Abstract The recent historiography of Chinese in Australia has emphasised their vigorous formation of a local identity and community even in the face of recurrent and expanding threats of exclusion from colonial life. In their ready embrace of legal remedies to redress what they saw as discrimination or other harms, the Chinese were exemplar colonial settlers who looked to the law to protect them. In colonial appeal courts, Chinese litigants challenged migration controls, contested convictions under opium restriction and gambling laws, sought equitable outcomes in property inheritance and challenged exclusionary regulation under the Factory Acts. In contrast to another kind of history of the Chinese in Australian law, as defendants in criminal prosecution, this article draws attention to the Chinese engagement in legal remedies as an assertion of their entitlement to recognition and fair play.

AbstractThe purpose of this study was to examine potential biases in family history reports of problem gambling and gambling frequency. Same-sex twin pairs discordant for a history of problem (n= 230 pairs) and pathological gambling (n= 48 pairs) and for three indexes of gambling frequency (ever gambling, monthly gambling, and weekly gambling;n= 44–517 pairs) were identified from a large Australian national twin study. The problem gambling affected twin was significantly more likely to endorse paternal problem gambling than the problem gambling unaffected cotwin (OR = 5.5), and similar findings were obtained for family history reports of gambling frequency (OR = 2.0–2.8). These results could not be explained by differences between the discordant pairs in whether they had spent time gambling with the parents; there was no association between a history of problem, monthly or weekly gambling and having gambled with the parents among discordant twin pairs. The results of this study suggest that relying solely on family history assessments of disordered gambling and gambling involvement can lead to incorrect estimates of the strength of the family history effect.

AbstractThe aim of this study was to estimate the rates of recovery, treatment-seeking, and natural recovery from pathological gambling (PG) in men and women in a community-based national survey, and to examine the role of gambling problem recognition in recovery from PG. Participants were 4,764 individuals from a community-based Australian national twin registry (104 with a lifetime history of PG) who were administered a structured psychiatric telephone interview. Women were more likely than men to recover from (56% versus 36%; odds ratio = 2.3) and to seek treatment for PG (32% versus 13%; odds ratio = 3.2). Most individuals who recovered from PG did so without treatment (82%), but this was higher among men than among women (92% versus 57%; odds ratio = 5.3). This is the first study to document sex differences in treatment-seeking and recovery from PG. These findings highlight the value in continuing to develop self-help and brief treatments for PG that will appeal to those who are unlikely to seek formal help.

Abstract:
In this paper we explore the rise of anti-gambling apps in the context of the massive expansion of gambling in new spheres of life (online and offline) and an acceleration in strategies of anticipatory and individualised management of harm caused by gambling. These apps, and the techniques and forms of labour they demand, are examples of and a mechanism through which a mode of governance premised on ‘self-care’ and ‘self-control’ is articulated and put into practice. To support this argument, we explore two government initiatives in the Australian context. Quit Pokies, a mobile app project between the Moreland City Council, North East Primary Care Partnership and the Victorian Local Governance Association, is an example of an emerging service paradigm of ‘self-care’ that uses online and mobile platforms with geo-location to deliver real time health and support interventions. A similar mobile app, Gambling Terminator, was launched by the NSW government in late 2012. Both apps work on the premise that interrupting a gaming session through a trigger, described by Quit Pokies’ creator as a “tap on the shoulder” provides gamblers the opportunity to take a reflexive stance and cut short their gambling practice in the course of play. We critically examine these apps as self-disciplining techniques of contemporary neo-liberalism directed towards anticipating and reducing the personal harm and social risk associated with gambling. We analyse the material and discursive elements, and new forms of user labour, through which this consumable media is framed and assembled. We argue that understanding the role of these apps, and mobile media more generally, in generating new techniques and technologies of the self, is important for identifying emerging modes of governance and their implications at a time when gambling is going through an immense period of cultural normalisation in online and offline environments. The Australian context is particularly germane for the way gambling permeates everyday spaces of sociality and leisure, and the potential of gambling interventions to interrupt and re-configure these spaces and institute a new kind of subject-state relation. Gambling in Australia Though a global phenomenon, the growth and expansion of gambling manifests distinctly in Australia because of its long cultural and historical attachment to games of chance. Australians are among the biggest betters and losers in the world (Ziolkowski), mainly on Electronic Gaming Machines (EGM) or pokies. As of 2013, according to The World Count of Gaming Machine (Ziolkowski), there were 198,150 EGMs in the country, of which 197,274 were slot machines, with the rest being electronic table games of roulette, blackjack and poker. There are 118 persons per machine in Australia. New South Wales is the jurisdiction with most EGMs (95,799), followed by Queensland (46,680) and Victoria (28,758) (Ziolkowski). Gambling is significant in Australian cultural history and average Australian households spend at least some money on different forms of gambling, from pokies to scratch cards, every year (Worthington et al.). In 1985, long-time gambling researcher Geoffrey Caldwell stated thatAustralians seem to take a pride in the belief that we are a nation of gamblers. Thus we do not appear to be ashamed of our gambling instincts, habits and practices. Gambling is regarded by most Australians as a normal, everyday practice in contrast to the view that gambling is a sinful activity which weakens the moral fibre of the individual and the community. (Caldwell 18) The omnipresence of gambling opportunities in most Australian states has been further facilitated by the availability of online and mobile gambling and gambling-like spaces. Social casino apps, for instance, are widely popular in Australia. The slots social casino app Slotomania was the most downloaded product in the iTunes store in 2012 (Metherell). In response to the high rate of different forms of gambling in Australia, a range of disparate interest groups have identified the expansion of gambling as a concerning trend. Health researchers have pointed out that online gamblers have a higher risk of experiencing problems with gambling (at 30%) compared to 15% in offline bettors (Hastings). The incidence of gambling problems is also disproportionately high in specific vulnerable demographics, including university students (Cervini), young adults prone to substance abuse problems (Hayatbakhsh et al.), migrants (Tanasornnarong et al.; Scull & Woolcock; Ohtsuka & Ohtsuka), pensioners (Hing & Breen), female players (Lee), Aboriginal communities (Young et al.; McMillen & Donnelly) and individuals experiencing homelessness (Holsworth et al.). While there is general recognition of the personal and public health impacts of gambling in Australia, there is a contradiction in the approach to gambling at a governance level. On one hand, its expansion is promoted and even encouraged by the federal and state governments, as gambling is an enormous source of revenue, as evidenced, for example, by the construction of the new Crown casino in Barangaroo in Sydney (Markham & Young). Campaigns trying to limit the use of poker machines, which are associated with concerns over problem gambling and addiction, are deemed by the gambling lobby as un-Australian. Paradoxically, efforts to restrict gambling or control gambling winnings have also been described as un-Australian, such as in the Australian Taxation Office’s campaign against MONA’s founder, David Walsh, whose immense art collection was acquired with the funds from a gambling scheme (Global Mail). On the other hand, people experiencing problems with gambling are often categorised as addicts and the ultimate blame (and responsibility) is attributed to the individual. In Australia, attitudes towards people who are arguably addicted to gambling are different than those towards individuals afflicted by alcohol or drug abuse (Jean). While “Australians tend to be sympathetic towards people with alcohol and other drug addictions who seek help,” unless it is seen as one of the more socially acceptable forms of occasional, controlled gambling (such as sports betting, gambling on the Melbourne Cup or celebrating ANZAC Day with Two-Up), gambling is framed as an individual “problem” and “moral failing” (Jean). The expansion of gambling is the backdrop to another development in health care and public health discourse, which have for some time now been devoted to the ideal of what Lupton has called the “digitally engaged patient” (Lupton). Technologies are central to the delivery of this model of health service provision that puts the patient at the centre of, and responsible for, their own health and medical care. Lupton has pointed out how this discourse, while appearing new, is in fact the latest