Perbedaan pada fungsi, tugas, peran, dan kegiatan yang dilakukan oleh divisi atau departemen public relations itu dapat menentukan karakteristik public relations pada perusahaan. Tujuan penelitian ini untuk mengetahui tujuan, fungsi, peran, juga aktivitas departemen marketing public relations di CNN Indonesia TV. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menjelaskan bahwa perbedaan tujuan, fungsi, dan peran tergantung dari kebijakan perusahaan masing- masing. CNN Indonesia TV melakukan efisiensi pada tujuan dan fungsi perusahaan, sedangkan peran departemen marketing public relations-nya sejalan dengan misi PR perusahaan yaitu ikut berkontribusi langsung dalam revenue perusahaan. Sedangkan aktivitas yang diinisiasi oleh CNN Indonesia ada 3, yaitu Dialog, Monolog, dan Meet Up. Dari 3 poin pada pembahasaan tersebut akhirnya dapat diketahui seperti apa karakteristik public relations pada departemen marketing public relations CNN Indonesia TV.�Kata Kunci: Media Massa; Karakteristik; Public Relations; Marketing Public Relations; Fungsi��ABSTRACTThe many uses of names in the division or department of public relations that give the impression that the tasks and functions of the division or department are not the same as at first. Differences in functions, tasks, roles, and activities carried out by the division or public relations department can determine public relations in company. This� the background of the writer will describe characteristics of public relations in the public relations marketing departement CNN Indonesia TV. The purpose of this study was to determine the objectives, functions, roles, and also the marketing business relations department at CNN Indonesia TV. The research method is descriptive qualitative. The results of the study explain that the number of goals, functions, and roles depends on each company. CNN Indonesia TV transfers the functions and functions of the company, while the marketing office relations of public relations are within the mission of the company's public relations incorporated in the company's revenue. While the activities initiated by CNN Indonesia are 3, namely Dialogue, Monologue, and Meet Up. Of the 3 points in the discussion, it can finally be seen as what public relations in the CNN Indonesia TV marketing public relations department.

AbstractActivism can involve an individual or a collection of a few people. The practice of activism is often perceived as negative and destructive actions. In the literature of public relations, we will discover how the activist group pressure group categorized into the “source of trouble” and must be addressed by public relations practitioners. This perspective led to a bias that leads to marginalization of “activist public” in public relations literature. Marginalization process lasts through two methods: (1) the provision of which tend negative stigma, (2) the dominance of the paradigm of “corporate centric” in the literature of public relations. This article presents an alternative paradigm of the postmodern paradigm in view of the role and functions of the public activists.AbstrakAktivisme bisa melibatkan seorang individu ataupun kumpulan beberapa orang. Praktek aktivisme seringkali dipersepsikan sebagai tindakan yang negatif dan destruktif. Dalam literatur public relation, kita akan menemukan bagaimana kelompok aktivis dikategorikan kedalam kelompok penekan yang menjadi “sumber masalah” dan harus diatasi oleh praktisi public relations. Perspektif ini memunculkan bias yang mengarah pada marjinaliasi “publik aktivis” dalam literature public relation. Proses marjinalisasi berlangsung melalui dua cara: (1) pemberian stigma yang bertendensi negative, (2) adanya dominasi paradigma “corporate centric” dalam literatur public relation. This study investigates the techniques and functions used by public relations (PR) practitioners at agencies in Durban. Although PR techniques and functions are known, there is a lack of research on how they are being applied and how they assist current PR practitioners in conducting their activities. Using the constructivist approach and the reflective paradigm of PR as a conceptual theoretical framework, this research aims to provide a view of how the PR techniques and functions are being employed today as well as report back on current trends. Through interviews with various PR agencies in Durban, the findings revealed that practitioners are applying the tech-niques and functions correctly for the most part. However, the media landscape is changing and is affecting the role of the PR practitioner by demanding they play a larger role in creating journalistic content. In addition, the changes in the digital media space require PR practitioners to apply new tactics to keep up with the fast develop-ment, especially when it comes to working with influencers. Although the practitioners believe PR is perceived as a legitimate industry, it is still regarded as a marketing tool. A shift is required in this regard as this signifies that PR may not necessarily be seen as a standalone industry by corporate organisations. To improve the current state of PR, practitioners need to conduct adequate environmental scanning and research in order to gain access to the decision-making table and prove PRs value to senior management.

