This thesis is studying the current global as well as Czech gambling industry with the focus on internet gambling activities. The work begins with the description of various gambling activities. The focus is taken on the internet gambling activities with description of the specifics and the current European as well as US legal frame. Next part is dedicated to the psychology of gambling together with the pathological gambling addiction. In next part the thesis studies the current situation on the Czech market - history, main official legal providers as well as main grey market providers. Second part of the work is the case study of the launch of the internet lottery games by Fortuna Entertainment Group. This case study is based on a desk research of previous successful best practices in the internet gambling industry from all around the world.

The present research analysed gambling activity of college students from a consumer behaviour perspective in order assess their gambling behaviour. A questionnaire was administered to 216 college students from several courses in different universities in the city of Lisbon (Portugal). No significant differences were found between men and women in gambling activity , both for players and non-players in all the types of games analysed (lottery, bingo and casino). Even tough most students were infrequent gamblers, lottery playing was found to the most played form of gambling (79.6%). Lottery playing was found to be related to parental gambling. This research also examined peer influence and addictive behaviours as gambling influential factors. No significant relationship between peer influence, addictive activities (alcohol drinking and smoking) and university student gambling was found.

Abstract:
Corporate Social Responsibility (CSR) is one important response to the increasing amounts of criticism levelled at corporations. A number of studies have focused on CSR in a range of industries; however, some contentious industries, e.g. the gambling industry, remain unexplored. Mobilizing CSR in a novel setting not only enhances the knowledge of CSR and gambling, but also provides an overview of this industry itself. This thesis attempts to investigate three questions: to what extent does the gambling industry disclose CSR-related data, how is CSR understood in this industry and why does the gambling industry engage in CSR? This thesis provides a general overview of the international gambling industry and an in-depth investigation of Macao's gambling industry. The research design of the thesis employs mixed methods: content analysis and semi-structured interviews. The principal research is based on 49 interviews. This thesis advances three main arguments. First, it will be argued that there are relatively low volumes of Corporate Social Disclosure (CSD) and Responsible Gambling (RG) disclosure in the international gambling industry, which can be viewed as a legitimising strategy. Second, in Macao's gambling industry, it is argued that organisations in this industry tend to place a greater emphasis on positive social impacts, while obscuring such negative impacts as gambling addiction and health-related issues. Third, this thesis holds that organisations in Macao's gambling industry engage symbolically, rather than substantively, with CSR and RG in order to manage stakeholders' perceptions in an attempt to gain different sources of legitimacy and in turn to enhance its economic interests. In conclusion, the gambling industry does not entirely conform to the institutional environment, which poses a challenge to the organisational legitimacy literature. This thesis introduces a necessary caution into the discussions about the extent of CSD, CSR, and RG in this industry more generally.

Abstract:
This study investigates how firms in the mobile gambling industry can develop long-term competitive advantages through utilizing firm specific resources and capabilities. The aim of this research is to connect classical theoretical knowledge with the challenges the modern industry of mobile gambling is facing. Earlier research within the subject are limited, however previously findings indicates that fast response time, logic site mapping and security are important factors when consumer are choosing supplier for mobile gambling. Data is collected through a consumer survey and interviews with three industry experts, moreover; a theoretical framework from previously conducted research are underpinning the study. The results show that firms should focus internal resources and capabilities to develop a superior technology. A superior technology can generate numerous of competitive advantages, as well as working as a leverage effect in other areas. Moreover, superior technology will also likely be sustainable over time by being governed by isolating mechanisms. Lower price is discussed as a competitive advantage in the mobile industry, however findings indicates several of long run negative effects enabled through a lower price. Future research needs to investigate how customization and dynamic offerings can optimize a firm’s profit. Future research should also investigate what kind of negative effects mobile gambling could have on the social welfare in terms of total effects.

Abstract:
Youth problem gambling has become an important social policy issue. Approximately 80% of adolescents report having gambled, while 4--7% of adolescents develop serious gambling problems and another 10--15% remain at-risk for a gambling problem. Revenues in the gambling industry have grown 400% in the past 10 years, partially attributable to a marked increase in gambling advertisements. The objectives of this study are to examine general themes found in gambling advertisements, to determine the characteristics (situational and structural) of advertisements that have an effect on youth, and to determine the extent to which adolescents are influenced by these advertisements. Results from the focus groups suggest that aesthetic characteristics (bright colors, flashing lights) associated with gambling advertisements are influential in capturing and maintaining adolescent's attention and increasing their desire to gamble. Youth also appear to be drawn to advertisements typifying young, happy adults enjoying themselves, engaging in a pleasurable activity with the potential for winning money. Further analyses suggest a number of developmental and gender trends. The results are discussed with respect to the initiation and maintenance of youth gambling behaviours, as well as implications for prevention and future research.

