Abstract:
In this professional integrative work we aim to analyze the potentiality of the virtual classroom interaction in the instances of connection with the evaluations of the students of the Department of Bibliography and Selection of texts, the route that they take during the dictation of the subject, to through the data obtained on the platform and the interview carried out with the teachers. The starting point for carrying out this work was to observe previous evaluations to consider carrying out an intervention when developing a comprehensive evaluation of the student at a distance. To address our object of study we will do so under a type of exploratory research within a quantitative-qualitative paradigm. Thus, we designed a field work that allows us to observe each unit of analysis, the students in the distance education platform within an evaluation context, accompanied by the opinion of the teachers in that instance. This context refers to the students of the distance education department of Bibliography and Selection of Texts of the Faculty of Humanities, cohort 2019, the source of information is the Moodle Platform for Distance Education, each student being the unit of analysis that Their activity will be observed, with this information we prepare a data matrix and the work is completed with scripted interviews with teachers of the Distance School Librarian career, to know their opinion about the evaluation instances. The data, the conclusions and a work proposal are presented for evaluation and reflection.

Abstract:
Since the analysis and appraisal of the graduate courses, in relation to the labor market, are required constantly, the purpose of this project is to examine the structure and qualifications of the students graduated at the “Faculdade de Biblioteconomia da PUC-Campinas” from 1995 to 2005, through their professional performance. This analysis should identify: personal profile, institutions where they work, activities developed, suggestions concerning their qualifications, adaptation to the labor market, behavior in relation to extended education, differences concerning courses of previous curriculum, known as “Biblioteconomia” and actual curriculum known as “Ciência da Informacao com habilitação em Biblioteconomia”. The method used was based on field research, with the emission of 213 questionnaires, of which 36.62% were answered. In general most of the graduates are females, work in Campinas at University Libraries and at Private Company Libraries as Librarians, performing general and administrative functions. The course is selected to seek specific knowledge and attend job opportunities. The course was appraised within regular and good, the teaching staff criticized, and lack of specific knowledge noticed. Apprentice classes have been suggested and a better set up of a trainee program. In relation to courses of extended education, 66.96% of the graduates of the previous curriculum concluded or are concluding courses, while 33.33% are of the actual curriculum. With the purpose of acquiring better knowledge to work, the necessity of a period of training, experience via work and the study of specialization courses are emphasized. The course offers certain skills like cataloguing, classifying and following of procedures. The course doesn’t offer skills like leadership, special subjects, practice, archive, English, sufficient cataloguing and classifying. Subjects considered important for the job: reference services, planning and administration of libraries, cataloguing, classifying, archive and automation. Subjects not considered important for the job: anthropology and bibliometry. In relation to regretting haring made the Course, 96,15% answered negatively. The main differences refer to bigger percentage of male students for the new curriculum and the criticism mainly refers to the subjects and to the teaching staff.

Abstract:
Study programmes in library sciences have changed fundamentally. In 1999, 29 states signed the Bologna agreement for a new study programme. Among other things the main focus is on the mutual recognition of qualifications obtained, in general to promote comparable course structures and to establish a single European Higher Education Area by 2010. The aim of this thesis is to examine the ongoing changes in the curriculum because of the reorganisation of study programmes. First, a review of literature is undertaken to give basic information on the Bologna process and the legal foundations. Statistical information about the situation in Austria and Germany conclude this chapter. In the second part of the thesis all bachelor and master study programmes in library sciences are examined. Additionally, specific characteristics of each course and some background information are given. Furthermore, the directors of studies are interviewed to find out whether or not there are deficits in the courses at the moment. Summing up, changes in the courses have both a positive but also a negative effect on the teaching programmes for information professionals. The findings of the interviews are summarised by giving information on the new curricula. Finally, recommendations are made about which courses are important and should be included.

