Abstract:
Minority language rights in Georgia, which are inseparable from economic, social and educational inequalities among the different ethnic groups, run along two axes: Georgian's relation to Russian and Georgian's relation with its own minority languages. Since the late 1980s, Moscow's diminishing power and the republic's internal fragmentation have shifted the emphasis from the first to the second. Newly independent Georgia, which is 70% Georgian, now confronts a problem familiar to many post-colonial states: what status should the multiplicity of languages in the republic have? Should Georgian be the only official language, and if so, in what contexts can non-Georgians use their native language? Such issues are part of larger questions about domination, entitlement and ethnic status, issues which have bedeviled the successive Georgian governments' attempts at state-building. In the last two years, language conflicts in Georgia have been overwhelmed by violent secessionist struggles, and the state language program which was perceived as vital to Georgia's future when it was adopted in August 1989, has become secondary today. But if the ethnically based wars are to end, language relations must be settled. As it stands, the language program is unlikely to help.

Abstract:
Survival of out-migrating juvenile Chinook salmon (Oncorhynchus tshawytscha) in the Sacramento–San Joaquin River delta, California, USA, varies by migration route. Survival of salmonids that enter the interior and southern Delta can be as low as half that of salmonids that remain in the main-stem Sacramento River. Reducing entrainment into the higher-mortality routes, such as Georgiana Slough, should increase overall survival. In spring 2014, a floating fish-guidance structure (FFGS) designed to reduce entrainment into Georgiana Slough was deployed just upstream of the Georgiana Slough divergence. We used acoustic telemetry to evaluate the effect of the FFGS on Chinook entrainment to Georgiana Slough. At intermediate discharge (200–400m3 s–1), entrainment into Georgiana Slough was five percentage points lower when the FFGS was in the on state (19.1% on; 23.9% off). At higher discharge (>400m3 s–1), entrainment was higher when the FFGS was in the on state (19.3% on; 9.7% off), and at lower discharge (0–200m3 s–1) entrainment was lower when the FFGS was in the on state (43.7% on; 47.3% off). We found that discharge, cross-stream fish position, time of day, and proportion of flow remaining in the Sacramento River contributed to the probability of being entrained to Georgiana Slough.

AbstractThe infection of black rockcod,Notothenia coriiceps,with digeneans in Admiralty Bay (South Shetland Islands) within three months, from November 2007 to January 2008, is compared with the infection in the same three months in 1978/79, based on the examination of twenty fish collected in each month. Digenea found in 1978/1979 season were more numer-ous, and more diverse. Only five digenean species,Macvicaria georgiana,Neolebouria antarctica,Lepidapedon garrardi,Genolinea bowersiandLecithaster macrocotyle, were re-corded during both investigations, whereas three species,Neolepidapedon trematomi,Elytro-phalloides oatesiandGonocerca phycidis, only in 1978/79.M. georgianawas the dominant species in 1978/79 and sub-dominant in 2007/08. Other digeneans were found inN. coriicepsin 2007/08 invariably together withM. georgiana. G. bowersiwas the sub-dominant species in 1978/79 and the most common species in 2007/2008. Infections with Digenea belonging to other species were much less intense. Of the three rare or common species in 1978/79, the two,L. garrardiandL. macrocotyle, occurred in both seasons, whereasE. oatesioccurred only in 1978/79. Three remaining species were sporadic or absent. The overall results there-fore demonstrated that infections with almost all digenean species were less strong in 2007/08 than three decades earlier, in 1978/79. Abstract:
The millipede genus Cherokia Chamberlin, 1949 is a monospecific taxon, with the type species Cherokia georgiana (Bollman, 1889). The last revision of the genus was made by Hoffman (1960) where he established three subspecies. Here we used molecular phylogenetics to assess the genus and evaluate whether it is a monophyletic group, and if the subspecies are each monophyletic. We included material from literature records and three natural history collections. Newly collected samples were obtained through a citizen science project. Morphological characters underlying subspecies groups—the shape of the paranota, body size, and coloration—were evaluated. A molecular phylogeny of the genus was estimated based on DNA sequences for seven gene loci, and a species delimitation analysis was used to evaluate the status of the subspecies. The documented geographical range of Cherokia in the United States was expanded to include a newly reported state record (Virginia) and about 160 new localities compared to the previously known range. Morphological characters, which included the shape of the paranota and body size that had been historically used to establish subspecies, showed clinal variation with a direct relationship with geographical distribution and elevation, but not with phylogeny. Coloration was highly variable and did not accord with geography or phylogeny. The phylogeny recovered Cherokia as a monophyletic lineage, and the species delimitation test supported the existence of a single species. The subspecies Cherokia georgiana ducilla (Chamberlin, 1939) and Cherokia georgiana latassa Hoffman, 1960 have been synonymized with Cherokia georgiana. The molecular and morphological evidence showed that Cherokia is a monospecific genus with the sole species, Cherokia georgiana, being geographically widespread and highly variable in its morphology.

