Abstract:
Garner's Modern English Usage (hereafter Garner4) was published by Oxford University Press USA in 2016. Appearing within a span of two decades, it is the fourth edition of Bryan Garner's dictionary of usage, originally published as A Dictionary of Modern American Usage (Garner, 1998, hereafter Garner1). It is also the second dictionary of English usage to be published during the last three years, following the latest edition of what is arguably its most direct British counterpart, Fowler's Dictionary of Modern English Usage (Butterfield, 2015, hereafter Fowler4).

Abstract:
Atheists are not the first group that comes to mind when one commonly thinks of late nineteenth-century southern Appalachia. Richard Lynch Garner (1848–1920), a self-taught scientist from southwestern Virginia who moved to southern Gabon in 1892, sought to bind together conventional southern middle-class views on race and manhood with religious skepticism. Studies of unbelief in the United States have almost entirely ignored the South as well as the ways that freethinkers engaged with race, thereby leaving out men like Garner. Though Garner drew on northern and midwestern freethinkers like Robert Ingersoll for critiques of Christianity, he also saw himself as a defender of paternal southern views of race from northerners and from Christian missionaries. Still, he distanced himself from other southern agnostics, especially the race-baiting William Cowper Brann, by presenting himself as a fatherly protector of Africans and African Americans. Garner used his observations on Gabonese societies to critique colonialism and missionary work as denials of biological differences between the races. Interestingly, Garner contended that Gabonese spirituality was materialist and lacked a notion of divinity. Ultimately, Garner downplayed his freethinking and his anti-colonialism in his published work—probably to ensure his ability to continue his research in colonial Africa and perhaps to better market himself in the United States.

Abstract:
Abstract. The main objective of this study is to assess differences in body image (from now on BI) perception among Huelva teenagers, based on gender and age. The sample comprised 226 students aged between 12 and 18 years (M = 13.94, SD = 1.41). Gender distribution was 54.9% boys (n = 124) and 45.1% girls (n = 102). The instruments used to assess the different components of the BI were: 1) Global corporal estimating method of Gardner, Stark, Jackson and Friedman (1999) to evaluate the perceptual component, adapted to Spanish by Rodriguez, Beato, Rodriguez and Martinez (2003); 2) Body dissatisfaction subscale of the Eating Disorder Inventory (EDI) of Garner, Polivy & Olmstead (1983) to assess the subjective component, adapted to the Spanish population by Garner (1998); 3) Body Image Avoidance Questionnaire (BIAQ) of Rosen, Salzberg, Srebnik & Went (1990) to evaluate the behavioral component. Girls are more dissatisfied with their BI than boys. Most boys and girls have similar desire to lose weight. Girls showed greater use of avoidance behaviors due to BI than boys, especially in the "how to wear clothes", "social activities", and "weighed and groom" subscales. Girls showed greater "obsession with thinness" than boys.

Abstract:
This study examines the criteria which help academics receive National Institute of Health funds (NIH). The study covers 3,092 NIH recipients and non-recipients in the same department or institute at twenty-four universities. The universities are drawn from those below the top twenty in terms of receipt of NIH funds. With regards to performance, non- recipients have lower performance than recipients. A key determinant of the receipt of NIH funds is individual performance, as measured by the number of articles published and average citations per article in the two years immediately prior to the grant application. Professors receive more NIH money than do associates and assistant professors. Other positive contributors are the field of study, whether the academic has both a PhD. and Medical degree, and has licensed an innovation, been involved in the start of a new business and patented an invention through the university. To the extent that individual performance criteria represent the quality of the research proposal, allocation of NIH funds is based on merit. A Tobit model indicates that being highly cited does not guarantee increasing returns. Likewise, career citations have only a small statistically significant impact. In addition, a negative coefficient associated with the second derivatives of both articles published in 2006-07 and their associated citations indicate diminishing marginal returns.

Karhunen, A. (Antti). "Traffic Flow Garner -rajapinnan hyödyntäminen liikennevalojärjestelmän liikenneteknisessä seurannassa ja kehittämisessä." Master's thesis, University of Oulu, 2016. http://urn.fi/URN:NBN:fi:oulu-201604061380.

