Introduction. The paper describes the role of Russian transnational corporations in the development and implementation of the Adults’ Education and Vocational Education and Trainings programs in foreign countries as the promotion of Russian technologies. As the competition between the universities in the international educational markets rises, they see the increasing need for the fixation of the programs they offer onto the needs of the global companies, broadening the possibilities for the students to obtain relevant qualifications and skills, and corresponding diversification of educational programs. Among the possible directions for the increase in the educational services that are offered for export could be adults’ educational programs, vocational education and trainings. Materials and Methods. The study of the additional vocational education programs for foreign students was carried out with specialized questionnaire. 180 higher education institutions took part in the survey. The analysis of the corporate segment of additional professional education services for foreign markets was carried out on the basis of semi-formalized in-depth expert interviews. Results. Based on the collected empirical data we were able to identify main participants of the Adults’ Education and Vocational Education and Trainings export and structure and spheres of the programs as well as target countries in this market in three years’ time. It was revealed that the most successful providers of the educational programs are the universities that on the one hand offer already well developed and sought-after educational programs on the Russian Adults’ Education and Vocational Education and Trainings market, and on the other hand – already have stable partnership ties with countries that send students to undergraduate programs. Discussion and Conclusion. This study elaborates on the role of universities in promoting competitive technologies through the distribution of Adults’ Education and Vocational Education and Trainings. Mechanisms for formation and implementation of corporate training programs by universities for Russian industrial corporations are structured. Barriers for the attraction of foreign students are discussed to increase the scope of training. Results of the study can be recommended for the universities concerned with the development of the Adults’ Education and Vocational Education and Trainings sector in the international context. Portals are a primary means through which such resources will be delivered to users, facilitating the discovery of information. Portals can deliver their functionality by embedding distinct portal services in Web environments familiar to the user, such as an institutional portal or virtual learning environment. Initial work on such embedding has started, though this promises to be a major area for future development.

Aim: To identify how a college of further (tertiary) education might promote the wellbeing of adults with mental health problems. Study design: Qualitative study of the college-related experiences of people with mental health problems. Setting: A further education college in inner-city London, UK. Methods: Fifteen students, all of whom had been diagnosed with mental health problems, were selected from a range of courses, including those attending a special cookery class, those on mainstream courses, and former-students who had studied on one of a number of courses and who might or might not have completed their studies. Data were collected through two individual semi-structured interviews. Results: Findings focus on barriers to learning outside and inside college and how these were overcome, as well as participants’ perceived links between learning and their mental health and wellbeing. Conclusion: Discussion highlights the necessity of ‘bridging’ between health and education services in order to enable adults with mental health problems to benefit from lifelong learning opportunities in a potentially transformative way.

The paper argues that from a new public governance and service management perspective, local public services are best conceptualised as service systems in which users co-produce and co-design; this differentiates public from private services, which have lower of trust and shared values resulting in a goods-dominant logic and are an alternative to the new public management viewpoint. Referencing new case studies from Finland and Scotland, we further argue that for local public servicesʼn co-production as an action- learning environment supports and encourages co-design: this makes local public services a special case of codesign. Analysing the two cases of co-design, we argue that since public services are subject to public scrutiny, and since design is a social activity, there exists a wider democratic footprint. Finally, we argue that co-design of local public services is best analysed from the perspective of action learning, for which we suggest an analytical framework.

<p style="text-align: justify;">This study investigates the quality of higher education institutes’ (HEIs’) administrative services by assessing student satisfaction in the context of Total Quality Management (TQM). Differences between students’ perceptions and expectations of administrative service quality are examined and discussed. A questionnaire survey was developed employing the SERVQUAL service quality model, the results of which were further enhanced by the application of importance-performance analysis (IPA). All five dimensions of the model were explored (reliability, assurance, tangibles, empathy, and responsiveness) with data from the 104 students from five Greek HEIs who participated in the survey. The results of the IPA complemented the survey research by enabling recommendations for importance and performance. The study’s findings indicate that students’ expectations are not met by the administrative services provided at the time of examination. A gap is observed between perceptions and expectations on all dimensions, indicating the necessity to make improvements to enhance service quality.</p>

At the same time, there is a need to consider the export of educational services not just as one of the directions of Russian educational system development, but holistically as a particular type of economic activity with all the consequences that follow — legislative, organizational, financial and tax.