Abstract:
Arripis georgiana was collected from along the Western Australian and South Australian coasts at regular intervals between October 1996 and December 1998. The trends exhibited during the year by gonadosomatic indices, gonadal maturity stages and oocyte stages demonstrate that spawning is restricted to south-western Australian waters from at least as far north as ~28˚43′S to as far east as ~119˚24′E, and that it occurs mainly during late May and early June. The simultaneous presence of post-ovulatory follicles and hydrated and yolk-granule oocytes in some ovaries during the spawning period indicates that A. georgiana is a multiple spawner, i.e. females spawn more than once in a breeding season. In south-western Australia, where all life-cycle stages are found, the overall sex ratio in catches collected by netting was close to parity, whereas females predominated in those obtained by anglers. The length at which 50% of fish reached maturity was 197 mm for females and 179 mm for males, and just over 50% of females and ~80% of males attained maturity at the end of their second year of life. The implications of these data for management of the fishery for A. georgiana are discussed.

Arripis georgiana was collected from coastal waters in Western Australia and South Australia. The opaque zones on the otoliths were shown to be formed annually and thus their number could be used to age the individuals of this species. Although the catches of A. georgiana in south-western Australia, where spawning occurs, were dominated by the 0+ to 5+ age classes, they did contain females and males up to ten and nine years old, respectively. The von Bertalanffy growth parameters for the two sexes in this region differed significantly, with the asymptotic length (L&infin;) being significantly greater for females (262 mm) than for males (239 mm), whereas the reverse was true for the growth coefficient (k), i.e. 0.813 v. 0.992. The catches of A. georgiana eastwards of 121˚44′E on the south coast of Western Australia, where spawning does not occur, were dominated by the 0+ to 2+ age classes. The above data, when taken in conjunction with earlier tagging experiments and the marked decline that occurs in the number of 2+ fish in South Australia in summer, imply that, during this period, many two-year-old individuals of A. georgiana start migrating towards their spawning areas in south-western Australia.

The growth characteristics and habitat of the rare shrub Amorpha georgiana var. georgiana were studied by examining 19 documented groups of this Federal Species of Concern. These 19 groups occur along the Little River on the Fort Bragg Military Reservation in Cumberland, Hoke and Moore counties, North Carolina. Systematic field studies located and monitored the plants, and a modified version of the North Carolina Vegetation Survey protocol produced an inventory of surrounding plant communities. Results were used to modify knowledge of A. georgiana var. georgiana and correct errors in previous accounts: flowering commences in mid-April and ends in mid-May; seeds may persist on the plants until the following April; tree canopy densities range above 75 percent; and the plant inhabits transition zones on the dry side of wetland boundaries. A key to guide searches for the plant is presented along with recommendations for further research to resolve remaining questions about the protection status of Amorpha georgiana var. georgiana.