To maintain a competitive edge in the tourism and hospitality industries, considerable emphasis has been placed on providing quality services for customers. While the work attitudes and behaviours of staff who deliver these services can influence the experiences of service by customers, little is known how internal and external aspects of the environment of an organisation with a controversial service affect the empowerment, work attitudes and well-being of its employees. The aim of the present program of research was to identify employees' perceptions of the salient aspects of the internal and external environment of an organisation delivering a controversial service, gambling, and to examine the impact of these environmental aspects on the empowerment, commitment and well-being of its employees. Working in any service organisation can be demanding for employees, exacerbated when employees deliver a controversial service such as gambling, and work in close proximity to people who gamble. Research indicates that delivery of a gambling service differs from the delivery of other recreational pursuits due to the negative personal, social, and financial impacts of gambling on problem gamblers and others. These negative costs of gambling have generated long standing ethical or moral objections within the community, and, because of the range of community views about gambling, employees who deliver gambling services are likely to be confronted with opposing community views. By interacting with patrons, employees may also question their values and attitudes to gambling, and feel concerned about those patrons who they consider may have a problem with gambling. Organisational resources that facilitate the empowerment, work attitudes and well-being of employees may exist, however, and reduce the negative effects of any gambling-related influences on employees. A mixed methods research design, consisting of two sequential phases, was used. The methods complemented each other, and minimised the disadvantages of using only one approach. A qualitative method was used in the first phase of the program to collect rich descriptions of the experiences of twenty staff working in seven Queensland clubs with gambling services in South East Queensland. The in-depth interviews helped to identify gambling-related challenges and climate-based resources of the internal and external work environments of the service organisation. The gambling-related challenges included community and media attitudes to gambling, peoples' demands on clubs, and staff beliefs about patrons who gamble. The climate-based resources included the organisational welfare of employees, expressed as meeting employees' needs for respect, developing supportive relationships with staff, encouraging open and clear communication, and the provision of social support. Organisational emphasis on quality service and meeting the needs of patrons also served as a climate-based resource for employees. The qualitative process additionally examined the impact of these factors on the empowerment, commitment and well-being of the employees, allowing the development of a conceptual model of the environmental factors of a gambling industry predicting employees' empowerment, commitment, and well-being. In the second phase of the research program, the conceptual model was tested using a cross-sectional survey. A complex, stratified, random sampling technique allowed access to a sample of clubs and participants that best represented registered and licensed clubs in Queensland. A self-administered mail questionnaire was sent to 468 employees over 41 Queensland clubs with 25 to 280 poker machines. After firstly establishing the soundness of the measurement properties of the model using confirmatory factor analysis, structural equation modelling was used to test the utility of the conceptual model developed in Study 1. Overall, Study 2 supported several of the proposed links, suggesting that the conceptual model developed in Study 1 was useful for examining the salient aspects of the external and internal environments of a club that influence staff empowerment, commitment, and well-being. The study showed the role of climate-based resources in a gambling industry by indicating that those employees who had positive perceptions about employee relations, positive beliefs about patron welfare, and felt supported by their supervisors, felt more empowered, and reported higher commitment and reduced emotional exhaustion. Employee relations was the most influential construct in predicting empowerment, and indirectly affected commitment and well-being (mediated by the empowerment dimensions). Study 2 also confirmed that gambling-based challenges of the external and internal environments impacted on the empowerment and well-being of employees. Those employees who believed that the community supported gambling reported an increased sense of influence over their work environment. The employees who held positive beliefs about patrons who gamble, reinforced gambling in clubs, and attributed the causes of problems in gambling onto sources outside themselves (mostly to the patrons), reported more positive well-being. Employees who perceived that people were demanding, and were not appreciative of what clubs did for the community reported reduced meaningfulness, a reduced sense of influence over their duties and work environment, and reduced well-being. Findings also illustrated the key role of influence, and, in particular, the meaningfulness dimension, in the empowerment, commitment, and well-being of employees in an industry delivering a gambling service. The findings of this research have implications for managerial interventions designed to promote the empowerment, commitment and well-being of employees who deliver a gambling service. By developing and strengthening the organisational resources that facilitate the empowerment, work attitudes and well-being of employees, managers are also likely to reduce the negative effects of the demands and conflicting influences of the external and internal gambling-related challenges on employees. This research program is distinctive in that research has not previously examined the impact of internal and external challenges and resources of a gambling industry on the empowerment, work attitudes, and well-being of its employees. There has, also, been no prior research focused on the work attitudes of employees in the Queensland club industry. Future research needs to replicate the findings of the present research program. The challenges and resources that were found to affect employees in the club industry, however, may be organisation specific. There is, therefore, a need for further research that compares the impact of factors related to the delivery of a gambling service in the club industry with different gambling industries, such as the hotel and casino industries. To provide further insight into the effects of empowerment on employees' work outcomes, a performance measure, such as patron satisfaction could be included. Future studies could also examine group differences in perceptions of climate-based and gambling-related influences on the empowerment, work attitudes and well-being of employees, as a function of their occupational level. The interviews of the present research program implied that employees in different organisational positions might respond differently to both the external and internal environmental factors of the organisation.

Abstract:
For many individuals, gambling is regarded as a recreational activity, a socially encompassed pastime. For the individuals who partook in the present study, gambling is an Achilles heel at which the individuals were hopelessly at the mercy of. Initially a ‘fun’ activity, gambling emerged as an activity that provided both an aspect of enjoyment and escapism. Later, as the behaviour increased, interpersonal and intrapersonal consequences emerged; which eventually led participants to take action and break free from the activity once experienced as recreational and now as a “monster”. The aim of the study was to explore the lived experience of six South African individuals who met the criteria for a gambling disorder. Both a phenomenological approach and ecological perspective were used to elicit the essence of this particular phenomenon as experienced by the participants. Purposive sampling procedures were implemented. Data was collected through the use of a biographical questionnaire and individual, open ended conversations with six gamblers. The data was processed and analysed according to qualitative data processing and analysis procedures. Due to the gap in qualitative research in this particular area, specifically in the South African context, this research study has the potential to create a better understanding of the lived experience of gambling addiction through the shared experiences of participants.

This thesis explores decision-making at the senior management level in the online gambling industry. The aim being to understand corporate decision making during key strategic events for companies within this industry, to discover the thinking around these decisions, the assumptions made and their influences, and to make recommendations for practice. The theoretical context is that of an increasing complex industry and the inability of the decisions-makers to adapt. The main literary strands drawn upon are that of heuristic-based reasoning and bias, intuition, tenure and ethics. The analysis focuses upon three companies within the online gambling industry and strategic decisions made by each. My own experiences in this study are also prevalent.

Background: The expansion of the Internet has created nearly endless possibilities for innovations in regards to the e-commerce environment. However, as new technologies emerges, so do the competition on the market. The online gambling industry is not an exception to this notion, characterized by numerous providers with more or less identical market offerings. In order to create competitive advantage to ensure economical growth, a need for customer retention instead of acquisition has been identified. Research question: How can the utilization of relationship marketing foster long-lasting and value-bonded relationships between an online gambling company and its customers? Purpose: The purpose of this thesis is to enhance the understanding of relationship marketing and its endorsement in the process of creating long-lasting and value-bonded relationships, and how the concept can be utilized by online gambling companies. The purpose will be achieved by examining,  how online services correlates with online gambling services, and  in which way online gambling companies are actuating the concept of relationship marketing, and  by mapping values which active customers in the industry desires when gambling online. Method: The applied methodology is based on an inductive approach in coherence with the qualitative research method. The primary data which aims to enable the achievement of the stated purpose have been collected through the conducting of three focus groups consisting of online gambling customers in addition to a individual interview representing the online gambling industry perspective. Conclusion: The findings from the empirical data have identified that the online gambling customer has hard to identify the very purpose of a potential relationship with an online gambling company. However, much of the value strived for by the customer can be generated by the successful implementation of an relationship marketing approach. Hence, relationship marketing can be a useful approach for online gambling companies in order to foster long-term and value-bonded relationships, with the simple understanding that the approach itself can generate desired customer values, and that relationships as such does not represent a value strived by the online gambling customer. Abstract:
Corporate social responsibility (CSR) has become an increasingly important aspect for companies to consider in a highly competitive business environment. Consequently, stakeholders have shown increased interest in how companies and suppliers relate to sustainable development and place ever higher demands on companies to actively engage in CSR initiatives. However, companies are facing challenges with their CSR communication credibility, especially in the gambling industry. CSR communication credibility is investigated in previous studies where several underlying factors have been presented. However, there is a theoretical gap of how these theories and factors correlate in the gambling industry with regards to CSR communication credibility.  The purpose of this research paper is to identify the different factors affecting CSR communication credibility within the gambling industry among millennials. Furthermore, the purpose is also to enhance the understanding of what to consider in gambling companies' quest for increasing the credibility of their CSR communication. This is done through testing three hypotheses regarding different constructs, namely CSR credibility, corporate image and institutional credibility and how they influence CSR communication credibility. The research is quantitative in nature and employs a descriptive-explanatory approach, using an online survey to collect primary data. The online survey was distributed to previous and current customer of a Swedish gambling enterprise, which yielded a total sample size of 495 which was used for the statistical analysis.  The findings suggest that the underlying factors CSR commitment, company as a source, information attractiveness and reputation influence CSR communication credibility and all factors are needed to be considered when gambling companies investigate their CSR communication credibility.

