Abstract:
Global connectivity, for anyone, at anyplace, at anytime, to provide high-speed, high-quality, and reliable communication channels for mobile devices, is now becoming a reality. The credit mainly goes to the recent technological advances in wireless communications comprised of a wide range of technologies, services, and applications to fulfill the particular needs of end-users in different deployment scenarios (Wi-Fi, WiMAX, and 3G/4G cellular systems). In such a heterogeneous wireless environment, one of the key ingredients to provide efficient ubiquitous computing with guaranteed quality and continuity of service is the design of intelligent handoff algorithms. Traditional single-metric handoff decision algorithms, such as Received Signal Strength (RSS) based, are not efficient and intelligent enough to minimize the number of unnecessary handoffs, decision delays, and call-dropping and/or blocking probabilities. This research presented a novel approach for the design and implementation of a multi-criteria vertical handoff algorithm for heterogeneous wireless networks. Several parallel Fuzzy Logic Controllers were utilized in combination with different types of ranking algorithms and metric weighting schemes to implement two major modules: the first module estimated the necessity of handoff, and the other module was developed to select the best network as the target of handoff. Simulations based on different traffic classes, utilizing various types of wireless networks were carried out by implementing a wireless test-bed inspired by the concept of Rudimentary Network Emulator (RUNE). Simulation results indicated that the proposed scheme provided better performance in terms of minimizing the unnecessary handoffs, call dropping, and call blocking and handoff blocking probabilities. When subjected to Conversational traffic and compared against the RSS-based reference algorithm, the proposed scheme, utilizing the FTOPSIS ranking algorithm, was able to reduce the average outage probability of MSs moving with high speeds by 17%, new call blocking probability by 22%, the handoff blocking probability by 16%, and the average handoff rate by 40%. The significant reduction in the resulted handoff rate provides MS with efficient power consumption, and more available battery life. These percentages indicated a higher probability of guaranteed session continuity and quality of the currently utilized service, resulting in higher user satisfaction levels.

Multi-Criteria Group Decision Making (MCGDM) is a decision tool which is able to find a unique agreement from a group of decision makers (DMs) by evaluating various conflicting criteria. However, the current multi-criteria decision making with a group of DMs (MCGDM) techniques do not effectively deal with the large number of possibilities that cause disagreement between different judgements and the variety of ideas and opinions among the decision makers which lead to high_uncertainty levels. There is a growing interest to investigate techniques to handle the faced uncertainties in many decision making applications. Studies in fuzzy decision making have grown rapidly in the utilisation of extended fuzzy set theories (i.e., Type-2 Fuzzy Sets, Intuitionistic Fuzzy Sets, Hesitant Fuzzy Sets, Vague Sets, Interval-valued Fuzzy Sets; etc.) to evaluate the faced uncertainties.

Abstract:
The concept of fuzzy multi criteria decision making process has received significant attention from research community due to its successful applications for human based decision making problems under fuzzy environment. It complements the decision makers to evaluate their subjective judgements under situations that are vague, imprecise, random and uncertain in nature. Inspired by such real applications, in this research study, the theoretical foundation of a hybrid fuzzy multi criteria decision making model based on new centroid defuzzification method is proposed. The proposed model tackles some issues that may be associated with the selection problems of the multi criteria decision making such as deriving decision criteria important weights, ranking various alternatives, suitable combination of fuzzy multi criteria decision making techniques and proper defuzzification method used. In developing the hybrid model, two multi criteria decision making techniques are integrated which are; 1) consistent fuzzy preference relations and; 2) fuzzy technique for order of preference by similarity to ideal solution. It is also incorporated together with new defuzzification method namely intuitive multiple centroid. In the view of evidence outlined in this study, the proposed model serves as a generic multi criteria decision making procedure, particularly when fuzzy sets are involved in the decision process. The two major contributions from this study are that: 1) The intuitive multiple centroid defuzzification capable to cater all possible representations of fuzzy sets reasonably and consistent with human intuition or judgment. 2) The generalised hybrid fuzzy multiple decision making model using intuitive multiple centroid gives better computation to evaluate criteria and alternatives in decision making problems under different uncertain environment. Furthermore, an empirical validation of the proposed model is investigated through conducting a case study of staff recruitment in MESSRS SAPRUDIN, IDRIS & CO, Malaysia. In this case study, a group of three decision makers, and four finalist of candidates are selected to take part of this case study. Their involvement achieved the first objective of the case study. At the end of the case study, a sensitivity analysis is conducted to indicate the robustness and the consistency of the results obtained. It is concluded that the proposed model is indeed beneficial under different environment.

Abstract:
Advances in microprocessor and communications technologies are making it possible to deploy advanced traffic signal controllers capable of integrating emergency vehicle preemption and transit priority operations. However, investment planning for such an integrated system is not a trivial task. Investment planning for such a system requires a holistic approach that considers institutional, technical and financial issues from a systems perspective. Two distinct service providers, fire and rescue providers and transit operators, with separate operational functions, objectives, resources and constituents are involved. Performance parameters for the integrated system are not well defined and performance data are often imprecise in nature. Transportation planners and managers interested in deploying integrated emergency vehicle preemption and traffic priority systems do not have an evaluation approach or a common set of performance metrics to make an informed decision. There is a need for a simple structured analytical approach and tools to assess the impacts of an integrated emergency vehicle preemption and transit priority system as part of investment decision making processes. This need could be met with the assistance of a decision support system (DSS) developed to provide planners and managers a simple and intuitive analytical approach to assist in making investment decisions regarding emergency vehicle preemption and transit signal priority. This dissertation has two research goals: (1) to develop a decision support system framework to assess the impacts of advanced traffic signal control systems capable of integrating emergency vehicle preemption and transit signal priority operations for investment planning purposes; and (2) to develop selected analytical tools for incorporation into the decision support system framework. These analytical tools will employ fuzzy sets theory concepts, as well as cost and accident reduction factors. As part of this research, analytical tools to assess impacts on operating cost for transit and fire and rescue providers have been developed. In addition, an analytical tool was developed and employs fuzzy multi-attribute decision making methods to rank alternative transit priority strategies. These analytical tools are proposed for incorporation into the design of a decision support system in the future.

