Abstract:
The article explains the importance of the emerging movement for EU digital constitutionalism (EUDC), which reflects a Union-wide effort to address through regulation the challenges posed by digitalisation. The article outlines the core legislative acts that have been introduced by proponents of EUDC. It describes why EUDC is important for fundamental rights protection and European foreign policy, and how the ‘Brussels effect’ extends the impact of EUDC. It enquires into whether EUDC is sustainable, taking into consideration waning EU global influence and the need for economic growth. The EU needs to strike a balance between fundamental rights protection and economic growth. The proportionality principle is the right tool for this. A proportional approach should be followed in establishing a transatlantic digital accord with the US—an agreement on the basic principles governing the digital space. A more proportional approach will pave the way to such an agreement—giving EUDC a global scope.

Abstract:
The work is devoted to the problem of military medical training in the context of digital transformation in healthcare. The aim of this work is to justify and highlight the directions for implementing specific principles of military medical training in the context of digital transformation in healthcare. The expediency of specific principles in military medical training (the principle of innovation, the principle of orientation to network services, and the principle of reliance on digital tools) is substantiated; the content and essence of specific principles have been clarified; directions for the implementation of specific principles in the process of military medical training are determined. It is shown that the need for an innovative focus in military medical training is driven by several factors, including organizational innovations that contribute to the effective transformation of the healthcare system, digital innovations aimed at automating processes related to medical data, innovative medical technologies, and pharmaceutical and medical-technical innovations associated with the use of advanced methods for diagnosis, treatment, and patient care. It is established that the principle of orientation towards network services allows for effectively combining formal, informal, and informal education for military doctors, fostering lifelong self-education skills. We specify that the principle of orientation towards network services involves familiarizing military doctors with the results of fundamental research in the medical field and relies on the open access to full-text digital publications, both domestic and international. The principle of reliance on digital tools recognizes the potential of digital tools and the appropriateness of their use in the process of military medical training.

Abstract:
The application of intelligent sensors, network technologies, and machine learning in IoT and industry is increas- ingly widespread as a part of the development and implementation of Industry 4.0, Industry 5.0, and Smart City. It is necessary to review the fundamental principles of metrological support for production. This includes calibration, estimation of measurement uncertainty, traceability, and processing of large data sets to reproduce and compare the results of measurements of physical quan- tities remotely. Modern smart sensors are cost-effective, which makes traditional sensor calibration methods increasingly uneco- nomical. The utilization of advanced networking technologies, along with machine learning, complicates the pre-processing of measured values. Therefore, new solutions are required when it comes to implementing digital metrology. In this article, a metrological framework for the full life cycle of measured data in IoT is presented. It ensures transparency, comparability, consistent quality and reliability of measured data, processing methods and results. The OPC-UA digital data com- munication standard is considered, which provides a single interface for exchanging digital data with devices from different manu- facturers or via different protocols. The syntax of a machine-readable representation of SI units and derived quantities as well as the structure of the sensor network metadata model are also described. Special emphasis is placed on dynamic calibration of sen- sors, determining measurement uncertainty in sensor networks, and implementing digital calibration certificates in IoT and industry.

Abstract:
Federal Law No. 44 of December 30, 21 "On Amendments to Certain Legislative Acts of the Russian Federation" legislatively fixed the possibility of transition of arbitration, civil and administrative proceedings to digital justice. In the near future, it is possible to use these technologies in the course of judicial control in pre-trial proceedings, as well as in proceedings before a justice of the peace and in criminal cases. The next step in the development of digital justice will be the creation and implementation of an artificial intelligence system in court proceedings. It is necessary to consolidate as soon as possible the civil, administrative and criminal responsibility of the actors of these organizations for their creation and use in violation of the established rules. The fundamental principles of using AI in justice should be the principles of legality, safe and controlled use of AI, confidentiality of personal information. The development of artificial intelligence should be carried out in order to ensure the conditions for the transition of human civilization to a higher level of spiritual, moral, intellectual and physical development.

