Abstract:
While true that there are numerous works on the history of French territorial administration during the contemporary era (19th and 20th centuries), they mainly focus on metropolitan situations, thus leaving aside overseas affairs which, despite the major role played by France throughout colonial expansion, have been largely neglected by the most recent studies. The purpose of this article is to briefly present one of the tropical forms of the French centralized model of administration, in French Cochinchina, a model from which the colonizer had no intention of departing. A model, nonetheless, that couldn’t be further transposed as such. The resulting institutional hybridization was dictated by several factors linked with conquest and its legal framework, the conformation of a subjected society, but also financial considerations. This experience led to the adoption, albeit less through choice than necessity, of a form of direct rule which in turn was not without consequences on deconcentrated levels. This also meant maintaining the Vietnamese commune, although largely impaired by a progressive loss of autonomy destined to serve French domination.

AbstractObjectives: We examined performance on the Boston Naming Test (BNT) in older and younger adults who were monolingual English or French speakers, or bilingual speakers of English and French (n=215). Methods: Monolingual participants completed the task in their native language, and bilingual participants completed the task in English, French, and bilingual (either-language) administrations. Results: Overall, younger and older monolingual French speakers performed worse than other groups; bilingual participants performed worst in the French administration and approximately two-thirds of bilingual participants performed better when responses were accepted in either language. Surprisingly, however, a subset of bilinguals performed worse when responses were accepted in either language as compared to their maximum score achieved in either English or French. This either-language disadvantage does not appear to be associated with the degree of balanced bilingualism, but instead appears to be related to overall naming abilities. Differential item analysis comparing language groups and the different administrations identified several items that displayed uniform and/or non-uniform differential item functioning (DIF). Conclusions: The BNT does not elicit equivalent performance in English and French, even when assessing naming performance in monolingual French speakers using the French version of the test. Scores were lower in French overall, and several items exhibited DIF. We recommend caution in interpreting performance on these items in bilingual speakers. Finally, not all bilinguals benefit from an either-language administration of the BNT. (JINS, 2015, 21, 350–363)

Abstract:
The prevailing historical narrative of the collapse of Louis XIV's naval power has emphasised the importance of political decision-making, either in the strategic shifts between the guerre d'escadre and the guerre de course, or in the decision to reduce the naval budget in the midst of war in 1694 and 1707. As France faced massive financial overextension and an increasing need to fight for territorial survival in the War of the Spanish Succession (1701-1714), it was inevitable that Louis XIV's government would fund its armies in preference to its naval capabilities. However, a shift in priorities at Versailles does not provide a full explanation for the navy's decline. Recent works emphasise the effectiveness of the state's revenue-raising capabilities and the importance of the fiscal intermediaries who financed royal expenditure. Yet, these connections between French naval power and Louis XIV's fiscal capabilities remain only partially explored and this thesis presents a fresh examination of the navy's financing arrangements. It is argued that the difficulties that Louis XIV faced in maintaining the fleet were rooted in a unique set of issues embedded in the navy's financing mechanism and the way it was managed. The problem was four-fold: the naval ministry consistently overspent its allocated funds; the navy's budget was increasingly underfunded as a result of the finance ministry's mismanagement and also of wider fiscal instability; the naval treasury was not fit-for-purpose since the navy's fiscal intermediaries, the trésoriers généraux de la Marine, lacked the capacity to sustain costly levels of borrowing; and the crown failed to meet the organisational challenges of war by not controlling spending and the activities of the trésoriers. These structural issues surfaced internally early in the war and would be progressively and disastrously exposed by the loss of liquidity and the mounting debts that affected France in the 1700s.

Abstract:
Brexit was voted by referendum three years ago, on June 23rd, 2016. Yet, no final decision has been taken regarding the exit conditions of the United Kingdom. It took almost two years for the European Union and the British Prime Minister to find an agreement, which keeps being rejected by the British Parliament. Consequently, the aftermaths of Brexit on the European market remain fully uncertain and companies have to find ways to be ready to face it. Therefore, the aim of our study was to understand how French companies face the uncertainty related to Brexit and how they analyze its potential consequences. More precisely, we wanted to examine if there were any factors that lead firms to implement new strategies in order to face Brexit’ aftermaths in the best way possible and to understand if these factors were impacting their ability to handle Brexit. We also aimed to deepen the question of information channels that are the more used by companies in order to discover if they have an impact on their strategy. Finally, we wanted to understand what kind of strategies were implemented by managers within the companies and how they intended to face negative consequences or seize opportunities related to Brexit. As a result, our research question was: What factors may influence French companies in their ability to handle Brexit? To answer this question, we created a conceptual model and sent an online self-completion questionnaire to French companies’ managers. We asked them some of their firm’s characteristics, how they got information about Brexit and how often, how they perceive and analyze Brexit and what their answer may be. Through our results’ analysis, we showed that some firms’ characteristics have no impact on the answer to Brexit (sector and degree of internationalization) whereas the size impacts the reaction towards the crisis. Moreover, we found that information channels as well as the tendency to search for information also impact the strategy implemented by companies. Finally, our results showed that companies that analyze Brexit as an opportunity tend to implement larger reactions than the other ones and that companies that fear to lose money were more likely to implement risky strategies.