Abstract:
Fuzzy systems and networks are vital within the armoury of fuzzy tools and applicable to real life decision making environments. Three types of fuzzy systems introduced in literatures which are systems with single rule base, systems with multiple rule bases and system with networked rule bases. This research introduces novel extension of the Technique of Ordering of Preference by Similarity to Ideal Solution (TOPSIS) methods and uses fuzzy systems and networks to solve multi-criteria decision making problems where both benefit and cost are presented as subsystems. In conjunction, the implementation of fuzzy sets type-1, type-2 and Z-number of proposed approaches is also presented. Furthermore, literatures have observed that tracking the performance of criteria is crucial by controlling the estimation of uncertainty of the criteria. Thus, the decision maker evaluates the performance of each alternative and further observes the performance for both benefit and cost criteria. This research improves significantly the transparency of the TOPSIS methods while ensuring higher effectiveness in comparison to established approaches. Ensuring the practicality and the effectiveness of proposed methods in a realistic scenario, the problem of ranking traded stock is studied. This case study is conducted based on stocks traded in a developing financial market such as Kuala Lumpur Stock Exchange. The ranking based on proposed methods is validated comparatively using performance indicators such as Spearman Rho correlation, Kendall Tau correlation, Root Mean Square Errror and Average Absolute Distance by assuming ranking based on return on investment as a benchmarking. Based on the case study, the proposed methods outperform the established TOPSIS methods in term of average rank position.

Abstract:
This thesis presents a detailed study about one of the Multiple Criteria Decision Making (MCDM) models, namely Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), based on fuzzy set theory (FST) by focusing on improving modelling uncertain information provided by a group of decision makers (DMs). An exploration of issues and limitations in current models of standard TOPSIS and fuzzy TOPSIS were made. Despite many variations of type-1 fuzzy TOPSIS (T1-TOPSIS) model, none of the studies explaining the details of the key stages of standard TOPSIS (non-fuzzy) and T1-TOPSIS are based on a step-wise procedure. A detailed study was conducted which involve the process of identifying the limitations of standard TOPSIS and T1-TOPSIS. Based on this, a novel contribution on the comparison between these two models in systematic stepwise procedure was given. This study successfully identified and discussed the limitations, issues and challenges which have not been investigated sufficiently in the context of T1-TOPSIS model. Based on this exploration, further investigation of multiple variants of the extension of the fuzzy TOPSIS model for solving the MCDM problem was made with the primary aim of detailing the steps involved. One challenge that has risen is that it is not straightforward to differentiate between the multiple variants of TOPSIS existing today. A systematic comparison was made between standard T1-TOPSIS model with the recently extended model to show the differences between both models and to provide context for their respective strengths and limitations both in the complexity of application and expressiveness of results. Based on the resulting comparison, the differences in the steps implemented by these two Fuzzy TOPSIS models were highlighted throughout the worked example. Furthermore, this task highlights the ability of both models to handle different levels of uncertainty. Following the exploration of issues and limitations of the current model, as well as a comparative study, a novel extension of type-2 fuzzy TOPSIS model is proposed in this thesis which suggests providing an interval-valued output to reflect the uncertainties and to model subjective information. The proposed model enables to uniquely captures input uncertainty (i.e., decision-makers' preferences) in the decision-making outputs and provide a direct mapping of uncertainty in the inputs to outputs. By keeping the output values in interval form, the proposed model reduces the loss of information and maximises the potential benefit of using Interval Type-2 Fuzzy Sets (IT2 FSs). To demonstrate the MCDM problems when a various level of uncertainty is introduced, a novel experimental method was proposed in this study. The primary aim is to explore the use of IT2 FSs in handling uncertainty based on the TOPSIS model. This experiment was conducted to show how the variation of uncertainty levels in the input affects the final outputs. An implementation of the proposed model to two different case studies was conducted to evaluate the proposed model. The proposed model for the first time generates an interval-valued output. As intervals can, for example, exhibit partial overlap, a novel extended measure is proposed to compare the resulting interval-valued output from various cases (i.e., overlapping and non-overlapping) of the interval with considering uncertainty.

Abstract:
The implementation of RFID technology has been subject to ever-increasing popularity in relation to the traceability of items as one of the most advance technologies. Implementing such a technology leads to an increase in the visibility management of products. Notwithstanding this, RFID communication performance is potentially greatly affected by interference between the RFID devices. It is also subject to auxiliary costs in investment that should be considered. Hence, seeking a cost-effective design with a desired communication performance for RFID-enabled systems has become a key factor in order to be competitive in today‟s markets. This study introduce a cost and performance-effective design for a proposed RFID-enabled passport tracking system through the development of a multi-objective model that takes in account economic, operation and social criteria. The developed model is aimed at solving the design problem by (i) allocating the optimal numbers of related facilities that should be established and (ii) obtaining trade-offs among three objectives: minimising implementation and operational costs; minimising RFID reader interference; and maximising the social impact measured in the number of created jobs. To come closer to the actual design in terms of considering the uncertain parameters, a fuzzy multi-objective model was developed. To solve the multi-objective optimization problem model, two solution methods were used respectively (epsilon constrain and linear programming) to select the best Pareto solution and a decision-making method was developed to select the final trade-off solution. Moreover, this research aims to provide a user-friendly decision making tool for selecting the best vendor from a group which submitted their tenders for implementing a proposed RFID- based passport tracking system. In addition to that a real case study was applied to examine the applicability of the developed model and the proposed solution methods. The research findings indicate that the developed model is capable of presenting a design for an RFID- enabled passport tracking system. Also, the developed decision-making tool can easily be used to solve similar vendor selection problem. Research findings demonstrate that the proposed RFID-enabled monitoring system for the passport tracking system is economically feasible. The study concludes that the developed mathematical models and optimization approaches can be a useful decision-maker for tackling a number of design and optimization problems for RFID system using artificial intelligence mathematical algorithm based techniques.

