Abstract:
From the moment of the collapse of the USSR to the present days France showed interest in building relations with the countries of Central Asia in a wide range of areas of interaction. France was one of the first European states to recognize the independence of the new republics. The article is aimed to expand knowledge about French policy in Central Asia and the factors that determine the interest of Paris in the Eurasian region. In the context of the transformation of the world order and global geopolitical tensions France's capabilities are narrowing which encourages Paris to pursue a proactive foreign policy on the Central Asian track. At the same time the place of France's ideological and value rhetoric in its foreign policy in the Central Asian countries is gradually occupied by economic reasonability. France's interests in the region are focused on energy resources and Afghan issues. France's efforts are aimed at reducing the dependence of Central Asian countries on Russia and China. It is concluded that France is strengthening the economic dimension of its foreign policy in Central Asia with an emphasis on expanding cooperation with the two leading countries of the region - Uzbekistan and Kazakhstan.

Il y a peut-être une gageure à vouloir confronter l’œuvre de Jules Ferry, homme d’état républicain de la Fin du XIXe siècle, à un « Modèle américain », qui avait été plus en vogue au début du siècle. A la différence de Chateaubriand ou Tocqueville. Jules Ferry qui a été un grand voyageur en Europe ou en Afrique du Nord, n’a pas traversé l’Atlantique. Pire encore, quand il en a eu l’occasion, en 1872, il l’a refusée. En effet, pour le reposer de la double tragédie du Siège et de la Commune de Paris où il avait failli perdre la vie. Monsieur Thiers lui avait proposé un poste d’ambassadeur à Washington. C’est Athènes qu’il préféra, tant l’Amérique lui paraissait lointaine, éloignée des « grandes affaires », où se jouait le destin de l’Europe des nouvelles nationalités. A l’heure des guerres balkaniques, il préférait se rapprocher de Constantinople et des grandes cours européennes où, après le désastre de Sedan et la chute de l’Empire, il espérait pouvoir œuvrer en faveur de la bonne la réputation d’une France républicaine, devenue paisible.

AbstractThe traditional story reception historians tell of Wagner in France is really a centralist story about Wagner in Paris. This article reverses the direction in light of the fact that seven French regional towns presented Lohengrin on publicly funded stages in 1891 before the directors of the Paris Opéra dared follow suit. Since the work's ‘job’ in the regions was to prove to Paris that Wagner stagings did not necessarily bring rioting with them, the focus is more on previews than on the usual (and logical) reception material of reviews. In addition, via its multi-centre approach and a sideways glance at a parallel phenomenon – the reception of Victorien Sardou's Thermidor – the article integrates reception study into a broader-based cultural history rather than treating it in potentially more limited fashion as an approach in and of itself.

Le 7 septembre 1789, Sieyès proposait à l'Assemblée nationale de nommer un comité pour préparer « un plan de municipalités et de provinces tel qu'on puisse espérer de ne pas voir le royaume se déchirer en une multitude de petits États sous forme républicaine; et qu'au contraire la France puisse former un seul tout, soumis uniformément, dans toutes ses parties, à une législation ou une administration commune». Ce plan, élaboré en trois semaines fut présenté le 29 septembre par Thouret à l'Assemblée nationale. On en connaît la teneur. La France devait être partagée, selon le modèle proposé quelques années plus tôt par le géographe Robert de Hesseln en 81 «carrés uniformes ». Le découpage devait s'effectuer en direction des frontières terrestres et maritimes à partir de Paris, et il était prévu que la capitale devrait former un département particulier.

La paternité du concept de forme scolaire revient à Guy Vincent (1933-2017) et à des chercheurs du Groupe de recherche sur la socialisation (GRS, laboratoire qu’il dirigea de sa création, en 1975, jusqu’en 1991). Cet article rend compte de ce travail de conceptualisation sociologique en adoptant une temporalité plus longue. L’approche chronologique commence en 1961, année où Guy Vincent obtient un poste universitaire, amorce une thèse d’État sous la direction de Raymond Aron et est contacté pour participer aux premières enquêtes Éducation de Pierre Bourdieu. Elle s’achève au moment de la reconnaissance de l’intérêt du concept de forme scolaire pour le renouvellement de la sociologie de l’éducation à la suite de la publication de l’ouvrage L’école primaire en France , en 1980. Ce concept engage avant tout une idée de l’histoire, du social et une définition de la socialisation. La construction progressive de son originalité est soulignée en examinant en détail des influences intellectuelles nombreuses et cumulatives. Sont examinés aussi ses liens étroits avec l’état des sciences sociales et les débats dans le champ de l’éducation, dont, tout particulièrement, celui autour des théories de la reproduction.