Previous research indicates that many important changes in executive functions, or higher cognitive capacities, occur between the ages of three and five years. Additionally, a distinction can be made between the cognitive functions associated with two different cortical regions. The functions of the dorsolateral prefrontal cortex (DL-PFC) are assessed using 'cool' tasks that are abstract and decontextualised. In contrast, the functions of the orbitofrontal cortex (OFC) are assessed using 'hot' tasks that require flexible appraisal of the affective significance of stimuli (Zelazo & Müller, 2002). Different clinical populations have been hypothesized to differ in terms of their impairment on tasks associated with each area of functioning. Current research conclusions regarding the primacy of hot versus cool executive function impairments are limited, however, as they have not taken complexity into account. That is, tasks currently used in investigations of hot and cool executive functions might differ in terms of the complexity of the cognitive processes that the tasks require. Therefore, comparisons across tasks may be misleading because these tasks vary in terms of the demands they place on participants as well as their hot versus cool status. While complexity theories have been applied to a number of cool tasks, only one hot task, those measuring theory-of-mind abilities, have been analysed in terms of complexity. One aim of the current research was to modify several tasks presumed to measure OFC performance to include a complexity manipulation. Tasks from three hot domains (conditional discrimination, the Children's Gambling Task, and future-oriented decision-making) were analysed in terms of their relational complexity, that is, the number of related entities or arguments inherent in a task or concept (Halford, 1993). Based on these complexity analyses, binary-relational and ternary-relational items of each of these tasks were developed or existing tasks were selected and/or modified. The binary-relational items were closely matched to the ternary-relational items in terms of stimuli and procedure, however, they were lower in complexity. After pilot testing, the three new measures of hot executive functioning were included in a larger test battery that was administered to a sample of 120 normally developing 3-, 4-, 5- and 6-year-old children. Existing binary- and ternary-relational items assessing theory-of-mind (a hot task) and three cool measures (transitivity, class inclusion and the Dimensional Change Card Sort test) were also included. The inclusion of measures of both hot and cool executive functions, each with complexity manipulated, allowed for the examination of a possible differential age of emergence of executive abilities associated with the DL-PFC versus the OFC. In support of the relational complexity approach, significant complexity effects were found across all seven tasks. Items at a higher level of complexity were experienced as relatively more difficult by children of all ages. Significant effects of age were also observed, with performance across all tasks increasing with age. The age effects were strongest on the ternary-relational items. The pass-fail data indicated that the majority of children in all age groups succeeded on the binary-relational items. However, it was not until a median of five years of age that children were able to process ternary relations. Consequently, the ternary-relational items produce the greatest differences in performance between the four age groups. The overall pattern of the results also suggested that a distinction can be made between the ages of emergence of abilities associated with the OFC versus the DL-PFC. The results of the pass-fail percentages, patterns of age-related change and age effects on domain factor scores all suggested that while hot executive functions may begin to develop around four years of age, similar levels of improvement are not seen in cool executive functions until five years of age. Thus, the ability to succeed on ternary-relational items of hot executive function tasks appeared to emerge slightly earlier than the cool executive function tasks. Complexity appears to be a critical factor underlying children's performance on executive function tasks, and future assessment regarding the development of executive abilities will benefit from keeping this in mind. While some refinement of new task items may be beneficial, the current test battery may have utility in further examinations of the executive profiles underlying clinical groups, such as children with autism and ADHD.