version of the 1970s emphasis on the ‘patient as consumer’, an idea given an extra injection by the massive development and availability of digital and interactive web-based and mobile platforms, many of these directed towards the provision of health and health-related information and services. What this means for patients is that, rather than relying solely on professional medical expertise and care, the patient is encouraged to take on some of this medical/health work to conduct practices of ‘self-care’ (Lupton). The Discourse of ‘Self-Management’ and ‘Self-Care’ The model of ‘self-care’ and ‘self-management’ by ‘empowering’ digital technology has now become a dominant discourse within health and medicine, and is increasingly deployed across a range of related sectors such as welfare services. In recent research conducted on homelessness and mobile media, for example, government department staff involved in the reform of welfare services referred to ‘self-management’ as the new service paradigm that underpins their digital reform strategy. Echoing ideas and language similar to the “digitally engaged patient”, customers of Centrelink, Medicare and other ‘human services’ are being encouraged (through planned strategic initiatives aimed at shifting targeted customer groups online) to transact with government services digitally and manage their own personal profiles and health information. One departmental staff member described this in terms of an “opportunity cost”, the savings in time otherwise spent standing in long queues in service centres (Humphry). Rather than view these examples as isolated incidents taking place within or across sectors or disciplines, these are better understood as features of an emerging ‘discursive formation’ , a term Foucault used to describe the way in which particular institutions and/or the state establish a regime of truth, or an accepted social reality and which gives definition to a new historical episteme and subject: in this case that of the self-disciplined and “digitally engaged medical/health patient”. As Foucault explained, once this subject has become fully integrated into and across the social field, it is no longer easy to excavate, since it lies below the surface of articulation and is held together through everyday actions, habits and institutional routines and techniques that appear to be universal, necessary and/normal. The way in which this citizen subject becomes a universal model and norm, however, is not a straightforward or linear story and since we are in the midst of its rise, is not a story with a foretold conclusion. Nevertheless, across a range of different fields of governance: medicine; health and welfare, we can see signs of this emerging figure of the self-caring “digitally engaged patient” constituted from a range of different techniques and practices of self-governance. In Australia, this figure is at the centre of a concerted strategy of service digitisation involving a number of cross sector initiatives such as Australia’s National EHealth Strategy (2008), the National Digital Economy Strategy (2011) and the Australian Public Service Mobile Roadmap (2013). This figure of the self-caring “digitally engaged” patient, aligns well and is entirely compatible with neo-liberal formulations of the individual and the reduced role of the state as a provider of welfare and care. Berry refers to Foucault’s definition of neoliberalism as outlined in his lectures to the College de France as a “particular form of post-welfare state politics in which the state essentially outsources the responsibility of the ‘well-being' of the population” (65). In the case of gambling, the neoliberal defined state enables the wedding of two seemingly contradictory stances: promoting gambling as a major source of revenue and capitalisation on the one hand, and identifying and treating gambling addiction as an individual pursuit and potential risk on the other. Risk avoidance strategies are focused on particular groups of people who are targeted for self-treatment to avoid the harm of gambling addiction, which is similarly framed as individual rather than socially and systematically produced. What unites and makes possible this alignment of neoliberalism and the new “digitally engaged subject/patient” is first and foremost, the construction of a subject in a chronic state of ill health. This figure is positioned as terminal from the start. They are ‘sick’, a ‘patient’, an ‘addict’: in need of immediate and continuous treatment. Secondly, this neoliberal patient/addict is enabled (we could even go so far as to say ‘empowered’) by digital technology, especially smartphones and the apps available through these devices in the form of a myriad of applications for intervening and treating ones afflictions. These apps range fromself-tracking programs such as mood regulators through to social media interventions. Anti-Pokie Apps and the Neoliberal Gambler We now turn to two examples which illustrate this alignment between neoliberalism and the new “digitally engaged subject/patient” in relation to gambling. Anti-gambling apps function to both replace or ‘take the place’ of institutions and individuals actively involved in the treatment of problem gambling and re-engineer this service through the logics of ‘self-care’ and ‘self-management’. Here, we depart somewhat from Foucault’s model of disciplinary power summed up in the institution (with the prison exemplifying this disciplinary logic) and move towards Deleuze’s understanding of power as exerted by the State not through enclosures but through diffuse and rhizomatic information flows and technologies (Deleuze). At the same time, we retain Foucault’s attention to the role and agency of the user in this power-dynamic, identifiable in the technics of self-regulation and in his ideas on governmentality. We now turn to analyse these apps more closely, and explore the way in which these articulate and perform these disciplinary logics. The app Quit Pokies was a joint venture of the North East Primary Care Partnership, the Victorian Local Governance Association and the Moreland City Council, launched in early 2014. The idea of the rational, self-reflexive and agentic user is evident in the description of the app by app developer Susan Rennie who described it this way: What they need is for someone to tap them on the shoulder and tell them to get out of there… I thought the phone could be that tap on the shoulder. The “tap on the shoulder” feature uses geolocation and works by emitting a sound alert when the user enters a gaming venue. It also provides information about each user’s losses at that venue. This “tap on the shoulder” is both an alert and a reprimand from past gambling sessions. Through the Responsible Gambling Fund, the NSW government also launched an anti-pokie app in 2013, Gambling Terminator, including a similar feature. The app runs on Apple and Android smartphone platforms, and when a person is inside a gambling venue in New South Wales it: sends reminder messages that interrupt gaming-machine play and gives you a chance to re-think your choices. It also provides instant access to live phone and online counselling services which operate 24 hours a day, seven days a week. (Google Play Store) Yet an approach that tries to prevent harm by anticipating the harm that will come from gambling at the point of entering a venue, also eliminates the chance of potential negotiations and encounters a user might have during a visit to the pub and how this experience will unfold. It reduces the “tap on the shoulder”, which may involve a far wider set of interactions and affects, to a software operation and it frames the pub or the club (which under some conditions functions as hubs for socialization and community building) as dangerous places that should be avoided. This has the potential to lead to further stigmatisation of gamblers, their isolation and their exclusion from everyday spaces. Moreland Mayor, Councillor Tapinos captures the implicit framing of self-care as a private act in his explanation of the app as a method for problem gamblers to avoid being stigmatised by, for example, publicly attending group meetings. Yet, curiously, the app has the potential to create a new kind of public stigmatisation through potentially drawing other peoples’ attention to users’ gambling play (as the alarm is triggered) generating embarrassment and humiliation at being “caught out” in an act framed as aberrant and literally, “alarming”. Both Quit Pokies and Gambling Terminator require their users to perform ‘acts’ of physical and affective labour aimed at behaviour change and developing the skills of self-control. After downloading Quit Pokies on the iPhone and launching the app, the user is presented an initial request: “Before you set up this app. please write a list of the pokies venues that you regularly use because the app will ask you to identify these venues so it can send you alerts if you spend time in these locations. It will also use your set up location to identify other venues you might use so we recommend that you set up the App in the location where you spend most time. Congratulation on choosing Quit Pokies.”Self-performed processes include installation, setting up, updating the app software, programming in gambling venues to be detected by the smartphone’s inbuilt GPS, monitoring and responding to the program’s alerts and engaging in alternate “legitimate” forms of leisure such as going to the movies or the library, having coffee with a friend or browsing Facebook. These self-performed labours can be understood as ‘technologies of the self’, a term used by Foucault to describe the way in which social members are obliged to regulate and police their ‘selves’ through a range of different techniques. While Foucault traces the origins of ‘technologies of the self’ to the Greco-Roman texts with their emphasis on “care of oneself” as one of the duties of citizenry, he notes the shift to “self-knowledge” under Christianity around the 8th century, where it became bound up in ideals of self-renunciation and truth. Quit Pokies and Gambling Terminator may signal a recuperation of the ideal of self-care, over confession and disclosure. These apps institute a set of bodily activities and obligations directed to the user’s health and wellbeing, aided through activities of self-examination such as charting your recovery through a Recovery Diary and implementing a number of suggested “Strategies for Change” such as “writing a list” and “learning about ways to manage your money better”. Writing is central to the acts of self-examination. As Jeremy Prangnell, gambling counsellor from Mission Australia for Wollongong and Shellharbour regions explained the app is “like an electronic diary, which is a really common tool for people who are trying to change their behaviour” (Thompson). The labours required by users are also implicated in the functionality and performance of the platform itself suggesting the way in which ‘technologies of the self’ simultaneously function as a form of platform work: user labour that supports and sustains the operation of digital systems and is central to the performance and continuation of digital capitalism in general (Humphry, Demanding Media). In addition to the acts of labour performed on the self and platform, bodies are themselves potentially mobilised (and put into new circuits of consumption and production), as a result of triggers to nudge users away from gambling venues, towards a range of other cultural practices in alternative social spaces considered to be more legitimate.Conclusion Whether or not these technological interventions are effective or successful is yet to be tested. Indeed, the lack of recent activity in the community forums and preponderance of issues reported on installation and use suggests otherwise, pointing to a need for more empirical research into these developments. Regardless, what we’ve tried to identify is the way in which apps such as these embody a new kind of subject-state relation that emphasises self-control of gambling harm and hastens the divestment of institutional and social responsibility at a time when gambling is going through an immense period of expansion in many respects backed by and sanctioned by the state. Patterns of smartphone take up in the mainstream population and the rise of the so called ‘mobile only population’ (ACMA) provide support for this new subject and service paradigm and are often cited as the rationale for digital service reform (APSMR). Media convergence feeds into these dynamics: service delivery becomes the new frontier for the merging of previously separate media distribution systems (Dwyer). Letters, customer service centres, face-to-face meetings and web sites, are combined and in some instances replaced, with online and mobile media platforms, accessible from multiple and mobile devices. These changes are not, however, simply the migration of services to a digital medium with little effective change to the service itself. Health and medical services are re-invented through their technological re-assemblage, bringing into play new meanings, practices and negotiations among the state, industry and neoliberal subjects (in the case of problem gambling apps, a new subjectivity, the ‘neoliberal addict’). These new assemblages are as much about bringing forth a new kind of subject and mode of governance, as they are a solution to problem gambling. This figure of the self-treating “gambler addict” can be seen to be a template for, and prototype of, a more generalised and universalised self-governing citizen: one that no longer needs or makes demands on the state but who can help themselves and manage their own harm. Paradoxically, there is the potential for new risks and harms to the very same users that accompanies this shift: their outright exclusion as a result of deprivation from basic and assumed digital access and literacy, the further stigmatisation of gamblers, the elimination of opportunities for proximal support and their exclusion from everyday spaces. Abstract:
Abstract Background Over the last decade, the provision of online gambling has intensified with increased access, enhanced betting markets, a broader product range, and prolific marketing. However, little research has explored how this intensification is influencing contemporary gambling experiences. This study focused on two research questions: 1) What changes in online gambling have online gamblers observed over the past decade? 2) How have these changes influenced the online gambling experiences and behaviours reported by treatment-seeking and non-treatment-seeking gamblers? Methods Two samples of Australian adults were interviewed: 1) 19 people who had been gambling online for at least a decade and with no history of treatment-seeking for online gambling, and 2) 10 people who had recently sought professional help for an online gambling problem. Telephone interviews were semi-structured, with questions that encouraged participants to consider how their online gambling, including any harmful gambling, had been influenced by changes in operator practices and online gambling environments. Data were analysed using thematic analysis. Results Both treatment- and non-treatment-seekers noted the increased speed and ease of online gambling, which now enables instant access from anywhere at any time and increased their gambling opportunities. Both groups highlighted the continued proliferation of advertising and inducements for online gambling, particularly during televised sports and racing events, in social media, and through targeted push marketing. Many treatment- and non-treatment-seekers were aware of the vast range of recently introduced bet types, particularly multi-bets. Treatment-seekers disproportionately reported negative effects from these changes, and described how and why they fostered their increased gambling, impulsive gambling, persistence and loss-chasing. They reported limited uptake and effectiveness of current harm minimisation tools. Conclusions Counter to stated policy and practice objectives to minimise gambling harm, industry changes that have made online gambling easier, faster, and more heavily incentivised, and increased the array of complex bets with poorer odds, unduly affect addicted and harmed individuals – who are also the most profitable customers. Further consideration is needed to ensure gambling policy, industry practices and public health measures more effectively reduce gambling harm in contemporary settings. Inducements and the poor pricing of complex bets such as multi-bets, and their outsized attraction to players with problems, should be a key focus.

Abstract:
The contemporary supermarket is a work of classification and cataloguing as marvellous as any museum. Barcodes are hallmarks by which its computer systems could know, in their own electronic language, every possible product of a certain kind afoot in the nation. It is a rather special institution in this respect -- a huge fund of contemporary synchronic cultural memory, a database and storehouse of collected human tastes to which individuals turn to seek out their own. However, this means that just as Wittgenstein demonstrated the impossibility of a purely private language, there can be no such thing as a purely private taste. Taste is demonstrated by choosing from a range of public items, that is, products. Therefore let's bracket the liberal concept of sovereign personal taste for now and beat a different track: the supermarket is the site of aggregation of multiple discourses by which the individual is sewn into and sews the fabric of collective life. Techniques used to sell food today, such as freebies (like plastic toys), free offers, forms of gambling, and images of healthiness, convenience, celebrity and enhanced relationships, appeal to -- must appeal to for commercial reasons -- shared values. It is inviting to view the supermarket as an emblem of a postmodern condition. The gaggle of images and words that line its aisles defy unity, play fast and loose with reality, create a simulacral space of copied quotes and sight bites that is coterminous with radically decentred selves. It conforms to the Jamesonian topography of a culture that has lost it -- that sense of real placed history that identity used to be tied up with. But my aim in this essay is to critique such a rhetoric of loss. Discourse remains the province of the self-imaginings of social groups in spite of the diversity of images in circulation. And although the media through which group solidarity is transmitted change with technological developments, the fact of such transmission does not. Hence, by looking at the imagery used on food packets, I will analyse the way that one rhetorical strategy used to sell the food we find on supermarket shelves -- nationalism -- is part of a longstanding cultural trajectory by which citizens of a nation imagine their relationship with their land. This, however, involves the equation of 'the nation' with the ethnic imagery of the group that dominates its political apparatus and territory, a process of circumscription that I shall ultimately suggest has political ramifications, especially in the context of nations like Australia which were formed by largely European settler colonisation of the land. Nationalism, then, is a strand of marketing rhetoric used most often, but not exclusively, for the promotion of products in the country of their origin. As such it grafts a tradition of art commemorating place and ethnic identity into the seemingly unlikely genre of the product label. Indeed, for Benedict Anderson the sociopolitical sentiment of nationalism requires forums and images through which to articulate itself, or more accurately, to imaginatively