Abstract:
The article analyses the state of German bilateral relations with South America’ states in defense and security field. The decline in the dialogue between Germany and Latin America’ countries during the COVID-19 pandemic turned out to be more significant than in other regional areas . The key reason is the difficulties in strengthening German strategic positions on the continent in the second half of the 2010. The paper stresses the functional and geographical narrowness of German political and diplomatic opportunities. In the military sphere the cooperation was mainly reduced to the export of weapons produced in Germany. In its attempts to create strategic positions in South America official Berlin has traditionally focused on strengthening relations with Brazil. The factor of non-diversification of Germany’s regional contacts has been fully manifested in the situation of stagnation and degradation of German-Brazilian relations in the second half of the 2010-s. The reasons of it are not only the specificities of president J. Bolsonaro`s foreign policy, but also the fact that transition to the declared new levels of cooperation (strategic partnership since 2008, the launch of interstate consultations format in 2015) was not supported by a corresponding increase of the volumes of practical cooperation in the field of security and defense. In this context the author focuses on relaunching German-Brazilian bilateral relations as well as the FRG attempts to make dialogue with Argentine, Chile and Mexico more active. At the same time Berlin tries to increase efforts for ensuring peace in Columbia and for settlement of the situation around Venezuela. Failures in creating its own vaccine against COVID-19 did not allow Germany to use a potential «window of opportunity» in strengthening its strategic positions in Latin America.

Abstract:
This article argues that German–Israeli reconciliation after 1945 has not been as exemplary as is often suggested. Drawing on key aspects which emerge from a discussion of relevant concepts in the first part of the article – transitional justice and reconciliation – it will show that Germany’s memory culture, as evidenced in the elite discourse, has indeed developed in a way that points to a successful reconciliation between the two countries. On the other hand, however, German regret emerged only reluctantly, was by and large confined to West Germany, and took a long time to establish itself formally, with emphasis on German suffering rather than suffering caused by Germans always playing an important role in German collective memory after 1945. It will also show that at grass-roots level, reconciliation between Germany and Israel is far from unproblematic. Apart from providing a critical assessment of the reconciliation between Germany and Israel after 1945, the article contributes to current academic literature on transitional justice, reconciliation and the role of memory which suggests that even though commemoration and micro-level reconciliation might be important, the geopolitical context in which reconciliation takes place and strategic security considerations also play a significant role.

Abstract:
Since the beginning of the 21st century, there has been a noticeable increase in German efforts to ensure security in the Mediterranean Sea. This is part of the growing activities to ensure a strong strategic position in North and West Africa, including the settlement of existing armed conflicts here as sources of threats to instability for Germany and its EU partners. Consequently, Germany found itself increasingly interested in finding reliable strategic partners, one of which is Algeria, which makes the topic of this article relevant. The purpose of the study is to examine bilateral security and defense relations with a special focus on the second half of the 2010s and early 2020s with the help of comparative and event-analysis. Having an applied character, this topic has not yet found detailed coverage in the works of both domestic and foreign, especially German, researchers. The historic background of the German-Algerian dialogue is presented. The growth of high-level contacts in the second half of the 2010s is shown, with Germany having to focus on negotiations with the frequently changing figure of the Algerian prime minister. The article also explores the constraints for the cooperation of German and Algerian armed forces on land and sea, as well as the dynamics of military-technical cooperation. The bilateral cooperation in the resolution of the armed conflict in Mali, first of all, in its northern region (Gao, Kidal and Timbuktu) is considered. The political and diplomatic cooperation on the Libyan track in the middle and second half of the 2010s, as well as shortly after the Berlin Conference on Libya in January 2020, is revealed. In the early 2020s, there was a sharp decline in the intensity and volume of bilateral cooperation in almost all areas. In addition to COVID-19, the importance of domestic political factors and the temporary decline in the practical value of the partnership in Libya and Mali for Germany are stressed. A forecast of the dynamics of bilateral relations is finally given.

