Abstract:
A unique take on strengthening the role of a prototype of a software system without actually realizing it, would be to arrive at predictions using historical information from similar PoCs or the permeating experience of those involved in projects of comparable nature. Abundance of soft computing techniques should make this crucial bypassing feasible. The purpose of the this work is to demonstrate the same. Validation of this approach could be obtained by comparing the results with the ones obtained on realized prototypes at module level. In a work of the first of its kind involving studies at the PoC level, qualititave predictions for the metric 'number of defects' are obtained using a generic Fuzzy Logic based modeling. A sound mathematical base for the calculation of slopes of various Fuzzy membership functions employed is explained in detail for the case studies considered. This framework is applicable to any of the process oriented developmental systems like rational unified process. Pivotal risk management schemes are put forward. Significance of orthogonal defect classification method is explained in the context of the case study considered earlier.

ResumenLa adjudicación de un contrato por parte de una administración pública depende de criterios de adjudicación evaluables mediante fórmulas y de criterios evaluables mediante juicios de valor. Los primeros disponen de fórmulas definidas mientras que los segundos siempre tienen un sesgo subjetivo porque dependen del técnico que realiza la valoración. Con objeto de minimizar las consecuencias de las arbitrariedades o incertidumbres en la evaluación de los criterios evaluables mediante un juicio de valor se puede recurrir a la lógica difusa. La lógica difusa, borrosa o fuzzy es el razonamiento matemático que permite calcular de forma exacta las magnitudes correspondientes a conceptos vagos o situaciones poco previsibles para poder tener control sobre ellas. El objetivo del presente trabajo es desarrollar una metodología que permita a los órganos de contratación la evaluación de los criterios evaluables mediante un juicio de valor mediante la utilización de la lógica difusa.AbstractThe award of a contract by a public administration depends on criteria assessed by formulae and criteria assessed by value judgements. For the former, various predetermined formulae can be employed while for the criteria assessed by value judgements will always contain some subjective bias by the individual who performs the evaluation. In order to minimize the consequences of the arbitrariness or uncertainties in the evaluation of criteria assessed by value judgments is possible to use the fuzzy logic. Diffuse, fuzzy or fuzzy logic is the mathematical reasoning that allows to calculate accurately the magnitudes corresponding to vague concepts or situations that are not very predictable to have control over them. The objective of this paper is to show a methodology which permits to the contracting authority to evaluate the criteria assessed by value judgments through fuzzy numbers.

Resumen: Tanto desde una perspectiva ecológica como de manejo, es importante conocer la proporción de sexos y la estructura de edades de las poblaciones de venado cola blanca (Odocoileus virginianus). Sin embargo, en aquellos lugares donde no es posible ver directamente a los animales en vida libre, no es sencillo determinar su edad y sexo por lo que se han empleado métodos indirectos como el análisis morfométrico de los pellets. Con el fin de determinar si la variación entre pellets de individuos de diferentes edades y sexo permite su correcta categorización, se colectaron los grupos fecales de individuos conocidos en cautiverio en la UMA-Zoológico Flor del Bosque, Puebla. Se obtuvieron 180 muestras de las cuales 18 fueron de crías (< 1 año), 78 de juveniles (2-3 años) y 84 de adultos (> 3 años). Se comparó el promedio de todas las variables morfométricas entre grupos fecales de un mismo individuo y entre individuos de la misma clase de edad y sexo. Nuestros resultados sugieren que dada la alta variación presentada en las medidas morfométricas de los pellets de un mismo individuo en una misma época y entre épocas del año, y la baja variación mostrada entre grupos fecales de individuos de diferentes clases de edad y sexo, el análisis morfométrico de pellets es una metodología poco confiable para determinar la estructura de edad y sexo de una población de O. v. mexicanus. En consecuencia, la técnica de clasificación fuzzy no logra una categorización adecuada de la población en estudio pues sólo separa a los machos adultos de 5 y 6 años, mientras que los machos de menor edad y juveniles, así como hembras adultas y juveniles no son discriminados en clases separadas. Se sugiere realizar análisis similares a este con otras subespecies de venado que no exhiban un fuerte dimorfismo sexual como aquellas distribuidas hacia el centro y sur de México. Palabras clave: estructura de edades, método indirecto, pellets, técnica fuzzy, Odocoileus virginianus.Abstract: Both from an ecological perspective as management, it is important to know the sex ratio and age structure of populations of white-tailed deer (Odocoileus virginianus). However, in places where you can not directly see the animals in the wild is not easy to determine their age and sex so indirect methods have been used as a morphometric analysis of the pellets. To determine whether the variation between pellets of individuals of different age and sex allows proper categorization, fecal groups were collected from known individuals in captivity in the Zoo UMA-Flor del Bosque, Puebla. We obtained 180 samples of which 18 were young (<1 year), 78 juveniles (2-3 years) and 84 adults (> 3 years). We compared the average for all morphometric variables between groups fecal same individual and between individuals of the same age class and sex. Our results suggest that given the high variation shown in the body measures of the pellets from the same individual in the same season and between seasons, and low fecal variation shown between groups of individuals of different age classes and sex, analysis morphometry of pellets is an unreliable method to determine the age and sex structure of a population of O. v. mexicanus. Consequently, the fuzzy classification technique does not achieve appropriate categorization of the study population because only separates adult males of 5 and 6 years, while younger males and juveniles and adult females and juveniles are not discriminated against in separate classes. Similar analysis suggested this to other subspecies of deer that do not exhibit strong sexual dimorphism as those distributed to the central and southern Mexico.Key words: Structure of ages, indirect method, pellets, technology fuzzy, Odocoileus virginianus.