create its auratic object of adoration -- as nationalism is itself innovative (Anderson 15). It also depends upon technologies that can produce a sense of simultaneity between dispersed people who will never meet each other. The distribution of the packaged 'gifts' of a land to 'its people' provides one such opportunity for the transmission of sacralised images of land and the solidarity of its inhabitants. So the genre of the label that comes with a specific distribution and selling system provides the technical medium, and the land, its produce, its people and their relationships in ecosocial community, form the imagery. A limit case example of pride in the gifts of the land can be found on the label of New Zealand's Steinlager: "New Zealand's Finest ... World's Best Lager ... Brewed with the finest New Zealand Hops, Yeast, Barley and Pure Water ... Since 1854". It embodies a series of associations found in other examples: the products of the land are associated with firstly, high quality, and secondly, natural purity. New Zealand seems to be repeated with two slightly different senses. In its juxtaposition with "the world", the two places centre on the finished product of lager, which is presented as a literally world-beating national product. The last line of the label reads "Brewed and Bottled by New Zealand Breweries Limited", the company name both emphasising the agency of New Zealand people in processing ingredients taken from their land's soil, and the legally New Zealandian status of their enterprise. The second sense implies the physical basis for all this: the giftedness of the land which subtends an economy and a culture. "Since 1854" brings these components together on the axis of continuity, making the origination of national production temporal as well as spatial. In other words this benign relationship of production becomes part of national heritage. A certain double sense is in play. Land is both a nation comprising citizens and physical resource; the word that perfectly fuses the sense of the former's political proprietary relationship with the latter into a working unity. Accordingly many packets transfigure the legal requirement to mention the place of production into an attention-grabbing declaration of country of origin whilst also referring to the physical land. The latter may be parsed into two general categories: imagery of animals, plants, landscapes, the elements, etc, and rustic images of human management of the land. So Bulla ice cream advertises its Australianness to a pastoral backdrop; Saxa salt, which has been "Australia's own ... Since 1911", is being hauled by a hat-wearing Aussie man and loyal horse; Bundaberg caster sugar is both "pure Australian" and "Australian made" thanks to the blessing of the (Australian) sun. And other products, such as Australian Natural Foods Non Dairy Soy Mango Smoothie and Pureland Organic Tofu make links between nation and nature through 'land-based' company names similarly buttressed by images of Australian agricultural landscape and the Australian made hallmark respectively. The three conceptual categories often found in correlation with the concrete particulars of 'the land' -- healthiness, purity and naturalness -- are well represented in the packets analysed here. A series of metonymic implications is set up between the terms. They are all potential qualities of the land that are realised in the products it yields. Pureland and Australian Natural Foods juxtapose nation and healthiness closely and the pastoral visions of Bürgen and Dairy Vale have the approval of the National Heart Foundation. Bundaberg and Pureland make the most direct appeals to purity, but concepts such as Bulla's "Australian made real dairy" and Devondale's "choice grade" and "premium Australian" also convey a certain sense of uncorrupted pedigree in their products' provenance. Most products seem to evoke naturalness pictorially, with green rolling landscapes and cows feeding on the verdure featuring particularly highly. Thus at this point a critique of capitalist industrial culture is possible. The missing links are the contemporary factory and office: the places of the processing and assembly of the product physically and discursively; the places where the fruits of the land meet their packaging and are primed for the marketplace. The gifts of nature become commodities but are inscribed as the gifts of nature still, such that the point of sale obfuscates the point of production: profit. The whole enterprise seems to be based on a principle of distantiation. Because of urbanisation, the vast majority of people live away from farm land, and because most food is not consumed by the local communities that produce it, but is produced for larger markets, it is packed and written upon for transport to strangers who will buy it and perhaps also an idealisation of the land. Yet they aren't strangers. This mediation of group solidarity by food-as-commodity does not tear social bonds apart, it forms them. It forms ecosocial community just as it provides a projection of one. And the very invocation of group loyalty as the reason for buying means we should question, as John Frow has done, whether the commodity is always simply a token of abstraction in conceptual opposition to 'the gift' (Frow, "Gift and Commodity"). It is not simply the case that capitalists dupe consumers into thinking of commodities in gift-like terms. Indeed, the discourses of the land we find on supermarket shelves go back a long way in Western culture. As Raymond Williams says: "in English, 'country' is both a nation and a part of a 'land'; 'the country' can be the whole society or its rural area. In the long history of human settlements, this connection between the land from which directly or indirectly we all get our living and the achievements of human society has been deeply known" (1). The majority of the packets analysed extend the pastoral tradition of European art, a tradition which determines the "innate bounty" (33) of the land as the province of benign, 'total' social relations as reflected in the "timeless rhythm" of the authentic agrarian life (10). But the pastoral tradition is itself a media technical one. Williams points out that "a working country is hardly ever a landscape. The very idea of landscape implies separation and observation" (120). The same is true of pastoral in its nationalistic guise. It is transmitted by books, paintings and packets, is predicated on such a 'separation and observation'. The idealisation of the common land that subtends 'us' may be an attempt to bridge that distance, yet it is, ironically, transmitted through inscribed objects that create bonds between spatially and temporally dispersed people. It achieves what Anderson calls "unisonance", "a special kind of contemporaneous community which language alone suggests -- above all in the form of poetry and songs" (132). So, if the supermarket turns inner desire outward to the realm of public items that provides its possibilities, nationalistic desire moves in the same way, both inside and outside the supermarket context. There is no purely internal or purely external nation, just as there is no private language. Rather cultural memory, whether transmitted by a food packet or a poem is a thread transmitted through selves, language, technological milieux, and groups of people. Thus as Thongchai Winichakul succinctly states, "a nation is not a given reality. Rather it is the effect of imagining about it" (14). "We can know about it as long as we employ certain technologies to inscribe the possible sphere. In turn, such technologies create the knowledge of it, create a fact of it, and the entity comes into existence." (15). The contemporary food packet is one such media technology as certainly as a book or a song, and all media inscriptions of the possible sphere of 'the land' are lived ecosocial experience of the land. They make the land a unity by fusing its first physical sense with its second sociopolitical one. Invocation of the land as a prior given that subtends and provides the continuity of a sociopolitical group that has power over its resources, nests the historical contingency of that power relationship into a secure vision of the provenance of nation with the self-origination of 'its' land. That natural element, free, pure and healthy, is the one in which the group's ownership rights are rooted and legitimated. However, in fact, any nation is itself an historical innovation, an inherently unstable ideological product of strategy, technique, rhetorical and material. Nation-states are not naturally correlative with the land, nor are the ethnic groups that politically dominate the nation. They arise where other socio-economic political organisations existed before; they emerge. In The City and the Country Williams's main concern was to point out an alternative class-based history of the real and largely exploitative management of the land, a history that is actively occluded by idealised renderings of the countryside. Here in a parallel way but without room for explication, I want to suggest an alternative history of the management of the land that is indissociable from the emergence of the modern Australian nation -- a race-based history. Thus, here's the rub: the totems of pastoral that are equated with Australianness in the packets I have referred to, are European. The 'food packet' pastoral idealises group totems such as to transform historically contingent relationships of certain ethnic groups with the land into naturalised ones. The cows of Bulla and Devondale, the pastures of Dairy Vale, Bürgen's wheat, the agricultural infrastructure, the men imaged and their modes of management of the land, are European in lineage, and so is most of the food they sacralise as 'Australian'. These things are not natural to the land but were introduced, as was a related political and economic infrastructure