A presente dissertação investiga o sincretismo do morfema pré-radical -i- dos verbos do georgiano, uma língua da família kartveliana (Sul-Caucasiana) falada na República da Georgia. O morfema é conhecido na literatura por estar relacionado à reflexivização na língua e ao sincretismo passivo-reflexivo, apresentando semelhanças, por exemplo, com o SE das línguas românicas. Além disso, o morfema também ocorre como marca de aspecto perfectivo em verbos inergativos. Os principais objetivos dessa investigação são (i) o de descrever o comportamento do morfema e relacionar seus diversos contextos de ocorrência e (ii) o de verificar a possibilidade de analisá-lo uniformemente. No primeiro capítulo, apresentamos uma síntese dos aspectos mais relevantes da gramática da língua para a compreensão do restante da dissertação; no segundo, contextualizamos o morfema -i- dentro do paradigma das vogais pré-radicais e descrevemos seu comportamento nos diferentes contextos de inserção; no terceiro, investigamos a possibilidade de se considerar o sincretismo de -i- como sendo um caso de sincretismo passivo-reflexivo; no quarto, apresentamos as teorias concorrentes, de EMBICK (1998, 2004) e de REINHART & SILONI (2004, 2005), sobre o sincretismo passivo-reflexivo e mostramos os problemas que apresentam os dados do georgiano para ambas as teorias. Por fim, o quinto capítulo conclui a dissertação por apresentar duas alternativas de explicação para o fenômeno que ainda devem ser investigadas: (i) baseando-se em LIDZ (2001), parece ser possível explicar o comportamento de -i- por conceber a interação de diferentes níveis de representação pré-sintáticos e (ii), baseando se em DE SCHEPPER (2007) e em HASPELMATH (2003), é possível explicar a variedade de contextos de inserção do morfema por meio de uma teoria de derivação diacrônica gradual.
This dissertation investigates the syncretic behaviour of the verbal pre-radical -imorpheme present in Georgian, a Kartvelian (South Caucasian) language spoken mainly in the Republic of Georgia. Within the literature, the morpheme is known for its relation with reflexivization and with the passive-reflexive syncretism, being somehow similar to the romance clitic SE, for example. The morpheme also occurs as a mark of perfective aspect on unergative verbs. The main goals of this research are (i) to describe the morpheme behaviour and to co-relate its various contexts of occurrence and (ii) to verify the possibility of analysing it uniformely. In the first chapter, we present a synthesis of the most relevant aspects of the language's grammar in order to clarify the reasonings and data presented throughout this dissertation; in the second, we contextualize the -i- morpheme within the paradigm of the preradical vowels and describe its behaviour in its different contexts of ocurrence; in the third, we investigate the possibility of considering the morpheme's syncretism as being of a Passive- Reflexive type; on the fourth, we present the two actual concurrent theories on Passive- Reflexive Syncretism: EMBICK (1998, 2004)'s and REINHART & SILONI (2004, 2005)'s, showing the issues Georgian data present to both theories. Finally, the fifth chapter concludes the dissertation by presenting two alternatives, which may be further investigated, to explain the phenomenon. The first one is based on LIDZ (2001) and suggests that the behaviour of -iis the result of the interaction of different pre-syntactical levels of representation. The second one is based on DE SCHEPPER (2007) and HASPELMATH (2003) and proposes that the variety of contexts where -i- can occur is the consequence of a diachronic gradual derivation.