Abstract:
The main directions in the foreign policy agendas of the leading parties in Germany during the period of A. Merkel’s chancellorship are considered. The relevance of the study is due to the need to study the strategic program settings of the German parliamentary parties, which will allow a better understanding of what the country’s future foreign policy may be. It is emphasized that the party system of Germany is quite stable: only three parties have joined the parliamentary parties of the first convocation — the CDU / CSU, the FDP and the SDPG — at the present stage: the “Union 90 / Greens”, “Left” and since 2017 — “Alternative for Germany”. Particular attention is paid to the study of the election and fundamental programs of the parliamentary parties of Germany, as they reflect the party’s “worldview”, views on the place and role of the country in the world, the ultimate or most important goals to which the party should move, as well as the means and methods for achieving the set goals. Based on the analysis of these documents, it is concluded that there is a certain consensus among parliamentary parties on key issues related to the country’s foreign policy. Demands for a revision of the chosen course are heard only from right and left populists, who do not have a significant impact on German foreign policy.

Abstract:
The subject of the study is Iranian-German relations in 2010-2020. The object of the research is the development of relations between Iran and Germany. The author of the work examines in detail such aspects of the topic as the history of the development of relations between Iran and Germany, the Joint Comprehensive Plan of Action, which directly affects Iran's relations with the world community, in particular with the European Union. Particular attention is paid to the role of Germany as a strategic partner of Iran. Germany has traditionally been seen as Iran's closest partner in Europe, although its policy towards Iran during the so-called nuclear crisis of the 2000s largely followed the example of Washington due to Germany joining the latter's power diplomacy. The main conclusions of the study are: The future of German-Iranian relations will depend on a number of international, regional and domestic factors, the development of which is difficult to predict with any certainty; besides Germany, the positions of Great Britain and France in relation to Iran matter to a lesser extent; Iran's geopolitical attractiveness, along with Iran's willingness to welcome Germany as an active player in the Middle East and the Persian Gulf, as well as pressure from the country's economic groups to develop trade relations with Iran, encourage Germany to take the lead in European foreign policy towards Iran ; With the start of nuclear talks in 2013, Berlin played a positive role in the negotiations that culminated in the nuclear deal in July 2015. Since then, close cooperation has been established both in industry and in the field of education; The scientific novelty of the study lies in the fact that the results of the study can be applied in the strategic planning of international relations with Iran.

In 1996 the national libraries of Australia, Canada, France, Germany, Ireland, Malaysia, the Netherlands, New Zealand, Singapore, the UK and the USA took part in a study of their experiences with strategic management. A literature review had identified 15 key aspects of strategic management. Respondents were asked their views of the importance of each aspect, and how satisfied they were with the library's achievement of it. In every case the importance attached to the aspect was greater than the library's satisfaction with achievement. Each library was also asked to nominate from a checklist the reason or reasons why it had produced its first strategic document. The centrality of the digital information environment to the core functions of national libraries has been highlighted by the study.

Abstract:
The article attempts to reveal the features of current political and military dialogue between Germany and the countries of East-Central Europe (ECE) such as Poland and Romania. Without the active support of at least one of these countries, maintaining and strengthening the strategic presence of Germany in this region, which is so important for it, is problematic. Since 2014, the dialogue in the sphere of security and defence in Europe has been placed in the context of the confrontation between the Euro-Atlantic community and the Russian Federation. This process had a significant impact on the change in Germany’s position in ECE, creating both new difficulties and a «window of opportunity» for strengthening German influence. The principle of a graduated approach to building up confrontation with the Russian Federation, advocated by the FRG, came into sharp conflict with the position of the Republic of Poland due to significant differences in the models of foreign policy behavior of the two states in the implementation of their sovereign ambitions. Germany promotes the rotational principle of NATO’s multinational military presence near the border of the Alliance’s zone of responsibility, while Poland promotes a permanent one. Germany was not ready to agree to Poland’s participation in the Normandy format. At the same time, Warsaw has created obstacles for Berlin’s contacts with the Visegrad Group. In this situation, the FRG was interested in acquiring new partners in East-Central Europe, primarily in the development of a dialogue with Romania. In the second half of the 2010 s political contacts between the FRG and Romania noticeably intensified, but without institutionalization. Nevertheless, the institutionalization of contacts was observed along the lines of cooperation of the national armed forces (in the form of agreements on the association of military units). The author draws a conclusion about the evolution of German-Polish and German-Romanian relations in the field of security and defense in the second half of the 2010-s.

