Full textThis study investigates the techniques and functions used by public relations (PR) practitioners at agencies in Durban. Although PR techniques and functions are known, there is a lack of research on how they are being applied and how they assist current PR practitioners in conducting their activities. Using the constructivist approach and the reflective paradigm of PR as a conceptual theoretical framework, this research aims to provide a view of how the PR techniques and functions are being employed today as well as report back on current trends. Through interviews with various PR agencies in Durban, the findings revealed that practitioners are applying the tech-niques and functions correctly for the most part. However, the media landscape is changing and is affecting the role of the PR practitioner by demanding they play a larger role in creating journalistic content. In addition, the changes in the digital media space require PR practitioners to apply new tactics to keep up with the fast develop-ment, especially when it comes to working with influencers. Although the practitioners believe PR is perceived as a legitimate industry, it is still regarded as a marketing tool. A shift is required in this regard as this signifies that PR may not necessarily be seen as a standalone industry by corporate organisations. To improve the current state of PR, practitioners need to conduct adequate environmental scanning and research in order to gain access to the decision-making table and prove PRs value to senior management.

Full textAccording to George Bernard Shaw, “The main difficulty with communication is the illusion that it has been accomplished.” Effective internal communication is crucial for successful organisations as it affects the ability of strategic managers to engage employees and achieve objectives (Welch & Jackson, 2007:177). According to Toth (2007:480), internal communication is one of the most important specialities of public relations, it is the force that develops “structures and cultures” within an organisation. Mersham and Skinner (2001:8) infer that communication permeates all activities in an organisation: it represents an important work tool through which individuals understand their organisational role and integrates organisational subunits. According to Grunig and Hunt (1984:23) symmetrical public relations models will increase the likelihood of employee job satisfaction and their satisfaction with the organisation as a whole. In addition, Toth states that “satisfied employees are more likely to be loyal to the organization they can identify with” (2007:481). The author further propounds that “the more participative the culture, the more symmetrical system of communication”. To augment the aforementioned statement, Kitchen argues that an organisation’s communication system and models are an important contributing factor for staff morale and productivity (2001:81). Employees tend to have higher morale and are more motivated in the workplace if all channels of communication are open. To extrapolate “open communication” systems, this paper will distil Grunig and Hunt’s (1984:21-31) symmetrical model of public relations as departure point to effective corporate communication, but also focus extensively on the internal communication matrix (Welch & Jackson, 2007:185) that will provide answers to the anti-luvial question on who communicates, to whom, in what way, with what content and for what purpose (Welch & Jackson, 2007:185). A modern organisation cannot function effectively without a positive internal climate and well-functioning channels of internal communication. To research the goals of the organisation’s internal communication strategy it should be responsive to employee needs and concerns (Seitel, 2004:288). The author further propounds the importance of internal publics as a stakeholder by arguing that in the new information era, managers have realised that the assets of the institution lie very much in the hands of the employees (Seitel, 2004:288). According to Garbarino (1977:32) the concept of culture is not new, as Ethnographers have studied the cultures of various societies since the 17th century. It is however only since the 1980’s that the impact of culture on organisational processes is being studied by scholars (Smircich & Calas, 1987). Organisational-or corporate culture is understood to be the firmly implanted values and assumptions of the organisation (Ouchi, 1981; Schein, 1990). Martin, Sitkin and Boehm (1985:99-124) identified two schools of thought regarding the question of cultural change. Cultural pragmatists argue that it can be changed due to the fact that it is a cultural efficiency managed to suit organisational goals set by the dominant coalition. Wilkins and Ouchi (1983:479) on the other hand argue that corporate culture is something that develops over time through unconscious evolution among a majority of people in the organisation, not through the dominant coalition. “Cultures specific to an organization evolve over time and influence the way in which individuals in the organization interact and react to the challenges posed by the environment” (Sriramesh et al., 1992:584). Sriramesh, Grunig and Dozier (1996) followed the lead of other organisational scholars (e.g. Wilkins 1983a) by using organisational culture to explain variables of primary interest to scholars in the field of public relations. They used corporate culture in particular to explain the nature of the communication system inside organisations. Grunig, Grunig and Dozier (2002:482) generated theoretical propositions about two distinct types of organisational culture which they contrasted as “authoritarian” and “participative” cultures in the Excellence study. This study further aims to establish the importance of values, symbols, meanings, beliefs, assumptions and expectations as an integral part of corporate culture, and that there is a symbiotic, reciprocal relationship between culture and communication. According to Sriramesh et al. (1996:239) altering one “will facilitate a modification in the other”. Siehl (1985) emphasised, after looking at change of leadership in organisations, that “once the desired value system was identified and articulated, the entire workforce (not just the managers) may have to strive to change or manage the organisation’s culture.” (Sriramesh, Grunig & Dozier 1996: 237). Sorge and Warner (1997:09) argue that “the core of culture is values”. Deal and Kennedy go so far as to say that they are of the opinion that successful companies succeed because their employees can “identify, embrace, and act on the values of the organization” (1982:21). The aim of this study, based on theory, is that there is a reciprocal relation between internal communication and corporate culture based on open symmetrical communication at the Cape Peninsula University of Technology (CPUT) can potentially modify the organisational culture of the University.