Abstract:
During the last two decades, quality in higher education became increasingly important. The reasons for that can be observed in the development of the information society and globalization itself. By applying the Bologna Declaration to higher education an increase in student mobility occurred, together with the emergence of more private higher education institutions and the subsequent increase in competition. The aim of the paper is to analyze the relation between the quality of service in higher education, student satisfaction and the intent to further use these services by the students. The study was conducted at the College eMPIRICA by surveying a total of 95 students. By using factor analysis a grouping of statements in three factors was performed within the quality of services variable, while the proposed hypothesis were tested by applying a multiple regression analysis. It has been proved that the quality of higher education affects the satisfaction of students and furthers the intent of using these services, while the satisfaction of students is associated with the further intention of using these services. The results presented in this work provide an important insight into the understanding of quality in higher education and its impact on the satisfaction and intention of using these services by students.

Abstract:
Purpose This paper aims to determine the trends and prospects of the development of social entrepreneurship in Russia and Asian countries. Design/methodology/approach The methodology includes trend, regression, and correlation analysis and scenario (imitation) modeling and elaborates on perspectives and recommendations for further development of social entrepreneurship in Russia and Asia. Findings Despite the active development of social entrepreneurship in Russia and Asian countries (its share in the structure of GDP of these countries constituted 2.6% on average in 2018), it accounts for a small contribution to domestic development of socio-economic systems. These countries of Asia in 2018 were peculiar for low level of social freedoms (70th position in the world), low level of healthcare (51st position), moderate level of ecological effectiveness (61.33 points out of 100), moderate level of education (0.767 points out of 1) and low level of development of infrastructure (39 points out of 100). In the provision of social freedoms and healthcare, social entrepreneurship is least developed and is peculiar for a tendency for a decrease. The difference between demand and offer of social entrepreneurship causes an imbalance of the market of social (non-profit, volunteer and charity) services in these countries. This imbalance is to be overcome with the recent tendency of digitization of social entrepreneurship in Russia and Asian countries. Originality/value Digitization occupies the last position among the factors of the development of social entrepreneurship. Tax stimulation of social entrepreneurship is preferable, so it is recommended to pay primary attention to it until 2022, for the provision of the balance of the market of social services.

The article is devoted to determining the place of further vocational education in the processes of implementing the strategy for sustainable development of the education sector. In the process of the educational reform, this area turned out to be the most vulnerable in the conditions of market mechanisms, while simultaneously tightening the requirements of the legislation. The stability of the system depends on the achievement of a consensus of factors of the external and internal environment, which combined the needs of the educational services market, the requirements of professional standards and the potential of educational organizations. Due to the independent status of the organizations providing advanced training and professional retraining services, sustainability is expressed in the availability of sufficient personnel, information, organizational and other resources for a timely response to the consumer requests. Therefore, the prospect of implementing a sustainable development strategy for these organizations lies in the formation and use of the internal and external potential of the educational organization.

Further education of the employees in the field of social work is one of the future challenges. The goals of further education are constantly changing with regard to the changes in society and the requirements of the clients of social services. Social work represents a multidisciplinary conception of the performed work and a continual need for further education. In organizations, further education is implemented through various educational methods, which are also evolving. The article aims to identify which educational methods in the field of social work are preferred, both within the leading managerial positions and within the ones of social workers, and to describe the goals of further education in both groups. The goal was achieved through the quantitative research conducted in both groups – i.e. the managers and the social workers. Using the Survio platform, the research addressed organizations providing social serviced according to the Register of Social Service Providers of the Ministry of Labour and Social Affairs of the Czech Republic. The results were processed using descriptive statistics, and conclusions were drawn based on the results. The results showed different preferences of educational goals for managers who prefer the expansion of competencies and for social workers who prefer development. Research into the preference of educational methods has found that managers and employees prefer professional lectures, self‑education and Internet resources.

The article considers the best practices of trend development in higher education services. Education reform is among the country's priorities and has been in a permanent state for almost a third of a century, yet despite massive reform efforts, the quality of educational services and corps faculty at all levels of the education market has improved little, if at all, over the past decades. The quarantine related to Covid-19 in Kazakhstan became the lens that clearly revealed these shortcomings of education and showed the fallacy of the trajectory of previously implemented reforms, which often took so much time, budget funds combined with their inefficient use. The pandemic revealed the weakest points in the educational system, the unwillingness of most teachers to work in an online format and confirmed that we are definitely not ready for the transition of digitalization in the era of globalization 2.0 and has already become a catalyst for unprecedented large-scale changes in this area. Highlighting the prospects for further development of the educational market in the context of social distancing and the post-pandemic period is very relevant. In the conditions of modernity, requirements of international education market of Kazakhstan higher education has acquired many actual directions and prospects of development, but still today many methods, forms, mechanisms, tools, organizational and structural transformations require their improvement and adjustment taking into account the state priorities in the field of education with national peculiarities and scientific researches of scientists, demand of consumers, main employers of RHEs and proposals from universities, which often do not coincide with the equilibrium supply and demand, so this study is relevant today and requires further research and problem solving on the implementation of educational trends in Kazakhstan.