Gambling is very controversial theme. There are many reasons, why this business is so controversial,for example : huge amount of money, chance for money laundering, chance for winning money. Gambling is wagering money on an event with an uncertain outcome with the primary intent of winning additional money. Purpose of my diploma work is a comparison situation of gamling industry in Czech republic and in the rest of the world. My diploma work has many parts.In the first one I describe the history of regulation in the United States and then I show economic dates from presents: casino locations by category, casinos per state, commercial casino tax revenue by state and national commercial casino revenue. Next I explain a special american category of casino and it is tribal casino and than I show tribal gaming revenues by region. In the next part I describe the history of gambling in the Czechoslovakia and contemporary situation in Czech republic, especially the situation in internet gambling. Internet gambling is the transformation of casino games of chance and skill to the internet. In the Czech republic is an unsatisfactory legal regualtions, because there is a obsolete rule. Therefore domestic operators can not obtain a licence for offering online gambling services to Czech residents, whereas foreign operators offers these services, but illegal. Therefore is necessary to create a new rule, which will be able to change this unsatisfactory situation. In the next part I write about three big cases, which are important for situation in european gambling industry. European commission and European court of justice have both a big influence and I describe, what they do for better situation in european gambling, because some states ( for example Germany ) prohibit internet gambling on their own territory, but this is problem, because this rule is in discrepancy with law of European union. In Czech republic is internet gambling for foreign company prohibited too and I explain, what is the reason for this situation. This diploma work contains my own research, how works telephone and internet gambling.

Lootboxes currently cause a frequent debate in the games industry where the discussion is often focused on the connection to gambling. In this thesis an addition to this debate is made by taking a closer look at Gacha design – a way to design games around monetization – through theory and player opinions. Conclusions point to that if Gacha is viewed as a spectrum of strength the discussion can benefit from an increased understanding of all monetization systems within games regardless of their abstract definitions. The data was collected through focus groups and analyzed based on current research of the common topics that surfaced during the focus group discussions. The thesis found that overall knowledge surrounding Gacha was lacking and by looking at Gacha as a design method opened up for a broader discussion with connections to Lootboxes.
Lootboxes orsakar för närvarande en återkommande debatt inom spelindustrin där diskussionens fokus ofta är kring kopplingen till hasardspel. I detta examensarbete görs ett tillägg till debatten genom en närmre undersökning av Gacha design – vilket är ett designverktyg för inkomstgenerering – genom teori och spelares åsikter. The thesis is focused on changes in legislation in the field of lotteries and their impact on the budgets of selected municipalities. The gaming industry is a specific part of the economy which is connected with the unique taxation system. Since 2012, a new taxation system has been applied - it has consequences on public budgets. The aim of this thesis is to evaluate these changes and to qualify their impact on the amount and the structure of income from gambling in selected Prague city districts. The development of income from gambling is strongly influenced by city districts' attitude towards gambling. In city districts with zero tolerance of gambling, income from gambling dropped. On the contrary, city districts with high concentration of gambling increased their income. Due to existence of the Capital City of Prague, the position of city districts is different in comparison with the other cities and villages.

With the global trend to legalize gambling, the gambling industry gradually develop around the world , not only bring lots of tourist, but also enhance the economic development. The sample is from the gambling corporation which listed in America, the data resource is S&P Capital IQ Research Insight, the sample period is from 2001 to 2012. First, we adopt the model of Stochastic Frontier Approach that developed by Battese and Coelli, using the MLE to evaluate the cost efficiency of the gambling corporation in Nevada state and non-Nevada state, and using Metafrontier Approach which is develop by Battese et al to estimate cross-border function of two groups, comparing the difference of technical efficiency in two groups. The empirical result show that,(1)the higher debt ratio of gambling corporation in Nevada state and non-Nevada state, the worse in cost efficiency.(2)the size of gambling corporation will affect the cost efficiency of gambling industry.(3)the ratio of promotional allowance to total revenue will affect the cost efficiency of gambling industry.(4)the financial tsunami lead to lower cost-efficiency in gambling corporation.(5)the higher ratio of tables to slot will raise the cost efficiency of gambling corporation in Nevada state, bue insignificant to non-Nevada state.(6) the higher ratio of casino to total revenue will raise the cost efficiency of gambling corporation. ABSTRACT This research took the development of a gambling industry on Taiwan’s outlying Islands of Kinmen as the research subject, aiming at analyzing and discussing the feasibility of opening up casinos in Kinmen. Analyses and discussions of the proposed questions in this research were based on literature analysis, participant observation, the Gambling Law, and theories of tourism development. The first chapter introduced the main purpose of this research; the second chapter delineated the societal and political backgrounds to the possible development of a gambling industry on the Islands. Chapter Three discussed the economic gains and social costs entailed by the gaming or gambling industry. Chapter Four mainly analyzed the conditions and resources of Kinmen supporting the development of a gambling industry, including its geographical location, transportation, population structure and currently existing industries. This chapter also made comparisons between Kinmen and Penghu, in terms of their respective advantages and disadvantages of the establishment of a casino, and then drew inferences from the above analyses so as to summarize possible contributions and impacts brought by the development of the gambling industry to the local tourism industry in Kinmen. Chapter Five explored the degree to which the development of the game industry might have effects on the local development or might induce a change in the population structure, such as a crowding out effect. This study came to conclude that Kinmen is more suitable than Penghu for developing a gambling industry, given that the majority of the tourists have come from the mainland. In addition, although the gambling industry could bring about economic gains, such as increased employment opportunities, considerable revenue for local government, and enhanced competitiveness in the tourism development, it is better to err on the side of caution that the establishment of the gambling industry might induce impacts, both expected and unexpected, on the society and the natural environment. This dissertation examines social and political conflict over gambling policy in the United States and Brazil from 1960 to the present with a particular focus on New York City and Rio de Janeiro. The study accounts for the process by which illegal numbers gambling in New York and the jogo do bicho in Rio de Janeiro were determined to be the basis for widespread corruption and lawlessness. As policy makers proposed enhanced government lotteries as a solution for the problem of illegal gambling, numerous groups scrambled for position within shifting gambling frameworks. Tens of thousands of persons who had long worked in illegal numbers networks pressed for access to legal gambling jobs, corporate entities partnering with government lotteries pushed to secure monopoly concessions, while many citizens and religious groups opposed any and all forms of gambling legalization. As gambling workers, bettors, clergy, police officers, politicians and corporate lobbyists all struggled over how gambling would be conducted going forward, an intense debate unfolded in both Brazil and the United States with issues relating to police corruption, welfare, public safety, state sovereignty, personal liberty, and distribution of the tax burden all under examination. While there are many comparative elements of this study, it is ultimately transnational in that the narrative histories of gambling policy in Brazil and the United States eventually converge through the gambling technology corporation Gtech, which emerged as a powerhouse in the government lottery sectors of both nations. As the low stakes illegal gambling games of the numbers and the jogo do bicho are suppressed in favor of legal government lotteries, a vast new array of gambling habits are introduced to the gambling public in both Brazil and the United States. Of particular importance to this study is the growth of multimillion-dollar jackpot games offered by governments and their corporate partners. As players leave behind the old games with their reasonable odds and their modest payouts, they take up new games with astronomical odds and obscene jackpots. Accelerating and increasing the economics growth and house pricing in Macao. The goal of our study is using Hedonic Price models to study gambling industry influence in housing price. According to multiple regression analysis to estimate the model for construct the relevant variables and the impact factors. The Semi-log, Double-log, Box-Cox transformation as basically model. Furthermore, Then, the study use curve estimation to develop the fit function type and regression model, also identified the marginal effect on the base of the regression results. Our empirical results show that gambling industry has the positive influences effect and it also has the positive influences as well. The distance to “Macao casino center and “Taipa casino center” for each increasing Km, the marginal prices will decline 4.001million and 1.354 million HKDs, which 7km and 2.9km are marginal effect will be decrease. If a residential property in “IB district” has increasing 11.19million HKDs; it has a positive affect that near the casinos within 300m and 500m. The others type of casinos entertainment facilities which is located within one kilometer to the “dog racing field” or “racetracks” the housing price will be increased. If a residential property is located within one kilometer to the “betting center”, the housing price will be decreased. The average of variables has over 90% significant.