Abstract:
The article identifies the main aspects of strategic planning of the city image. In Ukraine as a democratic country, where the people are the main source of power, strategic planning, in particular in urban planning should be carried out for the people and together with the people. The stages of strategic planning are identified. They represent the relevant tasks, which should be accomplished on the basis of local public, business, and industrial organizations, thus obtaining comprehensive information about their problems and needs. The mechanisms used in the foreign practice of strategic planning are analyzed (on the example of Barcelona (Spain) and Hamburg (Germany). Community participation in strategic planning of Barcelona (Spain) and Hamburg (Germany) demonstrates its important role in Barcelona’s acquisition of the City of the Future Award (2015) and Hamburg’s high 23rd place in the 2010 World Quality of Life Ranking. The paper establishes that the cooperation of cities and society is the ground for the successful strategy; the community is a full participant in strategic planning. The main thing in the development strategy is to reach a consensus between the government-business-residents on a common vision of such development. In Germany, the planning law provides for community participation in all planning processes, and the entire population of the city can participate in the process of resolving issues using the Internet platform. Ensuring community participation in the form of partnership at all stages - both in the development process and in the implementation and monitoring of results will help optimize the process of regulating urban planning in our country.

The recent debate in Germany about nuclear sharing confirmed the broad support among decision-makers for continued involvement in the political dimension of NATO’s sharing arrangements, i. e., participation in the Alliance’s nuclear consultative bodies. At the same time, German decision-makers hold divergent views on continued participation in the operational and technical aspects of nuclear sharing. Russia’s arsenal of approximately 2,000 tactical nuclear weapons is of great concern to Germany and many in Berlin are worried that Russia is systematically expanding its nuclear arsenal. German decision-makers and the government support NATO’s dual-track policy of deterring and engaging Russia. German policy-makers’ arguments on the added military value of forward-deployed US nuclear weapons remain vague and there are few specific ideas about what type of arms control would be best suited to reduce the role and number of tactical nuclear weapons in Europe. There are four frameworks in which tactical nuclear weapons could be discussed with Russia, namely the nuclear Nonproliferation Treaty (NPT), other multilateral fora, the Russian — US bilateral dialogue on strategic stability, and the NATO — Russia Council. If Russia is serious about reducing the role and number of nuclear weapons in Europe, it should accept the reciprocity paradigm and drop some worn-out demands and positions that have little relevance for political debates around arms control in Berlin and elsewhere.

<p>The current research features approaches to solving the problems associated with a decline in the development of old industrial sectors in single-industry towns (monocities, or monocommunities). The target of the study is to show the necessity of strategic approach and interaction of all management levels. Particular attention is paid to resource-dependent communities. Enterprises of mineral resources sector have limits of effective development, associated with gradual depletion of their resource base. Diversification and modernization of the economy of resource-dependent communities are logically linked to a timely achieving of strategic objectives to ensure their long-term sustainable development. Strategic aspects are also important for development planning in the sphere of new raw material deposits. A comprehensive analysis should help avoid the risks of creating new monocommunities with a poor prospect of long-term development. The article includes an analysis of international experience of Germany, Canada, and China. It is shown that a progress in solving the problems of company towns heavily depends on a strategic partnership between the federal, the regional, and the municipal governments, as well as on their collaboration with business. A conclusion is made that a uniform strategy for the development of various single-industry towns does not exist. The choice of the way of the development for each particular monotown is determined<br />by its socio-economic characteristics. Among those, remoteness or proximity to large urban agglomerations, industry affiliation and prospects for the development of the cityforming<br />enterprise, opportunities for economic diversification, investment potential and opportunities for attracting investors are of paramount importance. The process of positive changes, as a rule, is slow and complicated. Thence, it is important to justify the purpose and ways to achieve it. As a rule, extrapolation methods do not work in this case</p>

Demographic shifts, dying centers, lack of amenities and insufficient mobility options are just a few of the struggles the periphery is facing. With the help of the case study site Pförring, Germany, this report analyzes regional and local plans in relation to social aspects of sustainability and resilience. The results are the identification of crucial elements for successful transformation: vision, competence, support, action, monitoring and adjustment, depicted as an interlinked system of two interactive loops.

