The 2015 Singapore General Elections (GE) produced a puzzling outcome. Although it was predicted by analysts that the People’s Action Party (PAP) would rebound, the depth of victory by way of popular vote of 69.9 percent was confoundding. Given also that the Workers’ Party of Singapore (WP) was expected to retain Aljunied Group Representation Constituency (GRC) as well as the Single Member Constituency (SMC) of Hougang and Punggol East, it further flummoxed analysts when the WP lost Punggol East to the PAP, and WP had its margin of victory reduced in both Aljunied and Hougang. Epitomising PAP’s rebound was also the increased margin of victory in the PotongPasir SMC. Although the opposition, namely, the WP was expected to further pluralise the parliamentary system in Singapore by winning more seats in GE2015, the reverse took place in that the PAP not only rebounded from the 60.1 percent it received in GE2011, but also further entrenched its one-party dominance in governing Singapore. Based on an electoral analysis of three constituencies, Punggol East, PotongPasir and Aljunied, this article argues that these constituencies illustrate how the PAP rebounded while the WP retrogressed in GE2015. Pursuant to the electoral outcome, this article makes the case that there needs to be a re-evaluation when applying the concept of authoritarianism to Singapore’s context.

Abstract:
The 14th Malaysian General Election (GE2018) had changed the political landscape in Malaysia. For the very first time, the ruling party of Barisan Nasional failed to dominate the government in all states except that of Pahang, Perlis, and Sarawak. This study is intended to discuss the scenario of GE2018 by focusing on the election results among female candidates in Sarawak. Ten female candidates participated in GE2018 as compared to a total of 78 candidates to grab 31 Parliamentary seats in Sarawak. Meaning, merely 12.82 percentages of female candidates competed in GE2018. Nevertheless, out of ten female election candidates competing, only five (4 PBB + 1 DAP) won which was 16.12 percentages of winning whilst a big portion of the percentages of 83.87 went to the winning male election candidates. Interestingly, the usage of social media is frequently used by the candidates in GE2018. Hence, this work focuses on the usage of social media among two female Muslim election candidates from a political party of Parti Bumiputera Bersatu Sarawak (PBB). The findings reveal that the frequent usage of Facebook has positive and negative impacts on both female candidates. Even though both female candidates win the election but one has an increased in votes and majority votes whilst the other has a drastic decrease of votes and majority votes obtained.

Abstract A novel hydrated magnesium uranyl germanate, Mg[(UO2)2(Ge2O6(OH)2)]·(H2O)4.4, has been synthesized under hydrothermal conditions at 200 °C. The orthorhombic unit-cell parameters are a=10.829(6), b=7.625(4), c=16.888(10) Å, V=1394.5(1) Å3, space group Cmcm, Z=4. The crystal structure is based on β-U3O8-type sheets of corner- and edge-sharing U6+O7 pentagonal bipyramids. The GeO3(OH) tetrahedra and GeO4(OH) trigonal bipyramids are linked to form [Ge2φ8] diortho groups that fill the hexagonal-shaped windows within the sheets. The uranyl germanate layers are connected through Mgφ6 octahedra. The disorder of the [Ge2φ8] diortho groups leads to different local structure types with layered- and framework-like characters. A review of the crystal structures of uranyl minerals and actinide-bearing synthetic compounds based on β-U3O8 topological-type sheets is provided. Structural complexity parameters (IG,total=176.19 bits/unit cell) indicate that the title compound is one of the simplest actinyl compounds among this family.