Full textENGLISH ABSTRACT: Collective bargaining has gained more prominence within the industrial relations system as the latter is undergoing a worldwide transformation process. None of the effects of this transformation process is potentially more important to workers than the impact on dispute resolution. Changes in world markets furthermore necessitate a renewed emphasis on quality of products and services. Within this context labour conflicts in the public service have potential crucial consequences for the South African government's ability to promote economic development and service delivery. The Education Labour Relations Council (ELRC) with its nine provincial chambers provides the infrastructure for collective bargaining in the public education sector and plays an important role in managing conflict and disputes within this sector. The goal of this research is to determine whether the Western Cape provincial chamber of the ELRC (PELRC) is effective in the fulfilment of its statutory functions, with specific reference to its collective bargaining and dispute resolution functions. Data has been collected by conducting interviews using an interview schedule. The research indicated that the PELRC does perform its statutory collective bargaining and dispute resolution functions. The PELRC, however, is more active in terms of dispute resolution than collective bargaining. The research established that the PELRC does not measure its effectiveness. Results were inconclusive regarding the PELRC's effectiveness in terms of its service delivery. The research, though did manage to identify those factors that contribute to effectiveness as well as those that counter it. It furthermore indicated that when effective, the PELRC's service delivery has a positive impact on the said statutory functions.
AFRIKAANSE OPSOMMING: Kollektiewe bedinging het in vernaamheid binne die arbeidsverhoudinge sisteem toegeneem soos wat laasgenoemde 'n wêreldwye transformasie proses ondergaan. Geen van die gevolge van hierdie transformasie proses is vir werkers moontlik belangriker as die invloed wat dit op dispuut oplossing het nie. Veranderinge binne wêreld markte het verder 'n hernuwe klem op die kwaliteit van produkte en dienste genoodsaak. Binne hierdie verband het arbeidskonflik in die staatsdiens potensieel kritieke gevolge vir die Suid-Afrikaanse regering se vermoë om ekonomiese ontwikkeling en dienslewering te bevorder. Die Raad van Arbeidsverhoudinge in die Onderwys (RAVO) met sy nege provinsiale kamers verskaf die infrastruktuur vir kollektiewe bedinging in die openbare onderwys sektor en speel 'n belangrike rol in die bestuur van konflik en dispute binne hierdie sektor. Die doel van hierdie navorsing is om te bepaal of die Wes-Kaap provinsiale kamer van die RAVO (PRAVO) effektief is in die uitvoering van sy statutêre funksies met spesifieke verwysing na sy kollektiewe bedinging en dispuut oplossing funksies. Data is ingesamel deur onderhoude te voer waartydens 'n onderhoud skedule gebruik is. Die navorsing het aangetoon dat die PRAVO wel sy statutêre kollektiewe bedinging en dispuut oplossing funksies uitvoer. Die PRAVO is egter meer aktief in terme van dispuut oplossing as kollektiewe bedinging. Die navorsing het vasgestel dat die PRAVO nie sy effektiwiteit meet nie. Resultate was onoortuigend betreffende die PRAVO se effektiwiteit in terme van sy dienslewering. Die navorsing het wel daardie faktore wat tot effektiwiteit bydra sowel as dié wat dit teenwerk geïdentifiseer. Dit het verder aangetoon dat wanneer effektief, die PRAVO se dienslewering 'n positiewe invloed op die genoemde statutêre funksies het.

