As government operations at all levels have become increasingly computerized, records of those activities have moved from paper to databases. Yet there has been little empirical research about the public’s ability to access such records in practice. This study uses field research to assess how 44 public universities respond to records requests of varying complexity for structured data. Sampled universities produced responsive structured data without a fee in slightly more than a quarter of requests, meaning the vast majority of requests failed to yield the information sought in a structured format and for free.

Abstract:
Freedom of information (FOI) requests are increasingly used in sociology, criminology and other social science disciplines to examine government practices and processes. University ethical review boards (ERBs) in Canada have not typically subjected researchers’ FOI requests to independent review, although this may be changing in the United Kingdom and Australia, reflective of what Haggerty calls ‘ethics creep’. Here we present four arguments for why FOI requests in the social sciences should not be subject to formal ethical review by ERBs. These four arguments are: existing, rigorous bureaucratic vetting; double jeopardy; infringement of citizenship rights; and unsuitable ethics paradigm. In the discussion, we reflect on the implications of our analysis for literature on ethical review and qualitative research, and for literature on FOI and government transparency.

Introducing the idea of subterranean affinity, this article explores how methodological use of Freedom of Information (FOI) requests can contribute to the field of cultural studies. Contributing to literatures on transparency and secrecy, we consider six ways that FOI requests can contribute to and extend the field of cultural studies. These six intersections entail a productive engagement with secrecy, which dissolves the typical opposition of transparency and secrecy germane to most FOI discourse. We argue it is methodologically crucial to operate in terms of a subterranean affinity to evade the visibility traps of state agencies while preventing dogmas from emerging.

Abstract During the past two decades, the number of countries that have enacted Freedom of Information (FOI) laws has increased dramatically. In many respects, FOI laws have become a democratic ‘right of passage’. No FOI, no ‘proper’ democracy. The promises of FOI regimes are far-reaching: extensive independent access to government-held information will lead to increased transparency, prevention of corruption and maladministration and greater public participation in the political process. But are these promises borne out by the practice of FOI? This article describes a study that tracked a number of real-life FOI requests in five countries. The project puts forward a prototype for the first International Freedom of Information Index, ranking the five countries of study on how their FOI regimes function in practice. In conclusion, the paper suggest that the FOI Index should be expanded to cover all 65 plus countries that have implemented FOI laws. It is argued that such an index could play an important role in furthering some of the core properties of liberal democracy: transparency, political accountability and good governance.

Abstract:
Autism spectrum disorder is a developmental disorder characterized by social, behavioral, and communicative deficits. Although there is no known cure for autism, there are many research-based interventions that aid in strengthening such deficits, especially those associated with failures of stimulus control One way to address such failures is to provide additional stimuli that enhance or override information provided by naturally occurring stimuli. Contingency maps are one such example. This study uses an observing response (i.e., hand-raising) to allow the subjects to request contingency maps. The purpose of this study is to identify if contingency maps function as reinforcers and if requests for information can be acquired using an observing-response paradigm. Major findings of the present study indicate that requests for information can be acquired and maintained by access to CMs.

The construction industry is dependent on effective communication among project team members. Construction data has varied formats and size, and are communicated through a variety of mediums over the course of the project. This often leads to potential discontinuity and delays in communication between project team members. Requests for Information (RFI) are the standard form of communication between the design team and the construction team. RFI’s are not just a means of construction communication; the fact that the RFI has been generated points out that there is something wrong, missing or unclear with the existing documents and designs. Past studies have suggested that RFI’s are an indicator of deficiency in design documentation. Current RFI management systems are not sufficient to provide project participants with a medium to analyze the problems, their cause or even to easily look for information required in these RFI documents. From past studies, we know that visualization helps humans to analyze complex and vast amounts of data easily. In this study, we develop visualizations of data in the RFI documents and investigate if it has potential benefits for construction project members. To extract and transform data from the semi-structured RFI documents, we develop a framework by employing the qualitative technique of content analysis. A case study approach was employed for this study. Approximately 1,400 RFI’s were analyzed from Project A and around 500 RFI’s were analyzed from Project B. In this framework, we identify several quantitative and qualitative dimensions including time (when), spatial context (where), actor (who), reason (why), RFI Type, Domain, Property, Attribute, Entity (what) that can be used to visualize the data for analyzing the information in the RFI’s. The RFI dashboard was developed with constant feedback from industry personnel who stated that the dashboard had promising benefits for both the consultants and the owners. The contribution of this research is the development of a framework to structure and organize the information in RFI documents, the creation of a prototype dashboard visualization of RFI data, and the assessment of the potential benefits of RFI data visualization for decision making in the construction industry.

Abstract:
This thesis is in three parts. The first and second parts analyse the development of the law and policy on freedom of information in the European Economic Community and European Union between 1984 and 2004. These two parts focus on how the Council, the Commission, and the Parliament enacted and implemented the rules on FOI protection, and on the role of the Community court in this field. The third part examines the roles of the European Parliament and the European Ombudsman, which have supplemented the role of the Court in securing this right. As to the objectives of this project: on the one hand, it seeks to understand the degree of legal protection offered to freedom of information in the Union over the last two decades; on the other, it seeks to identify how the current EU FOI regime could be improved. First of all, we consider the major controversies surrounding FOI law and policy between 1984 and 2004. In particular, this thesis focuses on the extent to which the 2001 FOI Regulation addresses the pre-existing obstacles to FOI protection. Secondly, the exceptions in Article 4(1) and Article 4(2) of the 2001 Regulation can be categorised as mandatory and discretionary respectively, but the distinction between the two provisions is vague. This indistinct dividing line should be removed to end the misunderstanding that the Council, the Commission, and the Parliament are entitled to refuse requests systematically when invoking the so-called mandatory exceptions. Thirdly, we take into account the principles established by the 2001 Regulation, the EC Treaty, or by the Court to guide the interpretation of the exceptions laid down in the Regulation. Fourthly, we argue that the EU legislator should expressly incorporate the principle of proportionality into the 2001 Regulation. Finally, we analyse recent initiatives to adopt a constitution for Europe.