AbstractThis article examines the activism of Tunisian university students in the late 1960s. During the series of events surrounding the student protests of March 1968 at the University of Tunis, political activists across Tunisia and France forged communication networks or drew upon existing ones in order to further their political claims. The objectives of this article are to investigate the historical roots of these transnational networks in the colonial and postcolonial periods as well as to integrate Tunisia within the “global 1968.” Through an analysis of student protests and government reactions, I argue that ties with the former metropole shaped students’ demands and that a strictly national perspective of events is insufficient. In response to state repression, Tunisian activists shifted their struggle from global anti-imperialism toward the expansion of human rights on the national level. The networks proliferated over the course of 1968 and beyond as concrete realities shaped the direction of new claims.

Abstract:
Based on documents from the archives of the French Foreign Ministry and the Russian State Archive of Modern History, the article analyzes Soviet-Algerian relations through the prism of the rivalry between Moscow and Paris in the period from Algeria's independence in 1962 to the nationalization in 1971 by the Algerian leadership of oil transportation facilities and 51% of the shares of French oil companies operating in the Arab state. In the first years after the signing of the Evian Agreements of 1962, loans provided by the USSR, supplies of Soviet equipment, the start of a program to train national personnel, as well as assistance from other socialist countries helped Algeria to stabilize the socio-economic situation in the country. Up until 1968, Moscow's actions in Algeria did not affect strategically important areas for France. However, the aggravation of French-Algerian relations due to Paris' non-compliance with the Algerian wine purchase agreement and, more importantly, the Algerian leadership's desire for independence from France in the oil sector and, at the same time, the beginning of supplies of Algerian wine to the USSR in 1968 and Moscow's assistance in the exploration and exploitation of oil fields in Algeria led to the beginning of the Soviet-French rivalry for the Algerian market. As a result, France and other Western countries were able to impose serious competition on the USSR, significantly reducing Moscow's capabilities in the Algerian direction. The USSR promoted Algeria's independence from France in the oil sector, but failed to make Algeria part of the socialist bloc. The main beneficiary of the Soviet-French rivalry was Algeria itself, which received significant support from the USSR in creating modern industry, agriculture and in the field of training qualified personnel, while retaining ample opportunities to enter Western markets.

There is a need for accurate monitoring of PM2.5 that adversely affects human health. Consequently, in addition to the monitoring performed by fixed microbalance instruments installed under legal obligation, we are proposing to deploy the Pollutrack network of mobile sensors within the city of Paris (France). The measurements are performed by mobile aerosol counters mounted on the roof of cars, providing a constant series of readings in the 0.3–10 µm size range that are then aggregated to identify areas of mass concentrations of pollution. The performance of the Pollutrack sensors has been established in ambient air in comparison with the microbalance measurement devices and with the Light Optical Aerosols Counter (LOAC) aerosol counter. A measurement uncertainty of about 5 µg. m−3 is obtained with absolute values from the Pollutrack measurements made at a given location. Instead of the current modelizations based on very few PM2.5 values, maps built from real measurements with a spatial resolution down to 100 m can now be produced each day for Paris, and potentially for specific times of the day, thanks to the high number of measurements achievable with the Pollutrack system (over 70,000 on weekdays). Interestingly, the global trend of PM2.5 content shows several significant pollution events in 2020 despite the COVID-19 crisis and the lockdown. The Pollutrack pollution maps recorded during different PM2.5 pollution conditions in the city frequently identified a strong spatial heterogeneity where the North and the East of Paris were more polluted than the west. These “hot spots” could be due to the city topology and its sensitivity to wind direction and intensity. These high-resolution maps will be crucial in creating evidence for the relevant authorities to respond appropriately to local sources of pollution and to improve the understanding of transportation of urban PM.