Abstract:
This thesis has three parts which can be briefly described as the nature of the threat, the instrument of response and the method of response. Before discussing the military system of the Roman empire, it is necessary to examine its enemies, to see how and why they fought. The first part of the thesis looks at the limitations of the evidence concerning barbarians. It then discusses the social and economic basis of barbarian life, showing their potential for war and the type of threat presented to the Roman empire. The next section deals with the types of conflict between Rome and the barbarians and the reasons for it. There then follows a detailed discussion of barbarian armies and their equipment, strategy and tactics when fighting the Romans. The second section discusses the Roman army. Initially, the organisation of the army is examined, then its troop types and their equipment. This is done with regard to both land and naval forces. Then the sources of soldiers and the problem of barbarization are discussed in some depth. Lastly, the types of fixed defences are briefly examined. Having examined the instrument of response, the third section discusses how it was used. It starts by examining the conditions affecting decision-making at this period, then discusses foreign policy, i.e. whether to use force or alternative methods, with regard to both barbarians and internal enemies. Strategy, i.e. the type of operation employed to defeat the enemy, is then discussed with regard to defence against barbarians, attack against barbarians and against internal enemies. The following part, on operations, discusses how the army performed in the field and analyses tactics for fighting field battles, naval battles and sieges.

Ausgehend von dem konkreten mehrdimensionalen missionalen Kirchenprojekt REFOmoabit ist es Ziel dieser Masterarbeit, eine Antwort auf die Frage zu geben, wie eine fruchtbare Integration von (1) gemeinschaftlichem Leben, (2) gesellschaftsrelevantem Gemeindebau und (3) Immobilienmanagement gelingen kann. Die aktuelle ekklesiologische Praxis und Erfahrung zeigt jedoch, dass es zu Spannungen zwischen dem Prinzip des gaben- und konsensbasierten Miteinanders, einerseits und der Entwicklung eines gesellschaftsrelevanten Gemeindebaus und einem die ersten beiden Bereiche unterstützenden Immobilienmanagements andererseits kommt. Infolgedessen soll im Rahmen dieser Arbeit die Frage nach der genauen Art und Ausprägung dieser Spannungen, ihren Ursachen und möglichen Lösungen, die eine wirklich fruchtbare Integration dieser drei Bereiche ermöglichen, untersucht und beantwortet werden. Dies erfolgt mit einem interdisziplinären Dreischritt, indem (a) soziologisch Art, Ausprägung und Ursache der vorfindlichen Spannungen analysiert werden, diese (b) theologisch reflektiert werden und abschließend (c) praktisch-theologische Handlungsmöglichkeiten als ekklesiologische Hilfestellungen für eine fruchtbare Integration entwickelt werden.
Based on the multidimensional church planting project REFOmoabit this dissertation aims to answer the question how a fruitful integration of (1) communal life, (2) societal relevant congregational development and (3) property estate management is possible. Current ecclesiological practice and experience has shown that tensions arise between the principle of gift- and consensus-based cooperation and transformative church planting as well as the real estate management that is supposed to support the other two areas. Therefore this dissertation aims to examine and answer questions about the exact nature and extent of these tensions, their causes and possible solutions that make a truly fruitful integration of these three areas possible. This takes place within an interdisciplinary approach by (a) analyzing the nature, extent and reason of the tensions sociologically, (b) examining them from a theological viewpoint and (c) offering practical theological courses of action as an ecclesiological aid for a fruitful integration.