Summary. The strategic direction of the development of the national education system at the state level is related to ensuring a quality educational process in the conditions of the information society. The growing demands of the state and society to the quality, accessibility and efficiency of educational services encourage the active search for new ways to develop the education system, which is designed to meet the real needs of society, to provide access to a wide range of quality educational services. The main priority of Ukraine’s foreign policy, namely European integration, is to build and deepen relations between Ukraine and the EU in all spheres of life. An important element of this process is the entry of the national educational system of Ukraine into the European educational space. The introduction and consolidation of the best European educational traditions in Ukrainian society through the application of innovative approaches to learning and educational content should contribute to this. One of the current areas of higher education is the introduction of online learning in the educational process. The aim of the article is to study the possibility of transforming the education system through the application of innovative approaches to learning and educational content. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. Networking between educational institutions is a mechanism for organizing joint resource potential. The main purpose of such interaction as the integration of educational, scientific, personnel, logistical and innovative potential of higher education institutions is determined. The educational potential of networking and the conditions under which it can be maximized are considered, given that the results of such interaction in education are often delayed or delayed. It is substantiated that the use of the educational potential of the university-university network interaction will allow to support and scale at the regional level exactly those practices that most productively solve the problems of higher education. The scenario of the organization of educational process on a network form is offered, it is proved that increase of competitiveness of each network partner is possible at the expense of use of the advantages, mobilization of personnel, material and technical, educational and methodical potentials.

A definitional chaos connected with determining the range of training services market as well as with a definition of a training institution does not contribute to the construction of unified strategy directed towards such a market (this constitutes the first part of the article). International students have always been in challenging situations and this pandemic amplified it further. To smoothly transition to the educational platforms and integrate into a new country, especially during and after the Covid-19 pandemic, international students need adequate support from educational institutions and governments. Integration plays a dominant role in adaptation to life in a foreign country and academic success. Based on Tinto's (2011) integration model, this study explores the unique challenges based on the lived experiences of an international doctoral student from a lower-income country, Bangladesh, enrolled in an Ontario university. It focuses on the learning experience of the international doctoral student's integration to become a scholar within this changing time. Self-reflection on the hurdles experienced and the coping strategies during the evolution inform the analysis. Finally, the study concludes by highlighting the role of adequate institutional and government support services by offering valuable recommendations for international students’ integration.

<p>This article analyzes the need for Emergency Medical Services (EMS) educational programs and academicians to develop interdisciplinary educational and training opportunities with other healthcare disciplines. A literature review was conducted on EMS education and interdisciplinary approaches in healthcare education. In general, support for both didactic and simulated interdisciplinary education in healthcare is supported by positive impacts on student learning and improved patient outcomes. Support for interdisciplinary approaches in EMS education was constructed by applying research on interdisciplinary healthcare education to the identified criticisms of EMS education. A critical analysis of the literature allowed for recommendations to be made on the implementation of and further research for interdisciplinary approaches in EMS education. Special education consists of specially designed services available for students with disabilities, and should be available across placements. Students with the most significant disabilities continue to be taught in restrictive settings, despite accumulating evidence suggesting their special education services can be delivered effectively in general education settings. Every individualized education program (IEP) must contain a statement describing how the student will be provided a free and appropriate education in the least restrictive environment. The present study used content analysis to examine least restrictive environment statements of 88 students’ IEPs to determine what factors, including supplementary aids and services, were considered in making placement decisions. We further analyzed the classes and activities in which students participated in general education settings. Findings reveal supplementary aids and services were not considered in placement decisions, although a number of factors centering on curricular considerations, environmental demands, student deficit, and personnel requirements were noted in making placement decisions. We further found students primarily participated in non-academic instruction while in general education settings. Implications for policy, practice, and research are included.