Most organizations have large databases that contain a wealth of potentially accessible information. Through data mining techniques, many interesting patterns or useful rules hidden in data will be discovered. On the other hand, soft computing techniques have expanded enormously over the past few years. Fuzzy sets are one critical component of soft computing, and are further used to generate fuzzy knowledge representations in this dissertation. The reason is that we consider that fuzzy knowledge representations described by the natural language are well suited for the subject thinking of human subjects and will help to increase the flexibility for users in making decisions. Additionally, the comprehensibility of fuzzy representation by human users is also a criterion in designing a fuzzy system. The simple fuzzy partition methods are thus preferable. The main aim of this dissertation is to develop novel fuzzy data mining techniques to find comprehensible and potentially useful fuzzy knowledge based on the simple fuzzy partition method; then those fuzzy knowledge, including fuzzy association rules, fuzzy sequential patterns and frequent patterns, are further applied to solve various multi-attribute decision problems by using soft computing tools. The feasibility of using fuzzy association rules in multi-attribute classification problems is specially explored. Subsequently, novel methods are further proposed by soft computing techniques to cope with two significant multi-attribute decision problems that include competence set expansion and assessment of weights of product attributes in individual purchase behaviors. Since some compound skills can be added to the needed competence set for helping to acquire all single skills, potentially useful compound skills are extracted from single skills. For classification problems, we employ genetic algorithms to automatically find fuzzy if-then rules from training patterns. In addition, the acquisition of a compact fuzzy rule set with high classification accuracy rate is taken into account in the fitness function. For classification generalization ability, the simulation results from the iris data and the appendicitis data demonstrate that proposed learning algorithm performs well in comparison with other fuzzy or non-fuzzy classification methods. For competence set expansion, two issues with possible solutions are discussed. First, the fuzzy knowledge can be treated as a needed competence set that should be acquired by decision makers; then, that needed competence set with minimum learning cost is expanded by the minimum spanning table method proposed by Feng and Yu (1998). Next, since it seems that it is not easy to measure learning costs by time or money, the other method is to obtain learning costs between any two single skills by using the grey relational grade. The learning cost from one compound skill to another single skill is further obtained by using a trained multi-layer neural network. As for the assessment of individual weights of product attributes, the focus is to assess weights or degrees of consumers’ attentiveness of product attributes for various frequent purchase behaviors. By using frequent purchase behaviors discovered from transaction databases, and evaluations of product attributes through questionnaire, each product can be transformed into a piece of input training data for a single-layer perceptron (SLP). After training SLP, the weights of products’ attributes in each frequent purchase behavior can be found from connection weights of SLP. Through numerical examples or simulation results, we illuminate that individual proposed methods can effectively use fuzzy knowledge to provide useful information to support multiple attributes decision making. Additionally, a new clustering technique, named the grey self-organizing feature maps (GSOFM), is proposed by incorporating the grey relations into the well-known self-organizing feature maps. From the simulation results, we can see that the best result of the GSOFM applied for analysis of the iris data outperforms those of other known unsupervised neural network models. Furthermore, the GSOFM can effectively solve the traveling salesman problems.

People usually desired to make the decision which could be satisfied variety decision situations, and we will use our ability of perception to achieve the decision procedure. Those developments of the methodologies were still rising and flourishing. The applications of evaluating to several alternatives which conflict to each others was called by multi-attribute decision making (MADM) problems. The structures and ranking results of problems will be decided based on the theory of those methods, and its applications will concern about enormous resource and complex project, needs to construct the framework of problems by group decision. This paper presents a new fuzzy multi-attribute decision making (FMADM) approach that based on group decision making (GDM) and evaluating the conflict and difference of opinions, then a pair-wise comparison process is used to result a preference relation value. At first the flexible fuzzy linguistic methods used to reflect individual subjective judgments, and offer the transform between cardinal scale that use in Analytic Hierarchy Process and fuzzy preference relations. Secondary we established the objective weighted of the decision attribute by the net flow about the decision, then we completed the design of fuzzy preference by additive transitivity property. To avoid the complicated process of checking the consistence of decision, we just need to provide n-1 pair-wise comparison value of n alternatives. The empirical examples were used to confirm the results, involving a facility planning problems of a 300mm wafer fabrication, they concerned several performance index of that and compared some acceptable alternatives to each others based on group decision, it also analyzed the other example about layout planning of IC packaging company, to achieve their best ranking of those alternatives.

Abstract:
As is the case for most of the Departments of Transportation in the U.S., the Texas Department of Transportation has been experiencing fluctuations of budget for maintaining and preserving its highway infrastructure over the recent years. If the maintenance budget shortfall lasts for an extended period of time, the condition of the highway network would be harmed directly or indirectly since some maintenance work would be deferred or cancelled. Thus, in order to control and minimize the risk caused by maintenance budget reductions, it is important for highway agencies to adjust their maintenance and rehabilitation policies to accommodate budget fluctuations. This thesis presents a methodological framework that helps highway agencies quantify the risks to highway networks, and revise the highway routine maintenance work plans to minimize the impact of budget fluctuations. The proposed methodology aims to assist highway agencies in prioritizing and selecting maintenance functions according to the risk of not performing a specific maintenance activity. Also, this methodology considers the subjective nature of decision makers’ assessments, allowing different levels of confidence and different attitudes toward risk to be captured as the uncertainty and imprecision involved in the decision making process. In the case study, the proposed methodology is tested with a set of data obtained from the Texas Department of Transportation. The result is compared with the outcome obtained from the crisp Analytical Hierarchy Process using the same set of data. The outcomes from the two methodologies are very close, validating the effectiveness of prioritizing highway maintenance functions using Multi-Attribute Analysis with Fuzzy Pairwise Comparison.

In real situation, there are many impact factors on decision making, but these factors are contradictory to each other. Practically, in order to make the evaluation easier and more convenient, the decision maker would simply choose the single criteria to achieve minimum cost or maximum benefits. However, it is not qualified to modern complex society. As the result, the object of this research is address a decision support system with fuzzy multi-attribute decision making theory. This research is employed to a decision support system with fuzzy multi-attribute decision making theory to improve problems caused by single criteria or single attribute evaluation decision making. It is applied decision support system theory and method as foundation, combined with fuzzy theory, to translate consumers’ valued factors and evaluated scores into fuzzy semantic number in order to present the real result. By using fuzzy AHP and FAHP, the method provides the weight for the sum. Then, using the Fuzzy TOPSIS to sort the cases, the system would provide the best decision making method and indicate the customers’ most satisfied product at the final stage. During the process, FAHP will provide the concept as weight, and FTOPSIS is the main tool to sort the cases. It will construct a fuzzy multi-attribute decision support and make system to meet the real environment. For testing and verifying part, this research discusses the cases of smartphones. After running through the system, the cases provided the following concrete contributions: 1. Combined fuzzy theory with analytic hierarchy process theory and technique for order preference by similarity to ideal solution provides a thorough solution for products and factors weights order. 2. In decision support system part, by using Matlab, users are able to key in evaluated factors weight and alternatives. the system will provide the ordinal cases for decision makers.