In dieser Forschungsarbeit wird untersucht, ob und inwieweit transgenerationale Übertragungsprozesse als Folge von psychischen Traumata, welche Vertriebene in und nach dem Zweiten Weltkrieg erlebten, heute noch bei Nachfahren in der Kriegsenkelgeneration eine Rolle spielen. Dabei wird unter anderem untersucht, wie sich das Ereignis der Vertreibung mit Blick auf psychische Traumata konkret auswirkte und zu welchen, auch heute noch spürbaren, Symptomen es geführt hat. Auf Grund der Symptome wurden in einer empirischen Untersuchung fünf sogenannte Kriegsenkel interviewt, um zu erfahren, wie Betroffene die Auswirkungen dieser Symptome im Alltag beschreiben und welche Rolle dabei geistliche Erfahrungen spielen. Die Ergebnisse dieser Interviews führen zum Abgleich der Thesen und sollen schlussendlich helfen, praktische Konsequenzen für die Seelsorgearbeit zu ziehen und eine Hilfestellung in der Problemdiagnose zu geben.
This thesis explores if and how transgenerational transfer processes which are a consequence of mental traumata of displaced people in and after World War II still play a role in the lives of their descendants in the generation of the “grandchildren of war”. For one thing it looks at how the event of forced displacement specifically has had an impact on mental traumata and which symptoms have resulted, that are still perceptible today. Based on the symptoms five of the so called “grandchildren of war” have been interviewed in an empirical survey, in order to find out how those affected describe the effects of these symptoms on their everyday lives and which is the role of spiritual experiences. The findings of these interviews are compared to the theses and finally, should help to draw practical conclusions for councelling and offer help to diagnose problems.

The objective of this chapter is to analyze the special aspects of strategic management in Mittelstand companies. It is a German phenomenon, which comes primarily from the State of Baden-Württemberg, in the south-west of Germany. Although the south-west of Germany was one of the poorest areas in Europe at the end of the 19th century, it developed to the most prosperous region in Europe over the next 100 years despite two wars which threw the region back for decades. The Mittelstand companies especially, sometimes called “the mighty middle,” are strongly connected with the German “Wirtschaftswunder,” the rise of the German economy after 1945. The strategic approach of Mittelstand companies is the content of this chapter. The formal approach of big corporations in strategic management does not really work in the very owner-centric environment of a Mittelstand company. The owners of Mittelstand companies seem to act more intuitively and are more intrinsically motivated than their counterparts in big corporations. The question now is what do Mittelstand companies have in common in their strategic management which can be generalized? This is the basic question of this chapter, which is looking for plausible answers.

This chapter tests the book’s premises on a case of mixed-member proportional representation (MMP) representation, using the case of legislative committees in the Bundestag of Germany. Its results cover the two largest parties, the Christian Democratic Union and the Social Democratic Party. German parties should have a strong tendency to use the expertise model, because the MMP system means that votes cast anywhere in the country are of approximately equal value in maximizing seats. Thus, parties are able to emphasize their national reputation for policy, for which matching the expertise of their personnel to committee function is valuable. The MMP system also creates local single-seat districts in which nearly half of members are elected. Thus, aspects of the electoral–constituency model also should apply, as parties seek to develop connections to constituencies through local and personal vote of their legislators. The results offer strong support for the premises of the theory.

In Germany, a learning management system (LMS) has become an everyday online tool for the academic staff and students at almost every university. Implementing an LMS, however, can be very different depending on the university. We introduce some general aspects on the strategies at German universities on how to implement an LMS. These aspects are mainly influenced by two main approaches, the top-down and bottom-up approach, which determine the decisions and actions on different levels at the university. In order to show how the strategies are carried out, we are presenting three case studies from universities based in the German federal state of Lower Saxony. We are going to reveal that both approaches play a part in each strategy, however differently weighted. It becomes clear that networking and collaboration plays a crucial role, not only concerning the technical development of the LMS software but also in organisational and educational terms.

This chapter offers some concluding thoughts on how German converts to Islam apply different and at times conflicting strategies in order to demonstrate how Islam is a perfect—and indeed better—fit for German/European society. It also briefly discusses the significance of Salafi communities in this context. In addition, the chapter tells the story of a moral panic over converts to Islam that swept Germany in the 2000s, which suddenly moved German converts from their previously invisible position to center stage in the media. This account highlights the most novel aspects of Islamophobia, with the reason for the panic being the fear of a potential terrorist attack.

