at filling the gap in information by exploring the role women can play in poverty reduction,
using Ghana as a case study. In doing that, the study analyses poverty and the underlying reasons for endemic poverty among Ghanaians.
The objective of this study was to contextualize and make a dimension of poverty broadly in Africa and Ghana in particular. It also sought to critique the current policy alleviation policies and programmes, in relation to various factors contributing to endemic poverty among Ghanaian women, with the aim of identifying the roles that women can play in poverty reduction and making recommendations.
In this regard, a descriptive research design coupled with qualitative research methodological technique was employed, where relevant publications in the form of government reports, journals, textbooks and internet were used to collect data.
Inferences were extracted based on the requirements of the research topic.
The study found that women play an important role in food production, trade, and business. It also emerged from the study that there are numerous factors inimical to the reduction of poverty among women in Ghana. They included their inability to negotiate labour matters; a lack of, or limited education; patriarchal culture or customs; and economic sabotage. In addressing the aforementioned factors, the study recommended that in its pre-assessment of NGOs, government tailor their intervention to synchronize with the development strategies to alleviate poverty among women. It also advised educational awareness and public-public partnerships in the establishment of schools targeted most especially at women for empowerment purposes. Finally, there was an emphasis on advocacy for the reservation of land exclusively for women through land reforms.Public Administration and Management

The success of the UN Sustainable Development Goals in reducing hunger and poverty is limited by crop losses. Globally, plant pests and diseases account for 40% yield losses which threatens food and nutrition security, livelihoods of citizenry and erode the resources of local and national economies. Phytophthora diseases are among the most important diseases in sub-Saharan Africa which result in severe socio-economic consequences. Roots and tubers and cash commodity crops are important staples and foreign exchange earner crops in Ghana which are significantly challenged by the incidence and severity of Phytophthora diseases. To ensure food availability, safeguard the local financial ecosystem and protect the environment, innovative and sound management practices are needed and this chapter reviews the different Phytophthora diseases on crops; more specifically with (cocoa and taro as case studies), the consequences and available management options that can be applied to manage the disease situation in Ghana.

This chapter describes a recent World Bank report which indicated a sizable percentage of households in developing countries do not have access to formal accounts with financial institutions. The situation has created a major barrier in the quest for a world without poverty due to the exclusion of segments of society from the formal financial system. The phenomenon has resulted in the exclusion of many from traditional financial services, thus the use of other means to conduct informal financial transactions. In Ghana, many households rely on domestic informal forms of remittance to relatives and payments. Such informal mediums of remitting money to and from relatives in Ghana (e.g. via “Bus Driver”) received wide patronage irrespective of the associated risks until mobile financial services were introduced. This chapter discussed Mobile Financial Services (MFS) from the perspective of emerging economy and treats the following topics; technology, adoption and the regulatory issues in MFS.

Social protection represents part of the global agenda of the International Labour Organization in its concerted attempt to improve and promote global labour standards, labour rights as human rights, and reduce poverty. The situation of African countries is precarious given the poor state of their economies, poor national incomes, and the widespread state of poverty. In addition, most African countries south of the Sahara have poor databases on vital statistics, security insecurity, mono-cultural economies, and the failure to effectively entrench governance and democratic institutions and reforms, amongst others. How could the problem of corruption, graft, theft of public funds, and the cumbersome bureaucratic bottlenecks that are so prevalent in Africa be minimized if not eliminated? The chapter, therefore, anchors its analysis on two African countries: Nigeria and Ghana. But how can social protection be funded in a sustainable way? These are the objectives that are being pursued in this chapter.