Abstract:
This paper analyses the trend, design fundamentals, and design principles of contemporary character design from digital game. It discusses that even though the design styles of today’s digital art era are flourishing with diverse thinking and visual approach, the classic pixel art style will never go out of style. The fundamental element of artistic design in pixel art style is a single element, a pixel. Many designers prefer using the single pixel style as the fundamental element of their artistic design, which has led to the creation of various intriguing design categories. Despite the prevalent use of full high-definition 3D rendering images in contemporary digital game design, the pixelated style remains a timeless tribute to the classics with an enduring impact, given its promising development prospects. Pixelated design is now being applied to practice by more designers and artists, and it has gradually become a unique form of artistic visual expression.

Abstract:
Large-scale digitalization of social processes covers more and more areas of human activity, including criminal justice. At the same time, in the context of digitalization and likely digital transformation, it is important to preserve the moral basis of criminal proceedings. The paper discusses the degree of stability of the moral foundations of the criminal procedure in the face of the latest digital trends, analyzes the likelihood of changes in the system of moral principles in criminal proceedings in the context of digitalization. The author concludes that domestic criminal justice is at the initial stage of digitalization. At the moment this process does not pose serious threats to its moral principles. As various information and technological innovations (artificial intelligence, robotics, neural networks, etc.) are introduced into the criminal procedure, the risk of undermining its moral foundations increases significantly. Thus, the safety of moral principles in criminal proceedings is directly dependent on the limits of its digitalization. In general, it is possible to ensure the security of the fundamental provisions of the criminal procedural legislation, which are based on moral norms, if important conditions of a humanistic nature are observed in the process of introducing digital technologies. The use of a technocratic approach in the course of digitalization of criminal proceedings can cause irreparable harm to the moral and legal foundations of criminal procedure.

Abstract:
This article is based on a research aiming to contextualize the fundamental principles of art and design to current setting in which analog media are no longer chosen as the ultimate hardware/tools. It is important considering digital hardware becomes more and more prevalent even preferred by students, whereas analog tools are getting harder to obtain, expensive and less ecological friendly. The goal of this research is to produce method analysis and the creation of two-dimensional basic design through digital media (Camera) followed by conventional drawing tools, documented and conducted by the lecturers and the students. So far, almost 100% of the studies concerning basic design could only be found in foreign publications, with visual work examples that cannot be used freely in Indonesian local education due to copyright issue. Therefore, a literature study is conducted to examine the formal objects of this research which are the elements and fundamental principles in design, followed by ideation and visualization processes carried by the students in basic design classes through the semester. The visualization itself will integrate analog and digital media to generate the material objects of the research, which is a series of two dimensional design compositions. These compositions are then analyzed and classified to taxonomic category of fundamental principles of two-dimensional design as an integral part of teaching-learning process (self-evaluation class for future improvement).

Abstract:
One of the fundamental principles of democratic systems is freedom of the press, which is enshrined in freedom of opinion and expression. It is within this major democratic principle that the irruption of social platforms in the long history of communication channels and the media is inscribed. This communication aims to show that democratic progress, by means of social networks, is far from assured. These networks, which are supposed to breathe new life into the democratic dynamic, have transformed it into a place where the hatred and violence that are at the root of social crises can be demonstrated. However, the idea of a humanization of social networks in the light of all-out development away from state regulation is essential. This humanization will have its quiddity through education and digital culture to avoid social and moral excesses. Keywords: Social crisis, Democracy, Digital Humanities, Freedom of speech, Social media.