Officially, public services of education are not part of the General Agreement on Trade in Services (GATS). But more and more pressure is being put on the developing countries and on the less advanced countries to make commitments about their public system of education. The ‘Educational For All’ program, defined by UNESCO, is essential in guaranteeing the human right to free access to quality education. It is of the utmost importance that public systems of education contribute to sustainable development. It is also the best way to preserve cultural and linguistic diversity and to avoid a situation where English becomes the unique and universal learning language. This article shows the threats (from GATS, from international institutions, but also from private providers) that contend with public systems of education and looks for ways of avoiding the complete privatization of educational services. Is it possible to avoid a two-speed educational system that would allow free access, for all children, to literacy … but that would limit access to further education only to those who are able to pay for it?

How do we change community perceptions and promote the importance of the early childhood years? Advocacy by the early childhood sector would appear to be a good starting point, but how well equipped are members of the profession to take on this role? This paper explores these questions by analysing the direction of policy decisions in relation to children's services and comparing them with overseas directions. It further reports the findings of a study of key stakeholders in the children's services sector and their perceptions of who are the main influencers of children's services policy. The findings point to the limited nature of advocacy leadership amongst those involved in the children's services sector in New South Wales. Discussion of the findings focuses on developing strategies to inform and support early childhood professionals to help them to advocate on behalf of children and to build the profile of children within the community.

Purpose – The overall objective of the current study is to explore how universities can better developing new educational services. The purpose of this paper is to develop framework for technology entrepreneurship education (TEPE) within universities. Design/methodology/approach – Qualitative and quantitative research approaches were employed. This study passes through four phase: reviewing of good practices; a survey of academics (n=150 respondents); semi-structured interviews with leaders of Ministry of Higher Education, the Social Fund for Development, and the ILO Sub-regional Office (n=30 respondents); and two workshop with expert group and stakeholders (n=65 respondents). Findings – This study developed framework for TEPE within universities from three aspects (center for innovation and entrepreneurship (CIE), technology entrepreneurship professors/educators, and technology entrepreneurship programs/courses). Research limitations/implications – TEPE will have an impact at the individual and enterprise. It prepares students to be responsible, enterprising individuals who become entrepreneurs, enhances life skills and life learning experiences and contributes to economic development and sustainable communities; at the enterprise level, this education is expected to create and operate a new venture, help innovation, enhance the level of competitiveness, and develop a more practical entrepreneurial environment. Practical implications – It is important for practitioners and policy makers to gain insights on how academic entrepreneurship support works elsewhere as inspiration for the further development of their approaches. Social implications – TEPE can assist in obtaining higher economic growth and sustainable development, in keeping up with the fast pace of an open-market capitalist society and in promoting self-employment and training, which all lead to the reduction of unemployment. Originality/value – This study offers three principal contributions: first, development of framework for the TEPE from all perspectives within universities as TEPE differentiates from other entrepreneurship education types; second, development of an uncommon concept of new educational services in the marketing literature that is incoherent and lacks theoretical models that reflect good practice of entrepreneurship education; third, identification best practices of TEPE in universities by reviewing and analyzing policy and continuing to experiment.

This study was conducted to identify the counselling service experience among undergraduate students. The emphasis was on the past experiences, awareness, attitude and perceived barriers on the intention and utilisation of the counselling services. This study found that past experiences, awareness and intention to use has a significant relationship with utilise counselling services within their universities. On the contrary, attitude and perceived barriers to admission is not comprehended as a factor to seeking counselling. These determinants are useful reference for university counsellors for their planning and implementation to create further awareness of their counselling sessions for their students.</p>

The development and current status of special education in South Korea are described and contrasted to that of the United States. South Korean special education was initiated in the 1890s by U.S. missionaries. Later, Japanese influence was considerable, especially on its regular educational programs. Special programs are available for five classifications of disabilities. Its major national special education legislation contains numerous provisions similar to P.L. 94-142. However, various conditions may impede the further development of services, including a high teacher-pupil ratio, the reliance on self-contained programs, negative attitudes toward people with disabilities, and lack of advocacy groups. Further initiatives require considerable research and policy debate among South Koreans.