This thesis examines historical, political, regulatory and economic aspects of gambling policy in New South Wales (NSW), with specific emphasis on the evolution of electronic gaming machine (EGM) gambling as a key element of the State’s fiscal policy. This includes analysis of major regulatory initiatives, including a review of contemporary parliamentary and press material surpassing any identified comparable research on gambling and EGM policy in NSW. It was established that although policy has generally been made on isolated, ad hoc bases, precedents and contexts for subsequent legislation have resulted. It is demonstrated that although these events are prima facie unrelated, they collectively form part of an expansionary progression, largely impelled by governments’ pursuits of taxation revenue. In order to investigate outcomes of this progression, empirical research on EGM gambling over the three terms of the Carr Labor Governments (1995 to 2005) was also undertaken. Access to the restricted, comprehensive NSW EGM gambling database for this period permitted a comparatively more detailed and definitive analysis of EGM gambling than has previously been possible. The empirical research adopts two alternative measures of EGM distribution. These are a conventional ‘EGM density’ measure (the ratio of population to EGMs) and the introduction of a concentration measure, the Herfindahl-Hirschman Index (Herfindahl Index). This results in a novel comparative approach to assessing EGM distribution. In addition, regulatory practice and previous studies in the field have customarily relied on the use of one measure of socioeconomic status (SES), ordinarily being the Australian Bureau of Statistics’ Socioeconomic Indexes for Areas (SEIFA), to assess impacts. This study extends its comparative approach by also adopting a second SEIFA index. The application of Repeated Measures Analysis of Variance (RM ANOVA) testing to the data resulted in identification of statistically significant distributional differences among groups of LGAs on the basis of SES.The findings have implications for policy development, regulatory practice and further research on how these differences affect tax impacts. The thesis establishes that assessment of EGM policy and impacts is to some extent contingent on the measures used in the assessment process. This is particularly relevant to the measure of SES adopted, in which distinct differences were detected, based on the SES characteristics employed. Regarding the distributional findings, EGM gambling measures based on the Herfindahl Index approach were also found to behave differently to orthodox metrics. The importance of these methodologies lies in their applicability to the practical regulation of gambling. The thesis is a contribution to the further understanding of how public policy formulation and implementation in a policy field that is central to government fiscal planning has evolved. The findings indicate that alternative policy determinations may have resulted had different, and perhaps more comprehensive, approaches been employed. These are methodological initiatives that may be prospectively applied in the future development of gambling research and policy.

The objective of this case study is to explore the causes and related matters regarding the occurrence of game fixing and gambling scandal on the professional baseball, the most important sports industry in Taiwan. By researching the various and different causes on the matter, specifically the vulnerable side of humanity, this study is to provide the management of the sports industry a academic point of view. The original materials used in this study are carefully collected from the duration in which the professional baseball industry went from prosperous to nearly collapse due to the occurrence of game fixing scandal. All the information was processed with researching method of social science, evaluated from the historic, social, news and legal point of view in order to figure out the cause on baseball gambling as well as the relations between the previous mentioned and human behavior of Taiwanese people. The author of the case study collected detailed press reports and related publications, applied with materialized research method and content analysis methods to uncover the causes of the scandal. After the issues are presented, on-focus interviews were conducted to the alleged involved players and club officials while the in-depth interviews were conducted to the social study scholars, legal personnel and law enforcement personnel. The suggestion and conclusion was offered after the cause-result analysis on the matter itself and human natural behavior. The conclusion of this study is as followed: As betting is one of the human nature, added that Taiwanese people are very much into “taking chances” as if the motivation of betting is in the blood of people on this island, the government should take advantage on such behavior to not only solve the problems of the underground gambling but using the collected funds to invest on social welfare and charities works. The author of this study suggests that the government should speed up the process of setting up the sports lottery. It has been proven that the sports betting, given the condition that it is clean and fair, can increase the interests on sports industry wherever the professional sports is existed. Legalizing the sports betting is believed to be the only way to provide a secure and worry-free environment for the players and fans. It is also the way to keep the gang operations out of the professional baseball. Not only the professional baseball in Taiwan will survive and revive by legalizing the sports betting, fans around the country will again truly enjoy baseball once again.

In this study, we investigate the relationship between the gambling industry revenue growth rates and macroeconomic indicators (e.g., real economic growth rate, annual growth rate of the consumer price index and unemployment rate) by applying Johansen cointegration test and Granger causality test. We select Las Vegas and Macau as empirical subjects because these two areas can relatively easy to obtain the statistical data. Our results show that: (1) Long-term Johansen cointegration results show that the revenue growth rate of the Las Vegas gambling industry and the two macroeconomic indicators(the U.S. unemployment rate and the U.S. annual growth rate of the consumer price index ) exist long-term equilibrium relationships.In addition, the revenue growth rate of the Macau gambling industry and the two macroeconomic indicators (the Macao unemployment rate and the Macao real economic growth) exist long-run equilibrium relationships. (2) The short-term Granger causal result shows that the revenue growth rate of the Las Vegas gambling industry leads the United States unemployment rate. In addition, the revenue growth rate of Macau gambling industry leads the Macau unemployment rate. The above results indicate that the unemployment rate is useful macroeconomic indicator to predict the business prospective of gambling industry.

In this study, we investigate the impact on the local development of Matsu about introducing gambling industry. First, we make use of documents defining the intention of "Gambling Industry" and "Local Development" certainly. Then, we analyze the effect, the relationship between local development and local organization, and encountering difficulties at present and propose strategies. Through this way, we realize the function and the limit that we should do of the gambling industry. Also, we understand the interaction of gambling industry with local development. We analyze the current trend and the difficulties that other country encountered about developing gambling industry by General Situation of Global Gambling Industry. By the experience of other countries, we give the references and direction to Matsu about future development. We investigate the chances and the challenges that Matsu encounter when developing the gambling industry with recent situation and usable resources. With the content of local visitation, we realize the requirements of local public and encountering problem. Furthermore, we study the related policy of China (Fujian Trade Area ---FTA, Western Taiwan Straits Economic Zone) and its profit for Matsu. Then, we analyze the main direction and the best way of Matsu about gambling industry and points for attention when government drafts policy.

