Abstract:
French drug policy is closely controlled by the government to achieve two main purposes: to ensure therapeutic efficacy and safety, and to control pricing. Manufacturers usually price new drugs at the amount the French Sécurité Sociale (Social Security) agrees to reimburse the consumer. The specific steps a new ethical drug must go through in order to be released on the French market, and the process of negotiation between the government and the manufacturer are discussed in this paper.

On 27 February 2004 the French government completed the process of giving French Polynesia the new status of Pays d'outre mer (overseas country). This article sets out the new division of powers between the French State government, and the French Polynesian government. Jean Peres analyses the areas that the French government has expressly retained in its sphere of competence, in order to assess the true extent of French Polynesian autonomy. He also compares the new arrangement with the law of 12 April 1996 to see how much the French Polynesian authority has been increased.

ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.