According to George Bernard Shaw, “The main difficulty with communication is the illusion that it has been accomplished.” Effective internal communication is crucial for successful organisations as it affects the ability of strategic managers to engage employees and achieve objectives (Welch & Jackson, 2007:177). According to Toth (2007:480), internal communication is one of the most important specialities of public relations, it is the force that develops “structures and cultures” within an organisation. Mersham and Skinner (2001:8) infer that communication permeates all activities in an organisation: it represents an important work tool through which individuals understand their organisational role and integrates organisational subunits. According to Grunig and Hunt (1984:23) symmetrical public relations models will increase the likelihood of employee job satisfaction and their satisfaction with the organisation as a whole. In addition, Toth states that “satisfied employees are more likely to be loyal to the organization they can identify with” (2007:481). The author further propounds that “the more participative the culture, the more symmetrical system of communication”. To augment the aforementioned statement, Kitchen argues that an organisation’s communication system and models are an important contributing factor for staff morale and productivity (2001:81). Employees tend to have higher morale and are more motivated in the workplace if all channels of communication are open. To extrapolate “open communication” systems, this paper will distil Grunig and Hunt’s (1984:21-31) symmetrical model of public relations as departure point to effective corporate communication, but also focus extensively on the internal communication matrix (Welch & Jackson, 2007:185) that will provide answers to the anti-luvial question on who communicates, to whom, in what way, with what content and for what purpose (Welch & Jackson, 2007:185). A modern organisation cannot function effectively without a positive internal climate and well-functioning channels of internal communication. To research the goals of the organisation’s internal communication strategy it should be responsive to employee needs and concerns (Seitel, 2004:288). The author further propounds the importance of internal publics as a stakeholder by arguing that in the new information era, managers have realised that the assets of the institution lie very much in the hands of the employees (Seitel, 2004:288). According to Garbarino (1977:32) the concept of culture is not new, as Ethnographers have studied the cultures of various societies since the 17th century. It is however only since the 1980’s that the impact of culture on organisational processes is being studied by scholars (Smircich & Calas, 1987). Organisational-or corporate culture is understood to be the firmly implanted values and assumptions of the organisation (Ouchi, 1981; Schein, 1990). Martin, Sitkin and Boehm (1985:99-124) identified two schools of thought regarding the question of cultural change. Cultural pragmatists argue that it can be changed due to the fact that it is a cultural efficiency managed to suit organisational goals set by the dominant coalition. Wilkins and Ouchi (1983:479) on the other hand argue that corporate culture is something that develops over time through unconscious evolution among a majority of people in the organisation, not through the dominant coalition. “Cultures specific to an organization evolve over time and influence the way in which individuals in the organization interact and react to the challenges posed by the environment” (Sriramesh et al., 1992:584). Sriramesh, Grunig and Dozier (1996) followed the lead of other organisational scholars (e.g. Wilkins 1983a) by using organisational culture to explain variables of primary interest to scholars in the field of public relations. They used corporate culture in particular to explain the nature of the communication system inside organisations. Grunig, Grunig and Dozier (2002:482) generated theoretical propositions about two distinct types of organisational culture which they contrasted as “authoritarian” and “participative” cultures in the Excellence study. This study further aims to establish the importance of values, symbols, meanings, beliefs, assumptions and expectations as an integral part of corporate culture, and that there is a symbiotic, reciprocal relationship between culture and communication. According to Sriramesh et al. (1996:239) altering one “will facilitate a modification in the other”. Siehl (1985) emphasised, after looking at change of leadership in organisations, that “once the desired value system was identified and articulated, the entire workforce (not just the managers) may have to strive to change or manage the organisation’s culture.” (Sriramesh, Grunig & Dozier 1996: 237). Sorge and Warner (1997:09) argue that “the core of culture is values”. Deal and Kennedy go so far as to say that they are of the opinion that successful companies succeed because their employees can “identify, embrace, and act on the values of the organization” (1982:21). The aim of this study, based on theory, is that there is a reciprocal relation between internal communication and corporate culture based on open symmetrical communication at the Cape Peninsula University of Technology (CPUT) can potentially modify the organisational culture of the University.