Nowadays, among the multivariate entertainment system, the gambling industry is relatively controversial. Currently, the gambling industry has no established standard of management, operation or product to follow. Lately, being affected by multiple countries’ cultures, regulations and technology evolution, the gambling industry has evolved and brought up a modernized new type of it. However, due to many historical reasons and burdens, the definition of the core value of the gambling industry is still diverse. In order to further understand the essence of the gambling industry, this article is going to elaborate the gambling industries’ backgrounds, developments and current situations around the world. This study employs the following strategies to investigate the current situation (including both organization structure and rationale) of the online gambling industry in Taiwan: The elaboration of histories and developments of those countries that have successful gambling industries, the comparison of their management styles through different perspectives, and conducts individual interviews with insiders. This study would also elaborate and analyze those inner procedures of online gambling. The results show that many countries have to change their gambling industries because of the countries’ economic and political conditions. Thanks to technology evolution, the gambling industries show a trend toward total computerization. Due to the same reason, sizes of the gambling industry all over the world climb back to a high level. In Taiwan, the online gambling industry provides only information technology supports as the third-party and does not involve in the management or the operation. The results also show that the gambling industry in Taiwan mainly stay in the grey area of Taiwanese regulations. As for such industry, there are already some stable policies and strategies. Based on the interview information, this study provides some analyses and discussions as a reference of the understanding of this industry.

Singapore Government, that flaunted strict ethics in the past, declared to establish an “Integrated Resorts with casinos” in order to extend its high national competitiveness, and also provide a solution to both the climbing unemployment rate and the descending tourism market. This research conducted a systemic induction through the methodology of “Documentary Analysis” to demonstrate the shifting process, from an affirmatively rejective position to a positively embracing one, of the Singapore authority. Furthermore, the Prospect Theory will be applied in the research to provide explanations of that the Singapore Government is willing to take the risks of moral crisis and ethic descendents, which associates with the opening policy to the gamble industry, to save its economy. The afterward facts proved that the policy did help Singapore improve its economy and reach another peak.

With the exception of horse racing, any form of gambling was criminalised in South Africa until the dawn of constitutional democracy in 1994. In the same year, the Lotteries and Gambling Board Act, 1993, came into force decriminalising, amongst others, casinos and gambling games within the Republic. This Act has since been repealed and gambling is governed by the National Gambling Act, 2004, as well as by provincial gambling laws. Interactive / online gambling is illegal pending authorisation by a national legislation. Such legislation, the National Gambling Amendment Act, 2008, seeking to regulate interactive gambling awaits proclamation of the date of its commencement by the President. The National Gambling Policy, 2016, dashes any hope of regulation of interactive gambling, however, as it seeks to embargo the introduction of (new) forms of gambling, including but not limited to interactive gambling. The scourge of problem gambling and the protection of traditional forms of gambling, that is, casinos, are the main reasons for advocating for the continued prohibition of interactive gambling. Problem gambling is not unique to interactive gambling, but affects all modes of gambling. South Africa is among countries with a high rate of problem gambling. It is feared that interactive gambling will exacerbate the scourge of problem gambling as gamblers with access to the internet will now have unlimited gambling opportunities around the clock. On the other hand, interactive gambling offers practical solutions to the implementation of harm minimisation strategies to deal with problem gambling such as limitations on gambling deposits, losses and time. Prohibition of interactive gambling is difficult to enforce and deprives the country of an opportunity to control, through licensing, this mode of gambling and possible benefit from taxation and licensing fees. It further exposes gamblers – who despite prohibition choose this mode of gambling – to unregulated and illegal gambling websites. This thesis attempts to provide safeguards for regulation of interactive gambling and to embrace the benefits of the technological development that makes interactive gambling a reality. The United Kingdom (UK) is a prime example of a country that has successfully legalised and licensed interactive gambling in its jurisdiction.

Abstract:
Additional tax on gambling winnings was announced by the Minister of Finance, Mr. Pravin Gordhan in the 2010 National Budget Speech. This additional tax was proposed to discourage excessive gambling in South Africa. In 2011, it was proposed that all winnings above R25 000 will be subject to a final 15 per cent withholding tax. Gambling plays a significant role in the South African economy and contributes to job creation, infrastructure investment and overall economic growth. The Government faced negative comments from the gambling industry where the administrative challenges of implementing a withholding tax were emphasised. Challenges such as the difficulty in implementing, controlling and administering the proposed tax were mentioned. The objective of the proposal was questioned because excessive gambling declined in South Africa during the last few years. This led to the Government changing their proposed method in 2012 from a withholding tax at 15 per cent to a national gambling tax, based on gross gambling revenue, on a uniform provincial gambling tax base, which constitutes an additional 1% national levy. This raised two main problem statements. The first is which role of government, regulator versus stakeholder, is taking precedence through the implementation of the proposals to levy additional taxes on gambling in South Africa? And the second, is this role (identified above) the correct role that government should play that best supports government‟s objective of curbing excessive gambling in South Africa and does it justify the need for an additional tax to be levied on South African gambling? The two proposed methods were scrutinised to identify the ultimate role of the government. The fact that only the winnings will be subject to a withholding tax system did not contribute to a regulator role to decrease excessive gambling and thereby minimising negative externalities. Not all gamblers will be directly affected by this type of tax. The provincial tax base taxes all gambling activities, as all gamblers participating in gambling will be subject to the additional levy. The problem here is that the gambler will not be directly taxed and will then not be directly influenced to have any effect on their gambling behaviour. The government also recognised that they want to decrease the negative externalities that are associated with excessive gambling. It would seem that the main objective should rather be to address the negative externalities rather than the excessive gambling. It is debatable whether an additional tax levied in any form other than a sin tax would achieve this goal and give the role of regulator precedence. The role as stakeholder took precedence when the government decided to move to a provincial tax base. Research indicated that the main motivational factor behind the election was purely driven on how government would be successful in implementing an additional tax in the most administratively efficient and cost effective manner, while still benefiting from it through the collection of additional state revenue.

The purpose of the study is to discuss the understanding and attitudes to the development ofgambling and tourism industry in Kaohsiung City. Via other countries that have set up gambling-and-tourism and amusement business industries, we can have a clearer perspective of both the positive and negative impacts caused by the industry. Personal profile of the masses was conducted by statistic analysis as independent variable, and politic, economy, society and the pros and cons were comprehended as dependent variables to research and investigate relevant aspects on the supportivecognition of attitude and its remarkable differences of the gambling and tourism industry in Kaohsiung City.The sampling object of the study is aimed to Kaohsiung City residents, conducting stratified random sampling by questionnaire at high floating populationspots at Kaohsiung Railway Station, nearby Mass Rapid Train (MRT) Station and department stores.500 questionnaires were issued in total, recovering 449 shares valid questionnaires and the rate of return was 89.8%. The data was analyzed by remarkable statistic methods such as descriptive statistics, conducted by SPSS for Windows 12.0, T-test of independent sample, One-way analysis of variance, Pearson Product-Moment Correlation Coefficient. Following are the result of the study: 1. From the cognition aspects of the Development of Gambling and Tourism Industry in Kaohsiung City, the analysis under different background variableshas no obvious differencestoward the types in political impact, economic benefits and social style. 2. From the attitude aspect of the Development on Gambling and Tourism Industry in Kaohsiung City,there are no obvious differences except the supportive attitude, income and the experience of visited gambling place. 3. Between the cognition aspects of the Development of Gambling and Tourism Industry in Kaohsiung City andthe attitude aspect of the Development on Gambling and Tourism Industry in Kaohsiung City present obvious positive correlation. At last by the result of research,we offer four proposals of the Development on Gambling and Tourism Industry to the government. First,it can establish Special Fund that give Nation people feedback.Second, it can copy the successful examples to adjust Nation people to Gambling and Tourism Industry .Third, it can order a complete set to reduce negative sequel.Last, it can combine the request of industry to develop Surrounding Opportunities.By these proposals,we expect that the government can create the best benefit to domestic industry and the lowest cost of international industry in the future.