that created 'Australia'. And there is a whole history to this appropriation of the land that is not active in the rhetorical force field of the European Australian pastoral, just as the living cultural memories of Aboriginal peoples disposed by the creation of the Australian nation-state are not. ... In "Australia Day at the Aboriginal Tent Embassy", Felicia Fletcher and John Leonard mention how representatives of Aboriginal countries in Australia assembled at Parliament House eat food to sustain themselves in their bid to right this dispossession: "vegetables are cooked in the coals, bread is toasted over the fire, endless cups of tea are poured, pots of three dozen eggs are boiled again and again to keep up the strengths and spirits of the people" (16). However, they add, quoting the group rather than a specific individual: "'It's nice, but at home we'd have a nice bit of kangaroo tail in the fire -- you've got to know how to do it properly -- and damper'": a different memory of and relationship with 'the land' (in both its senses). To conclude, the memories of the land create it at the time of commemoration. How we commemorate it is a present-day matter of great communal and political significance. Sticky, messy and nauseatingly saccharine, the sensory properties of jam may be a long way from the stylized corporate polish of Australia’s multi-billion dollar film exhibition industry, yet the history of Australian cinema space will be forever indebted to the Victoria Preserving Company; one-time producer of the humblest of sweet treats. Through an analysis of Melbourne’s Jam Factory cinema complex, this article explores the unusual intersection of jam, sensory gratification and contemporary Australian cinema-going at the dawn of the 21st century. Encompassing the historic architecture of the former Victoria Preserving Company, South Yarra’s Jam Factory complex provides a gentrified gloss to an inner suburban precinct historically renowned for the manufacturing of jam and preserves. Nestled in the heart of Chapel Street, less than two blocks down from Toorak road and a stone’s throw from the nightclub precinct of Commercial road, the Jam Factory occupies an important part of Melbourne’s cultural heritage; functioning as a quintessential signifier of the city’s traversal from wholesale manufacturing during the early 1900s into the service vectors of digital media technologies and mixed-use retail entertainment destinations at the start of the new millennium. Established in 1876, the Victoria Preserving Company, AKA the ‘Jam Factory’, hosts an array of diverse retail and leisure outlets. Included amongst its tenants are Borders Books, Villa & Hut, TGI Fridays, The Pancake Parlour, a Virgin Music Mega-store, an elaborate Village Cinema megaplex, and a range of ancillary restaurants, fashion stores and cafes. According to the venue’s promotional material, “The Jam Factory of today is, in short, ‘jam packed’ with entertainment” (Chapel St Precinct, n.pag.). With the original building’s façade and cooling store still intact, the architectural remnants of the Victoria Preserving Factory provide a culturally significant backdrop for what is ostensibly Australia’s most noteworthy cinema venture; Village Roadshow’s megaplex cinema flagship. Replete with fifteen large format screens, including two Gold Class cinemas, a Cinema Europa enclave and an interactive games alcove, The Village Jam Factory signifies Australia’s first foray into cinema-based retail entertainment destinations. In commenting on the opening of the Jam Factory megaplex in 1998, Village Roadshow’s general manager Mr. David Herman said, “The objective was to create Australia’s first non-gambling cinema and lifestyle complex” (Catalano 6). More than any other cinema venue, the Village Jam Factory played a key role in pushing Australian film exhibition standards into the new millennium. In an era marked by competing home theatre technologies and diversified sites of media consumption, the Jam Factory’s shift from suburban cinema to lifestyle complex dramatically altered both the business and social practice of movie-going in Australia. Central to this shift was a tripartite marketing strategy which sought to capitalize on: protracted movie-going experiences; sensory stimulation; and, venue promotion. Experiential Jam The promotion of a protracted movie-going experience has been essential to the continued success of the Village Jam Factory. As I have argued elsewhere, the Australian cinema industry of the mid 1990s faced a number of significant incentives for extending the movie going experience beyond the auditorium; not the least being the steady decline of box office takings that occurred during the late 1980s (Downing). In the face of new media technologies such as the internet, DVD and Pay TV, many cinema operators were forced to look beyond the box office as a primary source of profits. To this end Village Roadshow effectively used the Jam Factory as a testing ground for the generation of ancillary leisure and retail income streams. During the mid 1990s Village actively promoted the Jam Factory as a space in which audiences could not only see a film, but also engage in a series of expanded retail activities such as shopping, dining and video-game playing. Discussing the development of multi-use cinema venues during the 1990s, Charles Acland has commented that such spaces “…do not situate conditions of spectatorship alone; they also construct relations between public and cinematic practices” (Acland 119). Sensory Jam Far from being a traditional site of film consumption, the Jam Factory set an industry precedent by becoming the nation’s first cinema venue in which audiences were encouraged to engage in an entertainment experience that was, above all, aimed at stimulating the senses. In keeping with the ‘lifestyle destination’ mantra, the Village Jam Factory provided a new generation of Australians with a multi-sensory entertainment experience that could not be emulated by home theatre technologies. Wide sweeping foyers and elaborate ticket and merchandising counters greet the eye; ‘luxury’ stadium seating with wide aisles and broad armrests offer the ‘ultimate’ in tactile comfort; digital surround sound facilities pleasure the ears and a plethora of food and beverage novelties work to gratify the senses of taste and smell. More than any other Village cinema outlet, the Jam Factory venue smacks of sugar-coated commerce. With a revenue contribution of over 18%, the Village Roadshow candy bar is the undisputed cash-cow of the enterprise (Australian Film Commission 143). Colloquially known as ‘Lollywood’, the Village confectionary counter is an over-priced explosion of colour and candy that sustains industry revenue through a deliberate appeal to the audience’s sense of taste. This sugar dependency synchronistically mirrors the former success of Henry Jones, the entrepreneur behind Australia’s IXL jam brand, who operated his famous preserving company on the site between 1895 and 1926 (Chapel St Precinct, n.pag.). Venue Jam Village Roadshow’s promotion of the Jam Factory venue over the actual films being screened is indicative of Australia’s primary shift towards retail entertainment based cinema complexes. Unlike the homogenous multiplex venues of the 1970s and 1980s, the Village Jam Factory Complex has been aggressively marketed as a Melbourne icon, capable of offering a unique entertainment experience. This agenda is clearly documented in the 1999 Village Roadshow annual report which, pointing towards a perceived threat of home theatre technologies, proclaimed: [In] broadening the cinema going experience … [Village] aims to create an environment of quality entertainment theming and ancillary lifestyle retailing, thus providing a consistently high level of incentive for people to leave their homes for cinema anchored destinations. (Village Roadshow 19) To this end, the Jam Factory became the physical embodiment of Village Cinemas’ corporate tagline “Where Movies Live” (Village Cinemas, n.pag.). Throughout the late 1990s, a number of similar sites proliferated across Europe, the United States and Canada. Two noteworthy examples of this trend are the Manchester Times building in the UK (initially managed by a short lived Village-Warner synergy) and the Sony Centre at Potsdamer Platz, Berlin; previous home to the Third Reich and later, the Berlin Wall. In both of these examples a similar venue-promotion agenda is clearly at work. In reflecting the cultural specificities of their host cities, each of these venues pays a semiotic homage to the previous occupants of their space. The Manchester Times building, for example, retains much of its former architecture and reflects the nocturnal vibrancy of 19th century printing plant. Similarly, the Sony Centre offers an architectural reflection on the complexities of Berlin history and German cinema. In Melbourne, the Jam Factory’s history of jam and jam making are equally preserved. Drawing heavily on postmodern architectural styles, the Jam Factory’s interior uses South Yarra’s local history as a backdrop for a schizophrenic collage of seemingly incommensurate time/place references. From the distinctive red-brick cooling tower (located in the centre of the building) one encounters a hybrid fusion of Mediterranean pasta courts, European coffee lounges, Romanesque artwork and columns (complete with weathered-look paint and ‘crumbling’ tops), statues of Hollywood stars, as well as a dazzling gaming alcove and a series of subdued ‘luxury’ (Gold Class) cinemas. Such eclectic displays of visual hyperbole have been prefigured by Umberto Eco, whose discussion on hyperreality addresses an imagination which “… demands the real thing, and in order to attain it, must fabricate the absolute fake” (Eco 8). As a relatively recent contributor to Australian cinema history, the Village Jam Factory has achieved little sustained academic attention, yet its significance must not be undervalued. As Australia’s first cinema-oriented retail entertainment destination, the Village Jam Factory has been crucial in placing Australia into the global film exhibition arena. While the pungent aromas of ripened fruit, vinegar and boiling sugar have long since been replaced by the scent of popcorn and recycled air, the legacy and architecture of jam-making has played a key role in propelling Australian film exhibition into the new millennium. Abstract:
For this issue of M/C Journal we were inspired to select the theme of ‘technique’ by the intersection of the critical discourses around technology and the praxis of everyday life that has been a preoccupation of late-20th and early-21st century cultural studies. We wanted to revisit, rupture, and reconstruct the foundational terms that give this journal its name—media and culture—by using the common nexus of technology. This special issue enlivens the idea of technique within the gamut of technology, media, science, culture, and creativity. The idea of technique is itself an intriguing prompt for the authors in this issue. It has inspired their pursuit of ideas of processes and procedures, methods and makers, habits and hacks, routines and rituals, and knowledge and know-how. Sharing a common etymology with technology, technique builds upon the ancient Greek term techne that describes the arts and mechanical crafts. If we connect technique and technology to this genealogical inheritance, we are presented with an insistence upon understanding how we craft not only objects but also the world. Throughout history we can find plenty of examples of tools and devices all increasing in technical complexity over time to meet the needs of human societies as they unfold across time—from axes and spears, drawing and writing implements, and clockwork mechanisms to telescopes, eye-glasses, and time-keeping and counting machines. As technical objects have become more complex, the cultures that produce them have produced increasingly specialised knowledge and fragmentary perceptions of the world in which they exist. Technology is thus the study of how to apply techne, craft; when people employ technology they are not just making use of a tool or device, they are also generating and employing techniques constitutive of a world view. While this might seem high-minded, the above reflection is based on the recognition that humans make use of techniques every day. Marshall McLuhan famously described this everyday relation with technologies and their techniques as extensions of the human body, notably of the senses. For McLuhan (1964), media are the substance of these extensions, and these extensions include a range of things beyond the tired trio of newspapers, radio and television, such as those engaged with by our authors in this issue. There is a long cross-cultural genealogy of ideas about technology and technique, which is far too large to discuss in sufficient detail here, it may suffice for us to summarise our focus by turning to the work of the influential British Cultural Studies scholar Raymond Williams. For Williams (1974), technology is used by people, and in this use people create meaningful exchanges of information structured by techniques and know-how. Used in this way, Williams argues, technology becomes a medium of communication that interacts with a social context. More strongly, Williams suggests that it is from a social necessity first and foremost that people develop techniques that make use of technology that is available in their milieu. The insight of Williams is that technology is frequently a (or the) material basis for late capitalist culture, and that techniques are a culmination of the knowledge of what technology is used for and, significantly, how to use it. Media are thus the applied use of technology as forms a social link, a mediation, between ourselves and the world. As history has demonstrated however, there are always unintended consequences that come with each new medium. Sometimes it is as simple as unintended uses that go beyond anything the original creator dreamed of. People routinely test the limits and boundaries of a new medium by examining what is already possible. Creativity is key to these experiments. For instance, the classic definition of ‘a hacker’ has very little to do with computer crime. Instead, the word ‘hacker’ defines someone who is motivated to solve problems through playful creativity and, often, displays of wit—and, of course, proficiency with techniques. It just so happens that the techniques uncovered by computer hackers also have applications elsewhere in society, a trend that continues to this day with the increase in interest in a range of 'hacker-esque' activities. Whether it's the political activist group Anonymous who directly employ techniques of subversion to further their varied agendas (Coleman 2014), or the more benign 'Maker' movement that champions a Do-It-Yourself approach to technology and hardware. The articles included in this issue of the M/C Journal explore a variety of techniques as they manifest through a specific medium. Each article presents a case study that answers Katherine Hayles' (2004) call for more "media-specific analysis" in cultural and critical theory. Liam Cole Young anchors this issue with his discussion of the relationship of technology to culture. Young charts the origins and history of a branch of German media studies that informs what we now call ‘cultural techniques’ or Kulturtechniken. Young invites his readers to reconsider the technology-culture relationship by rethinking Kulturtechniken so often misappropriated as techniques of audience and content analysis. Specifically, Young seeks to reposition the frame of institutional media studies, thus providing an alternative to the fetishisation of audiences and content in favour of a view that is sensitive to the intellectual history of ‘cultural techniques’, bringing them in dialogue with an understanding of the material specificity of media formats and the material realities of logistical media. Peng Liu draws our attention to the bodily techniques and responses of the artist structured by Chinese painting and the Confucian perspective. Liu argues that his memories and experiences of the Forgotten City and Chinese culture impress themselves upon his mapping of the aesthetic as he paints. Focusing on the interrelation and resistances of the body-as-artist and the conceptual structures that inform his sense of self, Liu imagines and reflects upon himself as a Chinese-artist. César Albarrán Torres and Justine Humphry delve into the cultural politics and labour of ‘self-care’ and ‘self-control’ in relation to the expansion of gambling enabled by Internet-enabled mobile devices. Torres and Humphry suggest that recent policy decisions enacted by neo-liberal governance in Australia has resulted in attempts to regulate or interrupt gambling addiction. In so doing, they argue that these policies have reconfigured the self-discipline of the subject-state relation in the Australian context. Nicole Pepperell and Duncan Law take us into the recent history of the faith in Internet technology as a progressive force of economic, legal, political and social emancipation. Examining the politics of the Internet’s divergent potentials, Pepperell and Law suggest that rhetorical, social and politics techniques have proven themselves decisive in the success or failure of realising the Internet’s emancipatory potential. They note that it is not without irony that recognising the limitations of politicised technologies may have a positive impact on the manifestation of private freedoms. To close this special issue, Jamileh Kadivar turns her gaze to the case of techniques of surveillance and counter-surveillance in Iran during the non-violent protests of the Iranian Green Movement in 2009. Kadivar argues that the centrality of surveillance for a convergent media environment cannot be understated, and its operation and function served to target and repress protest and dissent in Iran during the northern hemisphere’s late autumn of 2009. Yet Kadivar notes the important role of visibility in the contestations of surveillance in Iran and other dissenting movements such as Occupy. In the middle of the nineteenth century, Marcus Clarke famously described the Australian outback as displaying a “Weird Melancholy” (qtd. in Gelder 116). The strange sights, sounds, and experiences of Australia’s rural locations made them ripe for the development of the European genre of the Gothic in a new location, a mutation which has continued over the past two centuries. But what does it mean for Australia’s Gothic landscapes to be associated with the affective qualities of the melancholy? And more particularly, how and why does this Gothic effect (and affect) appear in the most accessible Gothic media of the twenty-first century, the television series? Two recent Australian television adaptations, Wake in Fright (2017, dir. Kriv Stenders) and Mystery Road (2018, dir. Rachel Perkins) provoke us to ask the question: how does their pictorial representation of the Australian outback and its inhabitants overtly express rage and its close ties to melancholia, shame and violence? More particularly, I argue that in both series this rage is turned inwards rather than outwards; rage is turned into melancholy and thus to self-destruction – which constructs an allegory for the malaise of our contemporary nation. However, here the two series differ. While Wake in Fright posits this as a never-ending narrative, in a true Freudian model of melancholics who fail to resolve or attend to their trauma, Mystery Road is more positive in its positioning, allowing the themes of apology and recognition to appear, both necessary for reparation and forward movement.Steven Bruhm has argued that a psychoanalytic