This chapter introduces an improved product development process regarding the design-to-customer aspect within the phases of customer analysis, mechanic ideation, and feature design. Each phase includes the integration of specific methods taken from established gamification frameworks. The need for planning regarding investment in infrastructures is recognised and supported by most governments around the world. Planning helps to take effective and correct decisions, provides a basis for monitoring its impacts and also facilitates further developments. However it requires a high level of organization, coordination among stakeholders and anticipation of transport needs. There are some different methodological approaches for strategic planning. This paper examines the importance of infrastructure planning and how it is undertaken in different countries from Europe and other continents. It is based on a benchmarking about planning procedures of 7 reference countries (UK, France, the Netherlands, Poland, Germany, Japan and USA), in addition to others whose strategic plans are being developed at the present moment such as Croatia or Romania. This benchmarking aims to extract and compare best practices carried out in this field and to define the optimal formulation of strategic planning. In this regard, the benchmarking is focused on some key aspects: firstly, on the plan structure and its main contents. There are a lot of differences about how each country defines the future needs for transport and how it establishes the objectives and the strategies to be followed. Secondly, on the characterisation of the authorities which are responsible of the plan development (level of dependence from the government, know-how…) along with the time frame and final validity of the plans. And finally, the level of detail of the proposed actions and budgetary commitments provided by the strategic plans. An essential aspect of deepening the level of economic integration between European economies is the reduction of mutual economic disparities, which is especially emphasized by the formation of the supranational monetary authority of the Euro-zone member states. However, fixing the currency for the euro and losing monetary sovereignty in the circumstances of a structurally heterogeneous system meant that the same monetary policy provoked different repercussions for member states. This research aims to point out the differences in the exchange rate transmission mechanism between the representatives of two groups of Euro-zone member states: the core of the EZ (Germany, Finland, Belgium, and France) and the periphery of the EZ (Greece, Spain, Portugal, Ireland), in the 1999M1-2021M1 time horizon. Empirical findings are based on estimates of the VAR model, i.e. derived impulse response functions in the circumstances of shock transmission (nominal effective exchange rate) to inflation (consumer price index). The results of the research indicate the asymmetry of the exchange rate transmission mechanism in terms of a more pronounced and longer degree of exposure of peripheral economies to shocks of the nominal exchange rate compared to the representatives of the core of the Euro-zone. Empirical findings confirm the asymmetry of the exchange rate transmission mechanism as one of the indicators of the weakness of the Euro-zone, given the inflationary diversity and the consequent anomalies of the monetary union with heterogeneous membership.

Every infrastructure has to be inspected regularly, so it can be classified according to its condition. Furthermore, the infrastructure has to be recalculated and evaluated. On the basis of these two criteria – the results of the inspection and the evaluation of the recalculation, as well as aspects of sustainability – the structure will be retrofitted or renewed. This strategy has been applied in Germany for many years with great success. This procedure is explained in the paper using two examples.</p>

This study aims to analyze the role of E-participation in supporting the success of smart city development. This research method uses qualitative research with a bibliometric analysis approach. Sources of research data obtained 218 documents from the Scopus database using the keywords "smart city" and "e-participation" with a span of 7 years from 2015 to 2022. The data analysis phase of this research used VOSviewer and NVivo12 Plus software to visualize the data. This study indicates that e-participation is essential in creating the successful implementation of smart cities. The implementation of e-participation in four countries has different participation strategies. Spain is increasing participation forms online communities and public participation platforms. Italy utilizes digital technology and involves volunteers in public participation. Germany, in increasing participation, develops digital participation platforms and implements practical participation projects. The United States applies a political approach and involves interest groups supported by digitization. Furthermore, increasing participation is supported by information and communication technology, services, and agile management are the main focus. Spain, management focuses on location data management, and service aspect focuses on service platforms, and technology focuses on blockchain technology. Italy, the service aspect focuses on open service, and the technology aspect focuses on open source technology. In the United States, the management aspect pays attention to location data management. Then, the technological aspect focuses on civil technology practices. Germany, management and service are not yet a top priority in this aspect. While the technology aspect only pays attention to the web technology sector. Based on these findings, Spain is a country that dominates various aspects. This means being a country that can be an example of e-participation development in realizing a smart city.