Abstract:
The paper analysis the strategies and concepts developed in the world in modern directions: innova- tive economy, digital economy, artificial intelligence, Industry 4.0 and others. The problem is to determine the initial fundamental parameters of order and their prospects in the global world, the definition and principles of artificial intel- ligence systems (AIS), its structure and important aspects and principles of future science and technology in analysis and synthesis based on synergetic approaches, innovative, information, converged technologies, taking into account the design of future and viable and safe and sustainable development in the context of Industry 4.0, digital economy (DE) and Society 5.0. The general scheme of the integrated model of sustainable and socio-humanitarian development in the global system is proposed, which the authors call the noosphere model of sustainable and safe development as an important fundamental platform for the design and creation of AIS. In the XXI century education, science and innova- tive technologies becomes the «basis» of the spiritual and material reproduction of man, transforming the society of the XXI century into an educational society, ensures compliance with the law of advanced development of human quality, quality of social intelligence and quality of educational systems in society. noosphere evolution (Субетто, 2008). Industry 4.0 is the next stage in the digitalization of production technologies with the accelerated introduction of new developments and cyberphysical systems, which is changing business models. Accordingly, Industry 4.0 as a separate segment of digital manufacturing technologies takes its place among other digital sectors. The analysis of the Strategies and Concepts developed in the world in modern directions: innovative economy, digital economy, artificial intelli- gence, Industry 4.0 and others is carried out in the work. The problem is to determine the initial fundamental para- meters of order and their prospects in the global world, the definition and principles of artificial intelligence systems (AIS), its structure and important aspects and principles of future science and technology in analysis and synthesis ba- sed on synergetic approaches, innovative, information, converged technologies, taking into account the design of future and viable and safe and sustainable development in the context of Industry 4.0, DE and Society 5.0. The main scientific and technological factors in the 21st century will be the development of: Artificial Intelligence, Nano Technologies, Bio-Media Technologies, Cognitive Technologies and Socio-Humanitarian Technologies. More specifically – this is the modern development of Innovative Technologies: «NBIC SH». Therefore, it is necessary to note the importance of taking into account the principle of I2K2+SH, ie: Intellectualization, Integration, Convergence, Coevolution and Socio- humanitarian technologies. It is important and necessary to take into account modern principles of designing a su- stainable and secure AIS and solving the problem of Harmonization between 2 worlds: Real and Virtual, especially in their hybridization. Our immediate future is a hybrid nonlinear world. Note that digitalization, artificial intelligence (AI) and robotics will be the main drivers of global economic growth by 2030E. An important paradigm and platform is the Integrated System: for Industry 4.0, DE and AI, taking into account the complex principle of I2K2+SH. If the transition of the Ukrainian economy to an innovative one does not take place in the next 3-5 years, Ukraine will remain in the backyard of civilization.

Abstract:
The author discusses the problems related the transformation of the theory of civil law in the situation of subjects and objects. It is noted that there is one fundamental question that can be divided into separate sub-questions. The question is if it is necessary to expand the legally established list of subjects/objects. Can new digital relationships be explained according to classical constructions? In order to solve these problems, the author proposes a “test on the principles of civil law”. It can be a theoretical and practical basis for solving the issue of changing fundamental approaches to the subject, object, subjective rights, legal facts in the conditions of digitalization of society. According to this approach the “test on the principles of civil law” is a thought experiment, which consists in presenting how the principles of civil law will be interpreted with a significant transformation of the fundamental categories of civil law in connection with the digitalization of society.

Abstract:
Historically, tax reforms have always been a response to societal transformations, which aim to modernize relations between states, businesses and citizens. The contemporary digital transformations of social relations intensified by globalization have become another challenge. The tax system has been at the centre of ongoing changes. Consequently, there arises a need for reforms of tax systems. Likewise, it is necessary to reassess and review the principles ensuring the efficiency of such systems. The research aim is to investigate the impact of the digital society and economy on tax equity. This purpose also includes a critical analysis and a summary of the ways in which tax systems in different countries and corporations respond to digital challenges. The challenges in question are associated with tax burden on the activity of the abovementioned entities when they implement business models in virtual reality. The research methodology is based on the fundamental principles of the Russian tax law with particular regard to the mandatory elements of taxation. Additionally, the research method involves the classical principles of taxation such as equity, certainty, convenience and economy. The authors have also developed an original approach to consider the formation of excess profits by digital companies and digital rentiers. The analysis of the terms ‘digital presence’, ‘market jurisdiction’ was conducted with due consideration of jurisdiction in digital markets directly related to the activity of digital platforms. The paper also examined the potential opportunities and dangers that arise in the process of automated payment of taxes in each deal. Furthermore, specific problems regarding the determination of border crossing by an intangible asset or a provided service which can consist of both a tangible asset and a digital service were addressed. The research on the impact of digital solutions in business was performed in conjunction with the analysis of the European approach to similar issues. In accordance with the European framework, attribution of profits to the jurisdictions of those countries where consumers reside establishes the principles of equity. Based on this evidence, therefore, it was demonstrated that it is becoming a fundamental necessity in modern society to increase tax certainty of virtual businesses despite the opportunist attitude of some companies (with respect to national governments) as well as governments (with respect to the global economy). As taxpayers’ physical presence in a particular jurisdiction to generate profits which form the tax base is no longer required, a balance between national tax systems and the appearance of supranational taxation should be found. This objective poses a risk of failing to provide conditions necessary to ensure tax equity. The thesis that tax competition exists in countries and various territories was supported, which enabled the authors to demonstrate potential of concerted effort to develop supranational taxation aimed at tax equity restoring. Furthermore, such mandatory elements of taxation as ‘object of taxation’, ‘tax base’, ‘tax rate’ are still valid in the digital world. At the same time the evolution of business models used by digital and supranational companies, servicization of the economy, digital service development and smart products creation require revising the definitions of these terms.