The crystal structure of type I clathrate Ba8Ni4Ge42 has been determined using neutron powder diffraction, transmission electron microscopy (TEM, for possible superlattice), and extended X-ray absorption fine structure (EXAFS) measurements. Ba8Ni4Ge42 is cubic with the space group Pmn and unit-cell parameter a = 10.6769(2) Å (Dx = 5.988 g cm−3). The structure combines two different types of polyhedra: the dodecahedron (Ge20, 20-atom cage with 12 pentagonal faces) and the tetrakaidecahedron (Ge24, 24-atom cage with 12 pentagonal and 2 hexagonal faces). Each unit cell contains two Ge20 dodecahedra and six Ge24 tetrakaidecahedra. The Ge20 dodecahedra are linked via the interstitial 6c positions. The framework structure is formed by a tetrahedrally bounded network of Ge atoms, whereas Ba atoms reside inside the Ge20 and Ge24 cavities at the 2a and 6d crystallographic positions, respectively. Ni atoms exclusively occupy the 6c positions located on the hexagonal faces of the larger tetrakaidecahedra; no Ni atoms are found in the smaller dodecahedra that consist of pentagonal faces. A local structure study using EXAFS supports the coexistence of Ge and Ni on the 6c site. Electron diffraction in TEM reveals no detectable Ge/Ni ordering.

Methanolothermal reaction of Cs2CO3 with Ge and Se at 190 °C yields Cs4Ge4Se10 · 2 CH3OH and Cs4Ge2Se8, the structures of which have been determined by X-ray structural analysis. The anion [Ge4Se10]4 in Cs4Ge4Se10)·2 CH3OH displays an adamantane-like structure in which four GeSe4 tetrahedra are linked via joint vertices. In con­trast Cs4Ge2Se8 contains the novel dinuclear anion [Ge2Se8]4-, the first example of a selenidogermanate(IV) exhibiting Se2 bridging units. Two GeSe4 tetrahedra are linked in this anion through Se-Se bonds to yield a six-membered ring, which displays a chair conformation and crystallographic C2h symmetry.

Abstract:
Singapore's 2020 general election was held amidst the most serious public health and economic crises in the country's history. Despite expectations that these parallel crises would precipitate a flight to safety and result in a strong performance by the dominant People's Action Party (PAP), the ruling party received its third-lowest popular vote share (61.2 percent) and lowest-ever seat share (89.2 percent) since independence. This article engages explanations for the unexpected results and argues that the vote swing against the PAP was enabled by a hitherto largely overlooked factor: the 2020 election included two opposition parties that could credibly compete with the PAP on the valence considerations that drive voting behaviour in Singapore, giving voters a perceived safe alternative to the PAP at the constituency level. Quantitative tests support the notion that party credibility—rather than demographic factors, incumbency advantages, Group Representation Constituencies, or assessments of the PAP's fourth- generation leaders—best explains variation in the vote swing against the PAP. Ultimately, the results suggest that the PAP's monopoly on party credibility is no longer assured, thus portending greater opposition competitiveness and pressure against the PAP in future elections. Nonetheless, the PAP's dominance remains intact and there is little evidence of a general appetite among the electorate for a non-PAP government, suggesting the likelihood of smaller course corrections rather than major steps towards democratization in the coming years.

Background Although the anesthetic effects of the intravenous anesthetic agent propofol have been studied in the living human brain using brain imaging technology, the nature of the anesthetic state evident in the human brain during inhalational anesthesia remains unknown. To examine this issue, the authors studied the effects of isoflurane anesthesia on human cerebral glucose metabolism using positron emission tomography (PET). Methods Five volunteers each underwent two PET scans; one scan assessed awake-baseline metabolism and the other scan assessed metabolism during isoflurane anesthesia titrated to the point of unresponsiveness (means +/- SD; expired = 0.5 +/- 0.1%). Scans were obtained with a GE2048 scanner (4.5-mm resolution-FWHM) using the 18fluorodeoxyglucose technique. Results Awake whole-brain glucose metabolism averaged 6.9 +/- 1.5 mg.100 g-1.min-1 (means +/- SD). Isoflurane reduced whole-brain metabolism 46 +/- 11% to 3.6 +/- 0.3 mg.100 g-1.min-1 (P < or = 0.005). Regional metabolism decreased fairly uniformly throughout the brain, and no evidence of any regional metabolic increases were found in any brain region for any participant. A region-of-interest analysis showed that the pattern of regional metabolism evident during isoflurane anesthesia was not significantly different from that seen when participants were awake. Conclusion These data clarify that the anesthetic state evident in the living human brain during unresponsiveness induced with isoflurane is associated with a global, fairly uniform, whole-brain glucose metabolic reduction of 46 +/- 11%.