Abstract:
The research that follows intends to make an integral contribution to the field of education and also seeks to: collect the main pedagogical models of e-learning, raise awareness among institutions of higher education on the need to develop digital skills in their faculty, and deliver a proposal for teaching digital literacy. It is perceived that many teachers have not received the optimal training to employ virtual education methods and therefore the tools and strategies used for teaching and learning are poor, which has led to an increased number of students who drop out. A questionnaire was sent to fourth universities that have virtual education programs in order to determine the weaknesses of teachers using those methods. Also, a complete theoretical revision was conducted in order to identify an appropriate pedagogical model for e-learning and to design a digital literacy proposal for faculty members After an extensive review of the subject it was determined that the pedagogical model that best supports e-learning instruction is the socio-critical constructivist approach, which favors self-learning and “self-critical reflection,” and considers both the teaching role and autonomous learning. Finally, an integrated plan for teaching digital literacy focused on technological, cognitive, pedagogical, communicative, organizational, and social components was developed, which specified the tools to integrate into each section, along with time and costs. This was done in order to deliver a practical methodological proposal to institutions of higher education.

As the increase in the quantity and the quality of the information makes the lifelong learning compulsory for all the members of the society, lifelong learning requires improvement of some skills like information literacy skills. Equipping individuals with the information literacy skills, such as defining the information needs, searching, finding, using and communicating information, during their formal education requires that the teachers should posses these skills. Therefore, it is getting important for teacher candidates to graduate from the Faculty equipped with information literacy skills. The findings of this research carried out on the senior students attending Sakarya University Faculty of Education show that library facilities they owe as well as the education they get don’t let their information literacy skills to improve. Findings also prove that they are willing to attend information literacy training programs.

Abstract:
This case study was aimed at obtaining the experiences of faculty and students of Moi University, Nairobi Campus in accessing information resources for teaching, learning and research. The study examined background information regarding knowledge societies and the role of higher education in society. This was done with a view to exploring the potential of Open Educational Resources in enhancing access to teaching, learning and research information resources at the campus. The literature review focused on the concept of Open Educational Resources (OER) and provided a critical examination of access to knowledge and learning materials in higher education. Evidently, little empirical studies have been conducted in Africa concerning OER. The Communities of Practice theory was adopted to inform the study with regard to learning experiences and their realization in communities. Online questionnaires and interviews were the principle data collection instruments. These were administered upon faculty, students and the librarian of Moi University, Nairobi campus. Furthermore, data was also gathered through interviews with OER experts from North America, Europe, and Africa. These experts provided vital information on the potential of OER in enhancing access to teaching, learning and research information resources to institutions such as the case for this study. The findings of the study revealed that the concept of OER was not clearly understood by the respondents and interviewees from the case institution. Respondents confused the concept of OER with other concepts like e-learning. Nevertheless, they signaled appreciation for access to open resources. In addition, it was evident that the faculty and students of this institution had insufficient access to resources. The library was not sufficiently stocked with information materials and facilities to cater for the growing population of the campus. The study recommends the adoption of more open educational practices through the creation of electronic institutional repositories that are open and searchable. Furthermore, the study suggests greater collaboration and sharing of resources and teaching practices among faculty within the campus and beyond. To achieve this, both faculty and students require information literacy skills. Finally, the study recommends that the librarians and information professionals be more proactive in identifying and bringing awareness to clients about available and relevant open resources.

Abstract:
The use of scientific information constitutes a highly valuable resource for research that promotes social development. It is a demand for Cuba to train doctoral students prepared for the proper use of scientific literature. This research is directed in this direction, which proposes a pedagogical conception for the development of informational skills in doctoral students. For this, the theoretical-methodological references that support the informational skills in doctoral students are systematized. With a dialectical materialist approach, different methods of the theoretical, empirical and statistical levels were used that allowed to characterize the doctoral training process and develop a pedagogical conception containing four components and the relationships that exist between them. From the implementation of this, an advanced level of informational skills is achieved in the doctoral students, which could be verified through the prospecting of scenarios, direct observation and the Iadov technique during training and the description of the results obtained that they confirm it.