Abstract:
Casino gambling in South Africa was in the past not perceived as a mainstream economic activity but rather a reluctant concession. Consequently, it remained an "exiled industry" geographically isolated and strictly regulated. The rationale for this conceptualisation has varied - from religious objections concerning the immorality and irrationality of gambling, to public concern over the establishment of organised and street crime around casinos themselves. Despite the persistence of these arguments, there has over the past decade been a vast and rapid expansion of the industry throughout both South Africa and the world. It is difficult to precisely pinpoint the rationale for this paradigm shift. Popular explanations emphasise a liberalisation of public values concerning gambling, or changes in modes of governance from paternalistic prohibition to regulatory liberalisation. Many scholarly writings on casino gambling on the other hand, point to a far more sinister political agenda (Hunter and Bleinberger 1995; Rose 1998) that manipulates public perceptions of morality to serve more utilitarian needs. The political expediency of a restricted activity like gambling cannot be discounted. It remains an effective means of attracting capital investment in depressed areas without governments having to offer any quid pro quo. As a regulated industry, a premium is set on immorality, which translates into significant revenue. Gambling in South Africa has so far generated Rl 1,7 billion in investment, and in the 2002/03 financial year generated R526,4 million in tax revenue1. It has also created about 50 000 direct and indirect jobs.2 Without a doubt, in a fledgling democracy, trying to balance growth with redress and redistribution, the macro economic advantages from the gambling industry are immediately apparent but macro economic gains should not be at the expense of the country's poorest or at the expense of the moral, physical and spiritual well-being of society. This study is an attempt to probe the intersections of these sometimes conflicting imperatives on the South African society by looking specifically at the Pietermaritzburg community.

Tourism industries have become one of the most important indicators of a country's social and economic power. The current trend for the globe is focused on developing a combination of relation, sight-seeing, shopping, entertainment (such as the amusement parks) and casino gambling. However, the deep impact of opening a market for casinos has become a controversial issue between the policies and the general populace. Looking at the economic records of other countries that opened casinos, Green Island is located outside of Taitaung County prefecture; we delved into the availability and the possibility of casino tourism. In the study, we will utilize the references of other countries documents as well as ours, combine this with a random survey of the residents in Green Island and apply statistical analysis such as Cross analysis, Factor analysis, ANOVA and Multiple regression to explain and evaluate. Due to the limitations of Green Island’s natural environment, casinos are feasible to develop tourism. However, the impact could be enormous. One possibility is to set up a club style casino appended to a travel lodge or hotel, which will provide variety for tourism, and only when the economic value of to evaluation of tourism emerges, the sustainable development could grow. This research will dig into the recognition level of Green Island's residents towards the development of casino gambling and extract common factors of influential variables in social, economic and political aspects. We employed regression statistics to solve the equation and to predict the pattern of decision making. Thus the result should come in handy as a blue print for the strategic system in developing tourism. Conclusions for the impact of setting up a casino in Green Island: 1) Discrepancies between opinion polls and policies 2) Paradoxical recognition of the negative impact of the casino. 3) Opposition among the supportive attitude. 4) Embedded threat of the problem with gambling. 5) The loss of the economic effects of gambling.

In recent years, there is a trend of legalizing the gambling business in Asia. The main driving force for this phenomena is the eagerness to improve the local economy. This trend is becoming more obvious after Macau has achieved its miracle economic growth by ending the monopoly of its gambling industry. From traditional casinos with only table games to resorts with a wide variety of entertainment services suitable for all age members in a family, Macau’s gambling industry has since transformed into a diversified entertainment business. The Macau evolution evidences that legalized gambling not only helps increase the local tax income but also assists the development of tourism in the area. However, the booming of gambling industry still has many negative impacts on the society regardless of which development path it takes. These impacts can be categorized to include physical and non-physical, (e.g. public transportation system, environ-mental impact, cost of living, real estate business, education, cultural impact, etc.) dimensions. Because the units of traditional exclusionary land use zoning control in mitigate the social problems which the impact brings, an inclusionary zoning control often emerges as an alternative solution. The City of San Francisco in the United States pioneered in the adoption of linkage strategy through its Office House Production Program in the 80's so that commercial real estate developers in the city are obligated to provide affordable housing and public facilities in its commercial district areas. This concept later developed into what was called a Parcel-to-Parcel Linkage program in Boston through which the real estate developers will get tax credit back for improving the social welfare and mitigating the impact as a result of the development. This study proposes to apply similar linkage strategy to mitigate the impacts due to the development of the gambling industry in Macau. Through archival/ literature research, induction analysis of previous linkage strategy, analyzing the impacts of Macau's gambling industry and investigation after the opening of gambling rights in Macau, recommendations on how linkage strategy s can balance the development of the gambling industry and the social welfare is presented in this research paper.

Chapter 21 of the Criminal Code of the Republic of China (Article 266-Article 270)explicitly points out that gambling is a criminal conduct. Although the law clearly stipulates the prohibition of gambling, illegal gambling conducts have repeatedly occurred. Judicial and police authorities often harbor criminals and accept briberies during gambling crime crackdowns, especially gambling video game stores, occupational mahjong, Pai gow casinos, and “mark six” underground gambling. Countries around the world have opened up to the gambling industry that is effectively managed by specific norms to revive the economy and increase taxes. For example, Las Vegas City (U.S.A.), Atlantic City in (New Jersey), Reno, Nice (France), Venice (Italy), Monte Carlo (Morocco), Waker Hil (Korea), Hotel Lisbosa (Macau), and Genting Highlands (Malaysia) are famous tourist cities known for gambling. In recent years, the government has launched Taiwan lottery and sports lottery for welfare purposes and has added Article 10-2 to the “Comprehensive Outlying Island Development Plan” amendment, stipulating the opening-up of gambling in outlying islands according to the results of referendum. Hence, gambling decriminalization and legalization issues continue to be open public debate. This paper argues that in-depth discussions on gambling prohibition, gambling punishment, or gambling legalization and decriminalization be carried out based on the nature, course, and causes of gambling. The purpose of this study is to explore the feasibility of gambling decriminalization in the Taiwan area based on the current gambling crime trend, cases of police or judicial persons’ harboring gambling crimes through corruption, gambling industries in countries around the world, and the public’s tendency to support the two gambling policies designated for the Taiwan area. Findings show that domestic gambling cases have increased in number year by year, especially “Mark six” gamblers that continue to ascend in number and elicit public interest.These people have not disappeared following police crackdowns and the launch of lottery for welfare purposes. In addition, certain groups of people are focused on “gambling video games”, and these people have not declined due to crackdowns and a ban on gambling.Casinos, gambling video game stores, call stations, liquor houses, etc. have led to the formation of structural crimes and crackdown personnel’ vulnerability to collective harboring.Moreover, gambling video games and casinos are associated with huge profits that often tempt prosecutors, police and dispatch personnel to take a share of the spoils. In addition, in view of four countries or areas whose gambling development is representative, namely, City of Las Vegas (U.S.A.), Atlantic City (U.S.A.), Republic of Singapore, and Macau, the research covered the geographic environment, industrial transformation, industrial structure,economic benefits, and social problems related to the gambling industry.Findings show that the effectiveness of the gambling industry in boosting economic development and preventing crime remains limited. Although the Legislative Yuan has passed the addition of Article 10-2 to the “Comprehensive Outlying Island Development Plan”, the public holds opposing views on developing gambling industry in the outlying islands of Taiwan, let along gambling industry development on the main Taiwan Island through legislation or law amendment.Without the consensus of the public, serious disputes may rise. According to the findings, the conclusions drawn in this study include: (1) It is human nature to gamble; therefore, a complete ban is impossible. (2) Judicial and police personnel’s harboring of gambling problems repeatedly occurs which gives public officials a notorious reputation. (3) The effectiveness of the gambling industry on economic development and crime prevention remains limited. (4) Public consensus on gambling industry development remains inadequate. Based on the conclusions, the following recommendations were proposed:(1) The decriminalization of gambling crimes in the Taiwan area is inappropriate at the current stage. (2) It is inappropriate to promote the domestic development of the gambling industry without proper prior planning.