Abstract:
The subject of this thesis is the history of British and French imposition of the Anglo-French inter-Cameroons boundary and the effects on the divided people from 1916 to 1961. The focus is on border administration and the response of the separated border groups notably the Balong, Bakossi, Duala, Balondo, Bakweri and the Mbo. The work opens with post-war Anglo-French negotiations and the partition of the territory. These negotiations resulted to an unequal division of Cameroon between the British (1/5) and the French (4/5). After the partition on paper, the actual work of survey and demarcation began in 1937 from the coast and proceeded inland. The work came to a halt with the outbreak of the Second World War. Establishing and settling their administration on an old German base was not an easy task for either administration, especially in a territory where there was a Germanophone educated group reluctant to sever links with the former colonial power. More complicated was the administration of separated ethnic groups who seized every opportunity to send an avalanche of petitions and complaints to first the League of Nations and later to the United Nations in protest of the boundary. While border people resisted the boundary, others who were smarter saw the boundary as a zone of limitless opportunities, which they did not hesitate to exploit. It was in the early 1960s that following the plebiscite results in Southern Cameroons, the Trusteeship regime ended and the territory achieved independence on October 1, 1961 by reuniting with an independent French Cameroon. Reunification changed the status of the boundary from an international to an interstate boundary yet the ghost of the defunct boundary has ever since continued to haunt Cameroon.

Abstract:
This collective case study explores second language (L2) training experiences from the perspectives of six Canadian statutory civil servants and examines factors that may have influenced their L2 learning experience. Three instruments were used to collect data: a preliminary questionnaire, an in-depth questionnaire, and an interview protocol. Findings reveal that a language and culture connection, opportunities to use the L2, and a short-term intensive cultural and linguistic immersion experience in particular were all associated with more positive L2 learning experiences. Negative comments regarding L2 learning experiences revolved around the anxiety and stress surrounding the one-shot summative nature of the oral exam, and seemingly no link between instruction and evaluation. This research contributes to the growing literature on factors affecting the L2 learning processes and outcomes. Furthermore, it may be beneficial for future candidates, language teachers, L2 program planners and curriculum designers within the Public Service Commission (PSC) and similar contexts.

Towers, corsairs and smugglers in Calabria Ultra during the French Decade (1806-1815)At the beginning of the nineteenth century, even if the phenomenon of running war had subsided, the watch towers still had an active role in controlling the coasts of Southern Italy. Under the French administration some of them were assigned to customs posts, others continued to report the corsair boats always ready to carry out incursive actions. Merchant ships, fishermen and peasants were still struck by the devastating Turkish-Barbarian cruises, but also by corsairs armed by the British in an eternal struggle against the French. The towers are regularly guarded by sentinels armed with non-military weapons, which are not functional to the increasingly sophisticated assaults of the Corsair marines. The people in charge of the customs had to manage a staff often absent from the guardhouse due to malarial fevers, especially during the summer when the coasts were excessively hot. The customs documentation shows the economy of a Southern Italy still rooted in the classic export products: oil, dried figs, cotton, cheese, wine and coarse wool cloths. Raw silk is absent from the market, one of the most exported products until the second half of the eighteenth century and supplanted by the olive tree.

Abstract:
For the wheel/rail contact problem, the Hertz theory for two elastic bodies in contact is commonly used to determine the shape and dimensions of the contact area and the local deformation of the wheel and rail surfaces at the contact region. The shape of the contact area is assumed to be elliptical. The ratio of the contact ellipse semi-axes is equal to the ratio of two non-dimensional contact area coefficients, known as m and n coefficients. Hertz presented a table of these two coefficients, determined as a function of an angular parameter, θ. Most railroad vehicle dynamic codes use this table with online interpolation to determine the contact ellipse semi-axes. Recently, it was found that this original table may be too coarse, and that more data points are needed within the table for solving the wheel/rail contact accurately. This paper discusses the effect of the accuracy of the m and n coefficients in solving for wheel/rail contact, and demonstrates this effect with two numerical examples that show the resulting differences in the dynamic behavior of railroad vehicles dependent on this accuracy. A new table with more data points is presented that is recommended for use in railroad vehicle dynamic codes that employ the Hertzian contact for solving the wheel/rail contact interaction. This modified table was originally derived by Jean-Pierre Pascal as a part of collaborative research between the Federal Railroad Administration (FRA) and the French Ministry of Transportation.