In the past decades, TFT-LCD manufacturing is one of the most important high-tech industries in Taiwan. To increase competitiveness, every individual corporation strives to promote its market share and total profit. Using high quality equipment for the TFT-LCD manufacturing process is crucial in achieving this goal, since good equipment will ensure efficiency and reliability of the production process. The wet process in TFT-LCD manufacturing is an important stage that determines product quality. Selection of wet process equipment is essential, since the equipment is costly, subject to long-term use, and an imperative part of the production line. In this research, we study a wet process equipment purchase decision problem for a major LCD manufacturing company in Taiwan, and employ fuzzy multi-attribute decision making method to solve the problem. The decision process integrates two methods: fuzzy analytic hierarchy process (FAHP) and fuzzy TOPSIS, where FAHP is applied to determine the relative weights between essential attributes in purchasing equipments, and fuzzy TOPSIS is employed to evaluate each candidate’s equipment performance. In the study, the information obtained from five department managers, 30 senior engineers, and relevant articles are used to establish a two-level attribute hierarchical structure. Three sample suppliers were selected for the case study. Supplier candidate 1 is a Korean company, candidate 2 is a Japanese company, and candidate 3 is a Taiwanese company. The hierarchical structure has five major attributes (consideration factors): quality, cost, service, techniques, and safety; each major attribute comprises three to four sub-attributes. Each department manager will respectively determine his own weights for major attributes and sub-attributes, and evaluate the performance of each candidate supplier. The factory director is requested to assign his weighted values on the five managers’ opinions. As a consequence, each candidate supplier will receive a fuzzy score for his overall equipment performance evaluation. Five defuzzification methods are used to rank three candidates. Four of the methods conclude the same rank, and one method can only conclude rank 1 candidate, but is inconclusive in ranking the remaining two candidates.

Nowadays, supplier management strategy becomes a key factor when the company wanted to be a ever-flouring enterprise in the market. The selection and evaluation of supplier is the first steps in Supplier Management. How to establish a set of objective and accurate supplier assessment is the first tough problem for enterprises. This study on the basis of Action tools corp. is to construct a supplier selection model. The main purpose of this study is to construct an assessment model which is able to provide recommendation for the Action tools corp. on the supplier selection.This study construct five assessment dimensions and corresponding criteria base on the collation of references and is scored by the supervisors and senior staff who have really participated the supplier selection.The efficiency total value of each supplier is calculated applied by fuzzy theory method in order to rank the advantage sequence.The research shows that this study is practical for the selection of the supplier.

ABSTRACT The purpose of this paper is to propose a simple and easy fuzzy group decision-making method that could be applied by decision-makers in evaluating weapon system. It is hard to give a precise number to present the attribute value through human’s thoughts and experience in the process of evaluating weapon system. Due to the complicacy and the lacking of information from system, the differences of attributes only can be described by linguistic terms often. Thus, the expert’s opinions are described by linguistic terms in this paper, which can be expressed and numbered by trapezoidal fuzzy number. To make the consensus of the experts consistent, we utilize fuzzy Delphi method to adjust the fuzzy rating of every expert to achieve the consistent condition. For aggregating many experts’ opinions, we take the operation of fuzzy number to get the mean of fuzzy rating, and the mean of weight, . The model of evaluating weapon system is a kind of multiple alternative and multiple attribute method. We can obtain the experts’ fuzzy rating of attributes relative to alternatives by means of fuzzy Delphi method. The fuzzy decision matrix is constructed by means of fuzzy rating, . We can derive the aggregated fuzzy numbers by multiplying the fuzzy decision matrix corresponding fuzzy attribute weight . The final results become ranking fuzzy number problem. We also propose an easy ranking procedure to rank aggregated fuzzy numbers, here. Finally, for practical application, we structure a practical example of evaluating self-propelled anti—aircraft guns weapon system to illustrate our proposed method. The primary results of this research are listed in the following: 1.In the Fuzzy Multiple Attribute Decision Making Analysis, we propose a simple and easy fuzzy group decision-making method which can be applied by decision-makers in evaluating weapon system. 2.To make the consensus of the experts consistent, we utilize fuzzy Delphi method to adjust the fuzzy rating of every expert to achieve the consensus condition. 3.We also propose an easy ranking procedure to rank aggregated fuzzy numbers. Multiple Attribute Decision Making (MADM), the most well known branch of decision making, provides an effective framework for alternatives’ comparison based on the evaluation of multiple decision criteria. Due to the increasing complexity of the socio-economic environment as well as the inherent vagueness and subjective nature of human thinking, a decision maker may provide his/her preferences in the decision making process represented as values belonging to domains with different natures, such as linguistic, intuitionistic fuzzy, or interval-valued intuitionistic fuzzy. In real life, however, the problems encountered are often complicated and individual opinion must be fused with group opinion to make a final decision. Thus, it is necessary to develop more effective methods for group decision-making in an uncertain environment. To help decision makers make better decisions in uncertain environments, suitable approaches are required for obtaining a satisfactory outcome for a given MADM problem. To address this issue, we construct three TOPSIS (Technique for Order Preference by Similarity to Ideal Solution)-based MADM approaches to solve decision making problems in fuzzy environments. Decision makers can apply an appropriate method in considering the situation of decision making under certainty to obtain a satisfactory ranking outcome. The first method uses the integrated (fuzzy AHP and fuzzy TOPSIS) fuzzy group decision approach to solve a supplier selection problem in a pharmaceutical company. We identify the selection criteria and build a comprehensive hierarchical structure of the decision model that is capable of providing a valuable reference for pharmaceutical industries. The second method uses the MADM model with entropy weight in an intuitionistic fuzzy environment. This approach is suitable for dealing with intuitionistic fuzzy MADM problems in which the attribute weights are not predefined. The third method considers the decision maker’s attitudinal character to solve MADM problems in an intuitionistic fuzzy or interval-valued intuitionistic fuzzy environment. We utilize the proposed score functions considering a decision maker’s degree of optimism to construct a score matrix. Finally, four numerical examples are used to illustrate applicability, and comparisons with existing approaches are conducted to demonstrate the feasibility of our proposed approaches.