Abstract:
Digitalization is radically transforming the classical postulates of comparative legal theory formed in the 20th century. Global information technologies are changing the fundamental principles of state power organization, erasing the boundaries between the state and business spheres, and leading to their convergence in common areas such as cyber law. The updated methodology of comparative legal analysis makes it possible to compare the traditional and modern principles of comparativistics, identify risks for the classical theory from the digital transformation, and substantiate the need to modernize the foundations of comparative jurisprudence through an integrated digital governance concept based on advanced IT tools. The strategic role of the renewed methodology in shaping effective analytical approaches to studying the global phenomena of the digital transformation of legal systems and developing an optimal strategy for their adaptation to the new technological reality is emphasized.

Abstract:
State management in its content is a complex and at the same time dynamic process. The second half of the 20th century can be considered the initial period of management transformation and establishment of governance structures. Governance based on democratic principles is based on a number of fundamental principles, the correct implementation of which is the most important prerequisite for the establishment of democratic institutions. One such important democratic process is the referendum. In Europe, the practice of referendum is most established in Switzerland, which is governed by a system of direct democracy. Accordingly, in order to solve problematic issues, citizens in Switzerland take part in both regional and national referendums, which are undoubtedly democratic in content and respond to the fundamental principles of modern public administration. In Georgia, where there is little experience in holding a referendum, the implementation of a digital referendum is the latest challenge, which will be an important step in the way of the country's European integration. The involvement of citizens in the solution of important issues for the state allows the so-called possibility of communication between society and government. It eliminates "black holes" and ensures the reduction of conflicts between them. Of course, all the positive results of the referendum depend on how fairly and objectively it will be conducted. Thus, one of the important challenges of the digitalization of the public administration of Georgia is the digital referendum, the implementation and development of which is an effective step on the way of the state development of Georgia and as a result ensures the acceleration of the country's institutional and European integration processes. In the era of digital governance, it is necessary to develop new approaches to state intervention in all spheres of public life and public service delivery systems in order to optimally respond to the needs of citizens. Analysis and comparison methods are mainly used in the work, proposals are given in the direction of improving the provision of public services in connection with the electronic referendum.

Abstract:
This concise article maintains that, in times of structural and persistent crisis, Europe needs to effectively tackle the multiple challenges and existential fears by cultivating a strong and dynamical digital skills ecosystem, based on collective values and the fundamental liberal principles of co-creation, co-evolution, and collective intelligence, over against the obsolete principles of optimisation and top-down administration and control. This will arguably result in upgrading humanism (humanism 2.0) and democracy (democracy 2.0), and in boosting responsible innovation and, therefore, adaptiveness, as well as in translating technological progress into inclusive and sustainable economic growth, and risks into creative opportunities for all citizens.