Abstract:
Since ancient times, libraries constitute site of knowledge and place where everybody can find the required information but, at the same time, be educated in order to acquire information literacy. The medical librarians following the developments in health sciences and in adults’ education get continuously into roles that result from their conditions of work and make the systematic education essential. In order to cope with their role they owe to combine knowledge, skills and attitudes so much concerning their job what concerning the training of adult scientists. The subject, therefore, of the present study is the research of training needs of medical librarians of Greece. It is more specifically researched on one side: (1) The way that the educational needs of medical librarians are shaped according to the subject specialisation, the training programs that have participated in and the informative needs of library’s users and on the other side, (2) the opinions of medical librarians for the necessity of subject specialisation of their work, but also for their ability to instruct the users of medical libraries. Objective of this study (target group) are the librarians of health sciences of Greece. The study is based on a combination of quantitative and qualitative approach. Questionnaires were sent to all medical librarians and interviews were taken place in order to study their opinions deeply. The results of the study showed that the Greek medical librarians have specific educational needs that are also detected by them. These educational needs concern in the continuing education in their job, in the subject specialisation and in the acquisition of the ability to instruct adult users. At the same time, the medical librarians prefer distance learning as main training method (on-line courses, workshops). The most important motive for their educational training is the increase of knowledge and skills, while the cost of the courses is the major disincentive. Even though, they consider continuing education important they haven’t participated in any educational course concerning their job because they are not provided such by any institution. The medical librarians– impelled by the developments- train informally the users of the library, but, at the same time, declare that they need further education in teaching techniques and learning theories for the constitution of a line of a more effective training..

Abstract:
This thesis aims to identify the relationship between information literacy and open education; analyze this relationship and the impact of information and communication technologies in the field of education as inputs to rethink access to education as a human right in the context of the information society. The research is developed based on a qualitative methodology with critical review of literature, interviews with qualified informants and discussion of categories of analysis. Given the unexplored of the subject that is approached, the main theoretical debates that take place in the academic fields dealing with this subject are presented and discussed; The approach is deepened from categories of analysis that arise from theory and interviews. The main result of the research lies in the presentation of a relationship between information literacy and open education, the definition of the impact of information and communication technologies in the educational field and the redefinition of the roles of students, teachers, information professionals and the libraries in contexts of open education. It is concluded that there is a relationship between information literacy and open education, which is defined under the premise that the process of information literacy contributes to the development and implementation of an open education model. Training the individual in information competencies is strictly necessary so that the person can carry out his educational career in an open education context. In addition, the integration of information literacy-open education, added to other factors such as the development of public educational policies that favor the opening and democratization of education, is fundamental for the attainment of the human right of access to education.

The new way of building websites puts users in a new place into this habitat, where they will be able to participate more actively. The website is now understood as the platform on which applications are developed and the way of interact between users. Currently, the user needs to exceed his typical role of reader of documents published by other authors; in this moment, the user feels interest to edit his own documents and publish them directly without any intermediaries, either alone (in a blog, for example) or collectively (in a wiki, for example). This new paradigm is known as Web 2.0 and it introduces a set of ideas and services that give us greater ability to participate. On the other hand, the Spanish regional goverments use to develop websites that are beginning to integrate this set of products and services of Web 2.0, providing to their users a greater level of participation and the capability to build their personal spaces. The purpose of this study is to review and analyze the presence and use of these set of products and services into the Educational web portals of the Spanish regions.