AbstractThe progress and now the danger of American Prosperity has relied on the treatment of the Earth as “land.” The story of “lands” around the Atlantic include people viewing the Earth as “Mother,” as “sacred,” and a gift, and as a thing. While the English Common Law treated land as property, the Latin/Roman view saw land as having a “social function.” This view seems implicit in the decision of freed Blacks after the Civil War to choose sharecropping over wages. They believed that “the tillers of the soil should be guaranteed possession of the land” (from the Creed of the Southern Tenant Farmers’ Union). Returning to the sharecroppers’ desire opens the possibility of changing the current course of history by taking reciprocity or “balanced social relations” as our guiding star. Balancing social relations would entail reparations of unbalanced relations and sharing a city’s land wealth with all the city’s inhabitants.

Abstract:
Knowledge graphs store facts using relations between two entities. In this work, we address the question of link prediction in knowledge hypergraphs where relations are defined on any number of entities. While techniques exist (such as reification) that convert non-binary relations into binary ones, we show that current embedding-based methods for knowledge graph completion do not work well out of the box for knowledge graphs obtained through these techniques. To overcome this, we introduce HSimplE and HypE, two embedding-based methods that work directly with knowledge hypergraphs. In both models, the prediction is a function of the relation embedding, the entity embeddings and their corresponding positions in the relation. We also develop public datasets, benchmarks and baselines for hypergraph prediction and show experimentally that the proposed models are more effective than the baselines.

Demand concentrates space and vice versa with regard to the principle of rational public services: concentrated space broadens the needs in relation to task fulfilment and the possibilities of organizing public services. The theoretical question concerning the goodness of decentralised and centralised task fulfilment gets exciting when we compare the level of the provision of public services to social trends, and we examine the unintended functions of the applied practice and the latent impacts of these functions. Based on cross-sectional data, present study examines – with public education and health care focus – how access to public goods influences the social competitiveness of the resident population of each district in space. Furthermore, the study also addresses the direction in which the differentiated level of provision of each regions of the country exerts its migration and demographic impact.

Purpose – to analyze the current state of risk management in Public Finance System of Ukraine and prefer recommendations for its improvement. Research methodology – the structural-functional method (for revealing the influence mechanism of public finance risks on main indicators of Public Finance System), the comparison method (for comparing the main indicators of Public Finance System between Ukraine and other countries). Findings – recommendations for reducing of public finance risks will provide the budget with reliable sources of in-comes, optimize the structure of government spending, and improve the budget process in order to create conditions for enhancing the quality and efficiency of budget decisions. Research limitations – some risks are only of a qualitative nature and cannot be measured to analyze the impact of risks on the main indicators of Public Finance System. Practical implications – improvement of a risk-oriented method in Public Finance System under global challenges is an effective method of developing the existing Public Finance Management in Ukraine. Originality/Value – risk management in Public Finance system under global challenges is a new stage of comprehen-sive relations which opens the way for further progressive reforms. A great importance is to use the experience of risk management measures gained by EU states, but also taking into account the peculiarities of socio-economic situation in Ukraine.