Abstract:
This article aims to shed light on the application of the ‘right to be forgotten’ in the case law of the Court of Justice of the European Union (CJEU or Court) as well as the German Highest Courts, that is, the German Federal Constitutional Court (Bundesverfassungsgericht) and the German Federal Court of Justice (Bundesgerichtshof) from a fundamental rights perspective, thereby also considering the principles established by the European Court of Human Rights (ECtHR). While the CJEU in its decision in Google Spain (Case C-131/12) established a rebuttable presumption of supremacy in favour of the right to privacy, the German Highest Courts have ever since acknowledged the equal weight of fundamental rights in order to ensure a fair balancing of the latter against each other. However, considering the CJEU’s decision in GC and Others (Case C-136/17), the Court has arguably shifted its approach, thereby getting closer to an actual fair balancing of fundamental rights. It will be argued that such change in paradigm arguably provides for an approximation of the latter approaches in favour of the approach of the German Highest Courts. Such development is welcome, not only because it is in line with the principles established by the ECtHR and thus provides for a uniform standard of protection of fundamental rights within the EU, but also because of the existing lack of a hierarchy of the respective fundamental rights concerned which, as a consequence and matter of principle, obstructs the presumption of supremacy of one over the other. artificial intelligence, GDPR, digital humanism, rule of law, human dignity, constitutionalism

Abstract:
The article is devoted to the role of the principles of contract law in the cases arises from economic disputes in connection with the use of current digital technologies by the parties of the contract. Based on the analysis of different US court decisions, the author makes several scientific proposals. The most fundamental of them is that the digitalisation of society and the emergence of new relationships does not prevent the application of the principles of contract law. At the same time, the principles might be filled with special content and understanding. In such circumstances, the interpretation of the principles of contract law is essentially vital. There is a good example of the successful attempt of this type of interpretation. Having examined the interface and design of the corresponding online platform, the court of the USA determined the fact of consent to the terms of the user agreement according to the principle contractual freedom. It is a very useful approach for the Russian practice as well. Based on the principles of contract law, the US courts formulate the substantive part of the decision. Furthermore, they do creatively approach the establishment of a model for regulating emerging relations in the digital economy. The creatively approach of courts should not be useful in Russia according to the traditions of the continental system of law. However, it should be used by the legislative power. In order to establish an affective regulatory model, it is necessary to take into account not only economic feasibility and technical features. First of all, we have to rely on the principles of law. Unfortunately, it is not always obvious in Russia.

Abstract:
“Metaverse” has been gaining popularity since 2021 and the term has observably inextricable relation with cinema. But the implication of Metaverse film should be far more than a sci-fi subgenre. Following Deleuze and Manovich’s discourse of intermediality analysis, this paper discusses how Metaverse influences cinema with its connotation, cultural principles as well as its technologies, argues that it may bring about a fundamental change to cinema, especially when it is integrated with video installations, which will change cinema in all aspects of its aesthetics, narrative and distribution, and explores these revolutions from both the aesthetic and material perspectives of cinema.

Abstract:
Backgraund: Active implementation of artificial intelligence technologies in the healthcare in recent years promotes increasing amount of medical data for the development of machine learning models, including radiology and instrumental diagnostics data. To solve various problems of digital medical technologies, new datasets are being created through machine learning algorithms, therefore, the problems of their systematization and standardization, storage, access, rational and safe use become actual. A i m : development of an approach to systematization and standardization of information about datasets to represent, store, apply and optimize the use of datasets and ensure the safety and transparency of the development and testing of medical devices using artificial intelligence. M a t e r i a l s a n d m e t h o d s : analysis of own and international experience in the creation and use of medical datasets, medical reference books searching and analysis, registry structure development and justification, scientific publications search with the keywords “datasets”, “registry of medical data”, placed in the databases of the RSCI, Scopus, Web of Science. R e s u l t s . The register of medical instrumental diagnostics datasets structure has been developed in accordance with stages of datasets lifecycle: 7 parameters at the initiation stage, 8 – at the planning stage, 70 – dataset card, 1 – version change, 14 – at the use stage, total – 100 parameters. We propose datasets classification according to the purpose of their creation, a classification of data verification methods, as well as the principles of forming names for standardization and datasets presentation clarity. In addition, the main features of the organization of maintaining this registry are highlighted: management, data quality, confidentiality and security. C o n c l u s i o n s . For the first time, an original technology of medical datasets for instrumental diagnostics structuring and systematization is proposed. It is based on the developed terminology and principles of information classification. This makes it possible to standardize the structure of information about datasets for machine learning, and ensures the storage centralization. It also allows to get quick access to all information about the dataset, and ensure transparency, reliability and reproducibility of artificial intelligence developments. Creating a registry makes it possible to quickly form visual data libraries. This allows a wide range of researchers, developers and companies to choose data sets for their tasks. This approach ensures their widespread use, resource optimization and contributes to the rapid development and implementation of artificial intelligence.

