Abstract:
This book examines the social and political mobilisation of religious communities towards forced displacement in Eastern Europe, the Caucasus, and Central Asia. It analyses religious strategies in relation to tolerance and transitory environments as a result of the breakup of the Soviet Union and Yugoslavia in the early 1990s, the post-2011 Syrian crisis and the 2014 Russian takeover of Crimea. How do religious actors and state bodies engage with refugees and migrants? What are the mechanisms of religious support towards forcibly displaced communities? The book argues that when states do not act as providers of human security, religious communities, as representatives of civil society and often closer to the grass roots level, can be well placed to serve populations in need. The book brings together scholars from across the region and provides a comprehensive overview of the ways in which religious communities tackle humanitarian crises in contemporary Armenia, Bulgaria, Greece, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Poland, Russia, Serbia, Ukraine and Uzbekistan.

Abstract:
Russia is the second most active state going on the offense in cyberspace. From early disruptive actions against Estonia and Georgia to degrading attacks on critical infrastructure in Ukraine and, finally, complex espionage actions seeking to bring down the democratic processes, Russia has been one of the most aggressive and destructive actors in cyberspace. Yet, its efforts focus on breaking norms and disrupting the system rather than cyber violence. Evaluating the efficacy of Russia hacking activities, this chapter questions the conclusion that Moscow achieves its ends in cyberspace. More often than not, Russia fails, doubles down, and fails again. Rather, Moscow uses low-cost, deniable cyber actions to amplify broader propaganda efforts, sowing discontent within the governments and populations of the targeted state. This case demonstrates the mixed results of cyber strategies. Moscow has not achieved much, but its actions have put the world on notice that Russia is capable and dangerous.

Abstract:
Armenia, Georgia and Moldova continue to strengthen their democratic systems. Achievements, albeit with many challenges, include improvements to the conduct of elections, increasing the transparency and accountability of government institutions, and maintaining an open civic space for citizens and media to openly debate, question, or challenge their governments. Just days after Russia’s invasion of Ukraine and following Ukraine’s urgent application for membership of the European Union, Georgia and Moldova also sent in their applications. Even if the accession may entail a long road ahead, it signals a resolution of all three countries to further invest in deepening their democratic systems of government. If there is a positive fall out to be found from this devastating war, this could be it. International IDEA hosted a virtual Round Table, inviting three prominent democracy and rights advocates from Armenia, Georgia and Moldova to share their reflections and recommendations on what may lie ahead and what efforts domestic and international actors could undertake in support of democratic deepening in the region.

Abstract:
Charles Dibdin (1745–1814) was one of the most popular and influential producers of late Georgian culture. The huge diversity of his work and career defies simple categorization. He was, often at one and the same time, an actor, lyricist, composer, singer-songwriter, comedian, theatre-manager, journalist, and author of novels, historical works, polemical pamphlets, and guides to musical education. Consequently, he is important to many different fields for often quite dissimilar reasons. This means that a sense of his overall accomplishments—never mind the powerful reverberations of his influence—across numerous areas and in different periods may only truly be appreciated from the multiple perspectives that an interdisciplinary collaboration can offer. The chief aim of this volume is to illuminate the breadth and depth of Dibdin’s impact, and in the process offer fresh insights into previously hidden aspects of late Georgian culture. Dibdin’s importance lies in his ability to make visible the connections between various kinds of cultural production; he provides a model for thinking about late Georgian culture as a system of interconnected parts. This book illustrates the variety of Dibdin’s cultural output as characteristic of late-eighteenth-century entertainment, while also addressing the challenge mounted by specialization in the early nineteenth century. What emerges is not the elimination of miscellany, but rather the establishment of new cultural hierarchies in which a specialized elite culture increasingly defined itself against a continuing and vibrant culture of miscellany.

This chapter analyzes how many of the texts in part 1 of Cane display Toomer's continuing attempt to incorporate Sempter/Sparta into the program for sectional art that had failed to achieve effective expression in “Kabnis.” While things are so immediate in the Georgia that traumatizes Toomer's artist-hero, in part 1 the word “Georgia” figures prominently among the symbolic acts that link the soil and the folk through the ideologeme of metonymic nationalism. Such references to Georgia propose that the folk culture located on the Dixie Pike is a vital spiritual link in the chain connecting region with nation, and affirming the belonging of African Americans in an expanded version of “our” America.