Sustainability, ecological modernization, citizen participation, public space and rights are concepts that have acquired great importance in international political discourses and that have figured in indicators, guidelines, programs and policies, at national level, giving rise to a urban planning from administrative units or “zoning”, which instead of showing the different structures, forms and functions of cities as a whole, what has generated is a fragmentation of urban space. In a certain way, the implosion of these themes shows the success of capitalism in a period of neoliberal hegemony, since it becomes a smokescreen to hide the class differences superimposed on global discourses of modernization and development, as well as the transformation of natural resources in products, the capitalization of nature and the transformation of politics into management. The text seeks to reflect on the territorial configuration of public space in the light of emerging urban policies and programs in a neoliberal geopolitical context based on two axes of analysis: in the first analyze the neoliberal imposition models on how to construct public space and in the second will analyze the institutional bases, programs and policies of intervention highlighting their objectives, limitations and contradictions that help to understand the material and immaterial forms that the public space adopts at different scales in Mexico City through of the socio-territorial relations that are constructed in a process of mutual reciprocity. Technological development has changed the way users relate to products, they are no longer passive receivers of functions to interact with increasingly complex systems. This research addresses the problem of consumer interaction with public electronic technology products. There are several studies dealing with the disciplines that study the interaction between the user and the electronic product (Preece, 2005; Johnson-Laird, 1983; Helander, 1997, Sutcliffe, 1995; Norman, 1990; Moraes, 2001), making it possible to obtain knowledge about human beings, technology and the way they operate. This research aims to identify the areas of interaction design that involve the human-machine system, in particular the disciplines that contribute to good usability. Six typologies are proposed that describe specific interface characteristics studied according to the model of complexity defined by Gomes Filho (2003). Exploratory research in Portugal identified twenty-six interactive systems. To characterize the public electronic systems, the study presents a structured analysis of the variables mentioned previously, in relation to both reliability and validity, as well as functionality. In the process of globalization, building on the particular spatial scenery of the waterfront, cities tend to refresh their strategies of development to adapt new trends of urban life with huge urban waterfront regeneration projects. These usually focus on a target of maximum marketing and construction of a new image-vision, which aims to represent the city in the global agenda. This aspect is depending on bigger changes in the urban context, the shift in government structures to entrepreneurial forms that involve externalization of state functions (Swyngedouw 2005; p. 1998). The rationale behind the phenomenon of waterfront regeneration and the global embracement of it is now “widely recognized if incompletely understood" (Hoyle 2001 pp. 297), as the relevant literature is based on case studies with focus on the examples of North American and European cities. The goal is to contribute to the more general, theoretical contention of urban waterfront regeneration in developing countries in understanding their dimensions in terms of governance and planning. The research tackles urban waterfront regeneration in Istanbul, Turkey by studying the most recent initiative of urban waterfront regeneration along Halic /The Golden Horn, the Halic Shipyard Conservation Project. The theoretical framework that underpins this study is derived from the discourse on new forms of urban governance including private, public and civic actors (Paquet 2001) that influence planning processes and project outcomes. To evaluate the planning process from a comprehensive governance perspective, indicators include: the legal framework, decision-making process, actors and their relations (Nuissl and Heinrichs 2010) and as normative the perspective of an inclusive planning approach (Healey 1997, 2006) helps to evaluate the planning process of the project. As urban waterfront regeneration literature is mostly based upon case study approaches, a critical overview of international examples is conducted. Both primary and secondary data is collected through: literature review, review of laws, review of official documents and land-use plans, an internship, 31 interviews, 91 questionnaires, participatory observation, a workshops, observation and photographs. The aim is to assess to which extend the top-down governance forms, but also bottom-up grass root empowerment influence the planning process and project outcomes, giving recommendations for an inclusive planning approach. The second aim is to evaluate the urban waterfront regeneration project studying its impact on the neighboring community. Bedrettin Neighborhood is chosen for analysis and its position in the planning process along with its needs are exposed. The thesis argues the modes in which along with clear targets for the improvement of the quality of life for the neighboring community, the urban waterfront regeneration project, Halic Shipyard Conservation Project, will be able to escape the current deadlocks and collisions between government, investors, resistance and local community and might have a chance to actually set an urgently needed precedent of a new planning culture in Istanbul.

Abstract:
The article examines the world and Ukrainian history of corporate periodicals. The main purpose of this study is to reproduce an objective global picture of the emergence and formation of corporate periodicals, taking into account the business and socio-economic context. Accordingly, its tasks are to compare the conditions and features of corporate media genesis in different countries, to determine the main factors of their development, as well as to clarify the transformations of the terminological apparatus. The research is based on mostly foreign secondary scientific works published from 1915 to the present time. The literature was studied using methods such as overview, historical, functional and thematic analysis, description, and generalization. A systematic approach was used to determine the role and place of each element in the system, as well as to comprehensively consider the object in the general historical context and within the current scientific discourse. The method of systematization made it possible to establish internal and external connections, patterns and contradictions in the development of the object of study. The main historical milestones on this path are identified, examples of the first successful corporate publications and their contribution to business development, public relations, and corporate communications are considered. It was found that corporate media emerged in the mid-nineteenth century spontaneously, on the wave of practical business needs in response to industrialization, company increase, staff growth, and consumer market development. Their appearance preceded the formation of the public relations industry and changed the structure of the information space. The scientific significance of this research is that the historical look at the evolution of corporate media provides an understanding of their place, influence, capabilities, and growing communicative role in the digital age.