Abstract:
This paper discusses general High Speed Rail (HSR) track geometry, construction and maintenance practices and tolerances. The discussion will reference several key international projects and highlight different construction methods and the track geometry assessments used to establish and ensure serviceability of a typical HSR system. Historically, established tighter tolerances of “Express” HSR (i.e. operating speeds greater than 240 km/h or 150 mph) systems have favored the use of slab track systems over ballasted track systems. Slab track systems offer greater inherent stability while ballasted track systems generally require more frequent track geometry assessments and anomaly-correcting surfacing operations. The decisions related to which system to use for a given application involve numerous considerations discussed only briefly in this paper. In many cases, the optimal solution may include both track forms. Rolling stock considerations and their influence on track infrastructure design are considered beyond the scope of this paper. This paper will focus predominantly on two slab track systems widely used in international HSR projects: the Japanese J-slab track system; and the German Rheda slab track system. The French track system will be referenced as the typical ballasted track HSR design. The practices discussed in this paper generally apply to systems which are either primarily or exclusively passenger rail systems. In the U.S., these types of systems will necessarily exclude the systems the Federal Railway Administration (FRA) refers to as “Emerging” or “Regional” HSR systems which include passenger train traffic to share trackage on, what are otherwise considered, primarily freight lines.

Abstract:
A newborn with a large rapidly necrotizing hematoma in the right buttock had initial coagulation studies suggestive of disseminated intravascular clotting. Negative cultures, development of other ecchymotic lesions in the scalp, eyelid, and elbows and response to fresh frozen plasma allowed the clinical diagnosis of homozygous protein C deficiency that was confirmed by protein C levels of .00 U/ml immunological and .085 U/ml by coagulation assay. Immunologic.protein C assays in the family showed: .41 U/ml in the mother, .38 U/ml in the father, and .55 U/ml in the paternal grandfather with similar functional assay values. CT scans showed thrombosis of dural venous sinuses with bilateral infarcts and possible subarachnoid hemorrhage resulting in rapidly developing hydrocephalus. Cataracts and synechiae developed in both eyes as a result of hemorrhage at birth. Further episodes of thrombosis and hemorrhage were prevented by administration of fresh frozen plasma every 12 hours. Problems ensued with development of hyper-proteinemia, hypercalcemia and hyperphosphatemia. A shunt to control the hydrocephalus became infected as did the catheter for fresh frozen plasma administration. Coumadin administration concurrent with fresh frozen plasma administration was difficult to regulate; phenobarbital given for subclinical status epilepticus interfered with Coumadin. Factor VII assays were used to regulate the concomitant administration of Coumadin and fresh frozen plasma. At 8 months a new episode of purpura fulminans caused the patient's demise. Skin biopsy of the lesions at birth and autopsy sections of new skin lesions showed thrombosis of subcutaneous adipose tissue veins with surrounding hemorrhage. The pathologic and dermatologic findings were identical to those of Coumadin-induced skin necrosis.

Tres aspectos están asociados a la concreción del objeto principal: a) la determinación de la pertinencia frente al diseño de un consultorio empresarial para los estudiantes y egresados, la escuela ECACEN y el sector productivo; b) la propuesta de un portafolio de servicios a partir de las líneas estratégicas y los tipos de servicios que se requieren para ofrecer el consultorio empresarial de la UNAD Zona Occidente; c) el diseño de un modelo de consultorio administrativo, financiero y contable para la ECACEN ZOCC que vincule aspectos estratégicos, organizacionales, administrativos, financieros, logísticos y operativos. El estudio inició con un procedimiento de revisión sistemática de fuentes documentales, que favorecieron la contextualización de la dinámica asociada a la creación e implementación de consultorios empresariales y su capacidad para facilitar el ingreso al mercado laboral en beneficio de los egresados de las IES, posteriormente, se tomaron a los resultados de una investigación realizada durante el año 2020 por el Semillero de Investigación en Desarrollo Sostenible, Gestión Organizacional y Prospectiva (SIDESGOP), perteneciente al grupo de Investigación CANANGUCHALES, desde el cual se realizó una encuesta (previamente validada por pares) a la comunidad de egresados. Se realizará una investigación descriptiva, con enfoque mixto.