Performance appraisal is an important issue for human resource management. It aims to manage the company’s internal operations and motivate the workers’ performance, and also lays a direct impact on the employee’s bonuses and promotion. Therefore, the method of appraisal and calculation would deeply influence the result and further to achieve the objectives of appraisal.   This study is based on the case company's annual appraise performance. First, the linguistic variables were applied to grade the extent of the scale for each question in the appraisal and the appropriate fuzzy interval approximation was proposed. There are several reasons to apply linguistic variable to this study in consideration of the advantages of its similar thinking patterns and habits to human beings, which is easier to carry out, more apprehensible and more flexible. However, the complicated calculation has also become its disadvantage. In order to decrease the degree of the calculation complication and to satisfy the effectiveness, this study proposed a fuzzy discretize approximation approach to improve of the calculating performance while linguistic variable is exerted in the performance appraisal.   A comparison has been made between discretized fuzzy arithmetic and the traditional de-fuzzy method. Although the orders of the results in performance appraisal are the same, but the individual result in traditional de-fuzzy method is deviated after weighted average. It also found that discretized fuzzy arithmetic tend to be more effective than the traditional one. The company is commonly encouraged to adopt discretized fuzzy arithmetic to improve the effectiveness for the performance appraisal result.

ABSTRACT Many human’s decisions are made under uncertainty and risky situations. Policymakers deal with problems including multiple and estimative attributes. However, these attributes often conflict with each other. Therefore, when we meet multiple attribute decision making problems, we have to decide the evaluating criterion first. This study will use the Fuzzy Cognitive Maps to decide whether the criterion is dependent, then use it to obtain the strategic plan. We’ll use the proposed method in this paper to solve the problem. If the criterions are independent, we can use the Fuzzy Multiple Attribute Decision Making to calculate the result, this study will use Analytic Hierarchy Process (AHP) to compute the result. Furthermore, we integrated the marshal of every scheme for the policymaker’s reference. Then, we evaluate the tanks of the three different countries we used for the case study in this paper.

The analytical hierarch process (AHP) is commonly method used to making decisions. It can consider qualitative and quantitative factors in the same time. However, AHP still has few shortages; it can’t resolve ambiguity of problems, and not easy to consistency by increasing the number of criteria. In addition, most of decision problems need to predict the target value. But the decision-making method is rare which integrated two purposes. This study proposes a decision process which combines fuzzy LinPreRa with artificial neural network. Primarily, the expert opinions will be collected, and then use fuzzy LinPreRa to get the weights of fuzzy attributes. This method not only changes from fuzzy linguistic to quantitative, but also easy to using on select programs. If managers want to predict the estimated value of the programs, they can combine weights with artificial neural network to predict the target value. And the various programs will be more specifically in manager’s mind. Finally, this study tests the decision-making process by a supermarket chain in Kaohsiung. Primarily, this study uses fuzzy LinPreRa to get the weight to assessment of three locations. Afterward, this study use regression analysis and artificial neural network to predict turnovers. The results of the turnovers have same order. It showed this process can do location decision more effectively.

The semiconductor manufacturers announced the new investment plans to develop and construct 300mm wafer fabrications successively. It is estimated that more than twenty 300mm wafer fabrications will be complete in a few years. Predictably in the near future, Taiwan semiconductor industries will move from producing 200mm wafer era to 300mm era. Looking at the past, there have a trend namely in order to expand the advantages in the field of foundry service and consider economical scale, consequently there have been tremendous increases in sizes of manufacturing facilities year by year. With the expansion of factory area, it results in long material flow distance and a delayed cycle time than desired. The design of a manufacturing facility with efficient layout will be worth researching. In this paper, a foundry service company is the case that we study to analyze the suitable arrangement of factory layout for large-size wafer fabrication.  This research intends to develop various alternatives of factory layout and, at the same time, to take multiple performance indexes into account in order to inspire a broader, a more extensive and complete consideration, hence this paper develop a model to evaluate facility layout problem of 300mm wafer fabrication by combining simulation and fuzzy multi-attribute decision making method(FMADM). It is hoped to provide the executives of the semiconductor companies with some findings and results.

Multiple attribute decision making and multiple attribute group decision making based on interval-valued intuitionistic fuzzy sets are important research topic. In this thesis, we propose a new multiple attribute decision making method based on the proposed interval-valued intuitionistic fuzzy geometric averaging operators. First, we propose the interval-valued intuitionistic fuzzy weighted geometric averaging (IVIFWGA) operator, the interval-valued intuitionistic fuzzy ordered weighted geometric averaging (IVIFOWGA) operator and the interval-valued intuitionistic fuzzy hybrid geometric averaging (IVIFHGA) operator based on the proposed multiplication operator between interval-valued intuitionistic fuzzy values and the proposed power operator of an interval-valued intuitionistic fuzzy value. Based on the proposed IVIFWGA operator, IVIFOWGA operator and the IVIFHGA operator, we also propose a new method for multiple attribute decision making. The experimental results show that the proposed multiple attribute decision making method can overcome the drawbacks of the existing multiple attribute decision making methods. It provides us with a useful way for multiple attribute decision making in interval-valued intuitionistic fuzzy environments. Moreover, we propose the interval-valued intuitionistic fuzzy weighted averaging (IVIFWA) operator, the interval-valued intuitionistic fuzzy ordered weighted averaging (IVIFOWA) operator and the interval-valued intuitionistic fuzzy hybrid averaging (IVIFHA) operator based on the proposed addition operator between interval-valued intuitionistic fuzzy values. Based on the proposed IVIFWA operator, IVIFOWA operator and the IVIFHA operator, we also propose a new method for multiple attribute group decision making. The experimental results show that the proposed multiple attribute group decision making method can overcome the drawbacks of the existing methods. Every day a person has to face many questions unsloved, and most of the decision questions have the multi-attribute character. While they are estimated, different goals and attributes should be considered completely. With the systematic heirarchy structure, a decision maker can draw up the best of decision quickly and efficiently, which then can save more time and human resources. Analytic Hierarchy Process is the most common tool used to assist decision makers to find the best strategy.     Besides, while people deal with multi-attribute decision questions, some of the answers to the questions usually are fuzzy and undefined. Traditional accurate measurement methods weren’t unable to solve fuzzy problems completely. Therefore, fuzzy theory concept blends with AHP can let decision makers choose appropriate meanings to express their personal feeling for the index of estimable criteria. Traditional AHP method must depend on human work and packet software collocation that has gained making-decision result but this way restricts to time. This paper provide most suitable decision-making information technology integrated with the advantage of AHP and fuzzy theory and bring up a system module. It can really achieve the goal of improving the traditional method of AHP and establish a adjustable personal decision support system

When learning courses on an e-learning system, all learners’ readiness is different owing to their different backgrounds. Two factors, the general characteristics (age, sex, educations, occupation, working experience, and styles of learning) and the entry competences (programming, information, language, and typing speed competences), must be evaluated by pretest and questionnaire in order to give teaching materials adaptively. The computations of the readiness always involve complicated theorems and algorithms.  This thesis uniquely uses the fuzzy multiple attribute decision making (fuzzy MADM) theorem, that simulates human thinking process, in the methodology of computing a learner’s readiness. Experts’ opinions are first collected by questionnaires to weight different factors of a specific domain, in this case, the Java programming. Then every factor's weight that affects the readiness rankings on every level is computed through matrices. A learner profile ontology is then built, according to the factors and the survey of articles, for adaptive learning of a specific domain. Lastly a learner's readiness ranking is computed through the ontology by fuzzy theory and fuzzy composite scores.