Treatment of germanium dioxide with a 33% aqueous solution of 1,2-diaminopropane (DAP) under solvothermal conditions leads to the formation of colourless octahedral crystals of the novel germanate (1,2-DAPH2)2Ge9(OH)4O18 · 2 H2O. The compound crystallises in the orthorhombic space group Pbca, a = 14.4155(10), b = 12.9384(9), c = 14.5417(8) Å,V =2712.2 (3) Å3; Z =4. The structure consists of an anionic [Ge9(OH)4O18]4− framework with isolated [1,2-DAPH2]2+ cations and water molecules in the channels of the structure. The primary building units of the anionic framework are GeO4 tetrahedra, GeO5 trigonal bipyramids, and GeO6 octahedra. The asymmetric unit consists of two GeO5 units sharing a common edge to form a Ge2O8 unit. This Ge2O8 unit is corner-linked to two GeO4 tetrahedra, and finally one GeO4 tetrahedron is connected to a GeO6 octahedron by cornersharing. The connectivity yields a chain-like Ge5O19 fragment as a secondary building unit (SBU). The chain fragments are interconnected with each other forming the three-dimensional framework. Three types of channels with diameters ranging from 5.98 to 8.025 Å intersect the three-dimensional germanate network. Upon heating the compound decomposes in three steps starting at about 125˚C losing the water and the 1,2-diaminopropane molecules.In situ X-ray diffraction experiments show that the water molecules are removed retaining the integrity of the skeleton of the material. The removal of H2O is accompanied with an anisotropic shrinkage of the structure. The original lattice parameters were obtained after the uptake of water.

Silver photodiffusion into amorphous chalcogenides involves the movement of ions controlled by a UV-visible light illumination, and has potential application to memory devices. Understanding the kinetics of this phenomenon will expand the range of possible applications. Herein, we report the excitation photon energy dependence of the silver photodiffusion kinetics in Ag/amorphous Ge20S80/Si substrate stacks, probed by neutron reflectivity using four light-emitting diodes with different peak wavelengths. Time-dependent changes were clearly observed in all three of the Ag/Ag-doped reaction/chalcogenide host layers, in terms of layer thickness, scattering length density, and roughness. Silver photodiffusion effectively occurred when the excitation photon energy was greater than the optical gap of the chalcogenide host material. Excitation of lone-pair electrons to anti-bonding states at the chalcogenide layer therefore appears to play a crucial role in triggering silver photodiffusion.

Background Propofol and isoflurane anesthesia were studied previously with functional brain imaging in humans to begin identifying key brain areas involved with mediating anesthetic-induced unconsciousness. The authors describe an additional positron emission tomography study of halothane's in vivo cerebral metabolic effects. Methods Five male volunteers each underwent two positron emission tomography scans. One scan assessed awake-baseline metabolism, and the other scan assessed metabolism during halothane anesthesia titrated to the point of unresponsiveness (mean +/- SD, expired = 0.7+/-0.2%). Scans were obtained using a GE2048 scanner and the F-18 fluorodeoxyglucose technique. Regions of interest were analyzed for changes in both absolute and relative glucose metabolism. In addition, relative changes in metabolism were evaluated using statistical parametric mapping. Results Awake whole-brain metabolism averaged 6.3+/-1.2 mg x 100 g(-1) x min(-1) (mean +/- SD). Halothane reduced metabolism 40+/-9% to 3.7+/-0.6 mg x 100 g(-1) x min(-1) (P< or =0.005). Regional metabolism did not increase in any brain areas for any volunteer. The statistical parametric mapping analysis revealed significantly less relative metabolism in the basal forebrain, thalamus, limbic system, cerebellum, and occiput during halothane anesthesia. Conclusions Halothane caused a global whole-brain metabolic reduction with significant shifts in regional metabolism. Comparisons with previous studies reveal similar absolute and relative metabolic effects for halothane and isoflurane. Propofol, however, was associated with larger absolute metabolic reductions, suppression of relative cortical metabolism more than either inhalational agent, and significantly less suppression of relative basal ganglia and midbrain metabolism.