Abstract The new German Radiation Protection Ordinance contains for the first time a systematic framework of regulations protecting workers and the public against radiation exposures from residues of industrial and mining processes containing enhanced levels of naturally occurring radionuclides (TENORM). These regulations will satisfy the requirements of the European Council Directive 96/29/EURATOM and serve as a common basis for the radiation protection activities of the German states in this field. The consideration of exposures from materials containing naturally occurring radionuclides gains on this basis an increased level of significance within the German radiation protection efforts. The overall goal of the new regulations is to keep the additional effective dose for the population from the recycling and disposal of TENORM below 1 mSv/a. In order to achieve this objective, companies in which such residues arise have to carry out representative measurements of activity concentrations in these materials. If exemption levels defined in the new regulations are exceeded, restrictions on the recycling and disposal come into effect. These exemption levels are nuclide specific and distinguish between material types and different recycling and disposal options. This specific definition of exemption criteria serves the goal to minimise the number of companies and the amount of residues affected by the new regulations to the extent possible, focussing the efforts of operators and regulators to those materials having the potential to actually cause radiation exposure problems. The specific exemption criteria were derived on the basis of an analysis of typical amounts and activity concentrations of industrial and mining residues with enhanced radioactivity contents in Germany. In a second step, practically applied options for the recycling and disposal of these materials were investigated. On this basis, generic scenarios for the radiation exposure of the workforce and the public were defined and doses were estimated. All relevant pathways including possible long term effects (ground water) were considered in these analyses. Based on the 1 mSv/a criterion, a catalogue of relevant materials, potentially requiring radiation protection measures, was developed. For these materials the practically applied recycling or disposal options were grouped into categories, for which specific exemption levels were derived. The derivation of these criteria was based on realistic estimates of radiation exposure, for example taking into account the dilution of the residues with other materials in technological processes or during the disposal in landfills. The residues subject to the new regulations mostly arise in large quantities over extended periods of time. This leads to significant variations of radionuclide concentrations depending on feed materials and process parameters. To carry out representative measurements without the necessity of taking a too large number of samples, therefore, requires an adequate measurement strategy. Particular aspects to be considered are uncertainties of the measurements themselves and the heterogeneity of the residues. In addition, the measurement strategy has to be compatible with diverse situations in the different industries affected. The framework developed for designing individual strategies for the various industries and types of residues satisfies these requirements and can also provide guidance for measurement campaigns in other areas. The paper outlines the general situation with regard to TENORM in Germany. The main streams of residues and options for their recycling or disposal are described. On this basis, scenarios used for the radiological evaluation are defined and examples for resulting radiation exposures are given. The exemption levels derived from this analysis are discussed. Finally, the framework for the design and implementation of an adequate measurement strategy is outlined.

In Germany, altogether 19 nuclear power plants (NPPs) and prototype reactors have been permanently shut down. For 15 NPPs the dismantling is in progress with “green-field conditions” as planning target. Two units were completely dismantled and two are in safe enclosure. The main legal provision for all aspects of the peaceful use of nuclear energy in Germany is the Atomic Energy Act (AtG), which also contains the basic legal conditions for the decommissioning of nuclear facilities. It stipulates that decommissioning is subject to a licence by the regulatory body of the respective Federal State (Land). An emerging decommissioning practice in Germany is the removal of complete undismantled large components and their transport to interim storage facilities. During the period of storage, the radionuclide inventory of the components will decrease due to radioactive decay and the subsequent segmentation of the components can be done with less radiation protection effort. The commissioning of the Konrad repository in the near future might have consequences on planning of decommissioning, regarding the selection of a decommissioning strategy and the waste management.