Cet article sur l’histoire des intersecteurs de psychiatrie infanto-juvénile en France se propose d’investiguer un projet ambitieux qui néanmoins n’a pas émergé dans toute sa dimension : le Service Unifié de l’Enfance. Ce dispositif à l’initiative du pédopsychiatre Michel Soulé dans le 14e arrondissement de Paris est devenu un projet politique porté par Simone Veil lorsqu’elle est devenue ministre de la Santé. Comment et dans quel contexte ce projet a été construit, quels ont été ses acteurs, son évolution et ses limites. Et surtout pourquoi le Service Unifié de l’Enfance semble avoir été oublié ? Au moment où l’organisation des soins psychiatriques, sous couvert d’unité et de regrou- pement, semble plus morcelée que jamais, l’histoire du découpage des institutions pour enfants est plus que jamais d’actualité. Ce travail est issu d’une réflexion qui a pour point de départ un travail de recherche mené actuellement dans le cadre de l’École des Hautes Études en Sciences Sociales (EHESS) portant sur la création et l’histoire des intersecteurs en France depuis les années 1960 à aujourd’hui, sous la direction de Nicolas Henckes.

The debate about the same sex marriage bill in France has launched a significant sequence of politicization and assertion in the streets for the conservative Catholics. Though mobilization declined after the law was passed, these initiatives still arouse differentiated appropriation of public urban space. Relying on ethnographic work, this article analyses two logics of action emerging complementarily and organizing these post-‘Mariage pour tous’ demonstrations in Paris. In both cases there is a real ‘place-taking/place-making’ at work. Extending the study of recent Catholic mobilizations to the different activists still active after ‘La Manif Pour Tous’ makes it possible to understand how central the issue of drop in status seems in order to analyze these protest repertoires and their evolutionary inscription in the city, especially in the direction of the ‘peripheries’.

‘Watersheds’ and ‘turning points’ are two standard literary devices for addressing the question of direction in history. Once that direction is determined, one is able to survey the roads not taken, sorting out the possible and the probable from the unavoidable. This paper forswears the vocabulary of turning points, but it owes something to the idea such language expresses. Put cryptically, our discussions of the origins of the Second World War could afford to pay closer attention to Franco-Italian relations in the 1930s. Next to the Manchurian, Rhenish, Spanish, Austrian, Czech and Polish crises of that decade, the crisis within the ephemeral alliance between Paris and Rome has been given short shrift. Even within the context of the Ethiopian crisis there is a tendency to measure the implications against Anglo-French, Anglo-Italian and Italo-German relations. The net effect is to downplay the importance of relations between France and Italy. And from that, to choose but one example, comes an exaggerated sense of the ease with which the French fell into line with British policy in the Mediterranean, and with which the Italians subsequently received German overtures respecting Austria and Central Europe.

Abstract:
The article considers the main directions of France’s foreign policy after the re-election of President E. Macron in 2022. The authors analyze four problematic areas of the French course: European integration, European security crisis, the knot of contradictions in the Indo-Pacific region and the current situation in Africa. Seeking the answer to the key research question of the paper – what will dominate the essence of Macron's foreign policy in his second term, continuity or alteration – the authors use the methods of systemic and comparative analysis. The authors determine the three key factors shaping the foreign policy of France in 2022–2023: the transition of the Ukrainian crisis to large-scale warfare, aggravation of US–China relations and increased international competition for influence in Africa. In total, all this narrows the freedom of maneuver for France in Europe, the IPR and in Africa. Speaking of the European direction, the implementation of an ambitious project of the EU strategic autonomy and even ‘Europe-puissance’ with the participation of Russia – advocated by Macron during his first mandate – is suspended, to say the least. The Atlantic vector in French foreign policy dominates over the European one. The France's position regarding the Ukrainian crisis is toughening, thus the France–Russia relations are deteriorating. The authors suppose that most likely only with the end of the conflict, France will be able to return to its ambitious foreign policy activity. In the Indo-Pacific region France is trying to shape a conditionally ‘neutral’ coalition around itself, but the field for its maneuvers is also narrowing. It is also difficult for Paris it to conceptualize its political strategy in the region. In Africa France has to defend its political and economic positions, and its priority will most likely be the search for new formats of cooperation that would appeal to Africans. The authors conclude that the Macron's France adjusts its previous course to new challenges that complicate the background environment for the French diplomacy to take actions in.

Cette plateforme offre également une formation initiale et continue dans la conception d’environnements virtuels utilisés dans la recherche ou la pratique clinique. La plateforme RV-Psy s’est engagée avec l’équipe de direction dans un projet d’innovation pédagogique visant à améliorer la formation des étudiants de licence à l’examen psychologique par la simulation d’entretiens cliniques en réalité virtuelle. Nous donnons un aperçu de l’avancement du projet et des perspectives dans ce domaine de formation.