model of trauma has become the “best [way to] understand the contemporary Gothic and why we crave it” (268), because the repressions and repetitions of trauma offer a means of playing out the anxieties of our contemporary nation, its fraught histories, its conceptualisations of identity, and its fears for the future. Indeed, as Bruhm states, it is precisely because of the way in which “the Gothic continually confronts us with real, historical traumas that we in the west have created” that they “also continue to control how we think about ourselves as a nation” (271). Jerrold E. Hogle agrees, noting that “Gothic fiction has always begun with trauma” (72). But it is not only that Gothic narratives are best understood as traumatic narratives; rather, Hogle posits that the Gothic is uniquely situated as a genre for dealing with the trauma of our personal and national histories because it enables us to approach the contradictions and conflicts of traumatic experience:I find that the best of the post-9/11 uses of Gothic in fiction achieve that purpose for attentive readers by using the conflicted un-naturalness basic to the Gothic itself to help us concurrently grasp and conceal how profoundly conflicted we are about the most immediate and pervasive cultural “woundings” of our western world as it has come to be. (75)Hogle’s point is critical for its attention to the different ways trauma can be dealt with in texts and by readers, returning in part to Sigmund Freud’s distinction between mourning and melancholia: where mourning is the ‘healthy’ process of working through or narrativising trauma. However, melancholia coalesces into a denial or repression of the traumatic event, and thus, as Freud suggests, its unresolved status reappears during nightmares and flashbacks, for example (Rall 171). Hogle’s praise for the Gothic, however, lies in its ability to move away from that binary, to “concurrently grasp and conceal” trauma: in other words, to respond simultaneously with mourning and with melancholy.Hogle adds to this classic perspective of melancholia through careful attention to the way in which rage inflects these affective responses. Under a psychoanalytic model, rage can be seen “as an infantile response to separation and loss” (Kahane 127). The emotional free-rein of rage, Claire Kahane points out, “disempowers us as subjects, making us subject to its regressive vicissitudes” (127; original emphasis). In Bodies That Matter, Judith Butler explicates this in more detail, making clear that this disempowerment, this inability to clearly express oneself, is what leads to melancholia. Melancholia, then, can be seen as a loss or repression of the identifiable cause of the original rage: this overwhelming emotion has masked its original target. “Insofar as grief remains unspeakable”, Butler posits, “the rage over the loss can redouble by virtue of remaining unavowed. And if that very rage over loss is publicly proscribed, the melancholic effects of such a proscription can achieve suicidal proportions” (212). The only way to “survive” rage in this mutated form of melancholia is to create what Butler terms “collective institutions for grieving”; these enablethe reassembling of community, the reworking of kinship, the reweaving of sustaining relations. And insofar as they involve the publicisation and dramatisation of death, they call to be read as life-affirming rejoinders to the dire psychic consequences of a grieving process culturally thwarted and proscribed. (212-13)Butler’s reading thus aligns with Hogle’s, suggesting that it is in our careful attendance to the horrific experience of grief (however difficult) that we could navigate towards something like resolution – not a simplified narrative of working through, to be sure, but a more ethical recognition of the trauma which diverts it from its repressive impossibilities. To further the argument, it is only by transforming melancholic rage into outrage, to respond with an affect that puts shame to work, that rage will become politically effective. So, outrage is “a socialised and mediated form of rage … directed toward identifiable and bounded others in the external world” (Kahane 127-28). Melancholia and shame might then be seen to be directly opposed to one another: the former a failure of rage, the latter its socially productive incarnation.The Australian Gothic and its repetition of a “Weird Melancholy” exhibit this affective model. Ken Gelder has emphasised the historical coincidences: since Australia was colonised around the same time as the emergence of the Gothic as a genre (115), it has always been infused with what he terms a “colonial melancholia” (119). In contemporary Gothic narratives, this is presented through the repetition of the trauma of loss and injustice, so that the colonial “history of brutal violence and exploitation” (121) is played out, over and over again, desperate for resolution. Indeed, Gelder goes so far as to claim that this is the primary fuel for the Gothic as it manifests in Australian literature and film, arguing that since it is “built upon its dispossession and killings of Aboriginal people and its foundational systems of punishment and incarceration, the colonial scene … continues to shadow Australian cultural production and helps to keep the Australian Gothic very much alive” (121).That these two recent television series depict the ways in which rage and outrage appear in a primal ‘colonial scene’ which fixes the Australian Gothic within a political narrative. Both Wake in Fright and Mystery Road are television adaptations of earlier works. Wake in Fright is adapted from Kenneth Cook’s novel of the same name (1961), and its film adaptation (1971, dir. Ted Kotcheff). Mystery Road is a continuation of the film narrative of the same name (2013, dir. Ivan Sen), and its sequel, Goldstone (2016, dir. Ivan Sen). Both narratives illustrate the shift – where the films were first viewed by a high-culture audience attracted to arthouse cinema and modernist fiction – to the re-makes that are viewed in the domestic space of the television screen and/or other devices. Likewise, the television productions were not seen as single episodes, but also linked to each network’s online on-demand streaming viewers, significantly broadening the audience for both works. In this respect, these series both domesticate and democratise the Gothic. The televised series become situated publicly, recalling the broad scale popularity of the Gothic genre, what Helen Wheatley terms “the most domestic of genres on the most domestic of media” (25). In fact, Deborah Cartmell argues that “adaptation is, indeed, the art form of democracy … a ‘freeing’ of a text from the confined territory of its author and of its readers” (8; emphasis added). Likewise, André Bazin echoes this notion that the adaptation is a kind of “digest” of the original work, “a literature that has been made more accessible through cinematic adaptation” (26; emphasis added). In this way, adaptations serve to ‘democratise’ their concerns, focussing these narratives and their themes as more publically accessible, and thus provoking the potential for a broader cultural discussion. Wake in FrightWake in Fright describes the depraved long weekend of schoolteacher John Grant, who is stuck in the rural town of Bundinyabba (“The Yabba”) after he loses all of his money in an ill-advised game of “Two Up.” Modernising the concerns of the original film, in this adaptation John is further endangered by a debt to local loan sharks, and troubled by his frequent flashbacks to his lost lover. The narrative does display drug- and alcohol-induced rage in its infamous pig-shooting (originally roo-shooting) scene, as well as the cold and threatening rage of the loan shark who suspects she will not be paid, both of which are depicted as a specifically white aggression. Overall, its primary depiction of rage is directed inward, rather than outward, and in this way becomes narrowed down to emphasise a more individual, traumatic shame. That is, John’s petulant rage after his girlfriend’s rejection of his marriage proposal manifests in his determination to stolidly drink alone while she swims in the ocean. When she drowns while he is drunk and incapable to rescue her, his inaction becomes the primary source of his shame and exacerbates his self-focused, but repressed rage. The subsequent cycles of drinking (residents of The Yabba only drink beer, and plenty of it) and gambling (as he loses over and over at Two-Up) constitute a repetition of his original trauma over her drowning, and trigger the release of his repressed rage. While accompanying some locals during their drunken pig-shooting expedition, his rage finds an outlet, resulting in the death of his new acquaintance, Doc Tydon. Like John, Doc is the victim of a self-focused rage and shame at the death of his young child and the abdication of his responsibilities as the town’s doctor. Both John and Doc depict the collapse of authority and social order in the “Weird Melancholy” of the outback (Rayner 27), but this “subversion of the stereotype of capable, confident Australian masculinity” (37) and the decay of community and social structure remains static. However, the series does not push forward towards a moral outcome or a suggestion of better actions to inspire the viewer. Even his desperate suicide attempt, what he envisions as the only ‘ethical’ way out of his nightmare, ends in failure and is covered up by the local police. The narrative becomes circular: for John is returned to The Yabba every time he tries to leave, and even in the final scene he is back in Tiboonda, returned to where he started, standing at the front of his classroom. But importantly, this cycle mimics John’s cycle of unresolved shame, suggests an inability to ‘wake’ from this nightmare of repetition, with no acknowledgement of his individual history and his complicity in