Small birds likely face energetic challenges in temperate zone winters posed by cold weather coupled with food scarcity. These challenges are often assumed to occur, but are rarely experimentally tested. I hypothesized that the naturally occurring, lower abundances of food in temperate zone winters limit a birdâ s ability to acquire optimal energy and ultimately limit fitness. In this dissertation, I show that supplementation of food decreased mortality and improved traits potentially associated with future reproductive success of wild swamp sparrows (Melospiza georgiana), supporting the hypothesis that winter food abundance limits fitness. These results come from a replicated and controlled food supplementation experiment conducted over three years. First, I demonstrated that following food addition, immigration increased, leading to higher densities, and that all age/sex classes experienced higher survival and maintained larger energy reserves (Chapter I). Survival was positively related to energy reserves, indicating that food availability limits survival through a birdâ s ability to maintain sufficient fat. In addition to causing mortality in winter, food limitation of energy reserves may carry over to affect future reproductive success by influencing timing of preparations for breeding, including migration. In Chapter II, I show that swamp sparrows decreased fat reserves over each winter, despite unlimited food availability, indicating that they adaptively regulated fat reserves, potentially to balance starvation and depredation risks. Fat reserves of control birds tracked recent temperature and control birds lost muscle throughout the winter, indicating that they were limited by food and were unable to reach optimal fat levels on a daily basis. These results suggest that limitation of energy reserves by food availability can be influenced by temperature and predator abundance. Lastly, I demonstrated that food abundance limits the timing of molt in the wild (Chapter III), an unprecedented finding. Because molt, migration, and breeding typically do not overlap, early molt might lead to earlier migration and breeding. Therefore, we hypothesize that timing of molt is another mechanism by which winter food abundance can limit reproductive success. These results provide strong evidence that food availability can limit wintering temperate migrants in a variety of ways.

Abstract:
Adaptation to local environments via natural selection is a powerful mechanism for population divergence and likely one of the primary causes of speciation. To understand how specific habitats shape local adaptation, it is helpful to study closely-related populations from widely differing ecosystems that have not had sufficient time to diverge by genetic drift. Throughout the following chapters I examine the distribution of morphological, behavioral, and reproductive phenotypes within and between two subspecies of the swamp sparrow. These two populations, the tidal salt marsh endemic Melospiza georgiana nigrescens and the nominant inland subspecies, M. g. georgiana were incompletely isolated from each other following the retreat of the Wisconsin glaciation. Since that time the increased nest predation, temperature, season length, salinity and tidal flow of the coastal marshes relative to inland wetlands has resulted in a number of adaptations among coastal sparrows due to natural selection, sexual selection, and phenotypic plasticity. Specifically I examine the habitat preferences of the coastal plain swamp sparrow, the difference in clutch size between the two subspecies, the rates of extrapair fertilization relative to male quality, the ecosystem-specific interactions between natural and sexual selection on plumage badges, and the role of conspecific attraction in nest placement. The environmental differences of the tidal salt marsh have played strong roles in the local adaptation and divergence of coastal plain swamp sparrows from their freshwater ancestors. Many of these divergent mechanisms may be similar among other tidal marsh endemics, although some (especially those related to sexual selection) may be specific to the swamp sparrow. In general, however, we see that the added environmental challenges of tidal ecosystems strongly alter selection regimes on a terrestrial vertebrate inhabiting this dynamic ecotone. The swamp sparrow system can further increase our understanding of how the interplay between environmental resources, sexual selection, and natural selection affects the local adaptations leading to evolutionary divergence.

Abstract:
The chapter deals with the problem of territorial integrity of Georgia, particularly two adjusted regions, Abkhazia and South Ossetia. Today, 20% of Georgian territory is occupied. After the Russian-Georgian War in 2008, things changed radically to the detriment of Georgia's national interests, in particular, the occupation of Abkhazia and South Ossetia by Russia, their recognition as independent states, and ethnic cleansing of Georgians by disregarding the fundamental principles of international law. All these are known to the international community, and it became visible to the whole world. The issues are in the field of permanent national interests of Georgia. Under such situation, it became necessary to search for new ways of conflict resolution based only upon real politics.