Abstract:
The unprecedented expansion of the digital economy has increased the intricacy of mobilising tax revenues from both domestic and international transactions. Tax evasion and avoidance are perpetuated by the invisible nature of digital transactions. To minimise the untapped revenues, countries all over the world are mapping policy strategies on how to collect revenue from this sector. African countries are not an exception. They have constructed digital tax policies to levy both direct and indirect taxes on digital transactions. This paper focuses on direct digital service taxes (DSTs). Direct digital service taxes have been an issue of debate among governments, policy makers, academics, tax bodies, and development organisations. Disagreements coalesce around their structure, their adherence to the canons of taxation, opportunities, and challenges as well as consequences of implementing them. Through a literature review, this paper assesses the legislative structure and administration of digital service taxes in relation to the canons of taxation. The findings of the review were conflicting. While certain aspects, motives, and possible outcomes of the taxes upheld the principles of taxation, some of these were conflicting with the principles. This could possibly be linked to variations in the economic, political, and social contexts in African countries and between developed and developing countries. The study recommends that while digital service taxes are an irrefutable necessity to tap tax revenues from the digital economy, African countries should ensure that equity, neutrality, economy, and efficiency among other principles are considered and balanced with the fundamental roles of tax policy.

Abstract:
Health promotion methodology of evolved homeopathy is very useful to achieve near zero disease-levels in the various organs of a person’s body, only for those persons, who are health-conscious and want to continue sincerely with the preventive medicines of evolved homeopathy and digital homeopathy, and occasional GDV (Gas discharge visualization) check-up, as may be necessary. The methodology of evolved homeopathy utilizes medicines of digital homeopathy and evolved homeopathy for prevention and cure, according to the first fundamental-principle of cure (“Prevention is better than cure”). True “nipping in the bud” of any disease from a patient’s body is possible only when the treatment starts based not on a patient’s perception of symptom(s) but on a whole-body diagnostic chart generated by a sophisticated device like the GDV scanner. Based on the experience of the persons who are utilizing the side-effect free preventive and curative medicines of evolved-homeopathy and digital homeopathy for preventing and curing problems of various organs to achieve near zero disease-level, it is clear that the methodology of evolved-homeopathy and digital homeopathy for health promotion, is very effective. It seems evident that for the sincere followers of the three fundamental-principles of cure as detailed below, health promotion methodology of evolved homeopathy and digital homeopathy, is very beneficial. When the condition of near zero disease-levels in the various organs of a person’s body, is achieved, about 20 years age-reduction is felt along with improvement of physical and mental stamina.

Abstract:
The introduction of cutting-edge digital technology has triggered a sea change in many industries, heralding a potential reconfiguration of labor dynamics, strategic approaches, and legislative frameworks. This article critically examines the dynamic nature of the digital economy, analyzing its emerging characteristics while acknowledging its persistent components. The article reveals three fundamental business techniques that constitute the foundation of its structure: modularity, open innovation, and platforms. These techniques embody the fundamental principles of organization and their significant ramifications for society. Within the context of underdeveloped countries, the digital economy brings a unique convergence of both obstacles and potential. Organizations and governmental decision-makers face the challenge of reconciling the need for innovation with the pursuit of strategic positioning. This study examines the strategic opportunities available to businesses operating in underdeveloped countries, with a particular emphasis on market dynamics and innovation. Importantly, in order to spur innovation and secure a competitive edge in the digital economy, you don't have to be able to see whole world's info. Several openings exist, especially in industrial applications, where physical systems and domain-specific knowledge are still necessary. Although key platform owners possess significant skills, such as data access and analysis, the ability to promote innovation and establish new market niches is not limited to them alone. The digital economy represents a fundamental change in the way economic activities are conducted, requiring individuals and organizations to possess the capacity to adapt, customize, and continuously innovate in order to fully use its capabilities.