Full textO objetivo deste trabalho é analisar a eficácia do sistema de cotas sociorraciais nas universidades. Não se trata de estudar a eficácia legal, jurídica ou social das suas normas, que vem a ser, respectivamente, a aptidão para produzir efeitos jurídicos, os efeitos jurídicos propriamente ditos e o cumprimento dos seus preceitos pela sociedade. Cuida-se de estudar a efetividade do sistema de cotas a partir das metas que ele intenta alcançar. Quer-se compreender se o modelo adotado é apto a atingir sua finalidade social. Os programas de ação afirmativa são políticas públicas voltadas ao combate à discriminação, à diminuição da desigualdade e à inclusão social de minorias. As cotas sociorraciais serão eficazes se alfim tiverem transformando em realidade aquilo que almejaram. Os beneficiários dessas cotas são as pessoas de baixa renda, especialmente os estudantes negros. Sua finalidade imediata é o acesso dessas pessoas a serviços e oportunidades dos quais elas foram historicamente excluídas. A finalidade mediata é conferir às minorias raciais ascensão econômica e social, integrando-as ao estado de bemestar e permitindo que seus representantes ocupem posições sociais as quais sempre estiveram subordinados antes. Se atingir essas finalidades primaciais, poder-se-á dizer que a política de ação afirmativa foi eficaz. Ainda é cedo para tal afirmação, mas é possível avaliar sua idoneidade pelo método hipotético-dedutivo, aferindo se a fórmula adotada permite que ela seja eficaz no futuro ou se está destinada ao malogro. Para tanto, após uma exposição da origem e evolução das ações afirmativas, das suas minorias, das teorias políticas normativas que lhe dão suporte e da concepção que inspirou o modelo brasileiro, procedeu-se ao estudo da legislação pertinente, das normas jurídicas que formataram o programa, bem como ao levantamento de informações contidas em copiosa doutrina sobre o tema, em estatísticas publicadas e em iterativas jurisprudências dos tribunais sobre a matéria, inclusive da decisão do Supremo Tribunal Federal que considerou o sistema de cotas constitucional. Ao final, foram constatados equívocos preocupantes, tais como percentuais de cotas estabelecidos em padrões excessivamente altos; adoção de modelo que mantém as pessoas separadas por categorias raciais; eleição do método controverso da heterodeclaração, em que o indivíduo é confrontado por um comitê encarregado de confirmar o seu padrão racial; metodologia que prestigia os alunos egressos do ensino público e tem prejudicado estudantes bolsistas e alunos de escolas privadas de baixo desempenho. As cotas sociorraciais nas universidades são um sistema excludente, que desprestigia a população de baixa renda que não estudou o ensino médio em escola pública. As políticas de ação afirmativa praticadas nas universidades não são aptas a alcançar as finalidades nobres que a enformam, na medida em que os espaços mais cobiçados continuarão a ser inalcançáveis para a grande maioria de sua clientela e serão ocupados por um pequeno segmento de elite do ensino público que não é necessariamente o destinatário do programa.

Full textThe present document pursues the decades-long study of the interactions between mathematical logic and functional computation, and more specifically of declarative programming. This thesis is divided into two main contributions. Each one of those make use of modern proof theory results to design new ways to compute with relations and with functions. The first contribution of this work is the description and formalization of a new technique that leverages the focusing mechanism (a way to guide proof-search) to reveal functional computation concealed in deductive proofs. To that extent we formulate a focused sequent calculus proof system for Heyting arithmetic where fixed points and term equality are logical connectives and describe a means to always drive singleton predicates into negative phases of the proof, thus identifying them with functional computation. This method does not extend the underlying logic in any way: no choice principle nor equality theory nor rewriting rules are needed. As a result, our logic remains purely relational even when it is computing functions. The second contribution of this thesis is the design of a new functional programming language: MLTS. Again, we make use of recent work in logic: the semantics of MLTS is a theory inside G-logic, the reasoning logic of the Abella interactive theorem prover. G-logic uses a specific operator: Nabla, a fresh-name quantifier which allows for a natural treatment of proofs over structures with bindings based on the natural handling of bindings of the sequent calculus. The syntax of MLTS is based on the programming language OCaml but provides additional sites so that term-level bindings can move to programming level bindings. Moreover, all operations on syntax respect alpha-beta-conversion. Together these two tenets form the lambda-tree syntax approach to bindings. The resulting language was given a prototype implementation that anyone can conveniently try online (https://trymlts.github.io)