It is broadly accepted that current energy systems should become more sustainable in both a global and local context. However, setting common goals and shared objectives and determining the appropriate means by which to get there is the subject of heavy debate. Therefore, the American Society of Mechanical Engineers (ASME) and the German Association of Engineers (VDI) initiated a joint project aimed at providing a young engineers’ perspective to the global energy conversation. The young engineer project teams set a common goal of assembling a completely sustainable energy system for the U.S. and Germany by 2050. This includes not only the electricity market, but the overall energy system. Based on the current global energy paradigm, a completely sustainable energy system seems very ambitious. However, multiple analyses show that this path is possible and would in the medium to long run not only be desirable, but also competitive in the market. This future ‘energy puzzle’ consists of many important pieces, and the overall picture must be shaped by an overarching strategy of sustainability. Besides the many detailed pieces, four main critical issues must be addressed by engineers, politicians and everybody else alike. These challenges are: i) Rational use of energy: This uncomfortable topic is rather unappealing to communicate, but is a key issue to reduce energy demand and to meet the potentials of renewable energy carriers. ii) Balancing of electricity demand and generation: This is a challenge to the electricity markets and infrastructures that are currently designed for base-load, mainly fossil power plants. The overall mix of renewable energy generation, storage technologies, grid infrastructure, and power electronics will decide how efficient and reliable a future energy system will be. iii) Cost efficiency and competitiveness: It is a prerequisite for industrialized countries to stay competitive and to establish RE in the market. Developing economic technologies while at the same time establishing a strong RE market is the secret of success. iv) Acceptance of the system and its consequences: The best energy strategy cannot be realized without broad public acceptance for it. Therefore, the understanding of the energy technologies and an objective discussion must be promoted — without old fashioned emotionalizing of certain risks. The paper will present details on the four mentioned aspects, compare the situations between the U.S. and Germany, and propose solutions for appropriate political frame conditions to achieve a sustainable energy system.

The regulatory compliance of the containment system is of essential importance for the design assessment of transport packages for radioactive materials. The requirements of the IAEA transport regulations SSR-6 for accident conditions implies high load on the containment system of Type B(U) packages. The integrity of the containment system has to be ensured under the mechanical and thermal tests. The containment system of German transport packages for spent nuclear fuel (SNF) and high level waste (HLW) usually includes bolted lids with metal gaskets. BAM Federal Institute for Materials Research and Testing as the German competent authority for the mechanical and thermal design assessment of approved transport packages has developed the guideline BAM-GGR 012 for the analysis of bolted lid and trunnion systems. According to this guideline the finite element (FE) method is recommended for the calculations. FE analyses provide more accurate and detailed information about loading and deformation of such kind of structures. The results allow the strength assessment of the lid and bolts as well as the evaluation of relative displacements between the lid and the cask body in the area of the gasket groove. This paper discusses aspects concerning FE simulation of lid systems for SNF and HLW transport packages. The work is based on the experiences of BAM within safety assessment procedures. The issues considered are the assessment methods used in the BAM-GGR 012 for bolted lid systems along with the nominal stress concept which is applied for bolts according to that guideline. Additionally, modeling strategies, analysis techniques and the interpretation of the results are illustrated by the example of a generalized bolted lid systems under selected accident conditions of transport.

EU best practice shows that cross-border Smart Specialisation Strategies (RIS3T) are singular in the practice of the cross-border RIS approach in the EU. The examples of innovative crossborder cooperation between Portugal and Spain, Germany and France, show that the main objective of this approach is to generate economic knowledge, quality employment through localised smart infrastructure and social well-being by jointly promoting strengths and common challenges. Thus, the Cross-Border − RIS3 aims to enhance the Euroregion's participation in European tenders for inter-territorial cooperation and provides a framework for launching coordinated actions and projects capable of competing with great success in attracting funding within Horizon Europe. The development of such a strategy should be agreed and coordinated on both sides of the border − innovation organisations, clusters, universities and representatives of the European Commission's Joint Research Centre Smart Specialisation team.

Abstract:
Nowadays, teaching languages for specific purposes, in particular in the field of entrepreneurship, has to focus on pragmatic and intercultural aspects in response to a multicultural professional reality that comprises different areas of knowledge. Our study aims at analyzing the speech act of making a request in German and Spanish by Portuguese native speakers, i.e. BA students of Languages and Business Relations at University of Aveiro. For this study, two different types of tests were performed: the Discourse Completion Task (DCT) and the Rating Assessment Test. The data provided by the answers given to these two surveys will help the teacher to understand the pragmatic difficulties students have when making a request in these two foreign languages. The information obtained will help the teacher to focus on aspects that are really problematic from the pragmatic point of view, and at the same time, to find and implement strategies and activities that help students improve their pragmatic awareness and overcome difficulties that may arise in intercultural communication. Hence, the objective is to contribute to an adequate development of the students' pragmatic and intercultural communicative competence.