Son diversos los enfoques y perspectivas sobre el desempeño de los gobiernos locales en México, y se han desarrollado formas diferentes para cuantificarlo, sin embargo, hay pocas investigaciones que presentan valoraciones de las tendencias nacionales sobre los cambios en el desempeño, y que se pueden percibir en un análisis comparativo en el tiempo. En el presente trabajo se propone la construcción de un índice según el enfoque de la teoría de la lógica difusa, que ha permitido obtener elementos para valorar el desempeño de los gobiernos locales. Se concluye que si bien éstos tienden a mejorar, no existe un patrón definido ni continuidad plena. Palabras clave: gobiernos locales; desempeño gubernamental; lógica difusa. AbstractThere are various approaches and perspectives on the performance of local governments in Mexico, and different ways to quantify this performance have been developed; however, there is little research showing an assessment of the national trends regarding changes in the performance of this type of governments, and that can be perceived in a comparative analysis over time. In this paper the construction of an index from the standpoint of the theory of fuzzy logic, which has enabled the production of elements to evaluate the performance of local governments is proposed. It follows that although local governments tend to improve their performance, there is no clear pattern, nor a full continuity. Key words: local governments; government performance; fuzzy logic.

Abstract:
The body motion of patients, during magnetic resonance (MR) imaging causes significant artifacts in the reconstructed image. Artifacts are manifested as a motion induced blur and ghost repetitions of the moving structures. which obscure vital anatomical and pathological detail. The techniques that have been proposed for suppressing motion artifacts fall into two major categories. Real-time techniques attempt to prevent the motion from corrupting the data by restricting the data acquisition times or motion of the patients, whereas the post-processing techniques use the information embedded in the corrupted data to restore the image. Most methods currently in widespread use belong to the real-time techniques, however with the advent of fast computing platforms and sophisticated signal processing algorithms, the emergence of post-processing techniques is clearly evident. The post-processing techniques usually demand an appropriate model of the motion. The restoration of the image requires that the motion parameters be determined in order to invert the data degradation process. Methods for the correction of translational motion have been studied extensively in the past. The subject of this thesis encompasses the rotational motion model and the effect of rotational motion on the collected MR data in the spatial frequency space (k-space), which is in general, more complicated than the translational model. Rotational motion artifacts are notably prevalent in MR images of head, brain and limbs. Post-processing techniques for the correction of rotational motion artifacts often involve interpolation and re-gridding of the acquired data in the k-space. These methods create significant data overlap and void regions. Therefore, in the past, proposed corrective techniques have been limited to suppression of artifacts caused by small angle rotations. This thesis presents a method of managing overlap regions, using weighted averaging of redundant data, in order to correct for large angle rotations. An iterative estimation technique for filling the data void regions has also been developed by the use of iterated application of projection operators onto constraint sets. These constraint sets are derived from the k-space data generated by the MR imager, and available a priori knowledge. It is shown that the iterative algorithm diverges at times from the required image, due to inconsistency among the constraint sets. It is also shown that this can be overcome by using soft. constraint sets and fuzzy projections. One of the constraints applied in the iterative algorithm is the finite support of the imaged object, marked by the outer boundary of the region of interest (ROI). However, object boundary extraction directly from the motion affected MR image can be difficult, specially if the motion function of the object is unknown. This thesis presents a new ROI extraction scheme based on entropy minimization in the image background. The object rotation function is usually unknown or unable to be measured with sufficient accuracy. The motion estimation algorithm proposed in this thesis is based on maximizing the similarity among the k-space data subjected to angular overlap. This method is different to the typically applied parameter estimation technique based on minimization of pixel energy outside the ROI, and has higher efficiency and ability to estimate rotational motion parameters in the midst of concurrent translational motion. The algorithms for ROI extraction, rotation estimation and data correction have been tested with both phantom images and spin echo MR images producing encouraging results.

Realizar a previsão de cargas elétricas é indispensável do ponto de vista prático e econômico, pois é através dessa previsão que é possível fornecer energia de forma segura e continua, sem interrupções no fornecimento. Na literatura a maioria dos trabalhos que realiza a previsão de carga elétrica considera a demanda global, isto é a soma do consumo total de energia. Este trabalho propõe realizar a previsão de carga ao longo dos barramentos de um sistema de distribuição (previsão multimodal). O método pro-posto utiliza uma rede neural ARTMAP Fuzzy para realizar a previsão de cargas elétricas nas subestações (previsão multimodal) 24 horas a frente, tendo como principal objetivo estudar e identificar as possíveis agregações das cargas multimodais, realizadas visando a melhoria da previsão de carga multimodal. O banco de dados utilizado foi de um subsistema de distribuição de energia elétrica da Nova Zelândia, composto por nove subestações.