Abstract:
The adaptation to the European Higher Education Area led to the adoption of a curricular program based on the acquisition of competences by students. The Equality Act and other subsequent regulations have emphasized the need for the university to train its students in competencies that respect diversity, gender equality and non-discrimination. The contents taught in the Degree in Information and Documentation, as well as the professional profile of graduates, make especially necessary to promote sensitivity to gender inequalities as they will perform tasks of processing and representing the contents of information and intermediation in the informational processes of those who seek and use information. For that reason is the justification and interest in conducting this research. We have analyzed mentions of diversity attention (functional, ethnic-racial, sexual, etc.), gender equality and the inclusion in teaching programs of the subjects taught in the Degree in Information and Documentation in the Spanish universities. The sample studied consists of 471 teaching guides which have been downloaded in pdf from the websites of the 11 public universities that teach the degree and they correspond to the 2018-2019 academic year. For the analysis of the documents, the qualitative analysis program "Atlas.ti" has been used. The 471 programs have been introduced in both programs as primary documents, grouped into families according to course, grade and university. It has been determined the percentage of subjects in which mention is made of these contents or competences to be acquired by the students, the type of subjects, the course in which they are and the subject in question. We have also been able to determine if the mention is made by relating the competences to be acquired by the students, in the contents of the subject or in the bibliography. The results have also been grouped according to the subjects and the type of subject. To that end, a set of categories has been established (inertia subjects, legal inertia, colonization, natural evolutionary and evolutionary by commitment) in terms of attention to diversity and the integration of the gender perspective. To conclude, the most of the teaching programs ignore training in gender competencies and inclusion to future information professionals. In general, the little presence of the gender perspective in the teaching projects of the Spanish universities is observed after carrying out the analysis of all the teaching guides of each university.

Abstract:
This research enters into the disciplinary discussion another proposal to observe the librarian, and particularly his identity. Permeating with this the access of subjectivity to library studies and integrating the ability of the subject to influence the processes of conformation of social space. Under this scenario, the question arises: How has the identity of the librarian been shaped in the library field in Mexico? In order to seek to answer this question, the elements that make it up have had to be defined, namely: the library field in Mexico, the librarian and identity, which have also served to structure the chapters that make up this thesis and that intertwine organically. with the theoretical-conceptual framework of this research. Consequently, the research objective is to reflect on the identity of the librarian in the library field in Mexico. Understanding reflexivity as the action of going back on itself to critically examine its conformation, but also the effect that the identity of the librarian has had on the constitution of the field itself. This is part of a strategy of construction and understanding of the phenomenon itself. The hypothesis that derives from this is that identity is constituted in a dialectical relationship between objective reality and subjective reality, or between the librarian field and the librarian. So there is not one but a variety of possible identities that are outlined in the dialogue between the subject and the field. Thus the formation and maintenance of identity, or rather, identities are determined by the social structure, reciprocally, the social structure is maintained, modified or reformed in the interplay with the identities produced.

Abstract:
This research is based on the premise that the Uruguayan Educational System does not provide individuals sufficient tools to acquire skills and competencies in the management of information, being that one of the reasons that explain the difficulties to improve the levels of academic performance of the students. It seeks to justify that the inclusion of Information Literacy into the Educational Public Policies, that guide the Uruguayan Educational System, would contribute to solve the identified problem, since, the Information Literacy is the process by which the students could acquire the information tools that are necessary to have a good information management, adopting a critical stance toward it, and achieving more autonomy. In this way, the student would be more able to graduate from the Educational System, being a citizen more suitable for the decision-making and to exercise the full enjoyment of their rights. It considered that a citizenship with these characteristics possess the ability to deal with the social problems in a more conscious and responsible way, collaborating with the contraction of a more just and egalitarian society. To achieve the above stated objective, the research was developed with a purely qualitative and analytical deductive methodology, in which was elaborated a conceptual framework with great bibliographical support, with the development of the key research concepts by the research team. After that, a set of interviews were held with qualified informants in each of the themes that are treated in the development of this research. Reinforcing these interviews was made a focus group in which participated only actors that make up the Uruguayan Educational System from various roles (students, teachers, authorities, etc.) that facilitated the establishment of the status of situation of that system from all the possible perspectives, Developed these three instances of the investigation, was carried up a theoretical discussion of the problem identified and the proposal established to contribute to solve it, nurturing that discussion with theoretical concepts and the testimonies gathered in the previous stages of the research. After that, were settled some conclusions and reflections that confirm the hypothesis raised by the research team and consequently the achieving of the objectives that were established by him. Finally were exposed some recommendations taking into account the results obtain. Concluding that, indeed, the inclusion of Information Literacy in Educational Public Policies that rules the Uruguayan Education System would contribute to improve the educational performance of students, since that would give them the necessary tools to develop skills and competencies in the information management, which also will favour his development within society.