Abstract BaCu6Ge2 S8 was synthesized by direct reaction of the elements at 750°C and characterized by X-ray single crystal techniques. The thiogermanate crystallizes in a new orthorhombic structure type (a = 6.122(1) Å, b = 12.084(3) Å, c = 17.614(5) Å; Pbcm, Z = 4). Isolated [GeS4]4- tetrahedra form a slightly distorted cubic face-centered (fee) arrangement. Baand Cu-atoms each occupy half the octahedral gaps (OG) of this “tetrahedra packing” . Further Cu atoms fill the tetrahedral gaps ( TG) completely. The compound can be written as Ba2(1/2OG)(Cu2)2(1/2OG)Cu8(TG)(GeS4)4 . Thus the structure of BaCu6Ge2S8 can be derived from the Li3Bi type. The sulfur coordination of the metal atoms (Cu tetrahedral or trigonal, Ba with CN 8) are realized by the spatial orientation of the [GeS4]4- tetrahedra. Their centers nearly maintain the fcc-arrangement. This structure interpretation of BaCu6 Ge2S8 from the viewpoint of a “filled tetrahedra packing” is discussed for further known thiogermanate compounds.

Abstract. The presence of two large-scale cyclonic gyres in the Algerian Basin influences the general and eddy circulation, but their effects on water mass transfer remain poorly characterized. Our study has confirmed the presence of these gyres using the first direct current measurements of the whole water column collected during the SOMBA-GE2014 cruise, specifically designed to investigate these gyres. Using cruise sections and a climatology from 60 years of in situ measurements, we have also shown the effect of these gyres on the distribution at intermediate depth of Levantine Intermediate Water (LIW) with warmer (∼ 0.15 ∘C) and saltier (∼ 0.02) characteristics in the Algerian Basin than in the Provençal Basin. The Algerian Gyres, combined with the effect of anticyclonic Algerian Eddies, also impact horizontal density gradients with sinking of the isopycnals at the gyres' centers. Temporal cross-correlation of LIW potential temperature referenced to a signal observed southwest of Sardinia reveals a timescale of transit of 4 months to get to the center of the Algerian Basin. The LIW potential temperature and salinity trends, on average in the basin interior, are estimated to be +0.0022 ± 0.0002 ∘Cyr-1 and +0.0022 ± 0.0001 yr−1, respectively, over the 1968–2017 period and accelerating to +0.048 ± 0.003 ∘Cyr-1 and +0.0076 ± 0.0009 yr−1 over the 2013–2017 period.

Abstract In order to solve the problem that the damage of rubber material cannot be repaired quickly and conveniently, this paper studies a repairing agent that is easy to use and repairs quickly.The modifier is composed of A and B components. The A component can be obtained by blending polyether polyol 330N, chain extender, diethylene glycol, 330NH18 slurry, 330N acetylene black slurry, dioctyl phthalate DOP, catalyst, antioxidant, silane coupling agent and defoaming agent at room temperature and vacuum.The mixture of polyether polyol GE220, 220H18 and dioctyl phthalate DOP, MDI-3051 and MDI-100LL at room temperature and vacuum was used to obtain component B.When using, mix A and B components by 1:0.7-1.3.The repair agent is simple to prepare and easy to use, and can be used for repairing any type of rubber damage. It is not limited by space and shape of rubber parts. It can be formed in 1 minute, have strength in 8 minutes, reach 80% strength in 2 hours and put into use.