the traumatic events. Although John has outlived his suicide attempt, this does not validate his survival as a rebirth. Rather, John’s refusal of responsibility and the accompanying complicity of local authorities suggests the inevitability of further self-damaging rage, shame, and violence. Outback NoirBoth Wake in Fright and Mystery Road have been described as “outback noir” (Dolgopolov 12), combining characteristics of the Gothic, the Western, and film noir in their depictions of suffering and the realisation (or abdication) of justice. Greg Dolgopolov explains that while traditional “film noir explores the moral trauma of crime on its protagonists, who are often escaping personal suffering or harrowing incidents from their pasts” (12), these examples of Australian (outback) noir are primarily concerned with “ancestral trauma – that of both Indigenous and settler. Outback noir challenges official versions of events that glide over historical massacres and current injustices” (12-13).Wake in Fright’s focus on John’s personal suffering even as his crimes could become allegories for national trauma, aligns this story with traditional film noir. Mystery Road is caught up with a more collectivised form of trauma, and with the ‘colonialism’ of outback noir means this adaptation is more effective in locating self-rage and melancholia as integral to social and cultural dilemmas of contemporary Australia. Each series takes a different path to the treatment of race relations in Australia within a small and isolated rural context. Wake in Fright chooses to ignore this historical context, setting up the cycle of John’s repression of trauma as an individual fate, and he is trapped to repeat it. On the other hand, Mystery Road, just like its cinematic precursors (Mystery Road and Goldstone), deals with race as a specific theme. Mystery Road’s nod to the noir and the Western is emphasised by the character of Detective Jay Swan: “a lone gunslinger attempting to uphold law and order” (Ward 111), he swaggers around the small township in his cowboy hat, jeans, and boots, stoically searching for clues to the disappearance of two local teenagers. Since Swan is himself Aboriginal, this transforms the representation of authority and its failures depicted in Wake in Fright. While the police in Wake in Fright uphold the law only when convenient to their own goals, and further, to undertake criminal activities themselves, in Mystery Road the authority figures – Jay himself, and his counterpart, Senior Sergeant Emma James, are prominent in the community and dedicated to the pursuit of justice. It is highly significant that this sense of justice reaches beyond the present situation. Emma’s family, the Ballantynes, have been prominent landowners and farmers in the region for over one hundred years, and have always prided themselves on their benevolence towards the local Indigenous population. However, when Emma discovers that her great-grandfather was responsible for the massacre of several young Aboriginal men at the local waterhole, she is overcome by shame. In her horrified tears we see how the legacy of trauma, ever present for the Aboriginal population, is brought home to Emma herself. As the figurehead for justice in the town, Emma is determined to label the murders accurately as a “crime” which must “be answered.” In this acknowledgement and her subsequent apology to Dot, she finds some release from this ancient shame.The only Aboriginal characters in Wake in Fright are marginal to the narrative – taxi drivers who remain peripheral to the traumas within the small town, and thus remain positioned as innocent bystanders to its depravity. However, Mystery Road is careful to avoid such reductionist binaries. Just as Emma discovers the truth about her own family’s violence, Uncle Keith, the current Aboriginal patriarch, is exposed as a sexual predator. In both cases the men, leaders in the past and the present, consider themselves as ‘righteous’ in order to mask their enraged and violent behaviour. The moral issue here is more than a simplistic exposition on race, rather it demonstrates that complexity surrounds those who achieve power. When Dot ultimately ‘inherits’ responsibility for the Aboriginal Land Rights Commission this indicates that Mystery Road concludes with two female figures of authority, both looking out for the welfare of the community as a whole. Likewise, they are involved in seeking the young woman, Shevorne, who becomes the focus of abuse and grief, and her daughter. Although Jay is ultimately responsible for solving the crime at the heart of the series, Mystery Road strives to position futurity and responsibility in the hands of its female characters and their shared sense of community.In conclusion, both television adaptations of classic movies located in Australian outback noir have problematised rage within two vastly different contexts. The adaptations Wake in Fright and Mystery Road do share similar themes and concerns in their responses to past traumas and how that shapes Gothic representation of the outback in present day Australia. However, it is in their treatment of rage, shame, and violence that they diverge. Wake in Fright’s failure to convert rage beyond melancholia means that it fails to offer any hope of resolution, only an ongoing cycle of shame and violence. But rage, as a driver for injustice, can evolve into something more positive. In Mystery Road, the anger of both individuals and the community as a whole moves beyond good/bad and black/white stereotypes of outrage towards a more productive form of shame. Research Doctorate - Doctor of Philosophy (PhD)
This thesis examines historical, political, regulatory and economic aspects of gambling policy in New South Wales (NSW), with specific emphasis on the evolution of electronic gaming machine (EGM) gambling as a key element of the State’s fiscal policy. This includes analysis of major regulatory initiatives, including a review of contemporary parliamentary and press material surpassing any identified comparable research on gambling and EGM policy in NSW. It was established that although policy has generally been made on isolated, ad hoc bases, precedents and contexts for subsequent legislation have resulted. It is demonstrated that although these events are prima facie unrelated, they collectively form part of an expansionary progression, largely impelled by governments’ pursuits of taxation revenue. In order to investigate outcomes of this progression, empirical research on EGM gambling over the three terms of the Carr Labor Governments (1995 to 2005) was also undertaken. Access to the restricted, comprehensive NSW EGM gambling database for this period permitted a comparatively more detailed and definitive analysis of EGM gambling than has previously been possible. The empirical research adopts two alternative measures of EGM distribution. These are a conventional ‘EGM density’ measure (the ratio of population to EGMs) and the introduction of a concentration measure, the Herfindahl-Hirschman Index (Herfindahl Index). This results in a novel comparative approach to assessing EGM distribution. In addition, regulatory practice and previous studies in the field have customarily relied on the use of one measure of socioeconomic status (SES), ordinarily being the Australian Bureau of Statistics’ Socioeconomic Indexes for Areas (SEIFA), to assess impacts. This study extends its comparative approach by also adopting a second SEIFA index. The application of Repeated Measures Analysis of Variance (RM ANOVA) testing to the data resulted in identification of statistically significant distributional differences among groups of LGAs on the basis of SES.The findings have implications for policy development, regulatory practice and further research on how these differences affect tax impacts. The thesis establishes that assessment of EGM policy and impacts is to some extent contingent on the measures used in the assessment process. This is particularly relevant to the measure of SES adopted, in which distinct differences were detected, based on the SES characteristics employed. Regarding the distributional findings, EGM gambling measures based on the Herfindahl Index approach were also found to behave differently to orthodox metrics. The importance of these methodologies lies in their applicability to the practical regulation of gambling. The thesis is a contribution to the further understanding of how public policy formulation and implementation in a policy field that is central to government fiscal planning has evolved. The findings indicate that alternative policy determinations may have resulted had different, and perhaps more comprehensive, approaches been employed. These are methodological initiatives that may be prospectively applied in the future development of gambling research and policy.

Abstract:
This chapter examines the history of regulating recreational drugs in the USA, UK and Australia. It shows that the criminalization of recreational drugs is a relatively recent phenomenon, based not on citizen welfare but on fears that drugs affect the nation’s ability to wage war, whilst some early legislation was openly racist. It argues that the continued justification of drug criminalization is moralistic and has racist underpinnings. It suggests that whilst the social problems of recreational drug use are serious, they are no more serious than those of alcohol or gambling, and legalization has many advantages over continued criminalization. It examines the results of drug decriminalization in Portugal, and the likely practicality and social effects should recreational drugs be legalized. It argues that such legalization would also require careful regulation, much as we have for drugs manufactured for medical purposes. It compares the policy stance of governments on recreational drugs to that on the other issues discussed in this book.