Abstract:
Digital gerrymandering refers to the phenomenon of using information technology to artificially manipulate electoral district boundaries to favor a particular party or group. It involves the use of data analysis and information technology to redraw electoral boundaries in a way that results in advantageous outcomes for specific parties or groups. Through digital gerrymandering, it's possible to artificially design the distribution of voters to benefit certain parties or candidates. As a result, this undermines the fairness of elections and induces bias, allowing the votes of certain groups to have disproportionately greater influence compared to others. This process poses several critical threats to the principles and fundamental rights of democracy. First, it violates the principle that every voter's vote should be treated equally. Digital gerrymandering can artificially adjust the value of votes in certain areas, diminishing the influence of some voters while overestimating that of others. Second, it leads to the distortion of political representation. When electoral district boundaries are manipulated, the outcome can differ from the actual will of the voters, resulting in a political representation system that fails to accurately reflect the opinions of some voters. Third, it infringes upon freedom of expression and political diversity. Voters' rights to freely express their political preferences and choose from a variety of political options can be restricted. This study aims to analyze the impact of digital gerrymandering on fundamental rights, especially the right to vote and freedom of expression, and to propose legislative measures to counteract it. It examines how digital technologies can distort the electoral process and specifically how they can infringe upon voters' rights to freely express their will and vote. Additionally, the study explores necessary legislative responses to address these issues, aiming to protect the core values of democracy and ensure the fairness of elections. To achieve this, the study seeks to clarify the concept of digital gerrymandering, illustrate how it can infringe upon fundamental rights through specific examples, and identify concrete legislative measures to ensure transparency and fairness.

Abstract:
As a fundamental design feature of their digital archives, this approach was applied to the project. It has so demonstrated considerable potential in terms of defining and condensing crucial data pieces that support the presumption of authenticity across a wide range of record formats. The purpose of this study is to offer a conceptual technique, which will be referred to as object-oriented diplomacy in this work. This methodology focuses on creating digital records that can maintain their authenticity over time and when they are removed from their original systems. This is accomplished through the extension of archival diplomatic theory and the application of object-oriented programming (OOP) principles. A new way to support the presumption of the authenticity of digital records is presented in this study, which makes use of concepts from archival diplomatic theory, which are combined with OOP principles. It is the author's goal that this work may spark a more fruitful collaboration between archivists and records managers and software developers in the development and implementation of digital repositories in the future.

The article is devoted to the analysis of the basic concepts of digital constitutionalism, the characteristics of doctrinal development and areas of research, as well as to cover the problematic issues related to the definition of this phenomenon in the system of modern constitutionalism. It is noted that, despite the rather solid list of the latest analytical works regarding digital constitutionalism, its doctrinal definition is not complete, and there is no clearly recognized definition of this concept. There is now a general consensus among researchers that digital constitutionalism is a set of traditional constitutional values adapted to the new requirements of the digital environment. From the standpoint of digital constitutionalism, society should respond to the shortcomings of digital technologies and provide the ideals, values and principles of modern democratic constitutionalism, support its balance sheet and guarantee system. Digital constitutionalism advocates such fundamental principles as the rule of law, the separation of powers, democracy and the protection of human rights in a qualitatively new context of the information society. At the same time, new constitutional principles emerge in various forms. Not only as amendments to national constitutions, but also as internal rules of online platform, precedent right of national constitutional courts and transnational judicial bodies, but even as legally optional declarations of Internet rights, which are promoted by participants in civil society. This gives grounds to argue that digital constitutionalism is a new direction of modern constitutionalism (New Branch of constiturationalism) while remaining within a democratic legal discourse. Thus, it is stated that digital constitutionalism has noted a new phase of development of modern constitutionalism and a new paradigm of constitutional and legal research. Without these factors, it is impossible to ensure the modern constitutional and legal development of states and the improvement of national constitutional legislation.

