Full textWhat are the cultural approaches, management policies and organizational practices that make an educational institution an inclusive one? This is the question we try to answer with this investigation, using the comparative element between the Italian and the Catalan school systems. This work is based on three theoretical framework: inclusive education in coherence with the Disability Studies approach; Autonomy and leadership for inclusion and the self-evaluation and self-improvement processes as an inclusive school development in accordance with the perspective proposed by the Index for Inclusion. Field research provides us that the reference legislation plays a crucial role, as a lever for the protection of rights to the full inclusion of students with disabilities in Italy or as a reason for exclusion and separation in Catalonia, The need for schools to reconquer a pedagogical thinking where organizational practices and management policies are based on cultural and values bases emerges strongly.

Resumo: O Comitê Gestor da Internet no Brasil é o tema desta pesquisa, que tem por objetivo analisá-lo nas dimensões: gestão, através do modelo de governança eletrônica, adotado no Brasil e segundo os padrões da governança mundial da Internet; comunicação, através da análise das atividades desenvolvidas por este Comitê, no que diz respeito à produção de indicadores de caráter estratégico sobre a Internet brasileira; e segurança quanto à sua utilização, destacando os aspectos de confidencialidade, integridade, ética e disponibilidade da informação, aspecto também destacado no trabalho de gestão empreendido pela entidade aqui analisada. A Internet é um meio de comunicação capaz de sediar modelos de compartilhamento de informações que vêm transformando rapidamente as relações interpessoais de maneira significativa. Neste sentido, é um veículo que traz questões importantes para reflexão de pesquisadores da área de comunicação, no tocante a seus efeitos em diversos aspectos da vida social, cultural e política na sociedade da informação. Há uma expansão constante do número de internautas no mundo e no Brasil. Dados do Comitê Gestor da Internet apontam o total de usuários da rede no país em 2007: são aproximadamente 45 milhões de indivíduos incluídos digitalmente, que representam 34% da população. Os brasileiros em questão estão adentrando no ciberespaço, consumindo e produzindo informações, entretenimento, produtos e serviços. O Brasil é considerado, hoje, a segunda comunidade mundial presente no Orkut. O volume cultural produzido no ciberespaço, além de apresentar transformações em aspectos de sociabilidade e hábitos de consumo, traz também novas dimensões e problemas, como os cibercrimes, por exemplo, que surgem com o crescimento da utilização da Internet. Abstract: Internet Charge Comiteé is the theme of this research, which strives to analyze it in the following aspects: management, through the model of e-governancy, adopted in Brazil; communication, analysis of the developed activities by this Comitée, regarding strategic indicators on the brazilian Internet and security when handling its use, highlighting the issues of confidentiality, integrity, ethics and information availability, an aspect that is also highlighted in the management work charged by the entity analyzed here. The Internet is a communication tool able to group information share models that are quickly transforming interpersonal relation in a significant way. It is a tool that brings us important questions for researchers in the communication area, to reflect upon its effects in various aspects in the social, cultural and political life in the age of information. There is a constant expansion in the number of Internet users in Brazil and in the world. Data from the Internet Charge Comiteé show the total of users in the country in 2007: around 45 million of people digitally included, composing 34% of the total population. The brazilians in question are entering the cyberspace, consuming and producing information, entertainment, products and services. Brazil is considered today the world's second biggest community in Orkut. The cultural quantity produced in cyberspace, other than presenting in sociability aspects and consuming habits, also brings new dimensions of problems, like for example e-crimes, which appear with the growth of Internet utilization. There are few brazilian academical studies which analyze and point out the problems related to management, communication and security in the Internet. Full textWe know that the education is of odd importance for the formation of the citizenship. However, young and adolescent children with report of difficulty of the social education adjustment and with difficulty of learning of the school contents, they need appropriate effective actions from these public's characteristics. The present work has for purpose to approach the paper of the school, of the student, of the educator and of the family, in the process of the students' school and social inclusion with special educational needs. He/she will put emphasis that those labeled students, known as Attended Freedom (LA), that had passage in the House Foundation or in prison. The traveled road was made by the study of aspects of a located public school in the periphery of the city of Mauá in which we came across a quite arduous reality, with many confronts - from subjects of School Administration the lack of family structure. Due to