Full textEndothelial dysfunction is a key modulator of the development of cardiovascular disease. Prior studies in selected samples have suggested that the association of age and vascular function may vary between men and women. To investigate the sex-specific patterns of this association, we utilized non-invasive vascular function testing in the Framingham Heart Study. We measured brachial artery flow-mediated vasodilation, a measure of conduit artery function, and hyperemic flow velocity, a measure of small vessel function, in 6790 participants (49±14 years, 53% women) in the Offspring and Third Generation cohorts. We found evidence of effect modification by sex on the relation of age and flow-mediated dilation (P=0.0001) and the relation of age and hyperemic flow velocity (P<0.0001). Using restricted cubic spine analysis, we observed that the relation of age and flow-mediated dilation was linear in men but nonlinear in women. To further characterize the patterns of vascular aging, we divided the cohort by the median age of 47 years old. In multivariable regression models adjusting for cardiovascular risk factors, there was a greater decline in flow-mediated dilation with increasing age in older as compared to younger women (β=-0.113 95% CI -0.129,-0.098 vs β=-0.046 95%CI -0.064,-0.029, p<0.0001 for difference). Whereas in men the association of age and flow-mediated dilation was similar in old and young men (β=-0.038 95%CI-0.054,-0.021 vs β=-0.038 95%CI-0.061,-0.023, p=0.199 for difference). For reactive hyperemia, we found a greater decline in older participants for both men and women (for young men, β=-0.087 95%CI-0.200,0.027 compared to older men β=-0.776 95%CI-0.883,-0.669 p<0.0001 for difference, for young women β=0.141 95%CI 0.033,0.249 compared to older women, β=-1.054 95%CI-1.156,-0.952, p<0.0001 for difference). In a large, community-based cohort the patterns of association between age and conduit vessel vasodilation differed in men and women with an accelerated decline in women after age 47. Small vessel function declined more rapidly in older participants in both men and women, however the decline was more pronounced in women. Our findings suggest that the process of vascular aging differs based on sex and between conduit vessels and the microcirculation. Further studies are needed to evaluate the longitudinal patterns of vascular aging in men and women.

Full textThe purpose of this study was to investigate how much public relations people write in the course of their work; to determine if the amount and type of writing varies with experience, job type or employer; and to ivestigate what other tasks besides writing public relations professionals do. The sample was 198 members of the Public Relations Society of America who responded to a nation-wide mailing of 500 people selected from the Society's membership directory. Results showed that public relations practitioners spent 36.5 percent of their time writing. Overall, public relations people spend more time on publicity, media relations, and business administration than on any other function, but counseling management and research--two emerging area--are rating in the tope 50 percent. Thus, while this study does not provide any startling new information on the public relations industry, it does provide, for the first time, empirical evidence of what an average or typical public relations practitioner does. That was the primary goal of the study.

Full textThis approach has led to the following general results: (1) design, classification, and analysis of many iterative methods for evaluating recursive relations, as well as analysis of experimental results; (2) formalization of the concept of iterative evaluation of a relation; (3) demonstration that domain algebra can be used to solve problems of concatenation and aggregation of the information associated with a recursive structure; (4) proof that relational division and general containment joins are left-monotone.
More specific results consist of a collection of original algorithms which run well on secondary storage, as shown by simulations. Among them, we wish to emphasize the differencing logarithmic transitive closure (TC) algorithms, which are superior to the previously known relational TC algorithms, and the shortest path algorithms, which are in fact generic algorithms for path algebra problems.