The authors analyse the current state of marketing educational services on the example of the Ukrainian market of higher education services. The main ways to ensure the competitiveness of educational services through the formation of a unique competitive advantage are assessed. The main objectives of educational marketing are defined: to provide a higher education institution with modern innovative tools for researching the demand for educational services; to develop and implement advanced concepts for providing quality educational services in the educational market, etc. A significant diversity and ambiguity or lack of a universal definition of the key concepts of educational marketing have been identified. The author’s own definition of the concept of “educational service” as a specific product that can satisfy the need of people to acquire certain knowledge, skills, abilities, and competencies for their further application in professional activities is proposed. The author also defines an educational service as a process (activity) of an educational institution to create an educational product. It is determined that educational services are transformed into human capital in the process of their use. It is proved that the effectiveness of the introduction of modern innovations in educational marketing directly depends on the processes of forming a highly competitive market for educational services, as well as on the development of its infrastructure, adaptation of legislation to European practices, and on economic, moral, other social and institutional foundations that should ensure the competitiveness of higher education institutions and have a positive impact on the development of higher education in general. Therefore, the prospects for further research by the authors will be to conduct a factor analysis of the impact of innovation activities of higher education institutions on the promotion of educational services and their further development in a competitive environment. This article investigates the impact of demographic factors on the adoption of e-government services. The Technology Acceptance Model (TAM) was used as the theoretical framework for the study. SPSS was used to analyze the data. The results indicate that gender was significant in moderating the positive impacts of both perceived usefulness and perceived ease of use on the willingness to use e-government services. Age and education, however, were not significant in moderating the impact of perceived usefulness and perceived ease of use on the adoption of e-government services. Also, age, gender, and education have no direct impact on PU. Education has a direct impact on PEOU but age and gender do not. This article further has demonstrated that a perceived usefulness and perceived ease of use of e-government services are positive predictors of the willingness of citizens to use e-government services. The implications of these findings are further discussed.

Families living in rural areas who have a young child with a developmental disability often face difficulties in accessing early intervention services due to geographical isolation and restricted options to specialist services. Lack of services has been reported in a number of surveys of early intervention programs across Australia (Watt, Elkins, Conrad, Andrews, Apelt, Hayes, Calder, Coulston, & Willis, 1982; Barrie & Tomlinson, 1985). Watt et al found only five programs operating in rural areas with populations of 10,000 or less across Australia with a further 15 in towns of 10,000 to 30,000. Hayes and Livingstone (1986) found only rudimentary services in country areas often necessitating the placement of child in an urban facility to receive services.

Pharmacists have proven their value in the provision of diabetes education and management services that lead to improvement in disease. A primary barrier to pharmacists’ providers has been compensation for services. Although pharmacists are not recognized as providers by most nationally recognized payers, pharmacists can serve as instructors through diabetes self-management education programs accredited by the American Diabetes Association. These accredited programs are recognized by Medicare and can receive payment for diabetes self-management education services. Newly revised national standards have further recognized the role of a pharmacist educator and have made it more attainable for pharmacies to achieve program recognition status.

Objective : To determine the effect of SPGDT health education on pre-health services on residents' knowledge of maternal emergencies. Methods : This research was a Quasi Experiment with a nonequivalent pretest-posttest non-control group design which was carried out in July 2023 in the working area of ​​​​the Plaju Palembang Health Center and a sample of 28 people were given health education about SPGDT in pre-health services to residents' knowledge about maternal emergencies. The media used was a booklet compiled by the researcher himself. Data analysis used the Wilcoxon test. Results: Health education statistics on prevention of pregnancy emergencies; Unsafe Abortion in Adolescents is effective in increasing respondents' knowledge with a value of 0.000. Conclusion : statistically health education is effective in increasing respondents' knowledge about SPGDT in Pre-Health Services Against Residents' Knowledge of Maternal Emergencies in the Work Area of ​​​​Plaju Palembang Health Center with a P value of 0.000. Suggestion : Suggestions for further research, namely that further research can be carried out discussing the effectiveness of health education to prevent pregnancy emergencies in pre-health services using other media.

Abstract Caregivers vary widely in their need for and utilization of support services, and there are many reasons for this (e.g., time or financial cost, distance, perception of need). This study explored the disparity between services that are desired and those that are utilized, and examined the hypothesis that unmet needs are a determinant of caregiver burden. An online sample of informal caregivers (N=151) responded to a questionnaire containing a list of common caregiver support services: sharing duties, professional transportation, respite care, non-profit community organizations, financial counseling, caregiver education programs, support groups. Participants were presented with a list of support services and information and asked to indicate A) which they desired and B) which they had received while providing care. Respite care and financial counseling were identified as support that caregivers were unable to obtain, while caregiving education and family/friend support were most commonly fulfilled. A linear regression model controlling for demographic variables was constructed. Unfulfilled support needs accounted for 40.6% of variance in caregiver burden, however the final model included only total ratio of unfulfilled services, transportation services, stress management skills, professional treatment for the caregiver, and behavioral management skills. Results highlight the unique contribution of certain support services in burden reduction. These findings imply a need to improve accessibility to caregiver support, especially those which require payment (e.g., transportation aids and mental healthcare). Further implications and actionable changes related to caregiver support services are discussed.