the found reality, we can infer that is done necessary an urgent reformation of the school curriculum, investments of the publish politics in the education of Base, improvement of the work conditions in the public schools and teachers' of the net continuous formation, seeking that these can develop pedagogic competence in your multiples aspects. That managers and educators human beings, ethical, reflexive, competent and know how to work with the human diversity, doing of this, a possibility of mutual growth. Sabemos que a educação é de importância ímpar para a formação da cidadania. Contudo, crianças jovens e adolescentes, com histórico de dificuldade de ajustamento socioeducativo e com dificuldade de aprendizagem dos conteúdos escolares, necessitam ações efetivas adequadas às características desse público. O presente trabalho tem por finalidade abordar o papel da escola, do educando, do educador e da família, no processo de inclusão escolar e social dos alunos com necessidades educativas especiais. Dar-se-á ênfase àqueles alunos rotulados, conhecidos como Liberdade Assistida (LA), que tiveram passagem na Fundação Casa e/ou cadeia. O caminho percorrido fez-se pelo estudo de aspectos de uma escola pública localizada na periferia da cidade de Mauá, na qual nos deparamos com uma realidade bastante árdua, com muitos enfrentamentos desde questões de gestão escolar à falta de estrutura familiar. Diante da realidade encontrada, podemos inferir que se faz necessária uma urgente reformulação dos currículos escolares, investimentos das políticas públicas na educação de base, melhoria das condições de trabalho nas escolas públicas e formação continuada de professores da rede, de modo que estes possam desenvolver competência pedagógica em seus múltiplos aspectos. Que gestores e educadores sejam humanos, éticos, reflexivos, competentes e que saibam lidar com a diversidade humana, fazendo desta uma possibilidade de crescimento mútuo. Neste estudo, o processo de ensino-aprendizagem em turmas mistas com alunos deficientes visuais incluídos foi investigado. Para tanto, partiu-se de um levantamento histórico do processo de inclusão ressaltando a segregação a que estas pessoas foram submetidas, até a luta pela democratização. A metodologia de apoio pautou-se numa abordagem qualitativa, com análise de conteúdos de acordo com Bardin(1977). A coleta dos dados emergiu de entrevistas semiestruturadas onde questões eram sugeridas como coadjuvantes à investigação avaliadas por 8 professores de Biologia restritos à Unidade do Colégio onde os alunos deficientes visuais estudam. Conforme as sugestões desses docentes, as perguntas foram ajustadas gerando um questionário semiaberto a ser apresentado aos 22 professores respondentes e outro aos 4 alunos deficientes visuais, de acordo com a perspectiva sócio-interacionista de Vygotsky (1997). Os resultados obtidos valorizam os aspectos positivos na utilização de recursos didáticos adaptados no processo de ensino-aprendizagem da disciplina Biologia em tais turmas mistas, sinalizando fragilidades no que se refere aos processos de criação dos materiais e no acompanhamento das relações entre alunos deficientes, alunos videntes e professores regentes nessas classes de inclusão. Apesar de apresentarem concepções diversas, saliente-se que a maioria dos professores foi favorável à inclusão, manifestando interesse em conhecer os recursos metodológicos, linguagens alternativas e participar de procedimentos para capacitação nesta área, enquanto os alunos envolvidos direcionam todo o processo avançando satisfatoriamente quando ancora-se numa rede colaborativa com todos os envolvidos participando das decisões sobre técnicas e criações dos recursos adaptados.
In this study, the process of Teaching-learning in mixed classes with visually impaired pupils Includeds was investigated. For that, started a Levant the historical release of the inclusion process by emphasizing the segregation to which these people were subjected to the fight for democratisation. The methodology of support was in a qualitative approach, with analysis of content according to Bardin (1977). Data collection emerged from interstructured interviews where questions were suggested as supporting research evaluated by 8 biology teachers restricted to the high school unit where visually impaired students study. According to the suggestions of these teachers, the questions were adjusted by generating a partially open questionnaire to be presented to 22 responders and another to 4 visually impaired pupils, Agreement with the socio-Intershareholder perspective of Vygotsky (1997). The results obtained value the positive aspects in the use of didactic resources adapted in the teaching-learning process of the biology discipline in such mixed classes, signaling fragility refered to the processes of the creation of the materials and the accompanying relationships between handicapped pupils, psychic students and regent teachers in these inclusion classes. Although they demonstrate different conceptions, I emphasize that most teachers have been favorable to inclusion, demonstrating interest in knowledge of methodological resources, alternative languages and participating in training procedures in this area, while students Involved direct the whole process by advancing satisfactorily when it anchors itself into a collaborative network with all stakeholders participating in the decisions on techniques and creations of the adapted resources.