Full text
Abstract:
TFG-rajapinnan datasta laskettuja tunnuslukuja verrattiin maastossa havaittuun liikennetilanteeseen. Työssä tutkittiin seuraavia liikenneteknisiä tunnuslukuja: - Liikennemäärät - Ilmaisimen varausaste ja yhtäjaksoinen varausaika - Jonopituus - Maksimiodotusaika jonossa kiertoina (hetkellinen tarjonnan ja kysynnän suhde) - Kuormitusaste - Ohjausviive - Palvelutaso - Poistuminen läsnäoloilmaisimelta punaisen aikana - Vihreällä saapuvat ja liittymän läpäisevät ajoneuvot - Vihreän loppuminen kesken - Turha vihreä aika Rajapinnasta lasketut tunnusluvut vastasivat todellista liikennetilannetta hyvin. Kaistan ominaisvälityskyky vaikuttaa kuitenkin voimakkaasti useiden tunnuslukujen laskentaan.
Traffic signals are an essential part of the functionality of the traffic network. At the moment there are no especially good tools or automated functions for monitoring the performance of traffic signals in wide areas and for long periods of time. Traffic Flow Garner (TFG) is an interface developed by Dynniq that transmits traffic signal data. It gives a new opportunity to monitor signalled intersections. Its real time data includes the status of signal groups and detectors and configuration data of the intersection. Several performance measures of traffic signals and traffic can be calculated from the data. Calculation of performance measures was studied from the data transmitted by the TFG interface. Two signalled intersections in Oulu were chosen for closer examination. One of them was also monitored at the location. Performance measures calculated from the TFG data were compared with the observed situation at the location. The following performance measures were studied in this thesis: - Traffic volumes - Proportion of detector occupancy and continuous occupancy time - Queue length - Maximum waiting time in queue in cycles (the momentary relation of a supply and demand) - Volume to capacity ratio - Control delay - Level of service - Driving away from the presence of the stop bar detector during red - Proportion of vehicles that arrive and leave the intersection during green - Green ending too early - Unnecessary green time The calculated performance measures corresponded well to the perceived traffic situation. However, the saturation flow rate of the lane affects the calculation of several measures strongly. It was estimated according to the lane type based on earlier studies. When there was no pedestrian crossing to be yielded, estimation of the saturation flow rate was easier and the results were better. Then, for example, the maximum queue length per minute corresponded well to the queue length that was perceived at the location. The maximum queue length did not correspond equally well to the perceived when there was a pedestrian crossing had to be yielded. However, it was mostly in the correct order. Momentary performance was best described by queue length and maximum wait time in queue. They describe well how a road user experiences the traffic situation and performance of the intersection. Performance of periods of 15 minutes and longer was best described by volume to capacity ratio, control delay and level of service. Other measures may be used to estimate, among others, the functionality of the green wave, the adequacy of the green time and unnecessary green time. Properties of storing the calculated measures into a database and properties of the user interface of the traffic performance monitoring system were specified. A performance monitoring system of traffic signals is intended to be implemented based on the results of this thesis. With real-time performance monitoring of traffic signals comprehensive computational information could be obtained instead of spotty or subjective observations about the traffic. Thanks to it changes in programming of traffic signals could be based on a distinctly more reliable view on the state of the traffic network. The road administrator could improve the level of the maintenance of traffic signals based on the calculated measures. It is also possible to observe the effects of changes in programming. Furthermore, automatic alarms could be used for exceptional situations that would otherwise be difficult or impossible to notice. Real-time monitoring enables the road administrator and, through applications, road users to have real-time understanding about the traffic situation

Abstract:
The Garner Valley site in California is a seismic, geotechnical and structural instrumented site. The structural recordings on the test structure provides data for soil-structure interaction studies. Soil structure interaction is the phenomenon that differentiate the response of a structure based on an perfectly rigid foundation within a perfectly rigid soil, from the response of a structure in reality. In order to analyse soil-structure interaction effects on the Garner Valley test structure, using the substructure analysis method, geotechnical and structural parameters which are necessary for the constitution of the foundation impedance function are analysed by a dynamic parametric analysis of the soil column under seismic load, using uniaxial linear equivalent model, from seismic and geotechnical in-situ data. The shear modulus reduction and hysteretic damping of the soil are therefore found and can be used in combination with geometrical and geotechnical data to calculate the springs and dashpots equations, used as solutions for the foundation impedance function needed in the substructure approach. The small size of the foundation at Garner Valley allows the non-rotational and non-torsional foundation hypothesis. Springs and dashpots are then implemented in addition of the fixed base model, horizontally and vertically. Kinematic interaction is also studied, even though the foundation size is small and the difference between foundation input motion and free field motion are minimal, the use of foundation input motion as input reduces maximum acceleration on top of the structure. This reduction matches the in-situ levels of maximum acceleration when the foundation is flexible, using springs and dashpots. The results of inertial interaction, period lengthening and damping increase, are also noticed, and compared to theoretical results.