In this context, needs and expectations of a wide range of university stakeholders are analysed. The aim of this article is to indicate the roles of stakeholders leading to the development of an HEI. Although Ishikawa’s cause-and-effect diagram is used when identifying possible causes of a problem, it can also be seen as a method that allows splitting the subject into separate parts, which are causally interrelated. During the research of the activity fields of the HEI and the boundaries related to its surrounding groups, the connections between different groups, their interests and expectations towards the activities of the HEI were determined. The article is prepared using the theoretical-analytical approach. It contains the analysis of the literature on HEI stakeholders, quality management systems and issues concerning the organisational development. The conclusions include insights and suggestions for further research on the ways an HEI can correspond to the needs of stakeholders.

This article examined citizens' trust and demographic factors such as age, gender, and education as predictors of readiness to use e-government services. This article also sought to explore the moderating role of these demographic factors on the positive relationship between citizens' trust and readiness to use e-government services. The data gathered was captured and analyzed with SPSS. The results indicated that citizens' trust is a significant predictor of readiness to adopt e-government services. However, the demographic factors such as age, gender, and education were all not statistically significant in determining the readiness to use e-government services. The article also found that these demographic factors do not moderate significantly the impact of citizen trust on the readiness to use e-government services. The implications of these findings are further discussed.

Background: Appropriate antenatal education services that increase men’s involvement in pregnancy and childbirth is crucial for improving maternal and child health outcomes. However, in Papua New Guinea (PNG), men’s involvement in antenatal education services remains inadequate. This study aimed to describe experiences of men’s involvement in antenatal education services and identify factors that facilitate or restrict their involvement. Methods: A qualitative study was conducted among 17 men who have attended antenatal care (ANC) and involved in antenatal education sessions with their wives. Semi-structured and face-to-face interviews were employed to obtain detailed descriptions of men’s experiences and their perception of antenatal health education services, including factors that influenced their involvement. Data is generated from interviews. The findings are informed by the thematic analysis. Results: Three key themes that emerged were: (1) perception of ANC as women’s domain, (2) knowledge of antenatal education services, and (3) accessing of antenatal education services. Factors influencing men’s involvement were: strict gender roles, being responsible for pregnancy and spousal communication. Lack of knowledge, dissatisfaction with antenatal services, and lack of capacity to involve men were other reasons further observed. Conclusion: This study found negative perceptions; poor maternal knowledge and socio-cultural norms, inadequate information dissemination and poor men-friendly services influenced men’s involvement. Suggestions to strengthen men’s involvement require gender-inclusive and culturally appropriate antenatal education programs.

Objective/Research Question: The purpose of this research is to explore the way use of student services can mediate engagement among first-generation and transfer students who use disability services at community colleges. The following research questions guided the current study: (1) At community colleges, how does frequency of use of student support services significantly relate to engagement among students who use disability services? (2) For first-generation and transfer students with disabilities, in what way does frequency of use of these services mediate engagement among this population? Method: Using Community College Survey of Student Engagement data, the relationship between frequency of use of student services and engagement behaviors was measured for 7,441 students using disability services. Through structural equation modeling, mediation effects of use of services on engagement for first-generation and transfer students with disabilities at community colleges were measured for academic challenge, support for learners, and student-faculty interaction. Results: Accounting for other student background characteristics, academic advising and career counseling were directly related to these measures and additive effects of this second service held for first-generation students with disabilities, but not transfers. Conclusion: These findings contribute to understanding which student services are successful pathways to increased engagement among students who use disability services. This research complements previous scholarship on increasing access of these services for this group, while suggesting further research may be conducted to understand quality of experience among student services.

Students’ satisfaction in the university environment is essential to both the student (customer) and management of the university. Satisfied students are determined to succeed in their academics, and this sustains their loyalty and trust, which results in an improved image and esteem of the university. This study examined the level of students’ satisfaction with campus facilities and infrastructure, campus social life, student support services, and the quality of academics in the University of Energy and Natural Resources (UENR) in Ghana and further investigated how students’ satisfaction with the above four areas of the university environment affect each other. A questionnaire was administered to continuous students in UENR, and the collected data were analysed using structural equation modelling within the maximum likelihood and Bayesian frameworks whose results and performance were compared. Results showed that students’ satisfaction levels with available campus facilities, campus social life, and student support services were low but were fairly satisfied with the quality of academics. Both maximum likelihood and Bayesian techniques showed positive significant effects of students’ satisfaction with campus facilities and infrastructure on satisfaction with campus social life, students’ support services, and academics. Moreover, students’ satisfaction with social life was positively associated with their satisfaction with academics and student support services. Although both estimation methods obtained similar estimates and inferences, the Bayesian SEM outperformed the ML-SEM based on the recommended fit indices. Findings of the study highlight the significant effects of satisfaction with campus facilities and student support services on students’ satisfaction with academics and the university environment at large. The study further underpins the important role of the availability of adequate facilities and quality students’ services in improving and sustaining satisfaction.

