Full textThe abolition of controls at the inner borders of the Schengen countries in the European union implicated free movement for the persons. By the saine time, many voices raised and considered that this abolition of physical states frontiers could not happened, unless law enforcement forces - customs and polices - did became the means to operate under these new conditions. The reduction of border controls was then accompanied by "compensatory" measures, e. G. International cross-border police co-operation treaties for police forces along the borders. On one hand the visibility of border activity of police services grew dimmer. On the other hand, the cross-border police co-operation became more intense. The research object of cross-border police and customs co-operation is based upon the hypothesis that the changing modus of control - from physical on site control to a control on distance - leads to a change in the nature of this control - from a state organised global control to a localised and systematically French-German management of the border region. The semi-structured interviews, internal police or customs documents, and legislation were the material of the study. First, a comparison between co-operation police partnerships at the French-German border since 1997 amis at the analysis of structures and stakes in the co-operation field. Strategies of adaptation to the new local co-operation mechanisms are focused on. From there on, the use of the instruments of cross-border control by the involved services is analysed under the perspective of efficiency, but also of interest for the individual organisations. The many interactions and strategies of public actors create the border zone as a new space for public policies. Moreover, these ones are of a new sort: they actually are done in a bilateral way and for a bilateral local practice. Further, local actors of police co-operation dissociate their action from the global territorial management of the central state

Full textRelying on the concept of visible and invisible borders, the thesis analyzes the transformation of the relations between France and Germany from 1861 to today, as well as the evolution of the nation-state and the development of a new transnational community which the Eurodistrict Strasbourg-Ortenau represents. The work is divided into three parts: a theoretical framework focusing on the multiplicity of borders and the theories on nationalism, an analysis of the Franco-German relations in the border region of Strasbourg-Kehl through its bridges over the Rhine, and the concept of the Franco-German Eurodistrict which transcends national borders. After having transposed the borderland concept to the French-German border, we develop the theses of a transnational society. Old Franco-German antagonism could be resolved in the social construction of the Eurodistrict, a new political entity whose success will strongly depend on the participation of its citizens

Full textThe thesis deals with the problem of formation national identity in a multinational milieu on the case study of immigrants in Paris 1848-1900. This study is based on the analysis of archival books sored in Archives de Paris. The théories of nationalism are confornted with the quantitative analysis of data mentioned I the application forms. The analysis is made for Germany, Luxembourg, Bohemia and Hungary. The general trend toward the identification with State-Nation, the only exception is Bohemia. The majority of immigrants from this country proffessed to Austria. However, the general trend pointed out that the delay of mass anticipation was bigger tha supposed by the theoretical issues. This phenomenon is due to the weak social mobilization caused by the limited capabilities and possibilities of leading local elites. The author tries to explain the Czech exception through the semiotic analysis of collective memory transformation made on the examples of notion frontier and outland

Full textWhile France and Great-Britain were about to declare war on Germany, more than one million persons were evacuated from the Franco-German Border. Led on both side of the border by civilian and military authorities, the Alsatians, Lorrainers, Badners and Saarlanders living between the defence lines (Maginot-Line, Siegfried Line) were transported inside their own country. These evacuations measures formed – after the mobilization on the front of the men in-age to fight – the second important measure of war, which turned these civil societies into war societies. This transformation has not only consequences on political, economic and social level, but also on communication, which is the topic of this doctoral thesis. The evacuations phenomena allow us to shed light on state propaganda on a national and international level, to reveal the communication methods and interactions between the local authorities and the evacuees and finally to show the communications systems within groups of evacuees by analysing rumours on pillages of the evacuated region. This approach highlights a history of communication in both French and German war society based on top-down and bottom-up perspectives and on comparative and transnational analyses. Communication in war society appears as the fruit of negotiations and interactions in constant evolution between agents with different interests. This study emphasized the limits of the state’s influence over the population, both in a republican democratic state as the French Third Republic and in a dictatorial state with totalitarian ambitions such as the “Third Reich”

Full textFrance and the German Empire engaged in a veritable secret war between 1871 and 1914. Intelligence in this period is a recurrent element of Franco-German antagonism. In this context, the territories of Alsace and Lorraine played a crucial role. Military and police force branches were set up on both sides of the border and rapidly became very widespread, served by experienced, greatly esteemed civil servants. Secret agents and correspondants provided them with accurate intelligence information and minute preparation was already under way in the event of mobilization. The Schnaebelé Affair is an obvious episode of the conflict between services. In April 1887, the turbulent arrest of the special police superintendent of Pagny-sur-Moselle nearly caused a Franco-German war to break out. Further study of this incident reveals a whole background not entirely without ulterior motives on the German side concerning the French Minister of War, General Boulanger

Full textBeyond the debate on intergovernmentalism and the “communautarian method”, the positioning of the “Nation States” in Europe is a key factor determining the European construction and its compromises. Traditionnally analysed through geopolitics and power politics, the relationship between the States of the European Union is nowadays ruled by institutional cooperation and must be addressed by new analytical schemes such as cultural, sociological, economical and political differences between the nations. This thesis, based on diplomatic experience and academic works, emphasizes the role of the franco-german relationship regarding in particular the negociation of the European constitution in 2002-2003, the EU positions on enlargement and the relationship to Russia, or the solution to the Eurozone crisis since 2010. In the negociation of the financial perspectives, the positions of Member States is determined by the question of budgetary balances in which contributors and beneficiaries of the EU budget face eachother. More equity in the sharing of expenditures and resources could be a mean to get out of these tough negociations. EU foreign policy is another example of a policy determined by national interests, which didn’t prevent the EU to develop a common defence policy as far as it remains compatible with NATO and the US Strategy. Having revisited the European integration through these national preferences, this thesis questions in conclusion the links between the EU, the European space and the European power

Full textThe PhD dissertation analyses the relations between German Togo and French Dahomey during the German colonial period (1884-1914). It defends the thesis according to which French-German relations in the Golf of Benin were characterized by an imbalance. The French colony was enlarged and developed faster, due to higher financial and political support. The German policy was aimed at limiting colonisation to the protection of the German trade establishments that were already implanted overseas. Set up as a model colony, Togo was supposed to sustain itself by its own means, without major financial support. The faint endorsement led some German officials to develop feelings of frustration and bitterness toward the government. The French-German relations in West Africa were characterised by general cordiality, a repeated cooperation and a high-valued solidarity between white men. Nevertheless, the colonial officials on the spot perceived each other as rivals. In Berlin and Paris, preventing a French-German conflict in Africa was, at least before the Moroccan crisis (1905 and 1911) seen as priority, which put a brake on local rivalries. The local rulers tried to take advantage of European rivalries. Their attempts in doing so were rarely successful; nevertheless, it allowed them to maintain a certain agency in the process of border demarcation. In Togo, the perception of the German past is nowadays rather positive, and the transport and telecommunication infrastructure largely contribute to this valorization. The present investigation however reveals that the development of infrastructures was much slower in Togo than in neighbouring French Dahomey