The geopolitical location in Georgia creates opportunities for maritime cluster development. The functioning of the international transport corridor depends on the ports and maritime transport. The country’s strategic location on the ‘One Belt One Road’ (OBOR) route, positioned along the shortest route between China and Europe. The development of maritime cluster gives Georgia the function of international importanceand provides more opportunities for sustainable development. The purpose of this paper relates to the possibilities of establishing maritime clusters in Georgia. Creating a cluster provides new opportunities for innovative handling of technological operations in port logistics. Creation of a maritime cluster on the basis of the Port of Batumi and the port of Poti, should increase the competitiveness of both the ports and other companies – as a cluster member. There are advantages of creating marine clusters in Georgia, such as it's: geopolitical location, attractive investment environment, regulated transportation infrastructure, vast seaport. The need to find solutions to the ongoing effects of the COVID-19 pandemic, strengthening Georgia’s transit function and transformation of the country’s ports into a maritime transport cluster will improve the competitiveness of the Georgian economy after the pandemic.

Migrants who come from Georgia is one of the main issues in Turkey’s migration policy. Just like other Eastern Bloc Countries, after socialism collapsed in Georgia, its economy had many problems and impoverished many Georgia citizens. Therefore, Georgian people migrate to Turkey in a circular way in order to work or trade with the strategy for survival. Unfortunately, circular movements from Georgia to Turkey are not subject to a program and it causes many problems like illegal employment, bad living conditions and lack of migrants’ skill and knowledge development. The concept of circular migration and the effects of triple win solution are discussed theoretically in this study. Also a swot analysis of demographic and labor market of autonomous border region of Georgia is made and both negatives and positives of Georgian circular migration to Eastern Black Sea Region are analyzed. According to the results, it’s emphasized that a circular migration program between Georgia and Turkey is necessary to practice the triple win scenario. Triple win scenario supports many economic benefits for all three elements of circular migration, namely home and host countries and the migrants themselves, provided that there is a regulated circular migration. Several measures can be taken to prevent unregistered employment and poor working conditions of migrants, the most importantly the spontaneous circular movement between Georgia and Turkey can be transformed to programmed circular movement.

The collapse of the Soviet Union marked the beginning of the difficult deconstruction of the regime and ideology which controlled the East for the majority of the 20th Century. In the Republic of Georgia, Soviet collapse catalyzed a series of ethnically prompted conflicts and civil war which prevented the unification of the country under a national agenda, thus creating fertile ground for corruption, privatization and sale of public space. The earliest example of the corrupt transfer of property was the sale of the former Palace of Rituals, in Tbilisi, to Georgian oligarch Badri Patarkatsishvili, which is still primarily used as a private residence by his family. After the Rose Revolution in 2003, Georgia faced rapid institutional reforms under President Mikheil Saakashvili, who legitimized his regime by unifying regions that continuously identified as Georgian (excluding territories Abkhazia and S. Ossetia), collecting revenues via taxation, and attracting the foreign investment that Georgia desperately neede

Abstract:
At the current stage of development of the Georgian economy and in conditions of existing resources, only the agriculture sector can contribute to the reduction of high levels of poverty and unemployment in the country. Improper assessment of the role and importance of the sector, lack of programmes based on scientific research, inconsistent reforms led to the low competitiveness of Georgian agricultural production and the prevalence of imported products on the internal market. The aim of this paper is to assess the impact of tax reform on the development of the agriculture sector in Georgia, and to compare it with Latvia, as it has been implemented in both countries based on Estonian experience. It is substantiated by means of theoretical and empirical methods applied in the article, that the land reform, implemented in Georgia before the profit tax reform, as well as financing of certain projects in the sector, was carried out without proper analysis and assessment of expected risks. The research concludes that for the development of agriculture sector of Georgia, it is especially important, at the first stage, to elaborate and implement mechanisms of protection of internal market, develop the existing infrastructure, promote cooperative enterprises, extend tax benefits to all spheres of activities of agricultural cooperatives, commence the process of structural diversification and modernization of the sector, and overcome the obstacles existing on external markets.