Based on the results of discussions with key persons, to improve student satisfaction, need to be improved and developed marketing mix of services through the resulting services, process, distribution, people, physical facilities.

Harm reduction reduces the risk of negative effects of health behaviours. Supervised consumption services (SCS) provide clean, safe and supervised locations for substance use. They are one strategy to reduce unintentional overdose and spread of infectious disease. The first in-hospital SCS in Edmonton, Alberta continues to offer services to inpatients. Nurses provide supervision of substance use, health promotion and education to clients. SCS staff also provide education to hospital nursing staff who refer clients for SCS. Despite existing community and hospital SCS, nursing frameworks for SCS and federal and provincial policies that support SCS, implementation of SCS in hospitals is uncommon. Nurses should be informed about SCS and their potential for further implementation. Existing programs can be useful templates for future implementation in hospitals. Nurses can be advocates for harm reduction strategies in their workplace that include SCS.

The expansion of trade and investment in the global economy since the 1980s has been accompanied by an associated growth in the international trade in education services, particularly higher education. In this paper we provide a detailed analysis of the expansion of higher educational mobility, measured by the burgeoning numbers of tertiary students going abroad to study. In particular, this paper investigates the increasing mobility of students from the Asia Pacific region undertaking study in Western Europe, North America and Australia. The paper argues that increasing international trade in education services in the Asia Pacific region reflects the strategic importance of these services to develop and maintain the long-term economic and social viability of these nations. Increasingly governments throughout the world now recognize the crucial role of education in fostering economic growth (especially in new knowledge-based sectors), personal and social development, as well as reducing inequality. Nations with well-established and prestigious higher education systems such as the United States, the United Kingdom and Australia have been the main beneficiaries of this growing trade in education services. These countries have been at the forefront of educational exports as they have led aggressive marketing campaigns to recruit new students as well as develop new methods of higher education provision and delivery. Further, this paper explores the positive and negative effects of student mobility, and the linkages between the internationalization of higher education and the professions. Finally, this study makes some suggestions for further research.

Abstract:
This article describes the local government system established in the 2001 Devolution Plan and its evolution over the period 2002-07, with a focus on two essential public services, education and health. We believe that the devolution of service delivery functions, delegation of financial powers, decentralization of authority, and deconcentration of executive powers, can, together, lead to better accountability of results and, hence, to improved public service delivery to the poor and marginalized. The Devolution Plan made inroads toward these goals, particularly in education, but their achievement was incomplete due to a number of factors, among those incomplete fiscal decentralization, limited targeting of backward areas, and centralizing tendencies of the provincial departments and civil service. Recommendations are offered on how to further develop the local government system more generally, with an eye towards increasing accountability and improving coordination both across local governments and between tiers. For this, complementary reforms to simplify business processes and revamp human resource management policies are needed; introducing a district level civil service is among the suggested changes. The article concludes with detailed recommendations on improving the decentralized delivery of education and health services.

The purpose of the research is review the cost of education on the ability to pay and assessment of student satisfaction in uni-versities, especially in the maritime field. Research is outlined in the description taken data from several information retrieval techniques, further literature studies are used as support for nar-rative development. The results illustrate students provide a good assessment of the cost of education and the quality of services held but the concept of budgeting mechanisms is still not affordable information by students. To improve the quality of service quality, in accordance with applicable regulations and policies, in the implementation of monitoring and evaluation of service quality, agencies/educational institutions are required to take customer satisfaction assessment. In the development of realizing a quality education, of course the implementation will not be separated from the financing element. In universities, the cost of education is still a major issue in the implementation of education. The benefits of the research are expected to contribute informa-tion to the mechanism of cost budgeting and improve-ment of education services as well as provide an understanding of the importance of balance of education costs, quality of education services and become a reference for further research from observations.