Abstract:
George Frederick Bodley became Sir Gilbert Scott's first articled pupil in 1843, when he was sixteen. In 1854 he began his own practice, and later took into partnership another of Scott's former pupils, Thomas Garner (1839-1906). The partnership continued until 1898, after which both men continued separate practices for the rest of their lives. Bodley began his practice at a time when the Early Middle Pointed of Pugin was giving way to High Victorian Gothic. A sympathy for Tractarianism, and the influence of Ecclesiology introduced him to generous High Church patrons from the outset. Bodley initiated a swing away from continental idioms, towards a return to English Gothic of the Decorated period. This change of direction marked a lasting influence of the architect on the course of the Gothic Revival. An analysis of colour decoration in Bodley's churches, reveals his crucial contribution to the ascendant movement of painted stencil-patterns over the earlier phase of consructional polychromy. The relationship between Bodley and the firms of craftsmen which he helped to found, such as Watts & Co., reveals the architect's determination to evolve a position of complete personal control over the decoration of a building. The churches at Pendlebury, Hoar Cross, and Clumber remain the masterpieces of the partnership, and display the supremacy of private patronage in its middle years. With the agricultural depression, attention was turned to the building of new town churches, and city Mission churches. The process of 'refinement' is a strong feature of these later buildings. The early phase of the 'Queen Anne' movement, and the revival of interest in the Elizabethan period in mid-Victorian architecture, was well represented by the partners' domestic buildings. Bodley and Garner's adoption of the more sensitive repair-rather-than-replacement concept for church restorations was influential. An account of Garner's late years designing for the Roman Catholic Church displays his archaeologically correct approach to the Gothic Revival which differentiates his final work from that of Bodley. The Choir at Downside provides an example of Garner's traditional manner, whilst Bodley's contemporary churches express his search for a less formal interpretation of the Gothic idiom.

Abstract:
In the wake of Eric Garner’s 2014 public execution at the hands of NYPD officers, online spaces such as Twitter saw an influx of remediated imagery referencing Ramsey Orta’s bystander cell phone video of Garner’s death. These images often explicitly reference the chokehold that killed Garner and/or they reappropriate Garner’s last words: “I can’t breathe.” To what formal dimensions in Orta’s video are these remediated images responding? What broader cultural work is the creation of these images doing? In this project, I regard Orta’s video as the point of entry for considering the cultural work of remediating images from it, as understanding its formal dimensions are necessary to recognizing the ways in which the remediated images attend to Garner’s body. I read this video using Scott Richmond’s revision of Christian Metz’s theory of cinematic identification to identify the concerning and compelling tension between over and under-identifying with onscreen subjects in Orta’s video, ultimately asserting that aligning with any body onscreen is ultimately a choice. Further, the remediated images attending to Garner’s body signal viewer’s chosen alignment with him or Orta, and claim Garner’s death as a socially constructed cultural trauma. These claims not only signal collective identification around the trauma on behalf of those who did not initially witness it, but also express belief in Garner’s experience despite a public discourse that continually emphasized his (and other black men’s) perceived violent potential.

Abstract:
This paper presents a preliminary examination and analysis of a small suite of 4-D wave data to explore what new insight or inference we can garner — particularly toward the realm where conventional approaches have not been traversed. While we caught a few glimpses that might indicate a need for new conceptualizations, it by no means to negates the vast positive contributions the conventional approaches have been made in the past century. We feel it is timely to encourage further 4-D ocean wave measurement and thereby facilitate fresh new states of study and understanding of ocean waves.

Abstract:
As universities become increasingly research driven and funded on a research-basis, there is an increased need to attract graduate research students. The easiest way of doing this is to draft highly-talented undergraduate students into the research programmes. However, in a booming industrial job market, this is no easy task for Information Systems and Information Technology programmes. Recognizing that it is easier to retain than to recruit, the School of Information Management conducted an event to foster talent among students and garner interest in the graduate programmes of the school. This paper reports on the experiences of the staff members conducting the event.

Abstract:
Abstract Due to the fixed charge density (FCD) in the solid matrix and the ionic nature of the interstitial fluid, cartilage and other soft tissues exhibit coupling between mechanical (deformation, fluid flow, fluid pressurization) and electrical (current, streaming potential) phenomena (Maroudas et al., 1969; Frank and Grodzinsky, 1987). Similar behavior has long been recognized in soil mechanics, and linear finite element formulations have been developed (Lewis and Garner, 1972). Soft tissues, however, typically undergo large deformations and have material properties that strongly vary with deformation. To date, no finite element formulations have been introduced that are capable of representing the nonlinear, electromechanically coupled behavior of soft tissues.