We will also consider the relationship between our case study and business investments of an economic nature, since these will be valued by equating a financial investment of similar amount, term and risk. So, it will be the financial market that provides the minimum return required to a productive investment.

Abstract:
The development of new information technologies and communication, which arose in the second half of the twentieth century, the scientific community has brought new ways of communicating science, interacting on a global scale, making the boundaries of knowledge increasingly blurred. Scientific communication, subject to the interests of large commercial publishers have tried to free themselves from the shackles imposed by them, seeking an autonomy that has been difficult to achieve, but gradually achieved thanks to the Open Access Movement, thereby allowing access and sharing of knowledge and enhancing research, researchers and institutions to which they are inextricably linked. Institutional repositories are strategically defined as dissemination tools of the produced knowledge, especially in higher education institutions, enabling the pursuit of the objectives set by that movement, helping to provide the visibility and impact so necessary for scientific work, especially during economic, political and social difficult times with consequences that have an effect on the scientific community. The work presented here had as objective to understand the attitudes and behaviour of the teaching community of Polytechnic Institute of Coimbra (IPC), in relation to access of scientific information and the need for publication by teachers, seeking to identify potential constraints to the development of a own repository, having been used, for this purpose, a questionnaire with a form of an online survey near the IPC teaching community. This study has shown that the teaching community makes extensive use of digital technologies to look up necessary information for their research work, thus supporting principles underlying Open Access, which considers this an effective and efficient means for the diffusion of scientific literature. However, this study has also indicated that in practice there are some drawbacks due to constraints related to copyright laws, publication costs and other worries, thereby supporting the implementation of a policy based on this model.

Develop guidelines for the construction of a deontological code for Archivology professionals in Venezuela, with the purpose of serving as a foundation and delimiting attributes of ethical responsibility for the exercise of graduates in the area. The methodology is of a descriptive type with a documentary and field design, having as a sample 10 reference manuals from up to 8 countries in the world and 1 of an international nature, in its sections on compositional elements, structure and form. Next, it compares the deontological principles access to information, document conservation and preservation, document management, professional incorruptibility, privacy, user service, professional responsibility and social responsibility. After that, it characterizes the deontological, ethical and moral criteria of Archival professionals in Venezuela, achieved with the application of a survey to contextualize the national scope and strengthen or contradict the criteria obtained in the comparative documentary analysis. As a consequence, a code is obtained that contains the ethical principles studied contextualized to Venezuela. From the results it is obtained that the ethical principles of different countries are in line with each other and with the ethical requirements of the Venezuelan archivologists.

Abstract:
This study adopts a qualitative approach and uses the case study method. Fourteen researchers and librarians were interviewed in four organizations in Addis Ababa, Ethiopia. The responses based on the semi-structured interviews provide information about the current status of scholarly communication, the awareness of researchers and librarians about open access and the actual and potential challenges in implementing open access strategies in Ethiopia. This research is believed to illuminate the practicalities and procedures of how open access scholarly communication models could foster and support knowledge sharing and collaboration among Ethiopian researchers. The results of the study show that Ethiopian researchers suffer from lack of adequate access to scholarly literature. There is also lack of scholarly communication outlets to publish and disseminate their research results. This study reveals that the current scholarly communication system in Ethiopia is faced with technological and social challenges. Open access is proposed as a viable alternative for Ethiopia. The research indicates that if Ethiopian universities and research institutions adopt open access policies and strategies, it would help them improve the access and dissemination of scientific research results. A concerted effort is required from administrators, librarians, researchers, funding agencies and government to implement and fully harness open access in Ethiopia.