Anaerobic digestion is a waste-to-energy conversion process that offers potential economic and environmental benefits of organic waste diversion and renewable energy generation. However, these systems are often not feasible for small-to-medium size food processors, due to the significant capital investment involved. The key objective of this study is to identify the volume and composition of dairy manure and liquid-phase food manufacturing waste streams available in New York State (NYS) to make co-digestion of multiple feedstocks in centralized anaerobic digester facilities an economically attractive alternative. Organic waste volume and property data were obtained via Freedom of Information Law (FOIL) requests at the county and municipal levels for each of the 62 counties in NYS. Spatial analyses of dairy confined animal feeding operations (CAFO) locations relative to food manufacturing facility locations were analyzed using Microsoft MapPoint imaging software, which identified concentrations of high strength liquid-phase waste in the upstate corridor extending between Buffalo and Albany. The results show that if anaerobically digested, dairy CAFO manure and food manufacturing waste can contribute significantly to the State’s renewable energy portfolio. A laboratory scale two-phase anaerobic digester (bioDrillTS-AD200©) can help establish the correlation between waste properties (e.g. total solids, etc.) and quantity and quality of biogas produced.

Abstract:
This paper presents a method for the design of compliant mechanisms with large deflections and prescribed load paths. While the approach is general, this paper treats the shape optimization for two dimensional beams. Due to the geometric non-linearity of the problem the non-linear analysis is nested into the optimization procedure. This requires accurate and efficient analysis of the structural problem. The analysis of the beam is based on the Isogeometric Analysis formulation, an alternative for conventional FEA especially appreciated for its shape-accuracy and efficiency. The method is applied to the synthesis of a balancer for a pendulum, which involves a two step load case: first a prestressing phase and subsequently a motion phase under the influence of gravity. To this end, a prestressed compliant beam was optimized with respect to its initial shape and the preload conditions. The rotationless character of the degrees of freedom of the Isogeometric beam requested the formulation of specific boundary conditions in order to apply rotations on the beam. The results of the shape optimization have been validated with a prototype out of carbon fiber composite material, which has been successfully tested. The experimental results are in agreement with the simulation results, with an error of 3%.

Abstract Design documentation does not typically include all of the information sought by mechanical design engineers. This paper reports on a study of practicing engineers making modifications to existing designs. Particular attention is paid to the design information required to answer questions about the design and to verify or refute conjectures about the design. A taxonomy of the questions asked by the designers in this study and the conjectures they formed is presented. It is proposed that an intelligent CAD system be developed to capture, structure, and re-play this information.

Abstract:
Introducing financial incentives to increase productivity in the public sector tends to be politically and bureaucratically cumbersome, particularly in developing countries. Behavioral interventions could be a low-cost alternative, both politically and financially, although evidence of their effectiveness remains scarce. We evaluate the effect of redesigning the notice requiring civil servants in Buenos Aires to comply with citizens requests under Argentina's freedom of information act. The new notice, sent to the treatment group, attempts to exploit salience, deterrence, clarity, and social norms to increase adherence to deadlines. The results show an increase in the share of requests fulfilled by the second deadline, possibly because of a strong anchoring effect. These findings indicate that behavioral interventions can affect civil servants' actions. The fact that the intervention occurred at the same time as a civil service training program with sessions attended by members of both the control and treatment groups allows us to evaluate spillover effects. The evidence suggests that the time it takes a members of the treatment group to respond to a request increases with her interactions with members of the control group at the workshops. These findings have implications for policy design. First, they indicate that behavioral interventions could affect task compliance and productivity in the public sector. Second, they provide evidence that workshops may not always have the intended consequences, particularly when they increase interactions among employees with high and low incentives for task compliance.

Abstract:
The article talks about the philosophical foundations that characterize the mechanism of internal inducement to action. As an academic, constitutional, and socio-ideological concept, the boundaries of freedom are outlined, which are displayed in the field of modern media space. The term «freedom» is considered as several philosophical concepts that formed the basis of the modern interpretation of this concept. The totality of its meanings is generalized into one that is adapted for the modern system. Parallels are drawn between the interaction of the concept of user freedom with the plane of domestic mass media because despite, the fact that consciousness is knowledge, the incoming information directly affects the individual and collective consciousness. Using the example of the most popular digital platforms, the components of the impact on users and the legal aspect of their implementation are analyzed. When considering the issues of freedom of choice and freedom of action on the Internet, special attention is paid to methods of collecting and processing information, in particular, the limitations and possibilities of digital programs-algorithms of the popular search engine Google. The types of personal information collected by Google about the user are classified and the possible mechanisms of influence on personal choice and access to information on the Internet are characterized. The article analyzes the constitutional guarantees of freedom and the impact of digital technologies on them. Particular attention is paid to ethics, in particular journalistic, which nominally regulates the limits of the humane, permissible, a / moral (unacceptable/acceptable) in the implementation of professional information activities in the media. Thus, the issue of freedom of choice and freedom of action in the plane of domestic mass media is subject to an objective examination of its components, they are analyzed for a proper constitutionally suitable phenomenon, which must be investigated from the point of view of compliance with human rights and freedoms and professional standards within the media.