This paper is a multidisciplinary project proposal, submitted in the hopes that it may garner enough interest to launch it with members of the AI research community along with linguists and philosophers of mind and language interested in constructing a semantics for a natural logic for AI. The paper outlines some of the major hurdles in the way of “semantics-driven” natural language processing based on standard predicate logic and sketches out the steps to be taken toward a “natural logic”, a semantic system explicitly defined on a well-regimented (but indefinitely expandable) fragment of a natural language that can, therefore, be “intelligently” processed by computers, using the semantic representations of the phrases of the fragment.

Abstract:
Creativity can be viewed, not just as a set of skills and strategies, but as an overarching metacognitive skill that integrates a range of subordinate generic skills. Key to developing creativity is to engage in a cycle of ideation, reflection and adjustment, within a feedback rich environment. Blogs have the ability to garner external comments that can prompt these processes. Case study research was undertaken to explore what forms of feedback promote metacognitive development and how those forms can best be elicited within a blog. Findings indicated that blog comments can motivate, provide information, enhance quality and promote reflection, and that a range of strategies can be applied in blogs to best obtain the most valuable forms of feedback for creative development.

Abstract:
Our engineering program includes a two-year capstone experience. At the beginning of this experience, students bid into projects by rank ordering first, second, and third choice projects. Students’ decisions for long term commitments, such as selecting a capstone team, use various forms of bounded rationality. When making a choice on which two year capstone project to select and rank, there may be many reasons why a particular student or set of students will pick a project. In this study, we looked across three years of project selection and ranking data using a competing hypothesis to gain insight into the reasons with the greatest explanatory power on why projects are chosen. Implication of what this means regarding the overall portfolio of projects is offered as well as how to craft projects and project descriptions such that they garner more student interest and can lead to more excitement and learning.

Abstract:
Lithium-ion batteries continue to garner interest as an energy storage system in stationary and vehicular applications. Considerable research effort is currently devoted to investigating the physical and chemical phenomena leading to aging, namely internal resistance growth and capacity fade. This paper presents a reduced-order model that characterizes the dynamic behavior of a Lithium-ion battery cell. The model is derived from the governing electrochemical principles and is applied to a Li-ion cell based upon a natural graphite negative electrode and iron phosphate positive electrode. The paper describes the modeling approach and equations, followed by a validation with experimental data. A sensitivity analysis is then conducted to investigate the influence of the model parameters on the cell internal resistance and capacity. The results of this study allows one to identify a subset of model parameters that may evolve throughout the battery’s life, providing guidance towards establishing which parameter trajectories must be quantified as batteries age.

Abstract:
Abstract Hydraulic fluids underwent significant changes in their composition in these past years, which led to an increase in poor conductivity. Since well-established standards for specifying a hydraulic fluid, such as ISO 11158, make no mention of the electric conductivity, the awareness for potential complications is low. With some applications electrostatic discharges contribute to a shortened service life of the hydraulic fluid and the filter elements. Recent work on cavitation and its different forms suggest an underestimated impact of the relative humidity on fluid characteristics and the tendency for cavitation. In relation to electrostatic charges, the relative humidity of a fluid is seldom considered. The results presented in this paper offer an initial observation of the effect of relative humidity on electrostatic charging. To this end three hydraulic fluids, satisfying the specifications of an HLP 46, are prepared with three different levels of relative humidity at 20°C. Subsequently the nine samples are tested with a small-scale test bench in order to garner a qualitative comparison of the charging tendency.

Abstract:
Generally, policymakers and tax analysts (as well as donors concerned about gender equity) have not made proper consideration about how tax policies and tax reforms can interact with gendered cultural norms in developing countries. However, there are worries that tax systems are biased against women and that recent tax reforms may increase the incidence of taxes on women and other underprivileged groups – while, at the same time, failing to garner sufficient tax revenue to fund social programmes necessary to enhance their lives. Since women in developing countries are particularly vulnerable to poverty, a comprehensive and rigorous assessment of tax systems (e.g., existing tax laws, tax administrations and new tax reforms) is needed to understand how they are uniquely affected. Gender-responsive tax programming by donors (and developing-country governments) requires dedication to assess the gender impact of tax policy and tax administration – i.e., who benefits and who is losing from existing tax arrangements or proposed reforms. Although there is growing evidence in the academic literature about the gender dimension of tax, there is still very limited programming by donors on tax policy and tax administration with an explicit focus on gender. Similarly, rarely do donor-funded programmes targeting gendered inequities and empowerment of women incorporate a clear tax agenda. However, there is some evidence that this trend is changing. Some recent regional and country programmes on DRM (e.g., on tax administration, tax policy, tax research, etc.), as well as business and investment climate improvement programmes, are incorporating explicit gender targets into their tax programme components. Some of these regional and country programmes are briefly discussed in the review (with more information on these provided in Sections 4 and 5).