Knowledge is the object of investigation and discussion; Citizens use it critically, transforming it into tools that allow them to improve their lives individually and collectively. The social and hierarchical differences that historically determined access to formative capital have blurred in the last century, and a wide variety of forms of culture are increasingly consumed, regardless of social, economic or cultural level. Among the cultural centers most visited by the citizens we find the museums. These knowledge centers work so that their communicative purpose is in tune with the content they offer and try to respond to the expectations and needs of visitors. The analysis of whether the answers they offer are adjusted to the demands of their visitors is the object of this work. It is a meeting that brings together disciplines such as information sciences, social sciences and museology, and which has made it possible to obtain an approach to the motivations and demands that some of the visitors to the Museu de les Ciències de Valencia have when they visit a museum.

Abstract:
Library and Information Studies (LIS) are approached as a complex construct, which has several avenues: it is a scientific discipline that brings together a set of theories, methods and techniques supported by a concrete, precise scientific community, it is a paradigm. Likewise, it is a series of professional practices, some classic or consolidated (such as the documentary analyst and the librarian dedicated to information services), others emerging (such as the virtual librarian or the expert in controlled digital lending); also, it is a string of areas of knowledge crystallized in lines of research and in study plans for the training of people (the Librarianship career in its various denominations), developed and supported by academic and professional institutions; all this within the framework of unavoidable issues of the context in which the (LIS) is deployed, such as the applicable legislation, the labor market of the information professional, the history and evolution of nodal topics (such as the book), the advancement of technology and its applications to Library Science, among many others. This construct, to be manageable, in the terms of this proposal, requires handles to generate minimally acceptable results and contain the overflow of ideas; In this investigation, the need to adhere to a structure that would allow the delimitation of the object of study and its technical approach became clear, that is, it was required to draw coordinates that would make it possible.

Abstract:
Social Sciences have a relevant importance, because they assist individuals to make sense of the social world and to situate their ideas, fears, interests, values and relationships at the center of the social processes they reflect and configure. However, a diagnosis made in the main doctoral programs of the Pedagogical Sciences in Cuba revealed deficiencies and deficiencies that led to the formulation of the scientific problem of the present investigation: insufficiencies in the process of interpretation of the social reality, in relation to its qualitative and complex nature, which limits the scientific performance of professionals. The object of the research is, therefore, the scientific research process of the Social Sciences and its field of action: the dynamics of information processing in the Social Sciences research process. The main research results are: a model of the dynamics of information processing in social investigations, which becomes an integrative didactic method for such processing, as a theoretical contribution, and a system of methodological procedures for processing information in the social investigations, as a practical contribution. It is revealed as essential regularity, the integrating logic between the understanding of the validity and reliability of social information and the systematization of the synthesis and the concretion of this information, consistent with a qualitative and quantitative processing of it. The pertinence and scientific feasibility of the research results was assessed satisfactorily through a consultation with experts and the corroboration of the partial application of the system of methodological procedures.

Abstract:
In this work, it was pointed out the infocommunicational competences as a possibility to educate for information in university libraries, based on actions developed by librarians. University libraries are drivers to promote infocommunication skills, playing an essential role in the formation of the academic community, as well as serving as a support for information, in addition to supporting the four pillars of the university: teaching, research, extension and innovation. Under the issue of investigating whether university librarians understand the problem of misinformation as their own and how infocommunication skills can help fight misinformation, the objective of this research is to analyze the implications of infocommunication skills in fighting misinformation in the scope of action of librarians who they work in university libraries. Supported by a theoretical framework, the dissertation discusses the phenomenon of disinformation, the role of university libraries in society, the attribution to librarians of combating disinformation, the impacts of disinformation on democracy in a post-truth scenario and the importance of education for information through the promotion of infocommunication skills. In an empirical collection, based on interviews with university librarians from the south of Rio Grande do Sul, it was discovered how and if the professionals are acting in the fight against misinformation, and how and how their responsibility to combat misinformation is understood. The research uses qualitative, descriptive and exploratory methods, using for data analysis the French-line discourse analysis and elements of infocommunication skills, by Borges (2018, appendix), to relate the actions described by the interviewees with each competence in information and in Communication. Furthermore, the levels of information literacy in university libraries by Uribe-Tirado and Pinto (2014) are considered, in order to show whether the actions promoted have a more consistent focus on training or on literacy/promotion of infocommunicational skills. From the empirical research, the actions that are promoted by the interviewed librarians were listed, relating to infocommunicational skills, in which it could be seen that information skills are usually promoted more than communication skills. It was also observed that the interviewees are concerned with the phenomenon of misinformation and consider it a strong point for their professional performance, but they still do not develop actions that educate for information, with an autonomous or political bias, and do not promote infocommunicational skills yet. in their daily activities, in the case of level initiatives with a greater instrumental focus, which would be level 2 by Uribe-Tirado and Pinto.