With the continuous development of information and electronic technology, electronic warfare has become the dominant domain of modern information operation, in which the most active part is the radar electronic warfare. The major target in the radar electronic warfare is enemy radars. The means of attack include lowing or weakening radar’s functions through microwave interference. Their purposes are covering our operations and obtaining Electromagnetic superiority. However, when there are multiple radars and jamming equipment, the commander must adopt effective principles or methods to allocate resources for performing interference tasks and to assign jamming equipment for interfering specific radars. Aforementioned scenario is the problem of electronic interference optimal allocation of resources. Its purpose is to achieve the maximum inhibitory effect in multiple radar systems. In order to appropriately allocate resources to obtain the best electronic jamming effect, this research devises an allocation method for electronic jamming resources based on fuzzy multiple attribute decision making and electromagnetism-like mechanism. With a case study, this research also demonstrated the feasibility and adaptability of the proposed method.

Multi-criteria decision-making includes multi-criteria and program evaluations. This method can help decision-makers to make decision based on actual situations, providing decision-makers with an optimal program. Software project cost for decision-makers, which includes multi-estimate criteria and multi-program. Therefore, evaluating software cost is classified as a multi-criteria decision-making problem. This study uses the software project cost evaluation case for a study case. The contributions of this study are as follows, 1) Use the decision tree J48 to filter attributes. We can find the potential interaction between attributes, determine how attributes affect the final evaluation, and point out the important attribute. 2) The study proposes a Fuzzy Q-uantiles Method to fuzzfy attributes. It can make the results more reasonable. 3) Use the Fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) model, including (a) using TOPSIS and Fuzzy theory to identify high-risk costs, (b) using information fusion technology into weight calculations. 4) Use a Constructive Cost Model database to verify. The database is a public database; it’s including 63projects and 16 attributes.Analytical results show that the fuzzy TOPSIS model can solve the above problem and help decision-makers evaluate software cost effectively.

Decision or selection making is a vital part of daily life; of which the major concern is that almost all issues requiring decisions have multiple, often conflicting, criteria. In reality, there is no avoidance of the coexistence of qualitative and quantitative data, and the data are often full of complex, fuzziness and uncertainty. Due to this, it is difficult to make a proper selection or decision based on individual subjective judgment. With closer cooperation between the decision-makers and schemers, the actual demands of problems can be realized. Therefore, the thesis proposes multi-criteria decision making methods and fuzzy multi-criteria decision making methods to evaluate decision problems in various applications. The methodologies in the thesis include Analytic Hierarchy Process (AHP), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), Preference Ranking Organization METHod for Enrichment Evaluation (PROMETHEE), Consistent Fuzzy Preference Relations, Incomplete Linguistic Preference Relations and Fuzzy VlseKriterijumska Optimizacija I Kompromisno Resenje (Fuzzy VIKOR). The methodologies have be analyzed and compared each other with two empirical cases in web portals and healthcare organizations and several authenticated examples. These methodologies can properly mediate the conflicts and contradictions during the decision-making processes. The thesis proposes an objective evaluation suggestions to slove the traditional decision-making problems effectively, such as: the lack of flexibility, computational complexity and inconsistent. The results provide useful suggestions for both researchers and decision-makers in every fields.

VIKOR France in 1998 was Opricovic proposed is a multi-criteria decision making to optimize one of the compromise solution, the concept of the Department of proximity distance is the ideal solution for the sorting of the program. However, VIKOR method in the calculation formula, likely to cause too enlarge objections to the scoring, you can not get a reasonable sort results. Decision makers given the assessed value of the program and guidelines, there are also ambiguous subjective semantics, intuitionistic fuzzy Atanassov published in 1986 by adding the hesitation degree of semantic expression than fuzzy sets have a better ability to express. Therefore, this study will be modified missing for VIKOR law, and tried to solve the decision-makers in the decision-making process in the fuzzy uncertainty, combined with intuitive fuzzy construct a quality hybrid multi-criteria decision making approach in order to obtain a more reasonable and realistic sort the results .

New product development is one of the major keys for profit earning. A firm establishes an organizational mission and goals through the process of strategic planning. For enterprise purpose, inventing and developing new products are the method to accomplish profit making and imaging promotion. Moreover, Consumer demand is also one of the important topics to discuss. By using the method of “Quality Function Deployment (QFD)”, it gives a clear view on consumers’ demand. Moreover, a firm is able to analyze the marketing environment, and develops new products that fit consumers’ demand. Through data collection from market researches and surveys, they are often inaccurate, blurred, linguistic terms or symbols. In order to solve this problem, scholars have already used fuzzy set theory to QFD. Furthermore, they have developed the new stage of Fuzzy QFD. This research develops a complete selecting mode for new product development. In general, Fuzzy QFD and Fuzzy multiple-attribute decision analysis are combined to offer product developer an effective and accurate evaluation on the process of new product development. Mainly, two phases are observed: Fuzzy QFD expansion and selection of the best product program. During the phase of Fuzzy QFD, the research adopts Fuzzy A.H.P. to obtain fuzzy weight of consumer’ demand, and then uses independent point distribution to obtain the fuzzy weight of technical characteristics. In order to increase the accuracy of evaluation, the characteristics of consumer’ demand and technique, and their correlation are both taken into consideration. During the phase of selection of the best product program, this research develops one new Fuzzy MADM. Mainly, it comes from the concept of linear assignment. The decision-making model will select the best program. The setting of the model is based on the evaluation on its technical characteristic of the first phrase, which it proves the best program on the use of new product development. At last, we use the products from one of the factories in the southern Taiwan as an example to demonstrate the quality of this research project. Furthermore, those products are used to evaluate the feasibility and practicability of the research model.