It is found that the gambling industry to bring economic benefits to only part of local residents, but to bring many social cost for all local resident. Therefore, through the experience of Macao, when Taiwan open the casino required to concern economic, social advantages and disadvantages of the two levels in order to obtain the greatest benefits of our residents.

As “gambling should be decriminalized and become lawful” has become a worldwide trend, Macao, a tiny territory with merely 550,000 population and 29.2 square kilometers, has virtually astonished the entire world by its astounding economic growth. That should be attributed to the 470-year-old gambling industry. In Macao, gambling industry started when such harbor was first open to the world in the 16th century. In the subsequent five centuries, the betting industry has undergone eventful vicissitudes and has played virtually a pivotal role in Macao’s economy, politics, societies and culture. This widespread saying “To know Macao, one should first of all know Macao’s gambling industry” explains it very well. The present thesis is primarily intended to look into Macao’s gambling industry through three major issues: I. The origin, backgrounds of the times behind Macao’s gambling industry, with details about the development process, major vents and celebrities, with efforts to generalize and analyze the significance behind. II. A probe into government regulation beyond Macao’s gambling industry, preliminary on the surveillant organization and legal systems, with a comparison with surveillance policies, authorities in other countries to find out the similarities and differences, to look into the inadequacy and orientations for improvement of the existent gambling industry. III. A probe into the impact of the gambling industry upon the society in Macao through three aspects, economy, society and environments. In terms of development process, the history of Macao’s gambling industry is virtually an epitome of the contemporary history of Macao. The development underwent four major transfers of the betting powers. Among them, the fourth transfer took place in 2002 where the Macao Special Administrative Region smashed the betting monopolization and liberalized the betting privilege to foreign investors. That transfer virtually changed the structure of Macao’s gambling industry on the one hand and significantly upgraded the management level and competitive edge of the gambling industry in the international community. In turn, that transfer incurred the economic growth by leaps and bounds in Macao. Next, as to the government regulation behind the gambling industry, Macao’s control organ is under “separate policymaking process/implementation system”. To intensify the independence and authoritativeness to deal with problems which came out midst the rapid growth of the gambling industry, it is proposed hat the independent Administrative Commission like those established in various states in the United States should be established. In the laws for surveillance over the gambling industry, amidst the inadequacy and lagging behind the laws amidst the rapid growth of gambling industry, it is proposed that Macao should aim at the hands-on demand and situations by borrowing systems from other countries, to accelerate enactment of the laws for surveillance over the gambling industry, with efforts to boost the surveillance power to assure thorough implementation. Finally, as to the impact of gambling industry upon the society in Macao, in the aspect of economy alone, gambling industry has played the pivot of Macao economy, boosting the economic takeoff in Macao, casting tremendous transcript. The Macao authorities are, nevertheless, seriously advised to watch the negative problems incurred by the “boom by a sole industry”. In the aspect of the society, amidst the imbalance in human resources distribution and social resource distribution, other industries have been withering and the gap between the wealthy and the poor has been widening. The worsening problems of the unsound mentality of gamblers deserve serious watchfulness. In the environmental aspect, the gambling industry has grown by leaps and bounds within just a few years and has brought up new challenge against the environmental protection. The problems of the inadequate infrastructures and worsening betting communities have been surfacing one after another. The Special Administrative Region government of Macao is, therefore, seriously advised to look into the orientation of development in urban environment and the overall planning.

For years Penghu has been actively developing its tourism gaming (gambling) industry since its location, climate, and soil quality have hindered the development of its agriculture, fishery, and local industries and resulted in slow economy and reduced population. Its tourism industry had not developed well despite the unique natural sceneries and local history; therefore, the local government placed hope on the gambling industry in the wish of attracting foreign investors. For the past two decades, the local effort of legalizing off-shore gambling -- the only and the most important force behind this policy, has never ceased. The scenario adopted in this study is that the draft of the "Offshore Islands Development Act" that serves as the legal basis of Penghu''s development of the gambling industry has been approved by the Legislative Yuan and is supported by the majority in a public vote. Being the only area where legalized gambling is allowed, the local government of Penghu and the central government immediately start to work on the applicable legal basis and regulations. Born and raised in Penghu, the researcher of this study also cares very much about this topic and thus wishes to come up with the recommendations for optimal local development. In this study the "Nominal Group Technique" (NGT) of "Interactive Management" (IM) was utilized for the purpose of getting everyone''s opinions across in a democratic manner and reducing egocentric and arbitrary perspectives. Through NGT, an interactive seminar is held where "feasible and specific recommendations for the influences of Penghu''s gambling industry on its economy and society" are provided. The 2-stage Seminar is held based on the unique procedures of NGT: Identify problems, clarify problems, vote and select problems, and come up with 12 specific strategies: 1. Invest a certain portion of the gambling revenue in the local environment in order to maintain the local landscapes and culture. 2. Establish a Penghu Gambling Committee or a dedicated authority that carries out its duties objectively and wins public trust and support. 3. Give a certain portion of the jobs in the gambling industry to the local residents whose households have been registered in Penghu for at least 5 years. 4. Make timely plans that are dedicated to Penghu''s environment and surrounding. Gambling authorities should hold studies on the size of the gambling market. 5. Establish a security system between a service provider and a security authority and invest more in software/hardware for crime prevention. 6. Reinforce personnel training and industrial-academic collaborations in order to provide more jobs. 7. Establish a Supervisory Committee that is in charge of analyzing/evaluating relevant policies and formulating tasks. 8. Formulate strategies that protect the development of local industries and create a win-win situation for them and foreign inventors. 9. Penghu County Government should formulate a public-supervision system for the gambling industry in order to prevent corruptions and political manipulation. 10. Complete the infrastructure and public transportation as quickly as possible. 11. Actively help Penghu''s traditional industries and develop tourism with the gambling industry and create a win-win situation. 12. Evaluate the influences of the population-carrying capacity on infrastructure and ecosystems and determine the responses. After comparing all the strategies, the inter-strategic relationships are reinforced using "Interpretive Structural Modeling" (ISM), and the ISM software was used to draw the diagram of the structural enhancement. After the second-stage discussions and revisions, the final, revised Diagram of Enhanced Structure was completed that clearly shows the causal relationships between each strategy and how they are ordered and ranked. The main contribution of this study is the information found provides the government with a clear, prioritized set of instructions that help the authority understand how the 12 strategies work and what they actually achieve. Through the 2-stage interactive seminar, questionnaire surveys were conducted twice on the participants in order for us to understand their expectations for the actual procedures, participation, understanding, and interactions in the seminar, and such information helps us understand how satisfied they are towards the interactive learning and whether they have actually achieved the expected results through independent thinking, diverse perspectives, debates, listening, group discussions, brain storming, and communication. In other words, we wish to find out how effective participation, problem-defining and clarifications, and consensus-reaching benefit the entire effort.