So that, this thesis analyses which are the characteristics of a collaborative teaching-learning situation, and how the use of a teamwork structure in the frame of an inclusive school for everybody, can influence the expectations of teachers, the group expectations as well as the group motivation to success.With this research we wanted to study wether the effect of cooperative learning structure is accompanied by a change in the mutual expectations that students have in their teammates, and if this change in the mutual expectations affects students’ motivation to succeed.

Full textLa situación actual de la inclusión en la universidad en nuestro país nos muestra una paradoja: si bien, por un lado, se dispone de una legislación con unos principios claros que establecen la concreción de universidad inclusiva y se constata un creciente interés por parte de las universidades para poder garantizar que todo el alumnado, independientemente de su contexto y realidad personal, pueda cursar los estudios que deseen con éxito, así como también se contempla que todos los miembros de la comunidad universitaria puedan desarrollarse a nivel profesional en términos de equidad, la realidad, por otro lado, es muy diferente; se observan serias deficiencias en la cultura, los modelos, las evidencias y las prácticas universitarias asociadas a la inclusión. En consecuencia, parece oportuno y necesario plantearse los siguientes objetivos: en primer lugar, identificar los indicadores que podrían contribuir al proceso de cambio y transformación de los estudios superiores a fin de conseguir universidades más inclusivas y, a partir de la opinión de los miembros que componen la comunidad universitaria -estudiantes, personal docente y de investigación, personal de administración y servicios, y personas con responsabilidad de gestión-, realizar una valoración que permita priorizarlos. En segundo lugar, conocer el comportamiento de estos indicadores en las universidades catalanas para obtener una aproximación de la realidad actual en relación a la inclusión en los estudios superiores. En tercer lugar, compararlos con los de las universidades de la provincia de Ontario (Canadá) ya que presentan un modelo de intervención en el marco de la igualdad de oportunidades y la accesibilidad universal para toda la comunidad universitaria. A partir de un planteamiento metodológico cuantitativo, con la participación de 1.224 personas, y cualitativo, con la realización de nueve grupos focales, a las comunidades universitarias catalanas y de la provincia de Ontario (Canadá), los resultados obtenidos han permitido identificar cuarenta y una categorías que se han estructurado siguiendo el Índice de la inclusión (Duran et al., 2006), proponiendo una priorización de las mismas y poniendo de manifiesto que para su implementación el ámbito prioritario es el desarrollo de culturas, seguido de la generación de políticas para, finalmente, desarrollar prácticas inclusivas. Asimismo se ha valorado el grado actual de implementación de estas categorías en las universidades, haciéndose evidente una diferencia de percepción por parte de los participantes en función del rol desarrollado en la comunidad universitaria, siendo los estudiantes los que menos perciben la existencia de estas categorías y, por el contrario, las personas con responsabilidad de gestión las que más. Sin embargo se detecta que en las universidades canadienses se encuentran implementadas categorías de los tres ámbitos en un número ligeramente superior. En síntesis, se considera que la propuesta de categorías resultante puede convertirse en una contribución significativa para las instituciones universitarias en la medida en que ofrezca indicadores específicos que pueden servir de apoyo y de guía para favorecer un proceso de transformación de las culturas, prácticas y políticas en las universidades que promuevan la inclusión y la calidad de vida de los estudiantes a los estudios superiores.
Inclusiveness in universities finds a paradox in today’s reality: on the one hand there is a legislation and clear principles that establish how to implement it and at the same time there is a growing interest from universities in order to make sure that all students aside from their own background and context can study what they want in a successful way. This interest also aims at providing all the members of the university community with the chance to develop professionally with equity. However, on the other hand it can be claimed that in today’s universities there is a lack of culture, models, evidences and university practices linked to inclusiveness. As a consequence of the previous context, it is appropriate and necessary to set several major objectives. The first goal is to identify the indicators that could contribute to change and transform higher education with the goal of having more inclusive universities. These indicators are ranked according to the view of the members of the university community –students, teaching and research staff, administration and services staff and people with management responsibilities. The second objective is to know the behavior of the above mentioned indicators in Catalan universities so that a picture of today’s reality as far as inclusiveness in higher education can be drawn. The last objective is a comparison of the same parameters to those in the universities of the province of Ontario, Canada, as they are a model of intervention to the university community as for equal opportunities and universal accessibility. Starting with a quantitative methodological approach with 1,224 participants and a qualitative one with nine focus groups in the Catalan and Canadian (Ontario) university communities the results have pointed at forty-one categories that have been structured following the Index for Inclusion (Duran et al., 2006). There is also a proposal of a ranking of the categories and the conclusion that we all have to work on three main fields. The first one is developing a culture, in the second place there is a need to create policies and finally to develop inclusive practices. Another point that has been considered is the degree of implementation of the previous categories in universities and it can be said that the participant members have different perceptions depending on their role in the university community. The students are the ones that have less perception of the existence of these categories in universities and on the other hand, the members in charge of the management are the ones who perceive it the most. Nonetheless it can be stated that in Canadian universities the number of the implemented categories belonging to the three fields above mentioned is slightly higher. In summary, the categorization proposal can become a meaningful contribution for university institutions as it can add knowledge and specific indicators to the field. This categorization can be a source and a guide to help a transformation process of culture, practices and policies in universities in order to promote inclusiveness and quality of life in higher education.