The e-Learning changes the ways of traditional education. As the daily progress of science and technology, e-Learning becomes the most convenient and effective way to study. As a result of the positive impetus by domestic and foreign government, the development and design of e-Learning is getting mature. It is an important subject to measure and promote the design of e-Learning website for guaranteeing study quality to users. This is evidenced by the fact that user satisfaction is often seen as a key antecedent to predict the success of a particular information system, or to anticipate a user’s behavior of reuse. Therefore, this research will make the further discussion about evaluating the design of e-Learning website by user satisfaction. Due to cognition of e-Learning studied is subjective recognizing, or concerns with the personality special characteristic. So, the measurement can be different by personality cognition in the website’s user satisfaction. In former method, there was only discussion about user’s “satisfaction” degree, but not the consideration of user’s “hesitation” degree. This will cause an inaccurate analysis result. Based on above reason, and in order to solve user’s “hesitation” degree, this research by the intuitionistic fuzzy concept, as well as the multi-attribute decision making related method and the procedure establishes a set of appraisal pattern. This pattern can be use to improve appraisal of user satisfaction of e-Learning’s websites. The results could show the pattern that may assign the user “hesitation” degree effectively. And we can use synthesis performance and superiority sorting to express overall feeling of users.

In the past, much of the GDSS research has focused on developing computerenvironments and their effects on group work, and has given relatively littleattention to support for group facilitation. However, recent experimental studies point out that facilitation may be a critical factor in GDSS effectiveness, and research on facilitation in GDSS is only now coming into focus. Some efforts for facilitation have been made to measure the degree ofgroup consensus, but their contribution to facilitation is limited. Fuzzy theory can quantitatively simulate the fuzziness of mankind's judgmental behavior, dispose of the problems of decision making with a more elastic way, conform to mankind's thinking. Therefore, this study plans to combine "Fuzzy Muliple Attribute Decision Making Method" and "GDSS" to establish a method which supports facilitation, in hope to supply the following information at any time in a group decision process, so that thegroup facilitator can make strategies to help the group reach a consensus :1.The degree of consensus. 2.Decision makers whose opinions have the highest consistency with other members' opinions in the group. 3.The division status of subgroups whose opinions are obviously distinct from each other. 4.Thealternatives that hinder the group to reach a consensus. 5.The criteria thathinder the group to reach a consensus. 6.The independency of alternatives and criteria. Finally, based on the established calculations in this study, a prototype of GDSS that supports facilitation will be built and put to practical implementation.

"Global climate change" and "greenhouse gas effect" have become important issues for the international community. The Taiwan government announced the implementation of the "Greenhouse Gas Reduction and Management Act" in July 2015 stating that the country''s long-term reduction target is "to reduce greenhouse gas emissions in 2050 to less than 50% of the 2005 emissions", and carry out carbon reduction work. For the purpose, low-carbon transportation is a major project promoted by the government, and electric motorcycle vehicles are key projects. The promotion of electric motor vehicles requires the development of the market, as well as the cooperation of government policies and regulations. In this study, Fuzzy Multiple Attribute Decision Making (FMADM) was used to deal with the construction of evaluation indicators for motorcycle products. In the study, four strategic frameworks (environmental benefits, government policies, product attributes, market prices) and assessment attributes of twelve criteria were established from the relevant literature and regulations. The results of this study can provide companies with environmental issues to improve environmental performance.

The selection and evaluation of supplier is the first steps in Supplier Management. How to establish a set of objective and accurate supplier assessment is the first tough problem for enterprises. In 2011, Global Network Communications Industry output value reached $ 502.1 billion, and the annual growth rate reached 10.2%. With the increase of the number of Internet users, it’s rapidly developing in Network Communications Industry. This study on the basis of Network Communications Industry is to construct a supplier selection model. The main purpose of this study is to construct an assessment model which is able to provide recommendation for the Network Communications Company on the supplier selection.This study construct five assessment dimensions and corresponding criteria base on the collation of references and is scored by the supervisors and senior staff who have really participated the supplier selection.The efficiency total value of each supplier is calculated applied by fuzzy theory method in order to rank the advantage sequence.The research shows that this study is practical for the selection of the supplier.

As the increase of people’s notion to financial management, the importance of professional financial management is getting investors’ attention. Professional investment has become a trend in which mutual fund is most valued by investors. Facing various kinds of mutual fund, it is common that investors feel difficult when choosing fund target. Besides, different investors have different preferences and weights to risks and profits. As a result, funds which suit different type of investor may vary. This study constructs a fund evaluation model based on the viewpoints of professional investors in the market. The study uses the most easily get and most concerned information by investors, including historical fund return and risk index, to classify and rank funds. Besides, considering different investor has different preference to risks and returns, the research uses multiple criteria decision making theory to calculate subjective weight of each fund index, applying to fund clustering and ranking to provide more customized suggestions. This study uses real data from Taiwan mutual fund, applying fund indexes such as return, excess return (α), standard deviation (σ), and market risk (β). The cause effect relationship of the selected fund indexes in the constructed evaluation model is firstly confirmed by professional opinion and DEMATEL algorithm. After that, ANP algorithm is used as the framework to get weights. Based on professional investors’ suggestion, Weighted FCM is used to classify fund according to its historical return and risk. This helps to provide investors a direction to choosing funds. Then, the study uses TOPSIS algorithm which is multiple attribute decision making skill to rank each fund, providing more detailed fund choosing guidance. The fund evaluation model is quite easy to understand for investors. As long as investors know what kind of investors they belong to, they can quickly get suggestions regarding fund choosing. Also, they can calculate their preference to return and risk indexes, which is a percentage for them to consider when making individual fund choosing decisions.

Our government has promoted the policy of banking liberalization and internationalization recently and permitted the establishment of 16 new commercial banks since 1991 and some credit cooperatives reorganization to commercial banks. It has made the banking environment become more competitive. So, it is the most important thing to develop a specific, simple, and fair loan credit granting to improve the credit quality and to enhance the bank''s competition advantage.In this study, we apply the defuzzying method inspired by Chen and Wei(1997) to solve Fuzzy Multiple Attribute Decision Making problem of commercial loan granting. The purpose of this study is to develop an effective and correct credit granting decision to provide for commercial banks. After studying the data of some private commercial bank from 1989 to 1994, we can conclude as follows: 1. When commercial bank make credit-granting decision, it should emphasize on the financial structure, ability to liability in short term, and collateral margin. 2. We develop the credit granting decision, which is better than the traditional one 3. We use fuzzy linguist variables to express countable and uncountable attributes to develop the fuzzy credit granting decision to help the decision-maker to have the effective and correct decision.