Abstract Meehanite GE200 is an intermediate-tensile-strength gray cast iron that has a minimum tensile strength of 200 MPa (29 ksi), when determined on test pieces machined from separately cast, 30 mm (1.2 in.) diameter test bars. This material is generally used for smaller parts with wall thicknesses above 5 mm (3/16 in.). It has excellent fluidity, no tendency towards hard edges and a uniformly fine structure with small proportions of ferrite and is, therefore, readily machinable. Youths have responded to the unprecedented socio-economic impact of COVID-19 pandemic through civic and political participation. However, knowledge gaps exist with documenting specific motivations and forms involved in participation, as well as the implications for subsequent engagement. Using public podcast episodes produced by the author during Singapore’s nine-day election campaign held under lockdown, youth perspectives were analysed thematically to understand youth motivations, participation forms and how participation shapes future sociopolitical engagement. Findings suggest that Singaporean youth were motivated to build awareness and activism and take action between elections and during GE2020. Youth participation was a mix of conventional and non-conventional activities with seamless digital transitions. That any form of participation during the election resulted in youth resolve to continue or expand their engagement beyond GE2020, with awareness and activism and action perceived as mutually reinforcing motivations, has implications for future political behaviours and activities and issues in which youth are engaged.

ABSTRACTA neutron activation study was performed to follow the total oxygen content during the preparation sequence of mechanically alloyed Si-20 at.% Ge n-type alloys using both elemental powders and chunk starting materials. The Si-20 at. % Ge alloys were doped with 1.6 at. % GaP and 3.4.at. % P and the total oxygen concentration was measured in the starting materials, after six hours of mechanical alloying in a helium environment, after hot pressing, and after a short 1100°C soak in fused silica ampoules. The alloys containing high oxygen levels showed low carrier mobility and low thermal conductivity whereas those containing low oxygen showed high mobility and thermal conductivity. The microstructure, as observed by optical metallography and SEM, was found to differ greatly with oxygen content as the low oxygen alloys showed relatively large, well defined grains and the high oxygen alloys showed evidence of poor sintering and limited grain growth.

The 14th General Election, 2018 (GE-14, 2018) has taken place and is finished with calm and full of surprises. For the first time, the Barisan Nasional (BN), which was promoted by the United Malays National Organization (UMNO), has lost its main opposition party, namely Pakatan Harapan (PH) using the Parti Keadilan Rakyat (PKR) logo along with the Parti Warisan Sabah (WARISAN). Thus, BN/UMNO also failed to defend its power after 63 years of mastering the rule of the Federal Government. The atmosphere of euphoria or the feeling of excitement among the people in this country is the result of the GE13 2018 demands for the necessity of a new Federal Government regime that is different from the previous BN government rule. The new atmosphere is also called ‘New Malaysia’. The results of the 2018 General Election can be highlighted in the performance of political parties competing in the GE. In the context of this article, UMNO and AMANAH were chosen to analyze the performance of the political party in the 2018 General Election because of UMNO’s status as an old political party (founded in 1946) while AMANAH is a newly formed political party in 2015 which is a PAS splinter party. It is important to see the old party's performance experienced in the political and governance (UMNO); and realistic, professional, progressive, and dynamic new party (AMANAH) formed as a result of the original party (PAS) was not suitable for mixed ethnicity in this country and seen as a conservative party. The writing of this paper uses primary data (the result of GE2018) and secondary data processing (information from published sources) that are critically and rationally analyzed and based on current ‘real politics’ in the country. The findings show that although UMNO as a spear in BN has lost federal and state levels the political party still retains control over the majority of Malay ethnic voters in rural areas. UMNO managed to dominate Pahang and Perlis State Governments in addition to being the majority opposition in parliament. AMANAH, however despite not contesting many parliamentary and state seats resulting from the distribution of election seats among the parties in PH but still managed to win seats in urban and semi-urban areas composed of mixed ethnic groups. People's representative from AMANAH also managed to oversee the post of the Chief Minister in the State of Malacca besides receiving the post of EXCO in several State Governments as well as the post of Minister and Deputy Minister at the Federal level. After the PRU 2018, it appears that there are some scenarios in the current issue that involve the continuity of UMNO and AMANAH politics which may affect the direction of the two parties towards the next general election.