Abstract:
The purpose of this paper is to identify the main scientific challenges caused by the COVID-19 pandemic in Georgia. The facts are based on the: statistics of budget allocation to science promotion and grant financing by the Ministry of Education and Science of Georgia and the Shota Rustaveli National Science Foundation of Georgia (SRNSFG). The major obstacles faced by the scientific community due to the pandemic are also described below. As expected, grants for scientific research were reduced during the pandemic. It is obvious that as well as financial problems, the pandemic has caused many other scientific obstacles. It is important to identify these problems and consider the SRNSFG’s approach to reducing them. By conducting research on this issue, the author of this report concludes that the pandemic caused both financial and logistical problems in the scientific community of Georgia. Regardless of the circumstances, the measures implemented in the Georgian education system have been positively evaluated by some international organisations, such as: Microsoft, UNICEF, and the OECD.

For centuries, Georgia, due to its geopolitical, economic, and social factors has been the migration arena for different ethnic groups and peoples. Over time, some groups of migrants blended with thelocal population or with other ethnic entities, while the rest, managed to preserve their national specifics till the end. This process was particularly evident in the borderline regions of Georgia, among them, in Truso, one of the most ancient parts of Georgia. Truso is a rather rich and interesting gorgeowing to its historical past, socio-economic and political importance, mode of life of its population,and the development of its material and spiritual culture. The aim of this work is to observe the history of the Truso Gorge in the realm of the developments that took place there, starting from the 18th century; viewing it as the arena of mutual settlement of Georgians and Ossetians, traditional cohabitation, and the areal of certain cultural diffusion. The methodological study is based on the method of Contrastive analysis of historical sources, fact-finding, and content analysis.

According to the literature, the main reason for the ineffective vaccination of hepatitis B is considered to be an increase in the prevalence of express mutants among the hepatitisB virus population, which is of a similar intensity throughout the world. Purpose – the aim of the work is Statistical analysis of violence against women in Georgia, according to the causes, forms, revealed forms and results of violence. Research methodology – the methods of statistical observation, grouping, and analysis were used in the research process. The graphical expression method is widely used. Findings – violence against women is a taboo topic for Georgian society and rarely becomes disclosed. Violence against women and girls in Georgia includes sexual abuse, rape, sexual harassment, early marriages, or forced marriage. The cases of violence against women are much more common in residents of Tbilisi, Samtskhe-Javakheti, and Mtskheta-Mtianeti. It is relatively low in Adjara, Guria, Samegrelo and Imereti regions. Besides physical violence, there is frequent psychological violence, such as constant control of the wife, threatening, intimidation, etc. Violence indicators are different for age groups and nationalities Research limitations – the survey is intended for a wide segment. In the future, it is possible to further expand the area by considering sources of financing. Practical implications – the results of this research will help increase public awareness and the need for womenʼs rights. Originality/Value – since 2009, research about womenʼs violence in Georgia has not been conducted. Therefore, the statistical data presented here is completely the most recent.

In a process that spanned over three years, Georgia adopted some important changes to its constitution that is meant to complete the country’s transition from a “semi-presidential to a parliamentary system of governance” (Civil.ge, 17 Dec. 2018). In the last 2020 parliamentary elections, Georgia’s current (revised) electoral mixed system was already the most proportional the country had seen in three decades (Bogishvili, 2020). 120 Members of Parliament (MPs) were elected proportionally by a party list (previously the number was 77) and the remaining 30 were single mandate (majoritarian) MPs elected by the ‘first-past-the-post’ rule (previous number was 73) (Bogishvili, 2020; OSCE, 2021, p.6). However, in the next parliamentary elections, due to take place in 2024, Georgia is meant to move to a fully proportional system (Civil.ge, 17 Dec. 2018). This rapid review explores some of the questions surrounding proportional representation in Georgia. In particular, what do these constitutional changes mean for Georgia? What might be some of the implications of Georgia’s move to proportional representation in 2024 and how might this affect governance? The report examines some of the main aspects of these constitutional changes during 2017-20 and puts them in context. It outlines some of the main discussions in Georgia concerning opportunities and challenges often associated with proportional representation and highlights some of the main points that emerge from these discussions on the future dynamics of governance in Georgia. Material summarised in this report is based on a mixture of (online) newspaper articles, government and other reports, and policy, and practitioner-based literature.