According to the research of Taiwan Tourism Bureau shows that package tour is still the most way of outbound travel in Taiwan. Moreover, the survey of Travel Quality Assurance Association of Taiwan also finds that complaints and disputes keep increasing. Tour leaders representing to travel agency in the tour group have to take the responsibility when travel agency negligence or poor quality caused discontent from the traveler. Therefore a tour leader has an important task to select the best travel agency. The main purpose of this paper is to provide a travel agency evaluation model based on fuzzy multi-criteria decision-making for Taiwan Association Tour Managers. According to the literature review and the investigation of experts, the hierarchical structure for evaluating the best travel agency is established. Finally, this research takes three travel agencies as an example to verify the proposed model is efficient and practical.

In the face of increasing competition, there have been major changes to the way an airline is operated and managed, such as upgraded fleets, improved cabins, and the incorporation of new technologies. The quality of inflight services is one of the most important methods airlines can use to distinguish themselves from their competitors, and service quality is essential if airlines wish to remain competitive. The recruitment of competent flight attendants is crucial to the success of an airline as service quality influences customers’ perceptions of an airline. The success and failure of an airline can be attributed to the service quality provided by flight attendants, and customers place a strong emphasis on service quality when it comes to choosing an airline. This study used the fuzzy multi-criteria decision making to select optimal flight attendants based on literature review and expert interviews, criteria and sub-criteria for selecting flight attendant were identified and used to construct a flight attendants selection hierarchy. This study identified 3 criteria: work ability, interpersonal skills, and personal characteristics, and 17 sub-criteria: expression ability, problem-solving ability, professional knowledge, ability to cope with stress, capacity for improvement, attitude toward work, emotional control, teamwork, friendliness, communicative ability, willingness to compromise with others, service enthusiasm, empathy, general health, moral conduct, online behavior, and patience. This study uses China Airlines as an example to illustrate the decision-making process of selecting flight attendants.

This paper proposes a fuzzy multi-criteria decision making mothod for strategy selection in the area of management under fuzzy environment. An algorithm for strategy selection is proposed. The algorithm is based on the concepts of fuzzy set theory and hierarchical structure analysis. The concepts of hierarchical structure analysis with two distinct levels are used in this paper. The first level is to evaluate fuzzy importance of the decision criteria and the second level is to assign ratings to various strategies under each evaluation criterion. The triangular fuzzy number and the linguistic variable are the two main concepts used in this paper to assess the preference ratings of linguistic variables, ''''importance'''' and ''''appropriateness''''. The decision makers can either employ an assumed rating set or give his own rating by using the triangular fuzzy number to show the individual perception of the linguistic variables. The reason of using triangular fuzzy number is that it is intuitively easy to be used by the decision makers. We also propose a revised method for ranking fuzzy numbers with index of optimism which was proposed by Kim and Park. Our revised method is based on the stage of data input for computing the total index of optimism in multi-person decision making problem, instead of giving the index of optimism independently by a decision maker on the stage of information output. This new look at the index of optimism reflects the pooled risk- bearing attitude of multi-judge. The index of optimism is determined by the evaluation data conveyed by the decision makers at the beginning of the data input stage, i.e. the risk- bearing attitudes of decision makers are reflected in the data input stage. Finally, we use the revised method to rank the final scores of alternatives for choosing the best technology transfer strategy in the area of biotechnology management.

There are many evaluation aspects to be considered in selecting an e-Learning system. However, reviewing related papers, we can find some problems. Between pedagogical expert and technical expert, there seems to exist large gap. This will result in different system evaluation decision-making. Therefore, we need a good method for evaluating e-Learning system. The purpose of this paper is to construct an evaluation model of e-Learning using the Fuzzy Multiple Attribute Decision Making (Fuzzy MADM) and TOPSIS. First, we can consider evaluation model according to three aspects (pedagogical, technical support, and social), then develop the hierarchical evaluation criteria structure of e-Learning from the literature review. Then we will construct the evaluation framework and steps by using AHP, Fuzzy theory and TOPSIS. Finally, we will validate the method using three famous websites. It is shown that the evaluation model of e-Learning is able to solve the above problem between pedagogical expert and technical expert successfully and help the decision maker to choice e-Learning system effectively.

The airline industry is facing change globalization, internationalization and technological innovation; therefore, the aviation transportation industry has no longer the traditional, but it transits from the tradition transportation to the transport services sector. In response to the advent of the era of competition in the global aviation industry, airlines continue to amplify new destinations. They have introduced advanced equipment, adopted more comfortable models, and released a large number of front-line staff vacancies (cabin crew and ground staff). In order to provide the huge consumer market more diverse selection of the occasion, how to improve service quality and guarantee flight safety depends on cabin crew professional training. The responsibility of cabin crew instructors is to provide service duty training of crew members and the purpose is to maintain and improve service quality. Through the literatures review and experts interview, we propose 3 criteria and 16 sub-criteria to construct the hierarchical structure. The fuzzy Delphi method is integrated with the eigenvector of criteria for selecting cabin crew instructors. The concepts of normal triangular fuzzy number and linguistic variables “importance” and “appropriateness” are used to assess the importance weighting of sub-criterion and appropriateness of the alternatives under each sub-criterion. Through the hierarchy integration, we obtain the fuzzy overall evaluation of cabin crew instructors, and use Chen’s ranking method to determine optimal one. This research takes the China airlines as an example to illustrate the decision-making process selecting cabin crew instructors. The research result also provides to the company for their future reference.

People are also to participate in the travel way to travel abroad as much, when people tend to choose itineraries based on the price-oriented, family and friends recommended as the second way, but the way these choices often because of factors vary errors. Working in the travel agents and a species of comprehensive planning overseas travel group package tour for the first wave questionnaire objects give important selection criteria and sub-criteria, and then construct hierarchical structure. In the second wave of Southeast Asia, Northeast Asia, Europe, and other four cruise package tour groups of judges, application of fuzzy decision selected the best selection of group package tour. with the literatures review and experts interview, we propose 3 criteria and 9 sub-criteria to construct the hierarchical structure for selecting group package tour.