The hypothesis is that the intensive use of deliberative participation has the effect of politically integrating diverse societies, which requires demonstrating that institutionalized deliberation can be indeed inclusive of diversity and where all participants are in equal conditions of freedom of speech. The thesis is structured into three chapters: 1- “The political integration of immigrants and cultural minorities” analyses the dynamics of political exclusion and integration in nation states and the relationship between citizenship rights and nationality, which are defined by different models of constructing national identity. However, the predominant model in each country changes at any given time as a result of communicative dynamics, so that communicative inequality among the study’s target population explains their political inequality. The conclusion is that intercultural dialogue under equal terms is the key to political integration and that, unlike the right to vote, the universal legitimacy to participate in dialogue is accepted, thus facilitating the adaptation of the public sphere to multiculturalism. 2. “The inclusive capacity of social debates” examines the expectations placed on intercultural dialogue. The chapter tests whether both initial debate theories and their developments would normatively permit full democratic inclusion of the whole population in multicultural societies, something that is not evident due to a series of limitations and conditions. Following on from this, the debates in institutional citizens’ participation are analysed and the conditions required for them to be truly inclusive are determined. A number of key elements are confirmed, such as changes in participants’ preferences; however, the relationship between more participation and more integration is not automatic, as participation can be socially selective. For such participation to be inclusive, its design and methodology must produce groups that are representative of the whole population, in terms of both descriptive and substantial representation, and must generative macro-communicative dynamics that connect micro-publics with the overall population. 3. “Deliberative mechanisms to overcome the position of political inequality of immigrants and cultural and national minorities” describes the empirical reality of participatory instruments for integration. Since the end of the 1960s, a large number of immigrants’ councils and councils for integration have been created, whose origin is outlined and then categorised. Given that the design of such councils is based on their own specific tradition, outside academic tradition and deliberative practical expertise, their institutional performance has been poor. The elements that need to be incorporated into their design and methodology to achieve the sought goal of integration are indicated, following the conclusions of the previous chapter and bearing in mind that effects will arise only at long-term.

El estudio se fundamenta desde un punto de vista teórico en el concepto de la educación como derecho humano y en consecuencia, en la escolarización ordinaria en entornos inclusivos como derecho de todos los niños, promovida extensamente en las recomendaciones internacionales. El proceso de investigación se sitúa dentro del paradigma cualitativo de la investigación. Se utiliza el método biográfico-narrativo de la historia de vida, y como instrumentos para la recogida de información, se hace uso de las entrevistas y los grupos de discusión. El resultado es la historia de vida de Maria descrita a través de la voz de las personas que la han vivido. Del análisis y la interpretación de los datos obtenidos emerge, entre otras cuestiones, que la presencia, la participación y el aprendizaje de la alumna con discapacidad, depende más del cambio contextual que hace la escuela que de las características de la alumna. Surgen un conjunto de iniciativas para encaminar el centro hacia una escuela inclusiva porque se demuestra que la inclusión escolar es posible y supone oportunidades de aprendizaje y de inclusión social para el alumno con discapacidad, su familia, sus compañeros y para la comunidad.
[eng] This research, under the title The opportunities of the inclusive school: the case of Maria, describes, analyses and interprets from an inclusive approach, the presence, participation and learning of a disabled female student who studied in the state school of her village. This research, from a theoretical point of view, is based on the concept of education as a human right and as a result, on ordinary schooling in inclusive environments as the right of every child, widely promoted in international recommendations. This study has made use of the biographical narrative method of history of life, and the tools used for collecting information are interviews and discussion groups. The result is Maria’s history of life explained by people closely related to her. From the analysis and interpretation of the facts we can conclude that the presence, participation and learning of a given child depends more on the contextual change that the school makes than of the characteristics of the child. A set of initiatives are designed to lead the center towards an inclusive school because it is demonstrated that school inclusion is possible and also involves learning and social inclusion opportunities for students with disabilities, their families, classmates, and the community in general.