Abstract:
The development of new information technologies and communication, which arose in the second half of the twentieth century, the scientific community has brought new ways of communicating science, interacting on a global scale, making the boundaries of knowledge increasingly blurred. Abstract:
From the end of the XX century the librarian field has been revising and reinventing an educative aspect, which is known in Spain as “users' training” or "users' education" (formación de usuarios), giving birth to a new expert knowledge called information literacy. Information literacy is conventionally conceived as a protocolized process, a set of stages (determine the need, access, evaluate and use and communicate information), which seeks to make users competent in the use, process and efficient management of information. From the field of librarianship, information literacy is usually seen as a given, natural, reality and it is generally studied from technical and managerial perspectives that are not used to leave the field itself (the analysis focus on standards and indicators, models, strategies of applicability, assessment, etc.). From our point of view, this is an insufficient optic to understand the social and political significance of both the library institution, the activity of its staff and the discursive constructions it produces. Among the contributions of the study, one which really stands out is that information literacy, that new expert knowledge made up into different models from the end of XX century, is seen not as something natural or a necessary result of the evolution of the librarian world, but as a social construct, which arises in a specific time. The whole of meanings, practices, values, knowledge, etc., that different social groups and agents assign to this new literacy is identified as informational discourse.

The overall research aims to ascertain the degree of commitment social oriented educational area of librarians working in university library in the city of Chillán. The thesis seeks to discover whether there is an interest based on a matter of "compromise", by librarians working in college, to develop proposals with the order to fulfill a social role in the community outside cash. The investigation also exposed, the work done by a group of librarians, who work in the Library of the University of Concepción, Campus Chillán. Which through effective social engagement, which will be released in the background of this research, they have discovered it is necessary to encourage the social role among colleagues working in other area universities. The methodology used in the research is the mixed approach. This approach allowed the integration or combination of qualitative and quantitative approach. Combine different types of sampling, the dimensions of the expanded research and understanding. The term "compromise" implies commitment to society, is to against prevailing ideas, to defend the things to be believed, even if it means taking some risks and discomforts. From this perspective, the study investigates the level of commitment that librarians of the university libraries in Chillán, are being out, to participate consciously in the transformation of education, not only in the community that belongs to them (students), but also with those who are part of the external community, where inserted college. It is argued that the university library as a service framed in a public institution, has a social responsibility that should expand its definition. It also states that above all librarians are people and like any other, have a commitment to society.

The high positions are the political base of the public administration in our country. The citizen knows them fundamentally, through the means, but this image provides a fragmented vision. The websites of the administration offer complete information about them and their competencies, but as a snapshot, of the corresponding legislature. So where is the map of the political power of an administration throughout its history? Nowhere. The dispersion of this information, so significant, and the lack of understanding may be acting to the detriment of the transparency of governments. The interest of the citizens in the politics and in the actions of the politicians supposes a social change in which the maximum is the transparency and the accessibility to the information of public character in a clear and organized form. The project proposes to build an automated methodology and a prototype of a graph based on this information from unstructured sources that is useful for citizenship and administration in order to relate and organize the information of the Generalitat Valenciana. The model with the data that support it will be released for later reuse and adaptation to other administrations.
