Full textThis thesis endeavors to give evidence of the Arcadian vision, of a synthetic view of nature and humanity, as it has been understood in the evolving settlement patterns of American civilization over the last 350 years. This thesis suggests that the Arcadian vision is still very much a part of the American psyche and awaits reinterpretation. Evidence is given of how this reinterpretation is already taking place in the urban landscape of America. It also suggests how the Arcadian vision may provide significant clues to realizing meaningful urban and suburban growth into the 21st century expressed in a sustainable urban landscape.

Full textDuring the past several decades, most U.S. metropolitan areas have experienced strong suburbanization of housing and jobs (i.e., urban sprawl). The sprawl that arises from urban growth has become a big issue in many metropolitan areas in the U.S. In response, there has been increased interest in urban containment policies. There are contrasting views (planning-oriented vs. market-oriented) of urban sprawl and urban containment policies. Planning-oriented scholars asserted the problems of `geographic sprawl (GS)' and the positive effects of urban containment polices, while market-oriented scholars asserted the problems of `economic sprawl (ES)' and the negative or negligible effects of urban containment policies. Therefore, this dissertation analyzed whether urban containment policies affect urban sprawl, employment center formation, and urban commuting.
The results of this dissertation indicate that urban containment policies play an important role in affecting urban sprawl, employment center formation, and urban commuting, as well as explaining the contrasting views (planning-oriented vs. market-oriented) of urban containment policies. Implementing urban containment policies can produce positive effects such as compact development, which can promote J-H balance. However, as seen in the relationship between urban containment policies, urban sprawl and housing values, stronger urban containment policies can produce negative effects, such as traffic congestion and an increase in housing prices.

Full textA component of the Israeli counter-terrorism policy includes a strategic choreographed response to restore and reconstruct physical damage caused by a terrorist attack with the goal of removing all markings of the attack in an expeditious timeframe. The investment of reconstructing a damaged scene is intended to yield increased resiliency for the impacted population and devalue the fear intended to be delivered with the attack. The critical element of the Israeli model is that the government accepts that attacks will occur and has developed a response for such attacks beyond aiding the injured and processing a crime scene. Application of the Israeli model to the United States merits review, as there is a strong likelihood that future terrorist attacks will occur on domestic soil in the United States and a best practice may be extrapolated from the Israeli model. The intended restoration of normalcy that follows Israels reconstruction efforts is designed to mitigate the psychological impact of a terrorist attack and serve as a palm to the damaged psyche of an impacted population. The State of Israel recognizes that the element of fear is a coconspirator in terror attacks and has developed a response to it. The subject of this thesis will address the specific response of reconstructing a damaged scene following a terrorist attack.

Full textThe reduction in crime rates that occurred in large cities across the United States (US) over the course of the past two decades has been the subject of much speculation and research. However, there have been no definitive empirical studies that conclusively determine the causes for this phenomenon. The goal of this study is to identify the impact of certain factors to the reduction of crime in large US cities that occurred over the past two decades by examining data over a thirty-year period (1980-2009). The identification of contributing factors may allow government officials, both on a local and national level, to focus their efforts on the implementation of policies that, based on empirical study, are likely to reduce crime.
This study focuses on Observable Crime, which is operationalized as robberies and larcenies reported in the Uniform Crime Report (UCR) Part II Offenses that were likely to be visible to the police. Those crimes likely to be visible police are determined to be all robberies that were not committed in residences and larcenies that were committed in public areas excluding stores. Law enforcement strategies that were examined in this study include Quality of Life (QOL) Enforcement and Police Presence, which is operationalized as arrests for drug offenses as reported in UCR Part II Arrests and Police Officers per 100,000 residents as reported in the UCR, respectively. The findings of this research supports the hypothesis that Quality of Life Enforcement significant in reducing crime in the twelve largest US cities from 1980-2009.

Full textLocal food systems are growing in scope and impact in communities around the world in an attempt to solve many of the environmental, social, and economic costs of global food production and conventional food chains. Communities may attain greater sustainability by reconfiguring their relationship to agriculture and food but critics of local food systems doubt its ability to fundamentally change the predominant global agricultural system due in part to the limited transformative range. Furthermore, local food systems are often viewed in reference to “food miles”, a concept that is oversimplified and ignores the complexity of food supply chains. This paper is motivated by these larger debates about local food systems and addresses a local food system in Portland, Oregon. The research for this paper is based on interviews conducted in the restaurant and farming sectors in the Portland area in an effort to learn what motivates restaurants and farms to engage in local partnerships, the challenges and opportunities they face selling and buying local food, and the practices along their food supply chains. The objective of this study is to understand the degree to which restaurant farm partnerships in Portland are supporting a sustainable local food system and to help identify strategies and opportunities for more restaurants and farms to engage in local partnerships. Furthermore, this research provides pragmatic examples for other communities interested in stimulating a local food system based on direct marketing. The findings of this study suggest Portland’s restaurant farm partnerships are making a small, yet significant effort to encourage innovative environmental and social practices, address the sustainability of urban and rural Portland, and deepen the food miles debate. Further efforts need to be made by the restaurant farm partnerships in Portland to expand on restaurant’s sustainable practices, find more innovative transportation means, and improve consumer education.

Full textIn 1945 the French philosopher Jean-Paul Sartre made a trip to the United States of America, by the invitation of the U.S. government. He wrote two texts about this trip, Villes d\'Amérique and New York, ville coloniale. These two texts, which can be understood from the term or category of \"travel literature\" were written for Frenchs newspapers and then reprinted in book (Situations III, 1949), and are the unique Sartres writings directly and exclusively related to the theme architecture and urban. Thus, these texts are important because they shows the most unknown aspect of the French philosopher: the urban analyst and critic of architecture. Moreover, they reveal the foreigners point of view at all fascinated with the New World: the constructive system of skyscrapers, the absence of certain buildings ornaments of, the image of cities, perceived as \"weak\" and \"provisional\" quickly built to last a few years.