Abstract:
Introduction. Russian civil legislation takes into account innovations in information exchange by fixing the concept of digital rights, while giving them an exclusively private legal understanding. The modern doctrine proceeds from the fact that development of digital technologies has also significantly influenced the concept of fundamental human rights. Continuation of this vision is the emergence of digital rights in the public sphere. This actualizes the analysis of their possible limitations in order to counter terrorism. Theoretical analysis. The research reveals the consequences of the transfer of a significant amount of social relations to digital format. At the same time, while the general discourse of discussions stems from the principle of “normative equivalence” between “offline” and “online” (which does not require fundamental changes in law), the experience of the spread of digital technologies shows that it increasingly faces systemic failures. The authors indicate the difficulties with the definition of digital rights and their regulatory consolidation (by analyzing the regulations of the European Union). Empirical analysis. Based on the identified characteristics of digital communications, the paper presents the models for countering terrorist threats in modern cyberspace. The features of the legislative support of the Chinese model of the “Golden Shield”, based on the principles of digital sovereignty (in particular, the Law of the People’s Republic of China “On Data Security”), are shown. The authors highlight the features of imposing restrictions on the right to digital communication for persons suspected of involvement in terrorist activities (in particular, on the basis of the Anti-Terrorism and Border Security Act adopted in 2019 in the UK) and consider other foreign experience in countering terrorist threats in the digital sphere. Results. The necessity of taking into account the technological features of information exchange in the digital space is demonstrated. This has a significant impact on the emergence of new measures to counter terrorism. Foreign experience testifies to the expansion of the list of operational and search measures, the list of elements of crimes of a terrorist nature.

Abstract:
In the conditions of fundamental socio-cultural reforms and radical modernization of the concept of social development, first of all, the requirements for the personality of a new type of school principal are increasing. The meaning of management is that the school principal plays a huge role in the efficiency of the team, and its ability to respond to "external challenges". Therefore, modern principals of educational institutions must possess several general and professional competencies, skills in strategic planning, system modeling, and the organization of effective interpersonal and professional communications among the teaching staff. One of the important ones is the information and digital competence of the school principal. Based on taking into account the specifics of the development of the digital competence of the school principal, we have developed an organizational and pedagogical model, which contains tasks for the development of its components and provides for several approaches, principles, and provisions that allow establishing the educational process from a didactic point of view.

Abstract:
Religious moderation has become a highly relevant issue in recent years. It has not only become a topic of discussion in the political sphere but also a profound subject of academic and educational discourse. The article aims to explain the principles of religious moderation in the digital book of Madrasah Tsanawiyah for the Fiqh Class VIII curriculum of 2013. The research employed a non-interactive qualitative approach, using library research. Data were collected through document analysis, with content analysis as the data analysis technique. The study reveals significant principles of religious moderation within the fiqh class VIII student book. These principles of moderation encompass al-ishlah (wisdom), muwathanah (love of country/patriotism), i'tidal (proportionality), tasamuh (tolerance), qudwah (exemplary), and tahadhur (civility). This finding is a noteworthy contribution to understanding how religious education in Indonesia likewise promotes religious restraint as a core principle. It emphasises the importance of educating students about the significance of practising restraint in their religious practices. Abstrak: Moderasi beragama telah menjadi isu yang sangat relevan dalam beberapa tahun terakhir. Abstract:
Despite increasing interest in the use of digital tools in boardgames for both commercial and research purposes, little research has to date explored how and why these tools are used. We interviewed 18 professionals working in the boardgame industry to explore the combination of digital tools and tabletop play, which affords new experiences and opportunities for both players and designers. We generated five key themes from the interview data. Participants engaged with ontological questions about the fundamental nature of games; they showed strong opinions about the use of digital tools; they discussed the impacts of digital tools for game design as well as in their design practice; they raised concerns about the costs to develop and maintain such tools; and they considered how they affect the in-game player experience. From these themes, we generate five design principles for digital tools for boardgame play: traceability, completeness, integration, privacy, and materiality. Grounded in empirical data, these design principles guide game designers and researchers seeking to explore this novel design space. Our research focuses attention on the role of digital components in play and on the need for thoughtful implementation that considers the entire lifecycle of the game, from development through publication and, ultimately, archival access.