Penghu, a place owns the distinctive tourism resources, abundant cultural heritage with warm hospitality. In recent years, after the crash incident of TransAsia Airways, Penghu tourism has hit the rock bottom. In order to revitalize the tourism industry and enhance economic development, Penghu County Government has Launched "Penghu Fireworks Festival"However, due to climatic factors, the Penghu tourism industry relies on living at the mercy of the weather.Taiwan passed the Gambling Law in 2009 in order to legalize the gambling industry, to increase employment opportunities and to improve people''s living standard,However, after the two failures of the gambling referendum ,the location to set up the casinos is still uncertain.It is necessary to study further for the feasibility of the development of the gambling industry This study uses literature exploration, Delphi method and hierarchical analysis to conduct research.The selection of 25 professionals from Taiwan’s gambling industry, official, and university is the object of the measurement.According to the results of the test, the factors that successfully introduce the gambling industry into the scenic spots are summarized and selected.Based on the results of the analysis, persons who engaged in the industry and government entities are provided as a reference. The study found that "economic factors", "social and cultural factors" and "environmental influence factors" are the key to the successful introduction of the sightseeing areas into the gambling industry;In addition, among all the evaluation options, scholars and experts believe that the percentage of the first six factors that are key to the success of the gambling industry has exceeded 60%.There are six items, including "increasing job opportunities", "improving social welfare", "exploiting local financial resources", "completed supplementary measures", "improving local economy" and " smooth transportation ",The first, third and fifth items are all "economic factors".The second, fourth and sixth items are "factors of environmental impact".Therefore, if we want to successfully introduce the gambling industry into the sightseeing area, the authorities should first analyze the increase in job opportunities and the improvement of social welfare, and provide explanations.Secondly, considering the various supporting measures after the introduction of the gambling industry and the re-planning of transportation facilities to reduce the negative impact of the introduction of the gambling industry, and supplement the various ways of exploiting local financial resources and improving the local economy to enhance the chances of successful introduction.

The gambling industry has become the leading industry in Macau since Macau return to China in 1999. This decade, accompanying with the rise of Macau’s GDP per capita, the huge profits the gambling industry, such as the phenomenon of rapid economic growth, making “Macau Pattern” become a model which East Asian countries compete to imitate. It is a controversial issue that if the gambling industry made the local industry more singlize or led other industry develop. Especially after Macao and China signed the "Mainland and Macao Closer Economic Partnership Arrangement" (CEPA), the opening up of the Mainland visitors as a result of "Free Trip" policy, helping the gambling industry develop rapidly. In order to clearly understand the game industry how to impact Macao's economic development, the purposes are to investigate the relationship between gambling industry and economic development of Macau. The empirical result shows: gambling consumption, population, public expenditure and CEPA signing have significant positive effects on economic development in Macau, Proving that the impact of the game industry is indeed a great economic development of Macau. The result also shows that after the signing of CEPA, gambling industry has fewer impact on economic development in Macau. Therefore, we infer that all industries except gambling industry were weak before “Free Trip”, and other industry got chance to develop after “Free Trip”. To sum up, the gambling industry is the main industry that affects the economic development in Macau. After “Free Trip”, other industries didn’t disappear or decline, all of them keep developing with gambling industry.

For years, the gambling industry has been gaining popularity among a variety of countries and communities for its contribution to tourism development and thus, to the economy. At the same time, the addictive nature of the gambling activities poses questions for society’s future wellbeing. In the Republic of Cyprus, tourism is a major economic activity. Recently, some of the local practitioners of tourism lobbied government to allow the introduction of the casino industry to increase tourists’ arrivals, enhance their experience, as well as limit the number of travelers who go to the bordering Turkish Republic of Northern Cyprus for casino-gambling. However, the potential adverse impacts of gambling on the local community cannot be overlooked as a factor in decision-making. As a result, this study explores the implications for the Greek-Cypriot community development of introducing casino-style gambling as a part of the tourism development strategy. This study’s findings suggest that while the literature does indicate that there can be some possible immediate direct economic benefits from the introduction of casinos to local economies, those benefits are not demonstrated in this particular investigation. The findings were derived from a literature review, nineteen interviews, and two hundred and twenty surveys completed by tourists and local residents in Cyprus. They revealed mixed responses to the introduction of the casino industry. During the course of the data analysis and interpretation, it was identified that tourists are not as interested in seeing casinos introduced to Cyprus as were some local residents. If that is the case, on the basis of this study there does not appear to be a persuasive argument for introducing casino-style gambling to promote tourism on the island. Moreover, there are some potentially negative effects of gambling that could adversely affect the tourism industry and local culture.

The exponential growth of the gambling industry in South Africa has been the consequence of liberalized gambling laws. Casinos that were previously restricted to the homeland regions of the country have now become a common urban phenomenon that is easily accessible. Casino developments are still at an early stage of development, but the wide-scale consumption and popularity of the product has generated numerous debates over the cost and benefits associated with the industry. Whilst proponents of casino developments tend to emphasize the economic benefits, the opponents highlight the inevitable social costs, generated by the industry. The aim of this study is to determine the social and economic impacts of the Sugar Mill Casino and the Golden Horse Casino on the Mount Edgecombe and Pietermaritzburg communities respectively. These impacts have been assessed by making use of both quantitative and qualitative data sources. The findings suggests that both the Golden Horse Casino and the Sugar Mill Casino have afforded their respective communities economic benefits and growth opportunities in the form of firstly, the initial capital investment of the casinos, and secondly, by the subsequent revenues generated by the industry. However, the industry has also generated social costs that have been encountered mainly by those individuals who do not have control over their gambling practices, and are thus classified as problem gamblers. Problem gambling tendencies result in a host of psychological, financial and physical repercussions that are manifested at a personal and interpersonal level. If the casino gambling industry is expected to be of any benefit to the Pietermaritzburg and Mount Edgecombe regions, the economic gains of the industry have to be maximized whilst ensuring that the negative social cost remain minimal. Balancing these impacts remains imperative to the mutual sustainability of the casinos and their respective communities.