Background. The increasing intensity of competition in the international market for higher education services leads to an increase in the importance of brands of higher education institutions (HEIs) and the branding of national higher education in general. The aim of this study is to determine the target setting and the main objectives of the country’s higher education branding in the international market of educational services. Materials and methods. Methods of comparative and critical analysis, analytical processing of the collected data, graphical display of trends and interrelations, synthesis, etc. are used to achieve the purpose and accomplish the assigned tasks. Results. Analysis of the dynamics of appeals to the Google-system with queries to search for such words and phrases as: "Brand"; "Higher education"; "Uni­versity" showed that after a sharp decline in the number of brand and branding queries in March 2020, the trend of increasing attention to this concept among Internet users began to grow again. At the same time, in the last months of 2021, there is a trend towards a decline in requests for higher education and universities. The risk of such a situation for the deve­lopment of existing universities lies in the fact that the latter is happening against the back­ground of the periodic introduction of quarantine restrictions and the loss of the opportunity to establish constant offline communications with students and youth audience. On the basis of a critical analysis, comparison and systematization of the existing definitions of the concepts of "branding of higher education" and "brand of higher edu­cation", it is proposed to understand the process of "branding of higher education" as a process aimed at implementing the strategy for the development of higher education, strengthening the identity of the higher education system of the country in the international market of educational services, support competitiveness of the higher education sector by establishing effective communications with all stakeholder groups both within the country and abroad. It has been substantiated that the "brand of a higher education institution" should be understood as a specific model of ideas and value characteristics about the HEI and its educational services in the minds of stakeholders. It is emphasized that the process of the higher education branding should be aimed at forming the value of the brand. This requires the following tasks, the implementation of which: 1) will create a strong competitive brand of higher education in the country, which will help solve educational problems and meet the needs of the labor market, especially within the country; 2) provide preconditions for further geographical diversification in the provision of educational services of the country’s HEIs; 3) will increase the volume of foreign and domestic investment in the educational and scientific space of the country. Along with this, the factors that should be paid attention to in the process of higher education branding and which were formed under the influence of Globalization 4.0 and the manifestation of the consequences of the COVID crisis were identified. Considering the level of development of the higher education system in the country, the choice of one of the following branding strategies for higher education is envisaged: internal orientation; internal-external orientation; external-internal orientation. It is established that Ukraine must now implement a strategy of internal-external orientation of higher education branding. It was noted that it would be better to track the results of higher education branding through special assessment and monitoring of changes in the Global Tertiary Education Brand Index and by region. Conclusion. The problem of the higher education branding, as evidenced by the results of the study, is far from simple and requires the setting of specific tasks, the completion of which should contribute to the achievement of the goal of maximizing the value of the country’s higher education brand. In the process of higher education branding and specific HEIs branding the interests of various groups of stakeholders as well as changes that taking place in the international market of educational services (including due to Globalization 4.0 and the effects of the pandemic) should be taken into account. The results of the study can be further used to develop and substantiate metho­dological approaches to determining the Global Tertiary Education Brand Index and the corresponding country indices, by which it will be possible to track imbalances and competitive advantages in the development of higher education in the regions of the country. The present work aimed to proactively prevent and overcome challenges that students with learning difficulties may encounter by identifying the reality of applying guidance and social services to students with learning disabilities from the perspective of their teachers. Additionally, it seeks to analyze the influence of key variables, including grade level, type of education, and teaching experience, on the provision of these services. The study sample included 50 teachers who were chosen randomly. A questionnaire with two domains was developed: one addressing guidance services and the other focusing on social services. The study found that there was a high degree of engagement in providing guidance and social services to students with learning disabilities at the primary level. Notably, no statistically significant differences were observed concerning grade level, educational type, or teaching expertise. Based on the findings, several recommendations were proposed. These include expanding training programs for school guides to enhance their ability to deal with students with learning disabilities and conducting further studies on the parents of students with special educational needs to assess the guidance and social services provided to their children.

Abstract:
The article examines the concept of “educational service” in the context of the public discussion that has arisen about the possibility of its use in relation to education and educational relations. The current situation with the gradual abandonment of the term in the current educational legislation is considered, which corresponds to the provisions of the new version of the Constitution of the Russian Federation and the policy in the field of traditional spiritual and moral values, but is not an effective enough measure to solve all emerging problems in the segment of legal regulation of higher education. The analysis of the existing educational relations was carried out, as a result of which it was concluded that education and educational services are not identical, the first is one of the most significant human rights and one of the largest public institutions, the second is rather a technical tool for describing financial and civil law relations related to the realization of everyone’s right to education. The author examines the problems with the use of the term “educational service” in the current legislation, as well as the difficulties arising in this regard in the course of law enforcement. The author pays special attention to the further improvement of the legal regulation of educational relations in this part.
